Abstract:
This thesis describes Japan's modern system of community fire brigades, a federated civilian paramilitary organization dedicated to localized fire prevention and response with a current active membership of over 800,000 men and women. Auxiliary firefighting institutions in Japan have had comparatively high rates of participation vis-à-vis those of other nations, but are now facing acute recruitment difficulties in the face of increased competition from alternative venues for civic engagement since the mid-1990s. This suggests both the tractability of civil society as an extra-statal sphere of institutionalized social organization as well as the inherent pluralism of its vernacular expression. I demonstrate that the nationalization of the fire brigade system in 1894 was predicated on the existence of an autonomous and normative sphere of age-graded practices of inter-household mutual aid in the villages of Tokugawa Japan. The gradual absorption and redirection of these practices into the nation-building projects of the Meiji state and its successors realized the creation of a functional emergency service organ with universal penetration at minimal expense. Nevertheless, drawing on Maurice Bloch's theory of rebounding violence, I argue that the secular rituals and state symbolism used to achieve this encompassment have conferred a legacy of structural ambivalence between civility and uncivility that continues to inform perceptions and representations of the brigade in public discourse. It follows that the phenomenon of organizational aging and questions of recruitment and succession should be seen as ideological in nature, rather than as simple indices of wider demographics or social transformation. This thesis is based on data collected during twenty months of research in Japan between 2008 and 2010, including eleven months of continuous participant observation with a brigade in Suwa District, Nagano Prefecture. Extensive ethnographic interviews with local firefighters, community members, and town officials are supplemented with data from primary and secondary historical sources, including online discussion forums. This thesis contributes to the literature on local voluntarism in Japan, as well as to the wider anthropological project of documenting non-western models of civil society.

Abstract:
Fire brigades in the UK are currently exploring initiatives aimed at improving "Quality of Service". This has most commonly been in response to challenges presented by the "Citizens Charter", Audit Commission models for quality in service delivery, measurement of performance in service delivery, and, increasingly, budgetary pressures in brigades. Of the routes that are available towards quality improvement, Total Quality Management, or TQM is one that is gaining in popularity. It is the author's contention that as an organisation, the fire service, like the police, military and other command organisations, is subtly different to commercial, industrial, and most other public sector organisations. For this reason, not all of the models for quality improvement that are offered to the service are either useful or viable, and the resistance to them is not merely a symptom of unwillingness to change. Of the package of concepts embraced by the label TQM, one of the most problematic for the fire service has been that of empowerment. Part of the reason is that empowerment is not well defined in itself. This is not to suggest that the concept is not real, or that it is impossible to apply. There are, however, distinct difficulties with both the concept and its application in the fire service. This is an organisation founded on a hierarchical and bureaucratic structure; discipline and obedience to orders on the fireground are enshrined not only in tradition but also in formal Discipline Regulations. Additional considerations of uniform, rank and a hazardous working environment, against the backdrop of a unionised workforce, central government monitored service delivery standards and local political control, all constitute barriers to the successful implementation of empowerment. The question implicit throughout this investigation is whether empowerment of a workforce, which is structured and conditioned by experience to follow identified leaders, and to operate within strict procedural and organisational constraints, can ever succeed, and whether success would be recognised. Therefore, this dissertation centres on an investigation of the issue of "Empowerment" in the context of a command organisation, against a background of TQM. For the purposes of this investigation the concept of empowerment was examined in detail, and the following"working definition" established in the context of a disciplined command organisation: "Empowerment is about giving the authority to make quality improvements to those who have the ability to make them; this must be done within a clear framework of strategy and values, by teams which have the necessary knowledge and ability, and which are managed by well trained, inspirational leaders".

This dissertation traces the changing distributions of social responsibility for fire in Calcutta and London across the long-nineteenth century. While these two cities were the capitals of the British Empire, with similar adoptions of municipal fire brigades, the public trust systems that undergirded these institutions varied greatly, revealing how municipal fire protection required more than municipal authority and technological innovation to be effective and acceptable to urban citizens. This dissertation examines how these cities endeavored to limit the fire danger that went hand in hand with imperial economic growth and in the process created systems by which the social responsibility for fire was divided between urban citizens and newly-instituted municipal fire brigades. Specifically, I ask how did the British Empire approach the destructive force of fire as a social problem in the rapidly modernizing urban environments of the nineteenth century? Other historians have argued that growing municipal authority or technological innovation in the name of efficiency account for the changes in nineteenth-century fire protection, but this dissertation argues instead that expanded municipal control, adopting new technologies, and the creation of municipal firefighting institutions were all a response to breakdowns in trust. Solving the fire problem could not be entirely top-down, nor completely bottom-up, but required a trusting relationship between urban citizens and municipal governments that was rare in the nineteenth-century British Empire

Abstract:
This study examines three aspects of conversational management in emergency (999) telephone calls made to the fire brigade: turn-taking, the use of speech acts and the transmission of information. Examination of the 16 longest calls in the corpus showed two problem types, situation specific and information transfer. The occurrence of situation specific problems was linked to longer calls. Turn-management behaviour was studied in 146 calls. Both operators and callers interrupted more when the caller was a woman. No difference was found in the distribution of speech across role or sex. Operators used significantly more assent words than callers. Speech act management was examined in 91 calls, using Conversational Exchange Analysis (Thomas, Bull and Roger, 1982). Operators and callers used different repertoires of speech acts. The operator also used acts which lead to predictable responses from the caller. The questions asked by the operator in 92 calls were categorised by the type of information requested and the sequence of questions was analysed to determine whether the operators used Requests to structure the call. The majority of probable transitions were between repeated instances of the same question. The sequence of questions could be predicted only at the beginning and end of the call. Information transfer was studied using three measures in 72 calls: method of information transfer, lapses between the parts of transfer sequences and errors in transfer. Different items of information were differed on all three measures. Finally, turn and speech act management were examined together, in 89 calls, using Facet Theory (Gratch, 1973) and multidimensional analysis. Two facets emerged, task and degree of interventionism. The conclusion of the study is that conversation management within these calls is strongly influenced by the interaction situation.

