Abstract:
Trying to understand PISA is analogous to the parable of the blind men and the elephant. There are many facets of the PISA program, and thus many ways to both applaud and critique this ambitious international program of assessment that has gained enormous importance in the crafting of contemporary educational policy. One of the facets discussed in this paper is the issue of the comparability of the cognitions elicited by items across national and linguistic cultures. Valid interpretations of PISA results cannot proceed without assurance that items across nations are interpreted in the same way. A second facet examined is the association of PISA with economic outcomes for nations, still an unsettled area of importance. A third facet discussed is the search in PISA data for universally applicable instructional techniques, a possible will-o-the-wisp. A fourth facet examined is the differences in cross-national attitudes toward the PISA subjects and how those affect test scores. Given these many facets of the program, a fifth facet that is arguably the most important of all the issues associated with PISA is discussed, namely the interpretation of PISA scores.

Abstract:
Risk management focus main on technical and rational analysis about operational risks and by those imposed by occupational environment. In this work one looks to contribute to perception study of work safety professionals about a series of activities and environment agents. In this way it was used theory sustained by psychometric paradigm and multivariate analysis tools, mainly multidimensional scaling, generalized Procrustes analysis and facet theory, in order to construct the perceptual map of occupational risks. The results obtained showed that the essential characteristics of risks, which were initially split in 4 facets were detected and maintained in perceptual map. The construction of perceptual map also permitted to verify the formation of a new facet, not considered in the beginning. The facet theory which by hypothesis was used in this work showed adequate, providing the regional interpretation of the map. The inferential analysis realized showed fine results for the final configuration validation, indicating which risks and/or activities belongs to the same facet.

Abstract:
Background: Recent research has indicated that individuals with social interaction anxiety make biased interpretations of positive social interactions, with greater general apprehension in response to such events and more negative predictions about the future. There has also been some preliminary evidence for a second facet of interpretation bias, namely a failure to accept others’ positive reactions at face value, but this has so far not been adequately studied. Method: The present study developed a new measure of this “discounting” dimension and utilized a nonclinical sample of undergraduate students to provide an initial analysis of the scale. Results: Results provide early support for the psychometric properties of our scale, and indicate that discounting mediates the relationship between social interaction anxiety and low positive affect, over and above the previously studied aspect of positive event interpretation bias. Conclusions: The implications for treatment interventions and further research are discussed.

Abstract:
Affect-adaptive systems detect the emotional user state, assess it against the current situation, and adjust interaction accordingly. Tools for real-time emotional state detection, like the Emotient FACET engine (Littlewort et al., 2011), are based on the analysis of facial expressions. When developing affect-adaptive systems, output from the diagnostic engine must be mapped onto theoretical models of emotion. The Circumplex Model of Affect (Russell, 1980) describes emotion on two dimensions: valence and arousal. However, FACET offers three classifiers for valence: positive, neutral, and negative valence. The present study aimed at developing an algorithm that converts these into a unified valence scale. We used FACET to analyze valence-labeled images from the AffectNet database. In a multiple regression analysis, FACET classifier values predicted database valence and explained 38% of the variance. By inserting classifier values into the regression equation, a unified valence scale can be calculated that matches dimensional models of emotion. This research forms the groundwork for adaptation of the emotional user state based on the FACET engine. A future affect-adaptive system can now use the FACET engine to detect the emotional user state on a unified valence dimension, which allows for distinct classification and interpretation of emotions.

Abstract:
Explicit and implicit psychoanalytic assumptions concerning the analytic cure include the old “insight/interpretation” versus “relation/experience” duality. A synthesis of these two stances, grounded in recognition of the long denied yet central mystical facet of psychoanalysis and the crucial role of words in the “talking cure” that psychoanalysis still is, recognizes these two aspects of psychoanalysis—mystical communication through psychic overlap and interpretive words—as deeply interdependent. Analytic interpretations emerge from the depths of a mystical experience of psychic unity (as well as separateness) resulting from, but also creating, the patient-therapist caesura. Words shape the contour of this closeness-separateness matrix on which psychoanalysis depends. Moreover, the moment of insight into the psychic reality of the other is shown to often depend on crossing the threshold of the nonverbal toward consciousness and language. Constant movement between verbalization and the nonverbal is illustrated with clinical vignettes stressing the interplay of the mystical and the symbolized, of interpretation and intuition.

