Full textThis dissertation traces the changing distributions of social responsibility for fire in Calcutta and London across the long-nineteenth century. While these two cities were the capitals of the British Empire, with similar adoptions of municipal fire brigades, the public trust systems that undergirded these institutions varied greatly, revealing how municipal fire protection required more than municipal authority and technological innovation to be effective and acceptable to urban citizens. This dissertation examines how these cities endeavored to limit the fire danger that went hand in hand with imperial economic growth and in the process created systems by which the social responsibility for fire was divided between urban citizens and newly-instituted municipal fire brigades. Specifically, I ask how did the British Empire approach the destructive force of fire as a social problem in the rapidly modernizing urban environments of the nineteenth century? Other historians have argued that growing municipal authority or technological innovation in the name of efficiency account for the changes in nineteenth-century fire protection, but this dissertation argues instead that expanded municipal control, adopting new technologies, and the creation of municipal firefighting institutions were all a response to breakdowns in trust. Solving the fire problem could not be entirely top-down, nor completely bottom-up, but required a trusting relationship between urban citizens and municipal governments that was rare in the nineteenth-century British Empire

Full textAbstract: Many environmental, economic and societal factors are leading fire brigades to be increasingly solicited, and, as a result, they face an ever-increasing number of interventions, most of the time on constant resource. On the other hand, these interventions are directly related to human activity, which itself is predictable: swimming pool drownings occur in summer while road accidents due to ice storms occur in winter. One solution to improve the response of firefighters on constant resource is therefore to predict their workload, i.e., their number of interventions per hour, based on explanatory variables conditioning human activity. The present work aims to develop three models that are compared to determine if they can predict the firefighters' response load in a reasonable way. The tools chosen are the most representative from their respective categories in Machine Learning, such as XGBoost having as core a decision tree, a classic method such as Multi-Layer Perceptron and a more advanced algorithm like Long Short-Term Memory both with neurons as a base. The entire process is detailed, from data collection to obtaining the predictions. The results obtained prove a reasonable quality prediction that can be improved by data science techniques such as feature selection and adjustment of hyperparameters.
Resumo: Muitos fatores ambientais, econômicos e sociais estão levando as brigadas de incêndio a serem cada vez mais solicitadas e, como consequência, enfrentam um número cada vez maior de intervenções, na maioria das vezes com recursos constantes. Por outro lado, essas intervenções estão diretamente relacionadas à atividade humana, o que é previsível: os afogamentos em piscina ocorrem no verão, enquanto os acidentes de tráfego, devido a tempestades de gelo, ocorrem no inverno. Uma solução para melhorar a resposta dos bombeiros com recursos constantes é prever sua carga de trabalho, isto é, seu número de intervenções por hora, com base em variáveis explicativas que condicionam a atividade humana. O presente trabalho visa desenvolver três modelos que são comparados para determinar se eles podem prever a carga de respostas dos bombeiros de uma maneira razoável. As ferramentas escolhidas são as mais representativas de suas respectivas categorias em Machine Learning, como o XGBoost que tem como núcleo uma árvore de decisão, um método clássico como o Multi-Layer Perceptron e um algoritmo mais avançado como Long Short-Term Memory ambos com neurônios como base. Todo o processo é detalhado, desde a coleta de dados até a obtenção de previsões. Os resultados obtidos demonstram uma previsão de qualidade razoável que pode ser melhorada por técnicas de ciência de dados, como seleção de características e ajuste de hiperparâmetros.

