Abstract:
EU social policies should be complemented by contributing to a harmonious development of society, by reducing structural and regional imbalances, developing a balance between the a localized community and the national society, and improving the living standards of citizens and families of member states (Garrido 2002). Such important social policy principles as freedom and justice are addressed and represented in family laws in the EU regulations introduced during the period of 2000–2016. In this article, we studied the EU’s legal solutions in reference to national (Spain) laws on these matters: children and parental responsibility (adoption, child abduction, family benefits) and couples (matrimonial, regimes, prenuptial agreements, provisional measures). This legislation is necessary in the face of the proliferation of families whose members have different nationalities, and even in the mobilization of residences. Cooperation has intensified between national judicial authorities to ensure that legal decisions taken in one EU country are recognized and implemented in any other. This is highly important in civil cases, such as divorce, child custody, maintenance claims, or even bankruptcy and unpaid bills, when the individuals involved live in different countries. The development of family laws is one of the most important factors of family welfare in European countries.

Abstract:
Aims: This study aimed to identify applied definitions and measurements of economic poverty and to explore the proportions and characteristics of children and adolescents living in economic poverty in Denmark, Finland, Iceland, Norway and Sweden during the last decade and to compare various statistics between the Nordic countries. Methods: Official data from central national authorities on statistics, national reports and European Union Statistics of income and living conditions data were collected and analysed during 2015–2016. Results: The proportion of Nordic children living in economic poverty in 2014 ranged from 9.4% in Norway to 18.5% in Sweden. Compared with the European Union average, from 2004 to 2014 Nordic families with dependent children experienced fewer difficulties in making their money last, even though Icelandic families reported considerable difficulties. The characteristics of children living in economic poverty proved to be similar in the five countries and were related to their parents’ level of education and employment, single-parent households and – in Denmark, Norway and Sweden – to immigrant background. In Finland, poverty among children was linked in particular to low income in employed households. Conclusions:This study showed that economic poverty among Nordic families with dependent children has increased during the latest decade, but it also showed that poverty rates are not necessarily connected to families’ ability to make their money last. Therefore additional studies are needed to explore existing policies and political commitments in the Nordic countries to compensate families with dependent children living in poverty.

In the last thirty years of pedagogical practice, particular attention has been paid to the inclusion of children with special education needs, multi-lingual children in multi-cultural environments and children living in poverty. Nowadays, inclusive education is a subject and a requirement of all European institutions in the EU and the Council of Europe, many families, experts, non-governmental organizations and individuals.The research sample consists of 8 countries from Europe and Kosovo. The condition for the research countries to be included in the sample is based on the population number not being larger than 8 million. Because of the relevance of the comparative analysis, two older state members of the European Union were chosen (Austria, the Flemish and the French region of Belgium), two members of the European Union (Cyprus, Estonia, Latvia and Slovenia), two Scandinavian countries (Finland and Norway) and Kosovo. Kosovo has received the status of a potential candidate for European Union membership.

Abstract:
Terrorist attacks strike not only the victims, their friends and families, but also the fun­damental principles of the European Union. The choice of the topic of the article is caused by the fact that today the European Union recognizes money laundering, terrorist financing and international terrorism as some of the main threats to its financial system and citizens’ security. The purpose of the article is to analyze the main directions of activities and decisions of the European Union in this area. The methodological basis of the work consists of both general scientific and special meth­ods of scientific knowledge. The EU legislation in the sphere of counter-terrorism was investi­gated using the analytical method, the method of abstraction gave an opportunity to assess the general current state of legal regulation of the fight against terrorism. The use of the compara­tive legal approach made it possible to analyze the national antiterrorist programmes of chosen European countries. The logical legal method was applied when formulating conclusions and proposals. The article deals with the issues related to the legal aspects of the fight against internation­al terrorism. The paper investigates the steps taken by the European Union, i.e., the adoption of resolutions and strategies, the signing of treaties, the creation of institutions that function with the purpose to combat and prevent terrorist attacks, which are the constituents of the general concept of the antiterrorist system. The authors indicate the most important treaty provisions and institutions as well as their development and influence on the system of the fight against terrorism by the European Union. The purpose of the article is to analyze the main directions of activities and decisions of the European Union in this area. It has been investigated that the external activities of the EU include the support of countries in improving their judicial systems and the potential of law enforcement authorities as well as the integration of European antiter­rorist legislation into their security strategies. In the studied countries, the systematic approach to the fight against terrorism is clearly visible.

