IntroduzioneL'invito di Leonardo Morlino a partecipare ad un dibattito sul suo articolo La scienza politica italiana: tradizione e realtà credo sia dovuto a una relazione che feci ad un Convegno sulle scienze umane, pubblicata vent'anni fa su «Il Mulino» (1971), che egli ricorda nella sua bibliografia.

The article ponders a number of key concepts in Cesare Beccaria’s political thought (contractualism, the relationship between legal obligation, justice, utility and rights) and links them to the theory of legal obligation based on the duty of fair play proposed by Herbert L. A. Hart. Highlighting the importance of Beccaria’s positions to contemporary political philosophy, the essay also maintains the usefulness, for normative political philosophers, of taking a historical approach to this author.

From the outset, the emergency generated by the Covid-19 pandemic has had political and philosophical implications, as well as medical, social and economic ones. It has raised issues such as the relationship between security and freedom, between citizens and the state, between rights and obligations, and among democratic powers, as well as discussions about the current economic and environmental model of development. This article presents a review of the main interpretations and reflections on the pandemic proposed by political philosophers in Italy during more than a year of crisis.

Rivista Italiana di Filosofia Politica is the official academic journal of the Italian Society of Political Philosophy (SIFP) and aims to offer a space for critical discussion for the different paths of enquiry within the national and international panorama of political philosophy.

In questo saggio analizzo l’idea del mondo come coesistenza di umani e cose, e sostengo che tale coesistenza debba essere considerate sotto la lente concettuale della responsabilità. Nei primi due paragrafi sostengo che l’esperienza umana è sempre mediata da un sistema di artefatti. Nel terzo e nel quarto paragrafo sintetizzo due differenti approcci filosofici, ossia la teoria degli artefatti e il metodo materialista, i quali condividono la tesi della performatività degli artefatti nella costituzione dell’esperienza umana. Nelle conclusioni mostro la rilevanza etica e politica di questa possibile ermeneutica materiale del mondo.

La tesi ha come obiettivo l’analisi delle dinamiche dei flussi culturali. Sulla scia di quanto sostenuto da A. Appadurai, si tenterà di porre chiarezza ad alcuni dei maggiori fenomeni che caratterizzano il sistema internazionale. Si tratterà di considerare, per esempio, le cause che hanno portato alla crisi degli Stati e dell’identificazione popolo-nazione e di come le nuove caratteristiche del mondo globalizzato abbiamo favorito o meno questi fenomeni. Sii tenterà inoltre di arricchire il dibattito sull'argomento fornendo un contributo filosofico alle scienze sociali nella lettura del mondo globalizzato e di designare degli strumenti utili a fini sia di ricerca del presente, ma anche di previsione di scenari futuri.

El objeto de la presente investigación es el concepto de ciudadanía. Lo que se pretende es reproducir conceptualmente el ser de la ciudadanía tal como es y existe en la totalidad de su realidad efectiva mostrado en y por el pensamiento. Como el pensamiento de la ciudadanía no hace sino que reproducir la realidad efectiva del ser de la ciudadanía, el desarrollo de este pensamiento está determinado por el desarrollo de ese ser. El método, como actitud a seguir frente al objeto, asegura la adecuación del pensamiento y del ser: el camino que se sigue en la investigación es el desarrollo de la ciudadanía misma. La especificidad de la presente investigación reside en la utilización de la dialéctica hegeliana para aprehender el objeto. La ciudadanía es considerada como relación causal necesaria entre las figuras del individuo social, de la sociedad civil y del Estado, insistiéndose en particular en su carácter de actividad autorreferencial. Esta relación es, en su forma conceptual, triple silogismo. Su despliegue como realidad efectiva es tratado como praxis y, en una perspectiva abiertamente inspirada en el pensamiento hegeliano, considerada como “espíritu”. Este despliegue alcanza su mayor desarrollo en la historia mundial, de tal modo que la ciudadanía sólo puede realizarse en esta como ciudadanía mundial. La verdad de la ciudadanía sólo podría encontrarse en un orden público político mundial democrático.

