Abstract:
Research in international relations has identified a variety of actors who appear to influence U.S. foreign policy, including experts and “epistemic communities,” organized interests (especially business and labor), and ordinary citizens or “public opinion.” This research, however, has often focused on a single factor at a time, rather than systematically testing the relative importance of alternative possible influences. Using extensive survey data gathered over three decades we conduct a comparative test, attempting to account for the expressed foreign policy preferences of policy makers by means of the preferences of the general public and those of several distinct sets of elites. The results of cross-sectional and time-lagged analyses suggest that U.S. foreign policy is most heavily and consistently influenced by internationally oriented business leaders, followed by experts (who, however, may themselves be influenced by business). Labor appears to have significant but smaller impacts. The general public seems to have considerably less effect, except under particular conditions. These results generally hold over several different analytical models (including two-observation time series) and different clusters of issues (economic, military, and diplomatic), with some variations across different institutional settings (the U.S. House, Senate, and executive branch).

Abstract:
This paper analyses whether the comprehension of a joke in Italian as a foreign language is influenced by personal or task elements, whether comprehension influences the perception of funniness, and whether perceived funniness affects intention to share the jokes. A quantitative cross-sectional study was performed. Participants were all native Spanish speakers from Mexico who also read Italian as a foreign language. There were 61 participants, aged 19-64 years (Mage = 26.3; SD = 9.4), comprising 42 females and 19 males. Comprehension was measured using a multiple-choice test. Funniness was measured by a perception scale and sharing was measured by determining intention to share. The objectives were fourfold: to identify whether factors related to the test-taker (gender, occupation, and age) influenced comprehension; to investigate whether factors related to the test task (level of language, reading support, and prior knowledge) influenced comprehension; to explore if comprehension influenced the perception of funniness; and to determine whether funniness influenced the intention to share. To statistically evaluate these question, four generalized linear models were constructed (one corresponding to each objective). The results indicated that: (i) the test-taker’s occupation affects comprehension (p = 0.0499); (ii) the interaction of all of the test-task factors influences comprehension (p = 0.03087); (iii) comprehension affects funniness (p <0.001); and (iv) perceived funniness influences sharing (p <0.001). Finally, a discussion of these results is presented.

Abstract:
Processing information in a learned foreign language can alter one’s judgment or cognitive evaluation of stimuli. Documented consequences include a reduction in perceived negativity and perceived severity of crime or diseases. The global COVID-19 pandemic has offered a unique opportunity to investigate this phenomenon in a real-life public health communication context. The aim of this study is to investigate how foreign language processing influences people’s reaction towards freedom-restrictive messages. In our experimental study (N = 605), we presented participants with pandemic mitigation instructions in their native language versus a learned foreign language and assessed their perceived sense of control, cognitive evaluation of the instructions, and the intention to adhere to them. The results indicated that the use of a foreign language influenced people’s perceived sense of control in a way that might intuitively be surprising: foreign language enhanced sense of control. This positively influenced the cognitive evaluation of the instructions’ effectiveness and the intention to comply with them. The present research demonstrates that foreign language processing influences individuals’ responses to specific, real-life instructions. Our results provide important contributions to the literature on foreign language effects and public communication and enable practitioners to more accurately predict recipient responses to global crisis communications.

Abstract:
This study aims to discuss the question of foreign influences on early Islamic law. This issue has been dealt with from various perspectives. Some scholars claim that Roman law was the predominant influence in formulating Islamic law, both in its legal concepts and its application. Certain scholars, however, maintain that the provincial law influenced Islamic law more, arguing that Roman law was not really practiced in former Greek provinces where Islamic law was formulated. Still others argue that Jewish influences are also believed to have shaped the development of early Islamic law, considering that Babylonian schools were situated close to the Hanafi school.
The problem of foreign influences on early Islamic law, however, is a matter of degree only as far as the pre-Islamic Arab traditions are concerned. It is believed that certain institutions derived from pre-Islamic Arabic society, the Qur' an and the traditions of the Prophet provided the early Muslims with a considerable wealth of values, norms and broad principles as well as specific rules which were to guide the Muslims in their legal speculation in order to develop positive law.

