Abstract:
Purpose. The article presents the results of the studies carried out in the course of the research work on the development of Model Regulations on health and safety protection management system in EMERCOM of Russia, in particular, identifying personnel hazards and compiling a list of them, assessing occupational risk level and elaborating measures aimed at their reduction, in order to decrease injury, disability, morbidity rates and death toll of EMERCOM of Russia personnel during the official duties performance. Methods. In the study, risk assessment matrices (matrix method) have been used in two ways: frequency (probability, prevalence) and severity of consequences (possible damage). The hazards, together with information on personnel posts, specific types of activities for which the hazards are typical, as well as the results of risk assessment associated with the hazards, and measures to reduce these risks, are recorded in a occupational hazard generalized register. Findings. For the first time, a methodology for assessing occupational risks taken by EMERCOM of Russia personnel (hereinafter referred to as the Methodology) has been developed, based on the elaborated list of hazards, taking into account work peculiarities. Research application field. The developed Methodology is approved by the ordinance of EMERCOM of Russia dated March 31, 2021 No. 249 "On approval of Methodical recommendations for the development of health and safety protection management system in EMERCOM of Russia" Conclusions. Matrix method use will allow organizing the risk management process. This method will help identify hazards and assess the levels of occupational risks in units, institutions and organizations of EMERCOM of Russia, and then implement measures aimed at reducing occupational risks levels. The introduction of the methodology for assessing occupational risks of personnel in units, institutions and organizations of EMERCOM of Russia will allow: reducing death toll and injury rate from accidents during official duties performance, as well as occupational diseases; improving working conditions; raising the awareness of the personnel on working conditions during the official duties performance, ensuring their right to safe work.

Abstract:
Purpose. The article is devoted to the development of a power facility personnel control system using radio frequency identification technology (RFID). The main components of this system are RFID readers and RFID tags attached to personnel's clothing. The process involves video surveillance, monitoring and access control systems at a power facility. The alert and information control system at a power facility under normal operating conditions can improve the quality of production and technological process management through the use of a video surveillance system and access control, and in case of a fire or emergency it plots a safe route to the emergency exit and provides information about the presence of people in the room. Methods. Based on calculations, the dependence of the values of energy and modulating range parameters on the choice of RFID tags and readers for various conditions of use is obtained. Findings. Calculation, using formulas (1) and (2) for the values of the stationary reader parameters in the 900 MHz range (P = 1 W, GR = 4, λ = 30 cm, SR = –100 dBW, kE = 0.5) and tags with antennas in the form of half-wave dipoles (Ae = 0.01 m2, Δσ = 0.06 m2, S = 30 μW) allows obtaining the energy range RE ≈ 7 m, and the modulation range RM ≈ 25 m. In the design process the use of formulas (1) – (5) allows determining the RFID equipment technical parameters, which provide the required coverage range. Research application field. It is advisable to include the results of the study in the research and development work of the research organizations of EMERCOM of Russia and other ministries and departments. Conclusions. The development of the system for personnel warning and access control at a power facility using radio frequency identification will make it possible not only to ensure production and technological process control, having information about the exact people's location, but also to evacuate personnel to a safe area in case of a fire or emergency.

Abstract:
Purpose. The problem of determining labor costs and regulating the number of the supervision units has not been fully investigated, but taking into account the current situation of uncertainty and the accumulation of unfulfilled functions within the framework of the current legislation, it is relevant and in demand. The authors investigated various methods for increasing the efficiency of the working time fund distribution, including by increasing the number of employees. As part of the general study, the authors selected experts to develop a questionnaire containing regulated types of work and allowing systematizing, structuring and processing the data obtained to improve the planning of employees' activities and increase their work efficiency. Based on the study of the existing methods, an approach is proposed to form an expert group and develop a questionnaire to determine the labor costs of the engineering and inspecting staff. The survey was conducted with the participation of the personnel of the Supervisory Department of the Main Directorate of EMERCOM of Russia for the Nizhny Novgorod Region. Methods. Statistical data on the number of control (supervisory) activities carried out by Federal State Fire Supervision authorities in the Nizhny Novgorod region were used. When selecting candidates for the expert group, the Delphi method, the “snowball” method, the ranking method, etc. were used. The method of expert assessments was used to develop the questionnaire. Findings. The list of consolidated operations performed by a State Fire inspecting officer was formed, a decomposition of work was carried out, which made it possible to form a questionnaire on the labor costs distribution for an official. The method for determining the probability of events occurrence based on retrospective statistical data was chosen. Research application field. The outcomes of the work make it possible to form a mathematical apparatus for determining statistical indicators; determine the labor costs for performing each type of work; explore objective and subjective factors affecting labor costs; build predictive models for the supervisory activities management. Conclusions. The work carried out made it possible to develop an approach to the formation of expert groups for solving multi-criteria problems of streamlining and distributing the working time fund of the engineering and inspecting staff.

