Abstract:
The importance of the fisheries sector for East Java Province can be seen from the high capture fisheries production compared to other provinces di Indonesia. In 2021, East Java Province is listed as the province with the highest capture fisheries production in Indonesia. This is suspected to be affected by several factors i.e the numberi of fishermen, fishing vessels, and fishing ports, so analysis is needed to determinei the effect of these factors on capture fisheries in East Java. The aim of this studyi was to determine the effect of the amount of fishermen, fishing boats, and fishing ports on capture fisheries production in East Java. The research methodi used in this research iis descriptive using secondary data. The data analysis used is multiplei linear regression, F-test, and T-test. Based on the results, the multiple linear regression analysis were obtained by the equation y = 292.543,118 + 0,381 X1-0,722 X2 + 2.838,450 X3 with an adjusted R2 value of 72,7 %. The F test shows a isignificance <0,05, which meansi that the total number of fishermen, fishing boats, and fishing ports have a significant effecti simultaneously on capture fisheries production in East Java. The T-test shows that the numberi of fishing ports has a partially significant effect on marine capture fisheries production in East Java Province (sig. <0,05). Meanwhile, the number ofi fishermen and fishingi boats showed no partially significant effect oni capture fisheriesi production in East Java Province (sig. > 0,05).

Abstract:
Fisheries counseling activities are an asset in realizing independent, competitive, and resilient fishermen in Padang Pariaman regency. Fishermen have hopes and goals to develop their businesses, so they participate in fisheries extension activities. This study examines fishermen's satisfaction with fisheries extension activities in Padang Pariaman Regency, West Sumatra. The research implementation starts from June to October 2022. The research uses a survey method with an explanatory research approach. Respondents were taken based on the accidental sampling technique using the Slovin Formula, so the number of respondents used was 68 fishermen. This study uses descriptive analysis data. Fishermen's satisfaction in fisheries counseling activities is still felt to have yet to satisfy fishermen. Fishermen's satisfaction in fisheries extension activities consists of three stages of activity, namely: 1) Fishermen feel dissatisfied at the extension planning stage; 2) the implementation of fisheries counseling activities are in the dissatisfied category; 3) the evaluation of fisheries extension activities is in the dissatisfied category

The potential for utilization of the Indonesian maritime sector is very large, but it has not been utilized optimally. In efforts to develop the maritime sector, Indonesia faces the challenge of improving the economy in the maritime sector, but also has to maintain existing sustainability, which is stated in the blue economy concept. This research aims to determine the effect of the number of fishermen and the number of marine capture fishing vessels on poverty through the volume of capture fisheries production and the value of capture fisheries production in Indonesia. This research examines 34 provinces in Indonesia for the 2021 period using path analysis techniques. The results of the research show that the number of fishermen has a significant influence on the volume of capture fisheries production, the number of fishermen has no significant influence on the value of capture fisheries production, the number of capture fisheries vessels has a significant influence on the volume of capture fisheries production, the number of capture fisheries vessels has no significant influence on the value of capture fisheries production, the volume of capture fisheries production has a significant effect on the production value of capture fisheries, the production value of capture fisheries does not have a significant effect on gross regional domestic product, and the production value of capture fisheries does not have a significant effect on environmental quality in Indonesia.

Abstract:
Most of the people who live in coastal villages are fishermen and are very dependent on marine resources and coastal ecosystems. The purpose of this study was to determine the socio-economic conditions of coastal communities that exploit the potential of the coast in Batui District, Banggai District. This research was conducted in the coastal area of Batui District, Central Sulawesi Province. Data were collected by means of surveys and interviews. The data analysis was done qualitatively and descriptively. The social conditions of the coastal communities in Batui District mostly live on the coast with less dense population density. The aspect of education shows that the average coastal community with a Bachelor degree is 40% with the human development index (HDI) in the medium category. It is seen from the economic condition that the livelihoods of the coastal communities in Batui District are dependent on the fishery sector, namely partly as fishermen. Abstract:
Fisheries subsidies are regulated in an agreement that takes effect in June 2022, namely the Agreement on Fisheries Subsidies, which regulates the prohibition of subsidies and their exceptions. With the formulation of the problem, namely how are the rules of subsidies in the agreement on fisheries subsidies? and what is the impact of the agreement on fisheries subsidies on fisheries in Indonesia. Using normative research method with qualitative analysis. The results show that the agreement on fisheries subsidies prohibits fisheries subsidies that contribute to IUU fishing, overfished stocks and allows fisheries subsidies in the event of a disaster with certain conditions. The impact of the agreement has resulted in Indonesian fishermen, most of whose main livelihoods are traditional fishermen and small-scale fishers, finding it difficult to get subsidies due to the prohibition where the subsidies are needed to support and help their communities.