Si bien es cierto existe consenso en torno a la preferencia de la democracia por sobre cualquier otra forma de gobierno, la discusión en torno a ella no es algo acabado. Muchos son los aspectos que quedan pendientes para la reflexión, no obstante existir, actualmente, acuerdo generalizado en cuanto a la necesidad de promoverla y defenderla.

Cette recherche se constitue comme un parcours généalogique dans la pensée naturelle et politique de Giordano Bruno autour de la notion de « vinculum » ‘lien’ ou ‘relation’, à travers la reconstruction de son origine et de son élaboration à partir des écrits magiques jusqu’aux dialogues italiens et aux premiers ouvrages latins. L’exigence est de retracer dans l’œuvre ainsi que dans l’expérience intellectuelle et biographique du Nolain, quelle est la relation entre philosophie naturelle et politique et comment elle se constitue. En d’autres termes, il s’agit de comprendre si l’analyse du politique pourrait être déliée ou réellement distinguée de l’étude de la nature ou si elle prendrait plutôt son point d’origine et se développerait au cœur de la connaissance de la physis : isoler et analyser quel que soit le rôle et la fonction que la notion de « vinculum » assume entre la réflexion métaphysique et anthropologique de Bruno. Ces questions constituent le problème de fond qui anime ce travail et auquel j’ai essayé de répondre dans ces pages, bien que conscient du caractère jamais définitif et ouvert de cette réponse comme pour chaque recherche
This research is a genealogic study of the natural and political thought of Giordano Bruno, about the notion of «vinculum», ‘bond’ or ‘relation’, by the reconstruction of its origin and development from the magic writing to the Italians dialogues and the firsts Latins works The necessity of this work is to track down the Bruno’s opera and in his intellectual and biographic experience which is the relation between natural and political philosophy. In others words, the work lies in understanding if is possible to separate and distinguish the analysis of the politic from the nature; or the political thought is originate and it is inseparable from the reflection about the physis: isolating and analyzing which is the role and the function of the notion of «vinculum» between the metaphysical and anthropological reflection of Giordano Bruno. Those questions constitute the problem of this research and to which I try to respond in theses pages, even if conscious of the character never complete of this answer, as well as every research

Questo lavoro ha l’obiettivo di descrivere la poco conosciuta biografia e attività letteraria del vercellese Francesco Maria Vialardi, attraverso documenti nuovi ed inediti. L’organizzazione formale dell’elaborato è suddivisa in tre parti: Una vita immaginata nella gloria dell’araldica imperiale (Parte I), Gli anni prima e dopo il carcere (Parte. II) e Lei che «spia sin quel, che si fa nel globo della Luna». Un esploratore del mondo sociale e politico (Parte. III). La prima prima parte del lavoro racchiude la descrizione degli anni dalla nascita alla maturità dell’autore. La seconda parte, costituita da cinque capitoli, affronta l’ingresso dell’autore nella prestigiosa Accademia della Crusca e il commento alla Conquistata del Tasso, terminando con il resoconto della prigionia dell’autore presso le carceri del Santo Uffizio di Roma. Il secondo e terzo capitolo della terza parte sono dedicati all’analisi del vivere politico-letterario dell’autore. Rimanendo nel contesto letterario dell’Accademia degli Umoristi, l’ultimo capitolo «AMOR SOL MERTA Amore» si distacca dalla biografia del Vialardi per abbracciare la relazione tra l’ambiente letterario romano e quello bolognese. Protagonisti di quest’ultimo capitolo sono l’inedito carteggio tra il cardinale M. Barberini e il poeta R. Campeggi e lo spettacolo teatrale bolognese dei Quattro elementi.
The objective of this doctoral thesis is to trace, by using new and unpublished documents, the less-known biography and literary work of Vercelli’s writer Francesco Maria Vialardi. The work is presented in three main Parts: Part 1. A life in the glory of imperial heraldry, Part 2. The years before and after imprisonment, and Part 3. Lei che «spia sin quel che si fa nel globo della Luna». An explorer of the social and political life. The first Chapter covers the author’s life from his birth to his transition to adulthood. The second five-Chapter Part elaborates the period when the author was accepted in the prestigious Accademia della Crusca and his comment to the Tasso’s Conquistata, closing up with the period of his imprisonment in the Rome’s Santo Ufficio Prison. The second and third Chapters of the last part are dedicated to the analysis of Vialardi’s political and literary work. Faithful to the literary context of the Accademia degli Umoristi, his latest contribution «AMOR SOL MERTA Amore». Among the letters of Ridolfo Campeggi to Maffeo Barberini, the revision of the poem of the Lagrime di Maria Vergine and the wonderful theatrical representation in Bologna of the Quattro elementi (Four Elements) is a distinguished piece of work that creates a literary bridge between the settings of Rome and Bologna. Key elements of this last chapter are the unpublished correspondence between Cardinal M. Barberini and the poet R. Campeggi, as well as the Bologna’s play Quattro elementi (Four Elements).

