Abstract:
The purpose of conducting this research is to analyze and determine the status of land ownership by foundations whose initial ownership was before the enactment of the Law on Foundations on behalf of the foundation management. The research method used is a sociological juridical research. While the research approach used is a statutory approach, history, cases, and a philosophical approach. The results of the study show a tendency that the existence of a foundation which has historically originated from relying on colonial doctrine, jurisprudence, and regulations, makes the foundation's status as a legal entity does not appear firm. Thus, this has implications for the foundation's rights to manage and own the foundation's wealth and assets. The foundation's wealth and assets are actually important entities for the foundation in carrying out the foundation's activities in order to achieve the foundation's goals. The Law on Foundations only existed in 2002, which once stated that foundations were legal entities engaged in social, religious and humanitarian fields. The positive impact that arises after the promulgation of regulations on foundations is that it makes it easier for foundations to take legal actions, especially in terms of managing the foundation's assets. However, in its development, law must be able to support the sociological development of the legal subject itself. The Law on Foundations is not sufficiently capable of providing legal protection for foundations related to ownership of land rights by foundations. Although under transitional provisions, it has been mandatory for foundations within a certain period of time to adjust the Foundation's Articles of Association and Bylaws with the new law. However, there are no articles that specifically regulate how the transfer of ownership status of foundation assets from before the enactment of the Law on Foundations until after the enactment of the Law on Foundations. So, this research leads to the conclusion that it is necessary to include articles in the Law on Foundations that regulate the ownership status of foundation assets and their transfers.

Objective: Conflicts within the foundation are motivated by problems, in the areas of interests of the founder of the Foundation, the heirs of the founder of the foundation and the foundation's organs, both, supervisors, administrators and supervisors. An ideal concept is needed in the form of handing over rights to the founder's land as the initial wealth of the Foundation, this concept becomes The main choice in resolving all problems that arise within the foundation, the concept can also be useful for ensuring that the founders of the foundation, their heirs, receive legal certainty, justice and benefits. Likewise, the Foundation's organs (Guardians, Management and Supervisors), carry out their duties solely to achieve the foundation's goals, and not other goals . The aim is to find and clarify that foundation founders can hand over land rights as the foundation's initial assets without losing their ownership rights. Methode: This research is a type of normative research. Result : Law Number 28 concerning Foundations mandates the establishment of foundations in accordance with applicable laws and regulations. Foundations established before this law can still be registered as valid legal entities, but must comply with applicable laws. Conclusion : Foundations must have a charter to monitor their activities and prevent losses. Handing over land rights as the foundation's initial assets without losing ownership rights requires a binding agreement between the foundation and the land owner, as stated in the foundation's Articles of Association.

Abstract:
This study aims to analyze disputes between foundations and foundation administrators in internal conflicts including the dismissal, replacement and appointment of foundation administrators and procedures for resolving such disputes between foundations and foundation administrators through the general judiciary and state administration. If a board member is found to have acted detrimental to the foundation, then based on the decision of the supervisor’s meeting, the board can be dismissed. This is a trigger for disputes that occur within the foundation. This dispute can be resolved by filing a lawsuit by the management who is dismissed on the basis of unlawful acts committed by the foundation. This research is a normative legal research with qualitative analysis. This study concludes that disputes between foundations and foundation management are caused by the implementation of foundation activities that are not in accordance with applicable laws, and the foundation’s articles of association. The settlement of disputes between foundations and foundation administrators through judicial institutions is one alternative dispute resolution that can be used, depending on the type and the object of the dispute before the court.

Abstract:
The foundation is a legal entity engaged in the social, humanitarian and religious fields. The Foundation has no members. Judging from its purpose, the foundation is not looking for profit. Foundations have an independent position as a result of having assets that are separate from the personal wealth of the founders and administrators, and have their own goals that are different or separate from the personal goals of the founders or administrators. In the article 7 of the Law states that foundations can participate in various forms of business that are prospective, provided that all participation is at most 25% (twenty five percent) of the total value of the foundation's assets. In practice, there have been irregularities in the management of funds and the misuse of foundations. This paper will examine how to manage foundation funds so that there are no irregularities in the foundation's legal entity. In the management of foundation activities, it can be made in the form of written activities before carrying out social activities for the foundation.