Abstract: Many environmental, economic and societal factors are leading fire brigades to be increasingly solicited, and, as a result, they face an ever-increasing number of interventions, most of the time on constant resource. On the other hand, these interventions are directly related to human activity, which itself is predictable: swimming pool drownings occur in summer while road accidents due to ice storms occur in winter. One solution to improve the response of firefighters on constant resource is therefore to predict their workload, i.e., their number of interventions per hour, based on explanatory variables conditioning human activity. The present work aims to develop three models that are compared to determine if they can predict the firefighters' response load in a reasonable way. The tools chosen are the most representative from their respective categories in Machine Learning, such as XGBoost having as core a decision tree, a classic method such as Multi-Layer Perceptron and a more advanced algorithm like Long Short-Term Memory both with neurons as a base. The entire process is detailed, from data collection to obtaining the predictions. The results obtained prove a reasonable quality prediction that can be improved by data science techniques such as feature selection and adjustment of hyperparameters.
Resumo: Muitos fatores ambientais, econômicos e sociais estão levando as brigadas de incêndio a serem cada vez mais solicitadas e, como consequência, enfrentam um número cada vez maior de intervenções, na maioria das vezes com recursos constantes. Por outro lado, essas intervenções estão diretamente relacionadas à atividade humana, o que é previsível: os afogamentos em piscina ocorrem no verão, enquanto os acidentes de tráfego, devido a tempestades de gelo, ocorrem no inverno. Uma solução para melhorar a resposta dos bombeiros com recursos constantes é prever sua carga de trabalho, isto é, seu número de intervenções por hora, com base em variáveis explicativas que condicionam a atividade humana. O presente trabalho visa desenvolver três modelos que são comparados para determinar se eles podem prever a carga de respostas dos bombeiros de uma maneira razoável. As ferramentas escolhidas são as mais representativas de suas respectivas categorias em Machine Learning, como o XGBoost que tem como núcleo uma árvore de decisão, um método clássico como o Multi-Layer Perceptron e um algoritmo mais avançado como Long Short-Term Memory ambos com neurônios como base. Todo o processo é detalhado, desde a coleta de dados até a obtenção de previsões. Os resultados obtidos demonstram uma previsão de qualidade razoável que pode ser melhorada por técnicas de ciência de dados, como seleção de características e ajuste de hiperparâmetros.

From the earliest civilizations, victorious armies would loot defeated cities or nations. the practice evolved into art theft as a symbol of power. Cultural superiority confirmed a country or empire’s regime. Throughout history, the Greeks and Romans cultivated, Napoleon Bonaparte refined, and Adolf Hitler perfected the practice of plunder. As the tides of Second World War began to shift in favor of the Allied Powers, special commissions, established to locate the Germans’ hoards of treasure, discovered Nazi art repositories filled with art objects looted from throughout Europe. the Soviet Union Trophy Commission and the Western Allies Monuments, Fine Arts, and Archives Commission competed to discover Nazi war loot. the two organizations not only approached the subject of plunder as a treasure hunt, but the ideology motivating both commissions made uncovering the depositories first, a priority. the Soviet trophy brigades’ mission was to dismantle all items of financial worth and ship them eastward to help rebuild a devastated Soviet economy. the Soviet Union wished for the re-compensation of cultural valuables destroyed by the Nazis’ purification practices regarding “inferior” Slavic art and architecture; however, the defeated German nation did not have the ability to reimburse the Soviet State. the trophy brigades implemented a process of restitution in kind to make physical reparations through the confiscation of Nazi war loot. the Western Allies disagreed with the Soviet Union’s policy. the Monuments, Fine Arts, and Archives Commission endeavored to return artwork looted by the Germans to the rightful owners or surviving descendants. Historically, the Western perspective of the Soviet Union’s actions was that the trophy brigades looted the conquered German Reich; however, during the period of Glasnost and after the fall of the Soviet Union, personal memoirs and interviews of Soviet trophy brigade members and museum officials have become available, and the Soviet viewpoint better understood. By analyzing both organization’s principles and actions, historians can assume a new disposition. the trophy brigades and the MFAA worked to salvage Nazi war loot, but the two commissions took divergent approaches as to what should be done with the spoils of war. It must be appreciated that decisions made sixty-seven years ago were made by nations attempting to do what they deemed morally correct but the lack of communication behind each ideology has made Western nations stand in judgment of the Soviet Union’s response.

Räddningstjänsters behov av frivilliga värn för att bekämpa skogsbränder undersöktes och en enkät skickades ut till skogsägare i Småland för att undersöka deras vilja och förmåga att bidra till skogsbrandvärn. Räddningstjänsterna ansåg att de hade ett behov av värn vid sidan av sin ordinarie personal och beskrev förutom ett antal kriterier för att värnet skulle fungera bra också ett antal kompetenser samt maskiner som kunde komma till användning vid bekämpning av skogsbränder. Resultaten visar att 42 % av skogsägarna var villiga att ingå i lokala skogsbrandvärn samt 89 % kunde se en styrka i att skogsägare gick samman för att stötta varandra och avlasta räddningstjänsten vid skogsbränder eller andra större händelser i närområdet. 91% utav skogsägarna hade någon av de fordon, maskiner eller redskap som räddningstjänsterna såg som användbara. Vidare så uppgav 70 % utav dessa att de skulle vara villiga att använda de här fordonen, maskinerna eller redskapen vid insatser med skogsbrandvärnen.