Abstract:
We review fleet dynamics and fishermen behavior from an economic and sociological basis in developing fisheries, in mature fisheries near full exploitation, and in senescent fisheries that are overexploited and overcapitalized. In all cases, fishing fleets behave rationally within the imposed regulatory structures. Successful, generalist fishermen who take risks often pioneer developing fisheries. At this stage, regulations and subsidies tend to encourage excessive entry and investments, creating the potential for serial depletion. In mature fisheries, regulations often restrict season length, vessel and gear types, fishing areas, and fleet size, causing or exacerbating the race for fish and excessive investment, and are typically unsuccessful except when combined with dedicated access privileges (e.g., territorial rights, individual quotas). In senescent fisheries, vessel buyback programs must account for the fishing power of individuals and their vessels. Subsidies should be avoided as they prolong the transition towards alternative employment. Fisheries managers need to create individual incentives that align fleet dynamics and fishermen behavior with the intended societal goals. These incentives can be created both through management systems like dedicated access privileges and through market forces.

Abstract:
This study investigates the economies of scale and efficiency of small-scale capture fisheries, as well as to know how the socio-economic variable influencing the small-scale capture fisheries business in the Kurau village, Central Bangka district. The approach used is a quantitative method by applying multiple linear regression models to adopt the Cobb-Douglas production function. The study found that the scale-economies condition in the small-scale fisheries is decreasing return to scale. We also found the results of allocative efficiency in this small-scale fisheries business are relatively inefficient. Other findings of model estimation indicated that the variables of capital, labor, and fishing distance have a positive and significant effect, while the variables of age, experience, and education level of fishermen have no significant effect on small-scale fisheries production. The main factor that is an obstacle for local fishermen is technology, therefore technology assistance and support from the government are needed as a policy to improve small-scale capture fisheries business and fishermen welfare.

Abstract:
The TWP Gili Sulat and Gili Lawang are one of the marine conservation areas in NTB Province. In this area, there is a sustainable fisheries zone that is used by fishermen around the area. However, the lack of information regarding capture fisheries activities in the Gili Sulat and Gili Lawang TWP areas has caused the NTB Provincial Government to have not been able to make decisions for regulating capture fisheries activities in these areas. Based on these conditions, preliminary research on capture fisheries activities carried out by fishermen in the Gili Sulat and Gili Lawang TWP areas are important. Data collection in this study was carried out in Sugian Village and Labuhan Pandan Village using the purposive sampling method. The data analysis used in this research is descriptive analysis. This study indicates that capture fisheries activities in the Gili Sulat and Gili Lawang TWP areas are carried out by artisanal fishermen, where fishing activities fall into the category of small-scale fisheries. The fishing gear used by fishermen in the Gili Sulat and Gili Lawang TWP areas are hand rods, gill nets, anco, and arrows. The fishing vessels that are dominantly operated by fishermen in the area are 5-7 meters and 8-10 meters. The fishing area for fishermen in the Gili Sulat and Gili Lawang TWP areas is 10 meters to 10 km from the fishing base, but some fishermen carry out fishing activities within 1.5 – 2.5 miles from the fishing base. The most common type of fish caught by fishermen in the Gili Sulat and Gili Lawang TWP areas is anchovy.

Kolaka Regency is one of the fisheries producers in Southeast Sulawesi Province. The economic value of capture fisheries in Kolaka Regency also continues to increase from year to year. Unfortunately, this increase is not followed by an improvement in the economy of small-scale fishermen. Many factors influence this. One of them is the still high practice of using simple fishing gear and the management of fisheries businesses that are not yet qualified. Lawulo Village has people whose main livelihood is fishing. In general, they use gill nets in their capture fisheries business. This study uses multiple linear regression analysis intending to know the factors that influence the income level of gillnet fishermen. The data used is primary data obtained from interviews with fishermen. The results showed that four factors significantly influenced the income level of basic gillnet fishermen, namely age and education level. The variable number of family dependents and business experience did not significantly affect the income received by fishermen.

The enacment of Minister of Marine Affairs and Fisheries Regulation, 4, of 2015, on Prohibition of Fishing in WPP RI 714 is a new chapter in the management of fisheries in Indonesia. Currently, fisheries management has shifted to the exploitation of sustainable fisheries. Minister of Marine Affairs and Fisheries Regulation, 4, of 2015, contains the prohibition of Yellowfin Tuna fishing at coordinates that are at 126-132 E and 4-6 S in the Banda Sea, and in the time dimension of the month from October to December. Minister of Marine Affairs and Fisheries Regulation, 4, of 2015, was not based on adequate formal academic study. The economic impact of this Minister Regulation is not perceived by fishermen in the Banda Neira District, Central Maluku Regency. Fishermen still can catch fish without any obstacle from the supervisor of marine resources and fisheries, or the Water Police. Courage central government for close fisheries management on a WPP with dimensions based on location and time commendable because it is not a populist policies. Therefore, close policy should also be applied in WPP are already experiencing over-exploited and spawning areas or migratory fish, such as the Java Sea. However, this policy should be supported by research and data, such as data on accuracy of potential fish resources, the number of vessels and fishing gear used, the number of fishermen who fishing, and the policies to be carried out for the fishermen in the WPP, to avoid social and economic impacts for communities. Besides that, modernization of fishing vessels, processing facility and infrastructure improvement, and institution strengthening must to be done as an effort to improve the sustainable business of fishing.