Resumo: A partir de uma análise que integra a Ética, a Filosofia Política, a Sociologia, a Antropologia Filosófica e a História, este trabalho tem por objetivo examinar a integração entre a ação política e a linguagem, procurando demonstrar que a linguagem é utilizada como arma pelos atores da macropolítica. Três são os fenômenos lingüísticos escolhidos para a exposição de nossa hipótese de que existe uma parte da ação humana, e especificamente da ação política, que é determinada parcialmente pela linguagem: o slogan, a ideologia e o mito. Os significados da existência nascem do cotidiano e a ação política é avaliada pelo povo através do real vivido. Porém, é inegável que o sentido da existência social e a ação política são integrados pela linguagem que, ao lado das inúmeras experiências cotidianas, também determina a existência. Nossa análise integra aspectos teóricos da ação política e da linguagem e recorre a exemplos da História da Ação Política para concluir que, de recurso natural das lides , humanas, a linguagem passa a ser utilizada de forma técnica pelos atores políticos, sempre visando o poder. Quer estejam em sua busca, quer objetivem preservá-lo ou ampliá-lo, quer estejam em guerra, os atores políticos sempre procurarão dissimular a realidade, integrar a sociedade e dominá-la, tanto através da ação real, que em si mesma é coberta de linguagem e de imaginação, quanto da própria linguagem como um dos recursos para atingir o imaginário, manter as massas tranqüilas e as elites seguras. Assim, de elemento comum da cultura, a linguagem passa a ser utilizada como um dos instrumentos de uma cultura específica - na qual os significados e a ação são planejados por "artesãos hábeis e matreiros"- a cultura política
Abstract: Beginning with an analysis that integrates Ethics, Political Philosophy, Sociology Philosophical Anthropology and History, the purpose of this . work is to examine the relationship among political action and language, demonstrating that language is used by players in Politics as a weapon. We have the linguistic phenomena selected for the exposition of our hypothesis that are partially human action, particularly of the political action, that is determined also partially by the language: the slogan, the ideology and the myth. The meanings of existence evolves daily and the political action is judged through real existence by people. Neverthless, its undeniable that the meaning of the social existence and the political action are linked by the language, that which, as other inumerous day-to- day experiences, also determines this very experience Our analysis integrates theoretical aspects of political action and language and covers exemples of History of Political Action to conclude the language - a simple instrument of human culture - is studied in order to be used technically by political ators which, always with a view of power grip, seeking to dissimilate reality, control and integrate the society: This being realized through real action, which in itself is covered by language and imagination, as much of language as a menas of reaching the imaginary, tranquilizing the masses and assuring the elites. This way, as common cultural element, the language becames an instrument of usage of a specific culture in which the meanings and action are planned by "able and traitors craftsmen" - the cultural politics

La suddetta tesi si focalizza su Simone Weil,donna forte, coraggiosa e determinata che ha voluto mettersi in gioco e lottare per dei diritti innegabili, ma che all'epoca non erano riconosciuti come tali. La tesi vuole rendere omaggio ad una combattente come poche altre, focalizzandosi in parte anche sulla tematica del diritto.

