Abstract:
The finite-set statistics (FISST) foundational approach to multitarget tracking and information fusion was introduced in the mid-1990s and extended in 2001. FISST was devised to be as “engineering-friendly” as possible by avoiding avoidable mathematical abstraction and complexity—and, especially, by avoiding measure theory and measure-theoretic point process (p.p.) theory. Recently, however, an allegedly more general theoretical foundation for multitarget tracking has been proposed. In it, the constituent components of FISST have been systematically replaced by mathematically more complicated concepts—and, especially, by the very measure theory and measure-theoretic p.p.’s that FISST eschews. It is shown that this proposed alternative is actually a mathematical paraphrase of part of FISST that does not correctly address the technical idiosyncrasies of the multitarget tracking application.

The finite-set statistics (FISST) foundational approach to multitarget tracking and information fusion has inspired work by dozens of research groups in at least 20 nations; and FISST publications have been cited tens of thousands of times. This review paper addresses a recent and cutting-edge aspect of this research: exact closed-form—and, therefore, provably Bayes-optimal—approximations of the multitarget Bayes filter. The five proposed such filters—generalized labeled multi-Bernoulli (GLMB), labeled multi-Bernoulli mixture (LMBM), and three Poisson multi-Bernoulli mixture (PMBM) filter variants—are assessed in depth. This assessment includes a theoretically rigorous, but intuitive, statistical theory of “undetected targets”, and concrete formulas for the posterior undetected-target densities for the “standard” multitarget measurement model.

Abstract:
This research aims to combine the effects of waste glass and Nano-silica powder on the properties of fiber-reinforced self- compacting mortar. A detailed study was undertaken to investigate the effect of different glass powder contents as cement replacement on the behavior of mortar. For this purpose, Portland cement was partially replaced by 10%, 15%, and 20% waste glass powder alone, and then in combination with 2% substitution levels for Nano-silica. The amount of water-binder ratio and cementitious materials content were considered constant. Fresh properties of specimens were determined using slump flow, and vfunnel flow time tests, mechanical properties were determined by compressive strength, and tensile strength tests, and durability characteristics evaluated by water absorption, and resistance to sulfuric acid attack. Microstructural morphology of specimens was also assessed by scanning electron microscopy. It was observed that the workability slightly decreased and improved mechanical and durability properties could be achieved. The SEM micrographs illustrated more densified pore structure of the mortars containing waste glass powder which leads to increase in strength and durability of specimens.

Abstract:
The First Amendment was brought to life in a period, the twentieth century, when the political speech environment was markedly different than today’s. With respect to any given issue, speech was scarce and limited to a few newspapers, pamphlets or magazines. The law was embedded, therefore, with the presumption that the greatest threat to free speech was direct punishment of speakers by government. Today, in the internet and social media age, it is no longer speech that is scarce—rather, it is the attention of listeners. And those who seek to control speech use new methods that rely on the weaponization of speech itself, such as the deployment of “troll armies,” the fabrication of news, or “flooding” tactics. This Essay identifies the core assumptions that proceeded from the founding era of First Amendment jurisprudence, argues that many of those assumptions no longer hold, and details the new techniques of speech control that are used by governmental and nongovernmental actors to censor and degrade speech. It concludes by arguing that protection of free speech may now depend on law enforcement recognizing its role in the protection of the American speech environment.

Regular observations of active processes in the solar atmosphere have been started using the first stage of the multiwave Siberian Radioheliograph (SRH), a T-shaped 48-antenna array with a 4–8 GHz operating frequency range and a 10 MHz instantaneous receiving band. Antennas are mounted on the central antenna posts of the Siberian Solar Radio Telescope. The maximum baseline is 107.4 m, and the angular resolution is up to 70". We present examples of observations of the solar disk at different frequencies, “negative” bursts, and solar flares. The sensitivity to compact sources reaches 0.01 solar flux units (≈10^{-4} of the total solar flux) with an accumulation time of about 0.3 s. The high sensitivity of SRH enables monitoring of solar activity and allows studying active processes from characteristics of their microwave emission, including faint events, which could not be detected previously.