Abstract. Psychologists face a growing mental health challenge, calling for innovative large-scale interventions. World population growth and industrialization are causing climate change, forcing families to migrate into rapidly expanding cities, and suffer in refugee camps. European in-country migration from rural villages adds to urban growth. This rapid shift in adaptation between uprooted families and their new environments tends to increase the risk of family system disorganization, poor child attachment, and child abandonment. The paper presents demographic data and projections concerning the effects of urban life on childbirth frequency, marital constancy, how early in life children are cared for outside the home, and the placement of children in Alternative Care. European Federation of Psychologist’s Association initiatives addresses new questions. How can research recommendations be applied in cross-professional interventions? Can e-learning open new channels for dissemination? The author presents how a European Union Lifelong Learning grant project in 10 member countries later developed into the Fairstart Foundation’s partnerships with world NGOs and government agencies. Five hundred twelve partner staff in 26 countries have been educated in 6-month online classrooms and trained the foster parents and group home staff of some 40,000 children in attachment-based care. Lessons learned for interventions are discussed, to inspire further developments.

Abstract:
Academic resilience is a student’s ability to achieve academic results significantly higher than would be expected according to their socioeconomic level. In this study, we aimed to identify the characteristics of students, families, and teacher activities which had the greatest impact on academic resilience. The sample comprised 117,539 fourth grade students and 6,222 teachers from 4,324 schools in member states of the European Union that participated in the PIRLS 2016 study. We specified a two-level hierarchical linear model in two phases: in the first level we used the students’ personal and family background variables, in the second level we used the variables related to teaching activity. In the first phase we used the complete model for all countries and regions, in the second phase we produced a model for each country with the highest possible number of statistically significant variables. The results indicated that the students’ personal and family variables that best predicted resilience were the reading self-confidence index, which increased the probability of student resilience by between 62 and 130 percentage points, a feeling of belonging to the school, which increased the chances of being resilient by up to 40 percentage points, and support from the family before starting primary school (Students from Lithuania who had done early literary activities in the family setting were twice as likely to be resilient than those who had not). The teaching-related factors best predicting resilience were keeping order in the classroom, a safe and orderly school environment (increasing chances of resilience by up to 62 percentage points), and teaching focused on comprehension and reflection, which could increase the probability of resilience by up to 61 percentage points.

Mortality and Longevity in the Central and East Europe - Changes in Years 1990-2005 Political and socioeconomic transformation has significantly influenced demographic processes in Central and East Europe. This was mainly noticeable in behaviours and attitudes concerning forming and developing of families. With regard to the aforementioned behaviours, the populations of analysed countries have adopted to new conditions very quickly, and the demographic parameters have reached values that were almost identical as those in West Europe. The situation developed completely differently in the case of mortality and life expectancy. Differences between Central and East Europe, and West European countries, which were already visible at the beginning of 1990's, have been eliminated considerably slower. Even though, one can observe favourable transformations in life expectancy and the distribution of death causes in the Central and Eastern European countries. Those changes are especially apparent in countries which became members of the European Union in 2004.

Family policy in Bosnia and Herzegovina’s entities (Federation of Bosnia and Herzegovina and the Republic Srpska) is incoherent, with its different elements being scattered across different ministries and levels of government. The system is found to be inapt to respond to the needs of families, thus enhancing gender inequalities in the labour market and within families. As a country aspiring to join the European Union, Bosnia and Herzegovina, together with other countries of the Western Balkans region, participates in regular policy dialogue with the European Union institutions. The latest European Commission assessment of the country’s Economic Reform Programme identifies low employment of women as one of the key challenges and implicitly calls for the country to develop an employment-oriented family policy. By analysing the system of family policy and its recent policy developments, the article assesses the country’s capacity to respond to the recommendation and create conditions for greater participation of women in the labour market. The question is whether the European Union’s conditionality and recommendations have the potential to transform the current family policy arrangements in the entities. Key words: work-family policy, female employment, gender inequalities, maternity leave, parental leave, early childhood education and care services, Bosnia and Herzegovina.

