Après la période andalouse qui marqua une cohabitation linguistique et religieuse où interagirent savoirs d'Orient et d'Occident, du Nord et du Sud, l'histoire espagnole semble ordonner en même temps que l'unification castillane, une progressive pente à l'intolérance avec l'institution de l'Inquisition et les proclamations nombreuses des Statuts de la propreté du sang, dès le XVIe siècle. Le Siècle d'Or est le pic des politiques de l'exclusion civile et religieuse en même temps qu'il interroge le lien causal entre répression et épanouissement remarquable des arts qui notamment organisent un contrepoint à la vérité officielle et intolérante en faisant de leurs emprunts mythologiques plus que des motifs d'ornementation. Le XVIIIe siècle verra, en Espagne, l'émergence d'un catholicisme éclairé qui, s'il prend forme parmi les clercs, est soutenu par des figures importantes des lettres, comme le bénédictin Feijóo qui combattra autant les préjugés universitaires que religieux. Ce combat confirmera combien la tolérance ne peut se penser dans un premier temps que dans le christianisme ou, autrement dit, que l'origine de la tolérance postule le retour aux origines du christianisme.

Abstract:
Description du sujet. En Afrique de l’Ouest, les tubercules d’igname sont principalement consommés sous forme pilée. Cependant, vu la forte périssabilité des tubercules frais, la consommation de l’igname pilée tout le long de l’année est une préoccupation majeure. La transformation des tubercules en produits stables tels que la farine instantanée et pouvant donner une pâte ayant des caractéristiques similaires à celles de l’igname pilée est devenue une priorité. Objectifs. Évaluer les propriétés fonctionnelles et rhéologiques des farines d’igname pilée instantanées (InstAgoun) produites à partir de 48 cultivars utilisés comme parents dans un programme de sélection sur les ignames au Bénin. Méthode. Les farines issues des 48 cultivars d’igname ont été caractérisées par rapport à leur couleur et leurs propriétés fonctionnelles et rhéologiques en utilisant des méthodes standardisées. Résultats. Les résultats ont montré que le rendement de production en farine (14,7–27,9 %), la couleur (L* : 70,1–83,9 ; a* : -1,2—1,6 ; b* : 0,8–13,6), la solubilité (6,4–11,9 %), la viscosité au pic (1 048–4 376 cPs), la viscosité finale (1 568–6 251 cPs), la viscosité de maintien (875–4 004 cPs), la rupture de viscosité (14–592 cPs), le recul de viscosité (395–2 418 cPs), le temps au pic de viscosité (5–8 min) et la température de gélatinisation de l’amidon (73–93 °C) des farines produites ont varié significativement en fonction des cultivars d’igname. Cependant, aucune différence significative n’a été observée au niveau du pouvoir de gonflement des farines dérivées des différents cultivars qui a varié de 3,2 à 5,1 g·g-1. Au regard des caractéristiques fonctionnelles et rhéologiques, huit cultivars prometteurs (Singor, Parayobou, Agbaobé, Portchahabim, Tarayè, Tchée, Anklouman, Kpagninan) ont été identifiés comme les plus aptes à la production de la farine d’igname pilée instantanée. Conclusions. Une introduction effective de ces huit cultivars prometteurs dans des programmes d’amélioration variétale pourrait permettre de générer des variétés qui répondront aux exigences de qualité des différents acteurs, à savoir les producteurs, les transformateurs et les consommateurs pour l’amélioration de la chaine de valeur de l’igname en République du Bénin

