Abstract:
In the article, semiotics as a science is presented in its connection with history: we consider the concept of Commemorations observed by UNESCO, the moment of unpredictability and the phenomenon that Yuri Lotman called “the retrospective view of the historian”. The twenties of the 21st century have become an era of unpredictable health crisis that semioticians continue to analyze. For example, at recent major international online conferences and forums on semiotics: in Russia (Moscow, GAUGN), France (Paris and Nîmes), Italy (Bologna), Poland (Warsaw) and Colombia (Bogota). The period of the pandemic has challenged representatives of the humanities, in particular semioticians, to comprehend what was happening and describe a number of emerging realities: home confinement, online communication, new cultural norms. In this sense, semiotics has proved to be a “useful toolbox” of the humanities and social sciences in response to the great challenges of our time.

Se pencher sur l’illustration des contes des Grimm en France au XXIe siècle, c’est se confronter à un paradoxe : si ces contes sont omniprésents à tous les échelons de la légitimité, les créations contemporaines les plus remarquables viennent le plus souvent de l’étranger. D’autre part, pour les recueils, les éditeurs reprennent volontiers les illustrations du XIXe siècle. Force est donc de constater une certaine frilosité de l’édition française à l’égard de ces contes, car elle ne passe pas si souvent commande aux artistes pour solliciter de nouvelles illustrations. On peut cependant trouver, du côté de la jeune création, quelques propositions qui méritent attention, en particulier depuis les célébrations du bicentenaire qui ont donné en 2012 une nouvelle impulsion à l’édition. Certains contes font ainsi l’objet, parfois pour la première fois, d’une publication en singleton sous le format de l’album, dans lequel l’image prépondérante joue amplement sa partition auprès du texte. Aussi se propose-t-on de dresser un état des lieux de la situation contemporaine de l’illustration des contes des Grimm en France, dans les recueils et dans les albums, entre reprise et création, tradition et innovation. Tout d'abord, le 19 septembre, un épisode cévenol intense apporte 700 mm en 12 heures sur la région de Valleraugue. Puis, le 1er octobre, la tempête Alex traverse le nord-ouest de la France, où les rafales atteignent 186 km/h à Belle-Île-en-Mer en raison de la présence d'un sting jet. Le lendemain, un nouvel épisode fortement précipitant déverse localement 500 mm de pluie sur les Alpes-Maritimes. Ces trois phénomènes ont tous relevé d'une vigilance rouge. During fall 2020, France is concerned by three extreme weather events. First, on september 19th , an intense cévenol event brings 700 mm in 12 hours over Valleraugue area. Then, on October the 1 st , Alex windstorm crosses northwestern France where gusts reach 186 km/h over Belle-Île-en-Mer because of the occurrence of a sting jet. The day after, a new heavy precipitation event spills a 500 mm rainfall locally over Alpes-Maritimes. All those three events received a red warning.

Abstract:
For the first time in Russian-language historiography on the basis of an analysis of the most important components of Franco-German cooperation in the field of higher education the evolution of cooperation between higher education institutions of France and Germany in the post-war period is presented. The prerequisites for Franco-German cooperation after the Second World War are determined. The evolution of academic mobility between these countries is considered. The results of activities to create equivalents of documents on higher education in France and Germany are revealed. The Franco-German joint institutions of higher education are characterized. The aim of this work is to consider the evolution of cooperation between France and Germany in the field of higher education in the post-war period of time through the prism of its key aspects. The relevance of this study is due to the lack of research on this issue in Russian-language historiography. In addition, the study of Franco-German relations in the field of science and higher education in the post-war period is also of practical importance, since the experience of this cooperation, or its individual aspects, can be used in the field of higher education and science of our state. As a result of the analysis of key aspects of the Franco-German university cooperation, the following stages were identified in bilateral cooperation. 1. Establishment of Franco-German educational cooperation (1949–1963) – a period of post-war contradictions and the emergence of academic mobility between universities in France and Germany. The intensification of Franco-German cooperation in higher education was due to the unfolding Cold War and the ongoing process of European integration: the cultural sphere acted as a means of overcoming Franco-German antagonism. 2. Franco-German cooperation after the conclusion of the Treaty of Elysee (1963 – the end of the 1970s) – a period of expansion of academic mobility and the creation of new tools for its implementation; at the same time, this period of cooperation was marked by a shift in the attention of the governments of France and Germany towards national education issues. 3. The beginning of the process of institutionalization of Franco-German cooperation (late 1970s – 1993). The transition to the third stage of cooperation is due to the emergence of new trends in bilateral educational partnerships: the creation of coordinating institutes and joint educational institutions and the beginning of solving the problem of equivalence of diplomas. 4. The cooperation of France and Germany after the formation of the EU in 1993 – the Franco-German partnership at the present stage and within the European Higher Education Area. The implementation of the provisions of the Bologna Agreement in practice significantly unified the higher education systems of France and Germany, which facilitated bilateral academic exchanges, and the two countries’ participation in European educational programs became an additional incentive for their intensification.

