Plümmer, Franziska. Rethinking Authority in China’s Border Regime. NL Amsterdam: Amsterdam University Press, 2022. http://dx.doi.org/10.5117/9789463726351.

Full text
Abstract:
In the 21st century, governments around the globe are faced with the question on how to tackle new migratory mobilities. Governments increasingly become aware of irregular immigration and are forced to re-negotiate the dilemma of open but secure borders. Rethinking Authority in China’s Border Regime: Regulating the Irregular investigates the Chinese government’s response to this phenomenon. Hence, this book presents a comprehensive analysis of the Chinese border regime. It explores the regulatory framework of border mobility in China by analysing laws, institutions, and discourses as part of an ethnographic border regime analysis. It argues that the Chinese state deliberately creates ‘zones of exception’ along its border. In these zones, local governments function as ‘scalar managers’ that establish cross-border relations to facilitate cross-border mobility and create local migration systems that build on their own notion of legality by issuing locally valid border documents. The book presents an empirically rich story of how border politics are implemented and theoretically contributes to debates on territoriality and sovereignty as well as to the question of how authority is exerted through border management. Empirically, the analysis builds on two case studies at the Sino-Myanmar and Sino-North Korean borders to illustrate how local practices are embedded in multiscalar mobility regulation including regional organizations such as the Greater Mekong Subregion and the Greater Tumen Initiative.

Abstract:
This chapter analyses how German Catholics responded to the outbreak of the Second World War in September 1939, and continues its analysis until the fall of France in summer 1940. It explores how clergymen understood the conflict theologically, and the forms of patriotism embraced by laypeople and clergymen alike to justify involvement in the war. A particular focus of this chapter is on German Catholics’ responses to the Nazi regime’s treatment of Polish co-religionists—both in Poland itself, but also the Rhineland and Westphalia, where many Polish POWs and forced labourers were based as of autumn 1939. This chapter concludes by examining German Catholics’ responses to the defeat of France, and their attitudes at this height of the Nazi regime’s successes. Throughout its analysis, the chapter unpacks the diversity of Catholic perspectives, through the diaries and letters of laypeople as well as the pastoral letters and sermons of the clergy.

Abstract:
Electromechanics—coupling of mechanical forces with others—exhibits a continuum-to-discrete spectrum of properties. In this chapter, classical and newer analysis techniques are developed for devices ranging from inertial sensors to scanning probes to quantify limits and sensitivities. Mechanical response, energy storage, transduction and dynamic characteristics of various devices are analyzed. The Lagrangian approach is developed for multidomain analysis and to bring out nonlinearity. The approach is extended to nanoscale fluidic systems where nonlinearities, fluctuation effects and the classical-quantum boundary is quite central. This leads to the study of measurement limits using power spectrum and, correlations with slow and fast forces. After a diversion to acoustic waves and piezoelectric phenomena, nonlinearities are explored in depth: homogeneous and forced conditions of excitation, chaos, bifurcations and other consequences, Melnikov analysis and the classic phase portaiture. The chapter ends with comments on multiphysics such as of nanotube-based systems and electromechanobiological biomotor systems.

Abstract:
Set in the aftermath of China's entry into the World Trade Organization (WTO), this book questions the extent to which the liberal internationalist promise of membership has been fulfilled in China. The book unpacks the policies that various Chinese government actors adopted in response to WTO rules and shows that rather than disciplining the state, WTO entry provoked a divergence of policy responses across different parts of the complex party-state. It argues that these responses draw from three competing strategies of economic governance: market-substituting (directive), market-shaping (developmental), and market-enhancing (regulatory). The book uses innovative web-scraping techniques to assemble an original dataset of over 43,000 Chinese industry regulations, identifying policies associated with each strategy. Combining textual analysis with industry data, in-depth case studies, and field interviews with industry representatives and government officials, the book demonstrates that different Chinese state actors adopted different logics of adjustment to respond to the common shock of WTO accession. This policy divergence originated from a combination of international and domestic forces. The book breaks open the black box of the Chinese state, explaining why WTO rules, usually thought to commit states to international norms, instead provoked responses that the architects of those rules neither expected nor wanted.