The 2008 financial crisis triggered the first contraction of the world economy in the post-war era. This article investigates the effect of the Great Recession on child poverty across the EU-27 plus Iceland, Norway and Switzerland and studies the extent to which social protection spending may have softened the negative impact of the economic crisis on children. While the risks of child poverty are substantially higher in countries with higher rates of working-age unemployment, suggesting a significant impact of the Great Recession on household incomes via the labour market, the study finds evidence for social protection spending cushioning the blow of the crisis at least to some extent. Children were significantly less likely to be poor in countries with higher levels of social protection spending in 2008–2013, even after controlling for the socio-demographic structure of the population, per capita gross domestic product (GDP) and the working-age unemployment rate. The poverty-dampening contextual effect of social spending was greater for the poverty risks of children in very low work intensity families and large families. The study uses two complementary thresholds of income poverty, both based on 60 percent of the national median: a relative poverty line and a threshold anchored in 2008. Although the choice of a poverty line makes a difference to aggregate child poverty rates, individual-level risks of a child being poor associated with a range of household-level characteristics are similar for the two poverty lines.

Abstract:
Unemployment is classified today as one of the main threats to society. The phenomenon affects the lives of individuals, the functioning of families and society and development of the state. It is often the source of other social problems such as poverty, violence, or social pathologies. The article presents the scale and nature of unemployment occurring after 1989 in Poland and in selected European Union countries, i.e. the Netherlands, Spain, Slovakia and Latvia. It attempts to show the characteristic trends of the phenomenon over a period of more than two decades. Examples from the European countries analysed show that the situation in the labour market and the approach to employment are radically different. Individual countries are characterised by very different unemployment rates, which reflect their different size, economic and demographic potential, or are associated with the tradition of employment. The existence of differences seems to be normal, but their scale may give rise to concern. A characteristic feature of unemployment in the period analysed is its regional diversity, both in Poland and in the whole of the European community. Important factors that determine the level of unemployment are age, sex, education and people’s qualifications. The effects of long-term unemployment are very painful for the whole of society. Such a situation can lead to, amongst others, poverty, societal antagonism, violence and migration. The latter is an issue that the whole of Europe is currently struggling with. The uncontrolled influx of immigrants, including those migrating for economic reasons, causes fear of losing their job among Europeans, which in turn translates into the radicalisation of society. A role of the state and the EU institutions is to create an effective mechanism for the protection and support of the unemployed. This is a prerequisite for Europeans to continue the project which is a common united Europe.

The objective of the study is to analyze the effects of two breakpoints on the relationships of Istanbul Stock Exchange with the European stock markets and on the relationships among these European stock markets to increase the economic integration. The breakpoints are the execution of the Customs Union Agreement of Turkey with the European Union in 1/1/1996 and the introduction of the Euro in 1/1/1999. While both breakpoints have effects on Turkey&rsquo
s economic relations, the European Union countries are expected to be influenced by only the introduction of the Euro. Stock market indices provided by DataStream is utilized. The statistical techniques used include the correlation and cointegration analysis. Results indicate that when examined on pair wise basis Turkish stock market has more liaisons with the European stock markets, in general, after the Customs Union
but less liaisons after the conversion to Euro. However, when examined as a group, the cointegration result finds the Euro as influential as the Customs Union. Alternatively, the European stock markets have decreasing integrations as a result of correlation analysis after the Euro, but it is an influential breakpoint according to cointegrating structures.

