Abstract:
Aim of study: This paper aims to test a participatory methodology to draw parallels and paradoxes as to how some forest sector-related entities and local communities view the Montemuro Mountain forest, namely in terms of its characteristics, the offered opportunities, its problems and the likely solutions for its management as well as the role played by stakeholders, which can be replicated in other case studies and can also facilitate the forest policy making process.Area of study: The Natura 2000 Network “Montemuro Mountain” Site in Portugal.Material and methods: This study combined several consultation and citizen participation techniques.Main results: The perceptions shared by the stakeholders are some similar, others not similar and others still quite paradoxical regarding forest characteristics and the opportunities they offer. The study has shown that it is possible to implement and improve citizen participation methodologies. This can be a viable way towards more effective forest management and fire prevention as this may help blunt conflicts of interest in forest space management. However, for participation to be truly effective and representative, a policy regarding training and awareness of the importance of information is necessary.Research highlights: The stakeholder perceptions on forests and forest management are assessed; forest fires and agrarian abandonment are central for territory’s development; depopulation, old age and absenteeism emphasize degradation of forest areas; Conscious citizen participation benefit policymaking and forest management.Abbreviations used: ZIF: Forest Intervention Zones; GAL: Local Follow-up Group; GTFs: Technical Bureaus of Forestry.

Abstract:
Forest Fire is one form of forest destruction. The cause of forest fires is usually due to the clearing of forest areas used for agricultural land. There are 2 factors for forest fires namely natural and human factors. Natural factors are caused by volcanic and lightning eruptions, then human factors due to the clearing of forest areas for agricultural areas. This study aims to examine the efforts and role of the community in controlling forest fires at KPH Cepu, Central Java. The highest incidence of forest fires occurred in 2015 with a frequency of 40 times with a total area of land that burned 140.0 Ha. Forest fires in 2015 were the largest forest fires in the Cepu KPH, costing Rp38.292.909. The form of control carried out by the KPH Cepu itself is through counseling or socialization related to fire and how to deal with it in the event of a fire. The form of direct counseling is given to the LMDH community association, RT association, and other unspecified associations. Community participation is very high in prevention and blackout activities at KPH Cepu, Central Java. Keywords: Factors, participation, control of forest fires

The National Park of Bantimurung Bulusaraung located in Maros Regency, South Sulawesi Province, is a unique conservation area with a karst ecosystem. Forest fires have been an essential threat to the National Park. The study aims to analyze forest fire occurrences, identify causes and forest fire prevention efforts at the National Park of Bantimurung Bulusaraung, Maros Regency, South Sulawesi. Data used in this study consist of monthly forest fire data from the National Park of Bantimurung Bulusaraung and monthly rainfall data from the Agency of Meteorology, Climatology and Geophysics in the period of 2015-2020, and information on fire causes, community participation in forest fire prevention derived from respondents of villagers living surrounding the national park. Data analyses using JASP 0.14.1 software. The study revealed that forest fires occur every year at the National Park of Bantimurung Bulusaraung with fires frequency of 20 times and burned area of 163,455 ha from 2015 to 2020. The highest frequency occurred in 2015 of 8 times and burned area about 97,065 ha. The human factor has been the single fire causing factor, particularly negligence in fire use activities. There are several prevention measures conducted by the National Park management, including the socialization and training activities for community. The unique karst ecosystem seems to be a challenge in the fire suppression process. Therefore, forest fire prevention involving community living surrounding the national park is critical in forest fire control in the National Park of Bantimurung Bulusaraung. Abstract:
Forest and land fires in Indonesia are mostly caused by human factors, therefore human resources are an important element that needs to be considered in the prevention and control of forest and land fires. One of the important efforts in anticipating the ongoing recurrence of forest and land fires in Indonesia is by preparing human resources who have the capacity to control the forest and land fires in the field. Several human resource capacity building programs to control forest and land fires have been developed in Indonesia, but are considered not to have played a significant role in controlling forest and land fires in Indonesia. This study aims to evaluate the sustainability of the human resources capacity development program that has been running so far, by building and implementing the Rapfire method through a multidimensional scaling approach. The results of the study show that the forestry human resource capacity development program with community participation tends to have a low level of sustainability, therefore it needs to receive development priorities. The study also found that the main leverage factors that influence the level of sustainability are in the input dimension, including the recruitment system, program management institutions, and budgeting systems. Leverage factors are important attributes that need to be considered and get policy priorities in order to maintain or improve the sustainability status of the human resources capacity development program for forest and land fires control in Indonesia

Abstract:
Wildfires in Indonesia are an annual phenomenon which peak in dry El Nino years, with up to 2.6 million ha of forest and land burnt in the drought year of 2015. This is an annual disaster for the country and surrounding region, with severe impacts on the environment, as well as human health, economic and social factors. Forest Management Units (FMUs, known locally as Kesatuan Pengelolaan Hutan, KPH) are the implementation agencies on the ground that play a strategic role in both the prevention and suppression of forest fires. FMUs are mandated to establish a local fire brigade, to provide adequate personnel and equipment, and to carry out fire prevention as well as suppression programs. This research aimed to analyze the performance of forest fire-related policy implementation. The study was based on five FMUs in fire-prone regions of Central Kalimantan and South Sumatra, Indonesia. The performance of the FMUs is measured by achievement of the policy objectives and effectiveness of policy implementation. Our analysis shows the policies, standards and objectives to manage fire are clear for FMUs, but there are challenges in their implementation, such that fire control activities have not been fully implemented. Most FMUs have limited capacity and resources, as well as complicated budget mechanisms and low community participation. Strengthening FMU capacity will significantly improve their performance in forest fire control, particularly in the initial stages. This can be done at three scales: personnel, organization and system.
