Full textThis work adresses two important strategies concerning many to-day firms about outsourcing. Obviously it is not only firms to be interested but also States, people, and the xhole society. This problematic deserves to analyze the main components: history, politics, economic, laws, operational, marketing, accounting and finance, strategic, benchmarketing, information systems, and so on. This is what we try to enlight. Then, we shall be interested to value firms that are interested to change to outsourcing. Next, we shall study the problem of firm valuation in the context of outsourcing of activities, from the standard recent models till new models of LECOINTRE and the EVaLUCE model which will be adaptated to take into account new externalyzed situations. Finally we have set up an inquiry to know how CEO, or managers consider the problem of decentralisation. Our results show a relative bad knowledge of the decentralization processes and a strong need to receive help from State or other Institution

Full textData outsourcing to the Cloud has led to new security threats. The main concerns of this thesis are to protect the user data and privacy. In particular, it follows two principles : to decrease the necessary amount of trust towards the Cloud, and to design an architecture based on a trusted module between the Cloud and the clients. Both principles are derived from a new design approach : "Trust The Module, Not The Cloud ".Gathering all the cryptographic operations in a dedicated module allows several advantages : a liberation from internal and external attacks on client side ; the limitation of software to the essential needs offers a better control of the system ; using co-processors for cryptographic operations leads to higher performance.The thesis work is structured into three main sections. In the first section , we confront challenges of a personal Cloud, designed to protect the users’ data and based on a common and cheap single-board computer. The architecture relies on two main foundations : a transparent encryption scheme based on Full Disk Encryption (FDE), initially used for local encryption (e.g., hard disks), and a transparent distribution method that works through iSCSI network protocol in order to outsource containers in Cloud.In the second section we deal with the performance issue related to FDE. By analysing the XTS-AES mode of encryption, the Linux kernel module dm-crypt and the cryptographic co-processors, we introduce a new approach called extReq which extends the cryptographic requests sent to the co-processors. This optimisation has doubled the encryption and decryption throughput.In the final third section we establish a Cloud for enterprises based on a more powerful and certified Hardware Security Module (HSM) which is dedicated to data encryption and keys protection. Based on the TTM architecture, we added "on-the-shelf" features to provide a solution for enterprise

The Ministry of defense, as well as the Ministries forJustice and of Interior, already outsources several functions,previously dedicated to Civil servants or militaries. Nevertheless,national defense is a constitutional public service, which shouldnot be delegated to any private person. However, theConstitutional Supreme Court admitted to delegate, by contract,“detachable” functions. Thus, the “outsourcable” perimeter, the“kingly core business” should be determined, as no legaldocument defines it. Except some already judged specific cases,the minister is liable to decide alone, thanks to his objectives:budget sparing, better efficiency. Full textThe purpose of this research is to identify the factors influencing information technology outsourcing decision in french hospitals. Considering the difference between public and private sectors, this research aims also to compare the decision factors of these two kinds of hospitals. The results of the preliminary analysis show that there is no significant difference between the decision factors of information technology outsourcing in french public and private hospitals. But, after a series of statistical analyses, we indeed find that some nuances exist between these two kinds of hospitals. This empirical study provides a conceptual framework which can help us to understand the decision of information technology outsourcing in public and private hospitals. Besides, it also proposes some strategies for information technology suppliers and hospitals respectively

Full textThis research is devoted to the outsourcing of Sourcing-Supply-Logistics management of articles called "C Class" at ALSTOM´s. ALSTOM´s C-Class is a purchasing family that groups items with low unit value and heterogeneous (markets, technologies, prices, volumes and weights). By utilizing the Transaction Costs Theory and the Agency Theory, as well as some case-studies on the purchasing function and the outsourcing, this thesis analyzes the determinants and risks associated with outsourcing of activities, including purchasing, in order to improve the outsourced management of purchasing and supply of C class. Its author, as a practitioner-researcher, favors Action Research. He based his investigation on semi-structured interviews with professionals involved in the management of the C-Class, produced results that not only the problems of redefining the scope of outsourced resources, reliability of expression of needs, control and performance measurement, but also suggest solutions to the aforementioned problems, such as the definition of class C and its perimeter

Movilizando la Teoría de Costes de Transacción, la Teoría de la Agencia, así como algunos trabajos sobre la función de compras y la contratación externa, esta investigación analiza los factores determinantes y los riesgos de la externalización de actividades, incluyendo las compras, para mejorar la adquisición del externalizado y suministro de Clase C. Full textThe business model of cloud computing, especially in its application layer of services SaaS, has evolved into a new approach based on the exploitation of scale economies. This could be done by offering at the same time a unique application instance to several customers called tenants, following the multi-tenancy principle. The objective of this principle at the application level is to reduce the operating costs of the proposed service and to capitalize on the cumulative experience throught its sharing. However, the implementation of such principle requires addressing a number of challenges realted to its organizational structure, in which each tenant must have the feeling of using a fully ded- icated application for his usage. This implies a dynamic management of variability in tenants needs and a strict isolation of their data. In this dissertation, we focus on the principle of multi-tenancy and the main challenges arising before proposing our contributions. These can be summarized in three axes: (i) the first is the specification of a variability meta-model introducing new modeling concepts to better address the variability and outsource its management as a service. For this, we have intro- duced the concept of VaaS (Variability as a Service) as a new member of the Cloud services family. (ii) The second axis is to extend the management outsourcing policy, initially adopted to manage the variability, in order to apply it at the data level by providing a data isolation system as a service. The main advantage of such system is to isolate tenants data in an almost transparent way to developers, without introducing major changes to the architectures of existing applications. (iii) The last axis concerns the combination of the first two contributions and other related services to the administra- tion and security of multi-tenant applications in a dedicated platform, towards a holistic approach of multi-tenancy management by outsourcing