Abstract:
The subject of consideration is the 2020 crisis in Mali. The events are viewed in the context of the geopolitical transformations taking place in West Africa. The purpose of the study is to find out the causes and consequences of military and political cataclysms that threaten the state integrity of Mali and the stability of the situation in Tropical Africa. The situation in Mali remains poorly known: it is not clear what forces will determine the vector of its political and military-strategic development. It is obvious that France is losing its influence in the region, which is largely due to the emergence of new actors in international relations here. This, in turn, allows Africans to diversify their foreign economic and political orientations. The author assumes that the named processes will provoke an intense competition for influence in the countries of Tropical Africa.

Elle vise à saisir l’activité militante concrète de plusieurs collectifs antiracistes franciliens : la Brigade anti-négrophobie, le Conseil représentatif des associations noires, le Parti des Indigènes de la République, le réseau Reprenons l’initiative contre les politiques de racialisation et le comité d’organisation des Journées contre l’islamophobie. Croisant sociologie de l’action collective, des relations interethniques et des rapports sociaux, la thèse déroule le fil de l’analyse du travail militant au sein de ces collectifs. Il s’agit, d’un côté, d’expliquer ces mobilisations au regard des conditions sociales de leur apparition – le contexte politique, l’état du champ militant antiraciste – et leur conjonction avec les trajectoires des militant.e.s ; et d’un autre côté, de se pencher sur ce que l’action collective produit pour ceux et celles qui y participent.On verra ainsi comment les mobilisations antiracistes déclenchées à partir du milieu des années 2000, du fait de militantes et de militants français héritiers de l’immigration (post) coloniale, participent d’une lutte pour l’hégémonie sur la définition du racisme en France : l’action collective contribue à produire des intellectuel.le.s, qui produisent de la théorie sur le social. This research is based on the ethnographic study of the day-to-day activities (observation and interviews) of several antiracist activist groups, and content analysis of their written productions. It focuses on antiracist groups from the Paris region : the Brigade anti-négrophobie, the Conseil représentatif des associations noires, the Parti des Indigènes de la République, the network Reprenons l’initiative contre les politiques de racialisation and the organization committee for the annual Journées contre l’islamophobie. Combining theoretical frames from the sociology of collective action and the sociology of race, gender and class relations, the thesis is centered on the analysis of the division of militant labour within those groups. The first aim is to explain how such mobilisations emerged, by replacing them in the particular political context of the early 2000’s and situating them within the previously established antiracist field ; but also by showing how this context interacts with the social trajectories of the activists. The second aim is to examine the effects of collective action on those who participate, or in other words, the products of antiracist action.Indeed, these collectives have been intiated in the 2000’s by French activists, « heirs » of the (post)colonial immigration. They participate in the struggle for (counter) hegemony regarding the definition of racism and antiracism in France. Thereby, antiracist mobilisation produces its own intellectuals, who themselves elaborate social theory. Moreover, the different forms of militant labour (intellectual/domestic/emotional, visible/invisible) constitute entries to study the ways in which social relations of power – mainly race, gender and class relations – manifest within the course of collective action, but also how they are being reshaped. Finally, these antiracist mobilisations also imply the use of racial categories as self-categorization. Fueled by the activists’ emotional labour, this process of identification opens the possibility for racialized minority groups to become a group or a class « for itself », or in other words, a process of communalisation

Cette thèse a pour objet l'analyse des langages, des pratiques et des parcours des migrants " irréguliers " algériens vers la France (1998-2004) en interaction avec les procédures juridiques, les catégories établies, les politiques adoptées les concernant et leurs conséquences. L'hypothèse principale de cette thèse postule que cette migration révèle des contradictions entre les aspirations des individus et les politiques d'immigration des Etats-nations, auxquelles les migrants sont confrontés et qu'ils tentent de dépasser dans des mondes sociaux en interaction. Par une approche interactionniste et compréhensive, les relations et les interactions, entre les faits et les lois, les réalités sociales et les droits, sont explorées, observées, décrites et analysées. Cette thèse soutient que les migrants irréguliers dans leurs pratiques et leurs langages expriment l'aspiration au " droit à avoir des droits ". Un Droit qui reconnaisse leur capacité à agir et à choisir leur vie. Des voies de dépassement relatif de ces contradictions ont été repérées par une " mise en actes du droit ", par des interprétations de la loi qui à sa rigidité opposent la flexibilité des normes. Cela donne lieu à des négociations, des conflits, des arrangements, des contournements qui se traduisent par un éclatement du droit formel, universel et égalitaire, mais aussi à des usages alternatifs du droit de la part d'une diversité d'acteurs qui dépassent le cercle des initiés ou du pouvoir. Cela produit un " pluralisme légal ", parfois illégal et souvent informel, que des acteurs multiples négocient dans des " mondes sociaux " à l'intérieur, en intersection, et au-delà de l'officialité des institutions et des procédures juridiques de l'Etat-nation. Les circulations migratoires, en ce qu'elles sont des " territoires " privilégiés d'interpénétrations des variétés des versions et des usages du Droit, des normes et des règles selon les sociétés et à l'intérieur même de chacune d'elle, nous aident à mieux comprendre le rôle, la part active et la capacité ou non du droit à embrasser la pluralité, le conflit, le désaccord et la négociation
This thesis has for object analyses of languages, practices and distance covered by irregular "algerian" migrants to France in interaction with juridical procedures, established categories, adopted policies concerning them and their consequences. By an approach interactionnist and comprehensive, relations and interactions, between facts and laws, social realities and rights are explored, observed, described and analysed. This thesis defenses that irregular migrants expresse the aspiration to the "right to have rights". A Right which would recognize their capacity to act and to choose their life. That gives occasion to a "legal pluralism" that multiple actors negotiate in "social worlds" to the intersection and beyond the institutions officiality and procedures juridical State-Nation. Migratory circulations assert themselves so as "territories" of varieties versions interpenetrations and right-handed uses

