Full textThe company transforms its resources from organizational routines, whose theoretical approaches have enabled the understanding of business performance, since they carry with them the power of transformation. In this sense, this research sought to understand the reasons for variations in organizational routines, within the context of purchases of chemical inputs for an Institute of Technology and Innovation. The method chosen was the single case study. Data collection took place between 8/24/2015 to 1/29/2016 and was based on primary evidence, with interviews of 18 people, through a semi-structured script, in addition to the analysis of more than 30 documents and artifacts and empirical observations. The results suggest lack of integration and misalignment of interests, needs and concepts between the areas and participating actors, encouraging the maintenance of organizational routines with inadequate structures and foundations to serve all the purposes of the company. These problems have created a variation detrimental to business productivity. However, it also allowed the creation of new standards more adapted to the context and able to guarantee agility for purchasing routines, corroborating with the idea of positive flexibility in the organizational routines that cause endogenous change advocated by the theory. In this way, it is suggested to extend the level of commitment of the Organization to the business from the adequacy of the organizational routines of purchase, incorporating the new standards to encourage innovation of the institutional processes, in addition to providing the organization with the opportunity to obtain superior performance and competitive advantage.

Full textWhile there is a significant body of literature concerned with the experience of international student acclimatization to life and study on campuses all over the United States, very little of this research examines their self-reported satisfaction with student services. This study examines what services are important to international students and what is their experience? This is a study of international students at the Rochester Institute of Technology in Western New York and their satisfaction with programs and activities provided to welcome, serve, retain and involve international students in mutual intercultural learning with Americans. The study results reveal that services related to academics provide the most satisfaction and meet the expectations of the international students surveyed. The study further revealed that the services registering the lowest satisfaction were: (1) Student Financial Services; (2) Housing Operations; (3) Co-operative Education Placement; (4) Dining Services; and (5) Transportation Services. The findings also reveal that female international students reported the highest satisfaction and the lowest dissatisfaction

Full textThe Frightful Five—Amazon, Apple, Facebook, Microsoft and Alphabet, the parent company of Google—shape the way data are generated and distributed across digital space (Manjoo, 2017). Through their technologies and increase in scope and scale, these titans provide new ways for people to create, find, and share information online. And, with such control, they have continued as well as expanded their reign over information commerce, changing the way that people and technology interact. In this way, tech giants act as gatekeepers over data, as well as serve as all-mighty-creators over technologies that arguably act on humans.
To explain, debates over whether or not technologies are employing “computational agency” (Tufecki, 2015, p. 207) have developed. One of these disputes is commonly referred to as the Great Artificial Intelligence (AI) Debate, and is currently being publicly argued between two of the most prominent tech titans: Elon Musk, founder of Tesla and SpaceX, and Mark Zuckerberg, founder of Facebook (Narkar, 2017). On one side of the AI argument, sits tech mogul Musk, who is crying for regulatory restrictions over AI and painting doomsday pictures of robots killing humans. Conversely, on the other side of the dispute, sits tech giant Zuckerberg, who claims AI will enhance society as it makes the world a better place.
This great AI debate underscores what Illich (1973) described as organizations that practice in convivial versus non-convivial ways. In other words, as tech titans are continuing to advance technology, it can be argued that they are operating in convivial ways as they enhance society through their participatory tools that work with humans to complete a task. Alternatively, it can be debated that technology organizations may be functioning in non-convivial ways as they manipulate society for the sake of their technologies. And, while these technologies may be participating with humans (convivial) to complete a task, they may actually be working for and/or acting on humans (non-convivial) to do an activity.
The purpose of this dissertation was to establish a unique approach to studying the conviviality of technology titans and how they organize digital space, a concept the researcher coined as digital conviviality. Digital conviviality is when a technology company operates in digital convivial ways such that it: (a) builds tools for digital communication; (b) has a value proposition that, while aimed at generating a profit, is also focused on using its technology to enhance society, instead of manipulating society for the sake of its technologies; and (c) designs technological tools that work with humans, instead of tools that work for humans or tools that act on humans, to accomplish a task. To further understand this conception of digital conviviality, an investigation was piloted into a tech titan that arguably claims to promote digital conviviality at its core: Google.
Using Illich’s (1973) notion of conviviality as a guide, an exploration into Google’s approach to convivial technologies was conducted. This study sought to understand Google’s ability to shape information in the arts and culture space. Through its Google Cultural Institute (GCI) and Google Arts & Culture (GAC) initiatives, Google focused on “democratizing access to the world’s culture” (Google CI Chromecast, 2014, 00:44). In this way, the study aimed to answer the overarching question: in what ways is the GCI considered a digital convivial company, and conversely, in what ways is it not? Based on this, an explication of the concept of digital conviviality and a framework for studying such things were developed.
Drawing from several disciplines, methodologies, and theoretical frameworks (e.g., science and technology, posthumanism, actor-network theory, design science in information systems, business models, digital methods, and convivial studies), a body of theory was gathered together, synthesized, and enhanced. Next, the collected information was used to assemble and create a new methodological strategy called digital convivial tracking with a design science (DS) approach and actor-network theory (ANT) mindset. Digital convivial tracking employs traditional qualitative methods, as well as innovative digital methods, to trace important objects throughout a digital ecosystem. Because the GCI digitizes the world’s arts and culture, the iconic The Starry Night painting by Vincent van Gogh (1889d) was selected as the object to track across the institute’s ecosystem. This process helped identify the GCI’s complex and entangled business model, as well as its technological innovations. (Abstract shortened by ProQuest.)