Full textThe society changes constantly, but this does not only affect the inhabitants of the society, but also that new demands are made on the construction used by the people. Many constructions may therefore require reinforcement after a certain amount of time. The need for reinforcement may be due many different reasons for example to altered use, corrosion to internal reinforcement or may be due to design errors, accidents or new standards. It is more beneficial to reinforce the structure than to tear it down and replace it to meet current requirements. The purpose of this thesis is to investigate carbon fiber reinforced polymer, CFRP, as a method to strengthen concrete structures. The report presents calculations that were made to investigate the increase in bending and shear capacity after a performed reinforcement. Alongside the calculations, existing templates for this method were checked and developed. In order to achieve the purpose, two hypothetical concrete structures were investigated. One design is a frame bridge modeled in the FEM program Brigade Standard. Calculations on the frame bridge were made with respect to bending. The other construction that was investigated is a T-beam. On the Tbeam, shear capacity was examined before and after reinforced carbon fiber reinforcement. The result present the amount of carbon fiber required to achieve the desired capacity of the structures. The result also describes the capacity achieved after carbon fiber reinforcement.

Full textEsta tesis explica la formación y el desarrollo de la compañía de bomberos de la ciudad de Lleida, un proceso que comprende desde la segunda mitad del siglo xix hasta el último cuarto del xx. Se trata de una investigación que, con la intención de profundizar en la totalidad del objeto de estudio, se ha planteado desde dos perspectivas diferentes pero que resultan complementarias. En primer lugar, se ha caracterizado la vertiente institucional donde se incluye el análisis financiero y la coyuntura política que ha sustentado al cuerpo, los reglamentos que lo han organizado, el personal que lo ha formado, los recursos materiales de los que ha dispuesto y los servicios que ha prestado. En segundo lugar, se ha situado la compañía en el entorno social de cada coyuntura histórica, presentándola como una nueva y necesaria herramienta de afianzamiento de la seguridad pública que crecía en conjunción con otras políticas de cariz cívico como el higienismo y un nuevo urbanismo. Todo ello, desarrollado en el contexto de transformación urbana que significó el paso desde una ciudad de Antiguo Régimen a una nueva urbe burguesa con estructuras pensadas en hacer posible la expansión del capitalismo. Ya avanzado el siglo xx –sobretodo a partir de la segunda mitad de la centuria–, el servicio de extinción de incendios evoluciona hacia nuevas funciones que complementan la protección ciudadana tradicional y que lo sitúan en el ámbito del bienestar social. La fundamentación heurística del trabajo se basa en el vaciado de fuentes procedentes de archivos locales, mayoritariamente del archivo de la Paeria de Lleida y en fuentes de hemeroteca relacionadas con cada fase cronológica del trabajo.
This thesis tells us about the formation and development of Lleida’s fire brigade, a process which takes in from the nineteenth century second half till the twentieth century final years. It is a research that, in order to go deeply into the subject of study itself, has been proposed from two different, but supplementary, approaches. Firstly, it distinguishes the institutional viewpoint which includes the financial analysis and the political situation which has held up the brigade, the regulation applied to organize it, its crew, material resources that have been used, as well as the service offered. Secondly, the brigade has been part of the social background during each historical situation, being considered as a new and necessary tool to strengthen public security and which has grown along other public spirited policies such as hygienism and new urban development. All together, it developed in a context of town planning transformation which led an Old Regime town into a new middle class town, whose structures were thought to enable capitalism to spread. Well into the twentieth century- mainly from the second half onward- the fire-extinguishing service takes up new functions which round off the traditional citizenship protection and advances into the social welfare field. The heuristic groundwork of this essay is based on the analysis of sources from local archives, mainly those of the Paeria in Lleida (townhall), but also newspapers and periodical archives concerning each one of the chronological periods shown in this work.