Abstract:
Les effets de la luzerne déshydratée de qualité en substitution partielle de l’ensilage de maïs ont été étudiés chez des vaches après le pic de lactation (35 kg de lait à la mise en lot) en comparant à un témoin sans luzerne trois régimes (essai 1) correspondant à l’apport de 2,5 (2,5L) ou de 5,0 kg (5,0L) de luzerne brins longs ou de 5 kg d’une même luzerne (19 % MAT, 0,74 UFL/kg MS) en pellets et préalablement broyée (forme condensée : 5,0C). Les traitements témoin et 2,5L ont été repris dans un second essai avec une luzerne plus riche en énergie (23,8 % MAT, 0,88 UFL/kg MS). L’ensilage de maïs était distribué à volonté et les régimes étaient iso-énergétiques et iso-azotés (PDI). Le traitement 2,5L a permis d’augmenter la production de lait, légèrement dans le premier essai (+0,6 kg/j), plus nettement dans le second (+1,0 kg/j), de faire baisser le taux butyreux (-1,5 et -1,8 g/kg pour les essais 1 et 2) sans affecter le taux protéique. Les quantités ingérées totales ont été plus élevées (+0,7 kg et +0,9 kg pour les essais 1 et 2) ce qui a permis d’accroître les apports énergétiques malgré une valeur énergétique un peu plus faible de la luzerne comparée à l’ensilage (0,95 UFL/kg MS). Le régime 5,0L a entraîné une diminution sensible du taux protéique (-0,6 g/kg) par rapport au témoin sans modifier l’ingestion ou la production. A même niveau d’apport, la forme de présentation n’a pas eu d’effet sur la production mais les quantités ingérées ont été plus élevées avec la luzerne condensée. L’utilisation de quantités modérées de luzerne déshydratée de très bonne qualité permet de moduler la composition du lait dans le sens souhaité pour produire plus de protéines sans augmenter la quantité de matières grasses.

Les différences d’humidité entre domaines urbain et rural ont été analysées pour la ville de Strasbourg (France, 48.583° N, 7.745° E), à partir des données horaires de trois stations météorologiques sur une période de huit ans (2011-2018). Notre attention s’est focalisée sur les différences d’humidité relative et de pression partielle en vapeur d’eau de deux stations situées en ville (représentatives d’un parc et d’un quartier urbain) comparées à une référence rurale. L’humidité relative traduit nettement les spécificités des différents sites, ne serait-ce qu’au niveau des moyennes annuelles : l’îlot de sécheresse urbain (ISU) est quasiment permanent, avec un pic d’intensité en été et la nuit. Spatialement, cette intensité peut être modulée par la présence de végétation ainsi que par l’îlot de chaleur urbain (ICU). Cependant, la ville peut aussi parfois devenir un îlot d’humidité urbain (IHU) couplé à un îlot de fraicheur urbain (IFU). Ce couplage est plus fréquent en hiver et augmente avec la présence de végétation. Pour la pression partielle en vapeur d’eau, les spécificités des sites apparaissent surtout au niveau mensuel et horaire : la ville alterne entre un IHU en hiver (ou la nuit) et un ISU en été (ou en journée). La fréquence des ISU intenses (Δe < -0,5 hPa) est nettement plus faible dans le parc (18,7 %) que dans le quartier (28,3 %), ce qui prouve que la ville ne forme pas forcément toujours un ensemble homogène du point de vue de la vapeur d’eau : dans 30 % des cas, on a même des situations où le parc et le quartier sont classés dans des catégories opposées.

Abstract:
Nous avons étudié la dispersion (vitesse, durée, distance) d'alevins de saumon atlantique à l'émergence dans un ruisseau expérimental. Le rythme journalier de dévalaison suit étroitement le rythme d'émergence des alevins, ce qui montre une bonne corrélation entre les deux activités, tout au moins en début de période. Les histogrammes de capture des alevins échantillonnés tous les 10 m présentent des caractéristiques de forme similaires (durée, asymétrie et aplatissement). Jusqu'au pic des captures, près de 50 % des alevins dévalent en 5 jours. Ils se dispersent à partir de la frayère sur 50 m en 3 ou 4 nuits et forment une cohorte homogène d'après leur rythme de dévalaison et leur taille. Après le mode, les captures sont plus étalées dans le temps (environ 10 jours) et montrent plus de variabilité en fonction de la distance. Les alevins résidents ne sont pas distribués uniformément dans les cinq biefs : les densités, de même que les poids moyens, tendent à augmenter vers l'aval. Plus de 50 % de la population d'alevins survivants s'est établi dans les 50 m en aval de la frayère. Les résultats révèlent deux vagues de dévalants. La première vague de dispersion, aussitôt après l'émergence, est rapide et importante. Elle ne dépendrait pas directement de la compétition territoriale et de la densité, mais permettrait d'éviter des densités localement trop élevées et d'utiliser plus efficacement les zones productives situées en aval de la frayère. La deuxième vague d'alevins dévalants correspondrait aux émergents tardifs et aux poissons soumis aux effets de la compétition territoriale.