Changeble high of the undercart, turning rear axle, changeble wheels for belts, passive safe of the vehicle with hi-tech materials, nanatechnology and with other technical solution make this vehical possible excellent driving quality, that make the rescue more effective and possible where it could't by posiible.

The diploma thesis deals with insurance fraud and issues which comes with it. The thesis is divided into several units. The first part is dedicated to insurance fraud in general, the insurance industry in the past and in the present and legislation in the past and in the present in the area of today´s Czech Republic. The thesis continue with analyzing of fraudulent behavior according to perpetrator and type of insurance. The next is statistical evaluation. In the part “Detection of insurance fraud” are summarized current methods of detection of the insurance frauds used by insurance companies in our market. There were also analyzed insurance frauds according to perpetrator, economic sector and insurance company. In the end is presented the case study of purpose action, suggestions suitable for the fight with insurance fraud and there is also offered as another technical possibility of help not only in the fight with insurance fraud - mathematical modeling of fires.

Abstract:
Samhället ändras konstant men detta innebär inte bara en förändring för människorna i samhället utan också att nya krav ställs på konstruktionen som brukas av människorna. Många byggnadskonstruktioner kan därmed behöva en förstärkning efter en viss tid. Behovet av en förstärkning kan bero på flera orsaker exempelvis ändrat nyttjande. Det är mer fördelaktigt med en förstärkning av konstruktionen än att den rivs ner och byts ut för att klara av dagens krav. Syftet med detta examensarbete är att undersöka förstärkning av betongkonstruktioner med hjälp av kolfiberkomposit. I rapporten presenteras beräkningar som gjordes för att undersöka tillökningen i böjoch tvärkraftskapacitet efter en utförd förstärkning. Parallellt med beräkningarna kontrollerades och utvecklades befintliga mallar som finns för denna metod. För att kunna uppnå syftet undersöktes två hypotetiska betongkonstruktioner. Ena konstruktionen är en plattramsbro som modellerades i FEM programmet Brigade Standard. Beräkningar på plattramsbron gjordes med avseende på böjande moment. Den andra konstruktionen som undersöktes är en T-balk som är en del utav ett bjälklag. På T-balken granskades tvärkraftskapaciteten innan och efter en utförd förstärkning med kolfiber. I resultatet redovisas mängden kolfiber som erfordras för att uppnå önskad kapacitet hos konstruktionerna. I resultatet redogörs också kapaciteten som uppnås efter kolfiberförstärkningen.
The society changes constantly, but this does not only affect the inhabitants of the society, but also that new demands are made on the construction used by the people. Many constructions may therefore require reinforcement after a certain amount of time. The need for reinforcement may be due many different reasons for example to altered use, corrosion to internal reinforcement or may be due to design errors, accidents or new standards. It is more beneficial to reinforce the structure than to tear it down and replace it to meet current requirements. The purpose of this thesis is to investigate carbon fiber reinforced polymer, CFRP, as a method to strengthen concrete structures. The report presents calculations that were made to investigate the increase in bending and shear capacity after a performed reinforcement. Alongside the calculations, existing templates for this method were checked and developed. In order to achieve the purpose, two hypothetical concrete structures were investigated. One design is a frame bridge modeled in the FEM program Brigade Standard. Calculations on the frame bridge were made with respect to bending. The other construction that was investigated is a T-beam. On the Tbeam, shear capacity was examined before and after reinforced carbon fiber reinforcement. The result present the amount of carbon fiber required to achieve the desired capacity of the structures. The result also describes the capacity achieved after carbon fiber reinforcement.

This thesis deals with the improvement of mobile applications for the Fire Brigade of the Czech Republic. The theoretical part focuses on the importance of information that is necessary for the successful completion of an emergency situation. This section also includes a description of the activities of the regional operations centers and information system used by firefighters. The theoretical part is closed by the description of the process of the elaboration of an emergency situation. One of the aims of the practical part was to carry out the analysis of mobile applications used on the terminal equipment of the tablet in the Czech Republic and in neighbouring countries. Another goal was to design improvements in the form of new mobile applications that Fire Brigade in the Czech Republic could develop. Besides there were proposed recommended mobile application for the tablets considering the selected roles of firefighters.