La révision constitutionnelle sur la parité (8 juillet 1999) a donné lieu à une abondante production de discours, d'interprétations et de contestations du sens de la réforme. Cette prolifération d'argumentaires sur la scène militante, dans l'espace public et dans l'arène parlementaire, incite à une approche centrée sur leur rôle dans la légitimation et la mise en oeuvre de la parité. Les sens donnés à la notion d'égalité des sexes, les luttes discursives qui les ooposent, et les représentations que les acteurs se font de la réforme constituent le noyau dur de notre objet. Les discours sont appréhendés comme l'expression de représentations sociales ayant trait aux rapports de genre, comme la manifestation des fondements idéologiques des systèmes de légitimation d'une certaine organisation sociale. Ces représentations sociales sont examinées de façon à déterminer dans quelle mesure elles participent à reproduire les rapports sociaux de sexe ou si elles permettent leur transformation
The constitutional revision integrating the principle of parité (sex-parity) adopted on July 8th 1999 led to an tremendous production of discourses, interpretations and contestations over the meaning of this political reform. This peculiar emergence of argumentations on the militant scene, in the public sphere and in parliamentary arena encourages a theoretical approach focusing on the role of discourses in the process of legitimation and implementation of the parity. The signification of categories such as gender equality, the discursive struggles, and the actors' representations of the reform constitute the main object of this study. Discourses ara analysed as the vehicle for social representations about gender. They are viewed as the manifestation of the ideological foundation of a specific social organization. These social representations are investigated so as to determine in which ways they participate to reproduce or to transform gender relations

À partir d'observations non participantes dans deux établissements pour peines, l'hypothèse repose sur une hybridation des logiques actuarielle, responsabilisante et disciplinaire concernant l'affectation des détenus en cellule, les sanctions disciplinaires, l'allocation du travail pénitentiaire, l'application et l'aménagement de peine, ainsi que la prévention du suicide. Plus précisément, j'ai porté mon attention sur la manière dont les détenus sont catégorisés et triés au cours de ces différents moments décisionnels. La prise de décision en ces domaines est l'objet de deux types d'évaluation que sont le jugement à distance et le jugement en interaction. C'est le jugement à distance qui se rapproche le plus de la rationalité actuarielle et son influence dépend notamment du niveau des flux de détenus, de la socialisation professionnelle et de facteurs organisationnels. Chaque domaine décisionnel est également influencé par le type de régime de détention dans lequel est placé le détenu, chaque régime étant caractérisé par des contrôles, des interactions des climats émotionnels spécifiques. La circularité du complexe décisionnel affecte en retour les échanges en renforçant les particularités interactionnelles et émotionnelles de chaque forme de détention. L'analyse de cet ensemble décisionnel laisse apparaître une volonté très forte chez certains personnels de prédire les comportements et de réduire l'incertitude en détention. Les prédictions des personnels se fondent implicitement sur une théorie de l'acteur « intéressé et engagé» qui joue un rôle fondamental en performant pour partie les conduites des détenus. Les interdépendances entre le complexe décisionnel et les interactions influencent elles mêmes le processus en accroissant la confiance que les personnels ont dans le système de catégorisation des détenus et dans leur théorie de l'acteur « intéressé et engagé »
On the basis of non participant observations in two french prisons (a "centre de détention" and a "maison centrale"), I assume a process of hybridization of actuarial, empowerment and correctional approaches that affect french prison staff decisions concerning cells assignement, job assignement, disciplinary detention, parole and suicidal risks prevention. In fact, I'm interested of how detainees are screened during admission and assigned to various form of detention (included disciplinary detention an how they get a job, a release and eventually suicidaI prevention measures. The decision-making is shaped by two kinds of assessment : a non-interactional assessment (CV, length of penalty, previous convictions, disciplinary and prison past. . . ) and a face-to-face assessment. The non-interactional assesment looks like an actuarial rationality and his influence depends on organization factors and professional socialization. Moreover, I notice that each form of detention in these prisons is characterized by the specific factors, controls, interactions and emotional climates that affect a set of decisions about disciplinary measures, work, suicidal risks prevention and the sentences of detainees. The circularity in this complex declsion-making process affects, In turn, exchanges by reinforcing the interactional and emotional particularities of each form of detention. The analysis of the set of decisions shows a will to predict inmates behaviors and to reduce uncertainty. Theses staff predictions based on "interested and engaged choice" theory plays a key role and performs inmates behaviors. The interdependence between decision-making and interactions feeds back into the process so as to increase the confidence that correction officers have in the initial screening, assignement of detainees and in their "interested and engaged choice" theory

