Abstract:
This study aims to determine the role of fisherwomen in improving the economy of fisherman households in Ampenan Selatan Village, Ampenen District, Mataram City. The researcher used a purposive sampling technique in determining the sampling, namely the sampling technique with certain considerations, totaling 52 fisherman households. To analyze the problem formulation of the role of fisherwomen in improving the economy of fisherman households, researchers used the Chai-square test statistical analysis tool. The results showed that 31 female fishermen had jobs as laborers, 10 female fishermen as traders, 5 female fishermen as housewives, 5 female fishermen as household helpers and as many as 1 female fisherman as breeders. The role of fisherwomen in improving the fishermen's household economy is carried out by comparing the frequency distribution of observations or observations with the expectation distribution using Chai-Sqauare (X2) the result is 28.085, so H0 is rejected which means that there is a role for fisherwomen in improving the household economy fishermen (HI received).

Abstract:
The Fisherman Card as a proof fisherman identity is a form of formal recognition of the existence and rights of the fishermenby the state. The implementation of the fisherman card from Jakarta up to remote areas is regulated in the Decree of theMinister of Marine Affairs and Fisheries No.16 of the year 2016 on the Fisherman Card. The government through theMinistry of Marine Affairs and Fisheries, c.q. the Provincial Office as well as the Municipality Office of Marine Affairsand Fisheries are targeting that the whole fishermen in this area would hold the fisherman card. Since its launching in2013 until the implementation of the Ministerial Regulation on the Fisherman Card, many fishermen have not received thefisherman card while those who hold the card do not understand the function of the card. The Kupang Municipality up to the144JAP UNWIRA, Vol. 1, No. 1, Januari - Juni 2020mid of 2017 has covered only 26.74 percent of the fishermen as card recipients. This research utilizes the Dunn theoreticalframework that covers the aspects of effectiveness, efficiency, adequacy, equality, responsiveness, and correctness to analyze theimplementation of Fisherman Card in Kupang Municipality. The research period that started from June through September2017 in five coastal villages (Nunbaun Sabu, Nunbaun Delha, Pasir Panjang, Oesapa, Lasiana) found that 73.26 percentof the fishermen had not possessed the Fisherman Card. Worse even, the card holders did not understand the purpose of thecard. The low percentage of card ownership is considered as caused by inadequacy of technical apparatus and human resourcesthat could not cover the whole fishermen of Kupang Municipality. The Fisherman Card is also gender-biased in that itaccommodates only fisherman as narrowly defined by the Law No.7 of 2016 as a person whose occupation is catching fish. TheFisherman Card neglects the pre and post activities of fish catching as well as of salt farmers, most of which are female works.The halfhearted recognition by state of the existence of fishermen who are involved in every link of the marine and fisherywork-chain is nothing but an indicator of the state’s absence to fulfill the rights of fishermen, and of fisherwomen in particular.

Provided by the Government to Fishermen through Group Mechanisms and Capital Assistance Programs, Skills and Knowledge Improvement Programs, and Fisheries Sector Business Diversification Programs, Fisherman Insurance Premium Assistance Programs (BPAN), Fishermen Equipment Assistance Programs, Capture Fisheries Rural Mina Business Development Programs (PUMP) PT). The purpose of this paper is to oversee the programs implemented by the government in an effort to empower traditional fishermen to run effectively and efficiently. The method ofwriting this research is based on the results of research findings from vos viewer regarding the Implementation of Fishermen Empowerment Programs.One of the findings from several researchers that we quote is the Fisherman Insurance Premium Assistance program in collaboration with PT. Jasindo, thepayment of fishermen's insurance premiums is assisted for a year, after which fishermen can continue their policies independently with a small premium of around Rp. 75,000 per year.

Research has been carried out at the Fishery Port UPT Dumai City, Riau Province which aims to describe the socio-economic characteristics of fishermen, determine the level of compliance of fishermen, fishermen's perceptions of the criteria for environmentally friendly fishing gear, fishermen's perceptions of the existence of fish resources and see a comparison of compliance and perceptions of fishermen in UPT Fishery Port Dumai City, Riau Province. This type of research is descriptive research with a survey method. The sample used is 33 respondents with sampling technique. Data collection techniques were carried out by means of observation and interviews using questionnaires to respondents. The analysis used is descriptive, comparative analysis using the Kruskal-Wallis test and the Mann-Whitney test, and correlation analysis using the Spearman rank correlation. The results of this study indicate that the socio-economic characteristics of fishermen in the Fisheries Port UPT, Riau Province, are the majority of fishermen aged 36-45 with low education, namely basic education. Experience as a fisherman for more than 15 years. Then for the characteristics of fishermen in the income section, the dominant fishermen earn above the UMP as many as 20 people. Finally, for fishermen, the most dependents are 3-4 dependents as many as 15 people with a percentage of 45.46%. Gill net fishermen have the highest compliance compared to splints and sondong while the lowest compliance is sondong fisherman. There is no significant difference in fishermen's perceptions of environmentally friendly fishing gear and fishermen's perceptions of the existence of fish resources

Abstract:
The high risk of losing fishermen's life while at sea is inversely proportional to their low welfare. Fishermen are also unable to meet their daily needs when they are not going to sea. Fishermen welfare insurance can be a solution for them to meet their daily needs. Willingness to Pay (WTP) of fishermen to participate in fishermen welfare insurance can be analyzed using Logistic Regression with Newton Raphson and Genetic Algorithm approximations. Some of the main factors that can support their WTP to participate in fishermen welfare insurance, are fishermen education, membership in the fishing community, membership in fisherman business cards, and knowledge about the existence of fishermen insurance. From these four factors, Logistic Regression Model is generated which is expected to help the increase of fishermen’s WTP on fishermen insurance in Indonesia.

