Abstract:
This article discusses foreign experience regulation and regulation, which shows that regulation are set specifically for each city and, as a rule, for the site and contain indicators similar to those contained in domestic rules land use and development. Abstract:
American foreign policy bases on several main pillar structure and bases on some strong and complicated institutions, it will be prepared for the sake of American foreign policy’s objectives, and will be implemented. American foreign policy is well-known either for its constant, or for its changing, it moves between reticence and intervention. In one hand, American foreign policy falls under the influence of rational principles. On the other hand, it is the policy of power and making interests. This research pursues the key pillars of American foreign policy, including history, thought, intellectual pillars and also it concentrates on economic and military pillars. Regarding history, this study exposes how the principles of American presidents had influence on American foreign policy, such as the principles of James Monroe, Woodrow Wilson, Ronald Regan, and George Bush. Also, this research sheds light on the role of all the mentioned pillars on American national security strategy and how American policy is prepared and implemented. The aim of this study is to demonstrate that if we want to make an accurate reading for American foreign policy, we have to understand these main pillars, which this policy establishes upon them, and also indicate the pillar’s influential on the policy.

Abstract:
Globalization is a connection to bring countries closer together, not only in the development of labor and international trade but also in marriage and family relations involving foreign elements. In these legal relations, a divorce involving foreign elements is an important matter which the lawmakers always pay close attention to. Currently, the provisions of Vietnamese Private International Law governing divorce involving foreign elements are relatively sufficient, which can deal with most of the legal issues arising from practice, protecting Vietnamese citizens' interest, especially women. However, the terms of the National Court's jurisdiction over a divorce case involving foreign elements and the determination of the applicable law have been confusing that need to be resolved and clarified. From the experience in Private International Law of the other countries, in particular EU Regulations and Belgian Private International Law on divorce with foreign elements, this article will point out some basic shortcomings, simultaneously proposing corresponding solutions appropriate for Vietnamese law, the economic, political, and social background of our country.

This article is concerned with a specialized area of constitutional theory and practice, namely the regulation of the foreign affairs powers. Foreign affairs is a wide term which expresses more than mere relations. “Affairs” include matters and things, as well as relationships and a constitutional grant of legitimate plenary powerr. This entails that foreign affairs are matters relating to foreign countries, i.e. affairs other than domestic and, specifically, matters having to do with the interests of the home country in foreign countries. In this context, foreign affairs may be identified as a function. A function is an activity specially fitted for, appropriate to or expected of some particular type of operation because of its peculiar nature, or qualifications. The foreign affairs function, thus, as Bonfield says, may be in an activity specially fitted for, appropriate to, or expected of international relations—the interests of a state in foreign states—due to the peculiar nature or attributes of such relations. In addition, “power” may be defined as the competence to decide and act that is attached to a specific function. Hence the foreign affairs power is the competenbce to decide and act in matters having to do with the interests of the home state in foreing states. It is made up principally of the following elements: treay making, diplomatic relations, recognition of states and governments, and war and peace. Appropriate regulation of the elements of the foreign affairs power is a vital element of good governance in any particular state.

Abstract:
Determining the applicable law in disputes involving a foreign element is one of the critical issues that typically has not yet received broad jurisprudential and legislative attention due to the nature of the issues regulating it. Basically, disputes related to international relationships are treated through rules called 'Attribution.' These rules typically serve as guidelines demonstrating which applicable law should be resorted to in the prevailing disputes. Locally, despite the efforts the Jordanian lawmakers made to regulate International' foreign' relationships, some of these regulations are inadequate, particularly in cases related to the adversaries' right to claim a lack of jurisdiction of the Foreign Law specified under the attribution rules. Since the subject of pleading this issue was not regulated by clear and explicit texts in Jordanian legislation, the deficiency, ambiguity, and shortcomings were the primary features of these rules, and given the importance of this issue, we present this research to elucidate and analysis the suitability of the rules concerned with regulating the plea of lack of jurisdiction of the foreign law and the legal effect of this plea.

Hotel naming can contribute to cultural exchange, and big countries boasting lengthy peripheries and sharp “cores” are suitable for studying this contribution. Foreign cultural and linguistic imprints in hotel names is studied in four big cities of Russia, namely Rostov-on-Don, Nizhniy Novgorod, Krasnoyarsk, and Vladivostok. It is established that the hotels with names bearing foreign-culture elements constitute up to 20–25% of all hotels in each given city. These elements can be linked to many, chiefly West European countries. The English foreign-language elements are the most common, whereas the French and Italian elements occur in subordinate numbers. The linguistic-cultural types of the hotel names are commonly toponyms and landscape-related symbols. The imprint of foreign cultures and languages in the hotel names diminishes together with the increase in distance from the western state border.

