By opening a company’s innovation process, and allowing purposeful collaboration with external partners, Open Innovation (OI) offers several advantages, such as the use of external expertise, shorter time-to-market and reduced failure rates. However, the success of OI projects is directly linked to the selection of suitable partners, who operationally or strategically contribute to reach the goal of the OI project. Despite this relevance of OI-partner selection, methodical support has hitherto been limited — it is either too abstract to be helpful in practice, or too focused on single aspects. This paper presents a methodical approach to close this gap by combining identification and selection approaches from different fields, such as stakeholder analysis, lead-user identification and systems engineering. The methodology was evaluated in an industrial OI-project with an SME from plant manufacturing.

Zusammenfassung Kleine und mittlere Unternehmen (KMU) sind stark auf externes Wissen angewiesen. Gleichzeitig weisen KMU einen geringen Strukturierungsgrad in der unternehmensinternen Forschung und Entwicklung (F&E) auf, wodurch der Zugriff auf externes Wissen auch über kooperative F&E hinaus erfolgen muss. Basierend auf Argumenten aus der ressourcenbasierten Sicht auf das Unternehmen (RBV) und aus der Forschung zu organisationaler Absorptionsfähigkeit wird argumentiert, dass KMU in verschiedenen Phasen des Innovationsprozesses von der Kooperation mit unternehmensexternen Partnern profitieren. Die aufgestellten Hypothesen werden anhand von Daten aus dem Mannheimer Innovation Panel (MIP) getestet. Der Datensatz umfasst 1.475 KMU. Der Einfluss von phasenspezifischer Kooperation auf den innovativen Umsatz geht weit über F&E hinaus und ist vom gewählten Partner abhängig. Abstract Small and medium sized enterprises (SMEs) strongly depend on external knowledge. At the same time, SMEs face several resource constraints. Especially the marginally structured internal research and development (R&D) function leads to knowledge sourcing beyond cooperative R&D. Using arguments from the Resource-Based View of the firm (RBV) and Absorptive Capacity (AC), this study hypothesizes on external collaboration and innovative sales taking partner- and stage-specificity into account. Data originates from the Mannheim Innovation Panel (MIP) comprising 1.475 SMEs Results suggest a broad impact of stage-specific collaboration on innovative sales, which depends on the type of partner.

Social enterprises, like almost all organizations, continuously strive for external legitimacy. To be perceived as externally legitimated by society, social enterprises often engage in strategic partnerships. However, scholars have only recently turned their attention to the legitimating function of such partnerships. The purpose of this article is to address the hitherto neglected construct of inter-partner legitimacy. Drawing on institutional theory, we hypothesize that such inter-partner legitimacy affects the resource transfer among partners, which will, in turn, be recognized by society and will subsequently affect each partner’s external legitimacy. Dyadic data of 121 strategic partnerships between social enterprises and their key partners confirm our hypotheses. We add to institutional theory by integrating the often ignored dimension of inter-partner legitimacy into our analysis and demonstrate its relevance to each partner’s external legitimacy and to resource transfer. Further contributions to the literature on institutional theory, legitimacy, social entrepreneurship, and inter-organizational relationships are identified.

Die dargestellte Methodik erlaubt es Unternehmen, mithilfe eines gesamtheitlichen Ziel- und Kennzahlensystems ihr Produktionsnetzwerk realitätsnah abzubilden, Verbesserungspotentiale zu identifizieren und Gestaltungsmaßnahmen für das gesamte Netzwerk dynamisch zu bewerten.   Manufacturing networks can be characterized by diverse exchanges of goods and services between individual company locations as well as external partners and suppliers which pursue divergent objectives. The methodology presented allows companies by means of a comprehensive target and performance measurement system to map their production network in a realistic manner, to identify improvement potential and to dynamically evaluate design measures for the entire network.

As innovation is often created in networks, a company's business partners influence its innovative outcome. Although many studies investigate innovation networks as a means to explore and exploit external knowledge, virtually no research has focused on the characteristics of external partners — in particular their innovativeness. This study considers axial and lateral corporate partners and investigates the differential impact of the partners' innovativeness on a company's knowledge stocks (market, technological, organisational, process, and product knowledge). Drawing on the literature on inter-organisational networks and using survey data from the manufacturing industry, the results extend theory by revealing that not only relationships with partners but also their properties — partner innovativeness — are important for a company's knowledge stock. In essence our results suggest that the innovativeness of a firm's axial and lateral partners positively yet diversely influences its various knowledge stocks.

Management of relations with partners of the enterprise is impossible without determining the level of relations with each group of partners and selection of key partners of the enterprise, which actualizes the systematization and generalization of existing scientific approaches to assessing the level of interaction with certain types of partners. Theoretical studies of existing methods of assessing the relationship with consumers, suppliers, staff and other types of partners of the company showed the presence of a relatively small number of works, which set out different approaches to assessing the level of interaction. In solving this problem, the tools of the generalized desirability function are used. The article offers a developed approach to assessing the level of inter-organizational relations of the enterprise with partners in the field of road transport. There are three basic strategically oriented areas of relationship management with partners: the company’s attitude to the partner (partner value); partner’s attitude to the enterprise (partner loyalty); the prospect of the relationship between the company and the partner. The main directions of evaluation according to the proposed characteristics are given, which reveal these directions for optimal use of opportunities in providing and developing motor-transport enterprise (MTE) partnerships. A system of indicators for assessing the level of MTE relationships with the main types of partners (both external and internal) has been formed. An algorithm for estimating the level of MTE relationships with individual partners is proposed. A scale for assessing the relationship of MTE with partners based on the definition of the category of the relationship level in accordance with the value of the generalized desirability function. For a visual assessment of the level of MTE relations with partners, it is proposed to use a matrix built in three-dimensional space, along whose axes there are complex indicators for assessing the level of interaction, which are strategically oriented areas of partner relations management. The offered methodical bases of an estimation of relationship with partners allow to estimate a level of relations with all types of partners, to group them on a level of relations, choose key partners, develop strategies of mutual relations, and form individual relations with key partners.

