Abstract:

Today, the Rainbow Nation as the central metaphor for postapartheid South Africa falls short of serving as a unifying identification marker due to its tendency to gloss over contrasting living realities of diversified identities and ongoing systemic discrimination. The South African Fallism movements – the student-driven protests against neocolonial structures in academic institutions – spearheaded public criticism with the current state of ongoing social disparity in South Africa and revived the critique of so-called rainbowism, i.e., the belief that a colour-blind society can be created. In an application of Critical Discourse Analysis focusing on mythical metaphors, this article asks to what extent the new president Cyril Ramaphosa in his maiden State of the Nation Address projected a post-Zuma South African nation and answered to the challenges posed by Fallists.

Abstract:

In 2015, South African university student protests drew critical attention to the state of higher education in the country. Newspaper reports of the student protests were pervasive. Reports of the violence that characterised parts of the protests dominated the news despite the students’ impact on the positive changes in higher education. Using a thematic analysis, this article interrogates student representation in newspapers from the inception of the protests to the end of the 2015 academic year. Four themes were identified: students as destructive vandals, violators of the rights of others, law-breakers, and agents of transformation. Results indicate that newspaper reports of the violence overshadowed reports of the positive changes that the student protestors catalysed, and in so doing, newspaper reports during this time delegitimised the students as agents of change.

Abstract:

Abstract This short essay offers reflective feminist insight into the Fees Must Fall Movement of 2015–16 that was led by students and workers at universities in South Africa. It considers the ways in which Black feminist life is negotiated and embodied in a contemporary student-worker movement that remains oriented by and toward hegemonic hypermasculinities. This text further argues that Black feminist intervention and mobilization is distinct from women's movements as they happened under apartheid. Feminist organizing is principled in particular ways, and these ways are evidenced by Black feminist interventions within the Fees Must Fall (FMF) movement. This essay demonstrates how intersectionality functions as more than a diagnostic tool. Intersectionality and how it is imagined and used in the contemporary South African feminist context does not only recognize multiple and interlocking oppressions. Intersectionality is also in itself a methodology. Intersectionality as demonstrated by feminists and the LGBTIQA community of the FMF movement is a methodological choice that requires that various forms of protest and intervention be used simultaneously to challenge systemic oppressions. Centering intersectionality as methodology works to disrupt archaic perspectives on what is and is not activism, thought, or feminist work. Relying on the intellectual work of student-activists in the movement, otherwise known as “fallists,” and memory and story-telling as methodological tools, this essay begins to imagine how we can think, research, and write in ways that memorialize and archive our lives, our histories, and our collective imaginaries.

Abstract:

The waves of 2015/2016 #FeesMustFall protests saw South African students questioning every inch of the higher education structure and its exclusionary patriarchal racist roots. Few alliances between students and staff were created because of the “us vs. them” divide, despite junior scholars in particular, having a great deal in common with students and the oppression and trauma they endure. “Post-FMF” saw many institutions scramble to create “transformative policies” for students and minority staff like women, people of colour, people with disabilities, the LGBTQ+ community and so on. Now, years later, everyone has policy fatigue. Minority staff have been pushed back to the margins and students battle the same challenges the fallists questioned. This paper with be a narrative study tracking the experiences of three junior scholars, black women at historically white universities; with the pseudonyms *Thoko, *Andile and *Thandazile. The research took a narrative approach rooted in qualitative research. It studies their insiderness/outsiderness to show just how little work institutions have done to ensure equality and inclusivity. This piece unpacks issues of belonging, and their experience as they try to navigate being postgraduate (PG) students and being staff, and being insiders and outsiders in both. This discussion is in relation to Alice Walker’s womanism theorising, focused on the experiences of black women. The authors also bring their own life experiences because the strong similarities between their own experiences and those of their participants are impossible to ignore. The authors’ diverse scholarly background is used in the analysis, leaning towards Critical Race Theorists like Cornel West’s discussion on black nihilism to better understand the aggression of black men towards black women in the academy. This is juxtaposed with a crisis of masculinity discussion. These experiences will also be viewed from a victimological perspective.

