Abstract:
O presente trabalho de investigação aplicada está subordinado ao tema “Treino Físico no aprontamento para uma Força Nacional Destacada”. O objetivo deste trabalho é verificarmos qual a importância que o Treino Físico tem no aprontamento para uma Força Nacional Destacada no Teatro de Operações do Afeganistão, e se este é ou não essencial para que os militares respondam a todas as solicitações que lhes são impostas durante a execução da missão. O método científico aplicado na elaboração desta investigação é baseado no “Manual de Investigação em Ciências Sociais” de Raymond Quivy e Luc Van Campenhoudt, bem como no “Guia Prático sobre a Metodologia Científica” de Manuela Sarmento. Os métodos usados são o inquisitivo e o indutivo, usando depois as entrevistas como recolha de dados, sendo utilizadas as entrevistas formais ou estruturadas. A amostra utilizada é constituída por oficiais da Arma de Infantaria que integraram Forças Nacionais Destacadas no Teatro de Operações do Afeganistão, dois do Centro de Tropas Comandos e três do Regimento de Infantaria número 10 (tropas paraquedistas). A estrutura do trabalho consiste em cinco capítulos, o primeiro constituído pela introdução, seguido da revisão de literatura, depois a metodologia e procedimentos utilizados, no quarto contemplamos o trabalho de campo, a apresentação, análise e discussão dos resultados, e no quinto e último capítulo, as conclusões. A recolha de informação foi feita através da pesquisa e posterior análise bibliográfica, e com a recolha de experiências de militares que executaram missões no âmbito da temática em questão, através de entrevistas exploratórias. Das entrevistas formais ou estruturadas, foi retirado o conteúdo essencial da investigação. Posteriormente foi feita uma comparação das respostas dadas pelos entrevistados às perguntas efetuadas nas entrevistas, para podermos chegar a uma conclusão final sobre a problemática tratada. Podemos concluir que o Treino Físico no aprontamento para uma Força Nacional Destacada garante o nível de funcionalidade física necessário para a execução da missão com sucesso.
Abstract This applied research study is entitled "Physical Training in the state of Readiness for a Deployed National Force. The objective of this work is to check the importance of Physical Training in the state of readiness for a Deployed National Force in the Theater of Operations in Afghanistan, and whether this is essential or not for the military personnel to respond to all the solicitations during the execution of a mission. The scientific method applied in the preparation of this research is based on the "Handbook of Research in Social Sciences", by Raymond Quivy and Luc Van Campenhoudt, as well as in the "Practical Guide to Scientific Methodology" by Manuela Sarmento. The methods used are inquisitive and inductive, using formal or structured interviews as data collection. The sample consists of Infantry Officers who were incorporated in the Deployed National Forces in Afghanistan, two officers of the Commando Troops Center and three from the Infantry Regiment No. 10 (Paratroopers). The structure of the work consists of five chapters, the first being the introduction, followed by the literature analysis, then the methodology and procedures used; in the fourth we discuss the fieldwork, the presentation, analysis and discussion of the results, and in the fifth and final chapter, the conclusions. The data collection was made through research and subsequent literature analysis, and the collection of experiences by military men who carried out missions within the context of the topic in question, through exploratory interviews. The main contents of this investigation were taken from the formal or structured interviews. Subsequently, we compared the answers given by respondents to the questions made in the interviews, in order to reach a final conclusion on the issue addressed. We can conclude that the Physical Training in the state of readiness for a Deployed National Force is rather important for the execution of the mission, as the force that trains regularly as if it was already deployed, faces the mission more naturally.

O presente trabalho de investigação aplicada está subordinado ao tema “Importância do Treino Físico no aprontamento das Forças Nacionais Destacadas (FND) - A Force Protection (FP) do 5º Contingente Nacional (CN) 2012/2013 no Teatro de Operações (TO) do Afeganistão”. O objetivo desta investigação é perceber se o plano de treinos que preconiza o aprontamento é o mais adequado às tarefas que exigem no Teatro de Operações do Afeganistão e se esse plano de treinos prevê os mais diversos condicionantes, tais como, missões inerentes a uma Force Protection, materiais/equipamentos, o terreno e o clima/condições meteorológicas. Pretendemos ainda esclarecer se os exercícios que o Regulamento de Educação Física do Exército prescreve são suficientes e os mais adequados a uma força desta natureza, ou se há algum treino complementar característico das forças do Centro de Tropas Comandos. A metodologia aplicada na realização do presente trabalho constou essencialmente da obra “Manual de Investigação em Ciências Sociais” da autoria de Raymond Quivy e Luc Van Campenhoudt. Existiram ainda outros autores referenciados ao longo do trabalho que foram considerados relevantes. Das entrevistas realizadas foram obtidos vários resultados, dos quais se destacam, em primeiro lugar, o facto de ser impossível executar o treino físico nas condições idênticas às que vão encontrar em Teatro de Operações uma vez que as condições climatéricas/meteorológicas vão ser sempre contrárias às verificadas nesse mesmo Teatro de Operações. Relativamente às conclusões, verificou-se que o plano de treino físico da Force Protection foi adequado e extremamente direcionado tendo em conta à missão atribuída à Force Protection. No entanto deveria ser implementado um plano de treino físico pelos formadores especializados na matéria de treino físico de modo a que exista uma base comum a todos os aprontamentos.
Abstract This work of applied research is entitled “The Importance of Physical Training for readiness of Outstanding National Forces (FND) - The Force Protection (FP) of the 5th National Contingent (CN) 2012/2013 in the Theater of Operations (TO) of Afghanistan.” The objective of this research is to understand whether the training plan which recommends readiness is best suited to tasks in the Theater of Operations of Afghanistan and this training plan provides the most diverse conditions, as are inherent in Force Protection missions, materials / equipment, the terrain and the climate / weather. We intend to clarify whether Physical Education Army Regulation prescribes exercises that are sufficient and entirely appropriate for a force of this nature, or if there is some characteristic supplementary training needed for the forces of Comandos Center Troops. The methodology used in conducting the present study consisted essentially of the book "Handbook of Research in Social Sciences" written by Raymond Quivy and Luc Van Campenhoudt. There were also other authors referenced throughout the work that were considered relevant. The interviews resulted in several results, among which are, first, that it is impossible to run the physical training to match those conditions which are found in the Theater of Operations since the climatic / weather conditions will always be contrary to those found in the same Theater of Operations. It was found that the plan of physical training was adequate to Force Protection and extremely targeted given the task of the Force Protection. However a plan of physical training by expert trainers in the field of physical training would result in a common basis for all readiness which should be implemented.