Full textThe Swedish civil protection service activities are governed by ‘Lag (2003:778) om skydd mot olyckor’ and the first national objective reads: ‘The provisions of this law aim to make people's lives and health as well as property and environment throughout the country a satisfactory and equivalent protection against accidents, taking into account the local conditions.’ Emergency services are organized with firefighters in three different types of employment. One of these is part time firefighters, and the formal term for this employment is ‘Räddningspersonal i beredskap’, RiB. About 67% of Sweden's firefighters consist of RiB and as early as 1999, difficulties with staffing was noted. In contact with the Swedish Civil Contingencies Agency and Swedish Association of Local Authorities and Regions, the problems with recruitment of RiB was known, but the vast extent of these problems had not yet been discovered. This study consists of a survey of the current situation regarding the recruitment situation for RiB in Sweden. The survey is controlled and compared against the Swedish government's investigation from 2003. The compilation study involves all participants from the previous investigation which results in a response rate of 100%. The study shows that new recruitment and maintenance of preparedness has a negative trend, even though the basic education has been modified and the municipalities have modernized and developed recruitment methods. In the national compilation, of year 2018 involving 111 respondents representing more than 60% of Sweden's municipalities, it appears that the majority of emergency services experience difficulties in recruitment, a total of 331 vacancies for permanent RiB services and 194 vacancies for temporary employment and more than half, 52%, of the respondents fail to maintain the determined preparedness continously. The main reason for the recruitment situation is the demographic conditions, which is linked to the fact that 200 of Sweden's 290 municipalities meet the European commission’s definition of rural areas. What is most alarming is that it directly affects municipalities' abilities to maintain preparedness. There is an opportunity to improve and strengthen the situation through various kinds of improvement actions and/or a combination of these. There is no clear solution to the problem. As conditions are different in most municipalities, it is also difficult to provide a simple and general way for how to proceed. What is clear is that it is up to our politicians and the state to try to support the emergency services in a different way than today, alternatively, investing in rural areas. The goal should be to lead Sweden to become a leading country at the forefront of developing, promoting and supporting rural areas.

This study uses the fire brigade office that was opened in Taipei City in 103 years as the research target, and conducts on-the-spot investigations on the fire department. Interviews were conducted on four topics, namely, "the degree of understanding of the standard of the office space", "the subjective needs of the use of the office space", "the design of the space of each office and the satisfaction of the facilities" and "the proposal for the future construction of the office". After comparing relevant information, compare it with other fire department buildings, It was found that there were 5 firefighters who were dissatisfied with more than 50% of the fire department. This study summarizes five factors affecting the space and facilities of the fire department, and proposes suggestions for improvement. Before the reconstruction of the fire department, three suggestions are summarized : First, the reconstruction of the fire department should allow the majority to participate, so that the plan can meet the needs of colleagues. Second, the use unit of the fire department should ensure the demand and communicate with the design unit to make the space and facilities planning more in line with the demand. Third, the fire department planning, should consider practical, durable and good maintenance in the future.

The study aimed to find out the efficiency of individual brigade and help fully utilize manpower and vehicles with limited resources offered by government.Data Envelopment Analysis (DEA) was introduced for efficiency analysis on the quantity of duties given to fire brigades at Yunlin County. With this concept in mind,18 fire brigades in the areas above wereselected as the objects of study. The numbers of“fire fighters,” “volunteer fire fighters,” “fire engines,” “ambulances”and“fire hydrants”were chosen as the input,while those of “dispatches for fires”and“dispatches of ambulance”as the output.The input-oriented models of CCR and BCC were used for efficiency analysis,dual variable analysis,sensitivity analysis and return to scale analysis .From the results of this research,we can preliminarily learn that some of fire brigades haven’t achieve relative efficiency rate at present. The reasons why it’s really caused,as well as the right direction and the extent to improve can all be taken as reference to help decision makers improve the efficiency of fire brigades.

The current system of government and the private sector, there are still many units because of security needs with belongs to the fire department. Ministry of Transportation and Communications fire fighter human resource hope to incorporate public service; however, there is lack support of legal basis for implementing public servant firefighter system. If government adopts self set-up model of fire brigade, it will increase financial burden for adding fire service resource and worsen professional training quality. This study hope to find out an optimization scheme related to organization of firefighter human resource, personnel expenditure, equipment, and employment, evaluation and training in airport agencies through comparing with public sector, contracting out model, and self-recruitment method. This study also attempts to refer to other fire fighter human resource models, such as foreign-related institutions, domestic other institutions and supplemented by conducting questionnaires, expert interviews, questionnaires object for the Ministry of Transportation and Communications owned airport management units and fire department members. In this study, recovery of 514 valid questionnaires, statistical results both at least more than 50 percent of the staff to think the airports of human organization, manpower and equipment training to include the civil service system that is the best way,and then with the SWOT comprehensive analysis to seek Ministry of Transportation and Communications airport fire human organization, funding, equipment and test training, the feasibility of setting program and satisfaction surveys.