Abstract It has been suggested that β Pic b has a supersolar metallicity and subsolar C/O ratio. Assuming solar carbon and oxygen abundances for the star β Pic and therefore the planet’s parent protoplanetary disk, β Pic b’s C/O ratio suggests that it formed via core accretion between its parent protoplanetary disk’s H2O and CO2 ice lines. However, β Pic b’s high metallicity is difficult to reconcile with its mass M p = 11.7 M Jup. Massive stars can present peculiar photospheric abundances that are unlikely to record the abundances of their former protoplanetary disks. This issue can be overcome for early-type stars in moving groups by inferring the elemental abundances of the FGK stars in the same moving group that formed in the same molecular cloud and presumably share the same composition. We infer the photospheric abundances of the F dwarf HD 181327, a β Pic moving group member that is the best available proxy for the composition of β Pic b’s parent protoplanetary disk. In parallel, we infer updated atmospheric abundances for β Pic b. As expected for a planet of its mass formed via core-accretion beyond its parent protoplanetary disk’s H2O ice line, we find that β Pic b’s atmosphere is consistent with stellar metallicity and confirm that it has superstellar carbon and oxygen abundances with a substellar C/O ratio. We propose that the elemental abundances of FGK dwarfs in moving groups can be used as proxies for the otherwise difficult-to-infer elemental abundances of early-type and late-type members of the same moving groups.

AbstractWe carried out relativistic force free simulations and Particle In Cell (PIC) simulations of twist injection into the magnetic arcades emerging on the surface of a magnetar. As the magnetic energy is accumulated in the arcades, they expand self-similarly. In the arcades, a current sheet is formed and magnetic reconnection takes place. We also carried out 2-dimensional PIC simulations for the study of particle acceleration through magnetic reconnection. As a result, the energy spectrum of particles can be fitted by a power-law.

Abstract. Two-dimensional (2-D) particle-in-cell (PIC) simulations are performed to investigate the evolution of the electron current sheet (ECS) in guide field reconnection. The ECS is formed by electrons accelerated by the inductive electric field in the vicinity of the X line, which is then extended along the x direction due to the imbalance between the electric field force and Ampere force. The tearing instability is unstable when the ECS becomes sufficiently long and thin, and several seed islands are formed in the ECS. These tiny islands may coalesce and form a larger secondary island in the center of the diffusion region.

Abstract:
The formation of flexible molecular fibers via the solution-phase self-assembly of the pseudoisocyanine dye (PIC) 1,1’-diethyl-2,2’-cyanine and poly(vinyl sulfate) (PVS) is reported. The physical and electronic properties of these fibers spin coated into thin films on fused-quartz substrates are studied by fluorescence and topographic imaging with near-field scanning optical microscopy (NSOM) and also by atomic force microscopy (AFM). The scanned-probe images demonstrate that fibers with lengths in the hundred micron range, widths of hundreds of nanometers, and thicknesses of a few tens of nanometers, are readily formed in aqueous mixtures of PVS and PIC. Unprecedented flexibility in these fibers is exemplified by the formation of numerous curved and looped structures in the spin-coated thin films. A sandwich-like composite structure of alternating anionic PVS and cationic PIC layers is proposed as a model for the assembly of the dye and polymer in these fibers. The alternating layers in this model are held tightly together via the cooperative “cross-linking” of the PVS and PIC layers by electrostatic dye/polymer interactions, and by hydrophobic van der Waals interactions between the PIC molecules. The intermolecular interactions in the PIC layer result in the formation of a liquid-crystalline-like, well-ordered layer of the PIC, which exhibits the spectral characteristics of J-aggregates. The proposed layered structure apparently possess “reactive” surfaces which link individual fibers into a yam-like assembly. This cross-linking effect is supported by the presence of continuous circular fibers and by the gel-forming ability of the solutions from which these fibers are grown.