The global COVID-19 outbreak has had a major impact on the marine and fisheries industry in Indonesia. This is also felt by fishermen in Lampung Province with the decline in demand for fishery products in the domestic and international markets in Lampung Province. The overall decline in the fisheries production cycle is influenced by the decline in demand from consumers. The local government has an important role to help restore the condition. The problem in this research is how the authority of the local government of Lampung Province in the management of fisheries resources in the era of regional autonomy and how the efforts of the marine and fisheries office of Lampung Province in an effort to achieve fisheries production in the era of regional autonomy. The research method used is normative research with statute approach. The results of this study are in accordance with the Governor's Regulation on the determination of the main tasks and functions of the Lampung Province Maritime and Fisheries Service as an implementing element of local government in the field of marine and fisheries led by a Head of Service who is responsible to the Governor. he goal is to implement the commitment of the Governor and Deputy Governor elected in 2019-2024 on marine and the Berjaya Fishermen Program to prioritize the welfare of the fishing industry, especially fishermen and their families. The Lampung Provincial Maritime and Fisheries Service provides solutions in the form of feed assistance in collaboration with Lampung University, fish nurseries and distribution in four districts and cities as well as Mobilizing registration and licensing to increase the capacity of fishermen and facilitate licensing and shipping documentation.

Abstract:
We focused on socio-economic aspect to West of Aceh’s Fishermen. The research aims to analyze the socio-economical domain of Tuna (Thunnus sp) in fisheries management based ecosystem approach to fisheries management (Case study at PPI Ujong Baroh). The study was conducted from January – March 2016 that is located at PPI Ujong Baroh West of Aceh. The sampling method is purposive sampling through depth interview and questionnaire. Data analysis method is flag modeling techniques with the approach Multi-Criteria Analysis (MCA). The result shown that the assessment to indicate the fisheries conflict and the utilization of indigenous knowledge were categorized good condition because there is local institution (lembaga laot) that managed and arranged regulations of fisheries management in West of Aceh. This local institution was lead by Panglima Laot. Moreover, the assesment of stakeholder participation was categorized moderate condition. The participation of stakeholder has not ran yet effectively in Tuna fisheries management at West of Aceh. For economical domain shown that income of fisheries household and saving ratio were categorized bad conditions. Most fishermen possess debt to require life necessity before fishing. In other side, Tuna fisheries depend on season and mostly wives also don’t have sufficient knowledge to increase their income through fish processing. Moreover, the asset ownership has shown “medium” condition. According to fishermen, their productive asset stil likely to constant if we compared in the previous year.

Illegal fishing in Indonesian territorial waters, especially by foreign fishermen, has harmed the Indonesian state financially, because it has contributed greatly in reducing productivity and catches very significantly. Economic losses due to IUUF are not only in the form of state income which reaches the range of Rp. 30 trillion per year, but also the loss of opportunities to utilize fish resources of around 1 million tons of fish each year that can be caught (harvested) by Indonesian fishermen, and what happens is in fact stolen by foreign fishermen. entering Indonesian waters. Foreign fishermen who often enter Indonesian waters, among others, come from Thailand, Vietnam, the Philippines, and Malaysia. To prevent and overcome IUUF activities, one of the steps taken by the Ministry of Maritime Affairs and Fisheries (KKP) of the Republic of Indonesia through the Directorate General of Supervision of Marine and Fishery Resources (DITJEN PSDKP) is to supervise fisheries such as fishing activities in the fisheries management area of ​​the Republic of Indonesia. Supervisory implementation is carried out by the Technical Implementation Unit (UPT) PSDKP. UPT Directorate General of PSDKP in handling its duties is supported by the Marine and Fishery Resources Supervision Unit (PSDKP Satker) and Marine and Fishery Resources Monitoring Post (PSDKP Post) spread throughout Indonesia. In carrying out its duties, the Fisheries Supervisory Vessel may stop, inspect, carry, and detain ships suspected of violating the law to the nearest port for further processing. In addition, based on Law No. 31 of 2004 concerning Fisheries, as amended by Law No. 45 of 2009, in certain cases Fishery Supervisory Vessels, in this case, fishery supervisors or Fisheries Civil Servants Investigators, can also take special actions in the form of drowning. The high level of fishing activity in the Indonesian State Fisheries Management Area 711 must be accompanied by adequate monitoring activities to ensure compliance by business actors, both industrial scale and small fishermen, so that the sustainability of fisheries resources can be maintained.

