Abstract:
High rise buildings are commonly found in Hong Kong. Neighbours are so close to one another that activity next door could bring disastrous effect to the whole building even if only minor malpractice is found in daily activities. There had been a number of fires with large number of casualties and deaths in the recent years. Fire safety management in buildings across Hong Kong has been one of the most discussed topics in the territory by the government, politicians and the general public. Investigations of those incidents revealed that there are common malpractices found in those buildings – ineffective means of escape routes, unauthorized alteration to building usage and structures and low awareness on fire safety management. The government did take remedial actions after each fire by imposing more requirements on fire services equipments and systems for types of buildings that had been burnt in previous fires. Furthermore, ad hoc fleet checks to buildings with similar characteristics as where the fires were had also been carried out to meet public concern right after blazes. Long term measures such as enactment of new laws, amendments to existing codes of practice on fire safety equipments and systems, strengthening execution of laws towards offenders, launch of promotional programmes by the Fire Services Department to raise public concern on fire safety awareness have been in effect aiming at lowering the figures on fire cases and hence loss in lives and properties. After series of actions taken, number of fire cases, casualties and deaths result from fire did not go down in the past few years. Building fire safety condition in two cities in South East Asia, Singapore and Tokyo, are taken for comparison with that of Hong Kong. It is discovered that there are merits from the two cities for our reference in order to get the safety levels of our buildings be raised. The two governments in Singapore and Tokyo take proactive approach on control and promotion of fire safety in buildings while our policies are passive ones. Besides, both Singaporean and Tokyo government plan their policies with focus on the weaknesses found that bring adverse effect to the key issue. In order to cultivate safe atmosphere for citizens in Hong Kong, the government is strongly recommended to adopt proactive approach that addresses the root cause of the issue. Compulsory appointment of independent Fire Safety Manager, adoption of total fire safety management concepts with focus on emergency planning and drills, incentive programmes to raise the public awareness on building fire safety are expected to strengthen the concepts of fire safety in the community. On the other hand, compulsory formation of owners’ corporations, legal review and amendments to current ordinance on building management in order to maintain equilibrium for management power among stakeholders, including building managers, of buildings and last but not least, putting legal liability on professional building managers for fire safety malpractices are suggested measures to address the root causes of the phenomena.

Abstract:
I denna rapport sammanställs information om brandsäkerhet och utrymningssäkerhet i vindkraftverk för att dra slutsatser om hur säkerheten skulle kunna förbättras. Orsaken till att detta anses vara ett intressant område för studier är att det är en bransch som snabbt växer och som är extraordinärt ur en utrymningssynpunkt på grund av höjden på dagens kraftverk. Med hjälp av litteraturstudier, en enkät riktad till tekniker inom vindkraftsbransch och intervjuer av både personer inom bransch och från räddningsorganisationer så har information om ämnet samlats in. Med hjälp av personer med dessa mycket olika perspektiv på vindkraft och säkerhet så dras slutsatser om dagens läge och vad som skulle kunna förbättras ur en säkerhetskritisk synvinkel. Vid enkätstudien tillfrågades 32 personer som arbetar i vindkraftverk olika frågor som på ett eller annat sätt berör brand och säkerhet i deras arbetsmiljö. Resultaten från denna enkät tyder på att servicetekniker på kraftverken generellt sett känner sig förhållandevis trygga på sin arbetsplats, men tycker samtidigt att den går att förbättra ur en säkerhetsynpunkt. Något som tas upp är bland annat bristen på brandlarm och automatiska släcksystem i maskinhuset på kraftverken. Båda typer finns på en del kraftverk, men personal på anläggningarna vill i många fall se det på betydligt fler av verken. Utrymning verkar inte vara något som serviceteknikerna oroar sig för, men en rapport från Nanjing Tech Univeristy, RISE, Technical Univeristy of Denmark och Univeristy of Zilina tyder på att utrymning i händelse av brand kan vara problematiskt i vindkraftverk. I rapporten har linorna som är tänkt att användas som en del i utrymningen testats utifrån resultaten i en simulerad brand i maskinhuset. Vid simuleringen användes PyroSim för att simulera brandförlopp där temperaturer kunde tas fram vid olika tider. Dessa temperaturer och tider jämfördes sedan med antändningstemperatur för de linor som används vid utrymning. Resultatet visade att linorna antänds inom den tid som är tänkt för utrymning från vindkraftverket. Stämmer detta kan inte vinschning ses som en alternativ väg för utrymning i händelse av brand. Vid intervjustudien med räddningsorganisationer har fokus legat på släckning av vindkraftverk. De organisationer som deltagit har svarat väldigt lika på dessa frågor. På grund av höjden på kraftverken och den höga brandbelastning som oftast uppstår så har inga släckningsförsök vidtagits vid insatser i vindkraftverk. I stället har räddningsinsatserna fokuserats på att spärra av området kring kraftverket och försökt att minimera brandspridningen till omkringliggande område. Räddningsorganisationer med vindkraftsparker i sitt område verkar ha en god relation med ägare från branschen. Tillsammans utför de båda kontinuerligt övningar inom livräddning på kraftverken tillsammans med båda parter. Dessa övningar är dock inte på något sätt en förberedelse för livräddning vid brand i till exempel maskinhus, utan snarare fokuserade på livräddning vid annan olycka eller sjukdom. Slutsatserna från arbetet är att mer information skulle behövas för att helt kunna utvärdera om brandsäkerheten är tillräcklig i vindkraftverk. Den rapport från 2014 som visar på att utrustningen för vinschning ej tål brand är förvisso alarmerande, men enligt rapporten så krävs ytterligare undersökningar för att kunna dra några mer konkreta slutsatser. Mellan bransch och räddningsorganisationer tycks relationen vara god men de möjligheter som räddningsorganisationer har att släcka eller livrädda personer i brinnande kraftverk är mycket små. Detta medför att i princip allt ansvar inom brand- och utrymningssäkerhet ligger på branschen. Den mest uppenbara åtgärden skulle vara att ställa krav på installation av automatiska släcksystem och brandlarm. Detta är också det som många servicetekniker, vilka är den mest utsatta yrkesgruppen i sammanhanget, efterfrågar.

Abstract:
BACKGROUND: Formalized risk management (RM) is an internationally accepted process for reducing hazards in the workplace, with defined steps including hazard scoping, risk assessment, and implementation of controls, all within an iterative process. While required for all industry in the European Union and widely used elsewhere, the United States maintains a compliance-based regulatory structure, rather than one based on systematic, risk-based methodologies. Firefighting is a hazardous profession, with high injury, illness, and fatality rates compared with other occupations, and implementation of RM programs has the potential to greatly improve firefighter safety and health; however, no descriptions of RM implementation are in the peer-reviewed literature for the North American fire service. METHODS: In this paper we describe the steps used to design and implement the RM process in a moderately-sized fire department, with particular focus on prioritizing and managing injury hazards during patient transport, fireground, and physical exercise procedures. Hazard scoping and formalized risk assessments are described, in addition to the identification of participatory-led injury control strategies. Process evaluation methods were conducted to primarily assess the feasibility of voluntarily instituting the RM approach within the fire service setting. RESULTS: The RM process was well accepted by the fire department and led to development of 45 hazard specific-interventions. Qualitative data documenting the implementation of the RM process revealed that participants emphasized the: value of the RM process, especially the participatory bottom-up approach; usefulness of the RM process for breaking down tasks to identify potential risks; and potential of RM for reducing firefighter injury. CONCLUSIONS: As implemented, this risk-based approach used to identify and manage occupational hazards and risks was successful and is deemed feasible for U.S. (and other) fire services. While several barriers and challenges do exist in the implementation of any intervention such as this, recommendations for adopting the process are provided. Additional work will be performed to determine the effectiveness of select controls strategies that were implemented; however participants throughout the organizational structure perceived the RM process to be of high utility while researchers also found the process improved the awareness and engagement in actively enhancing worker safety and health.