Abstract:
Persistent inward current (PIC)-generating Cav1.3 channels in spinal motoneuron dendrites are thought to be actively recruited during normal behaviors. However, whether and how the activation of PIC channels influences force output of motor unit remains elusive. Here, building a physiologically realistic model of slow motor unit I demonstrated that force production induced by the PIC activation is much smaller for short than lengthened muscles during the regular firing of the motoneuron that transitions from the quiescent state by either a brief current pulse at the soma or a brief synaptic excitation at the dendrites. By contrast, the PIC-induced force potentiation was maximal for short muscles when the motoneuron switched from a stable low-frequency firing state to a stable high-frequency firing state by the current pulse at the soma. Under the synaptic excitation at the dendrites, however, the force could not be potentiated by the transitioning of the motoneuron from a low- to a high-frequency firing state due to the simultaneous onset of PIC at the dendrites and firing at the soma. The strong dependency of the input-output relationship of the motor unit on the neuromodulation and Ia afferent inputs for the PIC channels was further shown under static variations in muscle length. Taken together, these findings suggest that the PIC activation in the motoneuron dendrites may differentially affect the force production of the motor unit, depending not only on the firing state history of the motoneuron and the variation in muscle length but also on the mode of motor activity. NEW & NOTEWORTHY Cav1.3 channels in motoneuron dendrites are actively involved during normal motor activities. To investigate the effects of the activation of motoneuron Cav1.3 channels on force production, a model motor unit was built based on best-available data. The simulation results suggest that force potentiation induced by Cav1.3 channel activation is strongly modulated not only by firing history of the motoneuron but also by length variation of the muscle as well as neuromodulation inputs from the brainstem.

Abstract:
Le caractère éminemment cinétique et hors équilibre de l'interaction laser-plasma et du transport électronique nécessite de résoudre le système complet des équations de Vlasov-Maxwell. Cette thèse se concentre sur les méthodes PIC (‘‘Particle-In-Cell''), et vise à en accroître le régime de fonctionnement. Tout d'abord, nous présentons l'analyse de stabilité linéaire d'un algorithme PIC explicite incluant l'effet de la discrétisation spatio-temporelle. Cette analyse met en exergue l'instabilité d'aliasing, que nous relions au problème, plus général, du chauffage numérique dans les codes PIC en régime surcritique. Nous montrons l'influence bénéfique de la montée en ordre du facteur de forme pour réduire ce chauffage, permettant ainsi d'atteindre des régimes de densité jusque là inaccessibles. Les codes PIC implicites ne sont pas soumis aux mêmes contraintes de stabilité que leurs équivalents explicites. En particulier nous ne sommes plus tenus de résoudre les modes haute fréquence électroniques. Une telle propriété est particulièrement précieuse lorsqu'on modélise l'interaction entre un laser à ultra-haute intensité et un plasma fortement sur-critique. Nous présentons ici l'extension relativiste de la méthode implicite dite directe, en y incluant un paramètre d'amortissement ajustable et des facteurs de forme d'ordre élevé. Ce formalisme a été implémenté dans le code ELIXIRS, 2D en espace et 3D en vitesse. Ce code est validé sur de nombreux problèmes de physique des plasmas, allant de l'expansion d'un plasma à une ou deux températures électroniques, à l'interaction laser-plasma à haut-flux, en passant par les instabilités ‘‘deux faisceaux'' et de filamentation en régime relativiste. Nous montrons notamment la capacité du code à capturer les principales caractéristiques de l'interaction laser-plasma, malgré une discrétisation spatio-temporelle dégradée, autorisant ainsi des gains substantiels en temps de calcul.