En primer lloc, s’ha caracteritzat la vessant institucional on s’inclou l’anàlisi del finançament i la conjuntura política que ha sustentat el cos, els reglaments que l’han organitzat, el personal que l’ha format, els recursos materials que ha disposat i els serveis que ha prestat. En segon lloc, s’ha situat la companyia en l’entorn social de cada conjuntura històrica, presentant-la com una nova i necessària eina d’afermament de la seguretat pública que creixia en conjunció amb altres polítiques de caire cívic com l’higienisme i un nou urbanisme. Tot plegat, desenvolupat en el context de transformació urbana que va significar el pas des d’una ciutat d’Antic Règim a una nova urbs burgesa amb estructures pensades per a possibilitar l’expansió del capitalisme. Ben entrat el segle xx –sobretot a partir de la segona meitat de la centúria–, el servei d’extinció d’incendis evoluciona cap a noves funcions que complementen la protecció ciutadana tradicional i que el situen en l’àmbit del benestar social. La fonamentació heurística del treball se centra en el buidat de fonts procedents dels arxius locals, majoritàriament de l’arxiu de la Paeria de Lleida i en fonts d’hemeroteca relacionades amb cada fase cronològica del treball .
Esta tesis explica la formación y el desarrollo de la compañía de bomberos de la ciudad de Lleida, un proceso que comprende desde la segunda mitad del siglo xix hasta el último cuarto del xx. Se trata de una investigación que, con la intención de profundizar en la totalidad del objeto de estudio, se ha planteado desde dos perspectivas diferentes pero que resultan complementarias. En primer lugar, se ha caracterizado la vertiente institucional donde se incluye el análisis financiero y la coyuntura política que ha sustentado al cuerpo, los reglamentos que lo han organizado, el personal que lo ha formado, los recursos materiales de los que ha dispuesto y los servicios que ha prestado. En segundo lugar, se ha situado la compañía en el entorno social de cada coyuntura histórica, presentándola como una nueva y necesaria herramienta de afianzamiento de la seguridad pública que crecía en conjunción con otras políticas de cariz cívico como el higienismo y un nuevo urbanismo. Todo ello, desarrollado en el contexto de transformación urbana que significó el paso desde una ciudad de Antiguo Régimen a una nueva urbe burguesa con estructuras pensadas en hacer posible la expansión del capitalismo. Ya avanzado el siglo xx –sobretodo a partir de la segunda mitad de la centuria–, el servicio de extinción de incendios evoluciona hacia nuevas funciones que complementan la protección ciudadana tradicional y que lo sitúan en el ámbito del bienestar social. La fundamentación heurística del trabajo se basa en el vaciado de fuentes procedentes de archivos locales, mayoritariamente del archivo de la Paeria de Lleida y en fuentes de hemeroteca relacionadas con cada fase cronológica del trabajo.
This thesis tells us about the formation and development of Lleida’s fire brigade, a process which takes in from the nineteenth century second half till the twentieth century final years. It is a research that, in order to go deeply into the subject of study itself, has been proposed from two different, but supplementary, approaches. Firstly, it distinguishes the institutional viewpoint which includes the financial analysis and the political situation which has held up the brigade, the regulation applied to organize it, its crew, material resources that have been used, as well as the service offered. Secondly, the brigade has been part of the social background during each historical situation, being considered as a new and necessary tool to strengthen public security and which has grown along other public spirited policies such as hygienism and new urban development. All together, it developed in a context of town planning transformation which led an Old Regime town into a new middle class town, whose structures were thought to enable capitalism to spread. Well into the twentieth century- mainly from the second half onward- the fire-extinguishing service takes up new functions which round off the traditional citizenship protection and advances into the social welfare field. The heuristic groundwork of this essay is based on the analysis of sources from local archives, mainly those of the Paeria in Lleida (townhall), but also newspapers and periodical archives concerning each one of the chronological periods shown in this work.

This theoretical-empirical thesis discusses an issue of burnout among members of Fire Rescue Service of the Czech republic. The focus of theoretical part is given to the burnout syndrome, it's definition, risk factors, possible causes, it's gradual phases and diagnostic and measuring methods of the burnout syndrome. Further, the theses deals with possibilities of treatment of a burnout and preventive actions that could be taken on both sites of each employee and the organization. This is followed by a closer acquaintance of the Fire Rescue Service of the Czech republic, it's history, mission and basic competences. Afterwards, a profession of professional firefighter is described. Possible causes and preventive measures against the burnout syndrome at the Fire Brigade are examined. In the empirical part of this thesis the burnout syndrome among members of Fire Rescue Service of the Czech republic is investigated through questionnaires and personal interviews. At this point the thesis focuses on outbound firefighters and operational technicians with the aim to detect possible differences in incidences between those two groups and possible causes of the burnout syndrome among them. Further the aim is to assess the efficiency of the Psychological Services of the Fire Brigade and its preventive measures taken against work-related stress and burnout.

Räddningstjänstens verksamhet regleras i Lag (2003:778) om skydd mot olyckor och det första nationella målet lyder: ”Bestämmelserna i denna lag syftar till att i hela landet bereda människors liv och hälsa samt egendom och miljö ett med hänsyn till de lokala förhållandena tillfredsställande och likvärdigt skydd mot olyckor.”   Räddningstjänst organiseras med brandmän i tre olika anställningsformer, varav deltidsanställda brandmän är en av dem och idag är den formella benämningen Räddningspersonal i beredskap, RiB. Ungefär 67% av Sveriges brandmän utgörs av RiB och redan år 1999 uppmärksammades svårigheter med personalförsörjningen. Vid kontakt med Myndigheten för samhällsskydd och beredskap samt Sveriges Kommuner och Landsting fanns kännedom om rekryteringssituationen, men den exakta omfattningen var okänd.   Denna studie består av en undersökning av den nuvarande situationen avseende rekrytering för RiB i Sverige. Undersökningen jämförs med den svenska regeringens undersökning från år 2003. I jämförelsestudien medverkar samtliga respondenter från den tidigare utredningen, vilket medför en svarsfrekvens på 100%. Jämförelsen påvisar att nyrekrytering och upprätthållande av beredskap har en negativ trend, trots att grundutbildningen gjorts om samt att kommunerna har moderniserat och utvecklat rekryteringsmetoderna. I den nationella sammanställningen, för år 2018 som omfattar 111 respondenter och representerar drygt 60% av Sveriges kommuner, framkommer att majoriteten av räddningstjänsterna upplever svårigheter vid nyrekrytering. Totalt är det 331 vakanser för fasta RiB-tjänster samt 194 vakanser för vikarietjänster och drygt hälften, 52%, av respondenterna klarar inte att kontinuerligt upprätthålla den beslutade beredskapen.   Den största orsaken till rekryteringssituationen är de demografiska förhållandena, vilket har samband med att 200 av Sveriges 290 kommuner uppfyller Europeiska kommissionens generaldirektorat för statistisk information, Eurostats, definition för landsbygd. Det som är mest alarmerande är att det påverkar kommunernas förmåga att upprätthålla beredskap.   Det finns möjlighet att förbättra och stärka situationen genom olika slags förbättringsåtgärder och/eller en kombination av dessa. Det finns ingen entydig lösning på problemet i och med att förutsättningarna är olika från kommun till kommun. Det som är tydligt är att det är upp till våra politiker och staten att försöka stötta räddningstjänsterna på ett annat sätt än vad som görs idag och att investera mer i landsbygden. Målsättningen borde vara att leda Sverige till att bli ett ledande land som ligger i framkant när det gäller att utveckla, främja och stödja landsbygden.
The Swedish civil protection service activities are governed by ‘Lag (2003:778) om skydd mot olyckor’ and the first national objective reads: ‘The provisions of this law aim to make people's lives and health as well as property and environment throughout the country a satisfactory and equivalent protection against accidents, taking into account the local conditions.’   Emergency services are organized with firefighters in three different types of employment. One of these is part time firefighters, and the formal term for this employment is ‘Räddningspersonal i beredskap’, RiB. About 67% of Sweden's firefighters consist of RiB and as early as 1999, difficulties with staffing was noted. In contact with the Swedish Civil Contingencies Agency and Swedish Association of Local Authorities and Regions, the problems with recruitment of RiB was known, but the vast extent of these problems had not yet been discovered.   This study consists of a survey of the current situation regarding the recruitment situation for RiB in Sweden. The survey is controlled and compared against the Swedish government's investigation from 2003. The compilation study involves all participants from the previous investigation which results in a response rate of 100%. The study shows that new recruitment and maintenance of preparedness has a negative trend, even though the basic education has been modified and the municipalities have modernized and developed recruitment methods. In the national compilation, of year 2018 involving 111 respondents representing more than 60% of Sweden's municipalities, it appears that the majority of emergency services experience difficulties in recruitment, a total of 331 vacancies for permanent RiB services and 194 vacancies for temporary employment and more than half, 52%, of the respondents fail to maintain the determined preparedness continously.   The main reason for the recruitment situation is the demographic conditions, which is linked to the fact that 200 of Sweden's 290 municipalities meet the European commission’s definition of rural areas. What is most alarming is that it directly affects municipalities' abilities to maintain preparedness.   There is an opportunity to improve and strengthen the situation through various kinds of improvement actions and/or a combination of these. There is no clear solution to the problem. As conditions are different in most municipalities, it is also difficult to provide a simple and general way for how to proceed. What is clear is that it is up to our politicians and the state to try to support the emergency services in a different way than today, alternatively, investing in rural areas. The goal should be to lead Sweden to become a leading country at the forefront of developing, promoting and supporting rural areas.