The Paotere Fish Landing Bases (PPI) in Paotere Makassar city is a government-operated port. PPI Paotere plays a role as the center for production, processing, and marketing of fishery as well as fostering the fishermen groups. The high intensity of fishermen’s daily activities can lead to conflict in the use of fishery resources at PPI Paotere. The institutional performance of PPI Paotere is another case that still needs to be improved in developing fisheries management at PPI Paotere. Therefore, the objective of this study is to analyze the roles and interests of stakeholders in non-market institutions towards fisheries resource management at PPI Paotere. The collected data will be analyzed by stakeholder analysis. The results of this research show that the stakeholders involved in PPI Paotere consist of the Department of Marine and Fisheries South Sulawesi Province, the Department of Fisheries and Agriculture Makassar City, the Regional Technical and Auction Unit (UPTD) of PPI Paotere, the Fisheries Cooperative, Indonesian Fishermen Association (HNSI) Makassar City, District Government, Head of Fishermen Groups, and Lecturers.

This study aims to analyse and describe information related to capture fisheries performances in the waters of Sabang. Performance data were analysed descriptive quantitatively and obtained by survey method. The results showed that the trend of capture fisheries production tends to increase by 15% annually and catches are dominated by large pelagic fish, namely tuna (Thunnus sp). The type of fishery business is dominated by fishermen who operate vessels measuring 0 - 5 GT (57.9%) with fishing areas between the coast to 2 nautical miles. The sustainability of capture fisheries development in Indonesia faces various challenges, such as climate change, pollution, resource degradation, and pressure from fluctuating commodity prices. Furthermore, a policy breakthrough with proper strategy is needed in realizing sustainable capture fisheries development. This study aims to formulate the most appropriate policy from several existed alternative policies to achieve sustainable capture fisheries development. Primary and secondary data are used in this study. A prospective analysis (SMIC-Prob-Expert) approach is used to formulate priority policy scenarios for capture fisheries development in Indonesia. As results, the analysis brings about six main priority alternative policies, namely: (1) increasing utilization of fisheries resources (SDI), (2) increasing capture fisheries productivity, (3) increasing fishermen household income, (4) providing fisheries insurance/social security, (5) improving status utilization of SDI, and (6) increase in the value of capture fisheries non-tax state revenue (PNBP). The analysis shows that policy scenario 01 (111111) or by implementing all alternatives policy simultaneously is the best choice. If the policymakers are faced with options, then the policy scenario becomes the last option to be taken simultaneously is not to choose a policy of providing insurance/social security to fishermen; or in the in this case policy scenario 05 (111011).

Fisheries within India have significant financial, nutritional and socio-economic development prospects. The country has a diversified natural fishery resource. Fishermen have continuously undertaken fisheries activity throughout the country over decades and fisheries co-operatives have now been developed for cumulative production and effective regulation of fishery activities. It was observed that there have been many inconsistencies, mostly in the management of fisheries co-operatives; a few were effectively handled under active supervision and government backing, whereas many co-operatives are facing various problems for their existence. Effective administration of fisherman's co-operatives is critical for increasing fishing productivity and the socio-economic growth of fishermen. Co-operatives can help fishermen develop their skills and gather information about technology, marketing, and management. Co-operatives can improve productivity, processing, storing and transportation capabilities while also meeting financial demands. As a result, co-operative organisations may contend with multinational corporations by integrating competent management abilities with co-operative power. To do this, a nationwide research project focusing on different elements of fisheries co-operatives is recommended. The need for appropriate policy implications for such sustainable management of fisheries co-operatives in accordance with current technical advancements in the sector of aquaculture, environmental degradation and global warming has been highlighted.

In recent years, the government has provided significant support for the development of offshore fisheries, such as implementation of a policy of aid 1000 units of larger fishing vessels 30 GT to fishermen to operate in Indonesia EEZ waters, and provided some policies that support the fisheries including Indonesia’s participation in regional fisheries management organizations (RFMO). This study aims to present and examine the views among fishermen with different socio-demographic and socio-economic backgrounds (i.e., age, education level, annual income and source of income), fishing in four important inland fishing grounds in Turkey, namely Marmara Lake-Demirköprü Dam Lake (Manisa Province) and Eğirdir Lake- Beyşehir Lake (Isparta Province). The following key points are emphasized; a) Problems in inland fisheries b) Potential reasons of decrease in natural fish stocks c) Problem solutions and recommendations to improve the inland fisheries. The data obtained from a survey administered to 59 fishermen was evaluated using the Non-Linear Canonical Correlation Analysis method. According to the findings of the study: a) The most important problems encountered in fisheries; according to the fishermen with high education level, while the marketing and changes in the water level of the lakes, the fishermen with low education and income level, unlicensed hunting, the lack of punishment and electric hunting are problems b) Fishermen with a high level of education think that fishing with illegal fishing gears during the prohibited fishing season, and those with a low level of education and income are of opinion that small fishing is an important factor in the decrease of natural fish stocks c) Fishermen with high education-income sources adopt the idea of improving legal regulations and complying with them, whereas fishermen with a low-level of education and income think that problems in marketing should be eliminated as a solution to the problem in the fisheries. Results indicate that increasing the effectiveness of the practices that consider the opinions/suggestions of fishermen will contribute to the management and sustainability of fisheries in the region.

