Abstract:
The book describes the activities of the consortium member institutions in the framework of the TEMPUS IV Joint Project ViCES - Video Conferencing Educational Services (144650-TEMPUS-2008-IT-JPGR). In order to provide the basis for the development of a distance learning environment based on video conferencing systems and develop a blended learning courses methodology, the TEMPUS Project VICES (2009-2012) was launched in 2009. This publication collects the conclusion of the project and it reports the main outcomes together with the approach followed by the different partners towards the achievement of the project's goal. The book includes several contributions focussed on specific topics related to videoconferencing services, namely how to enable such services in educational contexts so that, the installation and deployment of videoconferencing systems could be conceived an integral part of virtual open campuses.

Abstract:
This chapter outlines the book’s framework for analysing coalition management under multiparty presidentialism. It defines the concepts of coalition and coalition management, and states the book’s assumptions about the motivations of formateurs. It specifies the five main tools that comprise the multi-dimensional understanding of coalition management: legislative, cabinet, partisan, budget, and informal tools (the ‘exchange of favours’), which are known collectively as the ‘presidential toolbox’. It also outlines the costs associated with the deployment of each tool. Finally, it presents the argument that presidents operate as cost minimizers, and shows that their perceptions of the costs that each tool entails are shaped by a range of systemic-level, coalition-level, and conjunctural factors.

The emergence of big data presents opportunities for corporate organisations to exploit massive data collection for strategical decision-making. Despite having access to these data, managers inherently struggle in taking advantages of available information for decision-making. Visualisation offers enhancement on managerial decision-making process via mental cognitive load reduction using visual representation. Albeit the advances of visualisation tools, visualisation for decision-making is rarely explored, leading to a limited understanding of suitable techniques. This book offers knowledge on leveraging information visualisation as a tool in public managerial decision making. In this book, we introduce a framework for supporting software designers in devising visualisation for decision-making support. Our framework encompasses guidelines on requirements and challenges in identifying decision-relevant information and recommended visualisations to represent it. This book discusses the underlying theories, techniques and models of information visualisation and associated with the decision-making process. This book characterizes processes and roles from organisational practices for extracting relevant information within a corporate data warehouse. The chapters within this book cumulatively demonstrate the information visualisation process in supporting organisational decision making. In addition, this book articulates a comprehensive knowledge of Malaysian public service’s decision-making processes and practices. This book highlights emerging opportunities and challenges in using information visualisation in Malaysia for the future undertaking.

Abstract:
This Guideline is a tool to address issues on EST in national and sectorial policies and plans to relieve the negative effects of climate change in LAC. Its main objectives are: i) To be a practical tool for LAC countries to adopt policies and plans with regards to the identification, assessment, and adoption of EST to achieve climate change policy objectives. ii) Raise the number of countries using models and tools to assess technologies. iii) Facilitate the scenario analysis of technology inclusion as a climate change planning tool, using models that help decision makers to answer questions, nationally and internationally, and to understand the environmental, economic, and social impact of adopting these policies in their own countries, the region, and the rest of the world.