No âmbito dos Trabalhos de Investigação Aplicada (TIA), apresenta-se o presente subordinado ao tema “Otimização do apoio logístico às Forças Nacionais Destacadas (FND): procedimentos administrativo-financeiros relativos à aquisição de bens e serviços”. O propósito dessa investigação teve como finalidade primordial investigar o conjunto de procedimentos adotados pelos vários níveis de responsabilidade do sistema de administração financeira do Exército (SAFE), no âmbito do apoio logístico e administrativo-financeiro às Forças Nacionais Destacadas (FND). A importância da logística no atual estado de economia mundial é crescente no sentido em que se toma consciência do seu valor. Desde o final do século XX que o mundo assiste a um conjunto de transformações e mudanças económicas, tendo como consequência uma alteração nos padrões de geração da riqueza. Nesse contexto, a logística surge como parte integrante deste processo de reestruturação. Tendo em conta a economia globalizada em que vivemos atualmente, a internacionalização surge como um caminho cada vez mais importante e fundamental para as empresas, e irrefutavelmente para a Instituição castrense que honra assim os acordos internacionais assumidos pelo Governo. Relativamente a metodologia empregue, foi a esquematizada por Marie-Fabienne Fortin, e Bogdam e Biklen, sendo que os instrumentos de recolha de dados foram essencialmente a análise bibliográfica e documental, inquéritos por entrevista, e observação direta. A nível da estrutura, esquematizamos esta investigação em sete capítulos. O primeiro foi assente num breve enquadramento teórico, para adquirir as bases de conhecimento geral sobre o objeto de estudo. Seguidamente surge o segundo capítulo, onde são abordados os métodos e procedimentos empregues ao longo da investigação. Os capítulos, três, quatro e cinco, são dedicados ao estudo da temática em análise, nomeadamente: O Apoio Logístico ao sistema de Forças Nacional, Descentralização das dotações orçamentais para cobertura dos encargos das Forças Nacionais Destacadas, e Aquisição de Bens e Serviços, ordenados sequencialmente. A apresentação, análise e vi discussão dos resultados é exposta no capítulo seis. Por último, são apresentadas as conclusões e recomendações. No final podemos concluir que, apesar da atual conjuntura económica e financeira delicada, o sistema de apoio logístico e administrativo-financeiro está bem implementado e tem sido capaz de responder às necessidades das Forças Nacionais Destacadas nos mais distintos Teatros de Operações.
Abstract In the scope, of the Work that Applied in the Inquiry (WAI) we bring the present subject “The Logistic Support Optimization for Nationals Deployed Forces (NDF): Administrative-Financiers procedures for acquisition the goods and services”. The purpose of this inquiry was to investigate the set of procedures that was adopted in some level of the responsibility in the Administration Financial Army system (AFAS) in the scope of the logistic support and administrative-financier to Nationals Deployed Forces. The importance of the logistic, in the worldwide economy is growing in the direction of the value and principles. Since the end of 20th century that the world met set of transformations and economical changes, having as consequences an alteration in the standards of generation of the wealth. In this context, the logistic appears as integrant part of this process of reorganization in the globalized economy where we live currently, and the internationalization appears as a way each more important and the time for the companies and military Institution that honours thus the international agreements assumed by the Government. The process applied in this work was schematized by Marie-Fabienne Fortin and Bogdam e Biklen being that, the instruments of retraction of data had been essentially documentary, bibliographical analysis, inquiries for interview, and direct comment. The investigation was schematized in seven chapters. The first one was seats in a brief theoretical framing, to acquire the bases of common knowledge on the subject of the study. The next chapter show, where the methods and procedures was applied throughout the inquiry. The chapters, three to five, are dedicated to the study of the thematic one in analysis, nominated: Logistics Support for National Forces System, Decentralization of the budgetary endowments for covering of the incumbencies of the Nationals Deployed Forces, and acquisition of goods and services, commanded sequentially. The presentation, analysis and quarrel of the results are displayed in chapter six. Finally, the conclusions and recommendations are presented. In the end we could concluded that although the current delicate economical and financial conjuncture, the system of logistic support and administrative-financier well is implemented and has been capable to answer to the necessities of the Nationals Deployed Forces in most distinct Theatre of Operation (OT).