Abstract:
Impact and relevance are valued by both plant pathologists and the supporters of research and extension. Impact has been characterized as the “So what?” of research results, and in applied research in agriculture typically involves some change in human behavior. This might involve, for instance, avoidance of broad spectrum pesticides, use of economic thresholds, or adoption of a new cultural practice in disease management. Changes in human behavior often are slow and difficult, even when the potential benefits of change seem clear. Research and extension personnel working with farmers have discussed for decades the apparent slow pace of adoption of integrated pest management (IPM) and other less-pesticide-intensive management practices. The reasons why change is slow are numerous, but one aspect that warrants consideration is how changes in farm practices are communicated to farmers. Effectively communicating changes in pest management practices at the farm level requires a system of research and extension management that differs from that to which most biological scientists are accustomed. What is the motivation for farmers to deviate from historical practices? How persuasive are concepts of environmental sustainability, integrated pest management, risk management, and economic gain in communicating the needs for change? In addressing these questions, it is useful to understand some of the basic determinants of farmers' decision processes and motivations to adopt practices. This article discusses these issues.

Abstract:
Purpose. The article is devoted to the analysis of information systems (IS) development prospects for fire and rescue units of EMERCOM of Russia. Currently, management centers and IS of the federal, regional, local levels in the system EMERCOM of Russia have been created and are being developed. The effectiveness of their application consists of their integral efficiency and the quality of primary data obtained by such systems. Methods. The authors reviewed articles, scientific reports and materials from open sources on the Internet. In the first part of the review, connectivity factor of IS of EMERCOM of Russia is considered. Findings. The article regards the issue of the episistemic development of IS in the most general form and may serve as a starting point for in-depth research in this area. The second part of the review considers the issue of collecting and processing primary data for IS, in particular, the overview of the current state of fire telemetry systems (TS) and their role in enriching IS data is provided. Main requirements for TS are described, the overview of the layout of promising “Fire and rescue units personnel support system” of the domestic model is presented. Research application field. The obtained data can be used at the stage of strategic planning and budgeting when setting goals for the development of IS in the system of EMERCOM of Russia. Materials can also be in demand when forming requirements for a promising TS of EMERCOM of Russia to automate data collection directly from firefighters. Conclusions. The analysis carried out by the authors shows that it is necessary to alternate the stages of IS development with the stages of “stabilization”, which will increase the stability of the control system, the efficiency and speed of decision-making, and will save money on duplicate functionality within different ISs. Personal telemetry systems should become an indispensable source of data for decision-making information systems, they have great potential for preventing injuries of EMERCOM personnel and can provide data necessary for scientific and research work, as well as for updating the current regulatory framework.

This research aims to develop Static and Inactive Archives at the Faculty of Economics into E-Digital Archives and conduct monitoring and evaluation. This study uses a development model (Research and Development). Monitoring and evaluation is carried out to find out the ease of implementing input and what obstacles are experienced when inputting E-Digital Archives. The results of the study show that the condition of archive management at the Faculty of Economics, especially static archives and inactive archives, is still in the process of being reorganized. The FE Record Center has organized manual archives consisting of cupboard A for accounting and financial records for 2013-2020, cupboard B for student and academic archives, cupboard C for general and personnel archives and mixed archives. For the development of e-digital archives, the results of monitoring and evaluation in the UNNES Digital Archive System show that up to October 31, 2022, 1,452 letters/archives have been uploaded, divided into dynamic, inactive and FE UNNES static archives

