Background Adult Australian women aged 18 to 26 years were offered human papillomavirus (HPV) vaccine in a mass catch up campaign between 2007 and 2009. Not all doses administered were notified to Australia’s HPV vaccine register and not all young women commenced or completed the vaccine course. Methods: We surveyed vaccine age-eligible women as part of the Victorian Population Health Survey 2011–2012, a population based telephone survey, to ascertain self-reported vaccine uptake and reasons for non-vaccination or non-completion of vaccination among young women resident in the state of Victoria, Australia. Results: Among 956 women surveyed, 62.3 per cent (57.8–66.6%) had been vaccinated against HPV and coverage with three doses was estimated at 53.7 per cent (49.1–58.2%). These estimates are higher than register-based estimates for the same cohort, which were 57.8 per cent and 37.2 per cent respectively. A lack of awareness about needing three doses and simply forgetting, rather than fear or experience of side effects, were the most common reasons for failure to complete all three doses. Among women who were not vaccinated, the most frequent reasons were not knowing the vaccine was available, perceiving they were too old to benefit, or not being resident in Australia at the time. Conclusions: It is likely that at least half of Victoria’s young women were vaccinated during the catch-up program. This high level of coverage is likely to explain the marked reductions in HPV infection, genital warts and cervical disease already observed in young women in Victoria.

Background HIV notifications among men who have sex with men (MSM) in Victoria, Australia, have increased recently. Early HIV diagnosis is a prevention strategy that requires general practitioners (GP) to recognise at-risk individuals and perform screening. Sexual history taking is part of this process. Methods: A cross-sectional survey of 354 Victorian GP to investigate attitudes and practices regarding sexual history taking and screening for HIV in MSM. Results: In total, 185 (53%, 95% CI: 47–58%) GPs reported being ‘very likely’ to take a sexual history from MSM presenting for a routine check-up; however 161 (46%, 95% CI: 40–51%) would not do so during the initial consultation. Barriers to sexual history taking included time constraints (28%, 95% CI: 24–36%), feeling inadequately trained (25%, 95% CI: 21–30%), discomfort discussing sex (24%, 95% CI: 20–29%) and fear of patient embarrassment (24%, 95% CI: 20–29%). Factors associated with a reduced likelihood included being male, time constraints, fear of patient embarrassment, and moral or religious views. Most GP (63%, 95% CI: 58–68%) reported they would offer HIV screening 3–6 monthly for MSM with casual partners; 54 (16%, 95% CI: 12–20%) would offer screening only on request. Being unlikely to take a sexual history and fear of patient embarrassment were associated with a decreased likelihood of offering an HIV test. Conclusion: GP often fail to take a sexual history from MSM, limiting opportunities to offer HIV screening. Strategies are required to increase GPs’ awareness of sexual health as a priority for MSM.

It has been estimated that 20% of hospital admissions in this age group are a result of falls and Fildes (1994) reported that the costs of falls is about $2369 million annually in Victoria. The purpose of this paper is to present a profile of gender differences in the frequency and location of falls, fear of falling, and predictors of falls in community dwelling older adults.

Intimate partner violence is a common but under-recognised issue for women attending primary care. There is a lack of studies looking at women’s comfort to discuss and openness to getting help for health issues, including fear of a partner, in primary care. Female patients (aged 16–50 years) attending 55 general practitioners (GPs) in Victoria, Australia were mailed a brief survey that screened for health and lifestyle issues, comfort to discuss these issues and intention to get help in primary care. Needing physical activity and smoking were the issues women were most comfortable to discuss; followed by difficulty controlling what and/or how much is eaten, feeling down, depressed, hopeless or worried, and use of drugs or alcohol. Women were least comfortable to discuss fear of a partner and least likely to seek help for it from the GP or primary care nurse. However, as with the other issues, acceptability of being asked in a survey was high. All health and lifestyle issues predicted fear of a partner. Primary care practitioners should be aware of this complex major public health issue especially when carrying out preventive health care.

This article provides an in-depth analysis of the Crimes Amendment (Abolition of Defensive Homicide) Act 2014 which had the effect of repealing the Australian state of Victoria’s only general ‘partial defence’ of defensive homicide, and replaced the existing statutory self-defence in murder/manslaughter provisions and general common law self-defence rules with a single test. The abolition of defensive homicide means there is now no general ‘partial defence’ to accommodate cases falling short of self-defence. The change is likely to mean that some primary victims will find themselves bereft of a defence. This is the experience in New Zealand where the Family Violence Death Review Committee recently recommended the reintroduction of a partial defence, postabolition of provocation in 2009. Primary victims in New Zealand are being convicted of murder and sentences are double those issued pre-2009. Both jurisdictions require that a new partial defence be introduced, and accordingly, an entirely new defence predicated on a fear of serious violence and several threshold filter mechanisms designed to accommodate the circumstances of primary victims is advanced herein. The proposed framework draws upon earlier recommendations of the Law Commission for England and Wales, and a comprehensive review of the operation of ss 54 and 55 of the Coroners and Justice Act 2009, but the novel framework rejects the paradoxical loss of self-control requirement and sexed normative standard operating within that jurisdiction. The recommendations are complemented by social framework evidence and mandatory jury directions, modelled on the law in Victoria. A novel interlocutory appeal procedure designed to prevent unnecessary appellate court litigation is also outlined. This bespoke model provides an appropriate via media and optimal solution to the problems faced by primary victims in Victoria and New Zealand.