O presente Trabalho de Investigação Aplicada, subordinado ao tema “Logística de Campanha, Apoio a Forças Nacionais Destacadas (FND)” tem como objectivo efectuar uma investigação que possibilite concluir qual a modalidade mais vantajosa para que o Apoio Logístico a uma missão seja mais eficaz e eficiente. Está orientado segundo duas perspectivas essenciais, a primeira em que o Apoio Logístico será efectuado a partir de Território Nacional, e a segunda perspectiva onde a força destacada recorre ao apoio da Nação Hospedeira (Host Nation Support). A temática deste trabalho revela-se de uma enorme importância uma vez que as Forças Nacionais Destacadas são uma realidade em crescendo, surgindo com estas uma necessidade de Apoio Logístico cada vez mais sofisticado, eficiente e eficaz. Por outro lado, o Exército Português continua a sentir enormes dificuldades em efectuar o Apoio Logístico às suas forças destacadas no Teatro de Operações. Este trabalho está estruturado em dois capítulos, no primeiro é abordada a pesquisa bibliográfica efectuada, com um enquadramento conceptual dos sistemas de Apoio Logístico da OTAN e da ONU, os procedimentos seguidos pelo Exército Português no apoio às suas FND, assim como os encargos operacionais na área da logística, e ainda alguns sistemas de Apoio Logístico aplicados noutros Exércitos que se possam constituir como referência para Portugal. No segundo capítulo é feita uma análise das opiniões recolhidas através de questionários e entrevistas, efectuadas a Oficiais do Exército de alguma forma ligados a esta área. Finalizamos este trabalho de investigação com a apresentação de uma proposta, sobre qual a melhor forma de efectuar o Apoio Logístico às Forças Nacionais Destacadas, se a partir de Território Nacional ou através da Nação Hospedeira (HNS).
Abstract The present research study on “Campaign Logistics, support to the National Detached Forces” has the objective of reaching some conclusions in terms of finding out which is the best type of logistic support for a mission to be more efficient. The study follows two main perspectives: a) the logistic support will be carried out from National Territory; b) the detached force asks for the support of the Host Nation (Host Nation Support). National Detached Forces (NDF) have become an important part of reality. Therefore the theme of this research study is of major importance, once NDF are constantly in need of more sophisticated and efficient logistic support. On the other hand, the Portuguese Army still has great difficulties in providing the logistic support to its own Detached Forces in the theatre of operations. The present work is divided into two chapters: the first one referring to the bibliography used and researched; the most significant concepts related to the NATO and UN logistic support systems and also to the procedures followed by the Portuguese Army when supporting its National Detached Forces. This chapter also refers to operational responsibilities in the logistic field, as well as to some logistic support systems other armies have applied, and that can be considered as references for Portugal. The second chapter is based on an analysis of the opinions collected through questionnaires and interviews to some Army officers somehow connected with this area. In terms of conclusions this study presents a proposal of what we consider as the best way to carry out logistic support to National Detached Forces, be it from National Territory or by the Host Nation.

Os conflitos que marcam a actualidade são caracterizados pelo papel cada vez mais interveniente que a população tem no que respeita à estabilização e à implementação civil nas áreas afectadas. No espectro das novas operações não-artigo 5º, mais especificamente nas operações de apoio à paz, o comandante, no seu planeamento, deve ter em onsideração todos os aspectos relacionados com os civis presentes no TO, criando as condições necessárias à cooperação entre a força militar e as autoridades civis, com o objectivo de apoiar o comandante no cumprimento da missão, assim como, alcançar uma estabilidade duradoura na região, contribuindo para a melhoria das condições de vida da população e crescente aceitação da força no TO. Este trabalho de investigação aplicada visa o estudo da Cooperação Civil-Militar, assim como os seus conceitos emergentes, nas operações de apoio à paz. Como tal, numa primeira fase, a metodologia empregue baseou-se na revisão da literatura, onde fazemos um enquadramento e caracterização das operações de apoio à paz e onde apresentamos a CIMIC e os seus conceitos emergentes com base na doutrina OTAN. Numa segunda fase, fazemos uma análise à forma como a CIMIC se encontra articulada no seio da OTAN e como decorre durante as fases de uma operação não-artigo 5º. Posteriormente, examinamos o caso nacional em duas vertentes, em que na primeira apresentamos a estrutura CIMIC, consubstanciada na Companhia Geral CIMIC, verificando a evolução ocorrida desde a sua fase de concepção, assim como os objectivos que pretende alcançar. Numa segunda vertente, analisamos o trabalho que as nossas FND realizaram no TO da UNIFIL, nomeadamente na área CIMIC, apurando o impacto que está a ter na população. Por fim, chegou-se à conclusão da importância que a CIMIC tem no seio da OTAN na condução das operações não-artigo 5º, assim como das capacidades CIMIC a nível nacional onde se verifica o desenvolvimento nesta área, comprovando-se com a execução de acções CIMIC nos TO da UNIFIL, que prestaram um contributo precioso a Portugal.
Abstract The conflicts that make the headlines nowadays are characterized by an increasingly concerned role of the population in relation to stabilization and civil implementation in afflicted areas. Regarding new operations in non-article 5, especially in peace-support operations, the commander in his planning should take into account all the aspects of the civilians in the TO, giving conditions for cooperation between military and civilian authorities with the aim of establishing the necessary means for the mission fulfillment and creating conditions for achieving lasting stability in the region, contributing for the improvement of ways of living and growing acceptance of force in TO. The aim of this research work is the study of Civilian-Military Cooperation, as well their emerging concepts in peace-support operations. As such, the methodology used was based initially on a bibliographical review where we do a framework and a characterization of peace operations and where we present the CIMIC and its emerging concepts based on NATO doctrine. Secondly, we analyze the way the CIMIC is articulated within NATO, and how it works through all stages of an operation non-article 5. Then, we discuss a national case in two ways: first, we analyze the CIMIC structure embodied in General CIMIC Company monitoring the developments since its conception phase as well as the goals that are purposed to achieve. In a second part, we evaluate the work that our FND made at UNIFIL respectively in the CIMIC area, verifying the positive impact it is having on population. At the end, we get to the conclusion of the importance of CIMIC within NATO in conducting operations in non-article 5 as well as CIMIC capabilities at national level where there is a development in this area, proving the implementation of CIMIC in TO of UNIFIL, which provided a valuable contribution to Portugal.