The article presents the results of analysing the elements of the linguistic landscape (LL) i. e. ergonyms, inscriptions and signs of two capital cities – Moscow and Helsinki. The main objective of the study is to track the elements from other languages in the linguistic landscape of these cities. Another task of the study involves reviewing of the methods of linguistic landscape studies and considering the reasons for the penetration of foreign language elements into the LL of a certain city. The LL research methods include observation and contextual analysis. Comparative studies of LL are presented fragmentarily, which determined the purpose of this work: to compare LL of two cities – Moscow and Helsinki, and to analyze foreign language elements in the LL of these two capital cities. Focusing on foreign language elements allows to determine which languages play a more or less significant role in the LL of a certain city. The relevance of the research topic is undeniable as the linguistic landscape of capital cities is constantly changing, and the importance of a comparative research in this area can hardly be overestimated. Research materials include 204 contexts (ergonyms, advertisements) from public places of Moscow and 198 examples of similar linguistic functioning in the urban environment of Helsinki. The contexts were selected using a continuous sample method. The author examines the main approaches to defining the concept of a linguistic landscape, which confirms the theoretical significance of the work. As a result of the study, conclusions are drawn about the foreign language elements which are present in the linguistic landscapes of both capital cities. The degree of spreading some foreign language elements from a specific source language is also considered, as well as the ways of representing foreign language elements in the linguistic landscapes of the cities under study.

Cultural elements in teaching Turkish as a foreign language should be given as a whole, inseparable from basic language skills. What the cultural elements are is expressed in various frame texts. Culture is a reflection of an ancient accumulation that reflects a nation. In this respect, the sources to be addressed in the transfer of culture should be determined correctly. In this study, rules and regulations of the Turkish-Islamic guild (Fütüvvetname), one of the cultural transfer resources in teaching Turkish as a foreign language, are discussed. In this study, the reason for choosing Burgazi's work, which deals with the rules of social life, is that it contains elements of cultural transfer in teaching Turkish as a foreign language. In this research, qualitative research method was used. The Fütüvvetname of Yahya Bin Halil Bin Çoban El Burgazi was analyzed by document analysis method, one of the analytical research methods. Suggestions on the use of cultural elements discussed in Burgazi's Fütüvvetname in teaching Turkish as a foreign language are discussed. Materials on cultural-social elements that can be used in language teaching can be produced around the social harmony suggestions that Burgazi gathered in 124 rules. The expressions about the order of social life in the Fütüvvetnames maintain their vitality today. These advices are guiding elements for individuals who learn languages and try to get to know the cultural elements of the target language. According to the results of the research, cultural transfer can be made in teaching Turkish as a foreign language with Fütüvvetname works.

Abstract:
Culture is an important aspect of foreign or second language education as the teaching of foreign languages straddles two languages, the learner’s first language and the target/foreign language, and the different cultures associated with them. Textbooks for the teaching of foreign languages must inevitably orient to cultural elements from at least two cultural practices and environments. In this study, cultural elements in four Mandarin as a second language textbooks written by Malaysian authors were examined using content analysis. The conception of cultural elements proposed by Zhang and Chen and the categorizations of types of culture proposed by Cortazzi and Jin and Chao were employed to investigate the extent to which cultural elements (knowledge-culture or communicative-culture) and types of culture (source, target, international cultures or intercultural interaction) are represented in these textbooks. The analysis found that both knowledge-culture and communicative-culture are embodied in the textbooks. Furthermore, most of the cultural elements identified in the textbooks represent source and target cultures which refer to learners’ own culture and culture of the target language. The presence of international cultures and intercultural interaction, on the other hand, is lower in these textbooks. This study contributes towards a better understanding of how Malaysian authors of Mandarin as a second language textbooks for Malaysian learners incorporate cultural elements in the books they write. It highlights the importance of integrating cultural elements and representing a diversity of cultures in textbooks for teaching Mandarin as a second language.

