The author, an architect , urban designer and planner - a graduate of Waseda University, School of Architecture, Tokyo (B.A. Architecture), Harvard University, Graduate School of Design (M.A. Architecture) and the Graduate School of Ekistics, Athens Center of Ekistics, Athens, Greece - is currently Principal Partner, AUfì (Architecture- Urban Design & Research) Consultants, Tokyo, and former visiting Professor of Architecture, Waseda University. He is nationally and internationally known for the large number of architectural, landscaping and planning projects he has undertaken (for which he has received high order prizes and other distinctions), for his numerous publications, and for his teaching activities at universities in Japan, Australia and the UK. He is a member of the World Society for Ekistics and Japan correspondent of Ekistics. The text that follows is a slightly revised and edited version of a paper presented at the international symposion on "Globalization and Local Identity," organized jointly by the World Society for Ekistics and the University of Shiga Prefecture in Hikone, Japan, 19-24 September, 2005. Professor Kozlowski obtained his first degrees in Architecture at the University of Krakow, Poland; his Ph. D from Edinburgh University, and Dr hab. from Krakow. He is a professor in Australia and in Poland. Hiswork has focused primarily on research in the field of urban and environmental planning methodology; promoting and sharing his research experience through academic teaching, professional training programs and workshops; and testing and applying the research results in real life. He is a member of the Association of Polish Architects, Society of Polish Town Planners, World Society for Ekistics (WSE) and Fellow of the Royal Australian Planning Institute. Abstract:
During the period from 1900 to 1918 new governmental buildings were constructed throughout New Zealand as part of a campaign to provide accommodation for government departments. Post offices, court houses and departmental buildings appeared in provincial towns as well as in major cities, almost all products of the government's architectural office, led by John Campbell. The exuberant Imperial Baroque style adopted for these buildings reflects a new national confidence but also follows closely the precedent of British public building of the period. Auckland's former Chief Post Office (1908-11) for example, is closely modelled on Sir Henry Tanner's Central Post Office in London (1907). The extent and consistency of the Government's building programme was intended to promote a sense of national unity although its dependence on British models seems to confirm Hurst Seager's argument that New Zealand had yet to develop a distinctive architectural style. The use of the Imperial Baroque style, culminating in Campbell's design for Parliament Buildings of 1911, reflected New Zealand's strong sense of identification with the British Empire, also expressed through the contributions of its politicians at Imperial Conferences from 1897 to 1911. Unlike their counterparts from Canada and Australia, New Zealand politicians argued for stronger imperial bonds as a way of ensuring greater influence over imperial policies. This paper will argue that in fact, New Zealand public architecture of the period 1900-18 reflects a clear sense of national identity but one that is defined in terms of Britishness and conceived within the larger framework of the security provided by imperial solidarity.

The author trained and worked initially as an urban planner with workin England and Australia. He was Senior Lecturer in the Faculty of Environmental Studies (Architecture Planning, Landscape Architecture), Cheltenham College of Art, between 1971 and 1983. Since 1983, he has lived and worked in Edinburgh as an artist, developing a visual language. His subject matter is the City and its visual form, drawing inspiration from the city of Edinburgh. He is a graduate of the Athens Center of Ekistics and since 2003 a member of the World Society for Ekistics (WSE). The text that follows is the co-ordinator's report of the Poster Session on the afternoon of Friday, 23 September, 2005, with Nobuyuki Sekiguchi as Chairman, at the international symposion on "Globalization and Local Identity," organized jointly by the World Society for Ekistics and the University of Shiga Prefecture in Hikone, Japan, 19-24 September, 2005.

Abstract:
Purpose Australia has a huge stock of community buildings built up over decades. Their replacements consume a large sum of money from country’s economy which has called for a strategy for their sustainable management. For this, a comprehensive decision-making structure is an utmost requirement. The purpose of this paper is to capture their sustainable management from four aspects, i.e. environmental, economic, social and functional. Design/methodology/approach The design process follows an extensive review of environmental and life cycle assessments and company context documents. Extracted factors are tailored to community buildings management following expert consultation. However, the resulted list of factors is extremely large, and “factor analysis” technique is used to group the factors. For this, an industry-wide questionnaire across Australian local councils is employed to solicit opinions of the list of factors. Findings The analysis has pinpointed 18 key parameters (criteria) to represent all four aspects. This paper presents the preliminary findings of the factors and the analysis results based on the questionnaire responses. Practical implications The final decision-making structure incorporates all these aspects and criteria. This can be used to develop a decision-making model which produces a sustainability index for building components. Asset managers can mainly use the sustainability index to prioritise their maintenance activities and eventually, to find out cost-optimisation options for them. Originality/value Most notably, this is the first study to apply all four sustainability aspects (environmental, economic, social and functional) to develop a decision-making structure for Australian community buildings’ sustainable management.

