Abstract:
Millions of the most deprived people worldwide live in slums with a lack of access to adequate water, hygiene and sanitation. Inadequate housing and living conditions increase vulnerability to other problems. For example, people living on the river banks in Jakarta regularly experience flooding due to adverse environmental conditions. Not only do the river bank settlements suffer from floods, but also other settlements as well as offices in Jakarta encounter similar effects. These regular floods cause billions of Indonesian Rupiah’s (IDR) in damages annually. As part of flood prevention programmes, the Jakarta government has evacuated and emptied the river bank settlements and has relocated the residents to rented, public high-rise housing provided by the municipality. This article will not address the legal issues of the relocation. Rather, it will examine whether relocation and resettlement due to development programmes can be addressed from a different perspective focusing on human rights as a means to eliminate poverty. It will also investigate the available accountability mechanisms at both the international and national level. Furthermore, it will assess whether these mechanisms can be employed to address the effect of development programmes which disproportionally affect people living on river banks. This study will use the classic legal research method, i.e. the normative legal method, to answer the research questions. In addition, it will also employ the human rights-based approach in assessing the regulation and policies adopted by the Indonesian authorities. The final part of this article will provide conclusions and recommendations for policymakers to address the societal problems by employing the human rights approach in tackling poverty and reducing the negative impacts of developments.

Abstract:
Throughout the centuries flood disasters have taken a loss of human lives property damage, and economic impacts all over the world. In Jakarta, Indonesia, various alternatives of strategies after flood disasters have been implemented during the past reconstruction project due the high severe damage losses. Unfortunately the programs just issues, based on the damage and losses assessment after recent disasters happened, it indicated the necessity of better flood disaster management for future life’s people in Indonesia. The research focused on flood disaster mitigation program and used as some implementation program from other countries for comparison to propose an appropriate design of mitigation and planned. The approaches use the Analytic Hierarchy Process (AHP) as a decision analysis tool, in order to develop a Program Evaluation Model (PEM) for flood disaster management in Jakarta. In addition, data will be gathered through direct survey with experts. The PEM’s concept is concerned with the selecting the major factors which influence the management of flood disaster in Jakarta, and use the identified factors to evaluate different flood mitigation program from other countries (Taiwan, Japan, Netherlands, United States, and United Kingdom).

As is done in Indonesia, especially in DKI Jakarta Province which should do good waste management in order to reduce environmental damage that will impact people's lives such as flood disasters and so on. In this study discussed how the role of the DKI Jakarta government in managing waste to reduce the quantity of waste that can lead to environmental damage. And how to implement regional regulations of DKI Jakarta on waste management in DKI Jakarta. Hydrometeorological disasters are showing an increasing trend in Indonesia. Flash floods are part of a hydrometeorological disaster that has a significant livelihood impact. Flash Flood is triggered by the intensity of extreme rain, several actions of mitigation can be taken by early warning systems, hazard and risk mapping, community preparedness, and climate change adaptation. So, how does future land use have an impact, and how much loss will result from the flash flood disaster in Batu City? The hydrometeorological disaster that occurred in Indonesia was the Batu Flash Flood. The Flash Flood occurred on November 4, 2021. The flash flood has a lot of impact on many locations, including the Bumiaji District and Junrejo District. Based on the disaster history recorded, the flash flood in Batu has only happened once, but the impact was quite big because there are many houses in the midstream of Bulukerto. Based on the losses caused, this can be the basis for efforts to control the spatial pattern of Batu City in the future. The methodology used in this study is risk assessment. While the risk study related to delta (Δ) the study of flash floods risk in spatiotemporal prevention uses the 2030 spatial plan for delta prediction (Δ), which can later predict the consequences of climate change and meteorological disasters from flash floods in Batu. The results of this study are the delta (Δ) of flash flood risk and the damage assessment of the flash flood that occurred in Batu.