La Filosofia del diritto di Hegel deve essere compresa alla luce della natura sistematica del suo pensiero. Solo a partire dalla sua collocazione all’interno del sistema hegeliano è possibile capire la vera natura dell’operazione del filosofo tedesco – paradigmaticamente rappresentata dalla celebre equazione di reale e razionale – e la sua portata normativa. Analizzando poi le “sorti” dell’individuo all’interno dei Lineamenti di filosofia del diritto è possibile chiarire la vera natura della dottrina hegeliana dello stato e lo stretto legame che unisce limitazione (Beschränkung) e liberazione (Befreiung) all’interno del processo di progressiva realizzazione della libertà.

A tese principal da dissertação sobre a questão o que é ser humana é contemplada através dos conceitos de biopolítica, estado de exceção e vida nua na história da filosofia política e jurídica de Giorgio Agamben e à formulação da questão sobre o que é o homem na contemporaneidade, sobretudo, no pensamento da filosofia política e jurídica de Giorgio Agamben. O trabalho contempla a tese sobre o conceito de biopolítica no pensamento da filosofia política e jurídica de Giorgio Agamben ser um conceito filosófico ontológico. A fundamentação filosófica da tese (sobre o conceito de biopolítica na filosofia política e jurídica de Giorgio Agamben), parte da contemplação sobre os fundamentos críticos dos principais pressupostos teóricos da filosofia política e jurídica de Giorgio Agamben - os conceitos vida nua e estado de exceção - à contemplação da idéia de uma filosofia da história do direito e da política na contemporaneidade e seus pressupostos filosóficos ontológicos para uma antropologia filosófica contemporânea. The main dissertation's thesis about what is being human contemplates the concept of biopolitics in the contemporary history philosophy of politics and law, researching the main contemporary thesis toward the task in the thought of Giorgio Agamben´s philosophy of politics and law. The main thesis of the work is that the biopolitics´s concept in Giorgio Agamben´s political and juridical thought is a philosophical ontological concept. The philosophical fundaments of the main dissertation's thesis (about the biopolitics´s concept in Giorgio Agamben´s political and juridical philosophy), starts from de contemplation on the critical fundaments of the main theoretical concepts of Giorgio Agamben political e juridical philosophy - bare life and state of exception - to the contemplation of an idea of a philosophical history of law and politics in the present time and its philosophical ontological undergrounds for an contemporary philosophical anthropology.

La Ciudad es un organismo en constante cambio (mutación) en donde se puede observar claramente el impacto global en la sociedad a nivel cultural, político, socio-económico, lo que genera una respuesta urbanística y arquitectónica producto de estas políticas en transición. La globalización que actúa sobre la ciudad y la arquitectura del nuevo siglo, los espacios de consumo, la sobrepoblación de las grandes ciudades, todo esto produce continuas mutaciones en la sociedad y en los territorios que habitan. Este fenómeno es anticipado por Koolhaas respecto a otros arquitectos, proponiendo arquitecturas que prevean el advenimiento de la acelerada globalización, a través de lógicas de adecuación a la ya caótica realidad; lógicas un tanto subjetivas para muchos, pero que postulan importantes tratados para el manejo y entendimiento “generalizado” de las ciudades, y especialmente la configuración de nuevas arquitecturas que se adapten a ella. Este artículo proporcionará un entendimiento claro del concepto de Ciudad según el arquitecto holandés Rem Koolhaas, que difiere de manera significativa respecto de otras teorías; en las lógicas de planificación de las ciudades y sus arquitecturas. The City is an organism in constant change (mutation) where you can clearly see the overall impact on society in cultural, political, socio-economic level, which generates an urban and architectonic response product of these policies in transition. Globalization acting on the city and the architecture of the new century, consumption spaces, overpopulation in large cities, all these produces continuous mutations in society and in the territories they inhabit. This phenomenon is anticipated by Koolhaas over other architects, proposing architectures that provide the advent of the accelerated globalization, through logical adaptation to the already chaotic reality, subjective logic to many, but postulate important treaties for the management and understanding "generalized" of the cities, and especially the setting of new adapting architectures inside them. This article will provide a clear understanding of the concept of City by the dutch architect Rem Koolhaas, which differs significantly from other theories; in the logical approach in planning of the cities and their architectures.