Abstract:
Background A cerebral cavernous malformation (CCM) is a small cluster of thin-walled, dilated blood vessels within the brain which is prone to bleed. Although the quantity of blood leaking tends to be small, even a small intracranial haemorrhage (ICH) can result in a clinically significant neurological deficit. Because some focal neurological deficits (FND) may in fact be haemorrhages that were undetected by imaging, FND were also included in the analysis wherever possible. In Scotland, between 2006 and 2010, the annual CCM detection rate was 0.8 per 100,000 people. Since estimates of prognosis inform decisions about whether to treat CCM, it is crucial that the untreated clinical course of the disease is fully understood. Aim The aims of this thesis are (i) to quantify the risk of ICH (or ICH or FND, referred to as ‘clinical event’) for an untreated adult within five years of CCM diagnosis, (ii) to identify prognostic factors for ICH (clinical event), and (iii) to create a model to predict, at the time of diagnosis, an individual’s risk of a subsequent ICH (clinical event). Methods Initially, a literature review was undertaken. Then data from adults diagnosed with CCM in the Scottish Intracranial Vascular Malformation Study (SIVMS) were analysed. SIVMS is a prospective, population-based cohort study: it includes all adults resident in Scotland at the time of diagnosis of a first-ever intracranial vascular malformation during the two five-year periods 1999–2003 and 2006–2010. Time-to-event methods were employed to compare the estimated risk of ICH (clinical event) for those who experienced a first ICH (clinical event) during untreated five-year follow-up with those who experienced a second ICH (clinical event). A statistical challenge when analysing clinical outcomes from patients with CCM is that the outcome event of ICH or FND is comparatively rare; therefore a larger cohort of CCM patients was required to identify more robustly potential predictors of ICH (clinical event) and to create a prognostic model to predict, at the time of diagnosis, an individual’s risk of a subsequent ICH (clinical event). Three research groups agreed to contribute their data to enable an individual patient data meta-analysis (IPDMA) to be undertaken. Results In the two SIVMS cohorts, 136 (1999–2003) and 165 adults (2006–2010) were diagnosed with CCM. In the earlier cohort, the estimated risk of a first ICH within five years of presentation (2.4%, 95% CI 0.0% to 5.7%) was significantly lower (p < 0.0001) than the risk of a recurrent ICH (31.9%, 95% CI 4.5% to 59.3%), but the annual risk of a recurrence declined over the five-year period. In the same cohort, women had an increased risk of a second clinical event (log-rank χ2(1) = 6.2, p = 0.01). The IPDMA was based on 988 adults, 62 of whom suffered a first ICH within five years of CCM diagnosis. When the data were pooled, the estimated adjusted hazard ratio for first ICH for clinical presentation (ICH/FND vs other presentation) was 4.5 (95% CI 1.5 to 13.4) and for brainstem location (brainstem vs other location) the adjusted hazard ratio was 3.3 (95% CI 1.5 to 7.2); age, sex and CCM multiplicity did not add any additional prognostic information. Conclusion In this thesis two risk factors have been identified that are independently associated with increased likelihood of experiencing an ICH (or clinical event) within five years of diagnosis. A prognostic model has been built and evaluated, based on these factors. Other areas to be explored in the future include external validation of the model and investigating the effects of (i) antithrombotic therapy and (ii) pregnancy on the progression of the disease.

