Full text
Abstract:
The operation of power lateral pnp transistors in gamma radiation field was examined by detection of the minimum dropout voltage on heavily loaded low-dropout voltage regulators LM2940CT5, clearly demonstrating their low radiation hardness, with unacceptably low values of output voltage and collector-emitter voltage volatility. In conjunction with previous results on base current and forward emitter current gain of serial transistors, it was possible to determine the positive influence of high load current on a slight improvement of voltage regulator LM2940CT5 radiation hardness. The high-current flow through the wide emitter aluminum contact of the serial transistor above the isolation oxide caused intensive annealing of the positive oxide-trapped charge, leading to decrease of the lateral pnp transistor's current gain, but also a more intensive recovery of the small-signal npn transistors in the control circuit. The high current density in the base area of the lateral pnp transistor immediately below the isolation oxide decreased the concentration of negative interface traps. Consequently, the positive influence of the reduced concentration of the oxide-trapped charge on the negative feedback reaction circuit, together with the favourable effect of reduced interface traps concentration, exceeded negative influence of the annealed oxide-trapped charge on the serial pnp transistor's forward emitter current gain.

Abstract:
Previously we demonstrated a new class of VLSI-compatible multiemitter Si/SiGe/Si npn HBTs with enhanced logic functionality. These devices have two (or more) emitter contacts and no base contact. Given a potential difference between any two emitter contacts, one of the emitter-base junctions is forward biased and injects electrons into the base, while the other junction is reverse biased and small controlling current flows by interband tunneling. Because of emitter contact symmetry, the device possesses exclusive or functionality. Our first devices provided current gain of ~400 at room temperature, at an operating voltage of ~2 V. Here we present an improved version that operates at 1 V, as well as a multiemitter HBT fabrication sequence that is not only fully compatible with a VLSI BiCMOS process, but even saves several processing steps comapred to a standard HBT.

Abstract:
In order to improve the accuracy of electrical equipment failure diagnosis and keep electrical equipment operating safely and efficiently, this paper proposes to design an electrical equipment failure diagnosis system based on a neural network, analyze the faults of electrical equipment and their causes, and establish knowledge base according to relevant data and expert judgment. The fault knowledge base was introduced into the neural network operation structure, and the fault diagnosis results were classified step by step through multiple subnetworks. In data preprocessing, in order to avoid the redundancy of primary fault information features, the principal component heuristic attribute reduction algorithm was used to select the fault data samples optimally. The neural network learning algorithm is used to calculate the forward direction and error rate of the initial error data, and the reliability function is used to optimize the initial weight threshold of the neural network, propagating the error backwards and high. Experimental results show that adding attribute reduction improves error classification performance, avoids the problem of local minima through neural network operation, and has fewer iteration steps, lower average error, and higher accuracy of fault diagnosis, reaching 95.6%.

Abstract:
The paper describes first results of 6.5 kV SiC PiN diode modules which are designed as neutral point valves for medium-voltage power inverters rated for 1000 A. The power module consists of 4 AlN DCB substrates soldered on an AlSiC base plate. Each DCB is equipped with 20 SiC PiN diodes operating in parallel. The total active area of all 80 diode chips is 5.68 cm². At the rated current of 2 x 500A the forward voltage drops from 4.1 V at room temperature to 3.9 V at an averaged junction temperature of 125°C. The switching experiments show a very low reverse recovery charge of about 30 µC only. The conduction loss is comparable to the corresponding 6.5 kV silicon diode whereas the dynamic loss is marginal with respect to the forward conduction loss if the switching frequency is held below 10 kHz.

Abstract:
Abstract A low-powered and high-efficiency electric tracked-tractor would be a suitable option for aged and female farmers to accomplish agricultural field operations such as grass mowing, land leveling, and chemical spraying. The purpose of the study was to analyze the power requirement of a small-sized tracked-tractor during agricultural field operations. A lawnmower and a rear sprayer-trailer were attached to the tractor base, and the average power requirement was measured. The forward speed was considered during the field experiment up to 6 km/h for four different operating stages. The torque data were obtained for unloaded and loaded conditions through a wireless data logger, and a GPS receiver was used to measure the working speed of the tractor. A data acquisition module was used to acquire the sensor signals. The average power requirements for the empty platform with the driver, a lawnmower, a sprayer-trailer (150-L payload), and a lawnmower and 150-L payload trailer were 0.93, 1.27, 1.45, and 1.70 kW, respectively. The result showed the lowest power was required for operating only the tractor, and it was about 51.15% of the motor rated power, where the maximum power consumed approximately 85% of the total rated power to operate both of the lawnmower and sprayer-trailer. The average power requirements of the tracked tractor varied due to the different payloads and operating stages. The experimental results presented in this study would provide guidelines to improve and commercialize the prototype of the small-scaled tracked-tractor for practical use on the agricultural fields.