In his essays under the title “The Person and the Common Good” (the French edition 1947), Jacques Maritain extensively discussed the mutual relation and interdependence between a human person and a political community. The human person is a part of a political community and inferior to it, for he or she receives basic human goods from the common good, which itself is constituted by human persons. Nevertheless, a human person is also superior to the political community due to an ultimate fulfilment of human existence in direct relationship to God and regarding matters related to the philosophical categories such as truth, good and beauty. If the human person’s freedom to strive for these transcendental goods is respected on behalf of the political community, the common good can be properly maintained and continues to serve the community. Maritain’s position contains practical implications for the contemporary discussions of political philosophy on freedom of conscience and religious freedom, and freedom of expression.

A indústria 4.0 tem como propósito compartilhar informações através da tecnologia da informação, comunicação, aumento da produtividade, flexibilidade, gerenciamento e outros fatores qualitativos. No contexto da Construção, este compartilhamento e gerenciamento da informação vem por meio do BIM (Building Information Modeling) por meio da integração de dados e geração de sinergias no processo de gerência da informação. Neste sentido, faz-se necessário que as instituições de ensino acompanhem as novas tecnologias e processos a fim de preparar os futuros profissionais para o mercado. Com isso, é preciso entender o contexto curricular dos cursos de engenharia e arquitetura no país de forma a propor reformulações que aproximem o clássico com o moderno. Partindo-se desta premissa, propõe-se neste trabalho avaliar o plano pedagógico de curso da Engenharia Civil da UESC para identificar o grau de maturidade frente aos novos desafios decorrentes da implementação da filosofia BIM. A avaliação do atual programa curricular foi realizada por consultas aos docentes com intuito de diagnosticar os aspectos políticos da iniciativa BIM na instituição, as ações ligadas as atividades acadêmicas desenvolvidas, e, o parque tecnológico existente, a partir da percepção destes. Para isso, aplicou-se a métrica proposta por BÖES et al. (2021)[1] por meio de uma matriz de maturidade BIM em uma planilha eletrônica. Esta seguiu alguns critérios e fatores descritos pelo autor que categorizavam e pontuavam os aspectos relativos ao curso, que, por sua vez, era relacionado a um índice de maturidade que representa o grau de imersão do curso dentro da filosofia de trabalho BIM. As categorias possuem descrições específicas para cada cenário avaliado, que indicam como aquele tópico se enquadra com o BIM, buscando retratar o estado do curso frente as necessidades exigidas para o desenvolvimento da filosofia BIM na instituição. Os resultados das consultas e analises da métrica aplicada forneceu uma análise da conjuntura no curso. Nota-se que há um baixo desempenho das politicas internas do curso e da instituição, mostrando que há uma necessidade de promover uma mudança filosófica na concepção das disciplinas e na integração com as novas tecnologias, por parte docente e institucional. Constatou-se que os processos internos tem baixa capilaridade ou baixa compreensão dentro do curso, carecendo de estímulos que permitam a inserção de ferramentas ou metodologias BIM no conteúdo programático das disciplinas. Por fim, na avaliação tecnológica, que considera a infraestrutura física de ensino instalada. Ao apurar os resultados obtidos, obteve-se a soma de 206 pontos e uma média de 12,87, apontando para um índice de maturidade de 26%, conforme a métrica proposta por BÖES et al. (2021). Este valor é considerado regular, pois indica uma baixa maturidade BIM no curso de Engenharia Civil da instituição. Tal situação reflete na deficiência de uma abordagem contínua BIM efetiva, ficando a cargo de iniciativas pontuais e de pouco alcance. Quanto aos espaços BIM dedicados, identificou-se apenas uma disciplina opcional, que reforça o baixo desempenho matural BIM. Somente o critério tecnológico apresentou resultados satisfatórios, embora dependam da disponibilidade de recursos financeiros para investimento. Por fim, conclui-se que os recursos humanos precisam de estímulos, tempo, espaço e condições para aperfeiçoamento contínuo, de forma a criar uma cultura BIM no curso.