Abstract:
Fire departments in the United States accounted for 31% of municipal budgets with increases of 85% spending between 2015 and 2016. The purpose of this single case study was to explore leadership strategies fire officers used to manage costs associated with hazardous operations. The conceptual framework grounding this study was transformational leadership theory. The participants in this study were 10 fire officers who manage hazardous operations in central Wisconsin. The data collection process included open-ended questions in a semistructured format resulting in transcripts, a review of fire department staffing documents, and personal journal notes. Methodological triangulation was used to compare the collected data and verified through member checking for accuracy. Upon completion of data collection, the data analysis process consisted of transcripts involving coding, grouping key words, and reconstructing data into themes. Four central themes emerged from the study: servant leadership, partnership, accountability, and creative staffing. The fire officers used servant leadership to ensure the provisions of services to internal and external customers. The servant leadership practice created trust and integrity. Creative staffing provided innovative cost management and fiscal responsibility to include partnership. Partnership and accountability worked in every facet of the fire department soliciting input from every level of staff. Fire officers in the study practiced transformational leadership daily in both emergency and nonemergency situations. Social implications include innovative leadership strategies and application that may help fire officers promote positive social change through saving lives of firefighters and the citizens they serve.

Citizens in many provinces in South Africa have increasingly become more vocal about their unhappiness concerning service delivery in many departments of Government; their needs are not being met. Their violence and anger are usually aimed at emergency planners and government institutions, such as the police services, emergency medical services and fire services, therefore adding to various other challenges and difficulties these institution experience in carrying out their responsibilities (News Today, 2008). These institutions are also directly involved in the Disaster Risk Reduction process and play a key role in building a culture of safety and prevention within their communities by distributing knowledge and teaching skills (Twigg, 2004). Twigg (2004) argues that providing communities with information is the only way in which the scale, frequency, and complexity of disasters can be addressed. This should be done by following a multi–disciplinary approach that includes participatory development communication as a tool. The term participatory development communication refers to communication between parties where information transfer is de–emphasised and the process of dialogue between participants is favoured (Jacobson & Kolluri, 1999). This allows for solutions to problems to be identified in a collective fashion (Twigg, 2004; Jacobson & Kolluri, 1999). In light of the above the Maquassi Hills Fire Service’s relationship with the community has a major impact on the contribution the fire services make to building a culture of safety and also to what extent the community works towards building a culture of safety –– and thereby reducing disaster risk within the community. This study, consequently, aims to investigate the current relationship between the Maquassi Hills Fire Services and the community they serve, as well as the role of participatory development communication in this relationship. In order to do so this study explore various guidelines and principles set out by the literature in terms of participatory development communication and culture of safety to establish to what extent the Maquassi Hills Fire Services adhere to these principles and guidelines in their day–to–day functioning. This has been done by using a qualitative research design. Data collection methods appropriate to the qualitative research design were used to collect the necessary data. These methods included focus group discussions with members of the communities in the Maquassi Hills area and semi–structured interviews with the staff and management of the Maquassi Hills Fire Services. Guidelines and principles established in theory were used to describe and evaluate the current situation between the Maquassi Hills Fire Services and the surrounding communities to 5 whom they provide the service of fire fighting. The two main areas of theory addressed were that of Participatory Development Communication and that of a culture of safety as it presents in the Disaster Risk Reduction field. These were also the two main areas investigated in the empirical phase of the study. From the research it was found that in terms of Participatory Development Communication very little is being done by the fire services to establish dialogical communication. Thus creating opportunities for communities to communicate with the fire services by developing relevant communication channels is not being facilitated. However communities are eager to establish such an interactive relationship with the fire services. The data indicated that when the principles and guidelines for building a culture of safety are considered there exist various positive aspects. If these aspects are utilised and facilitated in the correct manner it may facilitate the process of building a culture of safety. It is therefore recommended that the fire services should start interacting with the communities in the Maquassi Hills area. Most of the issues experienced in the relationship between the fire services and the communities can to some extent be ascribed to the fact that the fire services do not reach out to the communities they serve. Interactions with the community should be based on the principles of participatory development communication which will ensure that dialogue is established and information is exchanged. Also very important in the Maquassi Hills area is supplying the communities with relevant, regular, correct and coherent fire safety information and skills. People in these communities need the necessary fire safety information to ensure their safety in terms of fire. By allowing people in these communities to participate in planning and implementing initiatives aimed at informing people, awareness campaigns and information sessions will be suited to the specific areas. This will mean that communities receive information relevant to their situation and circumstances and ultimately initiatives will be more effective, allowing the opportunity for a good culture of safety with regard to fire to be built.

As leis e regulamentos de segurança contra incêndio e pânico (SCIP) foram construídos ao longo dos anos, incentivados, em sua maioria, por grandes incêndios, os quais mostraram que a evolução tecnológica e a verticalização das cidades aumentaram sobremaneira os riscos à vida dos usuários das edificações, exigindo do poder público e da sociedade técnica e científica o aprimoramento concomitante das medidas, sistemas construtivos e equipamentos que mitigassem tais riscos a níveis aceitáveis. Com o advento de mais uma tragédia recente, o incêndio na casa noturna (boate) Kiss em 2013, no Estado do Rio Grande do Sul, iniciaram-se novamente discussões a nível nacional sobre a necessidade de atualização das legislações estaduais, e principalmente sobre a relevância em estabelecer requisitos únicos que garantam a eficiência, eficácia e efetividade da segurança contra incêndios no Brasil. A presente pesquisa teve o objetivo de estudar a viabilidade de elaboração de uma regulamentação técnica nacional, transformando-se em um instrumento motivador através da fundamentação teórica acerca das responsabilidades da gestão pública em proporcionar a segurança contra incêndio aos cidadãos, bem como pela apresentação de uma visão sistêmica da SCIP, necessária para a sua evolução técnica e científica contínua. Também, foi realizado um estudo comparativo entre todas as regulamentações técnicas brasileiras, priorizando os requisitos de classificação das edificações, exigências das medidas de segurança contra incêndio e pânico e detalhamentos técnicos requeridos para os principais sistemas de proteção, conjuntamente com a verificação da percepção dos gestores técnicos da SCIP nas edificações do Brasil, por meio de entrevista aplicada, sobre a relevância e a viabilidade de implantação de uma regulamentação técnica nacional. Com base no estudo comparativo, concluiu-se que apesar das discrepâncias encontradas, os regulamentos possuem fundamentações semelhantes que possibilitam a elaboração de uma redação única no país, por meio de um trabalho conjunto e sistematizado, com todos os setores envolvidos e com os gestores da regulamentação, os quais expressaram representativamente a intenção de padronização nacional.
The Fire Safety Regulations have been built over the years, encouraged mostly by large fires, which showed that the technological evolution and the verticalization of cities greatly increased the risks to the lives of the users of the buildings, requiring concomitant improvement of measures from the government and the technical and scientific society, as well as building systems and equipment to mitigate these risks to acceptable levels. With the advent of a recent tragedy, the fire at the nightclub Kiss in 2013 in the state of Rio Grande do Sul, discussions have begun again, at national level on the need for updating state laws, and especially on the relevance in establishing unique requirements to ensure the efficiency, efficacy and effectiveness of fire safety in Brazil. This research aimed to study the feasibility of developing a national technical regulation, becoming a motivational tool by the theoretical foundation about the responsibilities of public administration in providing fire safety to citizens, as well as the presentation of a systemic view of fire safety in buildings (FSIB) necessary for their ongoing technical and scientific developments. Also, we conducted a comparative study of all Brazilian technical regulations, giving priority to the classification requirements of buildings, requirements of safety measures against fire and panic and technical details required for the main protection systems, together with the verification of the perception of FSIB managers of Brazil, through the interview on the relevance and feasibility of implementing a national technical regulations. Based on the comparative study, it was concluded that despite the discrepancies found, the regulated have similar foundations that make possible the establishment of a single redaction in the country, requiring a joint effort of all sectors involved and public technical managers who have shown representatively the intention of national standardization.