Full textDans le but d’améliorer la compréhension de la nature et du fonctionnement de l’externalisation des forces commerciales (EFC), nous avons appréhendé la complexité de ce phénomène organisationnel dans une perspective constructiviste. L’absence de réponse théorique satisfaisante apportée, notamment par les « théories de la firme », à la question des enjeux humains du phénomène d’EFC, de même que la mise en perspective des connaissances théoriques et des résultats de nos investigations empiriques, nous ont incitées à construire un projet de connaissances au sujet de la nature du lien nouveau que nous avions opéré entre des représentations mentales spécifiques et la réussite du processus d’EFC. Ce lien nouveau a fondé notre problématique de recherche parce qu’il représentait un point d’entrée potentiel pour parvenir à caractériser utilement le phénomène d’EFC. Afin de conceptualiser cette « clé de compréhension », nous avons eu recours à l’exploration théorique avec un raisonnement analogique. Les connaissances que nous avons mises au jour ont été intégrées dans un cadre conceptuel proposant une « approche cognitivo-relationnelle globale » du processus d’EFC. Cette approche justifie la prise en compte des rôles joués par les managers pilotant les opérations d’EFC et par les autres parties prenantes, au niveau du succès de l’EFC et de la « performance globale » de l’organisation. Les apports de notre thèse se situent aux niveaux de la construction d’une représentation instrumentale de l’EFC, des connaissances théoriques et des réponses pratiques accumulées, ainsi que des perspectives théoriques ouvertes au regard des notions d’ « expérience » et de « confiance »

Full textThis thesis examines the orientations of information systems (IS) between characteristics of flexibility and standardization in the specific case of business process outsourcing (BPO) of innovative services. We explore, through three case studies, the relationship between standardization and flexibility in the IS. It is at the crossroads of three management phenomena, of that our research lies. These phenomena are those of outsourcing business processes, service innovation and inter-organizational information systems (lOS). Our research was carried out on innovative BPO that banks in Egypt carry with their service providers. Banks are known for their highly regulated IS and work modes. They are strongly regulated institutions, and yet they seek to offer innovative services for their clients by overcoming specific environmental challenges. We seek throughout this study to describe the aspects of service innovation associated with the cases, how value is created, as well as the specific roles of the outsourcing relationship actors in the orientations of the lOS towards greater flexibility or standardization

Full textExocytosis is a fundamental biological mechanism which allows liberation of the contents of secretory granules into the extracellular medium. This calcium-regulated process requires the formation of lipid domains for the structural and spatial organisation of exocytotic sites. In the chromaffin cell, annexine A2, a calcium-, actin- and lipid-binding protein participates in the formation and stabilization of lipid microdomains. The major advance resulting from my thesis is the elucidation of the three-dimensional organization and the role of actin at the exocytotic site. Phosphorylation of the tyrosine 23 is known to affect the binding of annexin A2 to actin filaments and plasma membrane, two major actors of the exocytotic process and my results highlight the functional importance of this phosphorylation on exocytosis. Furthermore, tyrosine 23 phosphorylation also triggers a translocation of annexin A2 to the external face of the plasma membrane. The role and functional signification of this externalization was also examined

Full textPart I studies the neo-institutionalist economic theory of the firm. The main contributions to this new perspective show that it supplies an answer to some fundamental flaws of the traditional theory of the firm, especially because the factors of production are no longer considered as symmetrical (since conflicts of interest between capital and labor are accounted for) and because the employment relation is viewed as the essence of the firm. But the new theory argues that the capitalist form of the firm (i. E. The wage relation) is the best institutional response to problems stemming from the conflictual nature of the employer employee relation and hence overlooks the question of labor control during the implementation of the wage contract. In a second part it is shown that historical evidence proves that it is a crucial problem of management which has called for specific strategies of paramount importance in the history of capitalist firms. Two examples are analyzed then : paternalistic policies, with special reference to primary education in the 19th century, and the inside contracting system, both considered as control strategies applied to industrial labor power

Full textAβ peptide results from the cleavage of the APP, localised in cholesterol enriched domains of the plasma membrane called "lipid rafts". The mechanisms which allow its externalisation remain badly known. Our objective was to highlight them in Alzheimer disease of and its transgenic models by using markers of the lipid rafts like flotillin-1 and GM1 ganglioside. In APPxPS1 mice we observed a intracellular production of Aβ peptide in multivesicular bodies. The analysis of the distribution of flotilin-1 revealed that it accumulated in granules, in the soma of neurons which contained a DNF. Ganglioside GM1 accumulates in the periphery of the senile plaques in APP dystrophic neurites. In SH-SY5Y cells transfected with mutated APP, a colocalisation between GM1 and Aβ but also with the C99 fragment of APP were observed into the membrane. This membrane interaction seems to be necessary to the externalisation of Aβ peptide since the inhibition of the GM1.

