Abstract:
The aim of the study – to analyze the demographic development of the Ferghana Valley and the socio-economic consequences. The methodology of the study. The study used statistical and analytical methods. The data of the Agency on Statistics under the President of the Republic of Tajikistan, the State Committee of the Republic of Uzbekistan on Statistics and the National Statistical Committee of the Kyrgyz Republic were analyzed. Research result. The Ferghana Valley is located in the Central Asia region with a length of about 300 km, where about 16 million people live in 2020. About a third of the population of Tajikistan and Uzbekistan and about half of the population of Kyrgyzstan live in the valley. On average, this is more than 200 people per 1 square kilometer, which is comparable to the most densely populated areas of India and China. In general, the statistical data used and the analysis of the work in the study become a source of theoretical conclusions and ensure the reliability of the results obtained. The analysis showed that the Ferghana Valley is characterized by a high natural population growth. The share of the rural population in the region is more than 50% and there is a migration of the rural population to the cities. The population in the region, the ethnic composition of the population and migration processes are determined. The Fergana Valley is characterized by a high level of labor migration to the CIS countries and Russia. This study made it possible to determine the main trends in the demographic development of the Fergana Valley and their socio-economic consequences. We see prospects for further research of the problem in a more detailed study of the demographic development of the Ferghana Valley.

It was founded in 1908 in Central Asia, in particular in Fergana Valley, in the deposits "Tuya-Moyin" and "Jil Bulak", rare metals mining - in addition to copper, radioactive chemical elements such as uranium, vanadium, radium, provided information about “Fergana rare metal mining society”. The charter of the “Fergana rare metal mining society” was also analyzed. “Fergana rare metal mining society” was founded by railway engineer Sergei Egorovich Palashkovsky and mining engineer Kh.I. Antonovich. During the “Fergana rare metal mining society’s existence from 1908 to 1918, the “Fergana rare metal mining society” mined 820 tons of ore, out of which 655 tons were shipped to St. Petersburg and uranium and vanadium preparations were processed and exported to Germany. In the 70s and 80s of the XIX century - early XX century, foreign investment was widely attracted, especially in the field of copper mining. The article analyzes the fact that the deposits in Fergana are one of the first uranium deposits in the Russian colony and have their own advanced experience.

This article discusses changes in agriculture in the Fergana region during the rule of the Governor General of Turkestan. The core of the Fergana region, which was established in 1876 as part of the Governor-General of Turkestan, was the Fergana Valley. The Fergana Valley has also attracted the attention of government circles and many researchers as the Russian Empire tries to take full advantage of Central Asia’s potential. Because here there is a rich tradition of tillage, cultivation of grain crops, their storage and processing, many things. These processes played an important role in the daily life of agriculture in the valley, and the natural and geographical conditions facilitated the development of agriculture. Therefore, Russian researchers have collected and analyzed data on the natural and geographical conditions of the Fergana Valley in the development of agriculture in the country, the economic activities of the population of the valley, in particular, farming and animal husbandry.