Abstract:
Even though fuel subsidy can give more profit to the fisheries sector, it also has drawbacks to the ecosystem that tends to lead to overcapacity. This study investigated the impact of fuel subsidies on the income of fishermen operating in Zone A and Zone B in Kedah and Perlis. Focus group discussions with fisherman association committees were conducted to understand the issues related to fuel subsidy. The regression analysis method was used to examine the relationship between the fishermen’s monthly income and various explanatory variables, such as oil subsidy received by the fishermen, the incentive value of catch received, the monthly allowance, the location of fishing activity, and the socioeconomic background of fishermen. The result of the study revealed that Boat B fishermen gained more benefits from the implementation of fuel subsidized policy than Boat A fishermen because the former used larger boat sizes and better fishing gear. In addition, variables, such as fuel subsidy, operating costs, and duration of fishing hours, influenced fishermen's income. Although fuel subsidies may contribute toward overfishing, fuel subsidy is still needed by small-scale fishermen since it can reduce the cost of fishing activities and thus increase their monthly income. This research indicates that it is important to understand the contribution of fuel as the total cost of fishing activities and how fuel subsidies can reduce these costs to improve the income of fishermen in the study area.

Fisheries resources in Jayapura City is very potential. Fisherman households are very dependent to use fishery resources. Pandemic Covid-19 has an impact of fishermen’s households economy. The research was conducted on 62 KK in Jayapura City, namely in Hamadi and Dok 9. The research objective was to determine the level of vulnerability and resilience of fishermen households due to the Covid-19 pandemic. The data used consists of primary data and secondary data. The results of the study show that the most impactful aspects of the Covid-19 pandemic on respondent fishermen are the economic aspects and the level of resilience of respondent fishermen is classified as moderate with a resilience value of 4,90, this shows that the social resilience of respondent fishermen is moderate in facing the Covid-19 pandemic. Because the potential of the resource is potential, so that what the related institutions need to do is to prepare facilities that can support the production process after capture fisheries activities.

Batang Gasan District, Padang Pariaman Regency, West Sumatra Province has a fisheries product processing segment, both in terms of human resources (interest and experience) and natural resources (fisheries production). The purpose of this study was to determine the capacity for counseling for fisheries workers, fishermen’s satisfaction, and the relationship between the capacity of fisheries counseling workers and fishermen satisfaction in counseling related activities. Respondents in this study were fishermen who participated in counseling activities, as many as 68 people were used as samples using accidental sampling. The data analysis technique uses the Spearman Rank correlation method (Rs). In which, the results of this study are the capacity of counseling workers as facilitators is considered good, the capacity of counseling workers as motivators and educators is considered not good and the capacity of counseling workers as communicators is considered quite good, fishermen's satisfaction with planning is considered as quite satisfied, fishermen's satisfaction with implementation and evaluation is considered as not satisfied, and the capacity of counseling workers as facilitators, motivators, educators and communicators is significantly related to fishermen's satisfaction. It is expected that the capacity of counseling workers as motivators and educators is further enhanced in counseling activities so that fishermen feel satisfaction and can make fishermen's behavior change.

The phenomenon of climate change is one of the events that affect the coastal communities of Pacitan Regency, especially their livelihoods as fishermen. The purpose of this study is to analyze the adaptation activities of fishermen due to climate change that affects fishermen's household income using a sustainable livelihood approach. Determination of respondents through purposive sampling technique, where the total sample is 104 fishermen. This study uses a survey method in the field with fishermen based on several questions through questionnaires submitted to coastal fishermen in the District of Pacitan Regency. Factor analysis and multiple regression were used to analyze the data. The results showed that simultaneously the variables of fishermen's adaptation choices, government adaptation choices, education level, age and experience as fishermen, fishermen's distance to the sea, location of mangrove areas, savings, asset ownership, credit, participation in fisherman group organizations, and ownership of tools. Simultaneous capture has a significant effect on the total income of fishermen. Partially, the variable of fisherman adaptation choice, education level, age, the distance of fishermen when fishing, location of mangrove area, savings, asset ownership, credit, and ownership of fishing gear have a significant and positive effect on the total income level of coastal fishermen in Pacitan Regency, while the experience variable as fishermen have a negative and significant effect on the total income level of coastal fishermen in Pacitan Regency.

Fisherman Insurance Premium Assistance is considered important to ensure protection for their lives and work accidents so that all fishermen and fishermen's families have the confidence to carry out their activities at sea. The provision of insurance through the Insurance Premium Assistance Program for Fishermen (BPAN) is a program to ensure better fisherman activities in the fishing business so that the rights and obligations of fishermen are clear and will be protected in their fishing business activities. As the Law of the Republic of Indonesia Number 07 of 2016 concerning the Protection and Empowerment of Fishermen, Fish Cultivators, and Salt Farmers, has regulated the provision of protection for the work risks experienced by fishermen through the provision of insurance.

The marine area of the west coast of Buleleng Regency has great potential for fisheries and marine affairs which, if managed properly, will be able to provide welfare for people who depend on the fisheries and marine sectors such as fishing communities. However, the reality is that there are still many fishermen who are in poverty so this is an irony for an area that has rich marine potential but the condition of the fishing community is still in the shackles of poverty so that policies or empowerment programs that are more pro-civil society are needed. This research was conducted to find out some of the actions of empowering fishing communities in the West Coast Region of Buleleng Regency, so that they can be useful both theoretically and practically. Data collection methods were carried out through interviews with several informants to obtain primary data and also through observation methods and document studies. Data analysis will be carried out using qualitative analysis, namely organizing data, sorting it into manageable units, synthesizing it, looking for and finding patterns, so that a conclusion is obtained. The research revealed that the sectoral government has implemented several actions that are part of the coastal community empowerment program including fishermen through several activities, namely strengthening the entrepreneurial culture of fishermen, strengthening fishermen's institutions, strengthening participation, strengthening fishermen's capital and through providing revolving capital assistance, as well as infrastructure assistance. As a result, fishing communities can experience positive benefits from empowerment efforts such as increasing fishery and non-fishery business diversification and wider fishing range so that it can affect the socio-economic conditions of fishermen who are getting better. It can be suggested to the related parties, that the fishing community should be provided with fisherman business capital assistance by the government through financial institutions that are no longer considered burdensome to fishermen, such as the necessity of guarantees or collateral in the form of certificates or BPKB when obtaining fisherman business credits that have been This is a complaint of the fishing community, especially the small fishermen.