Abstract:
Although Estonia has a foundations regulation that enables establishing private foundations, the local high-net-worth individuals prefer to use schemes and foundations offered by other countries and Estonia’s export of the relevant service is a non-issue today. The article explores why this is so. One of the biggest problems certainly is the current double taxation of private foundations. Another major problem is excessive accountability and publicity: an Estonian foundation is registered in a public register from which the information on that foundation is accessible to everyone. This includes the data on the founder and beneficiaries; the content of the bylaws; and, through annual reports, information on the foundation’s income, wealth, and assets. The authors propose amendments to the current regulation and, to justify the changes, suggest some incentives for encouraging the establishment of private foundations in Estonia.

Abstract:
International Relations (IR) is uneasy about its status as a ‘science’. Throughout a long history of attempts to legitimate the field as ‘scientific’, IR scholars have imported multifarious positions from the Philosophy of Science (PoS) in order to ground IR on an unshakable foundation. Alas, no such unshakable foundation exists. The PoS is itself a contested field of study, in which no consensus exists on the proper foundation for science. By importing foundational divisions into IR, the ‘science’ debate splits the discipline into contending factions and justifies the absence of dialogue between them. As all foundations require a leap of faith, imperial foundational projects are always vulnerable to challenge and therefore unable to resolve the science question in IR. In this article, we seek to dissolve rather than solve the ‘science’ debate in IR and the quest for philosophical foundations. We argue that IR scholars should adopt an ‘attitude towards’ rather than a ‘position in’ the irresolvable foundational debate. Specifically, we advocate an attitude of ‘foundational prudence’ that is open-minded about what the PoS can offer IR, while precluding imperial foundational projects, which attempt to impose a single meta-theoretical framework on the discipline. This requires knowing what PoS arguments can and cannot do. As such, foundational prudence is post-foundational rather than anti-foundational. A prudent attitude towards philosophical foundations encourages theoretical and methodological pluralism, making room for a question-driven IR while de-escalating intra-disciplinary politics.

Abstract:
The authors explore the highly debated 15% minimum corporate tax rate better known as Pillar Two. More specifically, the focus is on ‘public good enterprise foundations’ and the potential applicability of the ‘non-profit organization’ definition in the EU Pillar Two Directive (2022/ 2523) from December 2022. A public good enterprise foundation typically controls one or more operating enterprises but can only distribute income to the public good purposes stipulated in the foundation charter. This ‘distribution restraint’ is supplemented by a ‘disbursement duty’ as the governing board must make distributions to the foundation’s public good purposes. In some instances, the founder has – in addition to one or more public good purposes – explicitly stipulated ownership of (specific) operating entities for the purpose of raising funds for the public good purposes in the charter. Consequently, whereas corporations make profit for their owners, the public good enterprise foundation’s purpose is not to operate for profit-making but instead to operate for promotion of the public good purpose in the foundation charter. Illustrated by Danish public good enterprise foundations (DK: Erhvervsdrivende fonde), it is analysed whether public good enterprise foundations in Europe should be considered as ‘non-profit organizations’ excluded from the EU Pillar Two Directive despite owning (controlling) interests in operating entities that are conducting commercial business. The impact is significant as this would exclude the income and tax of the public good enterprise foundations (and their holding companies) when calculating the jurisdictional effective tax rate of the group and prevent the application of the income inclusion rule and the under taxed payment rule on their income. While self-owned foundations may be unfamiliar in some Member States, it will have significant impact on other Member States such as Denmark where some of the largest businesses (e.g., Maersk, Novo Nordisk, Carlsberg, and Lundbeck) are owned by such public good enterprise foundations. The authors argue they should be considered as non-profit organizations and therefore excluded entities under the Directive. The foundation as a form of legal entity in Indonesia has a unique character because it is owned by the public, has no members, and is engaged in social, religious and humanitarian fields. The founder separates a portion of his personal assets and surrenders fully to the foundation he founded. After that, the founder may sit as the organ of the foundation that he founded, although that is not compulsory, as well as the family members of the founder of the foundation which are a completely separate part and may not have any interest in the foundation. The foundation’s establishment is relatively easy, but its management requires carefulness in order not to cause legal problems among the organs, the organs the founder and other legal problems that may effect the foundations themselves. The founding of the foundation since the era of Hindia Belanda without being regulated by laws and regulations in Indonesia, raises its own resistance for descendants of the founders of foundations and foundation managers who are accustomed to manage foundations with free play rules, when the birth of the Republic of Indonesia Law Number 16 of 2001 Concerning Foundations then amended by Law of the Republic of Indonesia Number 28 of 2004 concerning Amendments to the Law of the Republic of Indonesia Number 16 of 2001 concerning Foundations, along with the implementing regulations. Efforts to enforce the provisions in the Law of the Foundation seem to indeed require some significant amount of time, so that within a period of almost two decades since the enactment of the Foundation Law, there are still many ignorance of the provisions regarding foundations and conflicts that resulted from such ignorance.

