An important issue for many US citizens, particularly those who live in the inner city and in major urban areas, is the level of administration concern regarding the impact of drugs on US society and the relative priority the administration assigns to drugs as a policy issue.In mid-October 1993, the Clinton administration released an interim policy statement setting forth its proposed strategy for national drug control. Consisting of both domestic and international components, this strategy seeks to downplay the drug issue as a priority driving the new administration's policy agenda. Within the United States, the drug policy is linked to other important domestic goals and is envisioned as just one of the elements in efforts to spur economic growth, reform health care, curb violence among the nation's youth, and “empower communities.”

Abstract:
According to the current literature, since the redemocratization, Brazilian foreign policy has been marked by a process of politicization. This article’s main objective is to verify the relation between administrative shifts and Brazilian nuclear diplomacy. Accordingly, the question dealt with in the article is: since Brazil joined the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), have administration variations interfered with the formulation ofBrazilian nuclear diplomacy? This article argues that Brazilian nuclear diplomacy has been an exception to this trend. No matter how innovative some administrations have been in foreign policy, nuclear diplomacy has been insulated from governmental changes, havingconsolidated a coherent and stable rhetoric internationally. The research was carried out by analyzing the Brazilian rhetoric between 1998 and 2019 in the NPT Review Conferences and Preparatory Committees, vis-à-vis different administrations, through the method of substantive content analysis. The result was the verification that the majority of the rhetorical issues used were present in all studied administrations, indicating the absence of correlation between administration shifts and the Brazilian stance in the Global Nonproliferation Regime.

In many cases foreign ownership restrictions have led to the division of the shares of a firm's stock into foreign and local tranches traded separately. We examine two problems connected with the separation of the market for foreign and local shares. We show that when separate trading in the foreign and local shares begins liquidity is reduced, especially for local investors. Further, we document a number of cases of uncompensated wealth transfers from foreign to domestic investors. To address these two problems, we propose a system in which all shares are traded in a single market and foreign holders are required to purchase Foreign Ownership Registration Rights (FORRs) in a separate market. We argue that this system will increase liquidity for both local and foreign investors. We also propose a number of rules concerning the way these restrictions are administered. These rules are designed to reduce agency problems such as uncompensated wealth transfers and to increase fairness.

Abstract:
Since 9/11 the Bush administration has made larger pledges than ever to the cause of promoting development and fighting HN/AIDS in various corners of the globe. Foreign aid policy initiatives taken by the Republican president needed some explanations considering the GOP's longstanding dislike for foreign aid. One of the common answers was 9/11; the U.S. had to address the sources of discontent against itself by providing foreign development assistance to countries most vulnerable to terrorist infiltration. This paper argues that U.S. foreign aid during the Bush administration is not just a response to the spread of anti-American sentiments among failed and failing states but an outgrowth of foreign policy ideas that had shaped the liberal hegemon’s vision of the new world order since the end of the Cold War. Particularly continuities between the Clinton and Bush administrations are stressed in terms of foreign policy ideas. Three themes of post-Cold War U.S. foreign policy are identified here: globalization, democracy promotion, and good governance. Globalization has been routed as the facilitator of economic prosperity through the liberalization of trade and capital flows. Democracy promotion has been endorsed as a long-term solution to security instability of the post-Cold War world. Good governance has been advanced as a yardstick by which to compare countries in their willingness and capability to be part of global community. Those major tenets of U.S. foreign policy affected the policy outlook of foreign aid in a way that makes less significant the difference between the Clinton and Bush administrations than is assumed.