An area's wealth of natural resources can bring prosperity to its people. However, this is not the case with the fishermen in the Maluku Tengah Regency, Maluku, Indonesia, who live in the Golden Fishing area. For nearly 20 years, fishermen in this district have lived below the poverty line. In this study, RIA will be used to evaluate policies from the central government level to the district government level. The goal is to add to the repertoire of knowledge in the study of public policy and see the causes of this issue and alternative solutions. This field research uses a qualitative approach with a Regulatory Impact Assessment (RIA) analytical instrument. This study found that the government needed adequate strategies and designs to get fishermen out of the poverty trap. As a result, the government needs help to make quality policies. So that the strategic plan of the Fisheries Service of the Maluku Tengah Regency, which should be the spearhead of fisherman poverty reduction policies, becomes the most dominant inhibiting factor in creating fishermen's welfare. The proof is that many programs in the strategic plan do not favor fishermen. So the Fisheries Service of the Maluku Tengah Regency needs to evaluate the strategic plan as a whole so that it can have a positive impact on fishermen.

Capture fisheries is a source of livelihood for fishermen. Fishers in Arongan Lambalek are still classified as traditional fishermen and still use simple fishing gear in their operations. One of the fishing gear used is Lift Nets (Ali) fishing gear to catch shrimp. This study aims to determine the income of traditional fishermen using Lift Nets (Ali) fishing gear in Arongan Lambalek District, West Aceh Regency. This research was conducted from June to July 2020. The data collection method was purposive sampling method with 20 respondents. The analyzes used total cost, total beneficiary, profit and RCR. The results showed that, the amount of catch of fishermen using Lift Nets (Ali) fishing gear in Arongan Lambalek District was 2.872 kg / month with an average of 144 kg / month / fisherman, the total cost of 20 fishermen was Rp. 24.540,278 with an average total cost of Rp.1.227,013 months / fisherman, the amount of revenue from 20 fishermen is Rp.73.235,000 / month with an average income of Rp. 3.661,750 months / fisherman and income from 20 fishermen is Rp.48.694.722 / month and the average income of fishermen is Rp.2.434.736 / month and the average RCR of Rp.2.98 months / fisherman, which means RCR> 1, then traditional fishing business using Lift Nets (Ali) fishing gear is feasible.

In the context of vessel buyback and fishermen transfer, some traditional marine fishermen changed their profession and turned to other related industries such as mariculture, fish processing, and recreational fishery. Studying the livelihood vulnerability of different types of fishermen is an important basis to help fishermen rebuild sustainable livelihoods. This paper developed a framework of a fishermen’s livelihood vulnerability assessment under multi-stresses, and then conducted an empirical analysis based on a survey in Zhoushan City, Zhejiang Province, China. Finally, the determinants of livelihood vulnerability were analyzed by a regression tree model. Results showed that fishermen with a high level of vulnerability accounted for about 37.35%, and they had some unique characteristics such as advanced age, low education levels. Although converted fishermen faced fewer exposure risks than non-converted fishermen, they eventually showed higher vulnerability due to poor adaptive ability. The livelihood vulnerability of fishermen engaged in recreational fisheries was relatively low, while that of fishermen engaged in non-fisheries was quite different from each other. The results of the regression tree analysis showed that the number of household income sources, whether they converted or not, impacts of disturbances, and whether they were equipped with fishery facilities could influence the fishermen’s livelihood vulnerability. The government should pay more attention to the fishermen whose family income source was single, and the converted fishermen whose productive physical capital was scare.

Poverty is the main factor triggering the high level of exploitation of fisheries resources. Prosperity of fishermen becomes primary key in fisheries development. Fisherman income level is primary factor in improving fishermen prosperity. The existence of a famine season is primary fishermen problem in fulfill the main needs. Because of it, this research is done with the purpose to see the fishermen income level in fish season, famine season and the average income of fishermen to determine the level of welfare of fishermen based on the type of boat used. The method is using fisheries business analysis, fishermen welfare level based on the Indonesian Central Statistics Agency criteria descriptive analysis. The basic method used in this research is descriptive analysis, business analysis of fisheries, the level of welfare of fishermen based on the criteria of the Indonesian Central Statistics Agency. The results is the greater boat type, welfare level and income will increase, but the economic sustainability is lower because larger ship, loss risk, time and distance to sea also increases so that influence of the famine season will be greater, the average income of fishermen is above the regional minimum wage and the welfare level of fishermen is included in the moderate or well-being category. Thus, to increase the income and welfare of fishermen, it is necessary to increase education levels, subsidized housing programs, alternative work and increase boat type may be done if there is capital support and guarantees from the government.

The perception of fishermen regarding responsible capture fisheries based on the CCRF is of utmost importance. Guidelines for responsible fishing provide a framework for both national and international efforts to ensure the sustainable and responsible utilization of marine resources. The objective of this research is to understand the socio-economic characteristics and perceptions of purse seine fishermen at PT. Hasil Laut Sejati in Batam City regarding responsible fishing practices. The required data for this research includes both primary and secondary data sources. Primary data collection involves direct observations and interviews with fishermen. Secondary data for this research is obtained from reports from relevant agencies, journals, and research reports. The analysis of fishermen's perceptions of responsible capture fisheries is conducted using a Likert scale. The socio-economic characteristics of PT. Hasil Laut Sejati's fishermen in Batam City show that 60% have completed high school education, and the age of fishermen ranges from 20 to 30 years. In terms of economic characteristics, fishermen have an average income of 3 million per month. The fishermen's perceptions (Captain, Chief Mate, and Crew) indicate strong agreement with responsible capture fisheries, with 28% strongly agreeing, 45% agreeing, 23% disagreeing, and 3% strongly disagreeing.