Abstract:
Human face recognition is an important area in the field of biometrics. It has been an active area of research for several decades, but still remains a challenging problem because of the complexity of the human face. In this thesis we describe fully automatic solutions that can locate faces and then perform identification and verification. We present a solution for face localisation using eye locations. We derive an efficient representation for the decision hyperplane of linear and nonlinear Support Vector Machines (SVMs). For this we introduce the novel concept of $\rho$ and $\eta$ prototypes. The standard formulation for the decision hyperplane is reformulated and expressed in terms of the two prototypes. Different kernels are treated separately to achieve further classification efficiency and to facilitate its adaptation to operate with the fast Fourier transform to achieve fast eye detection. Using the eye locations, we extract and normalise the face for size and in-plane rotations. Our method produces a more efficient representation of the SVM decision hyperplane than the well-known reduced set methods. As a result, our eye detection subsystem is faster and more accurate. The use of fractals and fractal image coding for object recognition has been proposed and used by others. Fractal codes have been used as features for recognition, but we need to take into account the distance between codes, and to ensure the continuity of the parameters of the code. We use a method based on fractal image coding for recognition, which we call the Fractal Neighbour Distance (FND). The FND relies on the Euclidean metric and the uniqueness of the attractor of a fractal code. An advantage of using the FND over fractal codes as features is that we do not have to worry about the uniqueness of, and distance between, codes. We only require the uniqueness of the attractor, which is already an implied property of a properly generated fractal code. Similar methods to the FND have been proposed by others, but what distinguishes our work from the rest is that we investigate the FND in greater detail and use our findings to improve the recognition rate. Our investigations reveal that the FND has some inherent invariance to translation, scale, rotation and changes to illumination. These invariances are image dependent and are affected by fractal encoding parameters. The parameters that have the greatest effect on recognition accuracy are the contrast scaling factor, luminance shift factor and the type of range block partitioning. The contrast scaling factor affect the convergence and eventual convergence rate of a fractal decoding process. We propose a novel method of controlling the convergence rate by altering the contrast scaling factor in a controlled manner, which has not been possible before. This helped us improve the recognition rate because under certain conditions better results are achievable from using a slower rate of convergence. We also investigate the effects of varying the luminance shift factor, and examine three different types of range block partitioning schemes. They are Quad-tree, HV and uniform partitioning. We performed experiments using various face datasets, and the results show that our method indeed performs better than many accepted methods such as eigenfaces. The experiments also show that the FND based classifier increases the separation between classes. The standard FND is further improved by incorporating the use of localised weights. A local search algorithm is introduced to find a best matching local feature using this locally weighted FND. The scores from a set of these locally weighted FND operations are then combined to obtain a global score, which is used as a measure of the similarity between two face images. Each local FND operation possesses the distortion invariant properties described above. Combined with the search procedure, the method has the potential to be invariant to a larger class of non-linear distortions. We also present a set of locally weighted FNDs that concentrate around the upper part of the face encompassing the eyes and nose. This design was motivated by the fact that the region around the eyes has more information for discrimination. Better performance is achieved by using different sets of weights for identification and verification. Human face recognition is an important area in the field of biometrics. It has been an active area of research for several decades, but still remains a challenging problem because of the complexity of the human face. In this thesis we describe fully automatic solutions that can locate faces and then perform identification and verification. We present a solution for face localisation using eye locations. We derive an efficient representation for the decision hyperplane of linear and nonlinear Support Vector Machines (SVMs). For this we introduce the novel concept of $\rho$ and $\eta$ prototypes. The standard formulation for the decision hyperplane is reformulated and expressed in terms of the two prototypes. Different kernels are treated separately to achieve further classification efficiency and to facilitate its adaptation to operate with the fast Fourier transform to achieve fast eye detection. Using the eye locations, we extract and normalise the face for size and in-plane rotations. Our method produces a more efficient representation of the SVM decision hyperplane than the well-known reduced set methods. As a result, our eye detection subsystem is faster and more accurate. The use of fractals and fractal image coding for object recognition has been proposed and used by others. Fractal codes have been used as features for recognition, but we need to take into account the distance between codes, and to ensure the continuity of the parameters of the code. We use a method based on fractal image coding for recognition, which we call the Fractal Neighbour Distance (FND). The FND relies on the Euclidean metric and the uniqueness of the attractor of a fractal code. An advantage of using the FND over fractal codes as features is that we do not have to worry about the uniqueness of, and distance between, codes. We only require the uniqueness of the attractor, which is already an implied property of a properly generated fractal code. Similar methods to the FND have been proposed by others, but what distinguishes our work from the rest is that we investigate the FND in greater detail and use our findings to improve the recognition rate. Our investigations reveal that the FND has some inherent invariance to translation, scale, rotation and changes to illumination. These invariances are image dependent and are affected by fractal encoding parameters. The parameters that have the greatest effect on recognition accuracy are the contrast scaling factor, luminance shift factor and the type of range block partitioning. The contrast scaling factor affect the convergence and eventual convergence rate of a fractal decoding process. We propose a novel method of controlling the convergence rate by altering the contrast scaling factor in a controlled manner, which has not been possible before. This helped us improve the recognition rate because under certain conditions better results are achievable from using a slower rate of convergence. This thesis focuses on the Norwegian sovereign wealth fund, the Government Pension Fund, and its linkage to the Norwegian foreign policy. The Kingdom of Norway is usually presented as a role model of a Nordic welfare state. Nevertheless, nothing of this would be possible without oil discovery on the Norwegian offshore in 1969. This thesis debates about possible oil discovery impacts on Norwegian foreign policy throughout the time and tries to analyse and elaborate on major foreign policy challenges. It tries to define whether the Norwegian foreign policy followed Norwegian investment interests and shifted policy's direction since the establishment of the Government Pension or not. Furthermore, the Government Pension Fund -- Global is not intended to be used as a foreign policy instrument. However, some information indicates the contrary. Thesis attempts to answer the question from a wider perspective.

Livestock farming is of great importance in brazilian exports. It is an economic activity developed in rural areas that consists of the cattle raising, characterized by the dependence on the use of pastures due to the lower cost of production. This requires a large, well-structured pasture area with good quality leaves and tillers to meet the requirements of the herd, thus making a good profitability. Currently, one of the forage species that is widely distributed in the country, is Urochloa brizantha (Syn. Brachiaria brizantha). Such occurrence is due to this grass, to have good adaptation to less fertile soils, of sandy texture and to tolerate high saturations of aluminum. However, in the areas used for cultivation of these pastures many are found to have some degree of degradation due to lack of maintenance, especially the lack of fertilization and irrigation. Proposing technologies that aid in the performance of these pastures and make their recovery become essential. Among alternatives to reduce the severity of these problems, the use of irrigation in summer periods may be a technique to be used, however there are regions in the country that water is scarce and thus this technique is invalid. Another option is the use of fertilizers, but it is a high-cost activity, with producers seeking more and more effective fertilizers. The use of organomineral fertilizers has been highlighted, due to the fact that it contains an organic part in its formulation and this, in turn, causes the release of nutrients to be slower, promoting lower losses, besides helping to retain water in the soil.