Calculating, analysing and verifying current-voltage characteristics (CVC) of a silicon fast-recovery diode (FRD) are performed using the methods of instrumental-technological modelling. The article determines the planar structure configuration of a semiconductor device crystal, the levels of doping and doses of irradiation with high-energy particles, at which the required values of operating and maximum forward currents and reverse (breakdown) voltages are achieved. The main tasks to be solved in the article are to determine the optimal design and technological parameters of the fast-recovery diode (FRD) structure and verifying the calculated current-voltage characteristics (CVC) values with the experimental data taken from the SKKE310F12 fast recovery diode at various ambient temperatures. The novelty of the work is represented by the obtained verified instrumental-technological model of FRD, which is possible for industrial implementation in the form of a semiconductor device at the production base of domestic microelectronics enterprises. The results of the research can be used in producing the element base of power electronics for pulsed power converters, namely discrete FRD, FRD structures as part of power modules based on MOSFET (Metal Oxide Semiconductor Field Effect Transistor) and IGBT transistors.

Abstract A fluidic diode (FD) coupled with the unidirectional turbine (UT) can improve its flow rectification operating in a bi-directional airflow. However, the shape of the FD is not standardized like other fluidic components, and they are usually problem-specific. The performance of the FD is given by diodicity, which is the ratio of pressure drop for the reverse to forward direction. This article aims to improve the performance of the FD proposed for wave energy application by modifying its shape, which is inspired by the bud of the lotus flower. The modified model is numerically studied by solving three-dimensional steady-state Reynolds Averaged Navier Stokes equations using the commercial computational fluid dynamics software ANSYS FLUENT 16.2. The proposed modification had a lesser pressure drop in both directions compared to the base model. The detailed flow physics and performance analysis of the modified FD are presented.

Abstract:
Remote communities such as rural villages, post-disaster housing camps, and military forward operating bases are often located in remote and hostile areas with limited or no access to established infrastructure grids. Operating these communities with conventional assets requires constant resupply, which yields a significant logistical burden, creates negative environmental impacts, and increases costs. For example, a 2000-member isolated village in northern Canada relying on diesel generators required 8.6 million USD of fuel per year and emitted 8500 tons of carbon dioxide. Remote community planners can mitigate these negative impacts by selecting sustainable technologies that minimize resource consumption and emissions. However, the alternatives often come at a higher procurement cost and mobilization requirement. To assist planners with this challenging task, this paper presents the development of a novel infrastructure sustainability assessment model capable of generating optimal tradeoffs between minimizing environmental impacts and minimizing life-cycle costs over the community’s anticipated lifespan. Model performance was evaluated using a case study of a hypothetical 500-person remote military base with 864 feasible infrastructure portfolios and 48 procedural portfolios. The case study results demonstrated the model’s novel capability to assist planners in identifying optimal combinations of infrastructure alternatives that minimize negative sustainability impacts, leading to remote communities that are more self-sufficient with reduced emissions and costs.

In this paper, a novel disk piezoelectric actuator structure - 4-9-9-14 piezoelectric actuator is constructed, and it is made of piezoelectric buzzer to drive a biaxial piezoelectric actuated stage. The 4-9-9-14 piezoelectric actuator offers a better balanced capability of forward rotation and reverse rotation than the conventional edge-driving piezoelectric actuator. The biaxial piezoelectric actuated stage structure comprises a base, a V-shaped guide rail, an optical scale measurement system, a preload adjusting structure, and a load-carrying stage. The movement of a stage is read and analyzed by means of LabVIEW operating in conjunction with an optical scale. Stage movement-related signals read by the optical scale are processed. With a human-machine interface of LabVIEW, the movement of the stage is depicted by a waveform chart to thereby facilitate the observation of the waveform chart and the understanding of propulsion of the stage by the actuator.

The devious but steady increase in the price of petroleum along with concerns about emissions of greenhouse gases, presents renewable energy sources as promising solutions. So, either enterprises or research institutions zealously take part in new energy automobile development for more and more serious energy and environment problems. Whatever, variable and dynamic loads are required in order to satisfying variable working conditions in the electric vehicle (EV) experiments of the traffic. The scheme of power electronic impendence converter which adopts bi-direction DC-DC topology base on ultra-capacitor (UC) is brought forward to satisfy bi-direction power train in experiments. When UC is charged, the system is look upon as positive load. On the other hand, if UC is discharged, the system is look upon as negative load. Impendence converting can be implemented by controlling converter’s duty cycle and operating condition. Then, the load torque is simulated by changing the variable load’s value. Abstract:
In this paper, a disk piezoelectric actuator structure - 4-9-9-14 piezoelectric actuator is constructed, and it is made of piezoelectric buzzer to drive a novel biaxial piezoelectric actuated stage.