Water scarcity and severe environmental degradation are causing water managers in Central Asia to reevaluate irrigation water use. The objective of this research was to investigate cropping systems that could improve food security in rural areas of the Fergana Valley of Uzbekistan given the constraints of limited water, increasing salinization of land resources and a rigid state order system which requires farmers to produce cotton and wheat. Growing short season food legumes after winter wheat harvest using alternate furrow and regulated deficit irrigation is proposed. The WUE of common bean (phaseolus vulgaris) and green gram (vigna radiata) irrigated with deficit and alternate furrow irrigation was evaluated in a field experiment in the Fergana Valley. The results indicate the WUE for both commercial yield and biomass were approximately twice as high for green gram as common bean. Conversely, the water use efficiency for root biomass in common bean (0.15 kg m-3) was slightly higher than green gram (0.13 kg m-3). WUE increased in green gram when deficit irrigation or alternate furrow irrigation were practiced, whereas it remained constant in common bean for all treatment combinations. The different response of the two legumes is explained by examining components of the plant-soil-water system. Both strategies resulted in water savings and reduced crop evaporative consumption, with larger reductions in green gram than common bean. Severely stressed common bean extracted more water at 60 cm than non-stressed plants, whereas severely stressed green gram used less water at all depths. Collectively, the results suggest alternate furrow irrigation and deficit irrigation are appropriate methods to increase WUE, allowing application of less irrigation water, particularly, for green gram production. La pénurie d'eau et la dégradation sévère de l'environnement obligent les gestionnaires de l'eau en Asie centrale à réévaluer l'utilisation de l'eau d'irrigation. L'objectif de cette recherche était d'examiner des systèmes de production qui pourraient améliorer la sécurité alimentaire en milieu rural dans la vallée de Fergana en Ouzbékistan, compte tenu des contraintes que posent le manque d'eau, la salinisation grandissante des sols et la rigidité d'un régime étatique qui exige la production du coton et du blé. Cultiver des légumineuses après une récolte de blé d'hiver en utilisant l'irrigation alternante et l'irrigation déficitaire a été proposée. Augmenter l'efficacité de l'utilisation en eau (EUE) associée avec la production est une façon de permettre aux milieux arides et semi-arides d'augmenter leur production agricole, là où il y a peu ou pas de perspectives d'expansion des ressources en eau. L'EUE du haricot commun (phaseolus vulgaris) et du haricot mung (vigna radiata) avec l'irrigation alternante et l'irrigation déficitaire a été évaluée dans une expérience en champs dans la Vallée de Fergana. Les résultats indiquent que l'EUE pour le rendement commercial ainsi que pour la biomasse ont été approximativement deux fois plus haute pour le haricot mung que pour le haricot commun. Inversement, l'efficacité de l'utilisation en eau pour la biomasse racinaire du haricot commun (0.15 kg m-3) était légèrement plus haute que pour le haricot mung (0.13 kg m-3). Notre thèse explore la question minoritaire en Asie centrale post-soviétique sous l'angle de la sociologie politique. Nous étudions l'interaction entre trois acteurs. D'une part, l'État et les politiques nationales qu'il conçoit pour accomoder la diversité ethnique de sa population. Ensuite la société civile ethnique pour comprendre ses modalités d'actions et sa capacité de lobby sur l'État. Enfin, les personnes appartenant à des minorités ethniques dans les stratégies identitaires qu'elles élaborent dans le but de préserver intacte leur identité, ou au contraire de s'intégrer à la nation, ou tout autre forme d'identité
Since the collapse of the USSR and the internationalization of inter-republican borders, ethnic groups from Central Asia have experienced two evolutions. They represent either the titular group of their eponymic nation-State, or a minority within another State. Our research looks at the minority issue in post-Soviet Central Asia from a political sociology perspective. It analyzes the interaction between three main actors. First the State in its willingness to conceive accomodating policies towards its multi-ethnic population. Second the ethnic civil society in the modalities of its actions and its lobbying capacity towards the nation-State. And finally the persons belonging to an ethnic minority in the way they adopt identity strategies either to preserve their cultural features, or to integrrate into the mainstreaming society, or any other form of identity