Abstract:
The Social Economy sector (SE) is especially relevant because its entities have a social aim and they principally operate in areas not fully covered by either the market or the public sector. The number of SE organisations has increased significantly in the last decades and its importance is still growing at global, European and national scale. The high expectations of stakeholders towards the activity of these organizations have increased the transparency and accountability requirements of this sector's entities. Consequently, deficiency of transparency is considered a serious problem as it damages social trust in the organizations that belong to this sector. The objective of this thesis is to study the transparency level of foundations, a specific type of SE organizations, whose volume has significantly risen in the past decades. As a frame, the variety of coexisting registers in Spain and Europe were studied, as well as the evolution of the Spanish and Catalan regulations for foundations, which in recent years has undergone significant changes, especially due to the leading role that these institutions play in the economy. A database of 2,554 foundations from the Register of Catalonia, the largest in Spain, was used; information from the websites of 1,382 foundations, 54.11% of the total, was collected and analysed applying different statistical methodologies: bivariate, multivariate and logistic regression modelling, in order to find the drivers that influence the level of transparency of foundations. Conclusions indicate that this sector has a challenge to overcome: 45.89% of a total of 2,554 foundations do not have an active website, and in application of law 19/2014, in force from 1st July 2015, they should stop their activity. The main driver influencing the transparency level of foundations is the variable activity, being the healthcare activity the most influential. The variable province of Barcelona is more influential than the rest of Catalan provinces. However, there is not a conclusive effect of the variables decade of registration and regulation period. The methodology used to assess the degree of transparency can be extrapolated to other sectors (public or private). One possible future research field suggested is the study of the temporary evolution of the degree of transparency derived from the impact of legislation (law 19/2014).
Les organitzacions que formen part de la economia social (ES) s'han incrementat notablement en els últims anys. La importància d'aquestes entitats sense ànim de lucre, que realitzen la seva activitat entre el sector públic i el sector privat, es cada vegada més gran tant a nivell europeu com nacional. La tesis s'ha centrat en un tipus específic d'entitats no lucratives: las fundacions, les quals han augmentat marcadament en volum en la última dècada, i el seu grau de transparència. En la investigació s'ha realitzat l'estudi dels següents punts: (i) la diversitat del registres que coexisteixen a Espanya i Europa, caracteritzat per la falta d'homogeneïtat a l'hora de registrar- se com a fundació; (ii) l'estudi de l'evolució en matèria legislativa que regula aquest tipus d'entitats, que en els últims anys ha experimentat uns canvis significatius, especialmente per la importància que estan adquirint aquestes entitats en les economies dels països, sent necessari la seva regulació. En la part empírica, s'ha treballat amb una base de dades de 2.556 fundacions del Registre de Catalunya, que es el registre més nombrós de tota Espanya, realitzant: (iii) anàlisis descriptiu per la caracterització del sector fundacional a Catalunya; (iv) anàlisis del grau de transparència de les fundacions, a través de la informació de la seva web; (v) anàlisis estadístic per descobrir les diverses relacions, utilitzant diferents metodologies. Entre les conclusions destaca la diversitat en el grau de transparència de les fundacions. En un extrem, el 40% de les fundacions no disposen de web pública, i en el compliment de la llei 19/2014, hauran de cèsar la seva activitat. En l'altre extrem, entre els dos terços restants existeix un petit grup de fundacions que han creat un apartat específic en la seva web denominat transparència, en el que apareix totes les dades requerides en l'article 6 de la nova llei de transparència, amb aplicació a partir del 1 Juliol 2015. La principal limitació de l'estudi va ser la no existència d'un registre homogeni de les fundacions, en l'espera de la creació d'un comú per tota Europa o Espanya. Aquest ha estat un greu obstacle que impossibilitat l'estudi de la transparència de les fundacions a un nivell agregat superior. Encara que s'han identificat les principals errors en matèria de registre. L'estudi empíric ens ha proporcionat un ampli coneixement del comportament del sector. La Coordinadora Catalana de Fundacions tenen previst la publicació dels resultats de l'anàlisi descriptiu (caracterització del sector), ja que de forma periòdica, cada 7 anys ( any 2001 I 2008), realitzen aquest tipus d'estudi. En l'any 2015 es preveu la publicació de capítol 9 de la tesis, relatiu a l'evolució del sector fundacional a Catalunya, i el capítol 10, el seu contingut inclou l'impacte de la nova llei de transparència mitjançant l'anàlisi de les webs I les mesures correctores a recomanar a les fundacions per la millora de la seva transparència. Les conclusions indiquen que aquest sector té un repte a superar amb el 45,89% del total de 2.554 fundacions que no disposen de lloc web actiu, i en compliment de la llei 19/2014, amb aplicació a partir de l'1 Juliol 2015, haurien d'aturar la seva activitat. El principal factor que influeix en el grau. de transparència de les fundacions es la variable activitat principal, essent l'activitat assistencial la que més influeix. La variable província de Barcelona es la més influent respecte a la resta de províncies de Catalunya. No hi ha una influència concloent per a les variables dècada d'inscripció al registre i període legislatiu. La metodologia utilitzada per avaluar el grau de transparència és extrapolable a altres sectors (públic o privat). Una de les futures investigacions suggerides és l'evolució temporal del grau de transparència derivada de l'impacte de la legislació (llei 19/2014).
El sector de economía social (ES) es de especial importancia porque las entidades de este sector tienen un fin social y operan principalmente en áreas no plenamente cubiertas por el mercado o el sector público. El número de organizaciones que forman parte de la ES ha incrementado notablemente en las últimas décadas y su importancia es creciente a escala global, europea y nacional. Las mayores expectativas de las partes interesadas hacia la actividad de estas organizaciones han aumentado las exigencias de transparencia y rendición de las entidades de este sector. La deficiencia de transparencia es un grave problema pues daña la confianza social en las organizaciones de este sector. Esta tesis estudia el grado de transparencia en un tipo específico de entidades de ES: las fundaciones, las cuales han aumentado significativamente en las últimas décadas. Como marco de referencia se realizó el estudio de la diversidad de registros que coexisten en España y Europa y, por otra parte, la evolución de la legislación española y catalana que regula las fundaciones, que en los últimos años ha experimentado cambios significativos por la importancia que están adquiriendo estas entidades en la economía. En la parte empírica, se trabajó con una base de datos de 2.554 fundaciones del Registro de Cataluña, el más numeroso del estado español, para la caracterización del sector fundacional en Cataluña; se recogió la información de la web de 1.382 fundaciones (54,11% del total) y se analizaron los datos aplicando diferentes metodologías estadísticas: bivariante, multivariante y modelización mediante regresión logística, para hallar los principales factores que influyen en el grado de transparencia de las fundaciones. Las conclusiones indican que este sector tiene un reto por superar con el 45,89% del total de 2.554 fundaciones que no disponen de web activa, y en cumplimiento de la ley 19/2014, con aplicación a partir del 1 Julio 2015, deberían cesar su actividad. Abstract:
Earthen dams and levees create high gradients and increased hydraulic pressures in the underlying soil, which can lead to erosion and other challenges. Karst formations and other defects such as cracks in the foundation and/or abutments can lead to failure mechanisms such as internal erosion. Generally these voids or cracks are filled with soil, but due to the increased pressures and gradients that dams and levees create, the original soil is pushed out, thus creating a void that acts as a conduit for more soil to follow. Different soils will erode at different rates and some even create a natural filter, preventing further erosion from occurring, but due to these increased gradients and the cyclic changes that can occur throughout the seasons these filters can be broken down, allowing for erosion to continue and potentially lead to complete failure of the structure unless certain reparatory measures are taken. In the lab we have simulated different conditions that exist in the field and the results of testing a variety of soils can be found in this paper.