Att kunna arbeta med systematisk hantering av brotts-, brands- och arbetsmiljörisker är en eftertraktadkompetens. Det syns inte minst i både näringslivets och den offentliga förvaltningensarbetsannonser när man söker chefer, handläggare eller samordnare till säkerhetsavdelningar.Trots det finns mycket lite skrivet på svenska om riskhantering och riskanalys i kontexten skyddmot brott. Ännu ovanligare är litteratur som jämför riskhantering mellan brandskydd, arbetsmiljöoch brottsskydd.Bristen på litteratur påverkar även studier av riskhantering inom fysisk och organisatorisk säkerhet,i synnerhet på akademisk nivå där det i Sverige är ett relativt nytt ämne. Att flytta fram positionernaoch vidga kunskapsfältet är därför angeläget både för ämnet fysisk- och organisatorisk säkerhetsåväl som för näringslivet. Detta kandidatarbete är ett tidigt bidrag till ett ämnesområde som ser utatt växa. Genom att kartlägga engelsspråkiga handböcker och det vetenskapliga kunskapsläget inomnärliggande discipliner har arbetet haft ytterligare ett mål: att nå ut med kunskap till de som arbetarmed riskhantering i praktiken och på så sätt vidga gruppens medvetenhet och yrkeskompetens.Uppsatsens syfte är att redovisa kunskapsläget och samtidigt visa på riskhanteringsprocessensbredd och djup. Mer konkret har det skett genom att identifiera likheter och skillnader i destuderade områdenas begreppsapparater, processbeskrivningar, problem, framgångsfaktorer ochsamtidigt redovisa eventuell kritik som riktas mot riskhantering som fenomen. Resultaten visar attdet finns fler likheter än skillnader mellan både riskhanteringsprocesser som riskanalysmetoder,oavsett om syftet är att skydda mot brott, ohälsa eller brand och olyckor.Arbetet har genomförts som en deskriptiv litteratursstudie och jämförande textanalys. Riskhanteringsprocessenhar beskrivits med utgångspunkt i den generiska ISO-standarden (31000:2009,Riskhantering - Principer och riktlinjer). Tio riskanalysmetoder som täcker samtliga steg i riskbedömningsmomentethar valts ut och beskrivits. Redovisning med tillhörande analys har följtsamma ordningsföljd som standardens processbeskrivning. Materialet har kompletterats ochjämförts med facklitteratur och vetenskapliga artiklar från tre riskhanteringsområden: (1) skyddmot ohälsa i arbetsmiljön, (2) skydd mot brand och olyckor samt (3) skydd mot brott.Uppsatsen ger även exempel på den inkonsekventa begreppsanvändningen som förekommer bådemellan och inom olika discipliner som sysslar med riskhantering. En av uppsatsens slutsatser äratt det sannolikt inte går att skapa en enhetlig begreppsapparat varken inom akademin eller i denpraktiska verksamheten samtidigt som det heller inte är nödvändigt. Istället kan missförstånd undvikasgenom att tydligt och i varje enskilt fall definiera vad man avser med ett visst begrepp.
The competence to manage risks related to health, security, fire and safety is a sought-after skill.This is especially noticeable in both business and public administration job postings for therecruitment process of managers, administrators or coordinators to security departments. At thesame time there is little specialist literature available in Swedish on the subject of risk managementin the context of protecting assets and people from physical security threats. The lack of literatureaffects the study of risk management from a physical and procedural security perspective,particularly at an academic level where this is a relatively new topic. To move forward and expandthe field of knowledge is an important step, not only for the scientific community but also for theindustry. This bachelor thesis attempts to be an initial but significant contribution to a topic thatis likely to grow. By mapping what has already been published on the subject in English as wellas summing up and analyzing the scientific knowledge from similar disciplines the thesis has alsohad an additional goal: to reach out with knowledge to those dealing with risk management inpractice, and thus raising their awareness and developing their professional skills.The purpose of this study is to present the current state of knowledge and at the same time toshow the width and depth of the risk management process. This is done by identifying similaritiesand differences in definitions, process descriptions, problems and best practice of the studied areaswhile at the same time account for any criticism offered against risk management as a concept.The results show that there are more similarities than differences in the risk management processand methods regardless of whether the purpose is to protect people and assets from healthhazards, crime, fire or accidents.The paper has been conducted as a descriptive literature study and a comparative textual analysis.The risk management process has been described with reference to the generic ISO standard(31000:2009, Risk management - Principles and guidelines). Also, ten common risk analysismethods that cover all steps in the risk assessment process have been described. The narrative andrelated analysis follow the same order as the ISO-standard process description.The material has been supplemented and compared with guidelines and scientific papers from threetypes of risks management contexts: (1) health hazards, (2) fire and safety, and (3) security.The paper also provides examples of the inconsistent use of terms and definitions both between andwithin different disciplines involved in risk management. One of the conclusions of the report is thatcreating a unified, universal terminology to be used in the security context probably is impossibleas well as being not necessary. Instead, certain terminological misunderstandings can be avoided byproviding clear definitions and explanations of their meaning in each particular case.