This thesis analyzes the challenges of change management in a US auto plant. The change initiative used as an example is the launch and implementation of quality recording and reporting software in a body assembly area. A more complete examination of this change initiative using the three lenses of organizational design shows that this plant has reached a quality ceiling based on its strategic design, culture, and political power structure. Breaking through the quality ceiling requires a change agent who harnesses the strengths of an organization to bring it to the next level of quality. Deeper analysis of the recommendations that come from the three lens analysis leads to the conclusion that a more integrated approach is needed to address the issues of change management in a mature organization. Change management strategies depend on the nature of the change, but also the leadership characteristics of the change agent. Three change management strategies are proposed: (1) planting the seeds of change within the organization by bringing in outsiders; (2) "awakening" members of the organization to the need for change; and (3) creating a crisis of a magnitude that members of the organization fear that not making the change is worse than accepting the change. A more integrated approach to change management using a strategy that complements the change agent's strengths will lead to the long-term success in continuous quality improvement. In conclusion, breaking through the quality ceiling requires a change agent who uses a change management approach that harnesses the strengths of the organization and leads it to the next level of quality.

Engineers have deemed creative thinking a necessary skill in their line of work, and ABET, the accreditation board for engineering schools, can evaluate a program based on how it attempts to teach it in its courses. And yet, many students and professors feel that creative thinking is a skill often overlooked by the traditional engineering curriculum. This thesis investigates student acquisition of creative thinking skills in four engineering design courses taught under the Mechanical Engineering and the Aeronautics/Astronautics Departments at the Massachusetts Institute of Technology. Quantitative research methods (surveys, assessments) and qualitative methods (interviews, focus groups) are combined to identify factors that influence student creativity in the classroom and retention and use of creative thinking skills beyond the classroom. Student reflections are used to tie theories of creativity with educational theory on student learning. Common themes discussed by students in relation to creativity include the interactive lecture and lab environments, the involvement of the professors and confidence and hands-on practice. Data shows the relationship between perceptions of team creativity and individual creative development. Recommendations on course structure and supportive institutional policies encouraging creative classroom environments are made based on the experiences of the students and teaching staff of these courses.

Motivated by inspection applications for marine structures, this thesis develops algorithms to enable their autonomous inspection. Two essential parts of the inspection problem are (1) path planning and (2) surface reconstruction. On the first problem, we develop a novel analysis of asymptotic optimality of control-space sampling path planning algorithms. This analysis demonstrated that asymptotically optimal path planning for any Lipschitz continuous dynamical system can be achieved by sampling the control space directly. We also determine theoretical convergence rates for this class of algorithms. These two contributions were also illustrated numerically via extensive simulation. Based on the above analysis, we developed a new inspection planning algorithm, called Random Inspection Tree Algorithm (RITA). Given a perfect model of a structure, sensor specifications, robot dynamics, and an initial configuration of a robot, RITA computes the optimal inspection trajectory that observes all surface points on the structure. This algorithm uses of control-space sampling techniques to find admissible trajectories with decreasing cost. As the number of iterations increases, RITA converges to optimal control trajectories. A rich set of simulation results, motivated by inspection problems for marine structures, illustrate our methods. Data gathered from all different views of the structure are assembled to reconstruct a 3D model of the external surfaces of the structure of interest. Our work also involved field experimentation. We use off-the-shelf sensors and a robotic platform to scan marine structures above and below the waterline. Using such scanned data points, we reconstruct triangulated polyhedral surface models of marine structures based on Poisson techniques. We have tested our system extensively in field experiments at sea. We present results on construction of various 3D surface models of marine structures, such as stationary jetties and slowly moving structures (floating platforms and boats). This work contributes to the autonomous inspection problem for structures and to the optimal path, inspection and task planning problems.