Through the analysis of photographs of Christchurch men, this thesis will explore and expand the historiography around masculinity in New Zealand. It will argue that how men saw themselves was informed by concepts of power and class, alongside aspects such as physical strength and ideas of manliness. Masculinity was a fluid concept; its interpretation differed across class, race and gender lines. The urban masculine identities found in Christchurch during 1880-1930 demonstrate the complexity of gender construction. They offer another view to that of a New Zealand masculinity steeped in stereotypes of rural, isolated men. Photographs are the central documents within this thesis and the growing field of visual history provides the framework for study. Photograph collections are selected from a variety of sources, including the Canterbury Museum, the Christchurch City Council archives, the Christchurch Club, Christchurch Boys' High School and my own family collection. The selection process centres on presenting collections which offer insight into a variety of settings across Christchurch, and the photographs within this thesis were chosen due to their representation of the collection they came from. Gillian Rose's methodology, which looks at the sites of production, the image, and the audience, shapes the study of the photographs. Read as documents and then situated into the broader contextual understanding of turn of the twentieth century Christchurch, these photographs allow the viewer to read the past with new eyes. This thesis offers a complementary reading of the masculine history of New Zealand. With an analysis influenced by the theoretical underpinnings of gender history, social history and visual history, the photographs show how ideas of masculinity developed in the urban setting of Christchurch. It highlights how ideas of class shaped the power relations of men, how physical settings offered different aspects of masculinity to be portrayed. The relationships between men, as well as those between men and women, demonstrate how masculine ideas were not dictated to by stereotypes, but by a range of at times contradictory imagery.

The diploma thesis is focused on a detection and a laboratory control of hazardous substances’ leak into the environment. These hazardous substances are classified. Further, it aims to chemical laboratories of the fire-brigade of the Czech Republic, as well as which place they hold in the fire-brigade system, and it indicates their main duties. This diploma thesis contains a review of some essential types of devices and mediums, which are in terms of the fire-brigade of the Czech Republic usable to practice the detection, determination and assessment of the hazardous substances in various figures of the environment in terrain, i.e. filling of duties of the chemical survey. The output of this diploma thesis is simulation of leaks of the toluene diisocyanate using ALOHA software, TerEx software and Rozex Alarm software. Further on, the proposal of another methodical sheet focused on leak actions of the concrete hazardous industrial substance – toluene diisocyanate. This methodical sheet could therefore broaden pro tempore elaborated sheets for chlorine and ammonia.

The contemporary threat of terrorism has changed the ways in which government and the public view the world. Unlike the existential threat from nation states in previous centuries, today, government and the public spend much of their effort looking for the inward threat. Brought about by high profile events such as 9/11, 7/7, and 3/11, and exacerbated by globalisation, hyper-connected social spheres, and the media, the threats from within are reinforced daily. In the UK, government has taken bold steps to foment public safety and public security but has also been criticised by some who argue that government actions have labelled Muslims as the ‘suspect other'. This thesis explores the counter-terrorism environment in London at the community/government interface, how the Metropolitan Police Service and London Fire Brigade deliver counter-terrorism policy, and how individuals and groups are reacting. It specifically explores the realities of the lived experience of those who make up London's ‘suspect community' and whether or not counter-terrorism policy can be linked to further marginalisation, radicalism, and extremism. By engaging with those that range from London's Metropolitan Police Service's Counterterrorism Command (SO15) to those that make up the radical fringe, an ethnographic portrait is developed. Through that ethnographic portrait the ‘ground truth' and complexities of the lived experience are made clear and add significant contrast to the aseptic policy environment.