A partir de l'observation des comportements et des formes d'organisation déployés par les Andins en France, cette recherche étudie la manière dont les migrants œuvrent pour parvenir à leur intégration sociale. L'enquête de terrain effectuée en région parisienne montre que la stratégie dominante chez les migrants andins est la « débrouille individuelle ». Ce terme caractérise un rapport entre l'individu et la loi ou les institutions. L'acteur vise à obtenir des résultats en se plaçant en dehors de la sphère du droit et à côté du cadre institutionnel. Le terme est défini et confronté à d'autres notions sociologiques proches, puis utilisé dans une typologie rendant compte du comportement d'autres groupes migratoires. La prégnance de certaines stratégies s'explique avec l'idée de la « transposition de la société d'origine », qui traduit le rapport existant entre le contexte social et politique de la société d'origine des individus et le type d'actions qu'ils déploient en tant qu'immigrants
This research analyzes Andean migrants' individual and collective behaviour in France, in their attempt to reach social integration. The field work carried out in the Parisian region shows that the Andean migrants' preferred strategy can be characterized as "individual husding". The term points to the relationship between the individual and the law and institutions. The migrants deal with their situation by placing themselves outside of the legal framework as well as largely outside of institutions. This strategy is defined by the author and compared to other similar sociological concepts; it is then used to examine the behaviour of migrants of other origins. A number of recurring strategies can be analyzed using the concept of 'home society transfer', which explains the link between the migrants' home society's social and political context and the types of behaviour they display as immigrants

Les théories, psychologiques, historiques, sociologiques ou anthropologiques depuis trois siècles ont conceptualisé le diable comme une représentation, un fantasme, une pulsion de mort, un mythe collectif ou une conception universelle du mal. Seule la théorie démonologique, chrétienne, depuis environ le 13ième siècle, propose une thérapeutique religieuse – l’exorcisme, toujours très actuelle. Devant l’étiologie diabolique présentée de manière récurrente depuis quelques années par les patients chrétiens en Occident, l’ethnopsychiatrie s’est montrée la méthode de recherches en psychopathologie et en psychothérapie la plus pertinente. La thèse argumentera, à la lumière de faits anthropologiques, historiques et cliniques, une psychopathologie contemporaine du diable : dans notre Occident chrétien, le diable est l’étiologie des troubles intellectuels, sexuels et comportementaux d’une personne, et des désordres et des malheurs affectant un groupe chrétien tout entier. Le diable est également la pratique la plus anti-chrétienne qui soit, énoncée en ces termes : “ faire un pacte avec le diable ”
Since three century, psychological, psychoanalytical, historical, sociological or anthropological theories conceptualized the devil as a representation, a fantasy, a death instinct, a collective myth or a universal theory of evil. The Christian demonology theory, active in the western world since the 13e and 14e centuries, only proposes a religious therapy – exorcism. Ethnopsychiatry showed to be the most pertinent psychopathology research approach to deal with the diabolic etiology regularly revealed by Christian patients over the last years in Occident. This thesis discuss a modern psychopathology for the devil ; it is effective for psychotherapy. In the Christian Occident, in particular France, the devil is the etiology of mental, sexual and behavioral troubles, and of the disorders and misfortunes of an entire Christian group. The devil is also the most anti-Christian practice, always described by: “To make a pact with the devil”

Ce travail aborde deux problématiques : celle de la sociologie des migrations politiques et celle de la sociologie des épreuves, elle vise à interroger les conditions de leur dépassement. Ces deux interrogations s’éclairent mutuellement et l’exil constitue la passerelle entre ces deux approches. Cela nous permet l’élaboration d’une typologie montrant comment elles s’articulent. A partir des bases théoriques et méthodologiques de notre enquête, nous montrons comment l’exil peut être saisi comme épreuve. Nous analysons les projets politiques des deux sociétés, française et canadienne, car les processus mobilisés par l’épreuve se déploient nécessairement dans des espaces sociaux et politiques travaillés par des idéaux particuliers. Ensuite, nous procédons à une définition rigoureuse de notre population d’enquête : des Algériens francophones tous intégrés professionnellement avant le départ. La seconde partie est consacrée à l’analyse de l’enquête grâce à une typologie des expériences vécues de l’exil. Nous avons alors prouvé, au travers de l’analyse des dimensions qui définissent le rapport à l’exil (la signification du départ et le rapport à l’Algérie, l’intégration professionnelle, le rapport aux installés et le rapport à soi), l’efficacité des deux types ainsi construits : l’exil subi et l’exil assumé. En effet, il apparaît que ces deux types permettent de rendre compte de cet agencement toujours singulier entre des phénomènes structurels et l’expérience concrète des individus. L’exil n’y fait pas exception.