The maritime industry is vital to the Swedish trade and economy. Shipping has less environmental impact per ton transported goods than other transport modes. Furthermore, ships use the sea as their roads, thus not requiring additional impact on the environment in the form of building roads or tracks to be able to transport goods or people. The aim of this thesis is to identify the characteristics of the safety management approach and safety management systems (SMS) in five Swedish companies operating in the Swedish shipping industry. It furthermore explores whether a new approach to safety management such as Safety II and resilience engineering can offer a complementary view to the current safety management. The study design of this thesis has been a multiple case study. A literature review has been performed to gain insights into the domain and safety management in the domain in specific. Data has been gathered through semi-structured interviews with 10 respondents working within shipping or crew management companies. Five of the respondents work ashore with safety management and five of the respondents work onboard as Chief Officers or Chief Engineer. Chief Officers as well as Chief Engineers have responsibilities regarding safety for their respective department and thus have management positions within the operations. The results show that the participating companies’ safety management and SMSs are of the reactive kind. There is furthermore a gap between work as imagined, WAI, and work as done, WAD, that affects the suitability of the routines, procedures and equipment used in operations. Complexity of a system is also a contributing factor when it comes to safety management, and in the participating companies, aspects regarding complexity were identified at a regulatory, organisational and operational level. This affects the possibility to create routines and procedures that correspond to the demands, variations and situations encountered in operations. It is suggested in this thesis that a Safety II approach to safety management, along with the use of resilience engineering to develop and enhance the domain’s adaptability, can serve as a complement to the current safety management approach. Being able to adapt, respond and manage various unforeseen situations is a way of ensuring safety in operations even in complex socio-technical systems. The resilience assessment grid, RAG, is suggested as a tool to be developed to be usable in the participating companies. The RAG could serve as a tool to taper the gap between WAI and WAD, as well as to provide input to the development of indicators other than accidents for improving safety. Furthermore, it could also facilitate learning from everyday operations and what is going well – the everyday successes in everyday execution of tasks involved in operations.

In 2009 there were 3.28 million non-fatal occupational injuries and illnesses (Bureau of Labor Statistics, 2010). Of these injuries and illnesses, 965,000 resulted in lost days from work. In addition there were 4,340 workplace fatalities. Given the number of occupational injuries, illnesses, and fatalities, and the associated direct and indirect costs, organizations have sought to improve safety at work. Safety climate and safety motivation are two variables hypothesized to affect safety behaviors and safety outcomes. Safety climate refers to the shared perceptions of workgroup members, of the organizations' commitment to safety as evidenced by heir immediate supervisors' pattern of implementing safety policies and procedures (Zohar, 2003). Therefore, the workgroup supervisor plays an major role in the development of safety climate. Social exchange theory and previous studies of leadership styles and safety suggest that supervisors who convey concern for subordinates' well-being increase workers' motivation to reciprocate by increasing their safe behaviors at work. However, no research to date has examined the relationship between supervisors' personality and workers perceptions of safety climate, or the effect of Big Five trait-level variables on workers safety motivation. In this study I hypothesize that supervisors' proactive personality and three Big Five traits will be positively related to workers' safety climate perceptions. In addition, I hypothesize that four Big Five traits in workers will be positively related to workers safety motivation. Finally, I hypothesize that group-level safety climate will be significantly related to individual-level safety motivation after controlling for workers' personality. Participants in this study were maintenance and construction workers from a municipal city bureau, in 28 workgroups, totaling 146 workers and 28 supervisors. Workgroup sizes vary but averaged 6.21 members, including the supervisor. The data were collected in small groups (paper-and-pencil) and electronically (on-line); workers and supervisors answered questionnaire items on personality variables, safety climate, safety motivation, safety behaviors, and safety outcomes. In addition, archival data on safety outcomes were collected. The data were analyzed using a combination of multiple regression, multi-level modeling, and path analysis to test hypotheses and answer research questions. Both proactive personality and Big Five traits in supervisors accounted for incremental variance in aggregated workgroup safety climate over controls. In addition, workgroup safety climate and individual workers' cautiousness were significant predictors of workgroup safety motivation in a hierarchical linear model. At the individual level of the model, only the traits of cautiousness and morality were significant predictors of individual safety motivation. Tests of the Neal and Griffin (2004) model showed that safety motivation partially mediated the relationship between individual safety climate and safety participation behaviors. In addition, safety motivation fully mediated the relationships between morality and both safety compliance and safety participation behaviors. Finally, safety motivation partially mediated the relationship between cautiousness and both safety compliance and safety participation behaviors. The results suggest that supervisor personality can have an effect on the on workgroup safety climate perceptions. In addition, this study provided evidence that Big Five traits are useful predictors of the antecedents of accidents and injuries. Suggestions for training managers and future research are also discussed.

Safety and Health in the workplace has long been the priority work of the Hong Kong administration but the accidentstatistics in Hong Kong tell another story. No matter how sophisticated a safe system is designed, its ultimate success depends very much on the person who carries out the job. Safe behaviour has therefore become the contemporary study of safety and health at work.Since human behaviour is a multidimensional construct, its understanding requires a multiple theory approach. Inspired by this concept, this study explores a Multi-Dimensional Safe Behaviour Model in explaining Construction Workers' Safe Behaviour. The study examines its implication for management when safe behaviours are to be instilled. Nine psychological theories and models, identified under the perspective of the Intrapersonal, Interpersonal and Community Level are examined. A short list of 9 variables of "Social Norm", "Management Commitment", "Safety Knowledge", "Perceived Risk", "Safety Experience", "Self Efficacy"; "Perceived Consequence", "Chance" and Intention to Behave" was constructed. Three hypothetical constructs of "Social Support", "Attitude" and "Expectance" composed of observable indicators from the nine identified variables are also formed. The variables are then put together into a hypothesised Multi-Dimensional Safe Behaviour Model with the casual relationships between variables identified. A Structural Equation Modelling procedure shows that the hypothesised Multi-Dimensional Safe Behaviour Model fits the data reflecting the necessity of adopting a holistic approach in addressing behavioural issues. "Safety Attitude" is found to impose a positive effect on the worker's "Intention to Behave Safely" indirectly via a mediating factor of "Chance Locus". The study conveys practical implications to safety management and researchers. Research limitations and areas for further study are also discussed. Safety behavioural initiatives based on the model testing results in promotion workers' safety behaviours are also addressed.