The aim of this diploma thesis is the solution of the traffic situation in the city center of Havlíčkův Brod. Mainly the ground road number II/150 adjustment, which consist in the modification of the two-way traffic to one-way traffic organization in the streets Dolní, Žižkova and Na Ostrově by using the analogy of a roundabout layout, is solved within this thesis. All mentioned modifications simplify the traffic situation, improve the orientation and increase the security and the traffic flow mainly in relation to pedestrians and cyclists. Another part of this thesis is focused on revitalization of the public spaces in front of the community center called Ostrov and junction of existing cycle tracks situated on the both banks of the Sázava river. In relation to this topic the adjustment of rainwater sewerage system, low-voltage above ground network, public lighting, communication electric cables, fire brigade signal lights and low-pressure gas pipeline is also solved.

This study uses the fire brigade office that was opened in Taipei City in 103 years as the research target, and conducts on-the-spot investigations on the fire department. Interviews were conducted on four topics, namely, "the degree of understanding of the standard of the office space", "the subjective needs of the use of the office space", "the design of the space of each office and the satisfaction of the facilities" and "the proposal for the future construction of the office". After comparing relevant information, compare it with other fire department buildings, It was found that there were 5 firefighters who were dissatisfied with more than 50% of the fire department. This study summarizes five factors affecting the space and facilities of the fire department, and proposes suggestions for improvement. Before the reconstruction of the fire department, three suggestions are summarized : First, the reconstruction of the fire department should allow the majority to participate, so that the plan can meet the needs of colleagues. Second, the use unit of the fire department should ensure the demand and communicate with the design unit to make the space and facilities planning more in line with the demand. Third, the fire department planning, should consider practical, durable and good maintenance in the future.

Ministry of Transportation and Communications fire fighter human resource hope to incorporate public service; however, there is lack support of legal basis for implementing public servant firefighter system. If government adopts self set-up model of fire brigade, it will increase financial burden for adding fire service resource and worsen professional training quality. This study hope to find out an optimization scheme related to organization of firefighter human resource, personnel expenditure, equipment, and employment, evaluation and training in airport agencies through comparing with public sector, contracting out model, and self-recruitment method. This study also attempts to refer to other fire fighter human resource models, such as foreign-related institutions, domestic other institutions and supplemented by conducting questionnaires, expert interviews, questionnaires object for the Ministry of Transportation and Communications owned airport management units and fire department members. In this study, recovery of 514 valid questionnaires, statistical results both at least more than 50 percent of the staff to think the airports of human organization, manpower and equipment training to include the civil service system that is the best way,and then with the SWOT comprehensive analysis to seek Ministry of Transportation and Communications airport fire human organization, funding, equipment and test training, the feasibility of setting program and satisfaction surveys.

Due to the nature of this profession, leaders have always prioritized their teams over their own opinions. As a result, communication with team members has shown to be particularly important to the captain’s leadership and the management of the team.This study is aimed at the team members of each field team under the New Taipei City Government Fire Department. This study’s methodology includes mutually verifying the findings from our literature review and surveys, investigating whether there is any correlation between them and conducting summaries and analyses of current issues relating to communication internal to the organization. This provides a platform to understand, propose views and suggest improvements on possible causes hindering positive communication between higher management and the team members. When I used to assume the position as grassroots unit members, I have tried to initiate communication and interaction with the team leader as a member of the team. Nowadays, after assuming the position of a team leader, due to the transformation of between the two positions, I was able to realize how big of a difference these two roles had between each other. The number of surveys collected in this research totals at 250. Based on this research, there are still up to 25.5% of the subjects who do not actively express their opinions on the work-related issues, indicating that there are certain communication issues within the organization. I have also discovered that younger subjects are less willing to communicate openly with their team leader. Therefore, younger subjects of this team deserve more attention on developing their cognitive behavior or concept professionally. At present, there are no firefighting labor union organizations in Taiwan and according to the research and investigation, there is a high consensus of 97.6% of voters agreeing to establishing a firefighting union”, thus, the government should focus more on the importance of establishing firefighting labor union organization. Due to the special nature of firefighting, team leaders have to build up a mandatory "obedience, ethical relationship and class concept" upon the team members. As a result, team members tend to treat the team leaders with more respect and discipline and conceal their true personality, which could potentially form a gap between the two parties. Therefore, strengthening the effectiveness of internal communication is very important, which in turn the team leader should try to be more patient when communicating with team members and respect their opinions if they are willing to provide them. Treating one another with respect is the key to forming a mutually trusted relationship. Consequently, it can improve the member’s motivation to work within the organization and create a sense of trust between the team leader and the members.

Data Envelopment Analysis (DEA) was introduced for efficiency analysis on the quantity of duties given to fire brigades at Banqiao, Zhonghe, Xinzhuang and Sanchong, New Taipei City. The study aimed to find out the efficiency of individual brigade and help fully utilize manpower and vehicles with limited resources offered by government. With this concept in mind, 20 fire brigades in the areas above were selected as the objects of study. The numbers of “fire fighters,” “volunteer fire fighters,” “fire engines,” “ambulances” and “fire hydrants” were chosen as the input, while those of “dispatches for fires” and “dispatches of ambulance” as the output. The input-oriented models of CCR and BCC were used for efficiency analysis, dual variable analysis, sensitivity analysis, return to scale analysis and efficiency score ranking. From the results of this research, we can preliminarily learn that ten of these fire brigades haven't achieve relative efficiency rate at present. The reasons why it's really caused, as well as the right direction and the extent to improve can all be taken as reference to help decision makers improve the efficiency of fire brigades.