For a long time, fire brigades have given the outside world an impression of placing emphasis on class and obedience. Since entering the firefighting academy, firefighters have been constantly instilled with the notion of ethics and obedience. Due to the nature of this profession, leaders have always prioritized their teams over their own opinions. As a result, communication with team members has shown to be particularly important to the captain’s leadership and the management of the team.This study is aimed at the team members of each field team under the New Taipei City Government Fire Department. This study’s methodology includes mutually verifying the findings from our literature review and surveys, investigating whether there is any correlation between them and conducting summaries and analyses of current issues relating to communication internal to the organization. This provides a platform to understand, propose views and suggest improvements on possible causes hindering positive communication between higher management and the team members. When I used to assume the position as grassroots unit members, I have tried to initiate communication and interaction with the team leader as a member of the team. Nowadays, after assuming the position of a team leader, due to the transformation of between the two positions, I was able to realize how big of a difference these two roles had between each other. The number of surveys collected in this research totals at 250. Based on this research, there are still up to 25.5% of the subjects who do not actively express their opinions on the work-related issues, indicating that there are certain communication issues within the organization. I have also discovered that younger subjects are less willing to communicate openly with their team leader. Therefore, younger subjects of this team deserve more attention on developing their cognitive behavior or concept professionally. At present, there are no firefighting labor union organizations in Taiwan and according to the research and investigation, there is a high consensus of 97.6% of voters agreeing to establishing a firefighting union”, thus, the government should focus more on the importance of establishing firefighting labor union organization. Due to the special nature of firefighting, team leaders have to build up a mandatory "obedience, ethical relationship and class concept" upon the team members. As a result, team members tend to treat the team leaders with more respect and discipline and conceal their true personality, which could potentially form a gap between the two parties. Therefore, strengthening the effectiveness of internal communication is very important, which in turn the team leader should try to be more patient when communicating with team members and respect their opinions if they are willing to provide them. Treating one another with respect is the key to forming a mutually trusted relationship. Consequently, it can improve the member’s motivation to work within the organization and create a sense of trust between the team leader and the members.

Global warming and weather changes caused by climate anomalies weird, causing rainfall tends to break the world record, abnormal weather rainfall often results in our lives trapped in flooded city. Developed by New Taipei City Government's flood prone area roads based query system, assuming that simulate extreme rainfall intensity of up to 700mm, the flood potential areas of weakness security object has four elderly care centers and nursery childcare by 6 a total of 153 people as a priority to rescue evacuation and fire squad to three simulated rescue evacuation assuming the shortest time is 85 minutes and a maximum of 305 minutes to analyze the issues identified by the study.

Data Envelopment Analysis (DEA) was introduced for efficiency analysis on the quantity of duties given to fire brigades at Banqiao, Zhonghe, Xinzhuang and Sanchong, New Taipei City. The study aimed to find out the efficiency of individual brigade and help fully utilize manpower and vehicles with limited resources offered by government. With this concept in mind, 20 fire brigades in the areas above were selected as the objects of study. The numbers of “fire fighters,” “volunteer fire fighters,” “fire engines,” “ambulances” and “fire hydrants” were chosen as the input, while those of “dispatches for fires” and “dispatches of ambulance” as the output. The input-oriented models of CCR and BCC were used for efficiency analysis, dual variable analysis, sensitivity analysis, return to scale analysis and efficiency score ranking. From the results of this research, we can preliminarily learn that ten of these fire brigades haven't achieve relative efficiency rate at present. The reasons why it's really caused, as well as the right direction and the extent to improve can all be taken as reference to help decision makers improve the efficiency of fire brigades.