L'emploi informel est devenu un sérieux défi pour l'économie ukrainienne et des pays en transition au cours de l'adaptation aux conditions du marché. La tendance du nombre de travailleurs qui participent au secteur informel est en hausse depuis les dernières années. Dans mes recherches, je vais présenter l'état actuel de l'emploi informel en Ukraine et les pays en transition. Une attention particulière est accordée à la répartition du travail entre les différentes catégories de population, en divisant les individus en cinq catégories (employés formels, employés informels, travailleurs indépendants formels, travailleurs indépendants informels et chômeurs) selon la définition de l'emploi informel de l'OIT. Nous examinons le marché du travail en utilisant les données de Ukrainian Longitudinal Monitoring Survey pour l'Ukraine et Survey on Living and Income Conditions pour les pays en transition et nous élaborons la fonction des gains du capital humain pour le marché du travail en appliquant la fonction de répartition des gains de Mincer, afin d'étudier les facteurs qui déterminent les revenus et le choix de l'emploi de l'individu en Ukraine et les pays en transition
Informal employment became a serious challenge for the Ukrainian economy and economy of transition countries during the adjustment to market conditions. Trends of the number of workers participating in the informal sector have been rising for the last years. In my research I will present the current state of informal employment of Ukraine and transition countries. Detailed attention is paid to labour distribution across different population categories by dividing the individuals into five categories (formal employee, informal employee, formal self-employed, informal self-employed and unemployed) following the definition of informal employment from the ILO. We examine labour market using the data of the Ukrainian Longitudinal Monitoring Survey for Ukraine and the Survey on Living and Income Conditions for transition countries and we design human capital earnings function for labour market by applying Mincer earnings distribution function in order to investigate the factors that determine the individual’s earnings and choice of the employment status both for Ukraine and transition countries

Abstract:
In the last few decades the European Union (EU) and its members have emphasized the importance of human rights and the need to improve human rights conditions in Third World countries. In this research project, I attempted to find out whether the European Union and its members practice what they preach by giving precedence to countries that respect human rights through their Official Development Assistance (ODA) program. Furthermore, I tried to analyze whether European integration occurs at the foreign policy level through aid allocation. Based on the literatures on political conditionality and on the relationship between human rights and foreign aid allocation, I expected that all EU members promote principles of good governance by rewarding countries that protect the human rights of their citizens. I conducted a cross-sectional time-series selection model over all recipients of ODA for each of the twelve members for which I have data, the European Commission, and the aggregate EU disbursements from 1979 to 1998.

вопросы развития «европейской идентичности» русскоязычных эмигрантов, проживающих в Европе, рассматриваются в контексте русскоязычного образования за рубежом. Культурный концепт европейской идентичности все более размывается и становится неприемлемым в реальной интеграционной политике, особенно в связи с событиями в Европе последних двух лет. Автор исследует процессы, происходящие внутри многочисленной русскоязычной диаспоры, прежде всего, в той ее части, которая состоит из эмигрантов с постсоветского пространства, выехавших на постоянное проживание в Европу после распада Советского Союза, в 1990–2000-е гг. В последнее десятилетие в европейских государствах фиксируется рост числа образовательных организаций с обучением на русском языке и преподаванием русского языка. Длительные наблюдения автора за деятельностью этих образовательных организаций убеждают в том, что они выполняют запрос семей русскоязычной диаспоры в связи с двумя реализуемыми адаптационными стратегиями. Первая родительская стратегия вызвана желанием сделать интеграцию своих детей в принимающее инокультурное общество психологически комфортным процессом, без разрыва с родным языком и культурой. Для другой части родителей характерна вторая адаптационная стратегия: они «прячутся» в пространстве своего языка и культуры, поскольку не готовы к быстрой социально-культурной и психологической адаптации в принимающее общество. Автор статьи делает вывод, что в европейских странах в основе развития образования на русском языке лежит не только решение задачи сохранения и поддержки родного языка и культуры. Создающиеся русские школы также способствуют сохранению ценностного «русского» взгляда на образование, его содержание и цели. Можно предположить, что в какой-то степени эти процессы помогают эмигрантам из России и вообще постсоветского пространства позиционировать свое отличие от других жителей Европы и конструировать особую идентичность, которую можно условно именовать «русскоязычные европейцы». the development of the “Russian identity” of Russian-speaking emigrants living in Europe is researched in the context of the processes in the sphere of Russian-language education abroad. We note that the cultural concept of European identity is becoming indistinct and unacceptable within the real integration policy, especially in connection with the events happening in Europe during the latest two years. That is why the author of the article is interested in the processes occurring inside the Russian-speaking diaspora, especially among those post-Soviet emigrants who left for Europe in the 1990–2000, after the destruction of the Soviet Union. During the latest seven – twelve years there can be fixed the growth of the number of educational organizations in European countries that teach Russian and in Russian. Long-term observation of their activities convinces the author that such schools and kindergartens satisfy the query of the families of Russian-speaking diaspora following two adaptation strategies. The first strategy that some parents follow is inspired by the wish to make integration of their children into the accepting foreign-culture society a psychologically comfortable process, without the break with mother language and culture. Other parents follow the other adaptation strategy and “hide” in the environment of their mother language and culture because they are not ready to be socially, culturally, and psychologically adapted to the accepting society. The basis of the development of Russian-language education in European countries is not only the aspiration to save and support mother language and culture. Russian schools also help to conserve the valuable “Russian” outlook on education, its content, and its aims. We can suppose that to some extent these processes help emigrants from Russia and post-Soviet countries to position their distinction from other people living in Europe, to construct their own identity that can be named, for example, “Russian-Speaking Europeans”.