Abstract:
It is a regrettable deficiency in the Hungarian healthcare that the culture and the system of quality control of cure have not been formed (except for a few subspecialties, units or wards). If hospital wards do not have a national, professionally unified and modern information system presenting the most important quantity and quality indicators of their medicinal activity annually, a stable basis for definition of future tasks is absent. The author puts forward a proposal for the establishment of the information systems for different professional fields. On the basis of experience of perinatological information system operating for over 3 decades in Borsod-Abaúj-Zemplén county, he also proposes introduction of a nationally unified, Europeristat-compatible information system following Tauffer-statistics which may serve as a uniform quality control of obstetrics and perinatological care, as well as introduction of its base, the dataform “TePERA” (Form of Obstetrics and Perinatological Care Risk). Abstract:
Purpose Rising operational costs and software sustainment concerns have driven the Air Force to move to newer technology to ensure that the Air Force Standard Base Supply System (SBSS) can continue to provide affordable and sustainable mission support in the years to come. This paper aims to summarize the successful software modernization effort the Air Force undertook to achieve that objective. Design/methodology/approach The paper describes the preliminary system updates that were required to isolate the SBSS software from all internal and external system and user interfaces in preparation for the subsequent successful code roll effort. Once the legacy SBSS component was fully isolated, the SBSS software modernization objective was achieved via a “code roll” conversion of the SBSS software from legacy COBOL to Java code, and movement of the integrated logistics system-supply application from a proprietary information technology (IT) platform to an open IT operating environment. Findings The SBSS system modernization yielded immediate and significant IT operational cost reductions and provided an important foundation for achieving Air Force logistics system consolidation and cloud computing objectives going forward. Originality/value The SBSS modernization experience should be useful in assisting similar data system software modernization efforts.

Abstract:
This SiC diodes and switches provide greatly enhanced performance at higher operating voltage, but the base material provides a high barrier to adoption in commercial systems. Commercial adoption has not occurred by adopting SiC components in place of Si devices, but only when the characteristics of SiC components can successfully leverage system performance and cost. Doing so requires a close look at current roadblocks and examining topologies and techniques that can bring more optimal system performance (density, efficiency, cost) with SiC components. High density converters using conventional components are becoming limited by the volume and cost of passive components, particularly the EMI filters and bulk filter capacitors. To address this and demonstrate the performance capabilities of SiC in SMPS, a PWM isolation converter is proposed using the resonant reset forward converter in an interleaved configuration. This topology can extend energy recovery from the primary bulk bus capacitor used for hold up time, as well as minimizing filtering requirements for input and output capacitors. The interleaved converter is developed from cascode switches using experimental SiC JFETs, in a configuration derived from previous work with a single switch converter. Overall performance as well as design issues will be discussed.

Abstract:
An aperiodic reconfigurable microstrip antenna array is designed to serve as a DVB-T base station antenna operating in a single broadcasting channel. The antenna array is optimized at 698 MHz (center frequency of DVB-T channel 49) to concurrently achieve a particular radiation pattern shaping with high forward gain, main lobe tilting and null filling inside the service area, as well as low sidelobe level outside the service area, and low standing wave ratio at the inputs of all the array elements. To concurrently satisfy all the above requirements, both the geometry dimensions and the array feeding weights (amplitudes and phases) are optimized, thus leading to a complex multi-variable and multi-objective problem. The problem is solved by applying a recently developed particle swarm optimization (PSO) improved variant, called PSO with velocity mutation, in conjunction with the CST software package, which is employed by the PSOvm every time a full-wave analysis is required. Furthermore, all the optimization methods found in the CST environment are compared with the PSOvm. The results show that the PSOvm is capable of producing an antenna array geometry, which is closer to the predefined requirements than the geometries derived by the rest of the optimizers, in the least amount of computational time.

The new consideration of tuning Ton time is used in place of the traditional method of changing the magnitude of driving voltage to control the stepping distance of the stage. A combined driving signal is based on the sum of a continuous driving signal for Ton time and a DC signal for Ton time; the combined driving signal is continuously output in this manner to form a continuous driving pulse chain. Under a constant driving voltage, the displacement of the stage increases with Ton time and the displacement of the stage decreases with Ton time.