Full textNowadays, the Legal Framework of Firefighters Humanitarian Associations and Firemen Brigades, foresee the establishment of Fire Brigades clusters, to promote the common management of its relief activities. Until the present time there is, at an embryonic stage, two clusters located in the municipality of Espinho and Mafra. The aim of this work is to analyse the current reality and possible contributions to the formation of Associative and Municipal Fire Brigades clusters, in order to develop a better organized, comprehensive and effective, emergency cycle management. So, in this sense and based on credible scenarios were constructed a set of questions whose answers allow us to assess the operational and logistical capacity of Fire Brigades individually or clustered. We identified areas of comparative study in the municipalities of Cascais, Mafra and Santarém. We also analysed the European realities, particularly in Spain and France. The inductive and deductive method was the research methodology used. In conclusion, it appears that the variable "population", "response time" and "cost (€) of operation", associated with "municipal risk" planning should be the decision variables leading to a classification of fire brigades, in order to capitalize the relief structures within each municipality and the municipal level above. In the future, given that the current legislative state of art and operational management not streamlines, or encourages the formation of clusters, is concluded that it is necessary the fire brigades classification reformulation, as well as the operational management at the regions and intermunicipal communities levels.

The researches on international aviation industry practitioners' work fatigue risk management prioritize on the flight crews in terms of risk management of fatigue, but the airport firefighters are also responsible for the safety of flying, and excessive fatigue is prone to reduce their ability to respond and adapt in the case of crisis. Therefore, we should pay attention to the impact of the special squatting system on work exhaustion, study the countermeasures, and reduce the risk of duty. The purpose of this study is to investigate the impact of the fatigue of airport firefighters at Taoyuan Airport Company as a basis for the management of the Taoyuan Airport Company and the competent authorities for the risk of fatigue for airport firefighters. This study was designed as 2-stage questionnaire to investigate the current 135 firemen of the Taoyuan Airport Fire Brigade. The analysis indicated that: 1. Most airport firefighters have short commuting time and have exercise habits. However, due to the work shift, 85.9% of the staff have insomnia, and up to 99.3% of the staff believe that the quality of sleep will affect the fatigue at work. 2. Among the factors that are likely to affect the fatigue of airport firefighters, the level of work fatigue is the highest among the factors such as “environmental hazard of performing duties”, “number of duties on duty” and “time limit on attendance”. 3. Among the physiological fatigue factors, "indifferent, too lazy to move", "back pain, leg pain, stretch", "reducing responsiveness" and psychological fatigue factors are "easy to distract" and "reduced responsiveness" are the most prevalent fatigue symptoms of airport firefighters before and after being on duty. 4. After cross-analysis of physical fatigue and mental fatigue before and after duty, it was found that a class with a rotation of six hours with a long frequency of rotation had a lower fatigue level than a class with only two hours of rotation and a shorter frequency; in general, firefighters have higher physical fatigue and mental fatigue than senior cadres and team leaders, showing changes in "classes" and "positions" lead to significant difference in fatigue among airport firefighters. Therefore, this study suggests that the management should be based on the fatigue characteristics of airport firefighters, timely adjustment of service arrangements and class scheduling, and improve the team members' self-perception of fatigue, in order to have significant preventive effect on airport firefighters' work fatigue.