One of the policies issued by the Ministry of Maritime Affairs and Fisheries in anticipation of the occurrence of IUU Fishing is the moratorium policy of ex-foreign vessels as stipulated in Ministerial Regulation No. 56/2014. The presence of this policy is also one way to overcome the exploitation of Indonesia's marine resources. This study aims to determine the differences in fish catches smaller than 30 GT, knowing the impact of the moratorium policy on permits for ex-foreign vessels to catch smaller fishermen 30 GT and knowing the direction of fisheries resource management in the Republic of Indonesia fisheries management area RI) 716. The comparative analysis of the two samples correlated with the results turns out that there are differences in the level of catches of the smaller fishermen 30 GT before and after the moratorium (2013 and 2016). The impact of the moratorium on the licensing of ex-foreign vessels on fishermen has led to an increase in unemployment of local ABK and ex-foreign ship crews, while fishing vessels smaller than 30 GT have increased their catch. The fisheries resource management strategy in the fisheries management area (WPPRI) 716 is to build cooperation of all relevant agencies that allow access to capital and provide guidance in terms of increasing knowledge and skills to increase fishermen's catches by 30 GT to the direction of fisheries management.

Poverty is the main factor triggering the high level of exploitation of fisheries resources. Prosperity of fishermen becomes primary key in fisheries development. Fisherman income level is primary factor in improving fishermen prosperity. The existence of a famine season is primary fishermen problem in fulfill the main needs. Because of it, this research is done with the purpose to see the fishermen income level in fish season, famine season and the average income of fishermen to determine the level of welfare of fishermen based on the type of boat used. The method is using fisheries business analysis, fishermen welfare level based on the Indonesian Central Statistics Agency criteria descriptive analysis. The basic method used in this research is descriptive analysis, business analysis of fisheries, the level of welfare of fishermen based on the criteria of the Indonesian Central Statistics Agency. The results is the greater boat type, welfare level and income will increase, but the economic sustainability is lower because larger ship, loss risk, time and distance to sea also increases so that influence of the famine season will be greater, the average income of fishermen is above the regional minimum wage and the welfare level of fishermen is included in the moderate or well-being category. Thus, to increase the income and welfare of fishermen, it is necessary to increase education levels, subsidized housing programs, alternative work and increase boat type may be done if there is capital support and guarantees from the government.

This research was carried out using a survey method in the Rukun Nelayan Blimbing in Paciran District, Lamongan Regency, East Java Province, Indonesia from February to March 2019. The result showed the group dynamics and independence of fishermen in catch fisheries was high, but group dynamics did not influence the independence of fishermen in catching fisheries agribusiness. The factors that influence group dynamics were structuring, coaching and development, atmosphere, effectiveness. The factors affected the independence of the group were the addition of production facilities, prices, market, and fishermen. Those factors are needed to attain the good management in maximum sustainable yield (MSY).