In this research, the sampling method by using census, amount of sampling as much as 11 fishermen. To know the level ofthe income in fishermen mangrove crabs in the Samatiga District by using quantitative and qualitative analysis. The average of amount of mangrove crabs production produced by each fisherman in one year is about 689,23 kg with the selling price of Rp. 50.000/kg. The average amount of gross income earned by each fisherman is Rp. 34,461,818 /year and total costas much as Rp 10,112,455/year, then each fisherman earns a profit as much as Rp. 24.349.362 /year, if calculated in per month as much as Rp. 2,029.113 / month. The sampling method used was purposive sampling with 20 respondents consisting from local fishermen and andons with professions as ship masters and crew. The results of this study indicate the perceptions of local fishermen in Balikukup village, both those who refused and those who received the knowledge of government regulations or regulations to regulate fisheries resource utilization rights, by Andon fishermen outside their domicile. The attitude of local fishermen who disagreed with the existence of Andon fishermen because their permits were not managed or fulfilled by Andon fishermen, while local fishermen who agreed to consider Andon fishermen had managed or fulfilled their permits so that they had a strong legal basis to utilize the fisheries resources in Balikukup village. Where as Andon fishermen consider that they also have the right to be involved in utilizing fisheries resources, because Andon fishermen who enter the waters of Balikukup village have managed and obtained fishing licenses. The local fisherman who rejected the existence of andon fishermen was the majority group, among which consisted of influential figures in Balikukup village, who then petitioned against the existence of Andon fishermen, who considered not fulfilling the rules of government regulation No. 36/2014 concerning fishing andon, this regulation was made to regulate but have weaknesses where no regulation on the type of fishing gear and fishing aids was allowed or not allowed, so that weaknesses could be provided space for conflicts between fishermen.

Therefore, the fisheries sector on the southern coast of Java is less developed than those on the north coast of Java. Fishermen must really understand the environment on the coast. One of the beaches on the south coast of Java with a harbor is Sadeng Beach. Many working fishermen catch fish with a profit-sharing system with fishermen who own boats due to limited capital. This study aims to determine the survival strategy, environment and profit-sharing system for working fishermen in Sadeng Beach. The research method used is a case study. The results show that Sadeng fishermen have survival strategies such as diversification in fishing gear, optimizing weather technology, having side jobs, helping each other, and joining the fisherman group. To maintain business continuity, fishermen work with a profit-sharing system. The passion to live and work hard as a fisherman makes them strong and continue to be passionate until this day.

This type of research is ethnographic qualitative. Data was collected by observation, interviews, and documentation. The data analysis used is qualitative data analysis through the reduction stage, data presentation and conclusion drawing. The results showed that the strategy adopted was an adaptation strategy, and a job diversification strategy by empowering fisherwomen and women-headed households (WKRT) of fishermen, both related to fishing and outside activities. Job diversification opportunities have a dependence on nature that provides resources, so that resource potential is optimized in job diversification alternatives. The diversity of characteristics of the natural environment that each fisherman has. Fishing for fishermen's households is a speculative activity, therefore, fishermen always have an uncertain income. Women become an important part in fulfilling the needs of household life because of the system based on the division of labor. The research implication is that the government, stakeholders and other communities can work together with each other to build policies, or go directly to build fishing villages that are low-income

The poverty reduction indicator in SDGs also includes small-scale fisheries community groups. Small-scale fisheries’ poverty can be measured by income, expenditure, and income, converted to minimum living consumption and village welfare standards. These research aims to study of fisherman income, and welfare level as an indicator of poverty status. The research was conducted at the fisheries landing port in the Sunda Strait during 2019 to collect fisheries data covering production, operational cost, and household expenditure costs. The results showed that most ship crew fishers and ship captains (74%) were poor. Only 26% of the fishermen lived in no poverty status; however, all fishermen classified as high and medium welfare levels from the welfare indicator. Reducing poverty status (period 2020-2030) to be null (zero poverty) should be gradual with a yearly target. According to SDGs target, it needs comprehensive efforts to reduce poverty within ten years, with an average reduction of 7% per year until 2030. It means the government should implement the fishermen’s poverty reduction as part of the national development target.

Climate change, the La Nina phenomenon, has various impacts on the fisheries sector, especially capture fisheries. One of the impacts of the La Nina phenomenon is that high rainfall causes fishermen to be unable to go to sea and reduces catches, so that it reduces fishermen's income. Therefore, fishermen need to adapt to climate changes that are occurring. This research aims to determine the form of climate change adaptation, measure the level of adaptation, and income earned by fishermen. This research uses descriptive and analytical methods. The results of the research show that there are 8 forms of adaptation carried out by Slerek boat fishermen. The level of adaptation of fishermen to climate change is 74%, of which 53.33% of fishermen are classified as low level of adaptation and 46.67% of fishermen are classified as high level of adaptation. Apart from that, there is a difference in income between fishermen with a high level of adaptation and fishermen with a low level of adaptation. It implied that fishermen with a high level of adaptation are able to combine various forms of adaptation to climate change and earn higher income.

The East Seraya village has a potential of marines and fisheries, such as pelagic fish especially mackerel tuna fish according, production of tuna fish catch of 81% with the of catches 20.278,10 ton/year. Research on the effect of catch fish and income of fisherman family on education level of children of fisherman family have been done at Seraya village. Data were collected in each group of fishermen from January to February 2017. The sample was taken using simple random method, with 89 respondents. Methods for the analysis of the effect of tuna catch and family income of fishermen on education level of children of fishermen family using multinomial logistic regression analysis with software SPSS (Statistical Package for Social Science. The educational level of the fishermen family has been completed at the level of fishermen children as follows; 2,2% for elementary school 14,6 % for junior high school, 33,7% for senior high school, 31,5 % for diploma, and 18,0%. Coefficient of R square determination Cox and Snell value is 0,940 which means that mackerel tuna fishing results and the fishermen incomes are simultaneous with the education level of fishermen children in the amount of 94%. Variable contribution of mackerel tuna fishing results (X1) which much affect the education level of fishermen children and the income of fishermen household (LnX2) affects the education level of fishermen children which is significant.