— Currently, higher education must open their mindset to change the learning process. This process cannot still stay on a conventional process that only involved students and lecturers as learning participants because to capture what the current industry needs and the trend of knowledge, higher education institutions must collaborate with external parties as learning partners to give a global perspective about the industrial needs and trends. The process to identify a learning partner to contribute to the learning process is not easy way. The higher education institution must select which partner has appropriate skills and competency suitable for the subject’s course. Many parameters will be involved in the selection process to identify the right partner. In this proposed system, external parties in this context consist of professionals or educators from the external institution easily can be defined to be selected as learning partners based on their competency and experience, that listed on social media LinkedIn as a professional platform. The method to build this interactive recommender system in this study is based on design science research that identifies step by step design stage to propose the best way solution for the recommender system. The result of this study is an interactive recommender system that can help higher education to find out the best candidate for their learning partner so the collaboration of learning can be implemented effectively

The thesis focuses on the design of a new solution for the exchange of documentation between the energy distribution company XYZ and its external partners. Based on the analysis of the current documentation exchange process and the requirements of the stakeholders are proposed appropriate system solutions with the necessary functionalities and procedural steps of the exchange.

Human capital, financial support, and other resources are often provided to schools by private organizations such as corporations, community organizations, universities, and governments. There is a wealth of research on the benefits of public school-external partnerships (Barnett, Hall, Berg, & Macarena, 2010; Gardner, 2011; Norman, 2009, Semke & Sheridan, 2012), however, there is little information on the sustainability of public school’s external partnerships. Beabout (2010) argued that external relationships can be difficult for school leaders to establish and maintain. Since partnerships are essential to offset school shortage and provide opportunities for students, it is crucial to expand our understanding of how schools maintain their external partnerships.

This qualitative study involving interviews of 23 partnership organizers examined how schools maintained their long-term partnerships. This study explored institutional theory as a theoretical framework to examine how schools and organizations function as institutions. Powell and DiMaggio (1991) and Selznick (1957) stated that as an organization is “institutionalized” it tends to take on a special character and to achieve a distinctive competence, in other words, a trained or built-in incapacity. The study drew on Bolman and Deal’s (2003) four frames for how people view the world: structural, human resource, political, and symbolic.

Partnership organizers described effective communication as an important factor in maintaining partnerships. Key factors in effective communication were establishing points of contact for both the school and the partner, understanding each other’s roles, and having clear expectations. Partnership organizers shared that collaboration that moves the partnerships forward were key. That kind of collaboration involved understanding and respecting the school culture and procedures as well as building buy-in for the school and the organization stakeholders and it offered real world experiences to students. Participants cited a commitment to working through barriers with a focus on commitment, flexibility, and dedication as key factor.

Based on the partnership organizers experiences, this study offers a deeper understanding of the factors that contribute to maintaining public school-external partnerships, with implications for existing and future school partnerships. This study also offers implications for policy on school partnerships.

Swedish agencies are obligated to collaborate in order to fulfil their respective missions. One of the largest agencies, The Social Insurance Agency, collaborates with several agencies, employers and care providers. Collaboration that needs synchronous dialogues andexchange of information, requires people to coordinate calendars, but since the organizations’ technical systems are separated, problems occur. The meeting organizers have to face the time-wasting problem of searching for suitable meeting occasions, without access to the calendars of their external meeting participants. Meetings across organizational borders are, therefore, difficult to arrange. This study has enlightened this problem, using methods for deeper understanding of the user’s point of view, searching for alternative solutions and with an experimental approach evaluated four different alternatives, all with their own unique pros and cons. One solution based on a WebDAV/CalDAV concept is recommended, due to its potentials. It is superior to the other alternatives, because of its strength in functionality. Moreover, it has great potential to develop into a broader collaboration service, offering a digital work space with functions for document sharing, discussion boards etc.
Svenska myndigheter är skyldiga att samarbeta med varandra, inom ramen för sina respektive uppdrag. Ett exempel är Försäkringskassan, som samarbetar med flera andra myndigheter, arbetsgivare och vårdgivare. Samarbete som kräver synkrona dialoger och informationsutbyte försvåras av att de olika organisationernas tekniska system är separerade. Utan tillgång till deltagarnas kalendrar tvingas mötesarrangören lägga ner mycket tid i sökandet efter passande tider, och mötesdeltagarna behöver manuellt koordinera sina kalendrar. Möten över organisationsgränser blir därmed svåra att boka. I denna studie fördjupas förståelsen för problemet utifrån ett användarperspektiv, för att därefter söka efter på marknaden tillgängliga lösningar. Med ett experimentellt angreppssätt har fyra alternativ studerats, alla med sina respektive för- och nackdelar. Resultatet blir en rekommendation om att gå vidare med WebDAV/CalDAV som med sin funktionella styrka är det mest kraftfulla alternativet. Detta koncept kan, utöver mötesbokningsfunktionaliteten, utvecklas till en bredare samarbetstjänst för Försäkringskassan och dess externa parter, med potential att erbjuda digitala arbetsytor och funktioner för dokumentdelning, diskussionstavlor mm.