Abstract:
Cette thèse concerne le développement de sources s'ions à fort courant de faisceau (>1mA/cm2) dans la gamme d'énergie du keV à partir de gaz rares (Ar, Xe) et de gaz réactifs (O2, N2). Deux études complémentaires abordant les aspects numériques et expérimentaux ont été menées en parallèle. Dans une première étude, plusieurs codes ont été écrits et parallélisés. Ces codes simulent l'extraction induit par le phénomène d'échange de charges et la mise en forme du faisceau résultant de la somme des micro-faisceaux. Des travaux de validation de ces codes ont été effectués et les résultats expérimentaux se sont avérés être en bon accord avec les résultats des simulations. Dans la seconde étude, trois nouvelles sources d'ions ont été développées. Ces trois sources utilisent une optique d'extraction à 3 grilles. Les deux premières décharges (de 5 cm de diamètre) se caractérisent par un couplage de l'énergie radio-fréquence par une antenne de type "hélicon". Elles diffèrent par la structure du champ magnétique générée soit par des bobines soit par des aimants. La dernière source (de 10 cm de diamètre) se caractérise par sa configuration de type TCP plan. Les décharges et les sources d'ions ont été caractérisées en terme de densité du plasma, d'homogénéité, de courant de faisceau, de divergence des micro-faisceaux (analyseur de divergence) et de composition du faisceau d'ions (analyseur à temps de vol). Les résultats obtenus montrent que les codes numériques développées sont des outils adaptés et performants dans le cadre de la conception de sources d'ions. Par ailleurs, les sources d'ions conçues dans cette étude présentent des caractéristiques intéressantes en terme de densité de courant et de composition du faisceau (50 % d'espèce atomique).

Il progetto si sviluppa in primo luogo a scala urbana nel centro storico di Mirandola, insistendo sul tema del limite andato perduto con la demolizione della cinta muraria. Il disegno del centro nasce dalla suggestione che identifica in Giovanni Pico della Mirandola l’autore dell’”Hypnerotomachia Poliphili”. Il nucleo storico della città diventa il luogo del percorso onirico di Polifilo alla ricerca dell’amata, che collega aree verdi trasformate in giardini all’area del castello. L’approfondimento a scala progettuale coinvolge l’area dell’antica cittadella del castello. Il tema principale è quindi il costruire nel costruito, il confronto con le preesistenze e le tante trasformazioni che il luogo ha subito. Il progetto si basa sul disegno degli spazi pubblici e sul tema culturale che l’area stessa offre, data la presenza del museo civico e del teatro. Il nuovo edificio è un centro culturale nel quale si accolgono ulteriori esposizioni museali e spazi dedicate a sedi di associazioni culturali cittadine.

L'apprentissage est le processus par lequel un systeme (naturel ou non) acquiert de nouvelles connaissances. L'apprentissage automatique (machine learning) a pour objectif de creer des systemes artificiels ayant cette capacite d'apprendre, c'est-a-dire capable de traiter de nouvelles donnees sans avoir a programmer explicitement ce traitement. Plus precisement, il s'agit de definir des modeles theoriques d'apprentissage formalisant les idees intuitives que l'on a de l'apprentissage naturel, puis de prouver l'apprenabilite de classes de concepts dans de tels modeles. L'objet de cette these est double. Dans un premier temps, nous proposons un nouveau modele theorique d'apprentissage appele modele pacs. Ce modele est base sur le modele pac propose par valiant. Il a pour originalite de favoriser l'utilisation d'exemples simples par rapport a la cible lors de la phase d'apprentissage. Cet assouplissement du modele pac permet de montrer l'apprenabilite de classes non prouvees apprenables dans le modele de valiant (classe des formules dnf, classe des langages k-reversibles). Ensuite, nous presentons la conception et l'implantation d'une bibliotheque generique, appelee <pepin>, pour la creation d'applications d'experimentations de modeles et d'algorithmes d'apprentissage dans des contextes particuliers (tels que celui des langages reguliers ou encore des formules booleennes). De telles applications devraient permettre aux chercheurs de confirmer ou d'infirmer des idees intuitives ou bien encore de decouvrir de nouvelles proprietes et ce, de maniere empirique. Nous presentons un exemple d'application, construite au moyen de la librairie <pepin> pour l'etude d'algorithmes d'inference grammaticale (c'est-a-dire dans le contexte particulier des langages reguliers).

