Abstract:
A system of legal norms should be free of contradictions. The idea of justice is incompatible with an erratic interpretation and, subsequently, arbitrary application of norms. Systemic contradictions make actions by state authorities unpredictable. However, at the domestic as well as at the international level, considerations of power and interest have often made of the respective body of norms a “hermeneutical minefield.” The international legal order contains contradictions even between the most basic principles such as state sovereignty, self-determination and the rules of international humanitarian law. While, at the national level, the authority of constitutional courts may help to eliminate contradictions and inconsistencies, there exists, apart from limited regional arrangements, no such separation of powers at the international level. The article analyzes the systemic, destabilizing impact of normative contradictions in exemplary cases related to the interpretation of the UN Charter and the system of international humanitarian and international criminal law.

Abstract:
The book is devoted to the research and development of methods for combining computational structures for reconfigurable signature-based information protection tools for computer systems and networks in order to increase their efficiency. Network security tools based, among others, on such AI-based approaches as deep neural networking, despite the great progress shown in recent years, still suffer from nonzero recognition error probability. Even a low probability of such an error in a critical infrastructure can be disastrous. Therefore, signature-based recognition methods with their theoretically exact matching feature are still relevant when creating information security systems such as network intrusion detection systems, antivirus, anti-spam, and wormcontainment systems. The real time multi-pattern string matching task has been a major performance bottleneck in such systems. To speed up the recognition process, developers use a reconfigurable hardware platform based on FPGA devices. Such platform provides almost software flexibility and near-ASIC performance. The most important component of a signature-based information security system in terms of efficiency is the recognition module, in which the multipattern matching task is directly solved. It must not only check each byte of input data at speeds of tens and hundreds of gigabits/sec against hundreds of thousand or even millions patterns of signature database, but also change its structure every time a new signature appears or the operating conditions of the protected system change. As a result of the analysis of numerous examples of the development of reconfigurable information security systems, three most promising approaches to the construction of hardware circuits of recognition modules were identified, namely, content-addressable memory based on digital comparators, Bloom filter and Aho–Corasick finite automata. A method for fast quantification of components of recognition module and the entire system was proposed. The method makes it possible to exclude resource-intensive procedures for synthesizing digital circuits on FPGAs when building complex reconfigurable information security systems and their components. To improve the efficiency of the systems under study, structural-level combinational methods are proposed, which allow combining into single recognition device several matching schemes built on different approaches and their modifications, in such a way that their advantages are enhanced and disadvantages are eliminated. In order to achieve the maximum efficiency of combining methods, optimization methods are used. The methods of: parallel combining, sequential cascading and vertical junction have been formulated and investigated. The principle of multi-level combining of combining methods is also considered and researched. Algorithms for the implementation of the proposed combining methods have been developed. Software has been created that allows to conduct experiments with the developed methods and tools. Quantitative estimates are obtained for increasing the efficiency of constructing recognition modules as a result of using combination methods. The issue of optimization of reconfigurable devices presented in hardware description languages is considered. A modification of the method of affine transformations, which allows parallelizing such cycles that cannot be optimized by other methods, was presented. In order to facilitate the practical application of the developed methods and tools, a web service using high-performance computer technologies of grid and cloud computing was considered. The proposed methods to increase efficiency of matching procedure can also be used to solve important problems in other fields of science as data mining, analysis of DNA molecules, etc. Keywords: information security, signature, multi-pattern matching, FPGA, structural combining, efficiency, optimization, hardware description language.

Abstract:
This chapter examines the structure and interpretation of the principles and rules made by the Financial Conduct Authority (FCA) and the Prudential Regulation Authority (PRA) that govern the operation of persons subject to the UK system of financial regulation. The respective powers of the FCA and PRA to make rules applying to authorised persons are assessed. The main rules, and their application to FCA- and PRA-authorised persons, are displayed in a table. Consideration is given to the influence of EU legislation on UK conduct of business rules. Guidance is provided on how to interpret a rule, and the possible consequences of breach of a rule. The regulators’ power to waive or modify a rule following the application of an authorised person, and the scope of the FCA’s option to give guidance regarding rules, are also discussed. Finally, the FCA’s principles for business and the PRA’s fundamental rules are assessed.