The Hispanic American population has a higher risk for chronic diseases, including diabetes mellitus type II (DMII), hypertension, and hyperlipidemia. Many population-specific risk factors are modifiable but distinctly related to culture (e.g., language, diet, healthcare practices, gender roles). Thirty participants recruited at a Los Angeles County hospital clinic completed a survey on partner involvement in care and partner knowledge level that were subsequently compared with participants' laboratory values (glycated hemoglobin and low-density lipoprotein [LDL]) and blood pressure.

Three significant correlations were found: Perceived consistent DMII-appropriate meal consumption was correlated with lower LDL levels; increased appointment attendance was associated with decreased LDL level; and there was a positive correlation between partner involvement and partner appointment attendance. The data supported the need for more research in the areas of partner support and education for improved outcomes of diabetics, especially those with strong cultural views and gender role delineations.

Enligt högskolelagen ingår det i högskolors och universitets uppdrag, förutom utbildning och forskning, också att samverka med omgivande samhälle. Då samverkansuppdraget inte är lika väldefinierat som utbildnings- och forskningsuppdraget, finns det behov av en gemensam målbild mellan lärosäten och externa parter gällande vad man önskar uppnå med samverkan. Detta examensarbete undersöker vilka likheter och/eller skillnader som finns med avseende på de mål som extern part, forskare och lärare samt samverkansrådgivare har i de mål som ligger som grund för samverkan mellan ett universitet och externa parter. Det har genomförts nio stycken semistrukturerade intervjuer från tre olika intressegrupper av samverkan: samverkansrådgivare på Linnéuniversitetet, lärare & forskare på Linnéuniversitetet samt externa intressenter. Värdefokuserat tänkande har använts som teoretisk referensram. Utifrån intervjuerna har de fundamentala och instrumentella målen konstruerats i en målstruktur för respektive informant. De fundamentala och instrumentella målen visar vad de olika informanterna har för värderingar kring samverkan och vilka mål de olika parterna önskar uppnå med att samverka med varandra. Fundamentala mål som förekom i flera av målstrukturerna var att bidra till nytta för samhället, att bidra till samhällsutvecklingen och att lösa gemensamma samhällsutmaningar. Ett instrumentellt mål som förekom i flera av målstrukturerna är vikten av att arbeta med studenter, då detta bidrog till att uppfylla de fundamentala målen att stärka kompetensförsörjningen i regionen och kom till nytta för samhällsutvecklingen. De instrumentella målen att arbeta med forskningsprojekt leder till att de fundamentala målen för ökad innovation och att lösa gemensamma samhällsutmaningar kan uppnås.
According to the Higher Education Act, colleges and universities are required to, in addition to education and research, collaborate with the outside society. Since collaboration is not as clearly defined as education and the research assignment, there is a need for a common goal image about what you want to achieve with collaboration. This master’s degree thesis studies what similarities and/or differences an external part, researchers & teachers and senior advisor in collaboration, have as goals with collaboration between a university and external partners. Value-focused thinking is used as theoretic framework. The study consists of nine semi structured interviews from three different interest groups: senior advisors in collaboration from Linnaeus University, researchers & teachers from Linnaeus University and external partners. From the interviews fundamental objectives and means objectives were identified and structured into hierarchies and means-ends networks from each informant´s answers. The fundamental and means objectives show what similarities and differences the informants have for values concerning collaboration and what goals the different parties wish to achieve by collaborating with each other. Fundamental objectives that existed in several of the structures were to contribute to the benefit of society, to contribute to the development of society and to solve common social challenges. A means objective that existed in the goal structures is the importance of working with students, as working with students helped fulfil the fundamental objectives to strengthen the competence in the region and came to benefit the development of society. The means objectives in research were to contribute to the fundamental objectives in strengthen innovation and benefit by enabling to solve common societal challenges.

