The frequency of vehicle fires is secondary to building fires. There are complicated electric wiring, combustible liquid and heated exhaust system within a space small as the vehicle, meanwhile there are no strict rules for fire safety of vehicles in such a complicated condition. The aim of detecting vehicle fires is to well understand the cause of vehicle fires and to prevent the possible factors that may contribute to vehicle fires, to prevent not only the safety of the drivers and passengers, but also elevated the competitiveness of the automobiles industry of Taiwan. According to the statistics, the majority of vehicle fires are result from the electrical system, and the second most common cause is the combustible liquid, followed by the exhaust system. The main reason of fires resulted from the electrical system is the short-circuiting of the wiring, following by the over impedance of the connecting sites of the electric pieces. Fires of the combustible liquid are resulted from leakage of the liquid from ruptured piping system and not-well-sealed pipe fittings, which the high temperature of the structure ignited. The reason of fire from the exhaust piping system is because that the system is sustained in high temperature, thus easily on fire when contacting with inflammable substances. When investigating vehicle fires, we must identify these different causes. By analyzing the actual cases, the method and the statistic data of identifying the causes of vehicle fires is constructed. Meanwhile, improving the design, producing and the maintenance of vehicles and the incorrect way using vehicles could avoid the recurrence of these problems. The aim of this research is to construct a fine system for identifying vehicle fires and fire prevention, thus elevate the technique of vehicles of Taiwan.

Since the second generation of the Taiwan Navy’s main warships have entered the Army, all types of ships have occurred major cases of fire cases. The damage to personnel and equipment and the loss of combat force are very serious. Therefore, various levels of the Navy have developed many preventive measures and education training for fire prevention management. However, in recent years, the proportion of fires in the first-class combat ships still accounts for 80%, and fire management is imminent. This paper first summarizes the types of naval ships and the causes of the fire and the current prevention measures of the naval ships in Taiwan, and analyzes the problems and disposal of the environment, machinery, personnel and work efficiency in the fire prevention of the current ships, and puts forward the corresponding improvement methods, as well as the three large naval vessels that have occurred in the navy in recent years. The fire case is compared with the problems in the warship fire prevention and management inspection, and the general risk management mechanism of the ship is not implemented, the fire alarm system is not set, the fire resolution is not timely and correct, the equipment is not well maintained, the personnel training (fire rescue, escape, deployment and case education) is bad. The situation, the conclusion of the overall environment insecurity, and put forward five suggestions, first, the implementation of the risk management mechanism, the overall security environment, two, strengthen personnel fire training, improve alarm warning equipment, three, strict equipment maintenance inspection, strengthen the concept of personnel law and discipline, four, improve the efficiency of work training, education right Fire fighting disposal, five, establish information integration platform, reduce human resources consumption.

For the past few years, most building fire incidents are low-rise residential buildings from the government statistics. This study was aimed to evaluate the factors of fire hazards of low-rise residential buildings and to propose the strategy of prevention and control. Three steps were conducted :(1) analyze the building code、 regulations of fire department and the statistic of fire incidents last five years;(2) design the questionnaire and conduct the surveys by interviewing the experts and (3) perform SWOT analysis and obtain the strategy matrix. Factors affecting the fire hazard of low-rise residential buildings are the excessive combustion materials in the room and electric shortcut. Mitigation strategies include the setting of extra fire alarm systems and minimization of storing flammable materials.

Taiwan from urban to rural building types, steel structure building occupy a fairly high ratio and widely used, this type of building is built from steel materials, it has the advantages of quick and easy construction and low construction cost, this type of building is commonly known as the steel house. The steel house is regarded by the academic community as the most dangerous building for firefighters, due to the serious lack of fire protection effectiveness of the steel house,no fire resistance,once fire breaks out,the temperature at the disaster site usually exceeds 600 degrees,in a short time,the strength of the steel material will decrease rapidly and soften, Causing the possibility of building collapse in a short period of time, significantly shorten the escape time of personnel the safety of people’s lives and property, even fire rescue personnel, will exist in a highly dangerous environment. This study collects current domestic regulations and literature,explore fire protection coatings and other related information,apply it to steel materials and explore the feasibility through practical tests,then use the temperature time curve to analyze and compare the differences in fire protection,performance of different types of fire retardant coatings,discussion through experimental results,it can be used as a future construction design and a metal building that is legal but has security concerns,provide relevant reference information.