Assessing United States (U.S.) past grand strategy is a useful guide to gauge foreign policy intentions enabling us to gain vital insights to discern the broad pattern of U.S. foreign policy under various administrations. Such an approach can be of benefit to the academic and policy community giving us a sense of the priorities of the foreign policy priorities of the Biden administration particularly with respect to the security of Southeast Asia. With this aim in mind, our article employs a variation of the analytical framework employed in the field of foreign policy evaluation to examine the possible options for U.S. Grand Strategy. At the risk of oversimplification, it selects and assesses four samples of U.S. Grand Strategy alternatives: isolationism, offshore balancing, selective engagement, and deep engagement. Next we focus on recent events to assess which pattern of Grand Strategy best describes the Biden administration�s foreign policy stance. Our aim is that these insights will help regional actors to anticipate and respond accordingly to the Biden administration�s foreign policy stance.

Under the Trump administration, U.S. foreign policy has focused on curbing Iran's influence and the role and maintaining counter-terrorism operations in Iraq. President Trump's focus in Iraq has been through smart power, an approach that stresses the need for a robust military presence and invests in political relationships to expand influence and establish its legitimacy. Trump's focus is pursuing U.S. interests in Iraq while curbing Iran, which, in the Trump administration's perspective, is counter to the previous administration's actions of engagement by the Bush administration and disengagement by the Obama administration that deteriorated U.S. interests in Iraq at the expense of the United States. At its core, Trump's policies can be defined as Transactional Realism. Therefore, it can be argued that, despite focusing on U.S. troop withdrawal, Trump will maintain U.S. involvement in Iraq and contain and deter threats to U.S. interests in Iraq. ABSTRACTThis article enhances our understanding of the Ford administration's foreign policy by examining how it sought to react to a changed situation in the Asia-Pacific after the fall of Saigon in May 1975. It shows how changes in regional politics forced the administration to adapt to a situation in which allies began to look to the Communist countries for friendship and to reconsider having American forces on their soil. It illustrates this situation by looking at base negotiations in Thailand and the Philippines, and the administration's search for an alternative arrangement in the Trust Territory of the Pacific Islands. It then reconsiders two crisis situations in the region to examine the relevance of the superpower competition to the administration's responses. This aids our understanding of the role that regional factors played in tactical foreign policy decisions taken by the Ford administration, extending beyond a focus on the superpower competition that has marked the historiography of the administration in the past.

Iranian nuclear threat remains one of the most pressing issue throughout the history of US foreign policy. Ever since the islamic revolution occured in Iran in 1979, Iran hostile activities in Middle East has been a major threat for US security interest, in particular when Iran started to build its ambition to build its nuclear weapon. Having said that, this article aims to discuss US foreign policy toward the threat of Iranian nuclear program from Bill Clinton administration until Trump Administration. By using thematic analysis from Braun and Clarke, this article would scrutinize the internal and external factors of US foreign policy toward Iran and then seeks to understand the change and continuity of US foreign policy from Bill Clinton until Trump administration. From the analysis, it was found that US foreign policy has been influenced a lot by its internal and external factors, resulting in different responses of US foreign policy in each administration. Moreover, US foreign policy has been consistent to put Iranian nuclear threat as its major security threat despite differ in its foreign policy. However, the withdrawal of US under Trump in Joint Comprehensive Plan Of Action (JCPOA) deal has provided an inconsistency of US foreign policy with its previous administration.

Abstract A change in administration is bound to produce changes in the drawing and conducting of foreign policy. However, the transition from the Obama administration to that of Donald Trump is taking its toll on the manner of making American foreign policy. The calm and relaxed view of Barack Obama was replaced with the ill-tempered view of President Trump, who seemed eager to impress a more rigorous perspective of foreign policy, aiming to turn the United States into an isolationist country. Far from being an appeaser, Obama managed to pursue a pro-active foreign policy, establishing a working relation even with rogue states. On the other hand, Trump is attempting to bolster the state’s foreign policy, by reasserting sovereignty and entering competition with rogue leaders, rather than focusing on dialogue.The aim of the present article is to analyse the foreign policy of both administrations, on a compare and contrast basis, focusing on several aspects, such as the perspective on the role to be played within NATO, the relations to rogue states, the need to further engage in conflicts worldwide in order to bring along peace and security, and the reassertion of state sovereignty