Taiwan’s continuous economic growth during the last forty years has ushered in a new industrial structure. Predominately, this shift from labor-intensive light industries to high-tech industries has been brought about by applied research oriented research institutes, who have supplied the technological skills necessary to reshape industry. The Industrial Technology Research Institute (ITRI) is one such institute. It has acted as both an important enabler of industrial development and a vehicle for the Taiwanese government to precipitate progress in industry. From its’ early stages, ITRI worked in accordance with government policy to develop industrial technology. ITRI efforts also helped to stimulate the newly formed technological industry within Taiwan. These farsighted actions have led to national economic prosperity while providing a backbone for the maturation of Taiwanese industry. As Taiwan continues to stay ahead of the curve, refining this structure, just as industry underwent a change from a labor-intensive structure to a technological and capital-intensive one, involves lateral thinking and a pooling of resources. This is precisely what ITRI has done. ITRI is a national research institute that has always employed methods to bridge the public and private sectors. In turn, ITRI serves to promote technological innovation worldwide. Along with ITRI’s significant contributions to the development of industry in Taiwan, it sets a standard for other developing nations that are striving to improve their own technological industries. These achievements have brought ITRI worldwide acclaim; furthermore, the methods ITRI has used to foster technology innovation have become sought-after information in a market eager for know-how. This study examines the innovative management and methodology used to spark the development of applied technologies which ITRI, as a technologically-oriented research institute, has employed. These actions, performed in concert with government policy, may be the cornerstone of Taiwan’s ability to elevate its’ own industrial standards. In-depth interviews with various research institutes and corporate executives who are familiar with the way ITRI operates were also used within this study. The study serves to both examine the most effective methods for ITRI to advance technological innovation, and to pinpoint the key factors within the daily operational procedure. ITRI’s real time methods were put under the microscope, an analysis of ITRI’s attributes was conducted, and various factors were assessed for their ability to impact ITRI’s ability to innovate. In particular, the management policy, development strategy, efforts to nurture nascent industry, utilization of human resources, and the application of R&D results were scrutinized by examining both ITRI’s infrastructure and the implementation of its’ unique vision. This information may serve as a reference for subsequent related studies. This study also used the IC Technology Project - commissioned to ITRI by the MOEA - as a case study. ITRI’s ability to act as a gateway of technology has affected its unique organizational culture and operating mechanisms; this study measures how the culture has formed an innovative model that benefits Taiwan industrial as a whole.

With the need of optical communication in various countries, the development and practical application of this technology has become a priority investment around the world. China is investing in upgrading their optical fiber networks to replace their internet, telephone and cable with optical fiber like many countries such as USA, Southeast Asia, Europe, India, etc… After various countries vigorously develop their main fiber optic trunk, they can link between countries and cities. Into the so-called FTTH (Fiber to The Home, FTTH) stage, when fiber comes to the home and office, the demand of interior wiring components will grow exponentially. The key component of indoor fiber optic cable for indoor wiring affects the key indicator of indoor fiber optical signal transmission which is the cable jacket shrinkage. Therefore, this paper will explore the subject of cable shrinkage. The research cover five stages of Six Sigma DMAIC to improve the shrinkage of indoor fiber optic cable. This research use actual arguments from international optical communications connector manufacturers to construct fiber optic cable capacity. This research will also improve production processes combined with the Taguchi's Dynamic methods, to obtain the smallest fiber shrinkage process parameters. This process optimization model will propose the best and most practical application for the fiber optic cable manufacturing process.