“Fire” endows human beings cultivation and convenience. However, if used carelessly, it brings disasters and threats to human lives and fortune. In recent ten years from 1998 to 2007, there were totally 103,477 fires throughout Taiwan. In average, there were 10,348 fires each year, causing severe property loss and casualties. In recent five years, there were 28,114 fire cases, and in the same period, 15% of the accidents, 4,086 cases, happened in Taipei Country. The advantages and disadvantages of fire use consist in people’s behaviors. As revealed in many documents, risk perception influences people’s disaster prevention actions. The research topic is the influence of risk perception on people’s home fire prevention. In order to achieve a higher value of reference, the research subjects are limited to the residents in Taipei County where population is big, region is wide and urban and rural discrepancy is obvious. There are many researches of risk perception both in Taiwan and other countries, but few of them focused on fire risk perception. Taiwan’s researches on risk perceptions are most made on natural disasters, such as earthquakes, floods, and landslides even though fire accidents happen throughout the country almost everyday. In reality, it is usually humans that cause fire accidents. Therefore, people’s increasing awareness of risks and enough fire precautions can make perfect prevention. Risk perception and fire prevention are indeed worth discussing. For easy understanding of the influence of fire risk perception on home fire prevention, the researcher divided perceived fire risks into “perceived uncertain risks” and “perceived severe risks,” and sorted home fire prevention into “habitual behaviors,” “facility complete behaviors” and “self-examination behaviors.” The relationship between each dimension will be interpreted by means of statistic analysis. The variables of demographic statistics include not only the dimensions of gender, age, education level, marriage, resident area, occupation, and family income, but also the factors of residence backgrounds. The research focused on how the variables of demographic statistics and residence backgrounds respectively affect fire risk perception and home fire prevention. The researcher issued questionnaires and did interviews. The questionnaire sampling was undertaken in major streets and roads, at MRT station exits and hypermarket exits in Taipei County according to the proportion of the population aged from 20 to 59 in Taipei County. Among the 721 questionnaires issued, 651 were valid. The statistical analysis was classified into the following three conclusions. I. The Relationship between Perceived Fire Risks and Two Factors of the Variables of Demographic Statistics and Residence Backgrounds 1.People of different gender, age and marriage have different reactions to both “perception of uncertainty” and “perception of severe consequences.” 2.Residence purposes, residence structures and residence ownership make differences in “perception of severe consequences,” residence types make differences in “perception of uncertainty” and “perception of severe consequences,” and house age makes differences in “uncertain perception.” II. The Relationship between Home Fire Prevention and Two Factors of the Variables of Demographic Statistics and Residence Backgrounds 1.Except gender, the other demographic variables have differences in home fire prevention behaviors or between each dimension. 2.Residence purposes have differences in “habitual behaviors,” “facility complete behaviors” and “self-examination behaviors,” residence structure, types and age have great differences in the importance of “facility complete behaviors” and “self-examination behaviors,” and residence ownership has differences only in “habitual behaviors.” III. The Relationship between Fire Risk Perception and Home Fire Prevention 1.There is great relatedness between fire risk perception and all dimensions of home fire prevention. “Perception of severe consequences” and “self- examination behaviors” have a negative relationship. 2.The two variables, “perception of uncertainty” and “perception of severe consequences” have influence on “home fire prevention”, but only the influence of the first variable is noticeable. 3.The two variables, “perception of uncertainty” and “perception of severe consequences” have influence on “habitual behaviors”, but “perception of severe consequences” is more important than “uncertain perception.” 4.The two variables, “perception of uncertainty” and “perception of severe consequences” have influence on “facility complete behaviors”, but only the influence of the first variable is noticeable. 5.The two variables, “perception of uncertainty” and “perception of severe consequences” have influence on “self-examination behaviors”, but “perception of uncertainty” is more important than “perception of severe consequences.” 6.Whether looking from the entire “home fire prevention” or looking from the variables of “facility complete behaviors” and “self-examination behaviors,” the influence of “perception of uncertainty” is greater than that of “perception of severe consequences.” In conclusion of the research, fire risk perception is quite influential on home fire prevention. Based on the two dimensions of risk perception, “perception of uncertainty” and “perception of severe consequences,” the researcher further divided the population into four groups and found the demographic features of each group. Part of the population has low control over fires (high uncertainty) and perceives fire happenings of low severity. These people are mostly 40 to 49 years old, unemployed and living in town areas. They are the primary group of people who need education of fire prevention. Analyzing people’s residence backgrounds, the researcher found people whose residences are both for dwelling and for industrial purposes have lower control over fire accidents and perceive less serious fire happenings. They are also a primary group needing education of fire prevention.