The article is the result of a study of customs administration in the context of analytical support. The authors analyzed the existing analytical platform of customs administration. The organizational procedure for analyzing foreign trade activities is described on the example of regional customs administrations. The main characteristics of methods and means of analyzing foreign trade activity are presented and disclosed. In the course of the analysis, the problematic characteristics of the existing analytical platform are identified and promising directions of development are formulated in the conditions of digital transformation and the introduction of intelligent technologies into the practice of analytical activities of customs authorities. Based on the established development conditions, the structure of an intelligent digital platform for analytical support of customs administration has been developed. The authors propose a holistic approach to transforming an analytical platform into a cognitive one and formulate recommendations for implementing the approach in practice.

The Spiritual Administrations of Muslims of the USSR were official organizations accountable to the Council for Religious Affairs, which concerned with regulation the life of religious communities in the allocated territory. Their competence included functions of a theological nature, statistical treatment, observation of cult objects and believers. Under the pressure of post-war circumstances, the beginning of the Cold War, religious organizations were engaged in the propaganda foreign policy tasks of the USSR. In permitted international contacts, they created a positive image of the country and demonstrated freedom of religion. The article examines the participation of the Spiritual Administration of Muslims of the European part of the USSR and Siberia in the spread of the Soviet ideological project abroad. Territorially, the spiritual administration was located in Ufa, the materials of the National Archives of the Republic of Bashkortostan offer an insight into such forms of interaction with the foreign world as: staff meetings of the spiritual administration with representatives of foreign states, visits of Islamic spiritual leaders to Muslim countries, their publication in foreign editions, participation in international conferences, the presence of believers of the USSR in Saudi Arabia during the Hajj. In the 1950s DUMES has been converted regularly subjected to demonstrations to foreign guests of Bashkiria and all kinds of delegations as a symbol of freedom of conscience in the USSR. The Muslim clergy had promoted of the Soviet lifestyle and the country’s achievements in a deep crisis of religious life in the USSR.

There is no doubt that Nigeria’s foreign policy is indeed outdated. This is evidenced in the fact that we now live in different times. Though Nigeria’s role in Africa still remains significant, however, the time “Africa” was made the centre piece of Nigeria’s foreign policy, was a time when many countries in the continent were struggling to throw off the yolk of colonialism. And the adoption of such a policy was to stand in solidarity with those nations that were struggling to achieve or gain independence. And today, no single country in the continent is under foreign rule or direct control, and the times now call for a review of Nigeria’s foreign policy to reflect the nations current circumstances and realities among the committee of states across the globe. And there is no time than under the present administration of President Muhammadu Buhari. The Buhari administration must look critically and make an assessment of how and which way to direct Nigeria’s foreign policy. The responsibility appears to be binding on President Buhari’s administration having been neglected or not given the required attention by many previous regimes and administrations. The confidence of Nigerians in President Buhari’s vision, promises and commitment to change and general progress/ greatness of Nigeria seems to justify such expectations in the area of foreign relations and policy. There is need for Nigeria to be more involved in world affairs and to seek observer status in certain supranational institutions including the E.U, NATO and the SCO (Shanghai Cooperation Organisation) in this era of globalisation, and the accompanying system of interdependence. This paper tries to provide a guide with regards to the review of the foreign policy of Nigeria by President Buhari to reflect the realities and challenges of the times in which we are living. The paper argues that Nigeria must be a global player despite being a regional power in consideration of its pottentials and position in the scheme of things, drawing lessons based on Realist theories in international affairs and conduct as well as the experiences of certain states like Japan as models for foreign policy development.