Abstract:
PURPOSE. The article discusses issues of searching for people in a burning building and monitoring compliance with evacuation rules to a refuge area. In case of fires or other emergencies in buildings evacuating people from technical rooms is a great concern. Management information system (MIS) model for warning of emergency in building has been worked out to solve this problem. The article is aimed at substantiating radio channel system use for searching for people during fires and emergencies via wireless Wi-Fi network. METHODS. Mobile device transmits signal powers from nearby Wi-Fi routers to the building MIS server. Based on information about routers placement points and order, it is possible to locate a person if his phone transmits only residual signal power in a given location. Statistical model ITU-R 1238 is used to calculate power loss. All signal power level matrices at receiver input from routers at the person’s location are constructed, compared with signal power matrix at the device location, and mobile device exact location is determined. Dividing room into cubes makes it possible to determine a person’s position – standing or lying. FINDINGS. Mandatory requirement for searching for people in buildings system functioning is using a two-way radio channel (via wireless Wi-Fi network), which can significantly expand fire alarm system functionality in terms of constant serviceability monitoring. RESEARCH APPLICATION FIELD. It is advisable to include research results in research and development work of EMERCOM of Russia and other ministries and departments research organizations involved in developing fire safety systems for critical protection facilities. CONCLUSIONS. Developing radio channel system for searching for people in emergencies will make it possible not only to locate technical personnel with mobile devices, but to evacuate people if necessary.

Purpose. The article considers the issue of formation and development of maintenance units in fire service system, from the post-war years to the present. The positive and negative aspects of various forms functioning of maintenance bodies within EMERCOM’s of Russia system have been defined. The relevance of presence of stationary maintenance bodies within EMERCOM’s of Russia system in the form of a “federal autonomous institution” and/or structural subdivision of a territorial body has been confirmed. The directions for further work related to managerial decision making support in matters concerning the setting up of maintenance institutions (subdivisions) in a territorial body of EMERCOM of Russia have been determined. Methods. A retrospective analysis of an expert assessment made it possible to determine strengths and weaknesses of various types of maintenance units functioning of EMERCOM of Russia. Findings. The analysis of functioning of stationary maintenance bodies of EMERCOM of Russia for the period 2002–2021 has been carried out. As part of the study, an expert survey has been conducted with the involvement of specialists having necessary competencies in the field of maintenance units management. In the course of the study the conclusion has been made that the most effective form of functioning of a stationary maintenance institution is the form of a “federal autonomous institution”. At the same time, the presence in a territorial body of EMERCOM of Russia of a maintenance unit in organizational and legal form of a “federal autonomous institution” does not exclude the possibility of establishing a maintenance unit in the form of a structural subdivision of the territorial body and vice versa. Research application field. The obtained results can be used in practical work of command and control bodies of EMERCOM of Russia in the course of organizational design of territorial fire and rescue garrisons in solving problems of ensuring technical preparedness of fire and rescue units. Conclusions. The presence of stationary maintenance units in territorial bodies of EMERCOM of Russia allows increasing the efficiency and quality of solving tasks to ensure technical preparedness of fire and rescue units. Moreover, the possibility of choosing the organizational and legal form of the maintenance body allows expanding the range of tasks to be solved, enhancing the efficiency of their work, creating conditions for attracting qualified personnel and developing the material and technical base, which is especially important for EMERCOM of Russia in modern socio-economic conditions.