National Interest is the core of a country's foreign policy. Policymakers use the concept of national interest to formulate foreign policy and refer as a starting point to consider any step they take for the sake of their country; these include defending, maintaining, or developing anything perceived as national interest. In the past few years, Australia has shown that it has a grand agenda in the Indo – Pacific region and positioned itself as the regional epicenter by utilizing its national power through the instrument of DIME, including and not limited to Diplomatic, Informational, Military, and Economic power. This paper tries to connect the main concept of international relations and Australian openness in articulating its foreign policy through a descriptive qualitative method. The author analyzes it through the elements of foreign policy that consist of Ends (National Interest), Means (Foreign Policy Instrument), and Ways (Foreign Policy Options). The purpose of the study is to generalize theoretical concepts and methodological approaches to identifying the essence of the system-forming elements of ensuring the economic security of the country in foreign economic cooperation at the present stage of economic relations. Objectives: To consider theoretical and methodological aspects that make it possible to identify the main problems of ensuring Russia's economic security in the foreign economic sphere; to clarify the system-forming elements of ensuring Russia's economic security in foreign economic cooperation at the present stage, as well as to assess the impact of crises and sanctions. Methodology. The research is based on general scientific methods of empirical research (observation, measurement, experiment), analysis and synthesis, analogy, systematization, as well as on the development of theoretical and practical recommendations for the introduction of new elements of the foreign economic security system into federal and regional development programs of enterprises and territories. Results. The second level of ensuring foreign economic security identified by the authors is due to the fact that various infrastructural institutions, unions, associations and coalitions formed in the world over the past 50-70 years have been formed and are developing steadily, have a supranational role and status, the ability to self-regulate, and their management decisions affect not only the strategy and tactics of political, socio-economic and other types of sustainable development of states, but also the activities and development of economic entities residents of a country, adaptively and promptly respond to the formation of new system-forming elements of foreign economic security. Conclusions. The authors conclude that the current stage of ensuring Russia's foreign economic security, taking into account the global challenges of global problems and the sanctions policy of the Western Bloc countries, is undergoing structural restructuring caused by the transformation of old and the emergence of new system-forming elements. The basis of the modern concept of changes will be Russia's active policy at the second level of foreign economic security, proposed by us, on the formation of new structures and coalitions of international cooperation.

Abstract:
The changes in the paradigm of social development suggest that there is now an urgent need to consider legal phenomena from different perspectives. Scientific thought, critically assessing the legal order, is rethinking the role and significance of many legal categories. The foreign element in private international law is no exception, which has not received a generalized characterization, the studies of which are largely fragmentary, not allowing to create a holistic view of its role and purpose. In Russian jurisprudence, the category of the foreign element was introduced in the early twentieth century, was widely used in the works of Soviet authors and is now dominant in Russian law and doctrine. However, this approach is no more than an established terminological tradition. It is obvious that citizenship, place of residence and location of a thing are only characteristics of particular elements of legal relations, but they are not elements in them-selves. They only acquire legal significance when they form the basis of a conflict of laws decision. The foreign element is the criterion for choosing the applicable law (conclusion of mar-riage, marital cohabitation, the location of the object, the infliction of damage, etc.), rather than an element of the legal relationship, as stated in the binding of the conflict-of-laws rule. It expresses the most relevant, close link between the relationship and the foreign legal order. Other ties are to be regarded as having no legal significance and do not influence the choice of competent law. The resolution of cross-border family disputes requires not only a proper determination of the legal nature of the relationship, but also the establishment of its legal connection to foreign law, taking into account only the relevant circumstances and aiming at an adequate determination of the applicable law. It only seems logical to choose the competent law, which is based on the conflict of laws provision, takes into account the legal characteristics of the disputed legal relationship and expresses the most meaningful connection between the rela-tionship and the law of the other state. A special role in this is played by the court, which must ensure predictability and certainty in the choice and application of the competent law. Unfor-tunately, Russian jurisprudence sometimes interprets the purpose of the foreign element in an unreasonable way and ignores the legal connection of the disputed legal relationship with the territory of the foreign state which is objectified in the binding of the conflict of laws rule.

Subject Matter: The preservation of the environment for future generations and the achievement of other «sustainable development» goals consented by all the states within the the UN have given birth in the XXI century to the «Environmental, Social and Governance (ESG)» standards, which are increasingly used with respect to either grant financial support to business entities. However, the introduction of ESG standards is accompanied by a number of negative consequences (an increase of the regulatory burden on business etc.), which led to a movement towards the consolidation of the opposite anti-ESG standards. The article explores the anti-ESG standards principally basing on the example of legal systems of the USA States, where they are introduced into parliamentary and subordinate legislation. Methods: The research was conducted using classical general scientific and special legal methods of cognition (historical, systemic, formal, etc.) in conjunction with an interdisciplinary approach (appraisal of legal phenomena in view of economic and political factors). Novelty: The article is the first attempt in Russian legal science to analyze, systematize and evaluate the essence and significance of anti-ESG standards in foreign legislation and law enforcement practice. Conclusions: Nowadays the American federalism is facing the legal competition between «pro-ESG» and «anti-ESG» rules at the States’ level. The results of this competition is worth monitoring in Russia and other countries in order to develop their own approaches to the legal regulation of sustainable development including ESG (or anti-ESG) standards.