Several years ago, touch panels had already played an important role in users’ life. Therefore, button operation mode is gradually replaced by touch mode. For example, ATM、POS(Point of Service)、smart phone、tablet PC、human-machine etc.. As technology progressing, touch panels are also from resistive touch, projected capacitive touch, evolve into the most widely used with capacitive touch now. Moreover, the electronic products now are particular about slim and light. In terms of design, manufacturers need to produce a narrow border of the capacitive touch panel. But due to the production of narrow borders of touch panel is relatively higher. How to reduce pollution and cost down for touch panel production is the target in this research. In this research, Etching technique is used with copper-nickel-plated metal modified with a view to obtaining low-pollution, low cost manufacturing process effects. Touch-panel uses glass substrate material, coated with copper and nickel metal layer. Because, copper metal has better conductivity and nickel metal has better antioxidant properties. When producing touch panels in lithography etching process, imported organic acid etching potions to subjected the process. In etching process, Copper and nickel metal are difficult to control the fine lines. Therefore, it often got over-etching and disconnection issues in the progress. To achieve the desired etch lines and much stable processing conditions, this study used lower number of experiments to find the optimum etching parameters by Taguchi Quality Engineering orthogonal table, and imported into industry to provide production. In this study, discuss about etching techniques of narrow frame touch panel. By using better conductivity of the copper-nickel metal alloys applied in fine lines of the touch panel. Moreover, the disadvantage of copper metal is easily oxidized. It’s also fixed by blocking the oxygen with a nickel metal layer. The optimum etch parameters which identified in this paper can be imported in touch panel manufacturing process. In the future, the touch panels will be provided to IC factories and assembled manufacturers to do the integration, and applied on touch laptops.

The Non- profit Organization (NPO) has hidden many technical research and development results, but those could bring the benefit to industry is less and less. Because most of technical research didn’t focus on the productions and promotions, even the link to the market and customers. At the same time, all the NPOs has confronted the same problem is government''s funding is less more. Therefore, implementing the technology commercialization not only strength the practicality of technology but also bring the income for units. The ultimate purpose of technology research is value creation, developing the technology for the market demand, and transfer the technology into products successfully. As a matter of fact, there was only few technology could succeed to make, because too many reasons to influence the technology commercialization promoting. This research is going to investigate the non-governmental organization (NGO), how to implement technology commercialization by technology, market side, regulations and policies, management and finance side. Then interviewing executive staffs to summary the problems they will meet the restrictions: (1) They don''t know the market (2) Government’s research funding belong to public goods. We have found the main problem is Technology carrier is not mature enough. Therefore, we have provided many recommends to improve technology commercialization and in the near future other NPO could take my research for reference.

Present university and institute of technology system is for students to enter appropriate collage department, to get sufficiently developmental opportunity, and to bring individual potential into full play. However, the public concerned how the performance of the system and that is also my research motive. The article attempts to analyze the performance of the system and provide some suggestion good for the system reform. In this research I make questionnaire survey to the freshmen of National Chin-Yi Institute of Technology and proceed with T test and the one-way ANOVA analysis in order to understand the implementing performance of different background students. By one-way ANOVA analysis, I examine the intelligent grades of students which correspond to performance of the institution of Separation of Examination and Enrollment. I also used the method of the focus group discussion, and invited the members of recommending and screening to collect their opinion. There are some main discoveries as the following: 1. The average results of the system showed that “united entrance exam” got the highest average grades. And the followings are “recommended and appointed subject exam” and “processes of enrolling and recruiting new students”. Finally “the satisfaction of whole system” got the least average grades. 2. In the diverse entrance program, the performance is varied with different background of students. 3. The school performance of the students is varied with different background such as gender, the way of entrance and department. 4. Combined the opinion of the members of the system, “simplify the process of enrollment”, “adopt the school performance”, “accept the entrance application of senior high school students moderately”, and “cancel the system of recommending letters” got more common consensus. According to above discovery and analysis, I make some policy suggestion: 1. The Education Ministry should draw up internet register, set reasonable registered expense, and simplify the process of enrollment to decrease the load. 2. Recommending schools should assist students to make proper choice, and strengthen the learning and training of the basic courses to prevent exam lead teaching and enhance the learning ability of students. 3. The enrolling school should take the influence of environment and the developmental character into consideration, and look after the demand of both school and students. And the school should also improving the system of enrollment by the strategy of strengthening the propaganda, providing information and exchanging experience. 4. The students and the parents should get rid of personal thinking, concerning the special skill, interest, and special expression of students, and insist the reform of the diverse entrance system.