Abstract:
The Indian Patent Act, 1970 and the Indian Competition Act, 2002, both provide measures to curb anti-competitive practices.1 The Competition Act, 2002, provides a forum, which is quite dissimilar to that provided by the Indian Patent Act for the redressal of grievances pertaining to anti-competitive practices involved in exploitation of patents. Harmonious interpretation of different legislations is a fundamental tenet of the principle of interpretation of statutes. It has now been fairly established that the Laws dealing with intellectual property deal with establishment of rights whereas the competition law deals with the existence of rights. The leitmotif of this article is not to regurgitate the scholarly writings on the intersection between Intellectual Property Rights and the Competition law. This article aspires to provide a facet of the clash between the Patent Act and the Competition Act in searching the appropriate forum having jurisdiction to address issues pertaining to both the domains. It ends with a picture in which the author has endeavoured to provide possible solutions for untying the Gordian knot. Interpretation of statutes has served as a useful tool for the authors foray into unchartered territories defined under the article. Since, the Indian jurisprudence on the subject at issue has not yet been fully developed, this article, quotes some possible interpretations which might assist in building a legal jurisprudence.

PORRINI, RICCARDO. "Construction and Maintenance of Domain Specific Knowledge Graphs for Web Data Integration." Doctoral thesis, Università degli Studi di Milano-Bicocca, 2016. http://hdl.handle.net/10281/126789.

Full text
Abstract:
A Knowledge Graph (KG) is a semantically organized, machine readable collection of types, entities, and relations holding between them. A KG helps in mitigating semantic heterogeneity in scenarios that require the integration of data from independent sources into a so called dataspace, realized through the establishment of mappings between the sources and the KG. Applications built on top of a dataspace provide advanced data access features to end-users based on the representation provided by the KG, obtained through the enrichment of the KG with domain specific facets. A facet is a specialized type of relation that models a salient characteristic of entities of particular domains (e.g., the vintage of wines) from an end-user perspective. In order to enrich a KG with a salient and meaningful representation of data, domain experts in charge of maintaining the dataspace must be in possess of extensive knowledge about disparate domains (e.g., from wines to football players). From an end-user perspective, the difficulties in the definition of domain specific facets for dataspaces significantly reduce the user-experience of data access features and thus the ability to fulfill the information needs of end-users. Remarkably, this problem has not been adequately studied in the literature, which mostly focuses on the enrichment of the KG with a generalist, coverage oriented, and not domain specific representation of data occurring in the dataspace. Motivated by this challenge, this dissertation introduces automatic techniques to support domain experts in the enrichment of a KG with facets that provide a domain specific representation of data. Since facets are a specialized type of relations, the techniques proposed in this dissertation aim at extracting salient domain specific relations. The fundamental components of a dataspace, namely the KG and the mappings between sources and KG elements, are leveraged to elicitate such domain specific representation from specialized data sources of the dataspace, and to support domain experts with valuable information for the supervision of the process. Facets are extracted by leveraging already established mappings between specialized sources and the KG. After extraction, a domain specific interpretation of facets is provided by re-using relations already defined in the KG, to ensure tight integration of data. This dissertation introduces also a framework to profile the status of the KG, to support the supervision of domain experts in the above tasks. Altogether, the contributions presented in this dissertation provide a set of automatic techniques to support domain experts in the evolution of the KG of a dataspace towards a domain specific, end-user oriented representation. Such techniques analyze and exploit the fundamental components of a dataspace (KG, mappings, and source data) with an effectiveness not achievable with state-of-the-art approaches, as shown by extensive evaluations conducted in both synthetic and real world scenarios.

Abstract:
This study investigated how teachers interpret their own pedagogy as a result of teaching within and through an immersive educational simulation. It explored Australian secondary teachers' beliefs about the role of technology within Economics and Business education, together with the challenges and disruptions faced when teaching in this unique learning environment. This qualitative study adopted a Grounded Theory approach to reveal the pedagogical complexities of teaching with such disruptive technologies. A new signature pedagogy, titled emergence pedagogy, was offered as a theoretical model to describe the transformation of pedagogical practice when teaching within an "in-world" and "out-world" environment.