Motor and outboard boats are the main means by which fishersmen exploit the fisheries resources in these waters. The success of the catch and the efficiency of the fishermen's efforts are strongly influenced by various factors related to the characteristics of the boat, the fishing gear and the condition of the aquatic environment. This study aims to analyse the determinants of catch and catch per unit effort of motorboat and outboard motorboat fishers in bulukumba regency. Data collection techniques used were observation, interview and documentation. The number of samples was 81 modern fishermen (juragan fishermen) of motorboats out of 407 population using the Slovin formula method and 81 outboard motorboat fishermen out of 81 population using the area proportional random sampling method. Data analysis techniques used are statistical tests, classical assumptions tests using SPSS 25 and CPUE analysis. The study found that the length of fishing (X1), volume of diesel (X2), age of fishermen (X4), and fishing experience (X6) had a positive impact on the production of motorboat fishermen's catch (Y1) when examined independently. On the other hand, the number of labour (X3) and formal education of fishermen (X5) were negatively correlated with catch production. The duration of sea time (X7) and the power of the outboard engine (X8) have a positive impact, whereas the volume of petrol (X9), age of fishermen (X10), formal education of fishermen (X11), sea experience (X12), and number of fishing gear used (X13) have a negative impact on the catch rate of outboard motorboat fishermen (Y2). Based on the CPUE (Catch per Unit Effort) value, there has been a fluctuation of motorboat and outboard motorboat fishermen from 2017 to 2021. The average value per year, from 2017 to 2021, was 389.9914kg/trip for motorboat fishermen and 46.66028kg/trip for outboard motorboats. It is recommended to increase the number of fishing gear, particularly trawl gear, and transportation facilities in fishing. Fishers should be incentivised to utilise fishing equipment that is appropriate for the specific kind of fish and local aquatic environments in order to enhance catches and reduce negative impacts on fishing resources.

The results showed that the government through the Ministry of Marine Affairs and Fisheries Republic of Indonesia has issued Government Regulation no. 50 Year 2015 on empowering small fishermen and small fish farmers. The Ministry of Marine Affairs and Fisheries has an agenda to improve the welfare of traditional fishermen and to optimize their potentials in groups, which are handed down to the provincial and district fisheries departments. Pandeglang District Government as the object of research through Fisheries Department has the authority to manage, utilize, and conserve marine and fishery resources for the welfare of Pandeglang community, especially fisherman community, cultivation, processing and marketing of fish, and to increase contribution for PAD (District Owned Revenue). Fisheries Department develop strategies for improving the welfare of traditional fishermen, among others, encourage the formation of fishermen cooperatives with legal status. Socialization of the use of fishing gear which is not prohibited by the government. This is because there are still many traditional fishermen in Pandeglang who use Cantrang that can threaten the sustainability of marine ecosystems. The local government through related offices has not been actively involved in providing assistance to traditional fishermen so that they have high competitiveness such as maintaining good quality fish quality, stable catch quantity, environment of fishery and marine areas that is maintained so as to ensure the sustainability of existence fish in the sea. Indonesian government has established measurable fishing regulations by Government Regulation 11/2023 to protect and sustain fishery resources. This policy is unsuitable for small fishermen's needs and has resulted in mass demonstrations in South Papua. Data were conducted with the fishermen demonstrators (n=100) by participation observation, in-depth and semi-structured interviews. The results showed fishermen refused the regulated fishing regulations for vessels <30 GT as far as 12 miles, simplify the licensing process, increase the fuel quota and repeal mooring requirements only at the Merauke fishing port. Formulating laws and regulations for fisheries management requires a combination of ecological, economic, and sociocultural principles to sustain fisheries systems. Stakeholder involvement must be implemented into every policy design and decision-making stage by integrating fishermen's perspectives in the fishing business. Integrating fishermen's points of view can be a benchmark for the suitability of fishermen needs and sustainability of fisheries resources in each region.

Fisherman Insurance Premium Assistance is applied to all coastal areas in Indonesia. In Malang Regency, it just started in 2016 through JASINDO, so many fishermen still do not fully understand the benefits against possible risks. Therefore, it is necessary to study the dynamics of the fisherman insurance system focusing on producing a model of insurance demand and the projection of the demand and growth of fisherman insurance in the future. The method used in this research was a series of system dynamics modeling. The results of the validity test in this study indicate the mean comparison and error variance is the following: fisherman insurance program = 4.8% and 6.01%; fishermen’s value = 4.0% and 21.55% and premium assistance = 3.9% and 12.17%. Moreover, the structural and parametric scenario analysis results show the average value of the increase in tourists: Scenario 1 - Structural: Premium assistance = 602 fishermen, Scenario 2 - Structural: 394 fishermen, Parametric Scenario 1 - Optimistic = 578 fishermen, Parametric Scenario 2 - Most Likely = 289 fishermen, and Parametric Scenario 3 - Pessimistic = 201 fishermen. However, the projection of the demand for fisherman insurance in 2021-2029 has not shown the expected results. The largest number of demands is 421 and the smallest is 321 in 2026. Moreover, after several simulations, the study found the most possible simulation to be carried out and to have a significant, stable effect on the results desired by the government, which is through premium assistance. If at least insurance premium assistance of Rp. 118,000x109 can be given annually, it will be able to generate a fisherman insurance demand at a minimum of 500.

Data collection was carried out using interviews and documentation methods. The analytical method used is descriptive quantitative. The collected data is processed and presented in tabular form. The study results show that the fishing community in Kampung Banawa still needs a higher understanding of knowledge and technology. This has not reduced the enthusiasm of fishermen in Kampung Banawa to go to sea actively, even though the price of fish in the market could be better. There are differences between hand-line fishermen based on the boat used. Hand line fishermen with rowing boats earn Rp.70,000/week, hand line fishermen using ketinting engine boats Rp.120,000/week, and hand line fishermen using 15PK outboard motors make Rp.200,000/week. Institutions supporting fishermen's income include Fishery Cooperatives, Banking (BNI), and fish markets.