There is nothing wrong with using English as a knowledge-generating language alongside Indonesian. The most important part is that we as an Indonesian-speaking community must be able to choose and sort out the elements of English that we want to be included in Indonesian without forgetting our identity as Indonesians. Indonesian people as users of the Indonesian language, use Indonesian. Therefore, we need an innovation in foreign language learning (English) that prioritizes local cultural elements so that students only learn elements of the foreign language. However, the learning content still includes elements of local Indonesian culture. Two things can be done as a form of innovation in learning English that can maintain noble Indonesian values, namely by learning with an intercultural perspective. With this model, students who study a foreign language will not necessarily take on the cultural values of native speakers. Still, rather they will have a comparison of values with the students' local culture and students will be able to take the best attitude from the foreign language learning process.

By interviewing 50 outstanding alumni of the School of Foreign Languages of Wuhan University of Technology, the research analyzes the most recognized comprehensive qualities and abilities of foreign language majors by using grounded theory, in order to construct an overall comprehensive quality cultivation system for foreign language majors in universities, including the acquisition and cultivation paths of comprehensive abilities. We can draw the following conclusions from the research. Firstly, the comprehensive ability of foreign language majors can be divided into four aspects including ideological cultivation, physical and mental quality, and vocational skills. Secondly, excellent foreign language majors cultivate their comprehensive quality mainly through association work, interpersonal communication, professional learning and extracurricular practice. Thirdly, in the comprehensive quality cultivation system for foreign language majors, there are four sectors consisting of ideological-cultivation, habit-formation, talented-leading and targeted-education. Taking discipline as the core elements, colleges and universities should combine foreign language with various cultivation elements so as to promote the comprehensive development of foreign languages majors.

The article deals with the intercultural communication that takes place in the context of culturally determined differences in the communicative competence of its participants, that these differences significantly influence the success or failure of a communicative event. The authors claim that intercultural communication should become concrete, visible, tangible in real communication situations and ensure the implementation of complex skills and abilities formed in a foreign language that are aimed at adequate communication with native speakers of a foreign language, both at home and abroad. It has been stated that it is not only about general humanitarian, but also about professional intercultural communication. It has also been highlighted that in the intercultural communication, the problem of ethics acquires special significance, since there is an interaction between representatives of different cultures, and each culture, of course, prescribes its own ethical norms and rules. An objective difficulty is represented by the fact that people belong to different nationalities, communicate in different languages, profess different religions; they are guided by different values, beliefs, norms prescribed by this culture, and have different expectations.

One of the problems in foreign language learning is interference, a rearrangement of patterns resulting from the presence of foreign elements in the language domain (Weinreich, 2010). This research shows how and why phonemic interference of /s/ and /∫/ phonemes occur from Indonesian and English although both phonemes exist in all three languages. Some interference begins from lexeme and then to phonemic level. Other faults are overregularization which is the application of regular grammatical patterns to irregular cases. This seems to support the Logical Problem of Language Acquisition which states that a student cannot correct his/her mistakes without explicit feedback from the linguistic environment (Pinker, 2004).The results of this research indicate that foreign language learning requires knowledge of non-structural elements that are outside of the language, not only following phonological, syntactic, morphological, or lexical rules (structural elements). For example, students' foreign language knowledge and cultural content in teaching materials.

Didactic translations and translation projects are one of the ways of familiarising students simultaneously with a foreign language and culture, allowing them to develop language competences and learn about cultural similarities and differences. The aim of this article is to present a way of acquainting students with elements of foreign culture through translation, show the benefits of working with translation for language learning and present difficulties related to the translation of cultural elements and solutions used by translators. Teaching language and culture through translation has many advantages. First of all, working with the original text gives students access to the elements of the source culture in a specific communication context. Moreover, the translation assumes an in-depth understanding of the original, including intercultural allusions and intertextual references. The effort put into the translation process by the students makes them better memorize foreign elements and structures.