"Dans un contexte souvent affirmé de "nationalisation" des comportements électoraux, les cartes de la géographie des votes à l'issue des scrutins récents, traduisent une nette réorganisation de la répartition des suffrages. A un désalignement sur les clivages régionaux ou sociologiques traditionnels selon le rapport gauche / droite, succède un réalignement partisan lié à l'opposition rural-urbain. Cette thèse insiste sur la forte structuration socio-spatiale des votes, notamment ceux en faveur des nouveaux partis (nationalistes, souverainistes, écologistes, ruralistes. . . ) qui ont construit leur identité et leur discours en référence à un concept territorial. Notre problématique consiste à appréhender les évolutions récentes de la carte électorale française à une échelle géographique fine: le canton et la commune. Cette démarche est novatrice car elle permet de faire le lien avec les variables sociales mais aussi de mettre en évidence différents effets spatiaux imperceptibles à l'échelle du département ou de la circonscription. En conciliant l'approche écologique ainsi que les méthodes et les outils de la géographie quantitative et de l'analyse spatiale, cette étude propose quelques pistes de réflexion pour comprendre la forte territorialisation des votes observée en France. In an often marked context of "nationalization" of the electoral behaviour, the mapping of the votes at the end of the recent polls, translate a clear reorganization of the distribution of the votes. To a misalignment on traditional regional or sociological cleavages based upon left force / right forces opposition succeeded realignment in favour related to the regional or sociological opposition. This research emphasizes the strong socio-spatial structure of the voting behaviour with a particular focus on those in favour of new political parties who are building their identity and their speech in reference to a territorial concept. Our problematic consist to dread the recent evolutions of the French electoral map to a fine geographic scale: the canton and the municipality. This innovative method allows to make the link with the social data but also to place in prominent position various imperceptible spatial effects on the scale of the department or of the country. By reconciling the ecological approach as well as the methods and the tools of the quantitative geography anf the spatial analysis, this study proposes some tracks of reflection to understand the strong territorialization of the votes observed in France

Partant du sommet de l'État, de dispositifs de différentes natures (structures, formations, organisation du travail) ont induit de nouvelles - ou réactivé d'anciennes - catégories de pensée pénétrant les représentations et les pratiques des agents de l'institution. Depuis réforme structurelle du plan Juppé (1996), on assiste au renforcement du rôle de l'État. Parallèlement, la réforme ouvre la voie à une politique managériale incorporant une nouvelle « gouvernance » dans un service public. La mise en œuvre de la réforme est passée par des dispositifs de formation destinés aux différentes catégories d'agents, pour les convertir aux nouvelles orientations politiques de la branche maladie, tout en s'adossant aux discours et outils managériaux de la « démarche qualité ». C'est au niveau de l'accueil des usagers que la réforme portée en actes apparaît au grand jour et ce depuis la mise en œuvre de la Couverture maladie universelle (CMU) (2000) destinée à protéger les populations en situation de précarité. L'afflux d'une population d'« assistés » (CMU) a entraîné la réorganisation et la rationalisation managériale de l'accueil en opérant un classement des usagers en différentes catégories : des « bons » clients jusqu'aux « assistés ». De plus, la fixation d'objectifs purement quantitatifs, a permis de rationaliser la durée d'attente et/ou la durée des entretiens imposés aux usagers et/ou aux agents. Between 1995 and 2008 the reform of the health insurance system in France deeply transformed the social state. From the apex of the state downwards various apparatuses (institutional structures, training programs, work organization) induced new (or renewed) thought categories and practices that penetrated the representations and work of institutional agents. The role of the state was reinforced and managerial policies incorporating a new governance system were introduced. In the course of this transformation, the training programs aimed at different categories of agents were reformatted to fit both the new political orientations of the health system and the discourse of "quality service" with its managerial tools. The implementation in January 2000 of a universal health coverage programme called CMU (Couverture Maladie Universelle), the aim of wich was to protect precarious populations, has been empirically observed. The influx of "assisted" population groups claiming CMU or AME (state medical aid for certain foreign populations) benefits led to a reorganisation of the system, evidence in the way in wich users of the health system are treated at the reception at local level. The managerial rationalisation allowed a classification of users ranging from "good" insured clients to the "assisted" and the imposition of strictly quantitative objectives (norms of "quality"), rationalised work time and work organisation measuring such items as "client" time spent in waiting lines on the length of interviews. At the same time, however, arbitration over the attribution of conditional CMU or AME coverage was left to the discretionary appreciation of health service employees