Abstract:
The book presents the recent achievements in the use of renewable energy sources, chemical processes, biomaterials for the efficient production of hydrogen, its storage and use as a fuel in the FC-based power systems. Novel results were obtained within two research programs, namely, the NATO Science for Peace G5233 project “Portable Energy Supply” (2017-21) and the priority program of the NAS of Ukraine "Development of scientific principles of the production, storage and use of hydrogen in autonomous energy systems" (2019-21). The priority program was implemented by the leading institutes of the National Academy of Sciences of Ukraine and contained three focus areas: efficient materials and technologies for the production, storage and use of hydrogen. This includes the development of new functional materials for the fuel cells and the application of the latter in autonomous power supply systems. 4-years NATO's project was implemented by a consortium led by the Institute for Energy Technology (Coordinator; NATO country - Norway) together with the institutes from the NATO partner country – Ukraine – belonging to the NAS of Ukraine: Physico-Mechanical Institute, Institute for Problems of Materials Science and Institute of General and Inorganic Chemistry. The work included the studies of H2 generation by the hydrolysis of MgH2, Al and NaBH4, analysis of the mechanisms of these processes and selection of the most efficient catalyzers. The project successfully developed a system integrating hydrolysis process and a PEM fuel cell.

This chapter examines indymedia's multilayered, transnational application of direct democracy, which in many ways anticipates and sets the stage for Occupy Wall Street. It focuses on the ways that democracy is understood and enacted by indymedia activists—from the development of an open media system where anyone can speak (democratizing the media), to the preference for consensus-based decision making (democratic governance), and the belief that activists must develop the structures, processes, and relationships within the movement that they aim to achieve in the world (prefigurative politics). Seen from this vantage, for indymedia activists democracy is multivalent, standing in as the end goal of a new society, a revolutionary tool to remake that society, and the everyday practice that allows for innovation and new forms of collective power.

Social Practices of Rule-Making in World Politics identifies a class of social practices of rule-making, interpretation, and application, demonstrating the causal importance of these practices (and the procedural rules that constitute and govern them) in explaining outcomes in world politics. The book utilizes rule-oriented and practice-turn constructivist approaches to argue that procedural rules about rule-making, or secondary rules, shape the way that actors present and evaluate proposals for change in the rules and institutions that structure international systems. The book examines four important international security cases: the social construction of great power management after the Napoleonic Wars; the creation of a rule against the use of force, except in cases of self-defense and collective security, enshrined in the Kellogg-Briand Pact; contestation of the international system by al-Qaeda in the period immediately following the 9/11 attacks; and United Nations efforts to establish norms for state conduct in the cyber domain. The book makes several contributions to International Relations theory. It provides insight into how actors know how and when to engage in specific forms of social construction. It extends the application of practice-turn constructivism to processes of making and interpreting rules. It improves upon existing tools to explain change in the rules and institutions of the international system. Finally, it demonstrates the utility of the book’s approach for the study of global governance, the international system, and for emerging efforts to identify forms and sites of authority and hierarchy in world politics.

Austria was occupied at the end of World War II by the four Allies, but in contrast to Germany the four powers left in 1955—the condition being its declaration of permanent neutrality, on which the Soviet Union had insisted.In the first half of the 1950s, relations with the new-founded European Coal and Steel Community were being discussed in Austria, because the organization encompassed Austria’s two most important trading partners at that time, West Germany and Italy. But after the uprising in October-November 1956 in neighboring Hungary, Austria started to stress more its neutrality, excluding European Economic Community (EEC) membership. Instead, it joined other European countries to create a less integrated economic entity, the European Free Trade Association (EFTA) in 1960.Not until the mid-1980s did debate about membership in the now European Community (EC) start again. Economic problems and a narrower interpretation of neutrality led to Austria’s application for EC (later European Union) membership in July 1989. After the fall of the Berlin Wall in November 1989 and the application of other EFTA countries, Austria finally acceded to the EU on January 1, 1995 (along with Finland and Sweden). The political system and its economy adjusted relatively smoothly to the challenges of EU membership; the “social partnership,” while losing some of its power, could maintain its influence on Austrian politics. Eastern enlargement of the EU brought further economic advantages for Austria.As one of the smaller EU countries and a non-NATO member, Austria has a somewhat unique position in the EU. Environmental policy and supporting EU membership of the Balkan countries are among the important “niches” for Austrian EU activities. But the country has no close partners in the EU, because it is not participating in the “Visegrad” cooperation of the other Central European EU members. This difficulty clearly showed during the “sanctions” period of the EU-14 against the new Austrian government in 2000.