Abstract:
In modern economic conditions of business entities’ operating the important place belongs to researches related to a modern role of internal audit and its place among other types of control procedures which have been put forward recently in scientific studies. An enterprise operating efficiency which, in turn, influences efficiency of all social production, depends on reliability of internal audit results. The internal audit had been recognized in the international corporate world long before. In certain cases an existence of Internal Audit Departments is caused by requirements of stock exchanges (NYSE, LSE, etc.) on which company’s shares are quoted, but in most cases a major factor is the desire of companies’ shareholders and top management to increase the activity efficiency by more rational use of resources, careful risks’ analysis and management. Thus, in management accounting system a collecting and processing of external and internal information, i.e. on the enterprise itself and about an environment surrounding it, and in the internal audit system — control and use of this information for an assessment of external and internal risks inherent for organization should carried out. Thus both systems have to be organized on uniform methodological base — the IFRS based on criterion of financial information usefulness for adoption of economic decisions. The value of management reporting’s internal audit carrying out as control and adoption of reasonable economic decisions is revealed in this paper. Advantages of management accounting system according to IFRS principles are revealed too. A conclusion has been drawn that internal audit is the resource solving management problems revealed by internal reporting for economic subjects’ management efficiency increase.

Abstract:
Purpose This study aims to contribute to the existing understanding of export practices in sub-Saharan African firms with a contextual focus on Ghanaian exporters operating in business-to-business (B2B) markets. Underpinned by resource-based theory and its association with the relational view, it examines how the interplay between various decision makers’ international experience, export commitment and distribution adaptation decisions influence firms’ performance. Design/methodology/approach The study uses a mixed methods approach, using survey data from 116 internationalising Ghanaian businesses across three sectors, supplemented with qualitative insights from 18 follow-up interviews. Findings The study establishes a full mediation effect of export commitment on the association between international experience and export performance; also, the moderating effect of distribution adaptation on export commitment – performance relationships. Unique insights are provided into the perceived role of trustworthy, intermediaries as “stakeholders” that add to a respective firm’s resource base; that is, in building capabilities in overseas markets and informing evolving business model decisions to overcome potential export barriers. Originality/value The insights from sub-Saharan African firms provide contextual value given the relatively under-represented existing research from the region. Original insights highlight ways in which decision makers build capabilities and that they do not always follow a forward moving internationalisation process, so use different measures of performance regarding B2B product-market ventures over time.

This research addressed the issue of improving the quality of service for the control system of mobile radio networks. The analysis of the forecasting sphere concerning the methods of service quality of mobile radio networks for special purposes, in particular, forecasting the time of congestion of data transmission routes is carried out. It is found that these methods are used in wired and computer networks operating at the network and data link levels. The basic parameters of the protocols of the channel and network layers of mobile radio networks are highlighted. Forecasting methods are analyzed: temporal extrapolation, causality, expert, and the main disadvantages are indicated. A model of a control system for mobile radio networks with a forecasting subsystem is shown. The features of mobile radio networks, which form the requirements for routing methods, are described. A lot of requirements have been put forward for the model of a control system for mobile radio networks. The structure of a model of a control system for mobile radio networks with an improved forecasting subsystem is proposed. On the basis of genetic algorithms, the tasks that arise in the process of identification, training and forecasting in the forecasting subsystem are solved. The operation of the processes consists in building a base of rules aimed at identifying significant dependencies in a time series based on the use of a genetic algorithm. It is based on the use of evolutionary principles to find the optimal solution. Application of the proposed model will allow real-time identification and will significantly improve the quality of service for mobile radio networks. It will increase the speed and volume of data processed during training, improve the quality and reliability of predicting changes in data transmission routes

Abstract:
The article is devoted to such technical aspects of Soviet cinema as cinema spreading, film, movie taking and film equipment. We consider the activities of NIKFI [National Research film and photo institute] in the 1970s. One of the major problems in cinema spreading is a deep-rooted lag of the cinema network from the audience needs. There was not only few cinemas, but also there was less technical equipment which often left much to be desired. In addition, large one-hall cinemas, which always prevailed in the USSR, significantly narrowed the choice of repertoire. In the late 1970’s – early 1980’s in the Soviet Union there was dramatically reduced cinema building, while the number of urban residents continued to grow. Status of rural cinema network also left much to be desired: it was often increased at the expense of the reorganization of rooms poorly adapted for this purpose into cinemas. The technical base of the Soviet film industry has always been its Achilles heel. In our country, there was always a certain gap between the level of scientific research and their practical realization. The reason is that all the forces were at the defense industry. A huge number of people (even in “peaceful” factories there were often secret workshops) employs on the “defense industry”. So in many fields we had advanced science (because the “defense industry” science always moves forward) and backward production. The perversity of this approach negatively affected the efficiency of NIKFI. Laboratories operating according to the plans approved by Institute of State cinema were busy with works which were not directly related to the cinematography; as the result, every year the Soviet Cinema equipment remained more and more behind the world standards, equipment dilapidated and were gradually replaced by foreign novelties. Especially serious lag observed in a number of areas cinema techniques: in the projection, the developing and copying equipment, new types of imaging optics, carrier transport. The most difficult situation was in the production and development of new varieties of film. In the late 1970s and early 1980s the problem of the quality laid on the problem of the quantity. Soviet film industry began to have trouble with positive film, which resulted in a forced reduction in circulation of new films.