Along with development of Internet search engines, libraries worldwide show a trend to provide personalized information service for users. What with vocational colleges and institutes upgrading, their libraries face challenges in such personalized information service, which thus have been lacking in related studies. Methods of this study included literary analysis, questionnaire and system design. Questionnaires were administered to the faculty of National Taichung Institute of Technology in order to understand teachers'' information search channels and opinions on personalized information service. Finally, this study used ASP programming and SQL statements to analyze and construct a system offering this service and Auto-mail mechanism to enhance efficiency of library service and library usage rate. This study obtained the following conclusions: 1) as efficiency of SDI has not reached its full extent, library reader service is affected; 2) at this stage of inside operation, automated systems of the aforementioned libraries still lack personalized information service; 3) readers have high expectations of personalized information service; 4) library classification systems are suitable for registration of users’ profile in this type of service; and 5) once the system design now under study is complete, other vocational-technical libraries may undertake similar projects, using this one as a model. For further studies, it is suggested that the library industry establish keyword authority files for the registration of users’ profile and that automated systems be incorporated into personalized information service to better the quality of reader service.

Industrial Technology Research Institute was established by law in 1973. The type of organization is the not-for-profit organization. The assigned mission is to stimulate the development of the industry. The research method of the thesis is singular case study. The historical structure approach is adapted to explore the relation between the transition of Industrial Technology Research Institute and the democratization of Taiwan. The democratization of Taiwan is set as the independent variable and the transition of Industrial Technology Research Institute is set as the dependent variable. The transition of Industrial Technology Research Institute is analyzed by the events in the breakdown of the first party alternation in 2000. The events before the first party alternation include the establishment of the strategy industry, the diffusion of industrial technology, and the participation of the election. The events after the first party alternation contain the variation of the board, the adjustment of the organization structure, the establishment of labor union by the employee, the recovery of the budget by the connection of the private industrial unions , the request of the law makers setting the ceiling of the salary. The evolution of Industrial Technology Research Institute is correspondent to the formulation of the industrial policies guided by the government. Industrial Technology Research Institute played the role of the locomotive of the Industry while the government executed the mode of leading market. Industrial Technology Research Institute played the role of the platform of the network of industry and government. Due to lack of the blueprint of new industry to follow, the strategy of catch-up adapted by the developmental state is forced to transfer toward trying the strategy of creation. The role of the state seems to transform toward the platformal state. The new developmental mode of Taiwan will be the platform state which adapts the strategy of the collaborative creation. Due to the time constraint, the study of the thesis was focused on the issue of the transition of Industrial Technology Research Institute. The further study on the role of Industrial Technology Research Institute in various industries at different stage of the industry life cycle is suggested. The comparison of the transition between the multiple cases of the similar not-for-profit organizations is also suggested.

During the past few years, the call for educational revolution has become loud. Ministry of education changed the traditional united examination of technological and vocational education to plan the separation system of examination and admission, in term of multi-entrance, that can resolve the problems multi-entrance brought. The goals of separation system of exam and admission entrance-examination are to evaluate the student’s ability of learning、memory、understanding and ratiocination, even the ability of organization、analysis、determination、imagination and creation. Thus, the purposes of this study were twofold. First, it checked whether multi-entrance examination has achieved its goals or not. Second, it analyzed and compared the assessment of each categories and ability levels of different groups of students four-year of institute of technology, two-year junior college and two-year of institute of technology. The results revealed that there are significant differences in the score of Chinese、English and Math among different groups of students that joined the entrance-examination of vocational school in the year 90 sessions. Moreover, It also existed significant differences in the ability level of the common subjects (Knowledge、Understanding、Ability of application、Analysis ) among different groups of students. Finally, due to the high percentage of unsuitable questions, it is imperative that high quality of profession subject examination items of each group certainly plays the crucial role in improving the assessment of the multi-entrance examination.