The U.S. relations to Democratic People’s Republic of Korea (DPRK) are since the end of the Cold War revolving around achieving a state of nuclear free Korean peninsula. As non-proliferation is a long term of American foreign policy, relations to North Korea could be categorized primarily under this umbrella. However, the issue of North Korean political system also plays role as it belongs to the other important, more normative category of U.S. foreign policy which is the protection of human rights and spreading of democracy and liberal values. In addition, the North Korean issue influences U.S. relations and interests in broader region of Northeast Asia, its bilateral alliances with South Korea (Republic of Korea, ROK) and Japan as well as sensitive and complex relations to People’s Republic of China. As the current administration of president Donald J. Trump published its National security strategy and was fully occupied with the situation on Korean peninsula in its first year, the aim of the paper is to analyse the changes in evolution of U.S. North Korean policy under last three administrations, look at the different strategies adopted in order to achieve the same aim, the denuclearization. The paper does not provide a thorough analysis, neither looks at all documents adopted and presented in the U.S. or within the U.N. It more focuses on the general principles of particular strategies, most significant events in mutual relations as recorded by involved gov­ernmental officials and also weaknesses of these strategies as none has achieved desirable result. In conclusion, several options for current administration are drawn, however all of them require significant compromises and could be accompanied with series of setbacks dangerous for regional stability and U.S. position in the region.

Customs administration is aimed at providing favorable conditions for foreign trade activities of participants of export-import transactions, ensuring the completeness and timeliness of duties and taxes to the budget. Whereas, cases of evasion of customs duties dictate the need to improve the control of information in the documents about the transported goods. This results in the increasing effectiveness of the execution of fiscal functions by customs authorities. The paper identifies the main directions of customs administration of foreign trade operations: control of compliance with prohibitions and restrictions on foreign trade activities, control of the customs value of goods and the correctness of the declared classification code under the EAEU Commodity Nomenclature of Foreign Economic Activity, as well as control of origin of goods. The study uses general scientific methods (formal-logical, system-structural, comparative legal, statistical analysis). The article conducts the analysis of indicators of customs authorities’ activity in detecting and suppressing the facts of false declaration, assesses the results of their work, studies the schemes of illegal activities of foreign trade participants, as well as provides the examples of practical situations. In the context of regional customs administrations, the dynamics of the detection of crimes involving liability in accordance with the Criminal Code of the Russian Federation is determined. The article updates problematic issues related to the export of goods strategically important for the economic security of the Russian Federation, provides the judicial practice on cases of their illegal movement, demonstrates the ways of reducing the risk of customs operations of such goods with the use of new technologies, highlights the electronic exchange of information within the framework of interagency cooperation and interstate collaboration.

The article explains the change and continuity of Indonesian Foreign Policy toward Egypt post Husni Mubarak Administration. This issue is explored because after the administration of Husni Mubarak, Egypt experienced domestic political instability in the form of a government regime change in a short time, namely the election of Mursi as president through elections in 2011, the overthrow of Mursi, and the election of Al Sisi as new president in 2013 through elections. This article concludes that on facing some changes in Egypt post-Husni Mubarak, Indonesia did ‘the change and continuity’ in her foreign policy. The ‘change’ was done because of administration of Presiden Yudhoyono wanted to ensure the implementation of Indonesia's national interests, namely, the security of Indonesian citizens in Egypt, education programs, and the sustainability of Indonesia-Egypt trade relations. This change was motivated by bureaucratic advocacy and restructuring domestic agent on decision making of Indonesian government. The ‘continuity’ takes place in terms of Indonesia’s doctrine of foreign policy, namely ‘free and active policy’. 'Free policy’ was carried out impartially in the Egyptian conflict and ‘active policy’ was implemented by maintaining security, education, and trade cooperation with Egypt.

Transcaucasia is a politically complicated region. Armenia, Azerbaijan, and Georgia have different foreign policy vectors, strategies, and relations with the United States. This paper provides a detailed analysis of the main political processes in Transcaucasia during the presidency of Donald Trump. The research is focused primarily on the development of bilateral relations of the United States with the countries of Transcaucasia in three directions: military cooperation, economic relations, and promotion of democracy. We examine the role and the interests of the United States in Transcaucasia and the priorities of the foreign policy of Trump’s administration there. The role of Russia is significant in the region as well, especially after the 2020 Nagorno-Karabakh war between Armenia and Azerbaijan. The Russian Federation is against losing its dominance there and the expansion of NATO in Transcaucasia. It tries to deepen the authoritarian regime in the region and keep it under its control. The research findings show clearly the importance of cooperation and partnership between this complicated region and the United States, which can be a much better guarantor of stability, development, and democratic progress in Transcaucasia.