O artigo toma o conceito de utopismo dialético apresentado por David Harvey no livro Espaços de Esperança para propor a pesquisa etnográfica com os citadinos nos espaços de convivência social localizados na Via Light, em Nova Iguaçu, como processos de sociabilidade em formas espaciais. O tema da pesquisa tem como foco os lugares de convivência social que produzem a intensificação do desenvolvimento geográfico desigual em termos de padrão e de perspectivas de vida, no sentido de refletir sobre as culturas emudecidas na contemporaneidade. Defende-se a ideia de que a pesquisa nos espaços de convivência social pode produzir a materialização do utopismo do processo social, promovendo o político da amizade, tendo como apoio as contribuições teóricas da filosofia de Agamben e de Foucault. The article takes the concept of dialectical utopianism presented in the book by David Harvey Spaces of Hope to propose ethnographic research with the townspeople in social living spaces located on Via Light in Nova Iguaçu, as processes in spatial forms of sociability. The theme of the research focuses on the places of social interaction that produce the intensification of uneven geographical development in terms of standard of living and prospects in order to reflect on the contemporary cultures muted. It defends the idea that research in the areas of social interaction can produce the materialization of social utopianism of process, promoting political friendship, having as support the theoretical contributions of philosophy of Agamben and Foucault

El Ecuador está experimentado importantes cambios, entre ellos, la adopción de un nuevo paradigma de Desarrollo, el Sumak Kawsay, que emerge de la filosofía de los pueblos originarios y es incorporado en la Constitución Política del Ecuador como el Régimen y Derechos del Buen Vivir y Derechos de la Naturaleza. Otro cambio significativo es la importancia conferida al Ordenamiento Territorial al amparo de un nuevo marco normativo y una masiva experiencia de planificación en todos los niveles de gobierno. En este contexto están emergiendo también los Planes de Vida de los Territorios de las Comunidades Indígenas. Este trabajo inicial no busca dar respuesta a una pregunta previamente planteada, al contrario pretende presentar el tema y concluir con varias preguntas, cuyas futuras respuestas podrían iluminar el camino de esta investigación en busca de religar la relación del mundo occidental con la naturaleza a través de mirar a quienes jamás se han separado de ella. Ecuador is experiencing important changes, in them, the adoption of a new Developmental paradigm, the Sumak Kawsay, that arises from the philosophy of indigenous settlements and has been incorporated in the political Constitution of Ecuador as the Regime and Rights of Good Living and the Rights of Nature. Another significant change conferred importance to Land Planning under a new regulatory framework and a massive experience of planning at all levels of government. In this context, there are also emerging the Life Plans of the Territories of the Indigenous Communities. This work does not intend to answer a previously posed question, but on the contrary, it seeks to present the theme and conclude with various questions, whose future answers could potentially pave the way of linking the relationship of the Western world with nature by looking at those who never separated from it.