Abstract:
Introduction. Application of renewable raw materials for manufacturing non-toxic components of polymer materials is of great practical interest. Cyclic carbonates on the base of epoxidated rubber tree oil could be seen as a promising alternative of fossil fuels. The ability of compounds containing cyclic carbonates to interact with primary amines and to form urethane and hydroxyl groups makes them rather efficient modifiers of amine-toughened epoxy compounds on the base of low-molecular diane oligomers. Introduction of cyclic carbonates enhances impact behavior of epoxy materials as well as their adhesion and strength properties. Materials and methods. Epoxy resin ED-20 was used for the research, as a cross-linking agent for cold toughening aminealkylphenol AF-2 was used; cyclic carbonates of epoxidated soy oils and rubber tree oil were applied as modifiers. Adhesional strength of bond joints has been determined in compliance with the GOST 28840-90, abrasive hardness of epoxy compound samples has been tested by the vertical optical caliper IZV-1. Results. When applying two-stage technology for obtaining epoxy cyclic carbonate compounds, there has been appeared a significant increase of adhesion to aluminum. This effect could be even more noticeable with increasing temperature during the stage of mixture of the amine toughener with the cyclic carbonate modifier. High viscosity of cyclic carbonate modifiers complicates the process of mixing components of the epoxy compound and correspondingly its application as a backing of glues and linings. The authors researched cyclic carbonates of epoxidated soy oil with various averaged functionality as modifiers. Application of epoxy materials CESO-75 as a modifier has proven to be more forward-thinking for the reasons of cost-efficiency and for operating and technological properties. CESO lowers the coefficient of static friction for epoxy materials together with enhancing their abrasion hardness. Conclusions. Cyclic carbonates of epoxidated plant oils (soy oil and rubber tree oil) as rather efficient non-toxic modifiers of epoxy polymers are of practical interest. They are produced on the base of annually renewable plant raw materials. Their application enables to enhance abrasion hardness and adhesion properties of epoxy compounds and also improve their antifriction properties.

Abstract:
The core function of a commercial bank is the provision of credit facilities to its customers and to keep the flow and cycle of economic and financial resources balanced. Banks can only perform these functions if they are well regulated and efficient. The main focus of this study is to analyse the efficiency of African banks, most importantly after the 2008 global financial crisis when the Basel III regulations were popularly adopted by banks globally. The research focus was examined in two ways, the first part focused on investigating the impact of the Basel III capital regulations on the operational and investment efficiency of African banks by using the random effects and pooled ordinary least square panel data regression models. The second part examined if the African banks are indeed efficient by analysing their level of efficiency using the input-oriented DEA approach. The study used audited bank-level data from 45 listed banks operating in six African nations, namely, South Africa, Nigeria, Kenya, Tanzania, Uganda and Malawi, that have adopted the Basel III Accord for the period from 2010 to 2019. The bank-level data were obtained from the IRESS database. The findings revealed that capital buffer premiums significantly affect the operating and investment efficiency of African banks positively. This relationship implies that the capital buffer premium does not only serve as cushion capital against financial, market and economic shocks but also improves the banks’ efficiency by influencing the banks’ decisions and perspective on cost containment strategies. Another key finding is the positive influence the liquidity coverage ratio has on banks’ operational efficiency. The implication of this relationship may simply mean that African banks with well-performing liquidity ratios are efficient in their operations with the ability to meet their short-term obligations such as meeting customers’ credit needs, unannounced depositors’ withdrawals and creditors’ repayments, amongst others. This result could well be interpreted that adopting stricter liquidity requirements creates a liquidity buffer for African banks, giving them cushion confidence to undertake profitable and high-yielding projects, which invariably lead to increased profitability and operational efficiency. Furthermore, the DEA results showed that the sampled banks are operationally efficient with an aggregate of 84.8%, and for their investment efficiency, an aggregate of 94.9%. These findings suggest that African banks are largely efficient and can survive any possible financial or economic crisis. It can be put forward that it is probable that banks that are yet to adopt the Basel III Accord or strengthen their capital and liquidity base, are less efficient and might fail during a global crisis. The current work suggests some appropriate policy-based recommendations.