Abstract:

This article examines the transformation of the Baye-fall movement (Baye-fallism, henceforth), a particular form of Senegalese Muridism, as it extends into the Senegalese diaspora. In particular, the article explores shifts in understandings of what it means to be a ‘good’ Baye-fall, as Senegalese migrants in Spain become confronted with hostility in their new social context, and as the need for spiritual engagement and community belonging intensifies. Starting with the origins of Baye-fallism as a Sufi heterodoxy in Senegal, the paper then focuses on Senegalese migrants in Lavapiés (Madrid, Spain) and in Granada (Andalusia, Spain). The central argument is that in this diasporic context, adhesion to Baye-fallism becomes more intense, and that the performance of Sufi orthodoxy takes on new meaning, which also informs discussions about being a ‘good’ Baye-fall in Senegal.

Los Estados fallidos han sido entendidos como una amenaza global en virtud de los grupos terroristas que emergen y se consolidan en su interior, desde donde se supone planean acciones internacionales. El presente documento, sin embargo, deslinda el impacto de la falla estatal al ámbito regional, como quiera que son los países vecinos de un Estado fallido los que, a través de sus fronteras, ven modificadas sus dinámicas internas debido a dos factores principales: los tráficos ilegales causados por la ausencia de controles efectivos por parte del Estado, y las grandes cantidades de refugiados que cruzan las fronteras más inmediatas de su fallido lugar de origen y se asientan en los países más cercanos. Por tanto, se desmiente en buena medida la idea según la cual la repercusión del fracaso de algunos Estados trae consigo la invariable consecuencia de un ataque terrorista de dimensiones globales, más bien se trata de reconocer que son sus vecinos regionales los que resultan impactados por sus anomalías.

Tradicionalmente las investigaciones sobre los Programas de Desarrollo Rural han abordado su efectividad y sus repercusiones sociales y territoriales centradas en los proyectos ejecutados, sin abordar el estudio de aquellos que no lo fueron –denominados por nosotros como fallidos– y, por tanto, sin analizar sus causas, tipologías, promotores o distribución territorial, perdiéndose así una excelente oportunidad de aprender de los motivos por lo que no se ejecutaron con su subvención. El presente trabajo realiza un análisis de los proyectos del periodo 2002–2008 en Andalucía que, habiendo sido aprobados y en los que se ha firmado el correspondiente convenio de ejecución, no se llegaron a realizar a su amparo. La investigación realizada constituye un acercamiento a estos Programas desde una óptica diferente y novedosa, en la que se aborda su distribución espacial, el tipo de promotor, su tipología, los niveles de inversión frustrados y las causas que motivaron su abandono. Para ello, se ha trabajado a dos escalas diferentes, la municipal y la de cada uno de los territorios de los Grupos de Acción Local para toda Andalucía en base a los datos por expedientes aportados por la Junta de Andalucía.

A new subgenus and species of avian haemocytozoonFallisia (Plasmodioides) neotropicalisis described. The principal characteristics are the main host cells, thrombocytes and mononuclear leucocytes, where trophozoites, schizonts and gametocytes are found. Occasionally, granulocytes and very rarely reticulocytes are also parasitized. Phanerozoites very similar to those ofPlasmodiumof birds are also present. The host is the domestic pigeon,Columbalivia, an imported species but similar parasites have been identified, always mixed with species ofPlasmodium, in several indigenous species of Ciconiiformes, which seem to be the natural hosts. This is the first report in birds of a representative of the genusFallisia, parasites of neotropical lizards.

Abstract:

A newly developed technique was used to determine the long-term horizontal growth rate of the peat mat in Fallison Bog, a poor fen in northern Wisconsin. This technique consisted of carbon-dating material that was alive when the lake edge was at a particular location in the peatland and then measuring the distance from that location to the current lake edge. In Fallison Bog, Chamaedaphne calyculata stems currently buried at the mat peat – debris peat interface were alive when the lake edge was at that horizontal location. Radiocarbon dates of stem material from six locations in the peatland were used to estimate when the lake edge was at each location. To calculate the average long-term horizontal growth rate, the slope of the least-squares linear regression of distance from lake edge versus age of stems was computed. The estimated rate in Fallison Bog was 2.5 cm/year (95% confidence interval was 1.6–3.5 cm/year). The linear regression explained 95.6% of the variance in the data. The author suggests that this technique may be applicable in peatlands bordering acid lakes throughout northeastern North America.