People in all known cultures play games and today digital gaming is an important leisure activity for hundreds of millions of people. At the same time game design has developed into a profession of its own. There are several practical game design guidelines and text books but they rarely manage to connect their findings into relevant areas of research such as psychology and design research. Understanding game design, both as an activity and as an end result of that activity, in a more profound way could alleviate this problem. The main goals of this thesis are to understand in a more profound way how to design games and based on that understanding develop frameworks and methods for aiding game design. By extending knowledge about game design can not only improve the quality of the end-products but also expand the potential design space even in unpredictable ways. Game design contains many sub-areas. Character, story, and environment design are integral parts of the current game development projects. The aim of this thesis, however, is to have a critical and exploratory look at structures of gameplay as design material. Gameplay is the interaction between the game rules, challenges, elements, and players.In one sense gameplay defines the game. The focus of the thesis is mainly analytical, although parts of the results are based on practical research through design activities. The thesis contributes to game research in three interralated ways: (1) An analytical contribution to understanding gameplay was done in the gameplay design patterns work. The patterns are described as an approach to both analyse existing games and aid in designing new games. The patterns describe recurrent gameplay and also analyse these structures from the design material point of view. (2) A theoretical study of basis for gameplay experiences was conducted through review of relevant models and theories in neuroaesthetics, cognitive and social psychology and game research. The framework offered in the thesis explains why certain gameplay structures are more recurrent based on defining gameplay as caricatures of intentional behaviour. (3) The game design patterns approach and research through design projects have contributed to the analysis of game design as an activity and practical guidelines for concrete design work in more specific areas of game design. The goals of this thesis are ambitious and many questions are left unanswered. Using the patterns approach in conjunction with game design and ideation methods is still in its infancy. The concept of gameplay as caricatures of intentional behaviour should be explored further, especially in conjunction with other theories and frameworks relevant for understanding gameplay experience such as user engagement, immersion, and presence. Empirical experiments validating or falsifying this view on gameplay would be valuable as further contributions to game research.