Abstract:
Obvious advantages of the millimeter wave technology including a large information capacity, high directivity of radiation, diagnostics and spectroscopy capabilities of different environments, including the methods of electron paramagnetic resonance and high resolution nuclear magnetic resonance have led to the rapid development of techniques for that range throughout the world. These advantages determine the attractiveness of the practical application of millimeter wavelengths to create high-speed communication links, high-precision radar, chemicals identification device and other equipment. Important role in the development of millimeter and sub-millimeter wave ranges belongs to the frequency multipliers development. This paper analyzes the main trends of modern development of efficient frequency multipliers on semiconductor diode structures, which are based on different physical principles, namely diode harmonic generators; frequency multipliers based on nonlinear dependencies of their reactive parameters on the voltage; frequency multipliers of high multiplicity on IMPATT diodes operating in mode of pulse exciting oscillations at high frequencies; multipliers on complex heterostructures and quantum super lattices in the terahertz range. The paper presents design solutions for frequency multipliers with various configurations and ways of optimizing the diode structures and operation modes that ensure their effective functioning in the frequency multiplication mode. The connection of electric parameters of frequency multipliers with output characteristics of microwave devices is determined. The given review of the results on designing power sources based on multiplying diodes indicates significant advances in this field and rapid development of the electronic component base in the short-wave part of the microwave spectrum. Further development of the technique of multiplying diodes will move forward not only in the direction of increasing the working capacity, but also in solving the problem of microminiaturization. In this regard, the emergence of heteroepitaxial multilayer varactor structures should be noted. Such structures are made with molecular beam epitaxy and have all the advantages of a composite varactor, but at the same time have better thermal characteristics and good prospects for their applications in the terahertz range.

Abstract:
In recent years, a forward-looking subfield of machine learning has emerged with important applications in a variety of scientific fields. Semi-supervised learning is increasingly being recognized as a burgeoning area embracing a plethora of efficient methods and algorithms seeking to exploit a small pool of labeled examples together with a large pool of unlabeled ones in the most efficient way. Co-training is a representative semi-supervised classification algorithm originally based on the assumption that each example can be described by two distinct feature sets, usually referred to as views. Since such an assumption can hardly be met in real world problems, several variants of the co-training algorithm have been proposed dealing with the absence or existence of a naturally two-view feature split. In this context, a Static Selection Ensemble-based co-training scheme operating under a random feature split strategy is outlined regarding binary classification problems, where the type of the base ensemble learner is a soft-Voting one composed of two participants. Ensemble methods are commonly used to boost the predictive performance of learning models by using a set of different classifiers, while the Static Ensemble Selection approach seeks to find the most suitable structure of ensemble classifier based on a specific criterion through a pool of candidate classifiers. The efficacy of the proposed scheme is verified through several experiments on a plethora of benchmark datasets as statistically confirmed by the Friedman Aligned Ranks non-parametric test over the behavior of classification accuracy, F1-score, and Area Under Curve metrics.

Abstract:
The efficiency of vehicle operation largely depends on the quality of the spare parts used in the maintenance and repair of vehicles. The significance of the factor under consideration is determined by the complex influence on the economic indicators of vehicle operation and on traffic safety indicators. One of the measures aimed at improving the efficiency of operation is the organization of input quality control of spare parts. The costs of conducting and technological complexity of the input control vary significantly for different controlled objects, the effect of its implementation is ambiguous, which determines the relevance of the task of evaluating the effectiveness and expediency of its organization. Based on the urgency of the problem, the aim of the study is to improve the efficiency of the operation of motor vehicles by determining the optimal parameters of the input quality control system for spare parts. The hypothesis is put forward that the introduction of quality control of spare parts in the production cycle of motor transport and service enterprises will increase the efficiency of vehicle operation. To achieve this goal, a mathematical model for evaluating the effectiveness of input quality control of spare parts has been developed. Based on the parameters of the developed model, the target function of the study is de-termined, and restrictions due to the operating conditions of vehicles are established. Based on the results of the analysis of the assessment of the significance of factors that determine the efficiency of transport activities, it is proposed to use the value of total costs, including the likely damage from missing a defective part, unit, or unit, as the main criterion for the effectiveness of input quality control of spare parts . On the basis of the created mathematical model, a methodology for evaluating the feasibility of organizing input quality control of spare parts used in the maintenance and repair of vehicles is developed To confirm the proposed hypothesis, the adequacy of the developed model was checked. One of the largest passenger motor transport enterprises of the city of Orenburg — CJSC «Avtokolonna 1825» was chosen as the base for the study. As a model unit, the gimbal transmission of buses of the KaVZ family is considered. It is established that the direct costs of organizing the input control of this node are compensated by the savings due to the increased reliability of vehicles. But, based on the fact that this reduces the likelihood of road accidents caused by the failure of the cardan transmission, conclusions are drawn about the feasibility of organizing input control.