Purpose: The purpose of this thesis is to develop an understanding for how risk, return and ethicalaspects affect the decision to invest in an ethical fund. Specifically is the aim of the thesis todevelop a perception if socio-demographical differences regarding gender, age and education canexplain the propensity to invest in ethical funds. Method: A survey consisting of 90 respondents. Conclusion: The thesis finding show support for the claim that women see the ethical aspect inrelation to the return for investment in an ethical fund as more important than men do. This canfurther explain the propensity for women to invest more in ethical funds than men. The thesisdoesn’t find any support for the claim that women and men, younger and older value low risk, forthe decision to invest in an ethical fund, differently. This goes against previous research within thefield of mutual fund and indicates that the investment behavior between ethical funds and regularfunds differ. The thesis did not find any support for the claim that higher educated people see theethical aspect in relation to the return as more important than people with lower education.
Syfte: Studien syfte är att utveckla en förståelse för hur risk, avkastning och etiskt inslag påverkarvid beslutet som leder till investering i en etisk fond. Specifikt syftar uppsatsen till att utvecklauppfattning kring om socio-demografiska skillnader avseende kön, ålder och utbildning, finns somförklaring i benägenheten att investera i etiska fonder. Metod: Vi har gjort enkätundersökningar på 90 respondenter Slutsats: Uppsatsen finner stöd för att kvinnor ser den etiska aspekten i relation till avkastningenvid investering i en etisk fond som viktigare än vad män gör. Detta kan förklara varför kvinnorockså är mer benägna än män att investera i en etisk fond. Uppsatsen finner inget stöd för attkvinnor och män, yngre och äldre värderar låg risk vid investering i en etisk fond olika. Dettamotsäger tidigare forskning inom investeringsbeteende för fonder generellt sett vilket indikerar attinvesteringsbeteende för vanliga fonder och etiska fonder skiljer sig åt. Uppsatsen finner helleringet stöd för att högre utbildade ser den etiska aspekten som viktigare än avkastning vidinvestering i en etisk fond.

Abstract:

The purpose of the thesis has been to explore the use of hedge fund styles when constructing portfolios of hedge funds (i.e. funds of hedge funds). The central question is if the use of hedge fund styles can significantly explain and improve risk adjusted returns (characterized by Sharpe ratios). The study has been done in collaboration with Optimized Portfolio Management AB who desire further knowledge and evaluation of hedge fund styles for their fund of hedge funds.

To be able to create successful ex ante portfolios we have explored various prediction models for both risk and return. Our findings indicate that return prediction is problematic using simple models such as regression since the risk exposure of the indices appear to change significantly over time. One can however using exponentially weighted moving averages (EWMA) achieve relatively promising estimations of future returns.

Covariance matrix estimation seems to be more straightforward. We have achieved promising results using both traditional EWMA models as well as improved estimators using principal component analysis.Covariance prediction models were evaluated separately using a minimum-variance portfolio optimization technique and provided a significant risk reduction compared to the aggregated hedge fund universe (represented by a naively diversified portfolio). Combinations of risk and return prediction models were evaluated using traditional mean-variance portfolio construction methods, which were optimized for Sharpe ratios. These provided a significant increase in risk adjusted returns relative to the aggregated hedge fund universe. The allocation is however discouraging due to serious instability over time.

Our findings indicate that there indeed is an advantage of taking hedge fund styles into consideration when constructing funds of hedge funds in a risk adjusted perspective. However, further research into return prediction needs to be done in order to stabilize portfolio allocation. An alternative seems to be tactical style allocation on a more fundamental analysis basis.

Syftet med denna uppsats är att undersöka huruvida en aktiv individ får högre framtida pensionsutbetalningar än en individ som låter kapitalet vara kvar i Premiesparfonden.

Vår undersökning har en deduktiv ansats, då ekonomiska teorier har utgjort grunden för de beräkningar som har gjorts. Beräkningarna bygger på hårddata, i form av historiska fondvärden, och studien är därmed kvantitativ. Tidigare undersökningar och beräkningar används för att styrka uppsatsen, som i och med detta är en sekundäranalys.  

Den placeringsstrategi som visade sig ge högst framtida utbetalningar med hänsyn tagen till risken var den aktiva placeringen. De portföljer som de aktiva premiepensionstagarna har att välja mellan i vår studie, ger alla högre framtida utbetalningar än Premiesparfonden. Vidare kan tilläggas att Premiesparfonden är ett av alternativen som har för hög risk i förhållande till dess låga avkastning.

Det skulle vara intressant att om några år, då Premiespar-fonden har förändrats till generationsfonder, göra om denna studie och då undersöka om detta leder till högre pensionsutbetalningar för de icke-aktiva premiepensionstagarna.

Denna studie bidrar med och stärker, genom konkreta exempel, det som en del andra författare redan påpekat, att de icke- aktiva premiepensionsspararna får lägre framtida utbetalningar än de som är aktiva i sitt sparande.


The aim of this thesis is to compare if being an active premium pension saver give rise to higher future payments, than keeping the capital in the Premium Savings Fund.

This essay has a deductive approach, as we started to study financial theories. It also has a quantitative research, since our calculations are called statistical data, which are composed of these financial theories. Previous studies and calculations are used to prove our essay.