I prosjektet; «Helhetlig ROS-analyse i norske kommuner» analyserer vi hvordan kommuner utvikler, bruker og oppdaterer ROS-analyser og risikoforestillinger i sitt samfunnssikkerhetsarbeid. Det legges vekt på hvordan kommuner integrerer ROS-arbeidet og risikoforestillinger i eksisterende plan- og arbeidsprosesser. Hvilke utfordringer opplever kommunene i dette arbeidet? Etter å ha jobbet med risiko og sikkerhet i mer enn 20 år, og en vesentlig del av disse opp mot kommuner, er det etter vårt syn et gjennomgående trekk at kommunalt ansatte som jobber med sikkerhet og beredskap har stor skepsis til akademikere på dette feltet. Den teoretiske «verden» er ikke i stand til å kommunisere med den praktiske og vice versa. Denne utfordringen mener vi står sterkt også i dag, og dermed ble det i prosjektet viktig å finne ut hvordan begrepene ble brukt i kommunene. Hvor kritiske er begrepene for omfanget av bruken av analysene? Står vi ved et markant skille nå med innføring av ny veileder for helhetlig ROS-analyse i kommuner? Eller, er arbeidet omkring samfunnssikkerhet og beredskap fastnet i en praksis uten påvirkning fra ROS-analyse? Datamateriale fra 26 kommuner er inkludert i studien. Kommunene dekker alle landsdelene og de har varierte demografiske og geografiske profiler. Blant deltagerne er kommuner med storulykkesindustri, større bykommuner, mindre øykommuner og grensekommuner. Opptil fem personer med ulikt ansvar for samfunnssikkerhets- og beredskapsarbeidet er intervjuet i hver kommune. En viktig del av prosjektet er forholdet mellom ROS-analyser på ulike forvaltningsnivåer, hvordan ROS-analysene kommuniserer risikoforestillinger og hvordan kommunene kan bygge på og hente innspill fra hverandre i ROS-analysearbeidet. Siden 2010 har Lov om kommunal beredskapsplikt, sivile beskyttelsestiltak og Sivilforsvaret (sivilbeskyttelsesloven) og underliggende Forskrift om kommunal beredskapsplikt stilt krav til kommunenes ROS-analyse og samfunnssikkerhetsarbeid i stort. Likevel er det ikke opplagt hva det innebærer. Forskriften snakker om begreper og konsepter som; - Jobbe systematisk og helhetlig med samfunnssikkerhet; - Forankring i kommunestyret; - Eksisterende og fremtidige risiko- og sårbarhetsfaktorer; - Særlige utfordringer; - Langsiktige mål, strategier, prioriteringer og plan for oppfølging av samfunnssikkerhets- og beredskapsarbeidet; - Vurdere forhold som bør integreres i planer og prosesser; og - Overordnet beredskapsplan. Det stiller store krav til kommunens ansattes kunnskap og kompetanse til å fortolke hva alle disse konseptene skal bety for kommunen og hvordan ansatte skal jobbe med kravene. Her ligger kjernen av vår studie. Studien vår viser at det legges betydelig med ressurser og arbeid ned i kommuners helhetlige ROS-analyser, samfunnssikkerhets og beredskapsarbeid. Risikoinformert styring og risikotenkning er en krevende filosofi, hvor det forutsettes at de ansatte med ansvar for kommunens systemer og samfunnssikkerhets- og beredskapsarbeidet har høy kompetanse på området. I kommunene som deltok i studien synes det å være enklere for kommunene å konkretisere hvordan de arbeidet med beredskap enn med samfunnssikkerhet. Kommunene hadde i varierende grad oversikt over hvordan beredskapsarbeidet var satt i system på tvers av etater. Materialet ble analysert ut fra fire forhold: - Begrepsforståelser og bruk av begreper for å uttrykke samfunnssikkerhet - Planlegging og gjennomføring av ROS-analyseprosesser - Presentasjon av resultater fra ROS-analysearbeidet - Implementering av analyseresultatene i kommunens aktiviteter Datamaterialet viser at kommunene og de fleste respondentene våre er i liten grad bekymret over begrepene de bruker. I hovedsak er det risiko, ROS-analyse (eller andre koplinger av ROS), hendelser, akseptkriterier, beredskap, kriseplaner og tiltak som er konseptene i bruk. Usikkerhet var et begrep som fulgte med, men det var i liten grad reflektert over utover at det var en egenskap med hele ROS-analyseprosessene. Samfunnssikkerhet, ytelse av beredskapstiltak, sårbarhet, resiliens, barrierer, system