Abstract:
In China, April 13, 1989 was marked as the "1.1 Billion Population Day." Though it has become the first "demographic billionaire" in the world, China has obtained remarkable results in population control. According to the statement issued by China's National Bureau of Statistics in 1987, the natural population growth rate dropped from 25.83 per thousand in 1970 to 11.28 per thousand in 1985. This has been viewed as an achievement not previously seen in any other population. In the past four decades, the Chinese government has adopted a population policy to organize the fertility transition in a planned way through education, motivation and persuasion. Five communication campaigns have been instituted to implement the policy. The successive family planning campaigns have played a vital role in educating and persuading individuals to accept the new fertility norms advocated by the government. In the communication processes of these campaigns, the strategies used have changed from the media-oriented strategy of the first campaign, to the introduction of an interpersonal approach in the second followed by an integration of media, interpersonal and organisational communication in the three latest campaigns. The integration of the media and interpersonal communication approaches was achieved through group discussion sessions and home visits, in which media messages were mediated and interpreted as a reinforcement to media impact. The group dynamics in the interpersonal communication has played an important role in changing individuals' attitudes towards and behaviour of family planning. As a campaign is an organized activity which requires organizational channels to ensure the conduct of the activity and the flow of information, a well-established organization hierarchy for family planning work has facilitated the management of family planning campaigns and also been regarded as a fundemental element to the success of the later campaigns.

Implemented as one of the basic national polices of China since 1978, the one-child policy has brought both advantages and disadvantages to one-child families in urban China. This thesis explores the various consequences of current family planning practices in urban Dalian. It explains the ways in which the implementation of the policy has influenced urban one-child families' everyday life and how parents and single children handle the policy. Urban parents have accepted the state requirement for limited births and have adopted new child-rearing practices to raise their "only hope" in the changing socioeconomic context. Single children receive comprehensive parental attention and support and are widely considered as spoiled "little emperors/empresses". But at the same time they experience great pressure to perform with academic excellence in order to be capable to excel in the competition of the global market economy. Gender norms are in transition. Urban single daughters are empowered by the benefits brought by low fertility produced by the policy. As the first generation of single children grows up, their families are now confronted with the crucial issue of the "four-two-one" (four grandparents, two parents, one child) problem, which impacts the future of the one-child policy.

Abstract:
In 1979, the Chinese government introduced the One-child Policy for the purpose of controlling population growth. Thirty years later, the fertility rate in China has declined to a very low level and one-child families have become the norm. At the same time, the consequences of low fertility rates have emerged. In 2015, the government announced a new policy that encouraged couples to have two children in order to raise the total fertility rate. In this paper, I analyze the economic and legal implications of the Chinese family planning policies. By examining to what extent fertility decisions are affected by government policies, I evaluate the potential effects of the Two-child Policy. The findings suggest that the Two-child Policy might not be effective in increasing the total fertility rate.

In the last three decades, the People's Republic of China (PRC) has managed to replace its welfare-based urban housing system with a market-based housing provision scheme. With such significant housing policy changes, the PRC has successfully expanded urban home ownership and impressively increased per capita housing consumption. The housing market has become one of the major pillar industries in the country's economic boom. However, affordable housing development has been greatly lagging behind the ever-increasing housing needs of a large lower-income population in the country, while housing price bubbles cast a shadow on sustainable economic development in the PRC. The main reasons for such challenges include the inefficiency of financial tools to regulate the housing market; and the discrete interests among the central government, local governments, and real estate developers. Within the context of the ongoing global economic recession after the financial crisis in 2008, it is even more critical to balance the PRC's housing development, both to address the people's housing needs, and to maintain sustainable growth.

Apart from rapid economic growth, China has also experienced significant demographic changes over the past few decades. The People's Republic of China's family planning policies led to a sharp drop in the fertility rate. This MS Thesis aims to assess the possible consequences of the family planning policies on future growth of Chinese economy. The theoretical part defines population policy, assess the connections between population growth and economic growth and deals with the development of population theory over the years. The analytical part describes the family planning policy in China, its principles and instruments. Next it identifies the possible consequences of the demographic changes caused by the drop in fertility rate. The last part of the thesis focuses on two economically most severe consequences - population ageing and shrinking working age population - and evaluates its implications on future growth of Chinese economy.