Fire protection curtain, a fire prevention equipment, has lots of advantages, such as, light material, high security, and less limits in space. According to Taiwan''s Building code, any fire prevention equipment is required to have insulation preformance that can work for more than one hour. However, there is not any criterion or computer simulation for fire protection curtain so far. The object of this study, fire protection curtain, includes two following types: (1).Single-layered fire protection curtain. (2).Double-layered fire protection curtain.In order to research wether the performance of fire prevention and the level of radiation can meet the requirements stipulated by related specifications or not,a simulator which was equipped with a small heating furnace and all-size facility was applied to FDS(Fire Dynamics System). In this study, the documents about fire protection curtain under current stipulation of fire prevention equipment are collected and a computer simulator that simulated the temperature of fire prevention equipmet and radiant heat in FDS for observing the variation in insulation performance of fire protection curtain while the fire occurs or the temperature changes. Then the dimension effect from this result is researched. The conculsion of study type of Fire Curtain Protection equipment is below: 1. The Single-layered fire protection curtain don''t have insulation performance. In the other hand, the Double-layered fire protection curtain which was equipped with a small heating furnace and a all-size facility could meet the requirement of insulation performance. 2. In the analysis of insulation performance and laser-layered, while the Single-layered fire protection curtain transfered to Double-layered fire protection curtain, the temperature decreased significantly. But while the distance was increased, the efficiency of temerpature decrease didn''t be promoted relatively. 3. We can predict the insulation performance of fire protection curtains in different size through the analysis of dimension effect.