Full text
Abstract:
This study examines Canadian works of fiction that contain historical trial narratives and that enact an adversarial trial of their own for an implied reader who acts as 'appellate judge.'' Included are four Canadian novels published after 1970 that fictionalize the circumstances leading to notorious criminal trials: Margaret Atwood's Alias Grace (1996), Lynn Crosbie's Paul's Case: The Kingston Letters (1997), and Rudy Wiebe's The Temptations of Big Bear (1973) and The Scorched-Wood People (1977). They represent commentaries on the justice or injustice done to convicted murderer Grace Marks (whose trial took place in 1843), to rebel Cree chief Big Bear and Metis leader Louis Riel (1885), and to serial rapists and killers Karla Homolka and Paul Bernardo (1993, 1995).
Each work reproduces excerpts from the original trial yet also represents a response to the historical trial's unfolding. This adversarial response takes the form of a trial-like narrative (or counternarrative) that engages with the original trial. Consequently each of these works is what I call a 'trial novel' that raises fundamental questions about justice and citizenship.
Chapter One analyzes Atwood's Alias Grace and lays bare the fictional constructs included in a trial narrative. Chapter Two looks at Crosbie's Paul's Case and pits the judicial system's claim to sober neutrality against a more populist version of justice based on affect and revenge. Finally, Chapter Three, which is devoted to Wiebe's novels, studies the conflict of normative universes implicit in trials for treason and posits that rebel nomoi are as coherent as the dominant ones that quash them.
Three communities are implicit in these novels and enter into a debate with one another: at the core of each work is a historical community of persons (the accused, attorneys, the judge, jurors, and members of the Canadian public) mobilized around an actual crime. This original community and its judgment provide the inspiration for the fictional community of the novel, which grapples with its own version of the crime and trial. Finally, an imaginative community of readers deliberates upon the questions raised both by the original trial and by the 'trial novel'.

Nicholson, Sarah L. "Three faces of Saul : an intertextual approach to Biblical tragedy." Thesis, University of St Andrews, 1998. http://hdl.handle.net/10023/15228.

Full text
Abstract:
The biblical story of Saul in 1 Samuel contains evidence of a tragic vision which has two central features. First, tragic themes are introduced and developed by means of multiple repetitions or typescenes in which the subsequent account emphasizes the tragic nature of the events described in the first. Second, the development of tragic themes is facilitated by the portrayal of the deity's ambivalence in enduring two kings simultaneously, terrorizing Saul with an evil divine spirit and sending a good spirit on David. The tragic vision in the Saul narrative has been perceived by Alphonse de Lamartine, and his drama Saül: Tragédie is an attempt to dramatize the events of 1 Samuel. The significant similarities and differences in plot and characterization between Lamartine's drama and the biblical narrative draw attention to the tragic themes in the anterior text and offer a new conception of Saul's suffering in the posterior text. Lamartine has borrowed from Greek tragic form as well as 1 Samuel for thematic materials and tragic devices. The deity is off-stage, as in much Greek drama, but the characters infer divine intervention in human affairs. Thomas Hardy also became fascinated with the story of Saul and in The Mayor of Casterbridge he has structured the relationship between Henchard and Farfrae on the relationship between Saul and David. There are similarities in both plot events and in characterization, but the most significant departure from the biblical material is the absence of the deity, which colours the tragic vision very differently, and idea of the supernatural is also of great significance in the novel. Hardy's novel displays evidence of the influence of Greek tragedy in plot and in theme. Also crucial to the novel are the role of fate and the sociological theme.

Wakeham, Joshua. "Managing in the Face of Ambiguity and Uncertainty: The Problems of Interpretation and Coordination in Juvenile Justice Organizations." Thesis, Harvard University, 2012. http://dissertations.umi.com/gsas.harvard:10624.