Abstract:
The subsidence history of the Northern Carnarvon Basin has been dominated by simple thermal sag following the creation of the Exmouth, Barrow and Dampier Sub-basins by Early to Middle Jurassic rifting. This conclusion follows from the recognition of vitrinite reflectance suppression, which removes the need for recent heating events, and from the use of seismic stratigraphy, rather than only palynology and micro-palaeontology, to determine palaeo-water depths.The simple thermal-sag model, related to Jurassic rifting, accounts for the post-rift sedimentary architecture of the Northern Carnarvon Basin, especially in areas of sediment starvation. It also has implications for the timing of hydrocarbon generation and the reconstruction of migration pathways. This work has re-emphasised the theoretical possibility of determining palaeo-water depths by adjusting one-dimensional basin models to fit simple thermal sag tectonic subsidence curves.Miocene uplift, in the order of several hundred metres, has caused local basin inversion, accentuated some preexisting structures and re-activated some faults causing hydrocarbon remigration, but has otherwise not affected the thermal history of the sediments.

Purpose As the “baby boomer” generation continues to enter their senior post-retirement years, the provision of affordable retirement housing has become increasingly important for the community, practitioners and policymakers. However, relatively little attention has to date been placed on identifying an effective market mechanism for the industry of the independent-living retirement villages to meet this increased and unprecedented demand. This study aims to develop an innovative and affordable retirement village development model which meets the needs of all stakeholders including seniors, retirement village residents, the retirement village industry and government. Design/methodology/approach The attributes of this study are as follows: structure of individual living units, retirement village characteristics, retirement village facilities and services and support mechanisms. The analysis was undertaken based on data relating to independent-living retirement villages in five Australian states. A hedonic pricing model was used where the price distributions relating to these four aspects were estimated. Findings The results confirmed the structures of the independent living units and the retirement village characteristics were closely related to pricing, followed by services and supports with a lesser relationship, although the facilities were not significantly related to pricing. Research limitations/implications This research is not able to address the entire retirement village market in Australia because the available market data are limited. Practical implications This research uses an innovative supply-side approach to assess retirement village attributes and values, which provides stakeholders with up-to-date market information to assist in guiding the performance of the retirement village industry. Social implications The market evaluations imply that seniors are reluctant to pay for village attributes that are not regarded as highly sought-after. A cost-effective strategy of new retirement village developments and upgrades can be further induced, which in turn can enhance the market efficiency and affordability of the retirement villages. Originality/value This pricing model for retirement village units extends previous studies into retirement villages and presents stakeholders with an innovative and reliable market-oriented model.

Abstract:
Abstract Neoproterozoic to Paleozoic sedimentation shows systematic temporal-spatial variations within South China, which must be considered in reconstructing geological evolution of South China in response to global plate reorganization from the breakup of Rodinia to the assembly of Gondwana. We use >1000 new U-Pb and Hf isotopic data for detrital zircons from Neoproterozoic–Cambrian strata across the western (i.e., Longmenshan) and eastern (i.e., Wuyishan) margins of South China, coupled with compiled stratigraphic and magmatic information, to constrain change in provenance through time. First-order conclusions are as follows: (1) detrital zircons from the Neoproterozoic strata of the two margins were mainly sourced from the Panxi-Hannan arc and the Jiangnan orogen, signaling a rough self-sufficient sedimentary system; (2) newly identified Cambrian molasse-like sediments in the western margin, in which abundant detrital zircons are 550–500 Ma old with positive εHf(t) values, were mainly derived from the 580–500 Ma Cadomian arc belt along the Iran-Turkey margin; and (3) the Cambrian sediments in the eastern margin document more increased contributions from the Grenvillian-age provinces most possibly in Australia. Such spatial-temporal provenance variations signal the northward drifting of South China, from a position connecting with Iran-Turkey and northern India to that approaching Australia during the late Neoproterozoic–Cambrian period. We highlight that the activity of oblique oceanic-continental convergence accreted Asian terranes onto the northern margin of Gondwana, hence contributing to the ultimate Gondwana architecture under global plate reorganization.