This work describes the territorial formation process and the social organization of the countries that constitutes the Ferghana Valley in Central Asia and analyses the violent and non-violent conflict scenarios from 1999 to 2010. From that, it is evaluated the causes of conflict in the region of Batken province, which covers the enclaves of Vorukh and Sokh, pointing as driving variables the disputes for water, fertile land and the ethnic clashes, while it is identified regional and local threats of separatism, organized crime and terrorism as potential agents of intra-regional cooperation and with foreign powers. It is described the great powers USA, EU, Russia and China presence in the region and it is evaluated their roles in the establishment of security, under the prism of the Security Regional Complex theory, and in the conflict prevention, being by direct actions among central governments, or being by government agencies in the studied scenarios. It is concluded that the political and security scenario of Ferghana Valley changed deeply after the year of 1999 and that the securitization of non-traditional themes and the nationalism are the causes of conflict in the region.
Este trabalho descreve o processo de formação territorial e organização social dos países que constituem o Vale Fergana, na Ásia Central e analisa os cenários de conflitos violentos e não-violentos de 1999 a 2010. A partir disto, avalia-se as causas de conflitos na região da província de Batken, a qual abarca os enclaves de Vorukh e Sokh, apontando como variáveis impulsionadoras as disputas por água, terra e os confrontos étnicos, ao passo que identifica-se as ameaças regionais e locais do separatismo, o crime organizado e o terrorismo como agentes potenciais de cooperação intra-regional e com potências externas à região. É descrita a presença de grandes potências os EUA, a UE, a Rússia e a China e avalia-se o papel destas no estabelecimento da segurança, sob o prisma do Complexo Regional de Segurança, e na prevenção de conflitos, seja por ações diretas entre governos centrais, seja por agências governamentais nos cenários estudados. Conclui-se que o cenário político e de segurança do Vale Fergana transformou-se profundamente após o ano de 1999 e que a securitização de temas não tradicionais e o nacionalismo são causas de conflito na região.

Abstract:
This thesis is a study of interethnic relationships between the ethnic Uzbek and Kyrgyz on the eastern edge of the Ferghana Valley, the cross-border zone between Uzbekistan and Kyrgyzstan, from independence to 2005. It argues that strong ethnic tension between the ethnic Uzbek and Kyrgyz was present during 'the Yellow Revolution' and the Andijan massacre in that year. The economically dominant ethnic Uzbeks in southern Kyrgyzstan played a role in initiating the opposition due to ongoing political marginalization by the government, while the opposition appealed to Kyrgyz ethno-nationalism and failed to draw wider political support from the Uzbeks or other minorities. As a result, there the ethnic minorities' lines were divided into pro-Akaev and pro-Revolution group. In the case of the Andijan massacre, the Uzbek government, after the arrival of the Uzbek asylum seekers into Kyrgyzstan territory on the eastern edge of the Ferghana Valley, had stirred latent fears amongst local Kyrgyz through their propaganda broadcasting. The economically marginalized ethnic Kyrgyz on the Kyrgyzstan side of the Uzbek-Kyrgyz border on the eastern edge of the Ferghana Valley had subsequently turned against the refugees and the tension was not alleviated until the refugees were moved to Romania by UNHCR. Both cases exhibit that the ethnic tension between these titular ethnic groups has deeper roots, which could be taken back to the pre-1991 Soviet era. A range of dynamics affect interethnic relations: (1) the potential for harmonious relations between the ethnic Uzbeks and Kyrgyz has been reduced by the rise of 'pure Uzbek' and 'pure Kyrgyz' ethnic-nationalism among these two ethnic communities in their newly created states; (2) a new economic aspect of the ethnic tension has arisen since 1991 in both eastern Uzbekistan and southern Kyrgyzstan as a result of the ethnic Uzbeks dominating the local economy in southern Kyrgyzstan; and (3) clan networks have strongly influenced the flow of post-independence politics. The revival of Islam and fundamentalist and radical ideologies, before and after independence had added complexity to the ethnic Uzbek and Kyrgyz relationships in the Ferghana Valley. Initially democratic nationalists and Islamic nationalists shared some goals, but this commonality faded as Islamic groups became to be seen as a critic and a threat to the Uzbek government and were subsequently banned. The ethnic Uzbeks express more religiosity than the ethnic Kyrgyz, while the majority of the supporters of Islamic fundamentalism and radicalism are the Uzbeks and a smaller number of ethnic Kyrgyz supporters. The failure of post-independence economic transitions of both countries have deepened rural poverty in eastern Uzbekistan and southern Kyrgyzstan, and gradually created collective poverty on the Uzbek-Kyrgyz border zone on the eastern edge of the Ferghana Valley. The ethnic Kyrgyz have been victimized by the deepening rural poverty on both sides of the border. As a result, creation of 'poorer Kyrgyz' vs. 'richer Uzbeks' dynamic has sharpened the conflict between these two ethnicities.