Abstract:

PROBLEMA: en los equipos industriales, derivado del uso y los desgastes propios de los materiales que conforman los mismos, se obtiene como resultado desviaciones a las especificaciones esperadas del producto fabricado, por lo que es conveniente adicionar un método estadísticamente valido para la estimación de los lotes fallidos. OBJETIVO: se requiere la estimación de la cantidad de lotes fallidos obtenidos en equipos con desperfectos derivados de desajustes para la creación de programas que permitan proyectar mantenimientos predictivos. MÉTODO: al adoptar técnicas estadísticas que permitan anticipar los desajustes que se presentan en las maquinas, dichos problemas podrían ser prevenidos a través de la adquisición de instrumentos destinados específicamente al monitoreo. Es por ello qué se realizó un diseño de muestreo bi-etápico por conglomerados, que permitió evidenciar el comportamiento total estimado en los equipos de las distintas líneas de producción. RESULTADOS: considerando la magnitud del tamaño de los lotes defectuosos, se desarrolló un diseño de muestreo experimental, con el fin de obtener información temprana con relación a la estimación de lotes fallidos. CONCLUSIONES: se obtuvo a un bajo costo, una herramienta de estimación estadística para la evaluación de lotes considerados defectuosos, mediante el diseño de una herramienta de muestreo en dos fases.

Eusimulium (Hellichiella) usovae n.sp. is described in the larva, pupa, and adult female and male. The larva, pupa, and male of Eusimulium rendalense Golini and pupa of Eusimulium fallisi Golini are described for the first time. These three species are closely related; the first two are distinguished by a few consistent characters in all their developmental stages. Abstract:

Se presenta el estudio de 113 casos de pacientes tratadas con prostaglandina E-1 para evacuación uterina, realizado por el Departamento de Obstetricia del Hospital Nacional "Edgardo Rebagliati Martins" del Instituto Peruano de Seguridad Social, entre enero de 1992 y diciembre de 1993. El motivo del estudio e la búsqueda de una alternativa al uso de la oxitocina para la evacuación uterina, en casos en que estuviera indicado dicho procedimiento por alguna razón médica. Se utilizó la vía oral y, en ocasiones se combinó con la vía vaginal. Los resultados fueron exitosos en 103 casos y fallidos en 10 (8,8%). Lo efectos colaterales fueron mínimos. Su manejo por vía oral, la rara presentación de efectos secundarios y bajo porcentaje de casos fallidos, lo constituyen en un producto a elegir en el diario manejo de la especialidad; su uso acorta la estadía hospitalaria, puede ser utilizado en grandes multíparas y en pacientes cesareados anteriores; facilita el tratamiento quirúrgico complementario.

Abstract:

El objetivo es proponer la debilidad del Estado como un factor, si bien no único, determinante para explicar el nivel de implantación del crimen organizado en América Latina. No hay mucha bibliografía que ponga particular énfasis en este problema, esto puede deberse a que en la medida en que no hay Estados fallidos en América Latina (salvo Haití), el Estado no se considere un factor tan importante para la comprensión y tratamiento de este problema. Sin embargo, es precisamente la debilidad estatal, situación generalizada en la región, la que convierte a los Estados en lugares más atractivos que los Estados fallidos, para la implantación y el desarrollo de las actividades ilícitas del crimen organizado. Esta debilidad puede hacer posible que el Estado acabe protegiendo al crimen organizado. Esta posibilidad contribuye a explicar por qué existe esta particular implantación de la criminalidad organizada en la región. Si bien es preciso diferenciar la situación entre los países latinoamericanos.

Ne esplora le motivazioni storiche, le fasi e le vicende specifiche di sua realizzazione, gli esiti, i ruoli degli attori a vario titolo coinvolti, e raccoglie la testimonianza del medico veterinario che seguì l’intera sperimentazione, oggetto, vent’anni più tardi (1875), di un’accesa discussione a un Congresso nazionale di veterinaria. The contribution describes the controversial attempt to crossbreed two cattle breeds, Durham x Chianina, in Val di Chiana, at the behest of the Grand Duchy of Tuscany between 1856 and 1858. Through the examination of authentic documents of that period and the important testimony of the veterinarian that led the trial, it was possible to reconstruct the reasons behind the crossbreeding trial, which actors were involved and their roles, the different phases, events, and conclusions of it.