9 av 10 bränder där personer omkommer inträffar i bostäder, där. Personer i åldersgruppen 80 år eller äldre är överrepresenterade. Visionen för den svenska nationella strategin för att stärka brandskyddet för individen är att “ingen ska omkomma eller skadas allvarligt till följd av brand”. Delmålsättningen för visionen var att antalet omkomna och allvarligt skadade i bränder ska minska med en tredjedel mellan år 2010 och 2020. När individer bor i sina egna hem, så kallat ordinärt boende, förutsätter bygglagstiftningen att personer själva sätter sig i säkerhet i händelse av brand. Då detta är svårt för äldre med funktionshinder, har MSB har publicerat ett exempel på checklista för kommuner att använda som mall vid riskinventering hos brukare. Syftet med rapporten är att undersöka hur kommunal och privat hemtjänst arbetar med brandskyddsarbete. Men även om synen på brandskydd inom hemtjänsten är olika beroende på vart i landet respondenten är verksam och vilken arbetsform hen har. Metoden som valdes för arbetet var enkätstudie samt litteraturstudie. Enkäten delades upp i olika spår, beroende på om respondenten arbetade ute hos brukare eller inte arbetade ute hos brukare. Målet var att alla enhetschefer (chefer över hemtjänstgrupper) i Sverige skulle få förfrågan att delta i studien. Resultatet visar att majoriteten av respondenterna anser att brandskydd inte är hemtjänstens ansvarsområde. Det pekar även på att det var en skillnad på synen på brandskydd beroende på om respondenten arbetade ute hos brukare eller om hen inte gjorde det. Där respondenter som arbetade ute hos brukare i större utsträckning kontrollerade och jobbade med brukarnas brandskydd än de respondenter som inte arbetade ute hos brukare. Dock var antalet respondenter som arbetade ute hos brukare lägre än de som inte arbetade ute hos brukare. Den visar även att respondenternas syn på brandskydd skiljer sig geografiskt. Detta kunde utgöras av exempelvis användandet av en checklista för riksinventering med avseende på brandskydd, som användes mer frekvent inom vissa regioner än andra. De slutsatser som kan dras av arbetet är att ansvaret för de äldre som inte kan se efter sitt eget brandskydd inte är specificerat. Enligt lagen om skydd mot olyckor så är det den enskildes ansvar att se över sitt brandskydd om hen bor i ordinärt boende. Men om personen inte själv kan göra det, exempelvis på grund av demens eller funktionshinder så finns det ingen klar bild om vem som ska göra det. Socialtjänstlagen kan tolkas så att det är kommunernas ansvar att se över den äldre befolkningen inom kommunen. Dock specificeras brandskydd inte inom lagen.
9 out of 10 fires in which people die occur in their homes, there. People in the age group 80 years or older are overrepresented in deaths caused by fire. The vision of the Swedish national strategy for strengthening fire protection for the individual is that "no one should die or be seriously injured as a result of fire". The sub-goal for the vision was that the number of fatalities and serious injuries in fires should decrease by one third between 2010 and 2020. When individuals live in their own homes, so-called ordinary housing, the building legislation presupposes that people themselves put themselves in safety in the event of a fire. As this is difficult for the elderly with disabilities, MSB has published an example of a checklist for municipalities to use as a template for risk inventory for individuals. The purpose of the report is to investigate how municipal and private home services work with fire protection work. But even if the view of fire protection in the home care service is different depending on where in the country the respondent is active and what form of work he has. The method chosen for the work was a questionnaire study and a literature study. The questionnaire was divided into different tracks, depending on whether the respondent worked out with users or did not work out with users. The goal was that all unit heads in Sweden would be asked to participate in the study.   The results show that the majority of the respondents believe that fire protection is not the home service's area of ​​responsibility. It also shows that there was a difference in the view of fire protection depending on whether the respondent worked out with patients or did not. Where respondents who worked out at users to a greater extent controlled and worked around the users' fire protection than the respondents who did not work out at users. However, the number of respondents who worked out at users was lower than those who did not work out at users. It also shows that the respondents' views on fire protection differ geographically. This could consist of, for example, the use of a checklist for national inventory with regard to fire protection, which was used more frequently in some regions than others.  The conclusions that can be drawn from the work are that the responsibility for the elderly who cannot look after their own fire protection is not specified. According to the law on protection against accidents, it is the individual's responsibility to review their fire protection if they live in ordinary housing. But if the person cannot do it himself, for example due to dementia or disability, there is no clear picture of who should do it. The Social Services Act may indicate that it is the municipalities' responsibility to review the elderly population within the municipality, but nothing is printed out exactly regarding fire protection.

Abstract:
The aim of this research is to evaluate the Eskom customer safety education programme in the Queenstown Customer Services Area. The research focuses on the implementation of the programme with the aim of assessing whether there is need for optimisation in the way that the customer education and training is delivered. The paper consists of three sections. Section one is directed to Eskom and is made up of (i) a review of the literature that is relevant to the Eskom safety education programme, (ii) the findings made from the study and (iii) recommendations from the author. Section two is a review of the key concepts which were identified for this paper and these are: (i) education and training, (ii) consumer education, (iii) citizenship education, (iv) training programme development, and (v) training programme evaluation. Section three provides detail on and justifies the research methodology that was followed for this paper. The author adopted the deductive approach and collected data from literature sources and Eskom documents as well as face-to-face interviews with the Eskom trainers and customers. Qualitative data was collected from the interviews and is presented in section one of the report in the form of (i) narratives, (ii) graphs and (iii) tables. The research has identified some shortcomings in the delivery of the training and recommendations have been made on how these shortcomings can be addressed. Trainer skills, training evaluation and training tools are amongst the issues that require attention in the Queenstown Customer Services Area. The results revealed that 67 percent of the trainers have not received training related to conducting customer forums. Inconsistencies with regard to the evaluation of the training interventions were also identified and there were differences in terms of the training tools that are utilised at the forums. The recommendations made by the author are based on the literature that was reviewed as part of this study and are aimed at addressing the delivery of the training. The respondents all displayed an understanding of the objectives of the Eskom safety education programme and made recommendations in terms of how Eskom can reduce the tampering of Eskom equipment. The recommendations made included the involvement of the community as well as unannounced door-to-door audits aimed at identifying damaged and tampered Eskom equipment. These recommendations are in line with the guiding principles of safety education presented in McWhirter (2008: 32) which include the involvement of young people in real decisions to help them stay safe, as well as the use of active approaches in addressing safety issues. A review of the electrical contact incidents which were reported to Eskom in 2011/12 revealed that in 61,5 percent of the cases that occurred in the Eastern Cape, Eskom had conducted electricity safety education before the incidents occurred. The recommendations in terms of the training delivery should be implemented to improve the delivery of the training. The author however recommends further research on how Eskom can reduce the number of electrical contact incidents that occur, as it has been proven through previous studies that safety education “has an impact on knowledge, behaviour, risk and skills and no papers have provided evidence of the impact of safety education on injury rates” (Mulvaney, Watson and Errington, 2012: 27).

FTA is used to identify the possible causes of risk and calculate the probability that an unfavorable risk occurs. HRA analysis is used to evaluate the effects of human error on the system. Advances in medical technology have altered the need for certain types of surgery to be performed in traditional inpatient hospital settings. Less invasive surgical procedures allow a growing number of medical treatments to take place on an outpatient basis. Hospitals face growing competition from ambulatory surgery centers (ASCs). The competitive threats posed by ASCs are important, given that inpatient surgery has been the cornerstone of hospital services for over a century. Additional research is needed to understand how surgical volume shifts between and within acute care general hospitals (ACGHs) and ASCs. This study investigates how medical technology within the hospital industry is changing medical services delivery. The main purposes of this study are to (1) test Clayton M. Christensen’s theory of disruptive innovation in health care, and (2) examine the effects of disruptive innovation on appendectomy, cholecystectomy, and bariatric surgery (ACBS) utilization. Disruptive innovation theory contends that advanced technology combined with innovative business models—located outside of traditional product markets or delivery systems—will produce simplified, quality products and services at lower costs with broader accessibility. Consequently, new markets will emerge, and conventional industry leaders will experience a loss of market share to “non-traditional” new entrants into the marketplace. The underlying assumption of this work is that ASCs (innovative business models) have adopted laparoscopy (innovative technology) and their unification has initiated disruptive innovation within the hospital industry. The disruptive effects have spawned shifts in surgical volumes from open to laparoscopic procedures, from inpatient to ambulatory settings, and from hospitals to ASCs. The research hypothesizes that: (1) there will be larger increases in the percentage of laparoscopic ACBS performed than open ACBS procedures; (2) ambulatory ACBS will experience larger percent increases than inpatient ACBS procedures; and (3) ASCs will experience larger percent increases than ACGHs. The study tracks the utilization of open, laparoscopic, inpatient and ambulatory ACBS. The research questions that guide the inquiry are: 1. How has ACBS utilization changed over this time? 2. Do ACGHs and ASCs differ in the utilization of ACBS? 3. How do states differ in the utilization of ACBS? 4. Do study findings support disruptive innovation theory in the hospital industry? The quantitative study employs a panel design using hospital discharge data from 2004 and 2009. The unit of analysis is the facility. The sampling frame is comprised of ACGHs and ASCs in Florida and Wisconsin. The study employs exploratory and confirmatory data analysis. This work finds that disruptive innovation theory is an effective model for assessing the hospital industry. The model provides a useful framework for analyzing the interplay between ACGHs and ASCs. While study findings did not support the stated hypotheses, the impact of government interventions into the competitive marketplace supports the claims of disruptive innovation theory. Regulations that intervened in the hospital industry facilitated interactions between ASCs and ACGHs, reducing the number of ASCs performing ACBS and altering the trajectory of ACBS volume by shifting surgeries from ASCs to ACGHs.