Abstract:
This thesis conducts an empirical analysis which explores the impact of parental investment, birth control policy and higher education expansion reform on individuals’ education attainments and labour market outcomes in China. The thesis includes three substantive chapters. Firstly, Chapter 3 presents new evidence on the child quantity-quality (Q-Q) trade-off in China. The primary contribution is the use of a new instrumental variable (IV) for fertility, i.e., local policy relaxation regarding Chinese birth control, in order to establish the causal effect of family size on child educational attainments and health outcomes. The aim is to examine whether having more children in a family has a negative impact on child quality and if the higher education of parents and a larger household income have a positive impact on child outcomes. Additionally, this estimation can check the effectiveness of the one-child policy. The findings indicate that there is a negative effect of fertility on education outcome, and support the prediction made by the Becker and Lewis’ model regarding the Q-Q trade-off for children. However, there is no evidence for health outcome. Secondly, Chapter 4 studies the role of higher education expansion policy in increasing the equality of higher education opportunities. In 1999, government rapidly expanded the number of higher education places available. The goal of this chapter is to explore the impact of family background and gender on access to higher education, prior to and following the higher education expansion policy. The analysis is based on nationally representative data from the Chinese Family Panel Studies (CFPS), collected in 2010. Cohort-level analysis and a difference-in-difference model were used to estimate how the benefits of the education expansion were distributed. The results show that higher education expansion has not been equally distributed among people from richer and poorer backgrounds. The education of parents remains a strong determinant of educational outcomes among children following education reform. Despite the benefits brought on by the expansion system, such as more opportunities for accessing tertiary education, these benefits have not been distributed evenly among families, geographies or gender. The equality of higher education opportunities remains a difficult task. Finally, Chapter 5 examines the causal impact of higher education expansion policy on labour market outcomes for young college graduates. Large pooled cross-sectional datasets were used from the Chinese Household Income Project (CHIP) between 1995 and 2013. First, the Mincer-style of returns to education for young cohorts were estimated in the 1995, 2002, 2007 and 2013 survey years. The aim was to compare the extent of returns to education among the pre-expansion cohort and the post-expansion cohort, and evidence is found a significant decrease in the returns to higher education of young cohorts. Second, another approach quantifies the effects of educational expansion on labour market outcomes and identifies the distribution of returns to education by exploring a natural experiment. This study exploited variation in the intensity of expansion in college numbers across provinces and applied a difference-in-difference model to estimate the effect of the education reform. The results of the study also illustrate expansion has a negative effect on college graduates’ returns and labour market outcomes.

Abstract:
This thesis falls naturally into two parts . The first part is concerned with the level and trend of fertility in Huaibei Plain, Anhui province , China since 1950 and the second with the examination of some determinants of fertility decline . It makes use of data from the 1/1000 Survey of China which was conducted by the Family Planning Commission in 1982. The data used in this thesis are for one area in Anhui province , China , namely Huaibei Plain. In the first part , fertility transition in Huaibei Plain is examined . It is found that the greatest decline in marital fertility occurred among women aged 35+ under the influence of the family planning program. In the second part , some determinants of fertility decline are examined. Fertility decline among younger women (under age 30) is largely due to later age at marriage . Consequently , the nuptiality pattern of Huaibei Plain has changed from an early and universal marriage to a later and universal marriage pattern. Examination of current use of contraception suggests that the family planning program, in particular , the one - child policy (1979) , has been the major determinant in fertility decline. Fertility decline among older women (35+) is primarily due to contraceptive practice . The influence of the one-child policy is so strong that it has almost eliminated the differentials in contraceptive use by education and occupation under certain circumstances ; for example , for women who are under age 45 and have more than two children.

Abstract:
This thesis focuses on the concept of informed choice in family planning and how numerical and systematic targeting aimed at raising the numbers of contraceptive acceptors fundamentally undermines this concept in highland Chiapas. The Government of Mexico’s policy aims within its Reproductive Health Programme (1995-2000) are to reduce the total fertility rate whilst promoting reproductive health services and family planning choices. Though Mexico has seen a decline in its total fertility rate attributed to increased contraceptive use in urban areas, in rural parts the rate remains high. Consequently, the rural poor, and in Chiapas overwhelmingly indigenous populations, have become a major target of the Reproductive Health Programme. Monthly targets are set for clinics and family planning services are offered systematically every time a woman attends a clinic for whatever reason. Amongst the factors which must be accounted for in assessing family planning provision in highland Chiapas are cultural differences between mestizo providers and the indigenous target groups as well as local economic and political conditions. Presently, the state of Chiapas is highly militarised and under the cloud of a low intensity war precipitated by the Zapatista uprising in 1994. The provision of any kind of health services is difficult under these situations, but more so what one considers the distrust sown between some indigenous communities and the government Who provide the health services. This thesis examines the practicalities of implementing a global policy at a local level and the constraints faced by both providers and intended recipients in the social context of Los Altos. Mindful of the care required in identification most people in this thesis (with the exception of a few well-known academics) appear under pseudonyms.

Abstract:
This study analyzes the fertility change in Shaanxi Province, China and estimates the impact of family planning programs on fertility decline during the 1972-1984. Data used come from the 1985 Regional In-Depth Fertility Survey, supplemented by service statistics of family planning. Fertility change in Shaanxi is analyzed in terms of children ever born to married women, parity progression ratio, age— specific fertility rates, age— specific marital fertility rates and total fertility rates, as well as cohort-period fertility rates. The results confirm a substantial fertility decline in the study areas, particularly among women aged 30 and over and during the 9 years prior to the 1985 survey. This study reveals very high levels of knowledge (5.2 methods per women) and use (currently 69 percent) of contraceptives, suggesting that contraceptive practice plays a key role in reducing fertility among married women in Shaanxi. Of all methods used, 92.6 percent are provided by family planning programs, mainly the more efficient methods, the IUD and sterilization. The study also finds that under strong family planning programs, contraceptive use among married women is irrespective of educational level, Three evaluative methods have been employed to assess the program impact on fertility decline: standardization approach, component projection approach II, and the prevalence model. It is estimated that, of all births averted during the period 1972-1984, three-quarters had been averted by women aged 25 — 39 at the time of the survey, and about 80 percent had been averted by using the IUD and sterilization.