The Ministry of Marine Affairs and Fisheries has an agenda to improve the welfare of traditional fishermen and to optimize their potentials in groups, which are handed down to the provincial and district fisheries departments. Pandeglang District Government as the object of research through Fisheries Department has the authority to manage, utilize, and conserve marine and fishery resources for the welfare of Pandeglang community, especially fisherman community, cultivation, processing and marketing of fish, and to increase contribution for PAD (District Owned Revenue). Fisheries Department develop strategies for improving the welfare of traditional fishermen, among others, encourage the formation of fishermen cooperatives with legal status. Socialization of the use of fishing gear which is not prohibited by the government. This is because there are still many traditional fishermen in Pandeglang who use Cantrang that can threaten the sustainability of marine ecosystems. The local government through related offices has not been actively involved in providing assistance to traditional fishermen so that they have high competitiveness such as maintaining good quality fish quality, stable catch quantity, environment of fishery and marine areas that is maintained so as to ensure the sustainability of existence fish in the sea. Small-scale fisheries have become the foundation for the fishermen who live in coastal areas. The purpose of this study is to identify the resource utilization of crustaceans by small-scale fisheries in North Madura Waters, and assess dependency on the existence of small-scale fisheries resources existing crustaceans in North Madura Waters. The research method is direct observation, interviews, and free dialogue with some of the respondents. The results that have been obtained from this study, so it can be concluded that small-scale fishermen who make arrests crustacean resources in North Madura Waters is fishing with fish traps and fishing gear dogol that land their catch in PPI Kranji, Sampang PPI and PPI Tamberu. Dominant Commodities catch is crabs, tiger shrimp and white shrimp. The results of the small-scale fisheries dependence on resources from the index dependence crustaceans seen mention that fishermen who landed the catch in PPI Kranji, Sampang PPI and PPI Tamberu have a resource dependency with crustaceans with an index value of 21.74; 13.87; and 0.42. Simeulue Islands are the farthest area in West Indonesia that have potency in fisheries and marine science sectors. One of the marine resources from Simeulue Island are Octopus. The octopus price in the market were prospective than other fisheries commudity. However, we have no strategy to increase the Octopus sustainability. Thus, the research about the socio-economic were very important. The aim of this research was to determine the increasing strategy of small scale fishermen sustainability through the utilization of Octopus potency at Simeulue Island. The research method by using descriptive method with sampling method that used accidental sampling. Subsequently, those samples were analysed by using SWOT Analysis. The result showed that the internal factor in our study are togertherness in capture operational system with value as much as 0,58. Moreover, the weakness generated the lack attention from institutional as much as 0,31. In external factors showed the opportunity from fisheries resources abundantly as much as 0,61. However, the threats showed mostly local fishermen catch the fisheries resources by using unfriendly fishing gear. According to the scoring I grand matrix of small scale fisheries in Simeulue Islands. Thus, this grand strategy in the first kuadran. The fisheries sector, especially capture fisheries, is the leading sector in Tegal City. Fisheries activities in Tegal City are concentrated in the Tegalsari Coastal Fishery Port (PPP) where the majority of the perpetrators are small fishermen. Traditional fishermen who are artisanal fishermen generally live below the poverty line. Based on data from the Department of Maritime Affairs and Fisheries of Tegal City in 2014, almost 12,589 people worked as fishermen, consisting of 630 people as skippers or ship owners and 11,959 as fishermen workers or crew members (ABK). The low income of traditional fishermen is a long-standing problem, but it has not been resolved until now. The purpose of this study was to analyze the factors that affect the income of small fishermen in Tegal City. The types of data used in this study are primary and secondary data. Primary data was obtained by distributing questionnaires to respondents, while secondary data was obtained by studying literature relevant to the research. Respondents in this study were determined through purposive sampling as many as 140 respondents. Data analysis in this study used multiple linear regression analysis with the help of SPSS 22 software. The results showed that of the 4 independent variables studied (age, education, number of family dependents, and total expenditure) it was found that 2 factors significantly influenced the income level of small fishermen in Indonesia. Ujung Genteng is one of the areas in Sukabumi which has a large capture fisheries sector. Various capture fishery commodities, especially layur fish which are classified as demersal species, are superior commodities. The layur commodity is caught using hand line and bottom longline by Ujung Genteng fishermen. However, capture fisheries production, especially in 2020 and 2022, has decreased. System dynamic analysis on the management of layur fisheries resources is divided into three sub-model groups: the ecological, social, and economic sub-models. In obtaining results on a dynamic system, accurate data is needed on all stakeholders related to the management of layur fisheries resources, namely the community, fishermen, village government, managers of Fish Auction Places (TPI), and related Fisheries Service data. However, limited data sources in the Ujung Genteng area have made accurate data on the striped fishery only started in 2019. The dynamic analysis results explain in detail the factors causing the decline in catches in the past two years and display the estimated values for each variable that will experience an increase except for Layur catch production.

Thresher sharks are known to have substantial economic value. They are caught globally as target and as bycatch in tuna fisheries. Due to their declining population, they are listed as an appendix II species on CITES, therefore any form of trade and fisheries related to the species have been nationally and internationally regulated. However, information on thresher shark fisheries in Bali is still limited. This study aims to socio-economically characterize thresher shark fishermen in Manggis, Karangasem. The research was conducted in August 2020 – October 2020 by interviewing 53 out of 119 recorded shark fishermen using a structured questionnaire. Shark fishermen use surface longlines to catch thresher sharks (Alopiidae) in between 3 areas, North Nusa Penida-Karangasem, east Nusa Penida and Bangko-Bangko. The fishermen catch sharks exclusively during the months of June-October and catch tuna the rest of the year. Operational costs for 1 boat ranges between Rp 121.000 – Rp 250.000 during 1 round trip. The income generated from shark fishing each trip averages to about Rp 627.714 per boat. Prior to the Covid-19 pandemic, some of the fishermen work jobs in the tourism sector. However, due to the pandemic’s impact on tourism, they have no choice but to be fishermen full time. Although thresher shark fisheries in Manggis are generally small scale, conservation and management strategies need to be implemented to ensure sustainable use of shark resources.