Abstrac There are about one million college students in Taiwan. More than 277 thousands college students live in the dormitory. The safety of dormitory is a very important topic, especially its fire safety management. Present paper discusses the fire safety management of dormitory by using a case study of a university in Kaohsiung. The laws about the building fire safety facilities and fire safety equipment have been revised. Then, a proposed fire protection plan for the dormitory has been recommended. It concludes that the fire protection plan of dormitory should be reported separate from the fire protection plan of university. The fire prevention and rescue regulation should be defined. Also, the trainings of fire prevention and rescue for the students should be implemented. Keywords: fire safety management, dormitory, fire protection plan.

Abstract With the vigorous development of science and technology, domestic industrial parks are set up for a variety of industries. However, risks of industrial fires and explosions are increased with some manufacturing process, including the aging equipment, improper management, natural disasters, man-made arson and other reasons. In order to prevent the relevant accidents, the domestic fire authorities have been committed to fire prevention and control. This study, to identify critical points and establish efficient management, investigated the industries aspects of fire safety management using questionnaire (n= 219) and interviews (n=3) in Zhongli Industrial Park. According to statistics of the questionnaires and the interview records, over 30% participants have fire experience in workplace, 68% participants aged 31 to 50 years old, and only 1% participants have fire safety management related education. More than 29% workplaces have meet the criteria of places with public hazardous substances. Most participants agree with that they should improve the operation of fire extinguishers, and the security supervisor is a difficult task. In summary, fire safety inspectors believe that the electronics industries, chemical industries, and textile industries have higher risks of fires and explosions in Zhongli Industrial Park, moreover, major hazards are dangerous goods (66%), a lot of combustibles items (66%), and lack of personnel training (66%).

The fire safety of existing buildings decreases over time. Based on factors such as space limitation and high construction costs, upgrading hardware construction is difficult, especially in existing hotel buildings due to their 24-hour operation. This paper proposes a simple fire safety evaluation system for existing multi-purpose hotel buildings. Fire safety management is the most important section in the evaluation system, which includes fire prevention, and evacuation and mitigation strategies, accounting for a 54.95% weighting. In this study, an empirical evaluation was conducted on 16 multi-purpose hotel buildings. of these test cases, five were determined to be unsafe. After reviewing the scores for each fire safety management plan factor, necessary improvement plans were proposed. This system will assist owners in undertaking improved fire safety management measures with less hardware renewal.

In spite of the on-going inventions of more advanced technologies, human beings still have to face the threats of fire accidents to their lives and properties. To avoid the possibly big losses due to fire, the best approach is to take needed measures to prevent the accidents from happening or to stop them immediately in case they occur. In the recent years, our governments at all levels devoted significant effort to the development of the so-called “fire management system.” Although some progresses have been seen in this area, there is still considerable room for improvement. The central notion of the “fire management system” is that “your properties should be protected by yourself.” Under this policy, private enterprises need to designate a fire management staff to take in charge of their fire prevention programs. Many factors may determine the success of the system, such as the supervisory programs of governmental agencies, the cooperation of property owners, and the training of fire management staffs. Among those factors, the extent to which fire management staffs are actually complying with the rules is the most critical one to the effectiveness of the fire management system. The present research, first, reviews the literature to better understand the theories and practices of different countries in the domain of fire management system. Second, by surveying a sample of fire management staffs, the research collects opinions on and attitudes toward the implementation of the fire management system. The results of this survey may provide the government authorities valuable information on promoting fire management system in the future.

In recent years, there are numerous heroic firefighters who died in the course of performing their duties. It takes a great deal of money and time to train a competent firefighter; nevertheless, it only takes a moment to put a firefighter's life in imminent danger.In particular, there are a number of uncertain risk factors such as flashover, backdraft and the possibility of building collapse due to the change of its structure which caused by the high temperature. All of these pose a great threat to those firefighters who go deep into disaster scenes. In light of the above-mentioned potential risks, there's a necessity and urgency of promoting the safety management of firefighting. From Taiwan and other country's papers can know the basic way of safety management of firefighters firefighting and know the main reasons about firefighters' death by cases study. According to the statistics from the National Fire Agency, Ministry of the Interior, a total of 24 firefighters lost their lives on fire rescue service in the past 6 years (2013-2018). Therefore, the most urgent issue to reduce the firefighter fatalities is to effectively improve the safety of fire operations. In order to verify current fire scenar-io safety management, and evaluate the effectiveness of current disaster prevention technology, current study analyzes the major firefighters' dereliction associated with the root causes of duty cases for the purpose to design rescue safety scenarios through actual fire drill training. Research outcomes indicate that the reasons why firefighters fail to perform fire rescue tasks properly are due to human factors and multiple roles as security control personnel and firefighters. RIT recommends that the security con-trol personnel should also be professionally trained firefighters because they are well-trained personnel with accurate sense of fire direction orientation. It is recom-mended, following the principle of "seeking people by line", that disaster prevention technology can be verified in various types of fire scenarios, and promoted and uti-lized in conjunction with the actual fire drill trainings after reviewing the practicality of the project.

There are many different types of disasters in Taiwan, such as typhoons, landslides and earthquakes, etc. Among these disasters, fires are yet the most common hazard. In recent years, there are many cases where firefighters were physically injured at the scene of a fire or even died on duty. Examples like this include the metal hut fire in Taishan and the bowling alley fire in Taoyuan, among many others. It takes a lot of time and money for the government to train a firefighter. The loss of a talented firefighter due to negligence of rescue operation at the scene of a fire not only causes loss to the government, but also ruins a family. In order to avoid such incidents, safety management mechanism is one of the key procedures that determines whether a rescue operation would be successful. To execute the safety management mechanism effectively requires the cooperation of each fire fighter. Based on a survey of firefighters participating in rescue operations in New Taipei City, this research analyzes the Standard Operating Procedures (SOP) and rescue protection equipment in the case of fire hazards.The effectiveness of existing fire safety management mechanism was examined, results of which provide solutions on reducing firefighter injuries and fatalities, thereby ensuring the completion and safety of future rescue operations. Promote fire safety management mechanism of execution, should be aware of the source of its legal basis, and be familiar with the content.Although the initial disaster due to lack of manpower may be a burden, depending on site conditions should start this mechanism, people want to rescue before the burglary,it is confirmed to wear complete with individual installations and equipment, plus the usual implementation of the exercise will be more effective on the implementation of the safety of relief workers was more secure.