A presente dissertação foi desenvolvida no âmbito do Mestrado Profissional em Gestão e Avaliação da Educação (PPGP) do Centro de Políticas Públicas e Avaliação da Educação da Universidade Federal de Juiz de Fora (CAEd/UFJF). O caso de gestão tem como objetivo identificar os motivos do abandono em duas escolas de Ensino Médio, sendo uma com maior taxa e outra com menor taxa de abandono escolar. da Coordenadoria Distrital de Educação – CDE 05 [Manaus-AM]. Como objetivos específicos, pretendemos: I) Verificar quais os motivos do abandono escolar nas quatro escolas com maior taxa de abandono escolar da CDE 05, na visão de alunos, gestor escolar, assim como do Coordenador da Redução do Abandono Escolar – CRAE - da CDE 05. II) Analisar os motivos mais recorrentes de infrequência e abandono dentre os alunos que abandonaram as escolas em 2016 e que se matricularam nas respectivas escolas selecionadas para esta pesquisa em 2017; III) Propor um plano de ações mais efetivo de combate ao abandono escolar nas duas escolas deste referido estudo. O texto foi organizado em três capítulos que descrevem esta pesquisa. No capítulo I, contextualizamos o abandono escolar no Ensino Médio no Brasil e no Amazonas. No capítulo II, realizamos a análise dos fatores externos e internos à escola que incidem sobre o abandono escolar, sendo maior relevância a análise dos fatores internos que subsidiou a elaboração do plano de ação para prevenção e redução do abandono nas escolas estudadas. A metodologia de pesquisa escolhida foi a qualitativa, por meio do estudo de caso, no qual foram usados instrumentos de coleta como: a aplicação de questionários aos alunos, entrevista semiestruturadas aos gestores escolares e Coordenador da Redução do Abandono Escolar da CDE 05 e uma pesquisa bibliográfica sobre a temática do abandono escolar no Ensino Médio. E, finalmente, no capítulo III, fazemos a proposição de um plano de ação para a prevenção e redução do abandono escolar nas duas escolas onde foi realizado o estudo de caso. Este trabalho apresenta como fundamentação teórica estudos realizados anteriormente sobre o abandono escolar, em que destacamos: Soares et al (2015), que estudou os “Fatores associados ao abandono escolar no ensino médio público de Minas Gerais”; Castelar (2010), que realizou “Um estudo sobre as causas de abandono escolar nas escolas públicas de Ensino Médio no Estado do Ceará”; Vasconcelos (2013), que pesquisou sobre “Abandono e absenteísmo Escolar no Conselho de Ponta Delgada”; Fritsch e Vitelli (2016), com seus estudos sobre a “Evasão escolar , a escola e o mercado de trabalho: o que dizem jovens do ensino médio de escolas públicas”. A fundamentação teórica desta pesquisa nos demonstrou que vários estudiosos categorizaram os motivos do abandono escolar em 02 grandes grupos: fatores internos e fatores externos à escola. Esta pesquisa se ateve aos fatores internos à escola que incidem sobre o abandono escolar. Dentre esses, o principal motivo destacado é o desinteresse escolar, o que os alunos chamaram de falta de vontade de estudar.
This dissertation was developed within the scope of the Professional Master in Management and Evaluation of Education (PPGP) of the Center for Public Policies and Education Evaluation of the Federal University of Juiz de Fora (CAEd / UFJF). The case of management aims to identify the reasons for dropping out in two high schools, one with a higher rate and another with a lower dropout rate. of the District Education Coordination - CDE 05 [Manaus-AM]. As specific objectives, we intend to: I) Check the reasons for dropping out in the four schools with the highest dropout rate of CDE 05, in the view of students, school administrators, as well as the CDE Coordinator of the Reduction of School Dropout - CDE 05. II) To analyze the most frequent reasons for infrequency and dropout among students who dropped out of school in 2016 and who enrolled in the respective schools selected for this research in 2017; III) To propose a more effective action plan to combat school dropout in the two schools of this study. The text was organized in three chapters that describe this research. In chapter I, we contextualize the drop out in high school in Brazil and the Amazon. In chapter II, we analyzed the external and internal factors that affect school drop-out, and the internal factors that contributed to the development of the action plan for prevention and reduction of dropout in the schools studied were more relevant. The research methodology chosen was qualitative, through a case study, in which collection instruments were used, such as: the application of questionnaires to students, a semi-structured interview with school administrators and the CDE 05 Abandonment Reduction Coordinator, and a research bibliography on the subject of school dropout in High School. Finally, in Chapter III, we propose a plan of action for the prevention and reduction of school drop-outs in the two schools where the case study was carried out. This study presents as theoretical foundation previous studies about school dropout, in which we highlight: Soares et al. (2015), who studied the "Factors associated with school dropout in Minas Gerais high school"; Castelar (2010), who conducted "A study on the causes of school dropout in public high schools in the state of Ceará"; Vasconcelos (2013), who researched on "School Abandonment and Absenteeism in the Council of Ponta Delgada"; Fritsch and Vitelli (2016) with their studies on "School Evasion, School and the Job Market: What Do High School Youth Say in Public Schools." The theoretical basis of this research has shown that several scholars have categorized the reasons for school dropout in two large groups: internal factors and factors external to school. This research was based on internal factors that affect school drop-out. Among these, the main reason is school disinterest, which the students called lack of will to study.

Partners will incur debts and other obligations in the course of carrying on the partnership’s business. This chapter examines the nature of the partners’ liabilities in these circumstances and the extent to which an individual partner can bind the partnership as a whole. It then considers whether it is possible for individuals who are not partners at the time the debt or obligation was incurred to be liable for that debt or obligation.

AbstractData management includes the development and use of architectures, guidelines, practices and procedures for accurate managing of data during the entire data lifecycle of an institutional unit or a research project. Data are defined as different information units such as numbers, alphabetic characters, and symbols that are particularly formatted and can be processed by computer. The data in the project is provided by various actors which can be GeomInt partners, their legal representatives, employees, and external partners.

Increased time to market pressure and globally distributed engineering design environments demand a modular product structure that provides affordable life-cycle cost, high quality, and efficient development work tasks among the engineering enterprise, its partners and its suppliers. This project, in the long run, intends to develop a systematic methodology to achieve effective product modularity and work tasks that will enhance product development process. As an initial effort, we conducted a two-phased survey to explore the level of understanding and to benchmark modularity practice in various industries. The results indicate that the form and the extent of modularity practice depend on industry specific drivers, which are largely affected by strategic preferences, external uncertainties and tactical alternatives. This paper presents an introductory overview of modularity as defined in academia, presents the results of the survey, and then proposes potential directions for future research.