Despite decades of feminist efforts to educate the community about, and improve responses to, domestic violence, public attitudes towards domestic violence continue to misunderstand women’s experiences of violence. Underlying such responses is the stock standard question, ‘Why doesn’t she leave?’ This question points to a lack of understanding about the impacts and threat of violence from an abusive partner on women’s decisions to leave the relationship. Moreover, it places sole responsibility for ending the relationship squarely upon women, assuming women are presented with numerous opportunities to leave a violent relationship and erroneously assumes the violence will cease once they do leave. This study explores women’s experiences of separating from an abusive, male partner through women’s narratives (n = 12) in Victoria, Australia. Findings reveal that fear was a complex influencing factor impacting upon women’s decision-making throughout the leaving process. The findings show that women seek to exercise agency within the context of their abusers’ coercively controlling tactics by strategically attempting to manage the constraints placed on their decision-making and partner’s repeated attempts to reassert dominance and control.

Background: Nurses played a critical role in providing care for patients throughout the COVID-19 pandemic. Aim: This study aimed to explore perspectives of Australian palliative care nurses regarding the impact of COVID-19 on the provision of care for patients with advanced illness, or at the end of life. Methods: The authors conducted a survey of palliative care nurses in ward- and consultation-based roles at a metropolitan health service in Victoria, Australia. Findings: A total of 24 out of 39 nurses completed the survey. Responses included strong themes of fear of COVID-19 and sadness about separating dying patients from their families. Conclusion: Delivery of palliative care changed at an individual and service level. Importantly, there were strong themes of adapting to change and ‘soldiering on’ with the core business of palliative care.

Grindsamhällen, eller "gated communities" som är en välanvänd term även i Sverige, är något som fått en kraftigt ökad popularitet runtom i världen. Den största tillväxten av denna boendeform kan vi framförallt se i USA, men även Latin- och Sydamerika samt Sydafrika. Vad är då ett grindsamhälle? Definitionen av ordet skulle kunna beskrivas som ett inhägnat område med bostäder, med säkerhetsåtgärder såsom murar, staket och bevakade grindar, vilka syftar till att hålla utomstående människor borta från området. Denna boendeform har mött stark kritik och flera forskare menar att dessa områden leder till en ökad segregation. Så vilka orsaker anses då ligga bakom denna kraftiga ökning i efterfrågan på grindsamhällen? Den absolut största anledningen anses vara att man upplever en ökad rädsla att utsättas för brott och därför söker en trygghet bakom grindarna. En aspekt som var intressant att undersöka var hur effektiva grindsamhällen är på att ge sina invånare vad de eftersträvar. Vissa studier visar att kriminaliteten till och med kan vara högre i ett grindsamhälle jämfört med utanför.   Uppsatsen mynnar ut i hur förutsättningarna ser ut för etablering av grindsamhällen i Sverige. Undersökningar visar att efterfrågan på grindsamhällen i Sverige är stor, men det finns även hinder, som exempelvis allemansrätten, vilken komplicerar byggandet av staket. Denna motkraft anses dock inte vara tillräcklig och utvecklingen mot en framtid med grindsamhällen i Sverige kommer till slut att vara omöjlig att stoppa. Det övergripande syftet med arbetet har i första hand varit att ta reda på mer om fenomenet grindsamhällen, för att sedan sätta det i en svensk kontext. Metoden för att åstadkomma detta har till stor del bestått av en litteratursökning, där urvalet gjordes genom att endast studera litteratur som var relevant för frågeställningarna, samt att sålla bort litteratur som var allt för platsspecifik eller som inte hade ett neutralt förhållningssätt till ämnet.
Gated communities is a phenomenon that has seen a big increase in popularity all around the world last years. The largest growth can be seen primarily in the United States, but also in Latin- and South America as well as South Africa. So what is a gated community? The definition of the word could be described as a gated residential area, which has security measures such as walls, fences and guarded gates, which intend to keep nonresidents away from the neighborhood. This form of living has faced massive criticism, and several researchers argue that these types of neighborhoods lead to an increased segregation. So what are the underlying causes behind this steep increase in demand of gated communities? What has been regarded as the absolutely biggest reason is an increased fear of being subject to crime and the search for security behind the gates. An interesting aspect is to study how effective a gated community is to actually help its residents achieve what they are searching for. Some studies show that the crime rate may actually be higher inside a gated community compared to the outside. The essay comes down to how well the conditions for establishment of gated communities in Sweden are. Studies show that the demand for gated communities in Sweden is high, but there are some obstacles, for example the "Right of Public Access", which complicates the building of fences. However, this is considered to be insufficient and the development towards a future with gated communities in Sweden will ultimately be impossible to stop. The overall purpose of this thesis has been to find out more about the phenomenon gated communities and to put it in a Swedish context. The method for accomplishing this has mainly consisted of a literature search, where the selection was made by only studying literature relevant to the research questions, as well as not studying literature which was far too site-specific or that did not have a neutral approach to the subject.