In recent years, due to the reason of the growth in urban population, the populace for each fire brigade is also arising. No matter from first aid point of view, or from fire fighting, the space is obviously not enough and over the original scheme. By verifying the content of urban planning division for all the counties in Taiwan via this research, it found out that all the plans would mark out the sites for organizations, but it does not reserve enough sites for fire fighting institutions. It makes the difficulty in getting lands when adding fire fighting offices in the future and causes the invalid coverage toward fire fighting area for the office. Due to the reason of high development for New Taipei City, it shall consider the requirement of sites for fire fighting organization and reserve the enough space for the sites of fire fighting by considering the growth rate in population and the scale of industrial activities in the future at the very beginning of having urban planning division. However, it is difficult to having space for fire fighting in enormous old communities. Therefore, it would have to have registration of change in category of land in getting sites for fire fighting. Meanwhile, it is reconsidering the space for fire fighting in the whole urban planning division. This research is having surveys by questionnaire, and it gets the following conclusions: 1.When there is any enormous land readjustment or development, it shall consider the sites for fire fighting during the stage of urban planning division. 2.Due to the reason that most of the areas are huge and having different potential region in having disaster. Therefore, it would be better to have at least two brigades for administrative districts. It would be helpful for shortening the needed time for relieving the victims in a disaster. 3.It would be better to plan and locate the sites for fire fighting alongside the main roads for evacuation. When there is any disaster, the main roads for evacuation will be rehabilitated firstly for having more time in relieving the victims of disaster. 4.If there is no brigade in an administrative district, it would be able to strengthen the volunteering fire fighting brigades, such as providing more equipments and sites for fire fighting. It would be able to consolidate the relieving ability in disaster for the district.

The fire safety inspection is one of the most important businesses of the fire department and it's also the most direct mean which the fire department doesn't reach purpose of fire prevention. Fire security people review after various places overhaul inspection and reporting basis for reporting Fire Services Act and related regulations, for that the equipment in order to achieve an existence and effectiveness fire prevention purposes. To enhance public safety management, they introduce from the acting system. The spirit of "Inspection reporting" is that placed the management of a person lawfully licensed the qualified license to have the fire technicians inspected of fire equipment, and fire professionals technicians replaced by the government to implement the inspection of fire safety equipment. Also, let the market mechanism into fire safety inspection. However, financial difficulties recent years the government can not effectively complement firefighting manpower, in the evaluation, and must face the pressure of business results, making the result of fire security staff could not have been implemented to check for places in each jurisdiction. Especially under the central and local business appraisals, legal requirements, and the pressure of senior requirements, the junior officers walk the edge of the law in order to the performance. This research will use four research methods, such as document analysis, participant observation, comparative study, and depth interviews. Take the seventh fire brigade of Taichung for example, to explore the normative from the decree, operational level and the level of performance evaluation, to provide the direction of reforming inspection reporting review system which is determined by the fire administrative authorities, to change the comprehensive review to the sampling system to reach the quality is more important than quantity of fire safety inspection.