Les SDF sont aujourd'hui des personnages emblématiques de l'exclusion urbaine des sociétés contemporaines. Ils portent en eux et sur eux les stigmates de leur étrangeté et incarnent la marginalité et la déviance. Cette recherche s'appuie sur une enquête à la fois qualitative et quantitative, réalisée auprès d'un échantillon de 423 personnes vivant à proximité de structures d'accueil et d'hébergement d'urgence. Ces dernières sont particulièrement sensibles à leur présence: elles constatent un certain nombre de nuisances dans leur environnement domestique et se sentent agressées par ces « indésirables» qui menacent la sécurité de leurs biens et de leurs proches. Elles mobilisent les représentations sociales négatives dont font l'objet les personnes sans domicile et distinguent les « bons» des « mauvais» SDF. Les riverains de ces structures d'hébergement adoptent différents types d'attitudes. De l'« indifférence » au « rejet engagé » en passant par la « critique du rejet » et le « rejet distant », ces attitudes ne sont pas le propre de quelques individus mais sont repérables dans l'ensemble des politiques sociales destinées aux personnes sans domicile. Elles mettent en exergue l'une des formes contemporaine de la régulation sociale du sans-abrisme qui se caractérise par une compassion sélective. En analysant le processus de catégorisation qui constitue le cœur des représentations sociales des SDF et structure les attitudes adoptées à leur égard, cette thèse permet de comprendre comment et pourquoi la question des SDF resurgit périodiquement dans le débat collectif
Homeless people are emblematic of the urban exclusion in contemporary societies. They bear the stigmas of their "strangeness" or difference and embody a marginality and deviance from accepted social standards. This thesis is based bath on qualitative and quantitative work with a sample of 423 persons who live near to emergency accommodation services for homeless people. These people are particularly sensitive to their presence: they notice a number of nuisances in their domestic environment and feel assaulted by these "undesirable" behaviours which threaten the security of their possessions and their well-being. The local residents living neat to these accommodation services mobilize the negative social representations of homelessness and distinguish, according to social and moral characteristics, the "good" and the "bad" homeless people. They adopt various types of attitudes. From "indifference" to "engaged rejection" by way of "critic of rejection" and "distant rejection", these attitudes are not only their own but are locatable in the entirety of social policies intended for homeless people. They highlight one of the current shape of social regulation of homelessness which is characterized by a selective compassion. By analyzing the process of categorisation which constitutes the heart of social representations of homelessness and structures attitudes adopted towards these people, this thesis alIows us to understand how and why the homelessness question reappears periodically in the collective debate

AbstractNew Caledonia has been under French tutelage from 1853. From the early-twentieth-century local parties have sought increasing autonomy, and some, mainly indigenous Kanaks, independence, culminating in a civil war in the 1980s. The 1988 Matignon-Oudinot Accords ended the violence and, together with the 1998 Nouméa Accord, delayed a promised independence referendum by 30 years, in return for increased autonomy with scheduled handovers of certain responsibilities by France, and more equitable distribution of nickel returns, in a common destiny across communities. The final, self-determination phase of these agreements is now formally complete, with three independence referendums held in 2018, 2020, and 2021. The first two votes, returning a slim and narrowing majority for staying with France, revealed the continuing deep ethnic divide over independence. A call for nonparticipation by indigenous leaders, after the devastating effect of the COVID-19 pandemic on their communities, widely heeded, effectively nullified the political effect of the final December 2021 vote, again favouring staying with France. Independence leaders are now calling for another vote. This paper reviews the historical context, the next steps, and key issues in the ongoing self-determination process, including issues engaging important geostrategic interests for France and, briefly, some implications for the South Pacific region.

Berlin, Staatsbibl., Ham. 90, Paris, Bibl. nationale de France, It. 482 and Firenze, Bibl. Med. Laur., Plut. 42, 1). On one hand, the purpose of this work is to demonstrate that the text transmitted by Plut. 42, 3 is contaminated and altered by errors and innovations, therefore unusable for a new critical edition of the work; on the other hand, it leads us to an investigation into the existence of a «characterizing tradition» of Decameron.

AbstractThis chapter reviews the evidence of the impact on children’s education from the school closures, implemented over the period March-June 2020, as part of the lockdown measures put in place to control the spread of the Covid-19 virus. The sources of information are surveys of the adult population, parents/guardians of school-age children, teachers and students based on representative samples as well as achievement tests that were accessible by early 2021. The lockdowns and associated closures of schools implemented in response to the arrival of the Covid-19 pandemic represented a sudden and unprecedented event for which school authorities, teachers, parents, and students were unprepared. While distance and remote education arrangements were put in place at short notice, they represented an imperfect substitute to in-person schooling. In the short-term, the consequences of school closures and lockdowns appear to have been modest in scale and impact in the reviewed countries. For most (though by no means for all) children, missing 8–18 weeks of face-to-face schooling appears not to have had dramatic consequences for either their academic or broader development, or led to the significant widening of pre-existing inequalities. However, a definitive assessment of the impact of the school closures in the first half of 2020 will not be possible for some time.