For those who have been reputing with its five thousand years old historyand grandness, the Chinese cultural assets are among the world''s leadingdomains. Due to our forefather''s life history and wisdom, the cultural assets in Taiwan are thus rare and rich. Because they are easy to be damaged or ruined by fire, the value of the assets will be decreased. Nevertheless the disaster may break once in a while without notice; the job to preserve and well maintain those valuable cultural assets from disaster damage becomes very important. Given that the current regulations on disaster prevention for cultural assets cannot cover every aspect of the exhibition space such as museum, it is believed that a guideline hosted to preserve the cultural assets is essential and necessary. In research of the foreign and local articles on fire prevention for culturalassets and exhibition spaces, a complete set of information may thereforebe organized and analyzed. A comprehensive study on fire prevention planning of cultural assets exhibition space is thus conducted. And the draft"The Planning of Fire Prevention on Exhibition Space" which include the topics of fire prevention planning, fire administration planning, saluge system planning, take sanctuary planning, and smoke control system planning can be initiated. The preceding studies are aimed to produce the draft for disaster prevention planning of the exhibition spaces, which display the cultural assets and the cultural objects. Experts evaluation is conducted through the form of a questionnaire to revise the draft of the concept. The result would serve as a reference for preserving and maintaining the cultural assets, the cultural objects and the exhibition spaces as well. The chapter organization of this research study follows: Chapter 1: motive, purpose, scope, content, method and procedure to conduct this project. Chapter 2: study on definitions of cultural assets exhibition spaces, theorization of building fire,and document of fire prevention. Chapter 3: study on related articles regarding the definition and specialtyof the cultural assets, the categorization of cultural assets and investigation on the material properties, structure type, space pattern, and the plan of some given exhibition spaces. Chapter 4: about characteristics, fire sorts, and considerration for culturalassets exhibition spaces. Chapter 5: analyzed for Delphi expert questionnaires. Chapter 6: a complete set of information may therefore be organized andanalyzed for our cultural assets exhibition spaces. the planning of fire prevention on exhibition space of cultural objects and theexhibition spaces. This study was used the fire modeling software Fire Dynamics Simulator (FDS) to simulate the tutorial school to have the fire. The three circumstances were either changed the compartmented material or the classroom door closure or not. Finally this study aims at examination the disaster relief strategies resulted from the study findings. From the simulating results showed that in the condition of fire flame spreading the close of classroom door having the best effects to impediment flame spreads. In the thick smoke and the visibility part, close the classroom door to be able having effective impediment thick smoke. In addition, the results showed that fire resistant material to have effective control thick smoke production. The final remark from this study demonstrated to be having good fire protection knowledge, establishes the essential fire protection building materials, and escapes to seek shelter needing closure door to impediment fire intensity and the thick smoke. These strategies have enormous help for the personnel escapes to seek shelter.

Abstract Summary According to the national fire statistics, the number of building during 2007 to 2016accounting for 69.34%; the number of residential fires in building fires was the highest, accounting for 61.41% of building fires. Mainly for residential fires. From the above analysis, it can be seen that home fire prevention is the key task of fire prevention. The implementation of home fire prevention starts from the childhoodthrough the guidance of the story, using the language of children to lead children aged 5-6 into the fire prevention and disaster prevention situation through the games Deepen the impression of fire prevention, guide children's attention and sensitivity to fire safety equipment around their lives, and use the concept correctly.There are two lessons in the experimental teaching. There are three questions in the first class. Only four children got correct answer in the first four questions The correct answer rate is 40%, and the answer rate of the two questions is 0%. Before the second class, the answer rate of the first question and the second question in the five questions is as high as 90%, and the third, fourth and fifth questions are 70% and 60 respectively. 40%, the second after-school assessment is 90% for the first question, 90% for the second question, 90% for the third question, 100% for the fourth question, and 60% for the fifth question. The spirit or essence behind Article (I) of “The Building Law”: (to protect public safety, public transportation, public health & hygiene, as well as ameliorate the visual appearance of the city and its landscape), precisely constitute the theoretical foundation for the erection and construction of buildings: to provide the general public with a living environment which is simultaneously safe, healthy, and comfortable. Faced with modernization, and the speedy, vibrant growth of the national economy, coupled with an increasingly population and diminishing available land, buildings are being architected higher and taller than ever before, and strictly in the “vertical” sense. As the local construction industry has greatly improved its advanced techniques; high-rise buildings keep “popping-up” just like bamboo shoots after a forest spring rain, one after another, pushing the city skyline higher and higher. According to the latest statistics released by the National Fire Agency (Ministry of the Interior – MOI), at the end of December 2005, buildings which qualify as “high-rises” totaled 2,646; they are spread throughout the main island (Taiwan), as well as the off-shore islands (Kimen, Matsu, and Penghu). Unfortunately, from the perspective of fire safety countermeasures, governmental policies have not adequately adapted to the speedy growth of the high-rise buildings. One must remember that each of these high-rise buildings is in itself a micro-city. If a major fire disaster were to occur, the dense concentration of people and property inside would be at great risk. The loss of precious human life and material goods often will be insurmountable. It is quite natural and understandable that the general public is becoming more diligent, raising their level of awareness, especially where potential fire hazards in high-rise buildings are concerned. This research study shall conduct comparative analysis, by employing numeric variants derived from the “Fire Dynamics Simulator – FDS” module. The following areas shall be examined: the root of basic problems in fire safety and prevention in high-rise buildings; and defining appropriate fire fighting countermeasures for high-rise buildings. The ultimate goal of this research study is that its findings shall prove to be helpful toward effective fire prevention and fire fighting in high-rise buildings; and that overall safety conditions and quality of living environment in metropolitan cities, shall be elevated simultaneously.