The article discusses the political economy of fisheries development in Indonesia and its dynamics during Joko Widodo's regime. The development of the fisheries sector, particularly marine fisheries, has faced ups and downs since Indonesia's independence. During the New Order era, fisheries development depended on foreign investment and international aid, which on several occasions has driven severe conditions in depleted fish stocks and the marginalization of small-scale fishermen. The fisheries sector began to be measured politically after the reform period when Indonesia established the Department/Ministry of Marine Affairs and Fisheries. Even so, the direction of fisheries development has not met its consistency. When Joko Widodo served as president, he created a big vision for maritime development, namely "Global Maritime Axis," where the fisheries sector became one of the national development priorities. Jokowi appointed Susi Pudjiastuti as Minister of Marine Affairs and Fisheries (MAF). Under Susi, the development of fisheries began to be reformed and she enacted many strict policies to deal with fisheries problems that have been occurring for decades. Susi gained many political pressures because her strict policies disrupted the oligarchic system that had controlled fisheries resources at the time. Fisheries development experienced inconsistencies from the last of 2019 until the end of 2020 because the first Minister of MAF in Jokowi's second period made contradictory policies from Susi's period. Since 2021, Indonesia's fisheries development has been using a blue economy model implemented through the regulation on measured fishing.

Fishermen who cross national borders are an important issue in marine and fisheries development, especially in border areas. To deal with this problem, Minister of Marine and Fisheries Affairs Regulation Number 39/PERMEN-KP/2016 has been stipulated. This research focuses on answering the implementation of the Minister's regulations located at Belawan Marine and Fisheries Surveillance Station, North Sumatra which is not yet optimal, with a descriptive qualitative approach. Data collection techniques were carried out using interviews, observation and document review. Researcher used purposive sampling techniques to determine informants. The result of the research is that all aspects of the policy implementation model from Van Meter and Van Horn have not been achieved as a measure of the success of implementing Ministerial Decree Number 39/PERMEN-KP/2016, which is due to the fact that policy standards and objectives have not been fully able to resolve problems, limited budged, and the economic, social and political external environment. The recommendations given include revising Marine and Fisheries Ministerial Regulation Number 39/PERMEN-KP/2016, providing assistance with facilities and infrastructure for cross national border fishermen, providing early education to fishermen's children, increasing the budget, synergizing surveillance operations at sea between the Ministry of Marine Affairs and Fisheries, Indonesian Republic Police, Indonesian Navy to prevent the occurrence of fishermen crossing state borders, built an integrated location at the location of fishermen crossing borders with the Modern Fisherman's Village model.

Abstract Marine social–ecological systems are constantly changing, and fishers who make a living from working the seas are continually adapting in response to different sources of variability. One main way in which fishers can adapt to ecosystem change is to change the fisheries they participate in. This acts to connect fisheries, creating interlinked networks of alternative sources of income for fishers. Here, we synthesize fisheries data and construct fisheries connectivity networks for all major ports in the US California Current Large Marine Ecosystem. Fisheries connectivity networks are comprised of nodes, which are fisheries, connected by edges, whose weights are proportional to the number of participating vessels. Fisheries connectivity networks identify central fisheries in the US California Current Large Marine Ecosystem, specifically Dungeness crab and Spiny Lobster, and systematic topological differences, e.g. in network resilience and modularity. These network metrics directly relate to the social vulnerability of coastal fishing communities, especially their sensitivity and capacity to adapt to perturbation. Ultimately, improving knowledge of fisheries connectivity is vital if policy makers are to create governance institutions that allow fishermen to adapt to environmental, technological and management change while at the same time enhancing the social and economic value of fisheries. In doing so, new policies that account for fisheries connectivity, will lead to improved sustainable fisheries management, and enhanced socioeconomic resilience of coastal communities.

This paper explores the approach used by fisheries-related stakeholders to break the complex relationship between fishermen and middlemen in the fishing village of Pangandaran, West Java, Indonesia. This location was selected because the fisheries trade there has been institutionalized by the presence of rural enterprise. This is unusual, especially in traditional small-scale fisheries where trade is governed by middlemen. The information was obtained by interviewing key stakeholders from various parties and combining this with relevant secondary data. The main argument is that formalizing the fisheries market is not as simple as implementing technical regulations. There are non-technical factors that affect the entire process. The findings indicate that trust is the important variable that catalyzes the process and binds stakeholders in certain trading mechanisms. Furthermore, this situation is very helpful to divert the fishermen from patron-client relationships that are often unfavorable in the long term.