leftovers, waste, and surplus generated by increasing production and consumption of material goods. Their problem is not new, and over the last decade the search for a solution has given rise to various theories about and technologies for resource recovery and waste management. In the fashion and clothing industry, designers have explored ways to reuse and remanufacture production and consumption waste and surplus before recycling material components on a fiber level, thereby aiming to realize greater environmental savings. While several examples of design practices building on different forms of reuse and remanufacturing approaches exist, foundational theoretical methods for design remain poorly researched.  This thesis explores and analyzes the aesthetic potential in textile and clothing waste and surplus for new design expressions and functions. Fashion design students performed initial methodological explorations through practicing redesign to find central concepts in design thinking that present opportunities and challenges for remake methods. The exploration shows a challenge to go from thinking fashion design as a method of remembering, preserving and showing, to remake fashion design as a method of forgetting, destroying and searching. In this thesis one method has so far been developed. However, the findings point to several methodological challenges in selecting and reworking materials within the context of the remake. These methods need to be explored and developed further to strengthen remake models and practices, and the central characteristic of traditional fashion design thinking needs to be developed further for a fundamental shift in thinking towards remake and redesign fashion design.

As a result of enhanced performance and mission requirements for Navy ships, ship design has dramatically increased the use of higher strength, lightweight steels and various local reinforcements, e.g., deck inserts, ring stiffeners, etc., in foundation designs to satisfy the design requirements for supporting machinery, consoles, and weapon systems among others. In additional to operational loading requirements, most of these foundations must also be designed to satisfy shock, vibration and other combat system requirements. While the same piece of equipment may be used in other ship contracts, the foundations are uniquely designed and require a separate analysis and drawing package. Computer modeling and Finite Element Analysis (FEA) have helped reduce the labor required to analyze foundations, but the high number of “unique” foundations as well as changes which necessitate a new analysis still create a large workload for engineers. This is further compounded by increased costs in production due to greater numbers of unique parts and materials that must be marked, stored, and retrieved later for fabrication. This goal of this project was to determine the cost-savings potential of leveraging past foundations work in designing, analyzing, and drawing foundations in the future. By the project’s conclusion Ingalls will have created a database for rapid access to previously-generated foundation information, the framework of which will be publicly available for all shipyards to populate with their own foundation information.

A transient three-dimensional numerical model is developed to model the performance of thermoactive foundations used to heat and cool commercial buildings. Using laboratory testing data, the numerical model is validated and used to carry out a sensitivity analysis to assess the most important design and operating parameters that affect the performance of thermoactive foundations. It is found that the foundation depth, the shank space, the fluid flow rate, and the number of U-tube loops in each foundation pile are the main parameters that affect the thermal performance of a thermoactive foundation system. Based on the validated numerical model, thermal response factors for a thermoactive foundation are developed, and implemented into a detailed building energy simulation program. These thermal-response factors are then used to estimate the impact of installing thermoactive foundations on the total energy use of typical office buildings in various US climates.