Economy and technology are important sources of the national competitiveness. The economic development depends on the upgrade of industry, and the driving force for industry upgrading lies in technology innovation. Therefore, unless the two are mutually combined, the best performance will not be generated. The momentum for technology development relies on the input of R&D, which, in turn, depends on the specialized manpower, knowledge, and technology involved. As the result, research institution plays an important role in the technology development of our nation. Unfortunately, the performance evaluation of research institute domestically is difficult to appraise objectively at present. Up to now, research institute is often evaluated by the judgments of experts. In other word, the assessment is based on the information like the proposal contents, the presentation performance, etc, which is rather subjective. In this report, the performance evaluation indices and weighing of INER are established according to the evaluation model used by the Technology Division, National Science Council as well as through the questionnaires and interviews of experts. The indices of this report is divided into five categories including human resources, cooperation development, R&D achievements, technological value, and work support. In the case of human resources, the number of highly educated manpower (master/doctor) involved in research institute will be studied. Moreover, the cooperation development includes funding from government and business commissioned project. Both items together will represent the human resources and budget involved for the whole research institute. On the other hand, the R&D achievements will include quantitative indices such as the number of patents filed, the number of papers published, and other intellectual properties claimed. The technological value will include incomes form technical services and technology transfer. Finally, the work support will include the indices related to radiation protection and safety. The last three items together represents important outputs for research institute. In this report, relevant indices specifically for nuclear energy work support will be established. Both Analytic Hierarchy Process (AHP) and Data Envelopment Analysis (DEA) will be utilized to evaluate the performances of the input and output indices.

This thesis investigates, the role of the Industrial Technology Research Institute (ITRI), a public research institute in the catch-up process of the latecomer country Taiwan’s innovation system from the perspectives of collaboration between industries and universities. Using the university-industry-government (U-I-G, triple helix) paradigm, this thesis explores the evolving role of ITRI in reinforcing and facilitating the transitioning of Taiwan from an imitator to an innovator over the last few decades. This thesis has three parts: the first part investigates how knowledge capital accumulated (in terms of patent activity) by ITRI helped configure Taiwan’s industrial structure over the last few decades, and compared its effects with that of Korea’s Electronics and Telecommunications Research Institute (ETRI); the second part explores the evolving collaboration modes between a public research institute (PRI) and universities during the catch-up phase (the 1970s to the1990s) and post-catch-up phase (the 2000s to the 2010s); and the third part examines how Taiwan reduced failure risk and transitioned itself from an under-developed economy in the 1970s to a developed economy in the 2000s. The role of PRIs in relation to those of other drivers in the innovation system under state-led transformation is identified. In terms of industry-PRIs (I-P) relationships, ITRI has evolved from a facilitator in the catch-up phase into a mediator in the post-catch-up phase, reinforcing industrial strategies and national approaches designed to attain an endogenous structural change in Taiwan’s innovation system. This thesis also highlights macro-meso-micro views of transition and provides salient normative principles as guides for transformational policies for other developing economies.

Full textPatient satisfaction is an important, desired measure of quality of care and has a significant influence on the perceived quality of care and outcome of treatment, and for this reason, it holds great value to the treating clinician. Satisfied patients are more likely to comply with treatment instructions and advice, remain with their service provider and refer others. Dissatisfaction, in the event of an unfavourable outcome, can result in legal action and complaints to regulatory bodies. Studies have indicated a high level of satisfaction with chiropractic care; however, none have been in a student clinic setting even in view of the suggested importance in the literature. In view of this significance and lack of understanding of the patients’ satisfaction / dissatisfaction in the history of DIT’s clinic operation the question remains as to what extent the students at the DIT Chiropractic Day Clinic satisfy their patients. This study evaluated the patient satisfaction at the DIT Chiropractic Day Clinic in order to establish a baseline for future comparison. Cronbach’s alpha scores were used to determine questionnaire reliability in a South African student context.

The importance of intellectual property rights has become increasingly significant in the knowledge economy era and with the growth of patent applications, people pay more attention to the management and maintenance of patents. According to Article 8 of Regulations of Patent Fees from MOEA (Ministry of Economic Affairs), the patent maintenance fee was a multiple increase with its age. For this reason, it is an important issue to evaluate the necessity of patent maintenance. The patent maintance mechanism of Chung-Shan Institute of Science and Technology (CSIST) is subjective judgement by the related people. Therefore, this research archives almost patent index and try to find out the fittable index to assess the CSISTs’ patents rights. According to the provisions of CSIST’s R&D achievements, there are ten aspects as the base of assessment using Delphi method. The six aspects are integrated in the results of Delphi. They are the technical level, the difficulty degree of design around, technology life-cycle, the feasibility of authorization, the level of commodification and incomes. After discussion with experts in CSIST, the fourteen assessment criteria are integrated and the framework of this study is established. Moreover, the AHP (Analytic Hierarchy Process) method is used to design the questionnaire and to calculate the weights of the six aspects and fourteen criteria. The results of the study show that both of the technical level and the difficulty degree of design around are affirmed by the experts from the practical experience. They think the two factors play an important role on judging the necessity of patent maintenance. In the assessment criteria analysis, all the experts regard Global Patent Family Numbers and IPC Number (Four Orders) as important factors of judging the necessity of patent maintenance. Besides, Patent D is the first one to mainten according to the assessment results. The result of the quantification assessment verifies the mode to be a more reasonable solution to sort patent maintenance among practical samples and offers decision-makers references to judge the necessity of the patent maintenance.