This diploma thesis is focused on the activities of Czech volunteer fire brigades in the country. It is based on accessible sources. The work is split up to five basic chapters. It contains an extensive list of the literature and sources for this topic and the abundant pictorial and tabular supplements. The first chapter describes development of fire-protectional legislation and laws important for the function of the volunteer fire brigades. The second part brings basic informations about the development of higher levels and main institutional ranks of fire brigades organisation in the Czech lands. The third part deals with the description and analysis of functions, administration and activities of volunteer firemen in the country. The fourth chapter is devoted to the membership Czech volunteer fire brigades, especially to their description, division and analysis of age and social level. The fifth section deals in detail with the management of fire Department and its accounts, what is divided into a part of the incomes and expenses. Até ao momento atual constata-se a existência, ainda em fase embrionária, de dois Agrupamentos sitos nos municípios de Espinho e Mafra. Pretende-se com este trabalho analisar a realidade atual e os possíveis contributos para a constituição de Agrupamentos de Corpos de Bombeiros Associativos e Municipais, com vista a uma melhor gestão organizada, abrangente e eficaz, no ciclo da emergência. Assim, neste sentido e na base de cenários identificáveis, foram construídas um conjunto de questões cujas respostas nos permitem aferir da capacidade operacional e logística dos corpos de bombeiros, isoladamente ou constituídos em Agrupamentos. Identificaram-se áreas de estudo comparativo nos concelhos de Cascais, Mafra e Santarém. Procedeu-se a análise de realidades europeias, nomeadamente em Espanha e França. O método Indutivo e Dedutivo foi a metodologia de investigação utilizada. Como conclusão verifica-se que as variáveis “população”, “tempo de resposta” e “custo (€) de operação”, associadas ao planeamento do “risco municipal”, deverão constituir as variáveis de decisão conducentes a uma tipificação dos corpos de bombeiros por forma a rentabilizar as estruturas de socorro dentro de cada município e ao nível supra municipal. No futuro, dado que o estado da arte legislativa e da gestão operacional atual não dinamiza, nem incentiva, a constituição de agrupamentos conclui-se, ser necessária, a reformulação da tipificação dos corpos de bombeiros bem como da gestão operacional ao nível de Regiões e Comunidades Intermunicipais.
Nowadays, the Legal Framework of Firefighters Humanitarian Associations and Firemen Brigades, foresee the establishment of Fire Brigades clusters, to promote the common management of its relief activities. Until the present time there is, at an embryonic stage, two clusters located in the municipality of Espinho and Mafra. The aim of this work is to analyse the current reality and possible contributions to the formation of Associative and Municipal Fire Brigades clusters, in order to develop a better organized, comprehensive and effective, emergency cycle management. So, in this sense and based on credible scenarios were constructed a set of questions whose answers allow us to assess the operational and logistical capacity of Fire Brigades individually or clustered. We identified areas of comparative study in the municipalities of Cascais, Mafra and Santarém. We also analysed the European realities, particularly in Spain and France. The inductive and deductive method was the research methodology used. In conclusion, it appears that the variable "population", "response time" and "cost (€) of operation", associated with "municipal risk" planning should be the decision variables leading to a classification of fire brigades, in order to capitalize the relief structures within each municipality and the municipal level above. In the future, given that the current legislative state of art and operational management not streamlines, or encourages the formation of clusters, is concluded that it is necessary the fire brigades classification reformulation, as well as the operational management at the regions and intermunicipal communities levels.

The researches on international aviation industry practitioners' work fatigue risk management prioritize on the flight crews in terms of risk management of fatigue, but the airport firefighters are also responsible for the safety of flying, and excessive fatigue is prone to reduce their ability to respond and adapt in the case of crisis. Therefore, we should pay attention to the impact of the special squatting system on work exhaustion, study the countermeasures, and reduce the risk of duty. The purpose of this study is to investigate the impact of the fatigue of airport firefighters at Taoyuan Airport Company as a basis for the management of the Taoyuan Airport Company and the competent authorities for the risk of fatigue for airport firefighters. This study was designed as 2-stage questionnaire to investigate the current 135 firemen of the Taoyuan Airport Fire Brigade. The analysis indicated that: 1. Most airport firefighters have short commuting time and have exercise habits. However, due to the work shift, 85.9% of the staff have insomnia, and up to 99.3% of the staff believe that the quality of sleep will affect the fatigue at work. 2. Among the factors that are likely to affect the fatigue of airport firefighters, the level of work fatigue is the highest among the factors such as “environmental hazard of performing duties”, “number of duties on duty” and “time limit on attendance”. 3. Among the physiological fatigue factors, "indifferent, too lazy to move", "back pain, leg pain, stretch", "reducing responsiveness" and psychological fatigue factors are "easy to distract" and "reduced responsiveness" are the most prevalent fatigue symptoms of airport firefighters before and after being on duty. 4. After cross-analysis of physical fatigue and mental fatigue before and after duty, it was found that a class with a rotation of six hours with a long frequency of rotation had a lower fatigue level than a class with only two hours of rotation and a shorter frequency; in general, firefighters have higher physical fatigue and mental fatigue than senior cadres and team leaders, showing changes in "classes" and "positions" lead to significant difference in fatigue among airport firefighters. Therefore, this study suggests that the management should be based on the fatigue characteristics of airport firefighters, timely adjustment of service arrangements and class scheduling, and improve the team members' self-perception of fatigue, in order to have significant preventive effect on airport firefighters' work fatigue.

