Abstract:
This chapter deals with vertical separation of powers, in which government is separated into distinct layers, primarily in federal arrangements. A federal system guarantees territorial self-rule and a form of shared rule between the central and territorial governments. In this arrangement, different levels of government limit each other’s ambitions. The chapter first explains the fundamental features of federalism before discussing the factors that determine federalism as a design choice. It also considers the actors in federal structures, namely, national (central) government and state government, as well as the role of the executive branch in a federation. Finally, it examines models of national (federal)–state relationship, federalism as a potential solution to ethnic diversity, the controversial issue of secession in a federation, and federalism as a tool of liberty.

The newer positive political economy literature and the resulting empirical work are reviewed also in the article. Finally, the reader is cautioned in drawing policy implications from the new literature as it stands.

Abstract:
This article provides a partial but necessary review of the dominating themes, evolution, and pending tasks that await the comparative politics of federalism. The basic premise of this article is taken from rational choice institution-alism. The article fist delimits federalism as an institution, before it pays attention to the impact of federalism on democracy and the workings of the economy. An analysis of federalism as an endogenous institution is provided. The article also mentions a number of methodological considerations on the comparative study of the origins and consequences of federalism. It ends with a discussion of the various challenges that lie ahead of the field.

Abstract:
Federalism is becoming increasingly important in shaping political orders. However, the vast amount of empirical studies and comparative work has pushed the theoretical and ideological treatment of federalism into the background in recent research. Thus, there is no overall presentation of the political and theoretical debates on the modern concept of federalism. Also, the question of the relationship between federalism and democracy is unclear. The aim of this anthology is firstly to prove the theoretical diversity of the discourse on federalism and secondly to depict the path dependence of certain traditions of thinking in the discourse on federalism. Of course, any attempt to deal with a theoretical tradition that is as broad and influential as federalist thinking inevitably involves certain limitations. Thus, the authors of the contributions compiled in this book were given two specifications. The first concerns the embedding of its representation in concrete political debates on the notions of democracy and the vertical separation of powers in the state. The second requires a systematic review of the concept of federalism and the understanding of freedom. The authors examine how a federalist view of politics places representation and administration not only at the level of the state, but also at its subordinate levels, changing our understanding of politics, and how a changing understanding of democracy has shaped the political and theoretical debates on federalism. With contributions by Gabriele Abels, Juri Auderset, Volker Depkart, Dirk Jörke, Charlotte A. Lerg, Thomas Maissen, Hartmut Marhold, William Mathie, James Read, Lee Ward, Claudia Wiesner.

Around the world, federalism has emerged as the system of choice for nascent republics and established nations alike. This book considers the most promising forms of federal governance and the most effective path to enacting federal policies. The result is an essential guide to federalism, its principles, its applications, and its potential to enhance democratic governance. The book assess different models of federalism and their relative abilities to promote economic efficiency, encourage the participation of citizens, and protect individual liberties.