The technology created is available in various forms, such as android-based applications, SMS broadcasts, Whatsapp groups, GPS, Fishfinder, etc. The objective of this study is to identify fishermen's perception of the benefits of technology and service communication used, ICT relationship with fishermen's income, and stakeholder role strategies in the use of ICT. The mix-method approach is used to acknowledge study objectives using the software SPSS 23 and Atlas. Ti 8. The result shows that fishermen's perception of the benefits of ICT namely facilitating communication, reducing production costs, improving safety, increasing fishermen's knowledge, and increasing income. There is a relationship between the use of ICT and fishermen's income, as well as stakeholders who have an important role in the use of ICT in the fishing community.</p>

Paciran Village is renowned for its marine produce, one of which is the blue swimmer crab. Many villagers in Paciran work as blue swimmer crab fishermen. Consequently, the village is known as "crab village." In recent months, many of the blue swimmer crabs caught by fishermen have not met the standards required for export, leading to a decline in income for the crab fishermen. This decline has directly impacted the well-being of the fishermen's families. In light of this situation, researchers were interested in providing assistance to the blue swimmer crab fishermen of Paciran. The main focus of this community engagement included understanding the conditions of the crab fishermen in the village, developing a model and strategy to assist in finding solutions to the issues faced by the crab fishermen, assessing the impact of this assistance on the sustainability of the crab fishermen's livelihoods. The objectives of this community engagement were to comprehend the situation of the crab fishermen in the village, determine and implement suitable models and strategies to address the issues faced by the crab fishermen, enhance the resilience of the crab fishermen's livelihoods and produce marketable products at competitive prices. The methodology employed in this engagement was Community-Based Research (CBR). This engagement revealed that the fishermen's knowledge regarding matters related to blue swimmer crabs improved. Also, sustainable fishing techniques were implemented, and income for the crab fishermen increased. Besides, better understanding of regulations concerning fisheries and marine life was achieved, and negative impacts on the marine environment were reduced. It suggested that effective and sustainable assistance for the crab fishermen can yield long-term benefits.

Partnership and empowerment development of fishermen community is one way that can be taken to ensure the continuity of business and employment in the fishery sector. This attempt also promotes the improvement of social and economic condition of fishermen community through income enhancement and property alleviation, reduces fisherman’s dependency on traditional capital institution, and achieves more equitable and sustainable development. This paper aims to review the concept of partnership and empowerment of workers in the fishery sector and to analyze alternative policy strategies of fishermen’s partnership and employment through strengthening the internal aspect (institutional approach) and the external aspects (infrastructure and capacity support). The analyzed data derived from field research in Tegal and Cilacap, Central Java in 2013 and 2014. This paper confirms that the synergy between the government, fishermen, and business has a very important role in supporting the successful implementation of the partnership program and the empowerment of fishermen. Furthermore, it is important to establish and improve capabilities of fishermen group in local level, to supervise and monitor the implementation of activities involving all fisheries’ stakeholders, and to establish strategic polices that support fishermen’s autonomy in fisheries equipment ownership, the business capital, marketing network, and production process.

Individual fishermen make investment decisions in an environment which is competitive and highly variable from season to season. Extensive variability means that economic survival must be a primary consideration in the investment decision process. In this paper, fishermen's investment decisions are modelled as a probabilistic dynamic programming problem in discrete time. Fishermen are assumed to make rational decisions based on income expectations and subject to survivability conditions to maximize the net worth of the fishing enterprise at the end of a finite planning horizon. The formal analysis of the investment model is presented and the model is applied to trailer fishermen of the British Columbia commercial fishing fleet. The results present an accurate picture of actual investment decisions and provide valuable insights into the behavioral basis of investment decision making by fishermen. Understanding the investment decisions of fishermen has implications for planning and regulation in fisheries: insights gained into the key factors provide the basis for the development of strategic long-term policies that anticipate fishermen's behavior. The consequences will be a movement away from reactive, short-term policies which have characterized fisheries regulation to date.

The results of the analysis indicate that the traditional fishermen Capital (M), The amount of labor (L) significantly affects the income of fishermen in Great Aceh, the results of the analysis showed the modern fisherman working capital (M) and the number of days at sea (J) a significant effect on the income of fishermen. From the analysis that has been carried out on several criteria that capital should be used with an increase in working capital, of course the results obtained should be greater using of working capital efficiency improvements can be done by calculating the operational cost needs better. Limitations of venture capital or investment can also complicate fisheries fishermen increase economic activity. The purpose of this study was to determine the prosperity level of fishermen in Talisayan Village Talisayan District by using Fishermen Exchange Rate (NTN) analysis and saving habits of fishermen society in Talisayan Village. This research was conducted in February 2019 - January 2020 in Talisayan Village, Talisayan District, Berau Regency. A case study research method was used in this research, a detailed research on an object of research. The purposive sampling method was used with a total 4 respondents. The data were analyzed using descriptive qualitative-quantitative methods with a focus on Fishermen's Exchange Rate (NTN) analysis method, Fishermen's Exchange Rate Index (INTN) and a description to describe the fishermen saving habits. The result of the NTN analysis shows that in general NTN values ​​of fishermen families of six types of fishing gear in 2018 and 2019 was with an average above one. Data from The National Transportation Safety Committee shows the number of ship accidents in Indonesia from 2013 to 2021 was 124, including sinking, collision, overturning, burning, and running aground. This paper is conducted to analyze the accident occur in Jayanti Fishing Port and formulate mitigation strategies to reduce fishermen's work accidents at Jayanti Fishing Port. The research uses a purposive sampling method for fishermen, boat owners, and fishing port officers analyzed using content analysis. The result indicated that fishermen have good fishing competencies but lack safety gear and equipment. The strategy for increasing fisherman safety is by providing fishermen's work safety equipment and increasing fishermen's insight regarding work safety through counseling and training to increase knowledge about Occupational Health and Safety (OHS).