Après une revue des différentes sources d'ions H-ainsi que des méthodes permettant l'amélioration de leur production, la première parti de cette thèse est consacrée à l'étude et la caractérisation de la source ECR. Nous tentons d'expliquer les raisons du faible courant d'ions H-produit par cette source (5 [mu]A). La principale raison est le fort couplage entre les électrons et l'onde HF conduisant à un chauffage donc à une énergie électronique trop importante. A l'issue de ce diagnostic, il a été décidé d'utiliser la source ECR comme source primaire d'électrons destinés à être injectés dans une seconde enceinte. Deux études théorique (PIC-MCC 2D-fluide) et expérimentale sont alors effectuées sur le développement de cette source " hybride ". Le code de calcul aide à la compréhension des phénomènes physiques se produisant dans la source. Une énergie d'injection optimale à 40 eV ainsi qu'une distance d'interaction efficace des électrons avec le plasma d'environ 3 cm ont notamment été mises en évidence. Sachant qu'il est très difficile de transporter un faisceau intense d'électrons de faible énergie, nous avons choisi de séparer la chambre plasma par une grille polarisable. Une vérification expérimentale d'une distance efficace comprise entre 2 et 3 cm a été faite ainsi qu'une nette amélioration du courant extrait. Certaines des méthodes supposées accroître les performances de la source ont été essayées avec plus ou moins de succès, d'autres ont volontairement été mises de coté. Au bout du compte, le courant d'ions H- a gagné un facteur 300 depuis la mesure des premiers ions négatifs; il est passé de 5 [mu]A à 1,4 mA. La source offre ainsi un fort potentiel d'évolution<br>After a review on the H- ion source and methods allowing the enhancement of their production, the first part of this thesis is dedicated to the ECR ion source diagnostic. We explain the reason why the H- current is so low with such sources (5[mu]A). It is manly due high energy electrons created by a very efficient coupling between the microwave and the electrons. So, it has been decided to use the ECR ion source not as an H- ion source but as an electron provider to inject into a separated chamber. Theoretical and experimental investigations have been done. Then, a hybrid PIC 2D MCC 3D fluid code has been developed. Its aim is to study the effect of an electron injection into a cylindrical gas chamber. Many results have been brought as well as the best injected energy and the electron penetration length efficiency. Thus, an injection of 40 eV electron beam in a length of 3 cm seems to be the most efficiency. This last point has been observed in the experiment which consists in the installation of a polarized grid in the plasma chamber to obtain the two separated chamber. Some methods supposed to increase the source performance have been tried and some have been blown out. Finally an enhancement of a factor 300 has been observed since all modifications. The H- ion current is now higher than 1,4 mA and a high potential of improvement is expected in the future for this new type of source

Photonics Integrated Circuits (PICs), a feature of contemporary optical communications technologies, can represent a stringent packaging challenge, particularly in terms of their requirements for thermal control. Devices such as laser arrays can demonstrate tight temperature limits, sub-ambient operating temperatures, moderate heat loads but high device-level heat fluxes. A key feature of many hybrid PICs is a multilayer substrate which offers mechanical support, electrical interconnection and heat spreading for the devices that it carries; such substrates are typically mounted on a thermoelectric (TE) module (TEM) to achieve thermal control. The objective of this paper is to examine the influence of heat spreader structures on the thermal behavior of PICs, with particular attention on maximizing TEM efficiency. To this end, closed-form analytical and numerical models are developed for a representative laser array PIC which captures the conductive heat transfer within the spreader, coupled with a constitutive representation of the TEM. A parametric study is conducted to illustrate the influence of the following parameters on the source temperature of the PIC for the application: effective conductivities and dimensions of the heat spreader; thermal interface resistances; and thermal resistance between the TEM and the ambient. The outcome of the paper is an enhanced understanding of the role of heat spreading in the stable and efficient operation of contemporary PICs. This paper represents the initial results of an extensive programme of work on packaging-related aspects of next-generation PICs.

A 120 mm × 53 mm × 19 mm horizontally-oriented pico projector in which both a pin-fin array and a piezoelectric fan were installed was tested to measure the thermal resistance at various heating powers. The operating frequency of the 40 mm × 10 mm aluminum piezoelectric fan ranged from 242 Hz to 257 Hz. The heat transfer coefficient of the pin-fin array was also estimated based on a thermal resistance network of the pico projector. The results showed that the thermal resistance of the pico projector which had a piezoelectric fan vibrating at a specific frequency would not monotonically reduce as the heating power increased. The heat transfer coefficient of the 1.5-mm-wide pin-fin array was higher than that of the 2.0-mm-wide pin-fin array at a given fan tip velocity ranging from 0.26 m/s to 0.76 m/s. The highest heat transfer coefficient of the 1.5-mm-wide pin-fin array reached approximately 21 W/m2K, while the highest heat transfer coefficient of the 2.0-mm-wide pin-fin array was approximately 16 W/m2K. A correlation between Nusselt number of the pin-fin array and Reynolds number was also developed in this study in a form of Nu = 0.3526Re0.1774.