The objective of this study is to measure the potential economic value of fisheries in the area of conservation of seagrass meadows on the eastern coast of Bintan island. The result of this study could became a policy input for managing sustaibale fisheries resources. The presence of seagrass ecosystem could support carrying capacity of the surrounding area of seagrass for growing related biotas that associated with the seagrass ecosystem. The number of benefit of seagrass ecosystem could be measured by production surplus approach. The result of analysis shows that the economic value of fisheries of seagrass ecosystem is equal to the fisheries economic IDR 92.73 billion or IDR 558.28 million hectare-1 year-1 in 2016. The maximum economic yield (MEY) of this artisanal fisheries is 5032 ton year-1 with the number of effort should be maintained at 5281 trip of net fishing gear. A sustainable fisheries management should be maintained in the level of harvest and effort in MEY condition in order to give a maximum benefit to the fishermen and sustaible to the fisheries. The research method used is the descriptive method, with a qualitative descriptive analysis technique that focuses on the process, and description of the analysis. Data collection was obtained from observation, interviews, and documentation. The research results refer to the theory of Sondang P. Siagian, namely the role of the government in development as a stabilizer, innovator, modernizer, pioneer and self-executor. The Deli Serdang Regency Fisheries Service has conducted its role in the economic empowerment of coastal fishing communities but has not provided optimal results. Obstacles faced by the Fisheries Service include the lack of number, expertise, and competence of the apparatus in the Fisheries Service in coaching and mentoring, Low participation of fishing communities in participating in training activities conducted by the Fisheries Service, Low managerial / group management abilities, Awareness, and business intention is still low. exceptionally low and budget constraints. Recommendations in this study are expected that the Fisheries Service needs to socialize the importance of expertise and ability to be able to increase competence and business opportunities, the Fisheries Service should play a more role in fostering and assisting in managerial/administrative management and group fishery facilities assets, as well as being more selective in program planning assistance to fishermen based on the priority scale of the basic needs most needed by fishermen.

With the support of a multinational non-governmental organization (ngo), these fishermen committed to sharing previously proprietary information, implementing conservation practices, and pooling quota. This article queries what lessons there might be for Asia-Pacific coastal community fisheries from the “California coastal model.” The article proposes three lessons: (1) ngo investments can change the long-term viability of a fishery (2) local fishery management by a group that identifies itself as a community may be effective for fisheries recovery; and (3) community or group quotas and rights can support sustainability objectives.

Local residents generally do not have fishing rights in many of the high value commercial fisheries. They must continuously shape policy and explore alternative economies in order to stay fishermen. We were contracted by the U.S. Bureau of Ocean Energy Management to study the role of subsistence and commercial fisheries, land use, socioeconomics, and sharing networks in Alutiiq and Aleut/Unangan villages. Through an exploration of these data using innovative social network analysis that presents relationships, social stratification, commercialisation, and other dependencies in the maintenance of fisheries, sharing, trading, and revenue streams, this paper shows that in two of the most socioeconomically valuable fisheries, king crab (Paralithodes sp.andLithodes sp) and cod (Gadidae), local peoples have had to gain access to these foods by using means outside of what are academically perceived as their traditional subsistence and commercial allocation, resulting in adaptive networks of distribution. This work shows the range of networks surrounding these key foods and their associated vulnerabilities and resilience. Those sharing networks that demonstrate greater interconnectedness are much more stable and resilient.

Fisheries management using the Ecosystem Approach to Fisheries Management (EAFM) approach is the sustainable use of fishery resources and protection of fish stocks in nature. One of the objectives of fisheries management in social and economic aspects is how fisheries can ensure the socio-economic welfare of the fishing community. Using fishing gear that is not environmentally friendly is one of the triggers for social conflict between fishermen and the uncertain selling price when the peak season of fish impacted the fishermen's economy. Therefore, the purpose of this research is to examine the socio-economic domain indicators from the aspect of EAFM-based coastal and marine resource ecosystem management. This research was conducted from January to February 2021, located in Simeulue District, Sub-District East Simeulue. The data collection method used in the study was interviews and field surveys. The determination of respondents is done by using a gradual sampling technique or stratified random sampling. Data analysis uses an ordinal-based Likert score of 1,2,3 for each indicator, namely the economic domain, fishery household income (RTP), savings ratio, asset ownership, and the social domain, namely stakeholder participation fisheries conflict and the use of local knowledge in fish resource management. Management status in East Simeulue District assessed the aggregate value of the economic domain in the medium category with a score of 48.3. Fishermen still earn less than the minimum wage, while in the social domain, it is in the excellent category with a score of 100 because fishermen, institutions, and related agencies work with each other. Fisheries in Araguari river is an alternative income for families that depend on exploitation of natural resources. This study evaluates fisheries production in high and medium Araguari river to determine the bioeconomic reference points of fishery activities. Logbooks of fisheries were used from Fishermen Colony Z-16 from 2003 to 2010. The Maximum Sustainable Yield (MSY) and Effort at Maximum Sustainable Yield (fmsy) was: MSYSchaefer = 11246 kg and fmsy = 754 fisheries/year, and MSYFox = 11478 kg and fmsy = 1214 fisheries/year and at Bioeconomic Equilibrium (Eebe) Eebe = 10712 kg and Effort at Bioeconomic Equilibrium (febe) febe = 918 fisheries/year. The status of fisheries from Araguari River was declared as overfishing and in this study, we found the same results. The Maximum Economic Yield (MEY) was reached too, as the fisheries were at Bioeconomic Equilibrium (EBE). The fishery mortality (Fyear/Fmsy) and fishery effort (fyear/fmsy) trends show that from 2003 to 2009 the values were sustainable. In 2010 those trends became unsustainable, and the Maximum Economic Yield (MEY) for all years is unsustainable too. It is required this study be considered in future management agreements.