This paper analyses key macroeconomic repercussions of the global pandemic and geo-political crises in terms of growing recessionary and inflationary pressures, and finally, the potential occurrence of stagfla­tion. Primarily, stagflation shocks in the 1970s are analyzed and compared to the current crisis for the period January 2020 – July 2022 in the example of selected economies (the United States, Germany and France). Descrip­tive analysis showed that in the observed period, inflationary and recession­ary pressures existed in USA, Germany and France; however, those pressures could not be identified as stagflation, since they did not happen simultane­ously. Namely, during the pandemic crisis, recessionary pressures were pres­ent, since the GDP growth decreased till the first quarter of 2021 in analyz­ed economies, while inflation rates were stable. On the other hand, with the recovery of economies in the second quarter of 2021 inflationary pressures were stronger, intensified by the geopolitical crisis. Therefore, it seems that the most visible anomaly of the global economic system in 2022 is the pres­ence of inflationary pressures.

Abstract:
This paper intends to test efficiency, in its weak form, in the capital markets of the Netherlands (AEX), Belgium (BEL 20), France (CAC 40), Ireland (ISEQ 20), and Portugal (PSI 20), for the period from September 18th, 2017, to Sep­tember 15th, 2022. Given the skewness and kurtosis coefficients, the time series shows signs of deviation from the normality hypothesis. We also observe that during the Tranquil and second Covid-19 wave subperiods, European equity markets are in equilibrium and that the (in) efficiency hypothesis, in its weak form, does not hold, implying that investors will struggle to achieve returns above the market average without incurring additional risk. When we examine the first Covid-19 subperiod, we find that all capital markets show long memo­ries, indicating a propensity to forecast returns, particularly the Portuguese cap­ital market shows the highest value of persistence (0.65), while the stock indexes of Belgium (BEL 20), France (CAC 40), Ireland (ISEQ 20) have exponents of 0.62, and the Netherlands 0.61. In the fourth sub-period that corresponds to the Rus­sian invasion of Ukraine in 2022, we find that the efficiency hypothesis, in its weak form, is rejected for all stock indexes, except for the French capital market (CAC 40). When the sub-periods of the first wave of COVID-19 and the Russian invasion of Ukraine in 2022 are compared, we notice that markets exhibit more pronounced imbalances during the first wave of COVID-19, due in large part to uncertainty regarding the course of the 2020 pandemic. In addition, we empha­size that during subperiods of higher uncertainty in the global economy, prices do not fully reflect available information and that price fluctuations are not i.i.d. In other words, there is a reversion to the mean, and prices become predicta­ble, allowing regional and international investors to achieve above-market av­erage returns. The authors suggest that these findings are significant for regula­tors and supervisors of European capital markets to promote efforts to guaran­tee that available market information is rectified more effectively.

The volume of international transfers of major arms in 2016–20 was 0.5 per cent lower than in 2011–15 and 12 per cent higher than in 2006–10. The five largest arms exporters in 2016–20 were the United States, Russia, France, Germany and China. The five largest arms importers were Saudi Arabia, India, Egypt, Australia and China. Between 2011–15 and 2016–20 there were increases in arms transfers to the Middle East and to Europe, while there were decreases in the transfers to Africa, the Americas, and Asia and Oceania. From 15 March 2021 SIPRI’s open-access Arms Transfers Database includes updated data on transfers of major arms for 1950–2020, which replaces all previous data on arms transfers published by SIPRI. Based on the new data, this Fact Sheet presents global trends in arms exports and arms imports, and highlights selected issues related to transfers of major arms.

Abstract:
L’enquête State of Open Science Practices in France (SOSP-FR) a été conduite entre juin 2020 et septembre 2020. Elle a pour but d’interroger les pratiques des outils numé- riques et autour des données de la recherche dans les communautés scientifiques françaises. Le questionnaire se compose de 38 questions réparties en 9 thématiques. Les questions portent sur des pratiques déjà établies et des pratiques ou usages émer- gents comme l’open peer review ou les articles de données dits data paper. Le nombre de répondants est de 1089, permettant d’interroger une répartition disciplinaire, genrée et statutaire assez représentative de l’état de l’emploi dans l’enseignement supérieur et de recherche en France. Dans l’enquête, le focus sur le contexte de travail des répondants, qualifié de solitaire ou collectif, met en exergue des différences dans les pratiques, notamment d’archivage des données de recherche et dans les usages, particulièrement d’accès à l’information, aux infrastructures de recherche ou aux outils numériques institutionnels. Les réseaux sociaux des chercheurs semblent influencer les pratiques et les usages liés à la science ouverte en France. En distinguant les usages et les pratiques selon deux perspectives, l’une où la science ouverte est associée à une dimension humaine incluant une ouverture au plus grand nombre des résultats de recherche et l’autre où la dimension technique, incluant l’usage d’un environnement numérique libre et gratuit, est celle qui prévaut, les résultats aboutissent à des distinctions disciplinaires mais également statuaires, générationnelles et au niveau du contexte de travail. Les résultats sont équivalents quant à l’arrivée de nouveaux logiciels et langages de programmation, comme nous avons pu le constater avec R, Excel et Python. L’acculturation aux enjeux de la science ouverte passe par des collectifs, plus accessibles dans des environnements de recherche que dans le couple recherche-enseignement.