In January, 2003, Enbridge Midcoast Energy, L.P., a subsidiary of Enbridge Energy Partners, L.P., implemented a comprehensive direct assessment development and validation project for its Natural Gas Business segment; a project intended to demonstrate the validity of External Corrosion and Internal Corrosion Direct Assessment (ECDA and ICDA). The work began in January 2003 and was concluded in June 2003. The primary goal of the project was to demonstrate that External Corrosion Direct Assessment and Internal Corrosion Direct Assessment as performed in compliance with the NACE and INGAA methodologies could be used to effectively verify and manage the integrity of non-piggable and non-interruptible natural gas pipeline segments. The programs were validated by in-line inspection (ILI) using high-resolution magnetic flux leakage tools and field verification digs. The objective of the project was to receive approval from the Texas Railroad Commission to use direct assessment (“DA”), where demonstrated to be appropriate, for integrity verification and management of pipeline systems that are not verifiable through other approved means. The Enbridge DA Validation Project was successfully completed and is considered to be one of the leading DA validation projects undertaken to date in the U.S. A total of 12,000 manhours and over $1MM was expended in performing the pre-assessment to identify a candidate pipeline, develop detailed procedures for DA execution and implementation, perform indirect surveys, modify pipe and complete cleaning pig runs, gauge pig runs, dummy pig runs, intelligent pig runs, perform detailed direct examinations and perform detailed analysis of the results including the preparation of the final report. This paper is intended to describe the steps that Enbridge took in validating DA.

As the 2019, 2020, and 2021 presidents of the American Chemical Society (ACS), it is our pleasure to extend our well-wishes to the Federation of Asian Chemical Societies (FACS) in the inaugural issue of AsiaChem. Die Gesundheit von Mitarbeitenden am Arbeitsplatz ist ein Thema, das vor dem Hintergrund des demografischen Wandels und der zunehmenden Forderung nach sozialer Verantwortung in ökonomischen Kontexten in vielen Industrienationen zusehends an Relevanz gewinnt. Ein klares Bekenntnis für die Mitarbeitendengesundheit stellen proaktive Programme der betrieblichen Gesundheitsförderung und des Gesundheitsmanagements dar. Für externe Unternehmen, Institutionen und ganz besonders für Endverbraucher bleiben diese Programme in der Regel allerdings intransparent. Verbraucher können die proaktive Fürsorge der Unternehmen nicht durch ihr Konsumverhalten honorieren, betrieblichen Partnern ist es nur vereinzelt möglich, kooperative Programme zu etablieren und hier Synergien zu nutzen und staatlichen Institutionen fällt es schwer, Regulierungen sinnvoll anzupassen. The Caribbean Community (CARICOM) was established in 1973 as a customs union and nowadays consists of 15 member countries. CARICOM includes member and non-members of the Organisation of Eastern Caribbean States (OECS), an economic union with free movement of people and goods, a single currency, and a common central bank. This report is the third in a series of INTAL publications on regional integration on the CaribbeanREPORT Community and covers the period 2005 to 2020. After a brief background to the CARICOM integration project and a look at the economy and international trade, this report focuses on the main issues and developments relating to the deepening of integration within CARICOM and crucial relationships with external partners. The final section concludes with an assessment of the short-term adverse impacts of the pandemic and summarizes a set of recommendations to tackle the main issues.

In response to the Paris Agreement and the Sustainable Development Goals (SDGs), the IDB Group Board of Governors endorsed the target of increasing climate-related financing in Latin America and the Caribbean (LAC) from 15% in 2015 to 30% of the IDB Groups combined total approvals by 2020. Currently, the IDB Group is on track to meet this commitment, as in 2018, it financed nearly US$5 billion in climate-change-related activities benefiting LAC, which accounted for 27% of total IDB Groups annual approvals. In 2019, the overall volume and proportion of climate finance in new IDBG approvals have increased to 29%. As the IDB continues to strive towards this goal by using its funds to ramp-up climate action, it also acknowledges that tackling climate change is an objective shared with the rest of the international community. For the past ten years, strategic partnerships have been forged with external sources of finance that are also looking to invest in low-carbon and climate-resilient development. Doing this has contributed to the Banks objective of mobilizing additional resources for climate action while also strengthening its position as a leading partner to accelerate climate innovation in many fields. From climate-smart technologies and resilient infrastructure to institutional reform and financial mechanisms, IDB's use of external sources of finance is helping countries in LAC advance toward meeting their international climate change commitments. This report collects a series of insights and lessons learned by the IDB in the preparation and implementation of projects with climate finance from four external sources: the Climate Investment Funds (CIF), the Forest Carbon Partnership Facility (FCPF), the Green Climate Fund (GCF) and the Global Environment Facility (GEF). It includes a systematic revision of their design and their progress on delivery, an assessment of broader impacts (scale-up, replication, and contributions to transformational change/paradigm shift), and a set of recommendations to optimize the access and use of these funds in future rounds of climate investment. The insights and lessons learned collected in this publication can inform the design of short and medium-term actions that support “green recovery” through the mobilization of investments that promote decarbonization.

This paper studies the impact of extreme weather events on the local tax revenue across Colombian municipalities. We follow a two-step approach to evaluate to what extent a municipality’s tax revenue depends on natural disasters taking place both locally and in its trade partners. In the first step, we estimate a gravity model of bilateral trade and construct a trade flow matrix allowing us to measure the strength of the economic relationships between cities. To do so, we build a novel dataset describing the inter-city trade flows for road transported goods in Colombia for the period 2015–2019. In the second step, we use spatial models to estimate the externalities of extreme weather events. Our results reveal that natural disasters in the destination cities increase the tax revenue in the origin city. We provide evidence of the capacity of trade to mitigate the negative effects of natural disasters.