The best investment strategy with the highest future payments, regarding risk preferences, turned out to be the active choice. All the choices an active premium pension saver can make by choose one of our different portfolios, has proved higher future payments, than The Premium Pension Fund. Further, the Premium Savings Fund is one of alternatives which have a lower return, regarding to the high level of risk.

It would be interesting to remake this study, when the new funds "generationsfonderna" has been introduced, and to see if this alternative leads to higher future payments.

This study contributes, through substantial examples, what some other writers already have done. A non-active premium pension saver gets lower future payments then the active savers.

This thesis comprises three essays on mutual fund performance which provide new insights into different aspects of the mutual fund industry. The first essay examines the relationship between the mutual fund manager’s past experience and mutual fund performance. The skills and knowledge acquired from the prior working experience may be transferred to the current working context, thereby influencing the current job performance (Schmidt et al., 1986). Using data on U.S. mutual fund managers’ work experience ranging from 1993 to 2012, we introduce a new method to evaluate mutual fund performance from the perspective of the manager’s lifetime working experience. Specifically, the method involves using the Principal Component Analysis to construct a Managerial Experience Index (MEI) based on 3 professional experience factors from the past career history of each manager: (i) investment objectives of the funds that s/he has managed (Zambrana and Zapatero, 2017), (ii) fund companies that s/he has worked for and (iii) industries of stocks in which s/he has invested (Kacperczyk et al., 2005). The MEI would increase along with the experience accumulation for each mutual fund manager. We group the sample based on the MEI into 5 quintiles from the lowest MEI score (most concentrated experience) to the highest MEI score (most diversified experience). The findings suggest that managers with more specialised experience outperform managers with more diversified experience. In addition, the “Specialist” managers tend to exhibit stock-picking ability while the “Generalist” managers tend to exhibit market-timing ability. The second essay analyzes the performance patterns of new funds during the early stage after their creation, and provides potential explanations for their short-lived outperformance. Using a sample of incubation-free mutual fund data from 1996 to 2015, we address the questions of (i) whether new mutual funds outperform the market and (ii) if they do what may explain their superior performance. We find evidence of out performance for the new funds during their emerging period defined here as the first 6 months of their existence, both before and after fund expenses are taken into account. This outperformance, however, only lasts for a short term and disappears soon after the emerging period. This short-lived outperformance can be explained by the small size effect and IPO stock allocation, but is only weakly associated with managerial characteristics such as team managers and prior experience in equity fund management. Our analysis also provides evidence on a flow-performance relationship. The results suggest that IPO allocation is an effective strategy that enhances investment flows during the emerging period of a new fund. In addition, we find that funds created by team managers attract more flows than funds created by individual managers. The third essay examines if fund managers would take into account turnover risk from a tournament when adjusting the risk of portfolios under their management, where the tournament is defined as the competition in a group with the purpose of being rewarded on their relative performance Conyon et al. (2001). In addition to exploring a statistical correlation between a manager’s discharge from a fund and the realized volatility of the fund that she had been managing, we use an instrumental variable (IV) approach to study whether one may infer causality from such a correlation. Using the instrumental variable (IV) measured as the peer flow pressure in the tournament following the “Rank-of-Ranks” approach in Kempf and Ruenzi (2008), we find that peer flow pressure is a highly statistically significant determinant of manager replacement. Further, the risk of replacement is significantly linked to the fund’s realized idiosyncratic volatility. The finding is robust to the use of an alternative instrumental variable (Segment Flow Rank), an alternative measure of realized risk (Carhart-adjusted Idiosyncratic Risk), and finite distributed lag specifications that incorporate one-period lags of explanatory factors.

In this thesis I will examine active equity mutual fund managers’ ability to outperform an index, which is done by utilizing a sample of four equity mutual funds that mainly invest in large Swedish quoted companies. In order to measure the risk-adjusted performance of the funds, a model created by Michael Jensen will be used. Furthermore, I will investigate whether the managers of the mutual funds increase/decrease the risk level, or rather the beta, when the stock market is bullish/bearish. Hence, two time spans have been chosen, 2001-2003 and 2004-2006, where the previous represents a bearish stock market and the later represents a bullish stock market.

The empirical evidence indicates that one fund in each period was significantly outper-formed by the comparable index. Furthermore, the result also suggests that two significant funds were talking more risk than the index in the bearish time period while three signifi-cant funds decreased the risk level during the bullish time period.


Denna kandidatuppsats undersöker aktiva fondförvaltares förmåga att upptäcka och inve-stera i fonder som presterar bättre än deras jämförekse index. Undersökningen är baserad på fyra aktiefonder som huvudsakligen investerats i Svenska börsnoterade företag. Fonder-nas riskjusterade prestation kommer att mätas med hjälp av en modell som är utformad av Michael Jensen.

Vidare kommer uppsatsen att undersöka om fondförvaltarna ökar eller minskar risk nivån, eller betavärdet, baserat på börsens utveckling under åren 2001-2003 och 2004-2006. Det förgående intervallet representerar en sjunkande börsperiod och det senare en stigande börsperiod.

Det empiriska resultatet indikerar att en signifikant fond i varje tidsintervall presterade säm-re än index. Utöver detta visade även resultatet att två signifikanta fonder ökade risk nivån, jämfört med index, i den sjunkande börsperioden medan tre signifikanta fonder minskade risk nivån i den stigande börsperioden.