This dissertation focuses on Japanese policy as a whole, internal and external policy priorities and objectives, in order to illustrate the role, and analyze the level of effectiveness of conducted foreign policy tools. This paper explores some of the reasons and factors of conducted internal and external policy tools. Therefore, it shows how effective and in timely manner reaction of Japanese to state's internal policy, has influenced and played a key role during the country recovery and restoration. Moreover, proper policy objectives not only have restored the country but also made Japan one of the most advanced world centers. This thesis analyses the different levels at which China’s presence in Namibia affects Namibia’s domestic politics and foreign policy from a constructivist viewpoint. Constructivist theory is used to examine the different perceptions of the Chinese in Namibia and how these inform Namibian politics and Sino-Namibian relations. These perceptions are formed at different levels of society in formal and informal relations, state-to-state, state-to-business,business-to-business and individual-to-group relations. The way in which perceptions of Chinese involvement in Namibia at the grassroots level of society differ from those at the top increasingly has an effect on domestic Namibian politics and, as such, Sino-Namibian relations. This identifies official and non-official perceptions of China’s political, economic and social presence to determine the effects of grassroots on China vis-à-vis official perceptions in Namibian politics and the effects of grassroots views on Namibian politics and on official views and state behaviour towards China and China’s presence in the country.

Abstract:
In light of the 2010 recommendation of the American Council on the Teaching of Foreign Languages that teachers use the target language (TL) "as exclusively as possible," teachers face the necessity of promoting target language use and assessing how their language choices influence their students. The purpose of this study was to analyze teachers' perspectives and practices of whether to use students' first language or the target language. Data from over 100 foreign language teachers, predominantly those in the K-12 sector, were collected through a survey in order to measure how teachers manage the phenomenon of language choice. The findings were analyzed descriptively, categorically, and inferentially to find relationships among teachers in general, as well as within subgroups of participants. Findings indicate that teachers felt using the target language was more of a challenge for academic purposes because of their belief that they should be conducted in the TL. Academic tasks were also reported involving a greater quantity of speech functions, which made them more difficult to complete in the target language. Additional findings showed that teachers in general were most often influenced by student attitudes, motivation, and proficiency as well as their own attitudes, motivation, and proficiency. For certain subgroups, however, when teachers focused more on their own proficiency, motivation, training and experience they were more likely to reach 90% TL use or more. Furthermore, it was found that promoting the target language effectively equated with incorporating many strategies that supported TL goals. The most prevalent techniques found for promoting TL use were preparing for making input comprehensible, giving praise and recognition, and explaining its importance at the beginning of the year. Recommendations for increasing the ability of teachers to face the challenges of TL use are to simplify and increase the academic, social, and managerial purposes for which it can be used, prioritize and focus on the most influential factors of language choice (LC) within teachers' control, and form and promote a plan for TL use built upon a foundation of most effective techniques and practices for optimizing language choices.

Abstract:
Media freedom in Western Balkan countries has been restricted for years, and the authority of the journalistic profession has been systematically undermined. Apart from pressure from governments, political and economic circles, the media in the region are also susceptible to foreign influences. The article analyzes the vulnerability of media in Western Balkan countries to third-party influence driven by cash flows. Prerequisites are presented that increase the possibility of direct intervention in editorial policy. Interference that results in biased coverage, the spread of misinformation or the formation of certain attitudes among the audience. Answers are sought to the questions: what are the motives of foreign governments to sponsor media and “causes” in the countries of the Western Balkans, what is the nature of the funding – secret or public?