Abstract:
Present study deals with training and development strategies in IT service industry in Kolkata region. This study highlighted present trends and common practices in training and development activities in specific and in human resources management in general. InfoTech sector is a thrust area of economic development in developing economies, like in India. Government and private joint initiatives make this sector a sunshine industry sector. Potentials of human resources explore in the professionally managed IT service companies. The training and development activities strengthen capabilities of IT service companies and help them to achieve excellence. Present study evaluated the heart of this knowledge industry, which centered on knowledge workers. Present study briefly elaborated the training and development practices of two top-ranked companies in Kolkata and found some unique modes of delivery of training. This study also pointed out that companies placed in higher value-chain have long-term vision as compared to ones in lower in value-chain. This report is a modest attempt to study a sunshine industry in India and particularly in Kolkata region, within a limited timeframe and resources. The findings and observations are based on my understanding on the industry profile in respect to the training and development practices. The companies operating from Kolkata are placed in different levels in value-chain, where the top revenue earning companies are placed in highest value-chain and others are moving up the value-chain. Similarly, different companies are targeted to different market segments, like, domestic market and international market segments. Thus, their training and development practices and policies are significantly different. The companies surveyed here sometimes could not share information, which are confidential in nature. Also there is limited statistics with the respondents, as most training programmes are organised for the requirements of particular projects. The information technology (IT) service industry sometimes refers as IT industry or software industry or InfoTech sector. The term is used here interchangeably. The study report is presented here in chapters. The chapter one introduces basic concepts and industry profile in India and in Kolkata region. Chapter two states the objectives and methodology of this study. Chapter three represents analytical general discussions on results and findings, and depth study of two cases. These two cases represent some unique features of their training and development practices. These companies are placed in higher value-chain and thus their training objectives are much focused for the growth of the companies. Chapter four concludes the study and suggests a future direction for further growth of the industry in Kolkata. At the end a list of references and two annexures are appended.

The scope of this dissertation is not to provide an organization chart for the library system of Aristotle University of Thessaloniki, Greece but to define each unit in the system and its relation and interaction with other units and groups in order to apply a new way of organizing library staff. Reviewing the major theories of organization provides us with the basic knowledge on the function of organizing. Academic libraries in the United Kingdom and the United States have used various methods of organizing staff. This experience is analyzed in chapters three and four along with some alternative methods in chapter five. The use of computers in libraries has introduced many changes and we examine the extend of impact on the organization of library staff. Having analyzed the major aspects of library staff organization we suggest a different organization for the library staff of Aristotle University of Thessaloniki.

Social management in the victimological field is relatively recent and part of the reconfiguration of the victim's position as a central actor in the social recovery of the offense of the crime and in the functioning of the judicial apparatus that finds in it the leitmotif or ultimate reason for to be. In this process, different strategies have been designed and implemented aimed at recovering the victim and reintegrating her into the social order from which the crime tried to outlaw her. Thus, the victimological social management emerges that tries to help those who were aggrieved by the crime to be re-linked with social classes such as education, health, housing, economy, work, among others, in a context concomitant to the search for justice as full recognition of the criminal act, its impact and the corrective actions that the state is called upon to take to prevent its recurrence and thus contribute to the social peace of the population. In this research work, the social management and the socio-legal elements inserted in it are described and surveyed, as a set of functional strategies from offices and support and support programs for the victims and as an initiative of the State itself found in the Unit Victims and Witnesses Assistance a body that, in addition to contributing to the well-being of the aggrieved, ensures that they assume an active role in the tax investigation and judicial proceedings, helping with the justice system

Abstract:
The present work must like objective show the developed process to determine the construction of a self-training manual of the personnel of the new entrance for the cataloguing areas in the Libraries of ITESM, Zona Metropolitana de Monterrey, that at the moment is 7. The importance is demonstrated on the one hand less than of determining the needs of information for that type of personnel, being realized an investigation between personnel entered with 2 years of antiquity in the Libraries above indicated, in the mentioned area. It is used the qualitative method and the described interview (located or of depth) to be able to determine the elements necessary to integrate in a self-training manual. The manual is designed, mediating previous consultations with the own interviewed people, and test with 9 people of the Libraries of the area, but without knowledge of cataloguing (or minimums). Also the Manual in its version for tutor with 3 supervisors tries on and the compilation of the information is realized on the experience for its evaluation. With the experience and information available, as a result of this pilot test one concludes in general terms that the Manual is a tool of effective self-training, that must be fit according to the feedback received by the participants of the test for an effective putting in practice in initial processes of training of Cataloguing in the ITESM-ZMM.