Abstract:
Device-to-device (D2D) communications allows user equipment (UE) that are in close proximity to communicate with each other directly without using a base station. Relay-assisted D2D (RA-D2D) communications in 5G networks can be applied to support long-distance users and to improve energy efficiency (EE) of the networks. In this paper, we first establish a multi-relay system model where the D2D UEs can communicate with each other by reusing only one cellular uplink resource. Then, we apply an adaptive neuro-fuzzy inference system (ANFIS) architecture to select the best D2D relay to forward D2D source information to the expected D2D destination. Efficient power allocation (PA) in the D2D source and the D2D relay are critical problems for operating such networks, since the data rate of the cellular uplink and the maximum transmission power of the system need to be satisfied. As is known, 5G wireless networks also aim for low energy consumption to better implement the Internet of Things (IoT). Consequently, in this paper, we also formulate a problem to find the optimal solutions for PA of the D2D source and the D2D relay in terms of maximizing the EE of RA-D2D communications to support applications in the emerging IoT. To solve the PA problems of RA-D2D communications, a particle swarm optimization algorithm is employed to maximize the EE of the RA-D2D communications while satisfying the transmission power constraints of the D2D users, minimum data rate of cellular uplink, and minimum signal-to-interference-plus-noise-ratio requirements of the D2D users. Simulation results reveal that the proposed relay selection and PA methods significantly improve EE more than existing schemes.

In view of the inadequate implementation of the grid operation and maintenance standards and specifications current, the lack of planning in cost usage, and the inability to achieve single equipment collection of costs, taking 220kV substation as an example, this paper proposes a single asset operation and maintenance cost calculation method based on grid standard operations, and puts forward suggestions on the cost management of grid equipment operation and maintenance. Through verification and analysis with the relevant provisions of the cost supervision and examination method, the power grid company will face greater operating pressure, and the cost management level needs to be further improved. Through the calculation of the operation and maintenance cost of a single asset, it provides a reference basis for the distribution of the operation and maintenance cost of the power grid enterprise, and at the same time provides a reasonable explanation for the power grid enterprise to adapt to the cost supervision and review of the transportation dispatching pricing.

Abstract:
Purpose – Offenders with intellectual disability (ID) have been largely neglected in past forensic literature on assessment of dynamic risk factors. The purpose of this paper is to evaluate the predictive validity of the Short-Term Assessment of Risk and Treatability (START), in a sample of males with IDs in a low-secure hospital (n=28). Design/methodology/approach – A prospective analysis was conducted, with START scores as the predictor variables, and the number of recorded aversive incidents as the outcome measure. Findings – Receiver operating characteristic analysis demonstrated that total START risk scores had a significant high predictive accuracy for incidents of physical aggression to others (area under the curve (AUC)=0.710, p<0.001) and property damage/theft (AUC=0.730, p<0.001), over a 30-day period, reducing to medium predictive validity over a 90-day period. Medium predictive validity was also identified for incidents of verbal aggression, suicide, self-harm, and stalking and intimidation. START strength scores were also predictive of overt aggression (AUC=0.716), possible reasons for this are explored. Research limitations/implications – The small sample size limits the generalisability of the findings, and further research is required. Practical implications – The paper offers preliminary support for the use of the START with ID offenders in low-secure settings. Given the lack of validation of any previous dynamic risk assessment tools, multi-disciplinary teams in such settings now have the option to use a tool which has potentially good validity with an ID population. Originality/value – This study represents the first attempt to examine the predictive validity of the START with ID offenders, and a step forward in the understanding of dynamic risk factors for violence in this population. The significant predictive relationship with incidents of physical aggression and property damage offers clinicians a preliminary evidence base supporting its use in low-secure settings.

Abstract:
Abstract Introduction Scant research has examined mental health treatment utilization and barriers to care in deployed U.S. soldiers. This study aims to assess mental health treatment utilization in deployed soldiers, including providers used and barriers to care. Materials and Methods U.S. Army soldiers (n = 2,412) in a combat environment were surveyed on psychiatric symptoms, mental health help received, sources of care, and perceived barriers to care by Mental Health Advisory teams from 2009 to 2013. Results Of the 25% of soldiers at mental health risk, 37% received mental health help, with 18% receiving help from a provider. Nonprovider sources of care were utilized significantly more frequently than providers. Soldiers at mental health risk reported significantly greater anticipated career-related stigma, organizational barriers to care, self-reliance views, and negative attitudes toward care, yet these constructs did not differ between who did or did not receive help. Soldiers who received help from providers exclusively reported significantly more anticipated career-related stigma and fewer organizational barriers to care than those that received no help. Soldiers who spent no time living outside the forward operating base and soldiers with six or more types of combat exposures were more likely to receive help. Conclusions Prevalence of common psychopathology and receipt of care in a combat environment was similar to previous reports from postdeployment settings. Nonprovider sources of care were more frequently utilized as compared to an in-Garrison report. Findings suggest important differences exist in sources of help and barriers to care in deployed vs. postdeployment environments. The hypothesized barriers to care did not preclude receiving any help, however, less than one-half of soldiers at mental health risk received help. Thus, future research should identify factors that have the greatest influence on help seeking behavior in both deployed and Garrison settings.