In recent years, the shopping malls offer more choices and greater convenience to the consumers. However, because of many combustible goods stored in an airtight and crowded space, the loss of property and life in case of a fire will be expected to be tremendous. For example, a fire occurred in Ycua Bolanos shopping mall in Asuncion city, Paraguay, on 1st of August, 2004, caused 509 people died and 144 people were injured. Therefore, it is of paramount importance to develop the fire prevention strategies and install fire fighting facilities in such area. This thesis is divided into five chapters. Chapter One is an introduction, explaining the research motivation, purpose, method and procedures. Chapter Two focuses on the literature review. The fire prevention laws in Taiwan, Japan, and Mainland China are analyzed and compared. The causes, patterns, characteristics, and possible damage of fires are provided for reference. Chapter Three investigates the safety measures aimed on shopping malls. The main reasons for the fire and the loss of human life and goods for the four major conflagrations occurred in Taiwan and abroad are analyzed intensively. Based on the four shopping malls in Hsinchu city, the following points, such as (1) the establishment and management of fire prevention equipment, (2) the fire prevention procedures, (3) the management and control of emergency exits, the three problems encountered by managers concerning fire prevention equipment and measures are probed. Chapter Four analyzes the information based on Chapters One and Two and sets up the fire prevention strategies. They include: (1) not storing inflammable goods, (2) the maintenance of safety equipment, (3) emergency exits maintenance, (4) shelters for consumers, (5) emergency measures, (6) recovery after the fire. Finally, the conclusions and suggestions are given in Chapter Five.

Disaster prevention education aims to establish the correct concept of universal prevention.Once disaster occurs, one can fully respond to facilitate instant disasters to save himself, his family and property at the beginning time. This study applies augmented reality technology (AR) into disaster prevention and safety education to explore its impact on learning motive. Because AR Augmented Reality technology in teaching can provide diversity and interactive learning environment, so that learners can experience virtual content in the actual living environment. In view of the importance of national disaster prevention and security, the "passive" multimedia materials seem to be boring. This study uses AR technology to implement an interactive and virtual manipulation way , which provides an interesting materials to play. We apply an AR-model into national disaster prevention materials to provide a lively, interactive mode of learning and teaching materials.

Burglary is the most common crime nowadays. According to the police statistics, one burglary case occurs in Taiwan in every 5 minutes. On the other hand, fire is one of accidents which occur most these days. Statistics also shows that 15 fires occurrences, be it arson or not, were observed in average in Taiwan. The present security systems for burglary and fire adopt passive designs. In other words, no actions will be taken until damages have reached a certain thresholds. In view of the above problems, this system uses the face shape infrared thermometer to monitor the temperature for unusual conditions; since infrared image installment and common visible light camera (CCD) assume different roles, this research also uses CCD the image installment for mobile patrol, not only may have the effects of police patrol, but also preserves the video recording functions for crime deterrent. Along with the arm control, this setup is far more responsive in its totality than the existing security and fire control units. This work also unified the wireless network monitoring with the immediate feedback image function, which further its capacities against natural disasters. A VB interface makes the unit even more simple and user-friendly.