The manufacturing process of the petrochemical industry will produce many high-hazardous substances, high pressure, high temperature and other chemical substances. Therefore the factor as improper manipulation or aging facilities, is easy to cause major accident, such as hazardous gas leakage, fire or even explosion, industrial safety accidents. In recent years fire accidents occurred in the petrochemical factory often caused many casualties, financial losses. The study suggests that the advance prevention in fire safety management is important issue. In this study, literature review and case analysis were applied to design fire safety management questionnaire and field survey checklist. Through the reply of the worker of the petrochemical industry in the southern Taiwn to explore the acknowledge of fire safety managenet and validity of fire equipment. The study find the majority of the factories in line with the norms of fire safety design both the plant''s configuration and equipment, offer employees regularly training courses and develope disaster prevention plans. When disaster occurs, the workers of factory can use device to control preliminary disaster also prevent the possibility of more serious public security accident.

At 3 o’clock AM, 23 October 2012 in Beimen Dist, Tainan City,there is a fire in Nursing home of Sinying Hospital and it cause by a advanced cancer.13 people suffered death and 48 people suffered mutilation. This thesis are going to study about this senior citizens society and find the similar citizens society for doing the interview, evaluating fire equipments and relationship for improving between fire safety system management and this senior citizens society. Following with the literature reviews and case studies, I am going to analyse the current social services in two senior citizens society by way of the interview and questionnaire. In addition, the influence in the senior citizens society when the fires happen in the midnight and compare fire safety between public and private senior citizens society for improving these certain welfare societies in the future.

The primary objective of risk management is to identify potential hazards and prevent irreparable losses from major disaster. This paper discusses risk management from the perspective of fire safety in large scale department stores. The research process was segmented into four phases, including risk identification and crisis prevention, risk evaluation and mitigation, risk monitoring and simulation, and result evaluation and documentation. Through in-depth interviews and participant observation, this paper recognizes that while fire safety and risk prevention is a high priority of large department stores, most behaviors and processes are driven by bureaucracy and are formalistic in nature. In particular, the selection of training participants, methods and processes have been limited by the enterprises’ focus on profits and the existing laws and regulations. Consequently, fire safety training overlooks the perspectives and interests of enterprises, site representatives and customers. Therefore, this analysis provides various suggestions for the development of a proactive and comprehensive risk prevention and simulation program to effectively identity, manage and mitigate risks. Department stores can increase their responsibility in fire safety and risk management. In addition, regulatory authorities should refine fire safety laws relating to implementing facility inspections, improving operational security and increasing public awareness and participation among consumers.

Taiwan has entered the old society and the most common hazards at the elderly social welfare institutions are fire. The fire characteristics for the elderly will become the psychological difficulties to the rescuers. A typhoon caused flood in Kaoshung on September 19 in 2010. Twenty-nine seniors were soaked in the water and panic for several hours at Kanshan Pute Nursing home. The event shocked the island and all the world. All sectors began to focus on nursing home fires and the evacuation. At present, there are not so many researches on the assessment of veterans care facilities fire safety management, but the constitutional amendments to the provisions of Article IX items ("The State shall respect military servicemen for their contributions to society, their education, employment and medical care should be protected after retirement "), so the Executive Yuan Veteran Association, experts and scholars based on this provision to look into whether the fire safety management in nursing homes is good or not., This is the main motivation of the study. This study focuses on 14 veteran nursing homes. Four private nursing homes are the research object, use literature search, expert survey, field survey, depth interviews to make conclusions and suggestions for the future veteran nursing institute improvements to reduce fire disasters. The conclusion of this study is that if the rank of fire managers heightens, it can enhance the management ability. The substitution should study disaster prevention and participate in the training. The disaster drill is at night or on holidays to avoid the actual problems of refuge. The building design should be fireproof. Each building should has evacuation maps and evacuation equipments. The equipment should consider the characteristics of veterans. Fire doors and safety ladders should keep clear, living rooms set up emergency call connecting with the nursing station, set up automatic alarm system and the building automatic sprinkler systems. The fire manager makes fire protection plans according to the character of the unit. Purchasing fire protection gears for residents and employees is first priority. New buildings should have roads which are wide enough for fire engines to operate and use smoke sensors to shut the fire escapes automatically. If the building is not one story, it should have an emergency elevator for beds or wheelchairs.

Abstract According to the statistics of the National Fire Agency, Ministry of the Interior, the average of fires occurred was 2086 from 2007 to 2016. The highest number of fires occurred was 3392 in 2007, and the number of fires was 1856 in 2016. From 2007 to 2016, the number of building fires was the highest. The number of the building fires was 1,424 accounted for 76.7% of all fires in 2016. From 2007 to 2016, the highest number of fires occurred in buildings was from 1st to 5th floor. The number of fires occured in buildings from 1st to 5th floors was 1,219 in 2016, accounting for 85.6% of all building fires. Building fires are classified according to the building type of housing. In the case of building fires from 2007 to 2016, the number of independent house fires was the highest, followed by the number of congregate house fires, and the number of factory fires ranked the third. In 2017, the number of congregate house fires was 3,651, which was ranked the first place, accounting for 40.1% overall.The number of independent house fire was 3,365 which was ranked the second, accounting for 37% overall. The number of factory fires was ranked the third, accounting for 7.9% overall. However, the highest number of fires occurred has been changed from independent house fires to congregate house fires in recent years. Thus, in order to prevent fires,rescuing lives in time in disasters and emergency, keeping all the public in safety, and to ensure thepeople's lives and property in a safe place, we will highly promote the "Integrated Disaster Prevention of Condominium Buindings Policy".We will integrate the residential and external resources as the main prat to prevent disasters. By Learning about relevant knowledge and technologies, people get to know more information about how to prevent the disasters in advance and implement the disaster prevention awareness of condominium buildings. We can improve the energy of disaster prevention in the condominium buildings, and develop the sustainable disaster prevention for the resistance themselves in condominium buildings. In the purpose of establishing the concept and achieving national disaster prevention,we can share the responsibility and the results in the sustainable growth. The establishment and implementation of cnational disaster prevention concepts will reduce the impact of fire disasters on people's lives. In order to alleviate the impact of fire disasters on people's lives in our country, there are clear provisions on buildings and fire-related regulations in buildings and fire-fighting. Based on the evidence from New Taipei City fire department, we found that all factors aiming to ensure the safety at fire incident do prevent the casualties and enhance the personal safety of firefighters. Fire disasters not only damage the corporation itself but also cause panic to the workers and the public. Base on the important concept of risk management and fire control safety. We will take the fire occurred at ASE on May 1st in Chung Li City as an example and examine the root causes. To compare other industries Hazard Study and Hazard Tree Analysis and OHSAS-18001(Occupational Health and Safety Assessment Series 18001). Through collecting some figure and statistics, we believe that corporations which implement fire control can greatly reduce the level of fire damage. In addition to that, we can advice some suggestions to lower the risk while building the factories as well as implementing fire risk management. Based on Wilconxon rank sum test and Regression analysis,There are not much differences between the examination of risk compare and the improvement on fire control safety except that the P value<0.05 which were obtained from two team members. Other than that, to compare the risk management`s method of FMEA and HTA should be judged on the nature of each corporation. This study uses the fuzzy theory in order to investigate the fire protection safety of aged buildings and enhance the management of the most suitable policy, how to both minimize the cost of fire-fighting equipment installation and promoting aged buildings fire protection safety quality. This work studied the evaluation of promoting fire protection safety and the management of aged buildings to analysis and assessing the policy priority order within the current condition and predicament. The Multi-Criteria Decision Method (MCDM) is applied to evaluate and, ultimately, select every feasible alternative mode. The Analysis Hierarchy Process Method(AHP method) is also applied to compute relative weight or significant of every evaluation criterion,meanwhile,and by using the Technique of Order Performance by Similarity Ideal Solution Method (TOPSIS) for the alternation evaluation and selection priority order. In both methods, we constructed four assessment levels and fourteen evaluation criteria to get the most proper policy. It is not only helps the policy-making enhance decision quality but also provides the actual needs during the decision process.