Abstract This paper offers an insight into Washington’s foreign policy establishment and its vision of European integration under the Nixon administration. It argues that President Nixon and his National Security Advisor, Henry Kissinger, managed to formulate many important aspects of foreign policy at the White House. From a realist perspective, the Nixon-Kissinger team saw the emergence of a new world order and in it the evolvement of European integration in a way different from previous U.S. administrations. The paper begins by discussing the Nixon administration’s realist approach to foreign policy before analyzing President Nixon’s determination to make decisions on foreign relations at the White House. Next, the paper examines the main features of the Nixon-Kissinger team’s vision of European integration. It concludes that, as realists, the Nixon administration supported integration in Western Europe, yet Washington was ambivalent if a united Europe with increasing self-confidence and self-assertiveness would be in the U.S. national interest. Henceforth, the European integration process had to be, in the Nixon-Kissinger view, taking place under U.S. control in the form of the consultative mechanism and the U.S. military umbrella.

The Biden administration has improved upon its predecessor’s shortcomings in the diplomatic domain but has yet to implement a comprehensive economic strategy for the region. This article compares the distinctive diplomatic, economic and security characteristics of the Trump and the Biden administrations’ Indo-Pacific strategies and argues that the latter administration crafted a more effective, albeit incomplete, strategy for advancing US interests.

As industrial economies have prospered, their business firms have also grown and matured resulting in increased foreign direct investment (FDI) and thus foreign direct investment has become a major issue for analytical discussion in an international perspective. Foreign direct investment is a major source of international resource transfer. The tremendous competition generated among host countries, regions, and localities for FDI has created an abundance of literature, some favorable some not so favorable. Those favorable writings are generally in defense of free markets and include Becker (1989) and Reich (1990). Unfavorable discussions usually express concerns over domestic economic and national sovereignty, and security issues. Recent criticisms of FDI feature the works of: Tolchin and Tolchin (1988), Burstein (1988), Prestowitz (1988), Glickman and Woodward (1989), Spencer (1988) and Frantz and Collins (1989). Other discussions by Morgan Guaranty (1989), Reich (1991), Peterson (1989) and Fry (1980) provide excellent, balanced arguments. Discussions of FDI in literature have focused mainly on the national economy as a whole, while FDI considerations on a regional basis, or more specifically on an urban basis, have been somewhat ignored. And while there is an established research base concerning the factors which attract industries to an urban regions, research on the role of government in encouraging foreign direct investment- based economic development is absent of any serious analytical discussion. The main objective of this paper is to fill the gap created by this absence.

Many analysts expected a radical change in President Joseph Biden’s foreign policy compared to the foreign policy of previous President Donald Trump. A year after his electoral victory, opinions about how much Biden actually changed in the US foreign policy vary from those who see it as a revolutionary change to those who perceive it as a difference only in tone and continuity in the majority of crucial policy aspects. This paper aims to contribute to this debate by addressing the issues of continuity and changes in the new administration foreign policy towards the Western Balkans. Although many expected that Biden’s policy to the region would be much more similar to President Barrack Obama’s or even President Bill Clinton’s approach, this paper claims that the new administration has a lot in common with the course of the previous President Donald Trump. There are also some changes and modifications, but they seem to be less crucial than the elements of continuity that exist between Biden’s and Trump’s administrations’ foreign policy towards this region. The paper also addresses the causes of this continuity and claims that the main reason for that are structural factors on the level of the international system. However, some reasons for the continuity are also on the state (internal) and individual levels of analysis.