In recent years, due to the reason of the growth in urban population, the populace for each fire brigade is also arising. No matter from first aid point of view, or from fire fighting, the space is obviously not enough and over the original scheme. By verifying the content of urban planning division for all the counties in Taiwan via this research, it found out that all the plans would mark out the sites for organizations, but it does not reserve enough sites for fire fighting institutions. It makes the difficulty in getting lands when adding fire fighting offices in the future and causes the invalid coverage toward fire fighting area for the office. Due to the reason of high development for New Taipei City, it shall consider the requirement of sites for fire fighting organization and reserve the enough space for the sites of fire fighting by considering the growth rate in population and the scale of industrial activities in the future at the very beginning of having urban planning division. However, it is difficult to having space for fire fighting in enormous old communities. Therefore, it would have to have registration of change in category of land in getting sites for fire fighting. Meanwhile, it is reconsidering the space for fire fighting in the whole urban planning division. This research is having surveys by questionnaire, and it gets the following conclusions: 1.When there is any enormous land readjustment or development, it shall consider the sites for fire fighting during the stage of urban planning division. 2.Due to the reason that most of the areas are huge and having different potential region in having disaster. Therefore, it would be better to have at least two brigades for administrative districts. It would be helpful for shortening the needed time for relieving the victims in a disaster. 3.It would be better to plan and locate the sites for fire fighting alongside the main roads for evacuation. When there is any disaster, the main roads for evacuation will be rehabilitated firstly for having more time in relieving the victims of disaster. 4.If there is no brigade in an administrative district, it would be able to strengthen the volunteering fire fighting brigades, such as providing more equipments and sites for fire fighting. It would be able to consolidate the relieving ability in disaster for the district.

Due to the rapid development of the domestic economy in the past, the result of the population and buildings in metropolitan area increase rapidly and compressed often leading to the heart-shocking building fires in public places, leading to injury or property damage and other major disaster. Analyzed the statistics of the past five years, fire statistics found that up to 60% residential fires are accounted for an average annual rate in building fire, showing the important of the house fire issue. Due to the rapid growth of economic, skyscrapers and the high density of population, residential fire-related safety is more important, even the slightest negligence can lead to heavy casualties. Because of the broad scope of the residential area, this study use the New Taipei City Government Third Brigade Fire Station as the study area, and use the New Taipei City Government Fire Department safety management's information to collect the relevant fire prevention data and to analysis it. In this study, to evaluate the New Taipei City Government’s residential fire prevention as a maintenance reporting, fire safety equipment, fire management, home visits, flameproof regulations such as the five directions to see if the residential prevention is effective and also to find out what fire-prevented direction should strengthen after analyzed the fire cases. This study explores the feasibility of using fire-fighting disaster relief communications to explore the changing drones. With the maturation of drone technology and the continuous advancement of aerial photography technology, drones have become more and more widely used, including photography, surveying, disaster relief, security, exploration, transportation, and natural disaster monitoring and assessment. At present, Taiwan’s fire-fighting units are faced with increasingly complex fire disaster relief. For high-rise fires, large-scale factory fires, and forest fires, the limitations of traditional disaster site assessments and information and communication methods have become increasingly prominent. How to effectively implement disaster site assessments and quickly transfer information and accurately dispose of disasters is even more important. Unmanned aerial vehicle (UAV) is the main body, and various sensors such as: infrared camera, camera, GPS, gyroscope, accelerometer, atmospheric pressure gauge, etc. are mounted on the head, and these sensors are used to enhance the use of unmanned aerial photography. By changing the sensor mounted on the head, it can have more functions to be applied to fire disaster relief. The effective use of high-tech tools can not only locate the locations of fire disasters for the first time, reduce radio frequency and frequency of disaster relief, but also provide faster and more accurate information for on-site commanders, disaster relief and rescue command centers, and various levels of officers. With increase in the frequency of the disasters, firefighters have to face the increased disaster rescue and emergency rescue service year by year. The purpose of this research is to analyze the accessibility of the fire brigades in Taoyuan City. This study uses the concept about spatial accessibility to assess the status of fire resources. The results show as fellow: 1. a higher proportion of the population distribution have worse accessibility in Yangmei District. 2. the average ratio of field service firefighters(firefighters:people)is 1:7957. 3. the fire resources is not well-distributed in Taoyuan City. This study has some policy discussion based on the results, and hope to provide some implication of policy for government agencies. In addition, this study also tries to provide the recommendations for the future research.

Due to the development of economic pressure, environmental changes and social needs, in addition to three tasks : the original fire prevention, disaster rescue, and emergency ambulance, fire rescue work also need further play all types of functional disaster rescue role, and take into account a variety of disaster prevention, emergency response and disaster recovery and other disaster relief work. In the event of a major disaster, loss of life and property are very heavy. Fire rescue is the first priority for life-saving rescue, so firefighters training needs to be built on the basis of good body and skills to reduce the number of fire cases. The most effective way to reduce the fire cases and the lives is still from the staff training, physical skills, tactics and fire prevention aspects. The purpose of this study investigates the state condition and satisfaction using questionnaires as an example for the administrative district of Fourth District Emergency and Rescue Corps of Fire Bureau in Kaohsiung City. The questionnaire included personal information, the implementation process and satisfaction of the safety inspection, and our samples include premise supervisors and employees. 210 questionnaires were delivered and effectively collected 117, meanwhile the data were analyzed by Statistical Package for the Social Science (SPSS). Results showed that the respondents aged 41 to 50 expressed a stronger recognition with the implementation process of expert inspectors comparing to other age groups. The respondents with post-secondary and graduated education expressed stronger acknowledgment with the fire safety inspection regulation. Furthermore, the implementation of safety inspectors and knowledge on fire-fighting facilities by the fire department are considered as helpful for the premises. Also, the employees have greater familiarity to the installed location of fire-fighting facility than the supervisors. In the case of safety inspection satisfaction, respondents with post-secondary education show a higher satisfaction with the handling after the security inspection, and there are no significant differences in other aspects. In general, the average satisfaction is around 3.78 and above, which means the respondents show positive affirmation for the professional training and attitude of the safety inspectors before, during and after the inspection. Results from the questionnaires can serve as a reference for Fire Bureau in Kaohsiung City Government to improve the work quality of fire-fighting facility maintenance and guarantee the safety of citizens’ lives and properties.