Abstract:
The purpose of this research was to examine the implementation of Georgia's Medicaid family planning program, known as Planning for Healthy Babies or P4HB. This program is the first such program to provide both family planning services and inter-pregnancy care services through a Medicaid expansion to low-income, uninsured women. An evaluative case study design was employed using mixed methods. These methods incorporated process measures to study the implementation of P4HB and to assess whether P4HB was implemented as planned We incorporated theory from the policy implementation and health care access literatures to understand what served as facilitators or barriers to successful implementation. Findings suggest that despite precise goals and objectives, formal guidance about the program did not incorporate clear implementation planning. Many stakeholders, including advocates, providers, and representatives from implementing agencies felt left out of the implementation process and did not feel invested in the program. Considerable confusion existed among eligible clients and providers about the nature and scope of the P4HB program. This lack of awareness and understanding about P4HB likely contributed to the program's low enrollment and participation in the first year of its implementation. As many states prepare to expand their Medicaid programs under the Patient Protection and Affordable Care Act (ACA), this study provides important lessons for policy planning and implementation.

Since the 1970s, the governments in many countries including China have begun to implement systematic environmental policies aimed at curtailing industrial pollution. During the past three decades, the traditional environmental policies have evolved from simple directives regarding emission limitations into comprehensive packages using various market-based economic instruments, such as taxes and emissions trading. However, with the environmental degradation becoming more and more serious, these traditional approaches have become inadequate. Several innovative measures, including voluntary action, collaborations between stakeholders, and dissemination of information regarding industry behavior, have emerged in recent years in many countries. This study explores how these three innovative measures have been implemented in China. The thesis focuses on how these measures have encouraged private corporations in China to improve their environmental practices. Three case studies are conducted to show how these three policies work to overcome the inefficiencies of the traditional policy approaches.
(cont.) This study also examines the limitations inherent in these measures. Corporate collaborations with environmental non-governmental organizations, the International Standards Organization 14000-an environmental management systems certificate program- and the China Environmental Labeling Program, are studied in detail to provide examples of the limitations and what they imply for the future. This study finds that the inherent demands have motivated these enterprises to adopt the innovative measures are different. At the same time, these measures have various levels of effectiveness, challenges and social benefits.

Abstract:
Since the Open Letter of 1980, identified as the starting point of China’s strict population control, the so-called “one-child policy” was characterized by variations and exceptions and, over the years, went through a long and gradual process of change. The four administrations from Deng Xiaoping till Xi Jinping carried on family planning with different approaches but in the spirit of continuity, without ever questioning its status of basic-state policy. In 2015, after 35 years of one-childization, a reform that allowed every couple to have two children was approved, marking a major change in the State’s ideology towards population. The policy-making process that led to this decision has been punctuated by a lengthy debate among scholars and birth planning officials on the feasibility of a national openness to two children. Given the increased pluralization of the arena of debate, the process was analyzed using the theoretical framework of Fragmented Authoritarianism. I first described the bureaucratic structure of family planning apparatus, thereafter, defined the political entrepreneurs that shaped the process of change and, finally, compared the issue framing they used to make their thesis prevail in relation with the official narrative. The universal two-child policy was certainly influenced by the demographers’ work and the current situation of very low fertility, despite policy relaxation, confirmed the correctness of their thesis.

Abstract:
This thesis argues that an exercise of political will by the government was decisive to the course of public housing in colonial Hong Kong. Historians have seldom looked deeply into the local and international politics leading to the development of public housing. Not until recently did scholars start to challenge seriously the wellknown Shek Kip Mei fire of Christmas 1953 as the origin of public housing. This thesis contextualises housing history within broader political issues and challenges various historical events as watersheds in Hong Kong history, such as the Shek Kip Mei fire and the 1967 riots. The China factor greatly influenced both colonial rule and housing policies in Hong Kong by politicising the problems of refugees, squatters and indigenous people in the colony, as well as by triggering the British to link Hong Kong’s domestic policies with imperial concerns amidst the global wave of decolonisation. This thesis also shows how colonialism and laissez-faire capitalism interacted to make room for the real estate business by ensuring that public and private housing ran parallel. The act of political will by the government to choose between different housing solutions obscured the notion of public housing as social welfare over time. Offering insight into colonialism in Hong Kong, this thesis argues that the policy making of public housing was extremely complex because of imperial and colonial concerns, laissez-faire capitalism and the local people’s interest.