Per diverso tempo, dopo la firma degli Accordi Generali di Pace (AGP) a Roma, il 4 ottobre del 1992, fra il governo mozambicano guidato dal FRELIMO (Fronte di Liberazione del Mozambico) e la RENAMO (Resistenza Nazionale del Mozambico), una buona parte della comunità internazionale e accademica aveva considerato il Mozambico come un raro caso di successo in Africa. La realtà si è rivelata assai più complessa rispetto alle previsioni iniziali, nonostante l’illusione di un paese pacificato e sulla via di una democrazia stabile sia stata propagandata a lungo, anche a causa di un incremento medio annuo del PIL pari al 7,2% fra il 2000 e il 20161. Questo studio offre una riflessione su come la “transizione” dalla Prima alla Seconda Repubblica – ossia da uno Stato socialista con un regime a partito unico a uno democratico e multipartitico, non abbia seguito il percorso che era stato auspicato e previsto durante tutti gli anni Novanta e per buona parte del nuovo secolo. Al contrario, vi è stata una deriva autoritaria associata a nuovi conflitti interni. Non si è trattato di un fenomeno improvviso, ma costante, a partire dal 2009 circa fino a oggi, come tutti i principali indicatori su democrazia, libertà di espressione, diritti umani evidenziano.

Las redes de radio cognitiva son una alternativa para mitigar la saturación del espectro radioeléctrico en algunas bandas de frecuencia, ello a través de una asignación espectral dinámica donde el usuario secundario aprovecha de forma oportunista los canales de frecuencia libres de la banda licenciada del usuario primario. En el presente artículo, se desarrolla un algoritmo para seleccionar los canales de frecuencia libres u oportunidades espectrales en una red de radio cognitiva basado en el método de colonia de abejas artificiales. La evaluación del algoritmo propuesto se realiza a través de simulaciones que incorporan el comportamiento real del usuario primario, se utilizan trazas de ocupación espectral reales obtenidas a través de la monitorización del espectro con la técnica de detección de energía; se tienen como criterios de evaluación el tiempo de ejecución y el número de handoffs fallidos. Los resultados evidencian una reducción del 62% en los tiempos de ejecución y del 36% en el número de handoffs fallidos al pasar de una población de colonia de abejas de 50 a 450.

El crecimiento del número de microcréditos junto con las excelentes condiciones para llevar a cabo la actividad microfinanciera en la economía y sistema financiero de la República de Perú están impulsando a las instituciones de microfinanzas (IMF) a una mayor competencia con las entidades bancarias por este segmento de negocio. Al igual que en la banca comercial, en microfinanzas preguntas tales como: ¿conviene este cliente?, ¿cuál es el límite de crédito que debo aceptar a su solicitud?, ¿qué tasa de interés debo cobrar?, ¿cómo puedo reducir el riesgo de impago?, etc., son cuestiones que deben valorarse de forma adecuada. Este trabajo plantea un método que podría facilitar una mejora en la calificación de los clientes fallidos y no fallidos. Para ello, se propone una metodología que analiza el riesgo de crédito en la concesión de microcréditos mediante el diseño de un modelo de credit scoring aplicado a una entidad de desarrollo de la pequeña y micro empresa (EDPYME), IMF sometida a supervisión por la Superintendencia en Bancay Seguros (SBS).

Arautegi horren garapenari itxaron behar zaio. RESUMEN: A propósito de la recientemente aprobada Ley de Energías Renovables (Ley 1715/2014), este artículo hace un recuento de los intentos fallidos de fomentar estas fuentes de energía en los últimos veinte años en Colombia, también se evidencia la debilidad de los argumentos que hoy sustentan la promoción de las renovables y las contradicciones del legislador y el Gobierno Nacional en esta materia. No es posible afirmar que la norma aludida genere certidumbre y estabilidad a la incursión de las energías renovables en la cesta energética nacional ya que no establece objetivos vinculantes y los incentivos económicos propuestos son de carácter indirecto. Aún queda por esperar el desarrollo reglamentario de esta norma. ABSTRACT: Concerning the recently enacted Act on Renewable Energies (Act 1715/2014), this article counts the unsuccessful attempts to promote these power sources during last twenty years in Colombia, it is also shown the weakness of the arguments that sustain the promotion of renewables and the contradictions of the legislator and the national government in this area. It cannot be stated that the aforementioned norm creates certainty and stability to the incursion of the renewable energies in the national energy mix since it does not establish binding objectives and the proposed economic incentives are indirect. Ir remains to wait for a regulatory development of this norm.