This paper describes a new framework for the geotechnical design of pipeline-related foundations (e.g. foundations for PLETs and Tees) designed to slide directly over the seabed during pipeline operation. This approach can present considerable savings in terms of fabrication and construction costs because of reduced foundation sizes. Over the design life, a pipeline is likely to endure many thermal/ pressure load cycles due to product and flow rate variations during operation. These cycles result in the foundation sliding back and forth across the seabed within a footprint. These loads and corresponding motions impose cyclic shear stresses on the soil that can (i) degrade foundation bearing capacity and (ii) cause additional foundation settlement. Often the key design consideration is whether or not the cumulative settlements will eventually compromise the integrity of the pipeline system to which the PLET and its associated foundation are attached. In addition to consolidation and creep, two key mechanisms are shown to control cyclic foundation settlement: (i) bearing mechanism induced burial and (ii) cyclic shear stress driven soil volume reduction. Their relative significance depends on the soil conditions (soil state) and input pipeline movements. The paper presents key aspects required for the design of direct on-seabed sliding foundations, including the soil parameters and associated testing required. Validation of the design approach is illustrated by comparison to laboratory model tests performed on carbonate soils. The impact of soil properties on potential foundation performance is illustrated with a design example and the importance of conducting site specific soil testing and settlement analyses is emphasised. It is also illustrated that close integration of the pipeline, structural and geotechnical analysis is necessary to reliably quantify system performance of these novel foundations.

Abstract:
The interest in the adequacy of shallow foundations to withstand the forces in the subsea realm is growing. Subsea structures such as PLETs and PLEMs often experience significant torsion loads in addition to vertical, horizontal and moment loads which are typically supported by shallow foundations. In this paper, the interactions between torsional and sliding loads for shallow foundations on sand were evaluated using available analytical methods as well as by a comprehensive 3-dimensional finite element analysis (FEA). The calculated pure sliding and pure torsional resistances of un-skirted mudmat calculated by simple analytical method compared well with FEA results. There appears to be a lack of analytical methods to include torsional resistance generated by skirts. It was evident from FEA that even shallow mudmat skirts can contribute significant torsional resistances. The FEA results indicate that torsional load on foundation can significantly reduce pure sliding resistance, and the foundation design should consider sliding (H) – torsion (T) interaction, particularly when significant torsion load is present. Finally, a case history is presented involving existing shallow foundations that were deemed inadequate to support the new torsional and sliding forces. Additional clump weights required to improve overall foundation stability were determined considering H-T interactions. A comprehensive ABAQUS model of an existing PLEM foundation under combined uplift, compression, sliding forces, torsion and bending moments was analyzed to confirm the improvement in foundation stability.

The article analyzes the experience of strengthening foundations in difficult construction conditions when there are underground cavities under the foundation slab. The article also discusses the results of a study of the design problems of strengthening the foundations of reconstructed buildings. There is a brief overview of the construction conditions, analysis of the results of calculating the settlements of a high-rise building that stands on the basis with underground mines which is reinforced with piles and injection of cement mortar. Settlement monitoring was carried out during the construction of the building. Special attention is paid to comparing of calculated and actual deformation characteristics of the soil. For reconstructed buildings on slab foundations, the article presents the results of the development of engineering methods for calculating the reinforcement of the foundation with jet grout piles.

The existing foundations of a bridge can sometimes be reused. This may occur when a completely new bridge is built but also in bridge or superstructure widening projects. Reuse of existing foundations not only eliminates the costs associated with demolishing and disposing of old foundations, but also reduces the costs of the design and construction of new foundation elements. However, several challenges exist, including assessing the structural integrity, estimating the current capacity, estimating the remaining service life, and considering current design codes and specifications of the existing foundations, and clear guidelines for foundation reuse. The absence of foundation reuse guidelines by INDOT hinders the reuse of bridge foundations and prevents design consultants from designing new structures using existing foundations. In this project, comprehensive foundation reuse guidelines were developed in the form of flow charts based on a literature review on bridge foundation reuse design—including technical publications and existing standards and codes—and a set of analyses. The proposed guidelines include detailed guidance on inspection of the structural integrity of existing foundations, determination of as-built geometry of existing foundations, capacity estimation of existing foundations, minimum requirements for foundation reuse, and selection of foundation reuse solutions. The proposed guidelines for foundation reuse design were tested in an ongoing INDOT project. From the implementation project, we found that a complete site investigation that produces reliable estimation of soil profile and properties, is essential to determine whether there is reserve capacity in existing foundations. Additional site investigation is generally worth doing, not only to account for any strengthening of the soil that may have occurred over time, but also because of the greater accuracy in interpretation and analysis that results. We also found that use of the most current, cutting-edge methods can be useful in estimating the reserve capacity of existing foundations, and that design checks using different design codes can produce contrasting results.