I examine mutual fund performance using three different perspectives. I begin with Mutual Fund Holdings Batting Average, in which I analyze mutual fund performance through the creation of a new variable using funds’ stock holdings information. My results show that this new variable, Holdings Batting Average, is related to the future performance of managers. My next chapter, Quarterly Mutual Fund Holdings Information and Window Dressing examines two different approaches of using holdings information. I recommend that fund holdings reported at the beginning of the quarter are more related to actual mutual fund performance than holdings disclosed at the end of the quarter. In my last chapter, Morningstar’s Upside and Downside Capture Ratios¸ I test these two ratios that are being reported by Morningstar. I find that these measures do not predict outperformance, but appear to be related to future fund flows.

In the second part, the focus is on the analysis of legal and tax arrangement in chosen jurisdictions with emphasis on taxation in individual situations. The main goal of this work were elaboration of theoretical knowledge about this issue and the programming of selected methods od free-form deformations. The first part describes the required spline theory, matrix calculus and free-form deformations. The resulting version shows three programs. The first program compares the selected free-form deformation methods to the example of the 4x4 control point grid. The second program serves as a generalization for the general case of grid of control points. The last program is based on direct manipulation of arbitrary surface point and following recomputation of the control points to obtain demanded shape.

The amount of public money invested in the venture capital industry has increased sub-stantially over the last few decades. The goal is, in general, to facilitate growth in highly in-novative small and medium sized enterprises (SMEs) by securing their supply of capital in early stages. Hence, an important aspect of the effectiveness of public investment is wheth-er it increases the investees’ ability to attract additional funding. The process through which public investments can contribute to a better supply of capital to SMEs by more than just their own investment is commonly known as the catalysing or leverage effect of public in-vestment. In order to increase understanding of how this effect can be maximized, this study com-pares the amount of capital attracted to Swedish SMEs as a result of public fund-of-fund (FoF) investment to that of direct public investments. This study shows that: - FoFs are more effective in increasing the capital supply to SMEs in the market. - Public investments have a higher catalysing effect on the fund level than on the enterprise level. Hence, EUR 1 invested at the fund level has a larger positive impact for SMEs than EUR 1 invested at the enterprise level. - The investment quality of private venture capital (VC) investments is generally higher than that of direct public investments. Hence, FoFs allows public inves-tors to "free ride" on the skills of private VCs rather than setting up own struc-tures.

O presente Relatório Científico Final do Trabalho de Investigação Aplicada é subordinado ao tema “Lições Aprendidas no Desempenho de Funções de Comando (UEP/UEC). Estudo de Caso: 1ª Força Nacional Destacada na República Centro-Africana”. Esta Investigação tem como objetivo primordial verificar se o Processo de Lições Aprendidas foi corretamente aplicado à FND em estudo e se foi possível, após o retorno de experiências desta FND para a República Centro-Africana, retirar conclusões prósperas. De forma a obter um melhor aproveitamento no processamento da informação recolhida, optou-se por usar o modelo hipotético-dedutivo, uma vez que no término da investigação procura-se a verificação das hipóteses de investigação enunciadas, a resposta às questões derivadas e, em jeito de conclusão, a solução à questão central. Os dados obtidos provêm de uma análise documental e de uma análise qualitativa das entrevistas efetuadas. O estudo encontra-se dividido em duas partes essenciais. Numa primeira parte são escrutinados os conceitos necessários à conceção do desenrolar da investigação, culminando numa análise doutrinária referente à componente da North Atlantic Treaty Organization e do Exército Português. Por outro lado, numa segunda parte são expostos os procedimentos e métodos utilizados na investigação, é concetualizada uma análise aos resultados obtidos das entrevistas e retiradas conclusões de todo o processo investigacional. Derivado da investigação conclui-se que, após projeção e retração da 1ª FND e obtenção do Retorno de Experiências da mesma, verificou-se que a Capacidade de Lições Aprendidas atualmente em vigor no Exército Português deverá ter em conta uma maior proximidade com as Forças a serem destacadas para Teatros de Operações. No entanto, a utilização de Lições Aprendidas mostrou-se benéfica para a Força, uma vez que permite melhorar o rendimento e o aproveitamento de futuras projeções.

This thesis deals with the issue of funding public needs through State funds. It is not very well known to the public, but very interesting institution with which everyone can encounter in everyday life. The main objective of this work is to define and evaluate the possible development of the State funds in the Czech Republic de lege ferenda. The sub- objectives include the legal framework for the functioning of the State funds (their financing and organizational structure ) and a comparison of Czech legislation with foreign, specifically examples of State funds in Poland and the Slovak Republic. The thesis is composed of five chapters. First part is designed to lay down the theoretical foundation for further explanation, readers familiar with the area of public finances, namely the budgetary management. The second chapter defines and describes the system of fund off-budget funds. The third part is devoted to the various State funds in the Czech Republic (currently there are six of them), their common features and brings positives and negatives of their existence - as de lege lata. Abstract:
This diploma thesis deals with the State Environmental Fund of the Czech Republic which main objective is to support ecological measures taken in accordance to the State Environmental Policy and principles of the environmental protection of the Czech republic. Apart from that it represents basic economical instrument of fulfilment of duties imposed by international treaties on environmental protection and by the membership of the European Union. The main goal of this thesis is to describe this intitution and to try to outline possible development de lege ferenda. For the accurate delimitation of the Fund in the structure of public finances, the thesis contains a large general part dealing with public funds. The diploma thesis is divided into seven chapters. The first chapter deals with the theoretical foundation which is necessary for understanding of the other factors. The reader familiarises himself with the area of public finance and financial management. The second chapter follows up with the general foundation and presents financial management and also describes the structure of each off-budgetary fund.