Full text
Abstract:
Drawing on field work at three different juvenile justice organizations, this dissertation explores the joint problems of interpretation and coordination in the face of problems marked by moral ambiguity and practical uncertainty. The author draws on array of research from a wide array of social and cognitive sciences to examine the relationship between knowledge and cognition, on the one hand, and coordination of action, on the other. Based on this work, the author proposes a more expansive, multidimensional model of cognition made up of four interconnected dimensions: conceptual, practical, emotional, and coordinating. This model allows us to better understand how people may coordinate their actions with others despite a lack of shared conceptual understanding of the problem at hand. The author then presents separate case studies of the three organizations, exploring these themes in further detail. In the case of the juvenile delinquent treatment center, Berkshire Farm Center and Services for Youth, the author examines how formal organizational processes and standards help coordinate the practices of the administration and clinical staff, on the one hand, and the teachers and child care workers, on the other, despite their fundamentally different understandings the boys’ problems and how to deal with them. In the second case, on the sentencing process at a State’s Department of Juvenile Justice, the author details how the formal, ritualized nature of the sentencing meetings allows for various professionals to express conflicting rationales for a given sentence simultaneously. In the third case, the author explores how the introduction of formalized practices, standards, and measures helps overcome the practical confusions, emotional conflicts, and differences in conceptual understanding between street workers and case managers that nearly derailed the efforts of the pilot gang intervention program, StreetSafe Boston. Taken together, these three case studies suggest that the strength of an organization’s formal bureaucratic features comes in part from the fact that they facilitate coordination without the need to resolve conflicts and contradictions in substantive interpretations, which may be a troubling but necessary accomplishment in the face of a problem rife with moral ambiguity and practical uncertainty.

Abstract:
AbstractPathology and its laboratories are central in support of every facet of cancer care in a CCC center, from diagnosis, to patient support during treatment, research, therapeutic drug manufacture and development and bio-banking.We have approached this discussion from the perspective of the timeline of a patient’s journey through cancer care. We begin with screening programs, high quality diagnostics and then maintaining quality supportive cancer care. Specialised services such as cellular therapies and haematopoietic stem cell transplantation with their unique requirements are considered and lastly we discuss the vital role of clinical trials and research in comprehensive cancer care with a focus on biobanks. We also examine the role of the diagnostic laboratories and their clinical and scientific staff in shaping an integrated cancer diagnostic report, as an integral part of a cancer Multidisciplinary Team (MDT) or “Tumour Board”. Increasingly, integration of a large amount of clinical data, laboratory results and interpretation of complex molecular and genomic datasets is required to underpin the role of CCC’s as centres of clinical excellence and to collaborate with partners in local, national and international research protocols.

Abstract:
AbstractConventional radiographs and CT are primary investigations in spinal trauma. However MRI is the primary technique in the assessment of degenerative and inflammatory disorders. There are occasions when conventional radiographs, CT and bone scintigraphy assist in the diagnosis of degenerative and inflammatory disorders.A detailed understanding of anatomy and spine dynamic function is essential in the interpretation of imaging.Degenerative disorders including disc disease sometimes result in neural compression, facet joint and costovertebral arthropathy which is also potentially associated with spinal stenosis and neural compression. Scheuermann described a disorder with template irregularity that mimics degenerative disorders but is a genetic condition. Pars interarticularis stress fractures were once thought to be congenital in origin but are now regarded as stress injuries occurring in adolescence potentially leading to lifelong spondylolisthesis.Inflammatory joint disease is not just ankylosing spondylitis. There are a range of disorders, and the reporting practitioner must understand and appreciate the symptoms and signs on images. The early diagnosis of inflammatory arthropathy especially ankylosing spondylitis is essential in the effective management of the disease. Imaging is a major component of an accurate and effective diagnosis.

Abstract:
Slow-strain rate tensile (SSRT) tests on various metals having γ-Fe phase; Type 304 and 316L stainless steels, HP160 high strength stainless steel, and A286 Fe-based super alloy were conducted in external hydrogen and with internal hydrogen. The external hydrogen indicates non-charged specimens tested in high-pressure hydrogen-gas environment, whereas the internal hydrogen indicates hydrogen-charged specimens, with uniform distribution of hydrogen, tested in inert gas. The hydrogen distribution was calculated based on the measured hydrogen diffusivity and solubility. The fracture morphologies were observed by scanning electron microscopy (SEM). For Types 304, 316L, and HP160, the relative reduction in area (RRA) of the steels was successfully reproduced by the nickel equivalent, Nieq, showing the higher Nieq, the lager RRA. Furthermore, at a low Nieq, the RRA of the steel with external hydrogen was nearly equal to that with internal hydrogen. In contrast, at a high Nieq, the RRA of the steel with internal hydrogen was slightly degraded by hydrogen, RRA ≈ 0.8, whereas that in external hydrogen was not degraded, RRA ≈ 1. For A286, despite a high Nieq, the RRA of the alloy with internal hydrogen was significantly degraded by hydrogen, RRA ≈ 0.5. The fracture morphologies were categorized into four types: quasi-cleavage fracture associated with hydrogen-assisted surface cracks; ordinary void formation with no hydrogen effect; small-void formation associated with void sheet enhanced by hydrogen; facet formation induced by hydrogen. These categorized morphologies could be interpreted in terms of hydrogen distribution (internal or external hydrogen), austenitic stability (a low or high Nieq), and microstructure (solution or precipitation-hardened treatment).