Abstract:
The building sector plays a significant role in reducing global energy use and carbon emissions. In the European Union (EU), the building stock represents 40% of total energy use and in which cooling and heating systems represent over 50%. Portugal is one of the EU countries where the consequences of energy poverty are most evident due to the families' financial inability to adequately climate their homes. The reasons are several, but they are mainly linked to buildings' poor passive thermal performance, resulting from inadequate adaptation to the climatic context and reduced thermal insulation. Thus, it is necessary to develop solutions to increase buildings’ thermal performance and reduce their potential environmental impact, which arises mainly from the significant use of active systems. In this sense, natural building materials are a promising solution, reducing energy use and carbon emissions related to buildings. This research studies the potential use of reed found in Portugal (Arundo donax) as a thermal insulation material. Its physical characterisation and the influence of geometry configuration on its thermal performance are evaluated. Its durability was studied too. Reed stalks were used to carry out the physical and durability tests. A reed board (150 x 150 mm) was built, and its thermal performance was tested in a hotbox. According to the results, the characteristics of reeds found in Portugal make it suitable to be used as a building material. Furthermore, regardless of the configuration studied, the reeds have a satisfactory thermal performance to be used as thermal insulation, under the requirements defined by Portuguese thermal regulation, Re ≥ 0.30 (m2.oC)/W. There is a trend to the mould growth in the reed, but only under favourable conditions. Additionally, considering the abundance of reed throughout the Portuguese territory, this is an eco-friendly and low-cost option that gathers all requirements to be more used in the construction market.

The paper presents the results of the analysis of the readiness of small and medium enterprises, VET providers, high education institutions and consultancy organizations towards digital and bionic transformation and ac­quisition of a “bionic status”. The purpose of the paper is to find out which key skills and knowledge are needed for employees in order to be ready for digital transformation. SMEs that were a part of the survey operate in different eco­nomic sectors in various countries of the European Union (Spain, Slovenia, Po­land, Croatia, Ukraine, Austria, Italy, Germany, Macedonia, Switzerland, Bel­gium, and Hungary). Other organisations such as public bodies, non-govern­mental organisations (NGOs), universities and technological centres also par­ticipated in the survey on digital competences. Key conclusions of the analy­sis indicate that almost all participants are familiar with the need for digital transformation, but that knowledge about 4.0 technologies is still lacking. The most significant knowledge is in robotics, 3D printing and Cloud Services, big data, and IoT. Blockchain and artificial intelligence are considered less impor­tant for digital transformation. However, a strong need for further education and training in all of these areas was expressed.

Also, Innovation has vital importance in determining the policies of countries because of increasing social welfare and living standards of individuals. Countries having effective innovation policies and systems are rapidly advancing in the development race. Even in countries with low innovation performance, demand for innovative products and services are high. According to the Lisbon Strategy, it is important to know the innovation performances of the member countries of the European Union, which see the innovation as the basic element of economic growth, and to measure their activities. For these reasons, the purpose of this research is to analyze the innovation performances of the EU member countries. So, Data Envelopment Analysis (DEA) to measure the performance of each member country against the other member countries in the group consisting of European Union countries was considered. Therefore, the variables that are used in determining the level of innovation of the member states of the European Commission were respectively considered as Input Variables (Human Research, Research Systems, Finance, and Support) and Output Variables (Innovators, Economic effects). Tone (2001)'s Slack-Based Model and Lotfi & Poursakhi (2012)'s dynamic DEA Model was considered together to measure the efficiency of the countries in few periods instead of a single period.