Nós desenvolvemos um modelo multissetorial de equilíbrio geral aplicado para a análise de reformas tributárias no Brasil. Além de trabalho e capital, as firmas representativas de cada setor utilizam os produtos dos demais setores da economia como insumos na produção. O modelo é calibrado para replicar a Matriz de Contabilidade Social e Financeira do Brasil em 2017. A reforma analisada modifica dois impostos sobre a produção, PIS e Cofins, equalizando suasalíquotas implícitas entre os 67 setores da economia e adotando como a base de incidência (tributária) única o valor adicionado. A nova alíquota é fixada de forma a manter constante a arrecadação tributária sobre a produção. Partindo de um estado estacionário com tributação exclusivamente sobre a receita, a reforma gera um aumento de 2,4% no consumo privado e 1,4% no PIB real no longo prazo. A maior parte desse ganho advém da equalização da alíquota, que sozinha gera um aumento no consumo privado de 1,5%.

Use of the pre-combustion chamber (PCC) as an ignition source in large-bore natural gas engines has shown promise in reducing emissions. By increasing the ignition energy and surface area via a turbulent jet, these devices can extend the lean operating limit of the engine and reduce oxides of nitrogen (NOx). This study aims to characterize the sensitivity of main chamber NOx formation to changes in the PCC jet. A CFD model of a Cooper-Bessemer GMV two-stroke lean-burn natural gas engine is used for this purpose. The temperature and chemical composition of the PCC jet are varied across several tasks, and the resulting changes in main chamber NO and shy;x emissions are recorded. Three-dimensional plotting tools are used to determine where and when NOx forms in the engine during the cycle. Data on the chemical pathways to NO and NO2 and shy; and shy; formation and destruction is also presented.

Ground anchors connected to guy wires for tower structures in cold climates suffer from frost heaving, which causes loss of wire tension and subsequent structural instability. It is necessary to understand what ground anchors are available to resist this tendency yet are still capable of expedient installation in remote areas. To that end, three metal, traditional ground-anchor types (arrowhead, bullet, and penetrating auger) and one novel polyvinyl chloride (PVC) T-post anchor were evaluated in frozen gravels and frozen silts at a research facility in Fairbanks, Alaska. Criteria included installation capability, failure loading, and removal ability. Additionally, expedient installation techniques for use in field conditions were also demonstrated. All three traditional ground anchors failed to penetrate frozen gravels. The penetrating auger also failed to penetrate frozen silts, but the arrowhead and bullet anchors did penetrate frozen silts with difficulty. The PVC anchor is capable of being installed only in a predrilled pilot hole. Under flexural load, the arrowhead anchor cable failed at 3686.72 lb, and the bullet anchor cable failed at 1753.44 lb. The PVC slid out of its hole at a direct-pull force of 1978.24 lb and failed under flexural stress at 202.32 lb.