This paper scrutinized the impact of foreign language anxiety on tertiary Vietnamese students’ willingness to communicate orally in EFL classrooms. The study had two research questions: 1) Which is the most common type of foreign language anxiety experienced by non – English tertiary Vietnamese students in EFL classrooms, and 2) What is the correlation between foreign language anxiety and Vietnamese students’ willingness to communicate orally in EFL classrooms. The data was collected from 176 non-English major tertiary students learning in a public university in Ho Chi Minh City by facilitating the Willingness to communicate Scale and Foreign Language Anxiety Scale. The study’s results analyzed in a quantitative descriptive approach indicated that communication apprehension was the most common type of anxiety experienced by the students in the English learning process. The study found that language anxiety negatively correlated with willingness to speak. It means the students were more anxious, they could not engage in the in-class communicative activities, which might affect their academic performance. The present paper hopes to provide educators and school managers who might encourage students’ readiness to join speaking activities in Vietnamese EFL classrooms with a comprehensive understanding of the influence of foreign language anxiety on students’ willingness to communicate.

Abstract:
Construction significantly influences a country’s economy. The labour efforts are the lifeblood of construction operations. The construction industry has been facing many challenges due to skill shortages in many countries. This study aimed to compare the work-related skills of Sri Lankan labour against foreign labour forces. A qualitative study methodology was adopted through literature reviews and expert interviews to identify the labour skills which influence the productivity of construction operations. The interviews were conducted in two categories. The first category focused on identifying significant labour skills, the second category was conducted to compare the labour skills between Sri Lankan and foreign labour. Chinese, Indian, Bangladeshi, Nepalese, Saudi Arabian, Malaysian and Korean labour forces were considered in the pair-wise comparison process. Statement categories and codes were developed to perform this qualitative comparison. The overall results show the need of developing cognitive and self-management skills of Sri Lankan labourers, where the transferable skills are not much important. The study pointed up the importance of developing technical skills of Sri Lankan labour in concreting, bar bending, plastering, tiling, welding, electrical work and equipment handling, to reach the levels of leading foreign labour forces. Labourers’ commitment, punctuality, participation, self-motivation and problem solving were the significant self-management skills in this regard. Kappa statistics resulted in the inter-rater reliability of these findings at a substantial level. The study outcomes can be helpful for the skills development authorities to take actions for filling the skills gap, and also for some foreign construction sectors in similar scenarios

Abstract:
As part of the overall focus on the democratic backsliding in Hungary since Viktor Orbán’s Fidesz reassumed power in 2010, numerous international observers have expressed concern regarding increasing Hungarian influence in the Western Balkans. Specifically, many fear that through intensified meddling in Western Balkan affairs, Orbán’s Hungary would spread its illiberal influence throughout the region and subsequently undermine broader EU policy. In 2019, the process leading to the appointment of Olivér Várhelyi (a Hungarian diplomat close to Orbán) to the position of the European Commissioner for Neighbourhood and Enlargement garnered a salvo of criticism. While this incident briefly attracted the European media floodlights to the topic, the issue of Hungarian influence in the region of the Western Balkans quickly faded into a relative obscurity. Apart from few exceptions and a handful of journalistic accounts (which will be quoted extensively throughout the study), there are little to no attempts to analyse and explain Hungarian foreign and trade policy in the Western Balkans. What interests and strategic considerations drive Hungarian foreign and trade policy in the region? What are Hungarian foreign policy priorities and what instruments does Hungarian foreign policy have at its disposal in the region? Is Orbán’s Western Balkan policy marked by a total discontinuity with regards to previous Hungarian foreign policy towards the region? Who formulates foreign policy priorities in Hungary and what is the interplay between formal and informal actors? What economic interests shape Hungarian foreign policy in the region? How much has Hungarian foreign policy in the region changed as a result of war in Ukraine? To answer these questions, this paper is divided into four main sections. The first focuses on Hungary’s foreign policy strategy in the region. The second, as a special case study, investigates the effects of Orbán’s minority politics in Serbia’s Autonomous Province of Vojvodina (Vajdaság in Hungarian). The third, researching Hungarian media empire in the region, and finally the fourth focusing on the economic drivers of Hungary’s approach in the region.

Abstract:
This paper uses a large cross-country survey of business firms to assess their influence on government policies. It is found that influence is associated with larger, government-owned firms that have a high degree of ownership concentration. In contrast, foreign ownership matters little. It is also found that the extent to which government policies and legislation are viewed as impeding firm growth decreases with political influence and, independently, with a country's level of institutional quality.