The result of the research shows that the fishermen or groups of fishermen with their capture technologies (traditional, semi-traditional, and modern) must compete freely and be competitive to get fishery resources. The orientation and utilization of spatial aspects also be a type of conflict that extends to primordial conflict aspects. Conflict resolution through co-management strategies by involving various stakeholders in conflict resolution. This research aims to determine the effect of operating costs at sea, experience at sea, and length of time at sea on the income of fishermen in the Kamal Muara Village, North Jakarta. The method used in this research is a quantitative method. The reachable population in this study were all fishermen in the Kamal Muara Village Area, North Jakarta, namely a total of 200 fishermen. The 67 fisherman were randomly selected for the sampling, and a questionnaire was used to gather the data. This study use Multiple Regression Analysis as its method of analysis. The results of this study indicate that Operational costs have a positive effect of 0,515 and are significant on fishermen's income. Experience at sea has a positive and significant effect of 0,033 on fishermen's income. Likewise, there is a positive effect of 0.474 and a significant relationship between the length of time at sea and the income of fishermen, which means that each additional length of time at sea will increase the total income of fishermen by 0,474%. Simultaneously, operational costs, experience at sea, and length of time at sea has a positive and significant influence on fishermen's income.

This investigation encompasses three coastal communities in North Norway. They are all associated to varying degrees with the cod fisheries in the Lofoten Islands, and comparisons among them reveal how this fishing created, various types of household organization. However, difficulties arise because it is not the fisherman, but rather the fisherman-farmer that is typical in the region. Concealed in this combination of livelihoods is a life-cycle pattern: youths participated very actively in fishing, adults less so and the elderly hardly at all. The households of the traditional full-time fishermen were small and simple in structure. The households of fishermen-farmers were larger and more complex. The organization of labor in the fisheries cut across household boundaries. Only during the final decade of the period investigated are full-time fishermen distinguishable to any significant degree in the three local communities. At the same time differences in household structure begin to rapidly level out.

The population of this research was fishermen in Nagan Raya, Pidie Jaya, Lhokseumawe, and Aceh Timur districts. Samples of the Active Fishermen are that society under the supervision of the Fisheries and Panglima Laot office. The results of this study indicate the lack of government's role in preventing illegal fishing hence there are still many illegal fishing cases that occur in the fisherman's area, causing fishermen not to get maximum results and make the fishermen always entangled into poverty conditions. Researchers recommend that the government should be able to solve the problems that exist in the scope of fishermen, especially the problem of illegal fishing, by adding programs that can improve the economic empowerment of fishermen so that fishermen do not just rely on catch but also have other side income so when fishermen do not get the catch expected, fishermen still have a stable income to support their daily life.

This study aimed to identify the socio-economic conditions and welfare of local fishermen and non-local fishermen communities in Payum Village, Merauke Regency. The research method used a qualitative descriptive analysis method supported by an analysis of costs, income, and community welfare. The analysis of the social aspects of the education sector of fishermen's families included in family dependents above 70% follow compulsory education, i.e., elementary, junior, and senior high school as well. The health sector of the fishermen receives services from the community health centers (Puskesmas) with free health costs for first aid if they are getting sick. While the economic aspect, for the capital used in human capital and simple fishing gear in dragnets. The income of local fishermen from capture fisheries and shrimp per month is IDR 6,268,991/month and the income of non-local fishermen per year per month is IDR 5,340,403/month. The fishermen's welfare level results using the Fisherman's Exchange Rate (FER) analysis obtained FER values ​​>1, where the FER results for local fishermen were 1.13 and non-local fishermen were 1.48. The study reveals that the level of life of local fishermen and non-local fishermen of coastal Payum, Merauke Regency is at a pretty good level of welfare and can save money.

The government has been holding fisheries insurance for fishermen, which aimed at fishermen, fish raisers and salt farmers. In addition, there is life insurance for catching fish fishermen. Unfortunately, not all fishermen follow this insurance. On average, those who participate in life insurance, are fishermen who have vessels with a capacity above 20 GT (gross tonnage or gross tonnage), while for vessels measuring 30 GT can employ 15-20 crew members. The fact that fishermen’s welfare must be prioritized has made the government issue Law Number 7 of 2016 concerning the Protection and Empowerment of Fishermen, Fish Farmers and Salt Farmers. This law relates to welfare and legal protection for fishermen, where the rights of fishermen are to seek welfare for their lives. Guarantees for fishermen participating in life insurance can be included in the Sea Work Agreement where ship owners or companies and fishing workers who work have an awareness of safety, welfare and a decent life as the state’s objectives as stipulated in the 1945 Constitution and Pancasila. To improve economic viability, especially for fishing workers, the government's role should focus on the welfare of labor fishermen as a further step from Law Number 7 of 2016 which regulates fisheries insurance or life insurance for fishermen. Tujuan penelitian ini yaitu 1) menganalisis bentuk modal sosial nelayan Suku Duano, 2) menganalisis skala usaha perikanan tangkap nelayan Suku Duano, 3) mengkaji pengaruh modal sosial nelayan Suku Duano dalam melaksanakan skala usaha perikanan tangkap. Penelitian ini dilakukan pada bulan Februari 2022 di Desa Tanjung Pasir, Kecamatan Tanah Merah, Kabupaten Indragiri Hilir dengan jumlah responden nelayan Suku Duano sebanyak 39 orang nelayan. Pengumpulan data dengan teknik survei melalui wawancara dan kuesioner. Analisis data menggunakan metode analisis kuantitatif dengan model regresi linear berganda. Hasil penelitian menunjukkan ada tiga modal sosial nelayan Suku Duano di Desa Tanjung Pasir yaitu; 1) kepercayaan, 2) kerja sama, dan 3) partisipasi. Masing-masing modal sosial nelayan Suku Duano mayoritas masuk pada kategori rendah. Skala usaha perikanan tangkap nelayan Suku Duano dalam penelitian ini masih dalam kategori kecil, dan mayoritas nelayan berskala tradisional. Modal sosial nelayan Suku Duano memiliki pengaruh yang signifikan terhadap skala usaha perikanan tangkap, seperti kepercayaan, kerja sama, dan partisipasi yang tinggi terhadap nelayan suku lainnya akan membawa peluang tinggi terhadap pendapatan dan skala usaha perikanan tangkap. Data collection was done through survey techniques using interviews and questionnaires. Data analysis was performed using quantitative analysis with multiple linear regression models. The research findings reveal three forms of social capital among the Duano ethnic fishermen in Tanjung Pasir Village: 1) trust, 2) cooperation, and 3) participation. Each form of social capital among the Duano ethnic fishermen predominantly falls into the low category. The scale of the Duano ethnic fishermen’s capture fishing businesses in this study is still small, with the majority of fishermen operating at a traditional scale. Social capital among the Duano ethnic fishermen has a significant influence on the scale of their capture fishing businesses. Factors such as high levels of trust, cooperation, and participation among the Duano ethnic fishermen towards other ethnic groups provide opportunities for higher income and a larger scale of capture fisheries businesses.