Abstract:
While cancers have no known cure, some of them can be successfully treated with the combination of surgery and systematic therapy. In general, systemic/widespread chemotherapy is usually injected into the bloodstream to attempt to target cancer cells. Such procedure often imparts devastating side effects because cancer drugs are nonspecific in activity, and transporting them throughout the bloodstream further reduces their ability to target the right region. This means that they kill both healthy and unhealthy cells. It has been observed that the physiological conditions of the fluids around living cells can be characterized by pH, and the magnitude of pH around a living cell is different from cancerous cells. Moreover, a multiscale anatomy of carcinoma will reveal that the microstructure of cancer cells contains some characteristic elements such as specific biomarker receptors and DNA molecules that exclusively differentiate them from healthy cells. If these cancer specific ligands can be intercalated by some functional molecules supplied from an implantable patch, then the patch can be envisioned to serve as a complementary technology with current systemic therapy to enhance localized treatment efficiency, minimize excess injections/surgeries, and prevent tumor recurrence. The broader objective of our current research is to capture some fundamental insights of such drug delivery patch system. It is envisioned that the essential components of the device is nanodiamonds (ND), parylene buffer layer and doxorubicin (DOX) drugs. In its simplest form, self-assembled nanodiamonds - functionalized or pristine, and DOX molecules are contained inside parylene capsule. The efficient functioning of the device is characterized by its ability to precisely detect targets (cancer cells) and then to release drugs at a controlled manner. The fundamental science issues concerning the development of the ND-based device include: 1. A precise identification of the equilibrium structure and self assembled morphology of nanodiamonds, 2. Fundamental understanding of the drug adsorption and desorption process to and from NDs, and 3. The rate of drug release through the parylene buffers. The structure of the nanodiamond (ND) is crucial to the adsorption and desorption of drug molecules because it not only changes the self-assembly configuration but also alters the surface electrostatics. To date, the structure and electrostatics of NDs are not yet well understood. A density functional tight binding theory (DFTB) study on smaller [2] NDs suggests a facet dependent charge distributions on ND surfaces. These charges are estimated by Mulliken Analysis [1]. Using the charges for smaller NDs (∼valid for 1–3.3 nm dia ND) we first projected surface charges for larger (4–10 nm) truncated octahedral nanodiamonds (TOND), and it has been found that the [100] face and the [111] face contain positively and negatively charged atoms, respectively. These projected charges are then utilized to obtain the self assembled structure of pristine TONDs from Molecular Dynamics (MD) simulations [4] as shown in Fig. 1. The opposite charges on the [100] and [111] face invoked electrostatic attractions among the initially isolated NDs and a network of nanodiamond agglutinates are formed as evidenced in Fig. 1(b). This study confirms why as manufactured NDs are found in agglomerated form. The study also suggests that a large fraction of ND surfaces become unavailable for drug absorption as many of the [100] faces are coherently connected to [111] faces. As a result, it can be perceived that effective area for drug adsorption on ND surfaces will be less compared to theoretical prediction which suggests that a 4nm TOND may contain as high 360 drug molecules on its surface [5]. It has been observed that as manufactured NDs may contain a variety of functional groups, and currently, we are studying the mechanism of self-assembly for functionalized nanodiamonds so that we understand the role of functional groups. The next phase of calculation involves binding of the DOX to the NDs. Essentially, the understanding of drug absorption and desorption profile at a controlled rate to and from NDs is the most critical part of the device design. Some recent quantum calculation suggests that part of NDs and drug molecules contain opposite charges at their surfaces; it has been a natural interpretation that interactions between ND and drug molecules should be straight-forward — NDs should attract to drugs as soon as they come closure. Recent experiments [6], however, suggest that NDs usually do not interact with drug molecules in the presence of neutral solutions. Addition of NaCl in the solution improves the interaction dramatically. In the first part of the study, we [3–5] have studied the interaction of single DOX molecules with TOND surfaces via MD simulation. As shown in Fig. 2, this study suggests that DOX molecules first arrange them around the preferential sites on nanodiamonds (e.g. around the [111] face) and then spontaneously attach on the surface. It is also observed that only DOX molecule is attached per facets of TONDs. It can be noted that each TOND has 6 [100] face and 8 [111] faces. Figure 3 shows the energy minimization process during the DOX-ND interaction. It can be noted that these simulations have been performed in vacuum environment. In order to see how DOX interacts in solution media, another set of simulations have been conducted where “vacuum” environment have been replaced with solution media of different pH. Moreover, functionalization on the ND surfaces will create a different environment for the DOX molecules. Research is underway to capture the fundamental physics on the DOX loading and release to and from functionalized nanodiamonds. Once we understand the essential physics of drug loading and unloading, in the future we plan to model diffusion controlled drug release through ND coated film device by incorporating the multiscale science learned from the current study. Results from this study will provide fundamental insight on the definitive targeting of infected cells and high resolution controlling of drug molecules.