Tidal floods and land subsidence often occur in the coastal areas of Semarang, Central Java. The coastal area of Semarang has an essential role in the economy of the city of Semarang, especially the Port of Tanjung Emas. Research with a multidisciplinary approach is expected to obtain conclusions on technical and non-technical problems to prepare mitigation measures and reduce the risk of tidal flooding. This study aims to determine and analyze the impact of tidal flooding in the city of Semarang using a multidisciplinary approach. The data used for the analysis came from literature studies and field observations. This research method is descriptive analysis. The results showed that the tidal flood caused damage to infrastructure, houses, and other public facilities. This damage makes the infrastructure not function optimally. Other impacts the community feels are disruption of economic activities, lower productivity, and increased maintenance costs, thereby reducing overall community income. Therefore, tidal flood prevention is needed from all stakeholders, both individually and collectively.

ABSTRACTRob flooding in coastal areas is a problem that is currently very difficult to solve, especially big cities in Indonesia. This study discusses the causes of rob flood disasters to the impacts caused to inundated areas. This research uses descriptive qualitative method with the approach of study literature in conducting studies related to the cause of rob flood. The case study that became the reference of this study consisted of rob flood problems in the city of Semarang, Brebes Regency, Pekalongan, and North Jakarta. The cause of rob flooding in coastal areas is dominated by decreased land levels and rising sea levels at high tide. The impact of rob flooding is very detrimental to the community and the government. Areas affected by rob flooding are not uncommon to become slums after rob floods occur. Damage to infrastructure and public facilities is also inevitable when affected by rob flooding. Studi kasus yang menjadi acuan dari penelitian ini terdiri dari permasalahan banjir rob di Kota Semarang, Kabupaten Brebes, Pekalongan, dan Jakarta Utara. Penyebab dari banjir rob di kawasan pesisir didominasi oleh penurunan muka tanah dan kenaikan muka air laut pada saat terjadi pasang air laut. Dampak yang ditimbulkan dari banjir rob sangat merugikan masyarakat dan pemerintah. Kawasan terdampak genangan banjir rob tak jarang menjadi kawasan kumuh pasca banjir rob terjadi. Kerusakan infrastruktur dan fasilitas umum juga tidak dapat dihindari saat terdampak genangan banjir rob. Penelitian ini diharapkan dapat menjadi pertimbangan sebagai bahan antisipasi bagi warga yang berada di kawasan pesisir saat menghadapi banjir rob.Kata Kunci: Land Subsidence, Over Pumpage Air Bawah Tanah, Genangan Rob

Rainfall modeling is one of the most critical factors in agricultural monitoring and statistics, transportation schedules, and urban flood prevention. Weather anomaly during the dry season in urban coastal areas of tropical countries such as Jakarta, Indonesia has become a challenging issue that causes unexpected changes in rain patterns. In this paper, we propose the Bayesian Network (BN) approach to model the probabilistic nature of rain patterns in urban areas and causal relationships among its predictor variables. Rain occurrences are predicted using temperature, relative humidity, mean-sea level (MSL) pressure, cloud cover, and precipitation variables. Data are obtained from the remote sensing sources of the National Oceanic and Atmospheric Administration (NOAA) satellite in Jakarta 2020-2021. We compare both of the score-based, i.e., Hill Climbing (HC), and hybrid structure learning algorithms of Bayesian Network including the techniques of Max-Min Hill Climbing (MMHC), General 2-Phase Restricted Maximization (RSMAX2), and Hybrid-Hybrid Parents & Children (H2PC). Further, we also compare the performance of score-based model (Hill Climbing) under five different popular scorings: Bayesian Information Criterion (BIC), K2, Log-Likelihood, Bayesian Dirichlet Equivalent (BDE), and Akaike Information Criterion (AIC) methods. The main contributions of this study are as follows: (1) insights that the hybrid structure learning algorithms of Bayesian Network models are either superior in performance or at least comparable to its score-based counterparts (2) our proposed best performed Bayesian Network model that is able to predict the rain occurrences in Jakarta with a promising overall accuracy of more than 81 percent.