Fire prevention plays an essential role in architecture. It has a direct impact on our lives and property. In order to prevent the occurrence of fire and reduce damage, the government regards fire prevention with great importance and has legislated a series of fire-related laws and regulations. In the recent year, the fire prevention technology has combined with the concept of information technology and intelligent building, to help and make the living environment safer, comfortable and convenient. Through the Internet, the building is no longer a one-way transmission, but to link up the relations between space and the residents. With the help of the latest technologies, the fire fighting facilities for our living environment can be more accurate monitoring, controlling, and prevention of disasters, to protect our lives and properties. Through the system, the rescue unit can also have a better understanding of the building condition and information needed during disaster. In this study, ER Model, Microsoft SQL Server, Microsoft Visual Studio, and ASP.NET were used to connect the internet WEB to the Fire Prevention Monitoring System. The fire prevention monitoring system in the building combines the fire sensors with the monitoring function of the integration platform then imports Building information modeling (BIM). When the sensor alarm is triggered, the supervisor can evaluate the authenticity through the system in order to avoid false alarms. At the same time, fire hazards can be rapidly located to help the rescue units in large buildings put out a fire.

Hospitals function as the professional service places, providing medical cares of diagnosis, treatments, and emergency care for general public encountering physical, psychiatric diseases, or traumas. Hospitals also serve as an important role and take the responsibility in the system of urgent rescues when occurring disasters. Several fires have been reported in Large hospitals recent years. Small-scale fires cause people panic, terrified or property loss, but also can result in interrupting medical operations, injuries and deaths, destroying buildings and hospital facilities; moreover, a hospital might face business conducting risks in serious fires. All these present the fire prevention management is required to be discussed and investigated further. This article is based on the conceptions of lowering damages and in advances preparation to discuss and investigate fire protection, prevention, measures in emergency, trainings, practices, and other strategies in hospitals. By analyzing recent 5 fire events in Large hospitals in Taipei, fire occurring reasons and deficiencies of fire management were reviewed, discussed, and investigated. Through analyses and inductions, improvements and suggestions have been proposed as following: 1. Carry out the mechanism of fire prevention and risk management, as well as the tracing and control. 2. Strengthen fire prevention education, propagation, trainings, and practices for personnel. 3. Execute the management of fire prevention system. 4. Promote better than regulated fire prevention and safe protection devices and equipment. 5. Establish fire prevention data base and informative system platform. Expecting this article can be a useful reference for fire prevention and self-safety management, and furthermore to elevate the safe of environment for medical care.

The implementation of fire prevention and publicity work needs to check the results through the performance appraisal process. Therefore, the fire prevention and publicity performance evaluation method that can be applied in practice is established to promote the promotion work more effectively. This study starts with the current fire prevention. The content, implementation methods, performance evaluation indicators, mechanisms, etc. are aimed at investigating the current status of fire prevention and the effectiveness of the inspection. The results showed that the evaluation indicators selected in the evaluation of fire prevention effectiveness were more focused on input-oriented indicators and the results-oriented indicators on the “people” were obviously insufficient. This result caused the execution units to implement a large number of publicity sessions for the data. However, there are too many publicity sessions every year. In the long run, the propaganda staff is tired and loses enthusiasm for teaching, in order to complete the propaganda. Based on the purpose of improving the performance appraisal mechanism, this study attempts to develop a suitable appraisal method for publicizing the use of the public as a performance appraisal method that takes the “people's point of view” into consideration. After field sample data and analysis, we can use the online questionnaire (Google e-form) to conduct a test-type questionnaire for publicizing the public, and provide a way to facilitate practical operations and quickly learn the public's lack of publicity knowledge. Results, and the results of the questionnaire can be used as a result-oriented indicator for advocacy performance evaluation, and the use of electronic forms to store test results in the cloud can be analyzed by opening the program, which will help to adjust and correct the work guidelines in the future.
