Abstract:
The Coastal Fishing Port Sadeng is located in Girisubo District, Gunung Kidul Regency, Yogyakarta. The Coastal Fishing Port Sadeng plays a role to support the development of marine fisheries in the Special Region of Yogyakarta Province. The initial information obtained was that at The Coastal Fishing Port Sadeng, fishing actors did not comply with licensing documents. The purpose of this study was to determine the problem and assess the level of compliance of fishing’s actors in The Coastal Fishing Port Sadeng, which has fishing vessels with a size of more than 5 GT, to the applicable regulations in the marine and fisheries sector. The method used in this research is a case study on the compliance of fishing vessels at The Coastal Fishing Port Sadeng. The data analysis used is descriptive analysis. The results of the study stated that the level of compliance of fishing vessels in Coastal Fishing Port Sadeng to the ownership of SIUP licensing documents was 97.14% (very good), SIPI 51.43% (very poor), SLO 48.57% (very poor), and SPB 31.43 % (very less). Licensing documents that are not owned or have expired and the incompatibility of documents with the physical ship are problems that cause the level of compliance of fishing business actors at Coastal Fishing Port Sadeng to be considered very low. Abstract:
The continuity of Indonesian transborder fishing activities into Australian Fishing Zone (AFZ) highlights the rooted dispute of maritime border when contested space of boundary shared by local, state and international actor is confronted. Therefore, the prevailing of multilayer perspective of maritime boundary should not be easily neglected. The colonial project in early 19th century in Southeast Asia that initiated the foundation of modern state-formation had challenged the prior-political and economic construction of the region, specifically on the issue of territoriality. The modernization of shipping and fishing activities of which relied on technology and capitals had generated political and economic competitions and later persuaded state’s actors of applying the strategy of the territorialisation of the sea in order to ensure control. Unavoidably, securitization of transborder fishing became preferable solution. Transborder fishings are further subjected into state control relied on territorial sovereignty.This paper examines the transformation of transborder fishing in Timor and Arafura Sea to demonstrated the contested space of which interplayed by local, state and international actor. State regulations had transformed transborder fishing into political space of authority competition relied on territorial sovereignty, while socio-cultural heritage reminds exploited within fluid space of livelihood survival when state function is just absent.

Abstract:
The importance of the fisheries sector for East Java Province can be seen from the high capture fisheries production compared to other provinces di Indonesia. In 2021, East Java Province is listed as the province with the highest capture fisheries production in Indonesia. This is suspected to be affected by several factors i.e the numberi of fishermen, fishing vessels, and fishing ports, so analysis is needed to determinei the effect of these factors on capture fisheries in East Java. The aim of this studyi was to determine the effect of the amount of fishermen, fishing boats, and fishing ports on capture fisheries production in East Java. The research methodi used in this research iis descriptive using secondary data. The data analysis used is multiplei linear regression, F-test, and T-test. Based on the results, the multiple linear regression analysis were obtained by the equation y = 292.543,118 + 0,381 X1-0,722 X2 + 2.838,450 X3 with an adjusted R2 value of 72,7 %. The F test shows a isignificance <0,05, which meansi that the total number of fishermen, fishing boats, and fishing ports have a significant effecti simultaneously on capture fisheries production in East Java. The T-test shows that the numberi of fishing ports has a partially significant effect on marine capture fisheries production in East Java Province (sig. <0,05). Meanwhile, the number ofi fishermen and fishingi boats showed no partially significant effect oni capture fisheriesi production in East Java Province (sig. > 0,05).