Asuransi adalah istilah yang digunakan untuk merujuk pada tindakan, sistem, atau bisnis di mana perlindungan finansial (atau ganti rugi secara finansial) untuk jiwa, properti, kesehatan dan lain sebagainya mendapatkan penggantian dari kejadian-kejadian yang tidak dapat diduga yang dapat terjadi seperti kematian, kehilangan, kerusakan atau sakit, di mana melibatkan pembayaran premi secara teratur dalam jangka waktu tertentu sebagai ganti polis yang menjamin perlindungan tersebut. Dalam menentukan kelayakan penerima bantuan asuransi jiwa untuk Nelayan Dinas Perikanan Asahan perlu membuat sistem yang dapat menentukan pemberian asuransi jiwa berdasrkan kriteria yang sesuai dengan ketentuan pada Dinas Perikanan Kabupaten Asahan diantaranya usia Nelayan, ahli waris, pemilik kartu tabungan, kartu melayan dan tanggungan keluarga Nelayan, sistem tersebut menentukan dari banyaknya Nelayan, menilai Nelayan yang tepat di berikan asuransi jiwa berdasrkan kriteria. Dengan adanya sistem ini dapat membantu Dinas Perikanan Kabupaten Asahan dalam menentukan kelayakan pemberian asurasni jiwa kepada nelayan. Revealing the practice of the capital assistance system in coastal communities that are indicated to have deviated from the principles of social capital, and building an integrated model as a solution for improving fishermen’s low performance are the main objectives of this study. For this purpose, fishermen communities were chosen as the research sample. The research locations were focused on two provinces in Indonesia (Bengkulu and East Java provinces). Data were collected through observation, interview, and documentation methods. Discriminant and SEM/SmartPLS analysis methods were used to analyze quantitative data, while the descriptive analysis method was used to analyze qualitative data. The results show that the implementation of the capital assistance system by well-off fishermen (as capital providers) was proven to deviate from the principles of social capital because it was detrimental to small-scale/traditional fishermen. Six factors cause deviations in the capital assistance system: (a) the lack of “altruism cooperation” between well-off fisherman and small-scale/traditional fishermen; (b) mutual trust is not developed; (c) the powerlessness of the fishing community, which desperately needs funds for working capital; (d) government control is not effective; (e) the role of cooperative institutions (fisheries) as providers of funds/loan capital is still weak; and (f) an empowerment integrated model is considered capable of providing a comprehensive solution.

AbstractIndian marine fisheries have expanded four-fold in the last 50 years in the form of open-access commons. Although studies predict that fish stocks are on the decline there is little evidence that these declines are being countered by changes in either fishing regulations or fishing practices. Fishermen rarely comply with regulations, instead operationalizing and directing the fishery on their own. In these circumstances understanding how fishermen perceive and use resources has significant management and policy implications. Our study examined fishermen's perceptions about the state of fish stocks and documents current fishing practice and management strategies in India. We surveyed 342 fishermen in two states, Tamil Nadu and Maharashtra. We found that 86% of fishermen perceived a decline in catch and 69% perceived a decline in bycatch. Fishermen adapt to these declines by increasing fishing area and time spent, changing their gear, and overlapping in fishing zones. The convoluted interactions between ineffective community and state regulations guiding their actions has prevented fishermen from developing successful models of sustainable fisheries management. We identified non-compliance with regulations and government incentives as an important livelihood opportunity. Non-compliance drives change in fishing practice by giving fishermen the flexibility to respond to perceived fish catch dynamics by modifying their practices. We recommend strengthening local fishing communities by enabling them to enforce fishing regulations locally and by scaling back of existing government incentives, to protect the sustainability of these fisheries.

The household income comes from the income of fishermen's household groups (husband, wife, children, and other family members) and works (fishers and non-fishermen). The amount of household income strongly influences the consumption pattern of anglers households. This study aims to analyze the amount of income, food consumption patterns, and the relationship between income and the model of fishermen household food consumption. The population in this study were all fisherman households in Panyula Village, East Tanete Riattang District, Bone Method District. The research's location was carried out purposively, considering that the area is mostly coastal areas, and the livelihood of the community is fishermen. Determining the sample of 10% using a simple random method (simple random sampling), so the number of samples selected is 50 fisherman households. Data were analyzed using the method of income analysis, expected food patterns (PPH), and Chi-square. The results showed that the income structure of fishermen's household originated from the husband's income of 60.3%, the wife 3.8%, the children 30.4%, and the profit of other family members 5.5%. Sources of income based on the type of work, namely from work as fishermen, amounted to 80.5% and alternative jobs other than fishers by 19.5%. The pattern of fishermen's household food consumption based on the Expected Food Pattern is 90% in the shallow category, and there are no respondents insufficient and proper groups. The relationship between income and household food consumption patterns of fishers is not significant.