PurposeOccupants are one of the most impacting factors in the overall energy performance of buildings, according to literature. Occupants’ behaviours and actions may impact the overall use of energy in more than 50%. In order to quantify the impact that occupant behaviour has in the use of energy, this study simulated interactions between occupants and the systems present in two actual buildings. The main aim was to compare the deviations due to occupant behaviour with the actual conditions and energy use of the two buildings.Design/methodology/approachThe buildings used as a case study in this research were green buildings, rated according to the Australian Green Star certification system as a 6-star and a non-rated building. The two buildings are university buildings with similar characteristics, from Western Sydney University, in Sydney, Australia. A comparison was performed by means of building simulations among the use of energy in both buildings, aiming to understand if the green rating had any impact on the energy related to occupant behaviour. Therefore, to represent the actual buildings' conditions, the actual data related with climate, geometry, systems, internal loads, etc. were used as input variables in the simulation models of the green and the non-rated buildings. Both models were calibrated and validated, having as target the actual monitored use of electricity.FindingsOccupants were categorized according to their levels of energy use as follows: saving, real and intensive energy users. Building simulations were performed to each building, with varying parameters related with lighting, plug loads, windows/doors opening, shading and air conditioning set points. Results show that occupant behaviour may impact the buildings' energy performance in a range of 72% between the two extremes. There is no significant relationship between the green rating and the way occupants behave in terms of the energy use.Originality/valueThis study intends to show the impact of different categories of occupant behaviour in the overall energy performance of two university buildings, a non-rated and a green-rated building, having as reference an actual representation of the buildings. Additionally, the study aims to understand the main differences between a green-rated and a non-rated building when accounting with the previous categories.

Sawahlunto City is a tourist city by highlighting two tourism potentials that become its strengths, Mining Tourism and Old Town History Tour, which utilizes former mines and the many Dutch heritage buildings in Sawahlunto City. To support tourism in Sawahlunto City, which is widely known by visitors, communicative information media is needed so that visitors know the identity of an object, information as well as the direction and next location, one of which is the use of a sign system as media. This study aims to examine how effective the use of the sign system has been in tourist areas around the City of Sawahlunto using the Direct Rating Method (DRM), through quantitative research methods. The sub-variables used are attention, readthrough, cognitive effects, affective effects, and behavioral. The result of the research that was processed by 97 respondents was the total value of the G dimension or the total score of the sub-variables, which was 76.96. The next value is converted through the DRM table, so that the sign system is included in the good category as a visual communication media in public spaces, namely in Sawahlunto City tourism.Keywords: sawahlunto city, effective, sign system.AbstrakKota Sawahlunto merupakan kota wisata dengan menonjolkan dua potensi wisata yang menjadi kekuatannya, Wisata Tambang dan Wisata Sejarah Kota Lama, yang memanfaatkan bekas tambang serta peninggalan bangunan Belanda yang banyak di Kota Sawahlunto. Untuk mendukung wisata di Kota Sawahlunto dikenal luas oleh pengunjung, diperlukan media informasi yang komunikatif agar pengunjung mengetahui identitas suatu objek, informasi serta arah dan lokasi yang akan dituju berikutnya, salah satunya dengan penggunaan media sign system. Penelitian ini bertujuan untuk mengkaji seberapa efektifnya penggunaan sign system tersebut yang sudah diterapkan pada area wisata di sekitar kawasan Kota Sawahlunto dengan menggunakan Direct Rating Method (DRM), melalui pendekatan metode penelitian kuantitatif. Adapun sub variabel yang digunakan adalah perhatian (attention), pemahaman (readthrougness), efek kognitif, efek afektif, dan efek sikap terhadap media (behavioral). Hasil dari penelitian yang melalui olahan 97 responden adalah nilai total dimensi G atau skor total keseluruhan sub variabel, yaitu sebesar 76,96. Abstract:
This paper focuses on the role of Brazilian architects in emancipating Modern Architecture from overly limiting orthodoxies. In particular, this study follows direct, if weak influences across the Pacific to Australia and stronger ones across the South Atlantic to Southern Africa, where Brazilian ideas found fertile ground without being filtered through Northern Hemisphere mediations. Official delegations of architects from Australia and South Africa went to Brazil seeking inspiration and transferable ideas achieved mixed success. Central to the theme of this essay is a recently discovered and unpublished manuscript. It is the work of Barrie Biermann who, upon graduation from the University of Cape Town sailed across to Brazil in 1946 to gain first-hand knowledge of the architecture that had achieved worldwide renown through the 1943 Brazil Builds exhibition at the Museum of Modern Art in New York (MoMA). Biermann’s close observations and discussions with several of Brazil’s leading architects helped him develop a fresh narrative that placed recent developments in a continuum linked to Portuguese colonial architecture that had taken lessons from the ‘East’. Published in a very abridged form in a professional journal in 1950, it lost much of the charm of the original, which, in addition to imaginative theoretical speculation, is enriched by evocative, atmospheric sketches, water colours and photographs. This study shows that South-South connections were quite independent and predated the influence of ‘scientific’ manuals of ‘how-to build in the tropics’ that proliferated from metropolitan centres in the mid-1950s, preparing for decolonization but perhaps also motivated by ambitions of engendering other forms of dependence. Brazilian ideas and examples of built work played an important role in bringing vitality to some of the architectures of Africa. They also engaged with crucial issues of identity and the production of buildings celebrating values beyond the utilitarian.