Qualitative research is focused on the influence of COVID-19 pandemic and restriction measures on sexual and reproductive health in Latvia. Results of the anonymous online survey (I-SHARE) of 1173 people living in Latvia age 18 and over were used as a background in finalization the interview and the focus group discussion protocols ensuring better understanding of the influencing factors. The article examines the formation of the image of Ukraine by the French media during the Orange Revolution. The main factors influencing the tone of publications and difficulties in creating a positive external image of Ukraine in the French media are identified. The article is aimed at the analysis of scientific research on the influence of the French media on the formation of the image of Ukraine and its role in international socio-political processes. The study analyzes the materials of French journalists in the media, written during the events in 2004. The main factors influencing the formation of positive features of the Ukrainian state are identified. The main changes in perceptions of Ukraine in the French media are systematized. The influence of the media on the formation of the image and security of the state is determined. The main peaks of interest in Ukraine from foreign mass media are analyzed. Stereotypes and myths in the image of Ukraine that should be destroyed have been identified. The article also analyzes the role of the Orange Revolution in forming a positive image of Ukraine for foreign recipients. It is also investigated what factors influence the information space of the state and its role in image formation. Examples of Russian influence on the French media in order to undermine Ukraine’s image at the international level are given. Articles, radio and TV materials are offered as an example of interest and attention to the events of 2004. At the same time, the need to control the information that enters the information space outside Ukraine has been demonstrated. However, the positive effects of the image on the support of Ukraine by foreign partners have been identified.

In 2019, the Gambling Commission announced a National Strategy to Reduce Gambling Harms. Underlying the strategy is the Framework of Harms, outlined in Measuring gambling-related harms: A framework for action. "The Framework" adopts a public health approach to address gambling-related harm in Great Britain across multiple levels of measurement. It comprises three primary factors and nine related subfactors. To advance the National Strategy, all componentsneed to be supported by a strong evidence base. This report examines existing research expertise relevant to the Framework amongacademics based in the UK. The aim is to understand the extent to which the Framework factors and subfactors have been studied in order to identify gaps in expertise and provide evidence for decision making thatisrelevant to gambling harms research priorities. A social network analysis identified coauthor networks and alignment of research output with the Framework. The search strategy was limited to peer-reviewed items and covered the 12-year period from 2008 to 2019. Articles were selected using a Web of Science search. Of the 1417 records identified in the search, the dataset was refined to include only those articles that could be assigned to at least one Framework factor (n = 279). The primary factors and subfactors are: Resources:Work and Employment, Money and Debt, Crime;Relationships:Partners, Families and Friends, Community; and Health:Physical Health, Psychological Distress, and Mental Health. We used Gephi software to create visualisations reflecting degree centrality (number of coauthor networks) so that each factor and subfactor could be assessed for the density of research expertise and patterns of collaboration among coauthors. The findings show considerable variation by framework factor in the number of authors and collaborations, suggesting a need to develop additional research capacity to address under-researched areas. The Health factor subcategory of Mental Health comprised almost three-quarters of all citations, with the Resources factor subcategory of Money and Debt a distant second at 12% of all articles. The Relationships factor, comprised of two subfactors, accounted for less than 10%of total articles. Network density varied too. Although there were few collaborative networks in subfactors such as Community or Work and Employment, all Health subfactors showed strong levels of collaboration. Further, some subfactors with a limited number of researchers such as Partners, Families, and Friends and Money and debt had several active collaborations. Some researchers’ had publications that spanned multiple Framework factors. These multiple-factor researchers usually had a wide range of coauthors when compared to those who specialised (with the exception of Mental Health).Others’ collaborations spanned subfactors within a factor area. This was especially notable forHealth. The visualisations suggest that gambling harms research expertise in the UK has considerable room to grow in order to supporta more comprehensive, locally contextualised evidence base for the Framework. To do so, priority harms and funding opportunities will need further consideration. This will require multi-sector and multidisciplinary collaboration consistent with the public health approach underlying the Framework. Future research related to the present analysis will explore the geographic distribution of research activity within the UK, and research collaborations with harms experts internationally.