Pornography causes damage to the five parts of the brain, especially in the pre frontal cortex (the right part of the brain behind the forehead of logic brain). Consequently the part of the brain responsible for logic will be deformed due to unfiltered hyper stimulation (the brain only seeks pleasure without consequence). In addition, the most worrying impact is a decrease in academic achievement and learning ability, as well as a reduced decision-making ability. Furthermore, an increasing number of active sexually active adolescents will also increase the case of unwanted pregnancies, and abortion actions that are often regarded as a solution to the problem. Through community development activities are expected to be able to contribute in the form of data and information related to the level of pornography addiction that is rife among teenagers. From the understanding that is formed, it is hoped that it can become a material consideration for policy making related to the prevention and handling of pornography among teenagers in Indonesia.

<p><em>This study aims to analyze forest fires in Indonesia in terms of anthropocentric environmental ethics perspectives. The method used is the method of observation, and the primary data can be by interviewing the people who live in the location of forest fires in Riau province, and the perpetrators of illegal logging, and companies that use the forest. While the secondary data obtained from statistical data, and from the Riau provincial government, and then the data is analyzed descriptively. In the perspective of the environmental ethics of anthropocentrism, the forest is an invaluable resource (biodiversity as a source of germplasm, timber and non-timber forest products, the water regulator, flood prevention and erosion and soil fertility) whose utilization and protection should be regulated accordingly with relevant and applicable laws and government regulations. Events of forest fires are one form of human action that is contrary to the principles of environmental ethics, resulting in large casualties and losses. In fact, in anthropocentrism more emphasis on the human interest that has led to human behaviour that tends to damage nature.</em><em></em></p>

AbstractJakarta is Southeast Asia’s most disaster-vulnerable city and recently has suffered from severe floods almost every year. Flood events have worsened mainly because of ground subsidence, reduction of green spaces, and littering into streams. The mangrove forests remaining in coastal urban areas of northern Jakarta can be utilized for mitigating flood damage. In the first two sections of this chapter, an overview of flood events is presented and the status of mangroves in Jakarta Bay is introduced. Mangroves may serve as hard and soft measures for disaster reduction. Because enlargement of the area of mangroves in urban Jakarta is difficult, in the last section, soft measures, especially the utilization of mangroves as an icon for disaster reduction, are proposed. Activities such as the incorporation of a mangrove design as a logo in documents of disaster prevention education may enhance citizens’ recognition of disaster risks because they will see both logos and mangroves repeatedly in real life.

With increase in urbanisation and climate change, urban flood (UF) is becoming more frequent and intense – surpassing other types of flooding in terms of death and damage to critical infrastructure (CI) buildings. Guwahati, gateway to the eight states of north-east India, is prone to recurring UF – three to four times annually. The lack of an urban drainage network has added to the suffering of the residents. A major portion of the building stock are non-engineered and many new constructions are without UF compliance. Considering that the population and buildings are at risk, this research aims to develop a comprehensive UF vulnerability index (UFVI) as a combination of two indices – human vulnerability index (HVI) and building vulnerability index (BVI). Modified on various concepts of vulnerability assessment for hazards in the developing world, the UFVI has been proposed considering inherent hardships related exclusively to UF. For this purpose, in a prior survey conducted in the 31 municipal wards of the city, relevance of the HVI was checked by choosing residents as survey respondents and the BVI will be conducted based on the concept of rapid visual screening (RVS) of buildings. The HVI stratified the population into five tiers (‘very high’ to ‘very low’) and the BVI is expected to stratify the CIs similarly. These two indices will be combined in HAZUS-MH platform to obtain the UFVI ward-wise. This paper puts forward a theoretical explanation of the method that will be incorporated once the BVI is developed and while combining HVI and BVI to develop the UFVI. The composite UFVI that will be obtained will contribute to long-term actions for improving resilience of the existing population and CIs of the city against UF