Abstract:
Utilizando un modelo de equilibrio general computable calibrado para 2019, se simulan choques de diversas características al salario mínimo para establecer los efectos en las cuentas fiscales de la nación. Este documento es pionero en ese análisis. La evidencia sugiere efectos adversos de incrementos del salario mínimo por encima de la inflación pasada y el cambio en la productividad. Un aumento de estas características en 1% lleva el déficit del Gobierno General (GG) en 2022 de 5,6% del PIB a 5,7%. Si el incremento simulado es de 3,25%, como el ocurrido para 2022, lleva el déficit de 5,6% a 5,8% del PIB y al aumento del déficit total del Gobierno Nacional Central (GNC) y la deuda en 0,13 puntos porcentuales (pp) y 0,29 pp, respectivamente. La semi–elasticidad del déficit fiscal del GNC al salario mínimo es 0,04 mientras que la elasticidad del PIB al salario mínimo es –0,17. Cuando el escenario de simulación incluye hasta el año 2030, el deterioro de las finanzas públicas es mayor. Dependiendo de la magnitud y persistencia de los aumentos del salario mínimo, en ese año, la tasa de crecimiento del PIB puede caer hasta 39 puntos básicos (pb). De igual forma, se observan deterioros importantes en el déficit total y la deuda del GNC y en las trayectorias de gasto tanto en pensiones como en salud. En 2030 el déficit pasa de: 2,79% a 3,52% del PIB y la deuda pública se incrementa en más de 400 pb, mientras que los gastos en salud y pensión se incrementan en más de 20 pb cada uno. En todos los casos hay destrucción de empleo y aumento de la informalidad laboral.

Abstract:
O presente documento está dividido em três partes. A primeira é destinada à exposição de uma proposta alternativa à regulamentação da figura de um gestor de pagamento. Vamos expor algumas preocupações com a criação de um novo intermediário no arranjo do Pix e uma proposta alternativa focada em um mecanismo de pagamentos com múltiplos recebedores (split pay). A segunda parte é destinada à discussão de um outro tema objeto da 19a Plenária do Fórum Pix: a especificação do Pix automático. Neste ponto, vamos defender uma abordagem que unifica as jornadas de pagamento automático e amplifica o escopo e impacto desse mecanismo. Por fim, a terceira parte amarra as propostas das duas primeiras partes e descreve como ambas poderiam ser incorporadas na API Pix para máximo impacto no sistema de pagamentos. Nossa contribuição adota a posição de que a solução de formalizar a figura do gestor de pagamentos não é o melhor caminho para alcançar os objetivos do Banco Central de fomentar a inovação no mercado de pagamentos sem comprometer princípios importantes, como o combate à lavagem de dinheiro. Defendemos que a necessidade que o mercado está mostrando é resultado de três questões subjacentes e que uma solução efetiva deve atacar essas questões em suas raízes. A primeira questão subjacente pode ser uma frustração com o funcionamento da API Pix oferecidas pelos bancos para acessar as funcionalidades do Pix. Aqui, nossa proposta é corrigir esse problema específico implementando requisitos mínimos de experiência do usuário para as APIs da mesma maneira que o BCB fez com os aplicativos bancários desde o primeiro dia. Se as APIs funcionassem e dessem acesso a todas as funcionalidades do Pix, os intermediários poderiam gerenciar os pagamentos sem participar do fluxo de dinheiro. A segunda questão subjacente é que terceirizar os pagamentos também é muito difícil. Até mesmo a atividade de simplesmente registrar ordens de pagamento para aprovação futura pode ser difícil. Novamente, as APIs do Pix poderiam resolver esse problema permitindo a geração de credenciais para os operadores, mesmo que a aprovação final exija um nível mais alto de credencial. Por fim, a terceira questão é que participar do fluxo de dinheiro pode reduzir muito o risco de inadimplência, já que o intermediário pode deduzir sua taxa do que é finalmente encaminhado para o beneficiário final. Para resolver esse caso de uso específico, propusemos a implementação de um fluxo para acomodar o _split pay_. Ou seja, pagamentos com vários destinatários. O recurso de split pay estaria disponível para todos os beneficiários em seus aplicativos bancários ou APIs, para que os gerentes de conta pudessem configurar os QR Codes já com o split pay configurado. Também fizemos uma proposta adicional em relação à segunda questão mencionada acima. Sugerimos que o BCB considere o Pix automático como apenas uma nova forma de enviar descrições de pagamento para o banco do pagador para confirmação do pagador e início do fluxo de dinheiro. Isso significa que a mensagem que os bancos pagadores recebem dos bancos recebedores em um débito automático deve ser exatamente o conteúdo de um QR Code que um pagador pode digitalizar. Também sugerimos que tanto o Pix automático quanto os QR Codes possam ser únicos, recorrentes ou únicos e recorrentes. Se o BCB aceitar essa sugestão, poderíamos ter pagamentos por push em larga escala no Brasil.