Fires occur quite often in social welfare facilities for the aged. The characteristics of fires and the elderly persons will lead to the difficulty of relief. Therefore, how to deal with fire safety management for social welfare facilities of the aged becomes an important issue. Some vital factors for instance disposition of equipments or detach of staffs usually become deadly or lifesaving in social welfare facilities. What the purpose of this study is to establish assessing mechanism for fire safety management in social welfare facilities of the elderly people. In order to suggest an initial assessing system, literature review was done; besides, through the expert’s questionnaire, the complete assessing structure will be submitted. On the other hand, according to the airing the list of social welfare facilities for the aged of Department of Social Affairs, Ministry of Interior, 32 ones are selected to do the questionnaire. The scores from the questionnaire are classified to three groups. In order to assess level of fire safety, the Index of Fire Safety (FSI) for social welfare facility of the aged is established. According to the FSI, four fire safety levels are set which are Low fire danger, Low-Middle fire danger, Middle-High fire danger and High fire danger and three limit value are found which are FSIL=1.098, FSIM=1.581 and FSIH=1.87. Through the FSI, the fire safety assessment mechanism is supported to the government for judging if subsidy ones whose scores located on Low fire danger and Low-Middle fire danger. Depending on the results of assessment, the revise items are submitted for each fire safety level. The government can subsidy the facilities via judging the fire safety level.

At present, due to the medical progress and social structure change in Taiwan, leading to the rapid growth of the elderly population, most of whom are earner families, there is a growing demand for long-term care, maintenance and support institutions for the elderly, and these institutions are accommodated by the elderly who are at risk of mobility or difficulty in their own refuge, when a disaster or fire occurs, These asylum-seekers must pass the assistance of other people or other refuge facilities in order to have a smooth refuge or escape, if there is a comprehensive fire management and evacuation measures, that can reduce casualties. This study was carried out through the literature, cause analysis, fire case description and questionnaire survey, to explore the elderly welfare institutions for the current living problems, fire management system awareness, fire protection facilities and evacuation equipment problems, fire self-defense Group exercise implementation and effectiveness, and thus enhance its disaster emergency response capacity, Assist the people in the place and the asylum weak to do the relevant refuge measures, strengthen the personnel escape efficiency, in order to benefit as a similar place in the future refuge for escape reference.

According to statistic of Taiwan in recent year, residential building, mixed-use residential and commercial building and high-tech factory fire hazards are typical vulnerable occupancies. These cause sever damages frequently. To reduce fire hazard, governmental bureau continuously engages in modifying fire regulations and promoting public safety acts. It also promotes civilians’ sense of fire prevention and makes fire prevention countermeasures and policies. Through this research, scenario parameters such as, building characteristics, fire type, fire vulnerabilities, are adopted and simulated via FDS(Fire Dynamics Simulator), which is mostly used worldwide. Fire and smoke development, damages of evacuation, of specific building are simulated. Meanwhile, effects of fire and smoke development, damages of evacuation, after installations of fire safety equipments and enhancements of evacuations facilities, are also customized and simulated. Mutual validations are also conducted to conclude prevention and improvement countermeasures. Sense of self inspection of civilian would be raised. Fire hazards and damages would be reduced effectively. Conclusions of this research would help to improve residential environment safety of Taiwan.

Nowadays commercial buildings and urbanized residential buildings have the trends of being high-rise, serving multiple purposes, and having larger scales. The common aspects of these buildings are having multiple floors, large areas, and large height-to-width ratio. Therefore, these buildings are harder to manage and more difficult to classify usage in general. In terms of fire safety, their facilities, organizations, trainings, operations, and managements are also more complicated and difficult compared with general buildings. Thus, it is a higher-level challenge for fire fighting. If the residents of these buildings lack the concepts of fire safety awareness and disaster prevention, and if the government department does not continue to strengthen the regulation for classification and usage division of these buildings and does not enhance the fire fighting capability for higher floors of these buildings, life and property losses of these buildings will be harder to estimate when a disaster occurs. This research investigated and evaluated the safety training classes for esidential buildings, and training courses were designed for building management personnel of residential buildings. It is hoped that by providing these training courses, life and property losses of these buildings can be reduced in the event of a disaster. A 16-hour training course and an 8-hour training course were designed in this research regarding fire safety of residential buildings. These training courses have a framework that is based upon and with reference to in-depth interviews with the experts and training materials of the fire prevention classes offered by the National Fire Agency, Ministry of Interior. Two major topics of these training courses are general building fire safety management and emergency response. These training courses are designed with the intention of assisting local fire departments to achieve effective fire safety management of these buildings within a relative short amount of time.

With so many tourists as consumers of accommodation services, safety management within hotels is an issue that must not be ignored. The purpose of this study aims to identify hazard factors and causes of disaster by analyzing major historical fire cases of Taiwanese and foreign hotels, and furthermore also discusses the fire prevention-related issues of hotel design and management. In conclusion, the study proposes the several suggestions for improvement as a reference for the government as well as hotel manager owners.

ABSTRACT By examining and reviewing the after fire accident reports, it has indicated that the causes of a lot of fire disasters were associated with the fire safety management. In order to ensure that the users of consuming places should pay attention to the safety of building usage, strengthening the public building safety inspection to improve the quality of living environment in Taichung City as well as preventing and reducing the occurrence of public accidents has become the urgent issues to act for Taichung City Government. This study uses the literature review, case studies, SWOT analysis, Delphi method and AHP to conduct the research. First, it used the literature review, case studies and SWOT analysis to determine the problems encountered in Taichung city to implement the building fire prevention and public safety management. They are: (1) the lack of publicity, (2) the gap between urban and rural areas, (3) the inspection manpower shortage, (4) being unable to implement educational training, (5) the incompleteness of fire prevention management system, (6) being unable to implement the fire prevention manpower unit for public usage buildings, and (7) the lack of client’s awareness of fire management. Secondly, based on the above seven problems encountered, the initial improving strategies including four major categories and 17 items for the four categories were proposed. The four major categories are “safety education”, “legal”, “management” and “social”. The initial 17 items were increased to 21 items after the first round Delphi questionaires. The final strategies including four major categories and 17 items for the four categories were determined after the third round Delphi expert questionnaires. Furthermore, the Analytic Hierarchical Process was used to identify the relative weights of the major categories and their associated items. Among the four major categories, “safety education” is the most important category; followed by “management”, “legal” and “social”. Also, among the 17 items associated with the four major categories, “improving the teaching contents of fire prevention safety education” is the most important factor to implement the building fire prevention and public safety management in Taichung city.