Several recent studies with lipid-lowering substances have shown a significant reduction in complications of this disease with drastic reduction of LDL-cholesterol levels. However, a huge proportion of patients in secondary prevention remain with inefficient treatment. Vastatins, also called statins, are considered worldwide as the first-line pharmacotherapy for the treatment of hypercholesterolemia, being the most efficient drugs to lower LDL-cholesterol, still presenting excellent tolerability. The main mechanism of action of vastatins is inhibition of the enzyme hydroxymethylglutaril-coenzyme A (HMG-CoA) reductase. Currently, the therapeutic arsenal for cases of family hypercholesterolemia and statin intolerance incorporated PCSK9 inhibitors (proprotein convertase subtilisin/kexin type 9) which is an enzyme that is involved in the degradation of the LDL- cholesterol receptor in the lysosome, preventing its recycling to the cell surface, thus reducing the amount of LDL- cholesterol receptors available, with consequent elevation of this lipid. Mutations with gain of function that lead to an increase in the expression of this enzyme cause, therefore, an increase in LDL- cholesterol, while mutations that lead to a decrease in its expression decrease LDL-cholesterol.

Abstract:
Francoism in the initial period of its existence focused on building a self-sufficient economic system. The policy pur-sued by the fascist countries, primarily Italy, was taken as a model. This choice was due not only to the ideological close-ness and assistance that these states provided to the Fran-coists during the civil war, but also to objective factors. The World War II limited international trade, and afterwards Spain was in international isolation. Under these conditions, the main task was to reduce dependence on imports. To do this, the government actively intervened in the economy, setting prices and controlling the distribution of resources. The re-sults of the first decade were modest, some of the worst among non-belligerent countries in Europe. In the 1950s the policy was adjusted: control over the economy was relaxed, equipment purchases abroad were more active. This allowed for significant growth. The growing trade deficit was covered by US loans, as well as tourism income. Nevertheless, the basic principles of the autarkic policy persisted, which led to a severe economic crisis in the late 1950s.

The Family Phocidae consists of four subfamilies, with ecomorphs known only in representatives of the subfamily Phocinae. This study demonstrates that ecological and morphological characters of the other three subfa milies Cystophorinae, Devinophocinae, Monachinae) do not fit precisely into the previously described ecomorphs for Phocinae. These groupings are based on recent seals, but can also be extrapolated to fossil seals based on morphology and probable ecologica l preferences. The separation of taxa by combining morphological, ecological and dietary data is extremely important for demonstrating similarities and differences in both fossil and modern representatives of seals of the Family Phocidae, straying away fro m normal alpha and beta systematics that group species based only on taxonomic relationships. Due to the fragility of cranial remains, the three most commonly found bones (mandible, humerus, femur) are used to group species. Modern seals have specific morp hological features and ecological distinctions (diving depths, environment, diet, body size) similar to those of fossil species, providing a rationale for associating the many dissociated fossil elements. For the first time, seals of all phocids subfamilie s are divided into their corresponding ecomorphs.

Abstract:
A sample of goji leaves with blisters was brought from a private garden in Vyšná Kamenica to the Botanical Garden of Pavol Jozef Šafárik University in Košice to identify the problem. The respective plant (Lycium chinense Miller cv. Big Berry) was bought through the internet and these distortions occurred after some time during cultivation. The mites found on the deformed leaves were examined using a light microscope and a scanning electron microscope (SEM) as well. The identity of Aceria kuko (Kishida, 1927), the goji berry gall mite, was confirmed. Other available possible host plants in Košice and the surroundings were checked with no positive findings. However, typical foliar galls on goji plants have been indirectly observed (through the television) in Malinovo near Bratislava. Due to the risk from this mite species not only to the goji (Lycium sp.) but also to the pepper (Capsicum annuum Linnaeus) and some other Solanaceae plants, the respective authorities of the Slovak phytosanitary service were informed.