Abstract:
Description logic knowledge bases can be used to represent knowledge about a particular domain in a formal and unambiguous manner. Their practical relevance has been shown in many research areas, especially in biology and the semantic web. However, the tasks of constructing knowledge bases itself, often performed by human experts, is difficult, time-consuming and expensive. In particular the synthesis of terminological knowledge is a challenge every expert has to face. Because human experts cannot be omitted completely from the construction of knowledge bases, it would therefore be desirable to at least get some support from machines during this process. To this end, we shall investigate in this work an approach which shall allow us to extract terminological knowledge in the form of general concept inclusions from factual data, where the data is given in the form of vertex and edge labeled graphs. As such graphs appear naturally within the scope of the Semantic Web in the form of sets of RDF triples, the presented approach opens up the possibility to extract terminological knowledge from the Linked Open Data Cloud. We shall also present first experimental results showing that our approach has the potential to be useful for practical applications.

Lylo, Taras. Ideologemes of modern Russian propaganda in Mikhail Epstein’s essayistic interpretations. Ivan Franko National University of Lviv, February 2022. http://dx.doi.org/10.30970/vjo.2022.51.11404.

Full text
Abstract:
The article analyzes the main anti-propaganda accents in Mikhail Epstein’s essayistic argumentation about such messages of modern Russian propaganda as “Russia is threatened by an external enemy”, “Russia is a significant, powerful country”, “The collapse of the USSR was a tragedy”, “Russia is a special spiritual civilization”, “Our cause in Donbass is sacred”, “The enemy uses, or may use of illegal weapons”... A special emphasis is placed on the fact that the basis of these concepts is primarily ontological rather than ideological. Ideology is rather a cover for problematic Russian existence as a consequence of Russia’s problematic identity and for its inability to find itself in history. As a result, Russia is trying to resolve its historical issues geographically, through spatial expansion, trying to implement ideologemes such as “The Great Victory. We can repeat” or “Novorossia”. That is why M. Epstein clearly identifies the national and psychological basis of the Kremlin’s behavior in 2014-2021. М. Epstein easily refutes the main ideologemes of Russian propaganda. This gives grounds to claim that Russian political technologists use the classical principles of propaganda: ignore people who think; if the addressee is the masses, focus on a few simple points; reduce each problem to the lowest common denominator that the least educated person can repeat and remember; be guided by historical realities that appeal to well-known events and symbols and appeal to emotions, not to the mind. М. Epstein’s argumentation clearly points to another feature of modern Russian propaganda: if Soviet propaganda was concerned with the plausibility of its lies, then Kremlin propaganda does not care at all. It totally spreads lies, often ignoring even attempts to offer half-truth.