1.1 Macroeconomic summary Economic recovery has consistently outperformed the technical staff’s expectations following a steep decline in activity in the second quarter of 2020. At the same time, total and core inflation rates have fallen and remain at low levels, suggesting that a significant element of the reactivation of Colombia’s economy has been related to recovery in potential GDP. This would support the technical staff’s diagnosis of weak aggregate demand and ample excess capacity. The most recently available data on 2020 growth suggests a contraction in economic activity of 6.8%, lower than estimates from January’s Monetary Policy Report (-7.2%). High-frequency indicators suggest that economic performance was significantly more dynamic than expected in January, despite mobility restrictions and quarantine measures. This has also come amid declines in total and core inflation, the latter of which was below January projections if controlling for certain relative price changes. This suggests that the unexpected strength of recent growth contains elements of demand, and that excess capacity, while significant, could be lower than previously estimated. Nevertheless, uncertainty over the measurement of excess capacity continues to be unusually high and marked both by variations in the way different economic sectors and spending components have been affected by the pandemic, and by uneven price behavior. The size of excess capacity, and in particular the evolution of the pandemic in forthcoming quarters, constitute substantial risks to the macroeconomic forecast presented in this report. Despite the unexpected strength of the recovery, the technical staff continues to project ample excess capacity that is expected to remain on the forecast horizon, alongside core inflation that will likely remain below the target. Domestic demand remains below 2019 levels amid unusually significant uncertainty over the size of excess capacity in the economy. High national unemployment (14.6% for February 2021) reflects a loose labor market, while observed total and core inflation continue to be below 2%. Inflationary pressures from the exchange rate are expected to continue to be low, with relatively little pass-through on inflation. This would be compatible with a negative output gap. Excess productive capacity and the expectation of core inflation below the 3% target on the forecast horizon provide a basis for an expansive monetary policy posture. The technical staff’s assessment of certain shocks and their expected effects on the economy, as well as the presence of several sources of uncertainty and related assumptions about their potential macroeconomic impacts, remain a feature of this report. The coronavirus pandemic, in particular, continues to affect the public health environment, and the reopening of Colombia’s economy remains incomplete. The technical staff’s assessment is that the COVID-19 shock has affected both aggregate demand and supply, but that the impact on demand has been deeper and more persistent. Given this persistence, the central forecast accounts for a gradual tightening of the output gap in the absence of new waves of contagion, and as vaccination campaigns progress. The central forecast continues to include an expected increase of total and core inflation rates in the second quarter of 2021, alongside the lapse of the temporary price relief measures put in place in 2020. Additional COVID-19 outbreaks (of uncertain duration and intensity) represent a significant risk factor that could affect these projections. Additionally, the forecast continues to include an upward trend in sovereign risk premiums, reflected by higher levels of public debt that in the wake of the pandemic are likely to persist on the forecast horizon, even in the context of a fiscal adjustment. At the same time, the projection accounts for the shortterm effects on private domestic demand from a fiscal adjustment along the lines of the one currently being proposed by the national government. This would be compatible with a gradual recovery of private domestic demand in 2022. The size and characteristics of the fiscal adjustment that is ultimately implemented, as well as the corresponding market response, represent another source of forecast uncertainty. Newly available information offers evidence of the potential for significant changes to the macroeconomic scenario, though without altering the general diagnosis described above. The most recent data on inflation, growth, fiscal policy, and international financial conditions suggests a more dynamic economy than previously expected. However, a third wave of the pandemic has delayed the re-opening of Colombia’s economy and brought with it a deceleration in economic activity. Detailed descriptions of these considerations and subsequent changes to the macroeconomic forecast are presented below. The expected annual decline in GDP (-0.3%) in the first quarter of 2021 appears to have been less pronounced than projected in January (-4.8%). Partial closures in January to address a second wave of COVID-19 appear to have had a less significant negative impact on the economy than previously estimated. This is reflected in figures related to mobility, energy demand, industry and retail sales, foreign trade, commercial transactions from selected banks, and the national statistics agency’s (DANE) economic tracking indicator (ISE). Output is now expected to have declined annually in the first quarter by 0.3%. Private consumption likely continued to recover, registering levels somewhat above those from the previous year, while public consumption likely increased significantly. While a recovery in investment in both housing and in other buildings and structures is expected, overall investment levels in this case likely continued to be low, and gross fixed capital formation is expected to continue to show significant annual declines. Imports likely recovered to again outpace exports, though both are expected to register significant annual declines. Economic activity that outpaced projections, an increase in oil prices and other export products, and an expected increase in public spending this year account for the upward revision to the 2021 growth forecast (from 4.6% with a range between 2% and 6% in January, to 6.0% with a range between 3% and 7% in April). As a result, the output gap is expected to be smaller and to tighten more rapidly than projected in the previous report, though it is still expected to remain in negative territory on the forecast horizon. Wide forecast intervals reflect the fact that the future evolution of the COVID-19 pandemic remains a significant source of uncertainty on these projections. The delay in the recovery of economic activity as a result of the resurgence of COVID-19 in the first quarter appears to have been less significant than projected in the January report. The central forecast scenario expects this improved performance to continue in 2021 alongside increased consumer and business confidence. Low real interest rates and an active credit supply would also support this dynamic, and the overall conditions would be expected to spur a recovery in consumption and investment. Increased growth in public spending and public works based on the national government’s spending plan (Plan Financiero del Gobierno) are other factors to consider. Additionally, an expected recovery in global demand and higher projected prices for oil and coffee would further contribute to improved external revenues and would favor investment, in particular in the oil sector. Given the above, the technical staff’s 2021 growth forecast has been revised upward from 4.6% in January (range from 2% to 6%) to 6.0% in April (range from 3% to 7%). These projections account for the potential for the third wave of COVID-19 to have a larger and more persistent effect on the economy than the previous wave, while also supposing that there will not be any additional significant waves of the pandemic and that mobility restrictions will be relaxed as a result. Economic growth in 2022 is expected to be 3%, with a range between 1% and 5%. This figure would be lower than projected in the January report (3.6% with a range between 2% and 6%), due to a higher base of comparison given the upward revision to expected GDP in 2021. This forecast also takes into account the likely effects on private demand of a fiscal adjustment of the size currently being proposed by the national government, and which would come into effect in 2022. Excess in productive capacity is now expected to be lower than estimated in January but continues to be