Abstract:
During Fall/Autumn 2020, the PHED project between Malmö and Lund Universities organised a Commission inviting oral and written testimony on the future of healthcare post Covid-19. Focused initially on the Scania region, the discussions expanded to include a wider Swedish national focus, and international comparison with France and the United Kingdom. The inquiry included testimony from healthcare practitioners, civil servants, civil society, as well as researchers. Overall, the testimony pointed to Covid-19 as both a tragedy and a learning moment by which to strengthen society. It identifies several key recommendations for protecting and improving public health.

Abstract:
We believe the climate crisis will be resolved in cities. Today, while cities occupy only 2% of the Earth's surface, 57% of the world's population lives in cities, and by 2050, it will jump to 68% (UN, 2018). Currently, cities consume over 75% of natural resources, accumulate 50% of the global waste and emit up to 80% of greenhouse gases (Ellen MacArthur Foundation, 2017). Cities generate 70% of the global gross domestic product and are significant drivers of economic growth (UN-Habitat III, 2016). At the same time, cities sit on the frontline of natural disasters such as floods, storms and droughts (De Sherbinin et al., 2007; Major et al., 2011; Rockström et al., 2021). One of the sustainability pathways to reduce the environmental consequences of the current extract-make-dispose model (or the "linear economy") is a circular economy (CE) model. A CE is defined as "an economic system that is based on business models which replace the 'end-of-life' concept with reducing, alternatively reusing, recycling and recovering materials in production/distribution and consumption processes" (Kirchherr et al., 2017, p. 224). By redesigning production processes and thereby extending the lifespan of goods and materials, researchers suggest that CE approaches reduce waste and increase employment and resource security while sustaining business competitiveness (Korhonen et al., 2018; Niskanen et al., 2020; Stahel, 2012; Winans et al., 2017). Organizations such as the Ellen MacArthur Foundation and Circle Economy help steer businesses toward CE strategies. The CE is also a political priority in countries and municipalities globally. For instance, the CE Action Plan, launched by the European Commission in 2015 and reconfirmed in 2020, is a central pillar of the European Green Deal (European Commission, 2015, 2020). Additionally, more governments are implementing national CE strategies in China (Ellen MacArthur Foundation, 2018), Colombia (Government of the Republic of Colombia, 2019), Finland (Sitra, 2016), Sweden (Government Offices of Sweden, 2020) and the US (Metabolic, 2018, 2019), to name a few. Meanwhile, more cities worldwide are adopting CE models to achieve more resource-efficient urban management systems, thereby advancing their environmental ambitions (Petit-Boix & Leipold, 2018; Turcu & Gillie, 2020; Vanhuyse, Haddaway, et al., 2021). Cities with CE ambitions include, Amsterdam, Barcelona, Paris, Toronto, Peterborough (England) and Umeå (Sweden) (OECD, 2020a). In Europe, over 60 cities signed the European Circular Cities Declaration (2020) to harmonize the transition towards a CE in the region. In this policy brief, we provide insights into common challenges local governments face in implementing their CE plans and suggest recommendations for overcoming these. It aims to answer the question: How can the CE agenda be governed in cities? It is based on the results of the Urban Circularity Assessment Framework (UCAF) project, building on findings from 25 interviews, focus group discussions and workshops held with different stakeholder groups in Umeå, as well as research on Stockholm's urban circularity potential, including findings from 11 expert interviews (Rezaie, 2021). Our findings were complemented by the Circular Economy Lab project (Rezaie et al., 2022) and experiences from working with municipal governments in Sweden, Belgium, France and the UK, on CE and environmental and social sustainability.

Abstract:
In 1692, in the context of the Nine Years War (1689-1697), Admiral Tourville’s French fleet faced the Anglo-Dutch alliance along the Norman coast. Five large French men-of-war were reduced to ashes close to Tatihou island in St-Vaast-La Hougue bay (Manche county, France). Discovered in 1985, these shipwrecks have been excavated from 1990 to 1995 by Michel L’Hour and Élisabeth Veyrat, from the Département des Recherches Archéologiques Subaquatiques et Sous-Marines (DRASSM, Ministry of Culture). Among the numerous remains, fish bones were found in large quantities on one of the wrecks. Preliminary studies conducted between 1990 and 1992 by Myriam Sternberg determined that the fish remains were cod (Gadus morhua L.) which were reserved for food aboard. The data recovery during the year 2020-2021 allowed the acquisition of new knowledge on the supplying and the process carried out on this fish.

Abstract:
This publication in the “Cahiers de la sécurité industrielle” collection presents the findings of the FonCSI “Industrial risk governance and citizen participation at the local level” working group, which met ten times between September 2020 and December 2021. Part One of this “Cahier” presents a brief overview of citizen information and participation in industrial risk and pollution related issues in France (chapter 1), then focuses in on the transposition of European regulations in this domain in Italy and the Netherlands (chapter 2). In chapter 1 of Part Two we endeavour to analyse the bitterly disappointing conclusion reached in the aftermath of the Lubrizol and Normandie Logistique fire and the strong government response that followed, while in chapter 2 we suggest some possible courses of action and avenues to explore in order for citizen information and participation to be given greater consideration in the complex issue that is cohabitation with high-risk activities.