Abstract:
Walkaway vertical seismic profiling (VSP) acquisition with three‐component geophones allows for direct measurement of compressional as well as shear energy. This makes full elastic reverse time migration an attractive alternative for imaging data. We present results from elastic reverse time migration of a marine walkaway VSP acquired offshore Norway. The reverse time migration scheme is based on a high‐order finite‐difference solution to the two‐way elastic wave equation. Depth images of the subsurface are constructed by correlation of forward‐ and back‐propagated elastic wavefields. In the walkaway VSP configuration, the number of shots is much larger than the number of geophone levels. Using processing methods operating in the shot/receiver domain, it is advantageous to use the reciprocal relationship between the walkaway VSP and the reverse VSP configurations. We do this by imaging each component of each geophone level as a reverse VSP common shot gather. The final images are constructed by stacking partial images from each level. The depth images obtained from the vertical components reveal the major characteristics of the geological structure below geophone depth. A graben in the base Cretaceous unconformity and a faulted coal layer can be identified. The horizontal components are more difficult to image. Compared to the vertical components, the horizontal component images are more corrupted by migration artifacts. This is because the horizontal component images are more sensitive to aperture effects and to the shear‐wave velocity macromodel. When converted to two‐way time, the migration results tie well with the surface seismic section. Comparison of fully elastic and acoustic reverse time migration shows that the vertical component is dominantly PP-reflected events, whereas the horizontal components get important contributions from PS-converted energy. The horizontal components also provide higher resolution because of the shorter wavelength of the shear waves.

Abstract:
Deteriorating and troubled assets must be subjected to enhanced risk oversight and monitoring to ensure that appropriate action is taken in a timely manner, allowing a high level of obligor turnaround success and reduced risk of loss for the Lender/Financial Institution/Bank. It’s important for a Bank to harmonize Distressed Debt Management approach, called the Watch List (WL) Framework, and details the requirements to ensure timely adherence to regulatory requirements. The impairment requirements of International Financial Reporting Standards (IFRS 9) Financial Instruments, effective as of 1 January 2018, are based on an Excepted Credit Loss (ECL) model and replace the IAS 39 Financial Instruments; Recognition and Measurement incurred loss model. IFRS 9, recognizes impairment allowances on either a 12-month or lifetime ECL basis, dependent on whether there was a significant increase in credit risk (SICR) since initial recognition (being either asset origination date or ‘base date’, whichever is most recent). The measurement of ECL reflects both a probability-weighted outcome and the time value of money, using the best available forward-looking information. There should be relevant policies that would require to be read in conjunction with relevant manuals and Accounting Standards. It’s equally important to detail the monitoring objectives for consistent management of wholesale impairment and the provisions necessary to meet regulatory requirements. It is imperative that when dealing with Distressed Debt/Assets, that attention is given to the requirements detailed under Conduct Risk and that client confidentiality is maintained. Mostly, business failure is a result of financial and/or economic distress. A firm in financial distress experiences a shortfall in cash flow needed to meet its debt obligations. Its business model does not necessarily have fundamental problems and its products are often attractive. In contrast, firms in economic distress have unsustainable business models and will not be viable without asset restructuring. In practice, many distressed firms suffer from a combination of the two. Many factors contribute to the high number of business failures. Some common failures include and are not limited to the below. Poor operating performance and high financial leverage. A firm's poor operating performance may result from many factors, such as poorly executed acquisitions, competition, overcapacity, new channels of competition within an industry (e.g., retail), commodity price shocks (e.g., energy), and cyclical industries (e.g., airlines). High financial leverage exacerbates the effect of poor operating performance on the likelihood of corporate failure. Lack of technological innovation. Technological innovation creates negative shocks to businesses that do not innovate. The arrival of a new technology often threatens the survival of firms that possess related, yet less competitive, technologies. There needs for a business to strategically position itself in the market through digital transformation in its processes, product development and operations Liquidity and funding shock. In periods of weak credit supply, some businesses are unable to roll over maturing debt because of illiquidity in credit markets. Relatively high new business formation rates in certain periods. New business formation is usually based on optimism about the future. But new businesses fail with far greater frequency than do more seasoned entities, and the failure rate can be expected to increase in the years immediately following a surge in new business activity. Deregulation of key industries. Deregulation removes the protective cover of a regulated industry (e.g., airlines, financial services, HealthCare, energy) and fosters larger numbers of entering and exiting firms. Competition is far greater in a deregulated environment. Unexpected liabilities. Businesses may fail because off-balance sheet contingent liabilities suddenly become material on-balance sheet liabilities.