The present study aimed at identifying the impact of the tourism promotion-mix elements – which are represented in advertisement, publicity, public relations, personal selling, and sales promotion - on the foreign tourists’ mental images of the Jordanian tourist destinations. Therefore, the sample of the present study was selected from Amman / Jordan and consisted from three hundred (300) foreign tourists. The tourism promotion-mix elements are considered independent variables and the foreign tourists’ mental images of the Jordanian tourist destinations are considered a dependant variable. Several statistical methods were used to test the study’s hypotheses and provide answers for the study’s question.It was concluded that the impacts of the tourism promotion-mix elements on the foreign tourists’ mental images of the Jordanian tourist destinations vary. For instance, advertisement is the most influential promotion-mix element on the foreign tourists’ mental images of the Jordanian tourist destinations. That is because it can interpret 47.4 % of the change that occur in the dependant variable. However, sales promotion is the least influential promotion-mix element on the foreign tourists’ mental images of the Jordanian tourist destinations. That is because it can interpret 29.1 % of the change that occur in the dependant variable. It was concluded that there are statistically significant differences between the extents of influence of the tourism promotion-mix elements on the foreign tourists’ mental images of the Jordanian tourist destinations which can be attributed to their nationality.The researchers of the present study suggested several recommendations that can participate in enhancing and developing the Jordanian tourism sector. They also recommended providing more attention and care to the promotional activities that are based on social networking sites.

China-Russia strategic partnership has evolved into a new stage where the two great powers share increasing overlapping and complementary interests. The Greater Eurasia Partnership (GEP) framework offers an integrated approach to conducting their relations by deepening collaborative partnerships through regional development and security cooperation. This article aims to analyze evolving nature of the GEP by focusing on domestic and regional elements of foreign policy convergence. Although connecting the Belt and Road Initiative (BRI) to the GEP illustrates the domestic level of convergence in their foreign policies, the regional context reflects a partial convergence that entails further policy coordination in managing potential risks and challenges, particularly in Central Asia and more broadly in Eurasia. In examining the evolving nature of GEP, the international political economy perspective is applied to foreign policy analysis with a particular focus on the development-security nexus. The article concludes with a discussion of the main drivers and future trajectory of the GEP with regard to regional and global stability.

The extremely large collection of objects brought from Beijing to Ljubljana in 1920 by naval officer Ivan Skušek Jr. and his Japanese wife Tsuneko Kondo Kawase, also includes several opium pipes, a few opium lamps and some other objects related to opium use. The objects are exquisitely decorated with complex motifs. While this is the main topic, the paper also aims to add context to this specific aesthetic and explore the cultural framework in which the import of these objects to Europe took place. The first part focuses on the history of opium use in China. The second part analyses the elements of the aesthetics of Chinese opium-related paraphernalia. The third, central part of the text focuses on a thorough analysis of the opium objects in the Skušek Collection and the motifs and symbols they incorporate. Finally, it presents opium paraphernalia decorated with traditional Chinese motifs and symbols as an interesting embodiment of the complex and fluid relation to the foreign, forbidden, and fascinating, and a good example of the iconographic domestication of this foreignness.

This paper aims to study the application of comic elements in teaching Chinese as a foreign language and explore their role in enhancing learning outcomes and classroom engagement. Comics, through their visual representation of language and culture, help learners better understand and memorize Chinese knowledge. The images stimulate learners’ imagination and help them establish connections between vocabulary, grammar, and sentence patterns. With interesting storylines, humorous dialogues, and exaggerated expressions, comics encourage learners to actively participate in classroom activities. Through comics, learners can gain an understanding and appreciation of the unique aspects of Chinese culture, and foster their interest and comprehension of traditional and contemporary Chinese culture. Elements such as character images, social customs, and cultural backgrounds depicted in comics facilitate learners’ understanding and integration into Chinese society. The structure of this paper begins with an introduction highlighting the importance of teaching Chinese as a foreign language and the potential of comic elements. Subsequently, an analysis of survey results reveals learners’ attitudes and opinions toward comic-based teaching. Based on the feasibility study, specific design proposals for incorporating comic elements into Chinese language classrooms are presented. The conclusion and discussion section summarizes the research findings and explores limitations and future directions for the use of comic elements in teaching Chinese as a foreign language. Through this study, we conclude that the introduction of comic elements in Chinese language instruction enhances learners’ interest and engagement while promoting their overall language and cultural competencies. Finally, the paper concludes with a final section emphasizing the significance of integrating comic elements into teaching Chinese as a foreign language and outlining future research directions and challenges.