H. G Wells’s novel The Time Machine is a significant work of science fiction that dramatizes the themes of degeneration and social inequality, themes that were very relevant during the Victorian era in relation to the discovery of evolution. Degeneration was seen as the degradation of society into primitiveness far from the Victorian standards, and the problem of social difference, where the gap between poor and rich was very wide, became the visible proof of the difference between the evolved and civilized and the degenerated and primitive. The purpose of this essay is to analyse how the frame narrative, the story surrounding the main adventure, affects the theme of degeneration in the novel. The framework reveals the reactions of the people present at the dinner parties, where the Time Traveller recounts his journey into a degenerated future. The guests are all representing different factions of Victorian society, such as the Provincial Mayor, the Very Young Man and the Editor who all have their own motives and agendas in relation to degeneration, social differences and time travel. By examining the guests’ individual motives, the essay argues that they do not want to believe in time travel since it would include believing in a degenerated future where all the glory of their present-day Victorian era would crumble into chaos and pandemonium. This essay shows that by denying the relevance of the Time Traveller’s story, despite the evidence presented, the dinner guests are condemning themselves to the degenerated future they are afraid of, hence making the novel a warning example of not accepting new ideas.

Abstract:
This chapter explores how victims sought to resolve criminal encounters in the Victorian city, and how these practices of resolution related to official strategies of criminal justice. It analyses reforms to prosecution in the early nineteenth century, which were designed to secure victims’ participation in the criminal justice process. However, the chapter reveals that victims continued to face major barriers to involvement in prosecution, whether through expense, fear, embarrassment, or personal loyalties. Thereafter, it outlines various forms of out-of-court dispute resolution available in the Victorian city, including popular justice, private settlement, and summary violence; while historians have carefully reconstructed shaming rituals and community self-policing, it seems that private settlements to criminal wrongs were more common in an urban context. Finally, the chapter exposes the tension between discretionary procedures of private justice and state strategies of criminal justice, and details how the police sought to regulate out-of-court settlement.

Higher Education Institutions are under increasing pressure to produce competent and qualified graduates for the ever-changing labour market. However, this is no easy feat. This paper shows how a transformational change in Victoria University’s teaching model created an opportunity for teachers to redesign first-year, employability-related curricula. The approach to this challenge focuses on the development of a career mindset in first year university students. Through the examination of two courses, one from the Bachelor of Arts and one from the Bachelor of Psychological Studies, this paper demonstrates a number of active learning and engagement strategies that can be incorporated into the classroom to empower first year students to develop a career mindset that can help them to develop and integrate employability related skills throughout their degrees and beyond.

More than once it was said that it is objectively impossible to prepare for four years in the university a universal specialist, ready for legal practice immediately after receiving diploma; that is still not found treatment of a disease called "substandard legal education". In 2006, the rector of the Moscow State Law University Oleg Kutafin said: "We hope that the decision on the switchover to the Bologna system for law schools will be canceled "; "In general, I welcome the Bologna process, but it does not mean that we must blindly copy other systems. In our country law schools used to prepare specialists of wide profile, which can then become a judge, a prosecutor, and a lawyer. We believe that breaking this system is dangerous for the legal field of the country ". Unfortunately, so far the hopes of Academician Kutafin do not meet the expectations. Bachelor - Master programs continue to be realized. Rector of Moscow State University. after M.V. Lomonosov Victor Sadovnichy called a mistake the transition to the Bologna system of higher education and proposed to return to the five-year education. There are more cons of implementation of the Bologna system in legal education in Russia is more than pluses. A serious modernization of the specialty programs is required. No less important is the creation of a system of real motivations for teaching staff of law schools, including a decent payment for teaching activities. To promote the quality of educating of lawyers in our country could the system, similar to existing in Germany. On February 16, 2017 Federal state educational standard of Higher education 40.05.04: judicial and prosecutorial activities (level of specialty) was approved. I would like to hope that in the nearest future relevant standards for all Legal specialties time will be approved. If the legal community of Russia will not unite in such an important issue as the transmission of the legal education on the "modernized specialty", and will not make the state to adopt the appropriate decision, then the worst Oleg Kutafin’s fears regarding legal field of the country may come true.