These demands are guided by compliance with quality models seeking an adjustment to the environment and require a fixed results , in the case of ISO 9000, EFQM model FUNDIBEC , among others. Another way to respond to the new challenges of the university environment , has introduced new paradigms in the management of library services and resources based on technology models , the case of Integrated Learning Centers , Informations Commons and Learning Commons , all country proposals such as America, Canada, England and Spain , where the use of technology to support teaching and learning processes , research and production of knowledge, show alternatives. To achieve the construction of a specific guide to the creation and improvement of academic library services , the basis is the Service Delivery process area or SD of CMMI for Services ( CMMI -SVC ) , the Software Engineering Institute , a used model for software companies , using as base 5 maturity levels , where companies conducted a series of best practices proposed in 24 process areas , to have as a desired result, the scheduled maturity. This process area in particular, to find in it a complete service-oriented basis , responding to technology integration , human, physical and financial resources are chosen. The final result shows an adaptation of the Service Delivery process area of CMM- SVC , the context of university libraries , through a guide that houses the practices proposed by the original model and transforms them into activities using tools and methodologies area of librarianship , management and telecommunications . The application of the generic goals and generic practices are outside the scope and should be part of the institutionalization process , organized by each university.

Abstract:
This thesis is about chat services as part of electronic reference services in university libraries in Germany. Though the object of investigation is the chat service, the central question is if the introducition of this innovative service can be seen as an example for the innovative ability of public administration in Germany in general. To answer this question, different aspects are adressed, e.g. the acceptance of employees for innovations or the extent of hierarchical structures in the decision making processes of the libraries. The findings are mainly based on interviews that have been carried out with the manangement of the libraries investigated. The conclusion of the thesis is that such a piece of work certainly cannot give a final answer to such a question, but that if all public instiutions in Germany would be as innovative as the libraries that have been under examination it would be possible to refer to the German public sector as "innovative". The problem is that it is very questionable if libraries with their special responsibilities and conditions can be representative for the public sector as a whole.

Abstract:
The new environment of digital technology and internet provoke academic libraries in a constant refinement of their role and their decision making mechanisms regarding the kind and the how-to of providing services to their users. The last two decades, the rapid development of technology has led many libraries’ administrations from abroad to a reassessment of their management structure. A great amount of international bibliography in this field highlights the results of teams’ implementation in an organization. As libraries begin to experiment with them and discover that since they have been established work effectively as a managerial tool. Teamwork represents a concept of value and troubleshooting. It is not a panacea, if it is used selectively and enthusiastically, may enable the library to achieve its mission. The present study initially analyzes the role and importance of teams and explores team management aspects of Academic Libraries worldwide and in Greece particularly, examining theoretical and practical issues as well. Furthermore, the main aspects of the empirical investigation for Greek academic libraries regarding a) the recording of group characteristics and b) the identification of staff’s opinion for team operation and administration are documented. Information scientists in Greece when integrated into the appropriate team may be a development force, influencing positively the organization and management of Libraries and Information Services.

Abstract:
With development occurring in increasingly challenging environmental conditions, including Arctic locations, the potential benefits of riser monitoring for completion/workover operations with open sea completion risers are becoming more apparent. This is particularly the case when monitoring is combined with an on-board numerical riser model that can provide real-time operational guidance to rig personnel. The use of a Riser Management System (RMS) with these capabilities presents opportunities for significant cost savings from a maximized operational window and enhanced safety and riser integrity. This paper describes an RMS that has been supplied for a completion/workover riser application in the Barents Sea. The RMS comprises riser-mounted strain gauge instrumentation connected via data acquisition hardware to a topside PC. Data is also acquired from other vessel systems, e.g. Environmental Monitoring System (EMS), Drilling Control System (DCS) and Workover Control System (WOCS). The RMS incorporates an advanced finite element (FE) numerical model of the riser system, which coupled with the measured riser response data is used to predict the operating envelope for the vessel under the prevailing metocean conditions in pseudo-real time. This capability represents a key feature of the RMS and is used to provide operational guidance to rig personnel. The RMS also includes a riser joint tracking feature that automatically records the measured fatigue damage for the instrumented riser joints and the fatigue damage predicted by the riser numerical model for the non-instrumented riser joints. The paper describes the key features of the RMS, with particular emphasis on the procedure used to determine the riser response from a limited number of riser strain measurements using the FE numerical model of the riser. Experience with deployment of the system and its use in practice is described and some of the key benefits are highlighted.