Abstract:
This working paper examines the puzzle of the gaps between the images that the EU projects, voluntarily and involuntarily, and the perceptions of the EU in Latin America. After reviewing some of the debates related to the role of perceptions in public policy and EU Public Diplomacy (EUPD), the paper analyzes some critical developments in global perceptions of the EU based on the study Update of the 2015 Analysis of the Perception of the EU and EU Policies Abroad (2021 Update Study), which assessed the attitudes of the EU in 13 countries. The third section examines some studies on the attitudes of the EU in Latin America, including some contributions from Latinobarometer. The fourth section offers comparative cases of EU perception in Brazil, Mexico, and Colombia based on the findings of the 2021 Update Study. The analysis of each country relies on the interpretation of surveys with some references to the press analysis and interview methods provided in the 2021 Update Study. Each case discusses specific trends in the following areas: visibility, primary descriptors, global economics, and international leadership. Also, it identifies some patterns in perceptions of the EU in social development, climate change, research/technology, development assistance, culture, the case of the critical juncture in the survey (pandemic), and the EU as a normative setter. The final section offers some general trends in the perceptions of the EU in Latin America.

The Ukraine war has added to the pressure to address the links between the environment, natural resource management and conflict. This SIPRI Research Policy Paper assesses the priorities of selected European Union (EU) member states regarding climate-related security risks, explores their strategies for pursuing these at EU level and identifies steps for further action. It finds that the appetite to tackle climate-related security risks at EU level is mixed. While maintaining the operational efficiency of the military is a red line, concentrating efforts on research, development and peacekeeping is acceptable even to countries that do not prioritize climate insecurity in their policies. Country strategies for pursuing such efforts involve spotlighting climate security during their respective rotating Council presidencies, working closely with the European External Action Service and the European Commission, and collaborating with like-minded member states. The paper recommends additional steps for action but in order to make effective adjustments to EU processes, climate security will need greater prominence on the EU agenda.

This SIPRI Research Policy Paper identifies European Union (EU) member states’ efforts to address climate-related security risks in the short to medium term and suggests entry points for further action. Even countries making visible attempts to mainstream the linkages between climate and security are falling short of pursuing a comprehensive approach. Among the ongoing initiatives that might bear fruit in one to three years are: appointing climate security advisers; climate proofing peacebuilding and conflict proofing climate action; investing in early warning and risk mapping; reassessing climate financing and development aid; and building up the operational resilience of the military. Strengthening such efforts would involve: incorporating climate insecurity into foreign and security policy dialogues; increasing conflict-sensitive climate adaptation finance; sensitization to climate change and conflict; and improving the operationalization of early warning. To remain credible, EU member states must advance their climate security initiatives and close the gap between rhetoric and practice.

Abstract:
This paper employs a panel data econometric approach in order to empirically ascertain the role of the phenomenon of financialisation in the deceleration of labour productivity in the European Union (EU) countries from 1980 to 2019. During that time, the EU countries suffered a huge structural transformation based on Reaganomics and Thatcherism and their financial systems have experienced strong liberalisation and deregulation, which have contributed to poor evolution of labour productivity and have revived fears around a new ‘secular stagnation’ in the era of financialisation. Grounded in post-Keynesian literature, the slowdown of labour productivity in the majority of developed economies in the last decades cannot be separated from the phenomenon of financialisation, which has occurred through four different channels, namely the weak economic performance, the decline in the labour income share, the increase in personal income inequality, and strengthening of the degree of financialisation. Our findings confirm that lagged labour productivity, economic performance, and labour income share have a positive impact on labour productivity in the EU countries, while personal income inequality and the degree of financialisation impact it negatively. Our findings also reveal that labour productivity in the EU countries in the last decades would have grown more if there had been a stronger economic performance, a smaller decline (or even a rise) of the labour income share, a smaller increase (or even a decrease) of personal income inequality, and a weakening of the degree of financialisation.