Due to the rapid development of the domestic economy in the past, the result of the population and buildings in metropolitan area increase rapidly and compressed often leading to the heart-shocking building fires in public places, leading to injury or property damage and other major disaster. Analyzed the statistics of the past five years, fire statistics found that up to 60% residential fires are accounted for an average annual rate in building fire, showing the important of the house fire issue. Due to the rapid growth of economic, skyscrapers and the high density of population, residential fire-related safety is more important, even the slightest negligence can lead to heavy casualties. Because of the broad scope of the residential area, this study use the New Taipei City Government Third Brigade Fire Station as the study area, and use the New Taipei City Government Fire Department safety management's information to collect the relevant fire prevention data and to analysis it. In this study, to evaluate the New Taipei City Government’s residential fire prevention as a maintenance reporting, fire safety equipment, fire management, home visits, flameproof regulations such as the five directions to see if the residential prevention is effective and also to find out what fire-prevented direction should strengthen after analyzed the fire cases. This study explores the feasibility of using fire-fighting disaster relief communications to explore the changing drones. With the maturation of drone technology and the continuous advancement of aerial photography technology, drones have become more and more widely used, including photography, surveying, disaster relief, security, exploration, transportation, and natural disaster monitoring and assessment. At present, Taiwan’s fire-fighting units are faced with increasingly complex fire disaster relief. For high-rise fires, large-scale factory fires, and forest fires, the limitations of traditional disaster site assessments and information and communication methods have become increasingly prominent. How to effectively implement disaster site assessments and quickly transfer information and accurately dispose of disasters is even more important. Unmanned aerial vehicle (UAV) is the main body, and various sensors such as: infrared camera, camera, GPS, gyroscope, accelerometer, atmospheric pressure gauge, etc. are mounted on the head, and these sensors are used to enhance the use of unmanned aerial photography. By changing the sensor mounted on the head, it can have more functions to be applied to fire disaster relief. The effective use of high-tech tools can not only locate the locations of fire disasters for the first time, reduce radio frequency and frequency of disaster relief, but also provide faster and more accurate information for on-site commanders, disaster relief and rescue command centers, and various levels of officers. With increase in the frequency of the disasters, firefighters have to face the increased disaster rescue and emergency rescue service year by year. The purpose of this research is to analyze the accessibility of the fire brigades in Taoyuan City. This study uses the concept about spatial accessibility to assess the status of fire resources. The results show as fellow: 1. a higher proportion of the population distribution have worse accessibility in Yangmei District. 2. the average ratio of field service firefighters(firefighters:people)is 1:7957. 3. the fire resources is not well-distributed in Taoyuan City. This study has some policy discussion based on the results, and hope to provide some implication of policy for government agencies. In addition, this study also tries to provide the recommendations for the future research.

Due to the development of economic pressure, environmental changes and social needs, in addition to three tasks : the original fire prevention, disaster rescue, and emergency ambulance, fire rescue work also need further play all types of functional disaster rescue role, and take into account a variety of disaster prevention, emergency response and disaster recovery and other disaster relief work. In the event of a major disaster, loss of life and property are very heavy. Fire rescue is the first priority for life-saving rescue, so firefighters training needs to be built on the basis of good body and skills to reduce the number of fire cases. The most effective way to reduce the fire cases and the lives is still from the staff training, physical skills, tactics and fire prevention aspects. In order to make firefighting agencies and rescue units easily to query firefighters’ issues regarding ages, job titles, general test items, body skills and so on, this study has established a firefighter body skills information query system to provide fire authorities and rescue units with information. In this study, the construction of the system is based on the actual data of the colleagues in the 105th Annual Relief and Rescue Brigade of Taichung Fire Bureau.

The National Fire Agency implemented the system of inspection, repair and registration for fire safety equipment on 1st April 1998. It strictly enforced all types of premises to register according to the usage. The purpose of this study investigates the state condition and satisfaction using questionnaires as an example for the administrative district of Fourth District Emergency and Rescue Corps of Fire Bureau in Kaohsiung City. The questionnaire included personal information, the implementation process and satisfaction of the safety inspection, and our samples include premise supervisors and employees. 210 questionnaires were delivered and effectively collected 117, meanwhile the data were analyzed by Statistical Package for the Social Science (SPSS). Results showed that the respondents aged 41 to 50 expressed a stronger recognition with the implementation process of expert inspectors comparing to other age groups. The respondents with post-secondary and graduated education expressed stronger acknowledgment with the fire safety inspection regulation. Furthermore, the implementation of safety inspectors and knowledge on fire-fighting facilities by the fire department are considered as helpful for the premises. Also, the employees have greater familiarity to the installed location of fire-fighting facility than the supervisors. In the case of safety inspection satisfaction, respondents with post-secondary education show a higher satisfaction with the handling after the security inspection, and there are no significant differences in other aspects. In general, the average satisfaction is around 3.78 and above, which means the respondents show positive affirmation for the professional training and attitude of the safety inspectors before, during and after the inspection. Results from the questionnaires can serve as a reference for Fire Bureau in Kaohsiung City Government to improve the work quality of fire-fighting facility maintenance and guarantee the safety of citizens’ lives and properties.