significant and affected by high levels of uncertainty, as reflected in the wide forecast intervals. The possibility of new waves of the virus (of uncertain intensity and duration) represents a significant downward risk to projected GDP growth, and is signaled by the lower limits of the ranges provided in this report. Inflation (1.51%) and inflation excluding food and regulated items (0.94%) declined in March compared to December, continuing below the 3% target. The decline in inflation in this period was below projections, explained in large part by unanticipated increases in the costs of certain foods (3.92%) and regulated items (1.52%). An increase in international food and shipping prices, increased foreign demand for beef, and specific upward pressures on perishable food supplies appear to explain a lower-than-expected deceleration in the consumer price index (CPI) for foods. An unexpected increase in regulated items prices came amid unanticipated increases in international fuel prices, on some utilities rates, and for regulated education prices. The decline in annual inflation excluding food and regulated items between December and March was in line with projections from January, though this included downward pressure from a significant reduction in telecommunications rates due to the imminent entry of a new operator. When controlling for the effects of this relative price change, inflation excluding food and regulated items exceeds levels forecast in the previous report. Within this indicator of core inflation, the CPI for goods (1.05%) accelerated due to a reversion of the effects of the VAT-free day in November, which was largely accounted for in February, and possibly by the transmission of a recent depreciation of the peso on domestic prices for certain items (electric and household appliances). For their part, services prices decelerated and showed the lowest rate of annual growth (0.89%) among the large consumer baskets in the CPI. Within the services basket, the annual change in rental prices continued to decline, while those services that continue to experience the most significant restrictions on returning to normal operations (tourism, cinemas, nightlife, etc.) continued to register significant price declines. As previously mentioned, telephone rates also fell significantly due to increased competition in the market. Total inflation is expected to continue to be affected by ample excesses in productive capacity for the remainder of 2021 and 2022, though less so than projected in January. As a result, convergence to the inflation target is now expected to be somewhat faster than estimated in the previous report, assuming the absence of significant additional outbreaks of COVID-19. The technical staff’s year-end inflation projections for 2021 and 2022 have increased, suggesting figures around 3% due largely to variation in food and regulated items prices. The projection for inflation excluding food and regulated items also increased, but remains below 3%. Price relief measures on indirect taxes implemented in 2020 are expected to lapse in the second quarter of 2021, generating a one-off effect on prices and temporarily affecting inflation excluding food and regulated items. However, indexation to low levels of past inflation, weak demand, and ample excess productive capacity are expected to keep core inflation below the target, near 2.3% at the end of 2021 (previously 2.1%). The reversion in 2021 of the effects of some price relief measures on utility rates from 2020 should lead to an increase in the CPI for regulated items in the second half of this year. Annual price changes are now expected to be higher than estimated in the January report due to an increased expected path for fuel prices and unanticipated increases in regulated education prices. The projection for the CPI for foods has increased compared to the previous report, taking into account certain factors that were not anticipated in January (a less favorable agricultural cycle, increased pressure from international prices, and transport costs). Given the above, year-end annual inflation for 2021 and 2022 is now expected to be 3% and 2.8%, respectively, which would be above projections from January (2.3% and 2,7%). For its part, expected inflation based on analyst surveys suggests year-end inflation in 2021 and 2022 of 2.8% and 3.1%, respectively. There remains significant uncertainty surrounding the inflation forecasts included in this report due to several factors: 1) the evolution of the pandemic; 2) the difficulty in evaluating the size and persistence of excess productive capacity; 3) the timing and manner in which price relief measures will lapse; and 4) the future behavior of food prices. Projected 2021 growth in foreign demand (4.4% to 5.2%) and the supposed average oil price (USD 53 to USD 61 per Brent benchmark barrel) were both revised upward. An increase in long-term international interest rates has been reflected in a depreciation of the peso and could result in relatively tighter external financial conditions for emerging market economies, including Colombia. Average growth among Colombia’s trade partners was greater than expected in the fourth quarter of 2020. This, together with a sizable fiscal stimulus approved in the United States and the onset of a massive global vaccination campaign, largely explains the projected increase in foreign demand growth in 2021. The resilience of the goods market in the face of global crisis and an expected normalization in international trade are additional factors. These considerations and the expected continuation of a gradual reduction of mobility restrictions abroad suggest that Colombia’s trade partners could grow on average by 5.2% in 2021 and around 3.4% in 2022. The improved prospects for global economic growth have led to an increase in current and expected oil prices. Production interruptions due to a heavy winter, reduced inventories, and increased supply restrictions instituted by producing countries have also contributed to the increase. Meanwhile, market forecasts and recent Federal Reserve pronouncements suggest that the benchmark interest rate in the U.S. will remain stable for the next two years. Nevertheless, a significant increase in public spending in the country has fostered expectations for greater growth and inflation, as well as increased uncertainty over the moment in which a normalization of monetary policy might begin. This has been reflected in an increase in long-term interest rates. In this context, emerging market economies in the region, including Colombia, have registered increases in sovereign risk premiums and long-term domestic interest rates, and a depreciation of local currencies against the dollar. Recent outbreaks of COVID-19 in several of these economies; limits on vaccine supply and the slow pace of immunization campaigns in some countries; a significant increase in public debt; and tensions between the United States and China, among other factors, all add to a high level of uncertainty surrounding interest rate spreads, external financing conditions, and the future performance of risk premiums. The impact that this environment could have on the exchange rate and on domestic financing conditions represent risks to the macroeconomic and monetary policy forecasts. Domestic financial conditions continue to favor recovery in economic activity. The transmission of reductions to the policy interest rate on credit rates has been significant. The banking portfolio continues to recover amid circumstances that have affected both the supply and demand for loans, and in which some credit risks have materialized. Preferential and ordinary commercial interest rates have fallen to a similar degree as the benchmark interest rate. As is generally the case, this transmission has come at a slower pace for consumer credit rates, and has been further delayed in the case of mortgage rates. Commercial credit levels stabilized above pre-pandemic levels in March, following an increase resulting from significant liquidity requirements for businesses in the second quarter of 2020. The consumer credit portfolio continued to recover and has now surpassed February 2020 levels, though overall growth in the portfolio remains low. At the same time, portfolio projections and default indicators have increased, and credit establishment earnings have come down. Despite this, credit disbursements continue to recover and solvency indicators remain well above regulatory minimums. 1.2 Monetary policy decision In its meetings in March and April the BDBR left the benchmark interest rate unchanged at 1.75%.