er begreper som får lite eller ingen omtale i kommunenes befatning med samfunnssikkerhet og beredskap. Kommunene er veldige instrumentelle i arbeidet med å utvikle produktene (helhetlig) ROS-analyse og beredskap- og kriseplaner. Beslutningsprosessene som den helhetlige ROS-analysen er en del av, trekkes ikke frem som førende for hvordan ROS-analyser og samfunnssikkerhetsarbeidet gjøres. Fylkesmannen sin rolle som pådriver, rådgiver og tilsynsmyndighet var for de aller fleste kommunene beskrevet med positive fortegn. Alle analysene vi har hatt tilgang til er utført som grovanalyser (hazid-gjennomganger, scenariobeskrivelser, gruppediskusjoner), men med relativt små variasjoner innenfor hvordan risiko måles og uttrykkes. Enkelte kommuner inspireres av innholdet i FylkesROS-analyse eller Nasjonalt Risikobilde, mens andre har et større fokus på lokale forhold og hendelser. I forbindelse med bruk av tiltak fra helhetlig ROS-analyse var det en klar trend at kommunene synes det var vanskelig å sikre implementering av tiltak. Dette skyldes blant annet at det var utfordrende å sikre at den ansvarlige etat tok ansvar for tiltak, at beredskapskoordinatorer ikke anså tiltak som skulle implementeres i enkeltetater som sitt ansvar og at kommunene i mange tilfeller ikke hadde midler til gjennomføring av tiltak. Problemet kan trolig også spores til at helhetlig ROS-analyse ikke var et dokument som var i aktiv bruk i hverdagen til kommunenes ansatte, og som det i de fleste tilfeller ikke ble laget aksjonsplaner for å følge opp. På tiltakssiden var det også tydelig at flere kommuner gjorde det vanskelig for seg selv, ettersom de beskrev svært generelle tiltak i rapportene sine, tiltak som egentlig var på plass i den ansvarlige etat og som var dekket av andre internkontrollrutiner, eller som andre offentlige etater var ansvarlige for. Kommunene i prosjektet hadde i varierende grad koblet beredskapsplanene sine opp mot de helhetlige ROS-analysene. En annen utfordring i forbindelse med «bruk» til beredskapsplanlegging var at kommunene ikke var sikre på hvordan dette skulle tolkes. Skulle man lage øvelser basert på hendelsene som var brukt i helhetlig ROS-analyse, skulle det lages tiltakskort som passet til scenarioene i helhetlig ROS-analyse? Enkelte kommuner hadde inkludert hendelser fra helhetlig ROS-analyse i beredskapsplanverket sitt, mens andre hadde fokusert mer på felles kapasiteter i helhetlig ROS-analyse. Å se sammenhengen mellom helhetlig ROS-analyse og beredskapsplanlegging var et vanskelig tema for kommunene. Beredskapsanalyse og vurdering av «godheten» av beredskapstiltak er også en stor utfordring. Den største utfordringen og det viktigste funnet som har kommet fram gjennom studiet er at prinsippene i risikobasert styring er nærmest fraværende i kommunene. Funksjonelle krav til sikkerhet mangler, en levende diskusjon om samfunnssikkerhet og beredskap mangler, og analysene brukes i svært liten grad. ROS-analyse og intensjoner om risikobasert styring har vært i norske kommuner i mer enn 20 år, og basert på dette mener vi at det er kompetanse og reguleringsregimet det må gjøres noe med, heller enn å innføre nye veiledere og tilsynsaktiviteter. Ansvaret for kommunens samfunnssikkerhets- og beredskapsarbeid må knyttes opp mot spesifikk kompetanse. Det krever at kommunene endrer praksis på i den administrative ledelsen og virksomhetene som eier systemene, tjenestene og aktivitetene, så vel som i kommunikasjonen mellom administrativ og politisk ledelse når det gjelder samfunnssikkerhet og beredskap. Vi mener at politikeren fra bykommune 1 langs kysten i Nord-Norge illustrerer behovet på en betegnende måte: «Veldig få i beredskapsrådet har lest dokumentene. I vårt fylke tror jeg vi er noen av de som har kommet lengst, og det sier etter mitt skjønn sitt». «Vi må involvere oss på et mye tidligere stadium. Skaffe oss oversikt over hva som er beredskapsplanene, og hvor flaskehalsene er. Det tror jeg at jeg deler med veldig mange. Vi strykes med hårene i alt for stor grad. Vi får for mye ros.»