Kaltwasser, Cristóbal Rovira. Populism and the Question of How to Respond to It. Edited by Cristóbal Rovira Kaltwasser, Paul Taggart, Paulina Ochoa Espejo, and Pierre Ostiguy. Oxford University Press, 2017. http://dx.doi.org/10.1093/oxfordhb/9780198803560.013.21.

Abstract:
Given that populist forces maintain a difficult relationship with democracy, there is an open debate about how to respond to their rise. This contribution addresses this question by developing a framework for analysis that identifies who are the actors that at the domestic and external level can try to deal with the populist challenge. Moreover, different types of responses to the emergence of populism are depicted. In addition, this contribution maintains that advancing a radical approach against populism might generate more harm than good, since “fighting fire with fire” can end up giving more validity and visibility to the discourse advanced by populist forces.

Abstract:
This chapter examines the treatment of gender within the forced migration context. It addresses the gendered harms that occur through displacement and the gendered consequences for individuals, families and communities of displacement. It critiques the international community’s response to entrenched gender problems when responding to the plight of refugees and internally displaced persons (IDPs), and addresses the marginalization of gender as a relevant framework of analysis and practice for refugees and IDP’s. It shows the strengths as well as the fundamental flaws of existing gender analyses in refugee policy. The chapter suggests that a more comprehensive gender-sensitive approach can shift the paradigm of refugee protection more broadly, leading to greater protection for men and women fleeing persecution.

Full text
Abstract:
Active microrheology uses external forces (most typically magnetic or optical) to force microrheological probes into motion. These techniques short-circuit the Einstein component of passive microrheology. Active microrheology provides an additional handle to probe material properties, and has been used both to extend the range of materials amenable to microrheological analysis, and to examine material properties that are inaccessible to passive microrheology. Three main topics are presented: the use of active microrheology to extend the range of passive microrheology, while maintaining many of the advantages (small sample size, wide frequency range, etc.); its use to complement passive microrheology in active systems, which convert chemical fuel to mechanical work, in order to elucidate the power provided by molecular motors, for instance; and its application (and potential limitations) to investigate the non-linear response properties of materials, including shear thinning and yielding.

Ferguson, Kate. Architectures of Violence. Oxford University Press, 2020. http://dx.doi.org/10.1093/oso/9780190949624.001.0001.

Full text
Abstract:
Paramilitary or irregular units have been involved in practically every case of identity-based mass violence in the modern world, but detailed analysis of these dynamics is rare. Exploring the case of former Yugoslavia, Kate Ferguson exposes the relationships between paramilitaries, state commands, local communities, and organised crime present in modern mass atrocities, from Rwanda and Darfur to Syria and Myanmar. Visible paramilitary participation masks the continued dominance of the state in violent crises. Political elites benefit from using unconventional forces to fulfil ambitions that violate international law—and international policy responses are hindered when responsibility for violence is ambiguous. Ferguson’s inquiry into these overlooked dynamics of mass violence unveils substantial loopholes in current atrocity prevention architecture.

Full text
Abstract:
Assessing migration in the context of climate change, this book draws on empirical research to offer a unique analysis of policy-making in the field. This detailed account is a vital step in understanding the links between global discourses on human mobilities, climate change and specific policy responses. The idea that people are being forced to move because of climate change, and that in the future even more people will be forced to do so, has captured imaginations globally. The majority of these representations of lives touched by climate change are expressions of outrage that the actions of a few will affect the lives of so many, that climate change will have consequences so grave that people will be forced to leave their homes. The aim of this book is to examine the distinct policy debate surrounding the climate change and human mobility nexus, in particular the construction of these two related concepts as a distinct phenomenon that requires policy responses.