Abstract:
Although many people now have access to more accumulated information than has ever been the case in human existence, we also now face a moment when the proliferation of misinformation, or false or inaccurate information, poses major challenges. In response to these challenges and to build collaboration across disciplines and expertise and a more effective community of learning and practice, the Rita Allen Foundation partnered with RTI International and the Aspen Institute along with Craig Newmark Philanthropies, Democracy Fund, and Burroughs Wellcome Fund to hold the Misinformation Solutions Forum in October 2018 at the Aspen Institute in Washington, DC. This forum brought together academic researchers, technology professionals, data scientists, journalists, educators, community leaders, funders and a set of graduate student fellows to explore promising ideas for curbing the spread of misinformation. We issued an open call for ideas to be featured in the forum that sought interventions focused on reducing behaviors that lead to the spread of misinformation or encouraging behaviors that can lead to the minimization of its influence. Interventions with technological, educational, and/or community-based components were encouraged, as were projects involving science communication, public health and diverse populations. A panel of expert judges assessed submissions through a blind review process; judges included representatives from the Rita Allen Foundation, as well as external institutions such as the Democracy Fund, the National Institutes of Health, the Poynter Institute, First Draft, and academic institutions. Authors developed the essays presented here based on both original submissions and the iterative collaboration process that ensued.

Flandreau, Marc. Pari Passu Lost and Found: The Origins of Sovereign Bankruptcy 1798-1873. Institute for New Economic Thinking Working Paper Series, June 2022. http://dx.doi.org/10.36687/inetwp186.

Full text
Abstract:
Verdicts returned by modern courts of justice in the context of sovereign debt lawsuits have upheld a ratable (proportional) interpretation of so-called “pari passu” clauses in debt contracts which, literally, promise creditors they will be dealt with equitably. Such verdicts have given individual creditors the right to interfere with payments to others, in situation where the sovereign had failed to make proportional payments. Contract originalists argue that this interpretation of pari passu clauses has no historical foundation. Historically, they claim, pari passu clauses never granted individual creditors a unilateral right to block payments to other bondholders assenting to a government debt restructuring proposal. This article shows this claim is incorrect. Drawing on novel archival research, it argues that pari passu clauses find one potent historical origin in the operation of a now forgotten sovereign bankruptcy tribunal, the London stock exchange. Under the law of the stock exchange, departure from ratable payments did create a unilateral right for individual creditors to interfere with sovereign debt discharges. In fact, ratable distributions provided the touchstone for the stock exchange sanctioned sovereign debt discharge system. What is more, sophisticated contract drafters availed themselves of the logic. The result was a weaponization of pari passu clauses, and their inscription into sovereign debt covenants in the 19th century. The article concludes that the modern debate on the role of clauses in sovereign debt contracts cannot be held without thorough reconsideration of the history of sovereign bankruptcy.

Baader, Franz, Stefan Borgwardt, and Marcel Lippmann. On the Complexity of Temporal Query Answering. Technische Universität Dresden, 2013. http://dx.doi.org/10.25368/2022.191.

Full text
Abstract:
Ontology-based data access (OBDA) generalizes query answering in databases towards deduction since (i) the fact base is not assumed to contain complete knowledge (i.e., there is no closed world assumption), and (ii) the interpretation of the predicates occurring in the queries is constrained by axioms of an ontology. OBDA has been investigated in detail for the case where the ontology is expressed by an appropriate Description Logic (DL) and the queries are conjunctive queries. Motivated by situation awareness applications, we investigate an extension of OBDA to the temporal case. As query language we consider an extension of the well-known propositional temporal logic LTL where conjunctive queries can occur in place of propositional variables, and as ontology language we use the prototypical expressive DL ALC. For the resulting instance of temporalized OBDA, we investigate both data complexity and combined complexity of the query entailment problem.

Abstract:
Attention to mixed methods studies research has increased in recent years, particularly among funding agencies that increasingly require a mixed methods approach for program evaluation. At the same time, researchers operating within large-scale, rapid-turnaround research projects are faced with the reality that collection and analysis of large amounts of qualitative data typically require an intense amount of project resources and time. However, practical examples of efficiently collecting and handling high-quality qualitative data within these studies are limited. More examples are also needed of procedures for integrating the qualitative and quantitative strands of a study from design to interpretation in ways that can facilitate efficiencies. This paper provides a detailed description of the strategies used to collect and analyze qualitative data in what the research team believed to be an efficient, high-quality way within a team-based mixed methods evaluation study of science, technology, engineering, and math (STEM) high-school education. The research team employed an iterative approach to qualitative data analysis that combined matrix analyses with Microsoft Excel and the qualitative data analysis software program ATLAS.ti. This approach yielded a number of practical benefits. Selected preliminary results illustrate how this approach can simplify analysis and facilitate data integration.

