Abstract:
Chapter 2 sets out the basic framework. It considers an economy evolving indefinitely in discrete time, with producers, consumers, and a central bank as principal actors. Individuals plan over finite horizons and form expectations according to what they see. Money is conceived of as a commodity that is produced through credit creation rather than distributed by a fancy helicopter. This natural way to represent money is rarely followed in the literature and differs sharply from the usual helicopter drops because it ties money creation to credit creation. The chapter’s upshot is a system of simultaneous equations determining prices, wages, and the nominal interest rate. Using this solution, individuals revise their expectations, and the economy proceeds to the next period. The chapter concludes with functional and numerical specifications for later simulations, the purpose of which is to analyze key economic processes and to derive meaningful results.

Its distinctive features include: pluralism; eschewing representation consumers; being testing against a desideratum concerning representational explanation rather than against intuitions; and a proposal about the way exploitable relations, vehicle processing and a system’s functions come together to constitute content.

This chapter discusses the channels of impact of an extractives activity on an economy by describing the different routes through which the direct economic and social impacts of these activities might be enhanced. These routes include those that often have the highest political profile, namely spending of government revenues. It also discusses other channels that arguably are far more important, such as the direct effects of corporate spend in local supply chains; the immediate ‘multiplier’ effects of this; the further multipliers that follow from significant income growth; the new downstream activities that may be built on the primary extractive activity; and the externalities that may accrue from the direct boost that a large extractive investment is likely to provide.