The CO2 emissions caused by automobile application have accumulated up to a point that the CO2 absorbs the short wave and thus increase the atmosphere temperate year by year. The broken Ozone layer on the north and sound poles top atmosphere allows the untra violet to penetrate the atmosphere and become harmful to living things. These are cause by the automobile exhaust, chemical compound waste, industrial exhaust gases, etc. The efforts on the improvement of gasoline performance to reduce these damage are; however, not enough and efficient at all. Many governments among the world has investigated the possible replacement fuel which includes LPG, CNG, and fuel cell. The most encouraging technology studied recently is the hydrogen-fueled fuel cell. This technology is stil lack the key technology on the application level. Thus, this study will investigate the foreign and domestic development of this hydrogen fueled fuel cell and its feasibility of substantial application in Taiwan. This study has the review of fuel cell technology and uses the Greet 1.6 Program to simulate the hydrogen-fueled fuel cell technology. Then the well-to-pump and well-to-wheel overall emissions generated by the fuel cell are compared to the tradition exhaust emissions cause by gasoline, by diesel , and by LPG engines. Also the setting parameter in this program are also varied to study their sensitivity on the results. .

The southwestern plain of Taiwan is mainly covered by young Quaternary Holocence alluvium, composed of sand, silt, clay and gravel. As a soft ground in an engineering sense, highway embankments built on this region may experience severe settlement problems, so that settlement prediction plays an important role in the design stage. However, conventional settlement evaluation techniques are only accessible to consulting engineers but not transparent to field engineers. On the other hand, some literature studies have concluded that the difference between predicted settlement and in-situ measured one is usually considerable. The thesis is intended to establish a preliminary prediction model of embankment settlement primarily based on the data of boreholes, embankments, and field measurement along two east-west highways (Route 78: Taisi-Kukan and Route 82: Tungshi-Chiayi, abbreviated as HW78 and HW82, respectively), using the neural network analysis (NNA). In this research, ten evaluation factors, among which six ground parameters require additional unification, were first selected from various ones, to predict the embankment settlement. Totally, 109 sets of data collected from HW78 were divided into three categories (I, II, III), each of which was adopted to perform the training part of NNA, followed by verification of the resultant model according to the remaining 8~16 data sets of HW78 and 8~13 data sets of HW82. The average and standard deviation of deviation percentage (m|e|,se) were defined for the checking purpose, and the results were compared with the consulting design and computation ones. The linear model of NNA was also used to determine the importance order of ten evaluation factors, from which the influence of reduced number of evaluation factors on the prediction model was studied with three modes (Modes 1,2,3 for 10, 8, 6 factors, respectively). The verification results based on the remaining 8~16 data sets of HW78 depicted that (m|e|,se) of the NNA-generated nonlinear prediction model were both less than those of consulting design and computation ones (by around 50%), and it can serve as a quick tool in the near future for predicting embankment settlement in the studied area. The linear model of NNA pointed out the most important factor to be the fill height (h) for all three categories, implying the less variance of other factors in the studied area. On the other hand, in the verification stage using the 8~13 data sets of HW82, the ANN-generated nonlinear prediction model yielded a little higher (m|e|,se) than the consulting design and computation ones, indicating that the site condition along HW82 is somewhat different from that of HW78. It implies improving the applicability of this ANN model to the Chiayi area requires adding more data sets along HW82. In the study of reduced number of evaluation factors, reduction of the number of evaluation factors up to 4 (Mode 3) took a cost of increasing (m|e|,se) by about 30%; thus, it is up to the decision of site engineers to pick up of the right number of evaluation factors.