Abstract:
The purpose of the study is to determine the features of the structure and functioning of the fear motive in F.M. Dostoevsky’s “fantastic story” “The Dream of a Ridiculous Man” and in A. Petrov’s cartoon of the same name. The report first examines the images, details, etc., with which the fear motive is created in the story, and then analyzes the ways of embodying this motive and transmitting a certain frightening atmosphere in the cinema. There is revealed and determined the ontological significance and the main character of fear in the “The Dream of a Ridiculous Man”, which, in our opinion, manifests itself in the fundamental nature and primacy of this feeling in human nature. It can be observed in the transition from the dream world, not defiled by the fall, to the terrible reality of St. Petersburg, described in the story. The scientific novelty lies in the fact that a comprehensive analysis of the fear motive in the story of F. M. Dostoevsky and the peculiarities of the interpretation of this motive in the animated film by A. Petrov has not been carried out before. The study revealed, firstly, a number of repetitive means by which the fear motive is formed in both works (and their functions were determined), and secondly, there was noted the originality of the representation of the analyzed motive in the cinema.

Chauvin, Juan Pablo, and Clemence Tricaud. Gender and Electoral Incentives: Evidence from Crisis Respons. Inter-American Development Bank, September 2022. http://dx.doi.org/10.18235/0004458.

Full text
Abstract:
While there is evidence of gender differences in leaders behavior, less is known about what drives these gaps. This paper uncovers the role of electoral incentives. Using a close election regression discontinuity design in Brazil, we first show that female mayors handled the COVID-19 crisis differently over the year 2020, which ended with new municipal elections. We find that having a female mayor led to more deaths per capita at the beginning of the pandemic a period characterized by uncertainty about the severity of the threat but to fewer deaths per capita later in the year, a period where this uncertainty was reduced. We provide additional evidence that female mayors were less likely to close non-essential businesses early on, and more likely to do so at the end, and that residents in female-led municipalities were more likely to stay at home in the weeks surrounding the election. We then show that these results can be rationalized by a simple political agency model where politicians seek re-election and where voters assess female and male politicians actions differently. Consistent with this interpretation, we show that the gender differences we find are driven exclusively by mayors who were not term-limited and thus allowed to run for re-election, and that the effects are stronger in municipalities with greater gender discrimination. Taken together, the results suggest that female and male leaders face different electoral incentives and adapt their policy decisions to voters expectations.

Abstract:
The article talks about the philosophical foundations that characterize the mechanism of internal inducement to action. As an academic, constitutional, and socio-ideological concept, the boundaries of freedom are outlined, which are displayed in the field of modern media space. The term «freedom» is considered as several philosophical concepts that formed the basis of the modern interpretation of this concept. The totality of its meanings is generalized into one that is adapted for the modern system. Parallels are drawn between the interaction of the concept of user freedom with the plane of domestic mass media because despite, the fact that consciousness is knowledge, the incoming information directly affects the individual and collective consciousness. Using the example of the most popular digital platforms, the components of the impact on users and the legal aspect of their implementation are analyzed. When considering the issues of freedom of choice and freedom of action on the Internet, special attention is paid to methods of collecting and processing information, in particular, the limitations and possibilities of digital programs-algorithms of the popular search engine Google. The types of personal information collected by Google about the user are classified and the possible mechanisms of influence on personal choice and access to information on the Internet are characterized. The article analyzes the constitutional guarantees of freedom and the impact of digital technologies on them. Particular attention is paid to ethics, in particular journalistic, which nominally regulates the limits of the humane, permissible, a / moral (unacceptable/acceptable) in the implementation of professional information activities in the media. Thus, the issue of freedom of choice and freedom of action in the plane of domestic mass media is subject to an objective examination of its components, they are analyzed for a proper constitutionally suitable phenomenon, which must be investigated from the point of view of compliance with human rights and freedoms and professional standards within the media.