Full textAppeared almost twenty years ago in the doctrinal discourse of administrativ law, still today the term of externalisation is paradoxically not very present in the theoretical language of lawyers, and nearly absent in the positiv law and in the courtrooms. Indeed it is employed most of the time as a « cosmetic » and ideological term mainly destined to realize, generally, of the managerial turn borrowed by organization and management of administrative action in the framework of state reform, and under the influence of the New Public Management precepts. However, it is not dedicated to remain simply as an idiom representative of emergence of a new posture of state and public authorities. As it happens, it can be considered as a concept in full integrated to the general theory of administrativ law. As such, it offers opportunity of an original approach of contemporary transformations crossing this disciplinary purview, and allows to provide a definition and a contents properly administrative to this term many times mentioned and so litte specified. Inspired by the achievements of economics and management, and the works conducts by civil law doctrine, the conceptualization of administrative externalisation leads to the discovery of an novel management mode of administrative action based on a logic of cooperation, and covering the recourse by public authorities at traditional juridical instruments endued of a singular function to empower a third party to share in the realisation of an ability assigned to them by the legal order. Thus elaborated, the administrative externalisation concept unflods in the framework of fulfillement of the concret public authorities ability, under multiple juridical forms and in various fields of activity, by the means of an instrumentalization of the obligation revealing a renewed conception of this one. Therefore, it brings unprecedented elements of understanding of evolution of methods of intervention by the administrative authorities. From title to subtitle, theoretical utility of this concept is measured so in terms of the content assigned to it, wich sets the milestones of an administrative externalisation theory and, beyond, of a cooperative management of administrative action theory

Full textOutsourcing, paradoxically represents an opportunity, an issue and a risk. In fact, it is relevant to understand the phenomenon in depth. The purpose of this thesis is to analyze the different phases of the process, why outsource and how to deal with any possible perverse effect. The public person, under a budget constraint, chooses to call on the private sector to control costs. We observe, however, that this objective is not achieved. This thesis tries to look for the real legitimacy of a public-private partnership. A triangulation of four information sources has given rise to the following report: an interest for the skills emerges to the detriment of the budget cut. Relying on the literature and several projects observation, we find out, within the framework of a more socio-philosophical vision, that public-private partnerships are part of a new world of consumption, liquid society

Full textIn this dissertation, we propose an integrative model to disentangle the predictive power of transaction cost theory and resource based approach, in order to explain the probability of firms executing a support function in-house, or through contracting with external providers. We test the model in the context of logistic operatons of the larger retail firms in France. Overall results show that both theories provide complementary explanations for the probability of firms organizing their logistics in-house or through external providers. The results also show the importance of the comparative advantages, in terms of both costs and competencies, between service providers and clients. Full textOutsourcing is an age-old phenomenon that has not been described in operational terms by any theory. Through a review of the literature on transaction cost economics and an approach based on core competencies; this thesis proposes a theory of outsourcing, which has an empirical basis in a case study on aircraft maintenance in l’Aviation Légère de l’Armée de Terre (the French Army Aviation), and which we regard as HRO (High Reliability Organization). Outsourcing is therefore defined dynamically through an adaptive approach based on four main variables: the outsourcing propensity, the economic profitability of the project, the cardicity and the organizational learning. Based on an original practitioner-researcher approach and by using an innovative method of analysis, we demonstrate the applicability of this theory and its possible uses for all HROs with a view to a more widespread application

Full textThis thesis, comprised of three research papers, provides insight into the outsourcing decision and for firm boundaries by elaborating theoretical arguments in favor of, and then validating three different factors: resources, knowledge and competition. The first two papers respectively propose and validate empirically the role of firm capabilities and of knowledge based transactions costs on firm boundaries. Resources, I demonstrate, serve as “shift parameters” that lead to a “shift” in the critical value of asset specificity at which outsourcing (market governance) gives way to in-sourcing (hierarchy). Knowledge based transaction costs are costs that are incurred when switching from in-sourcing to outsourcing. I show that knowledge based transaction costs affect the sourcing decision and the performance that follows. The final paper proposes and validates through simulation the role of competition for the firm boundary decision. I show that as a result of competitive interactions, “cascades of outsourcing” may be produced in an industry and that this affects the vertical structure of the industry

Full textSub-Saharan African countries have been facing a financial, economic and social situation particularly difficult. Following the example of many other countries of the world, the government is not able to satisfy the needs and aspirations of the populations any more. Public administration reforms projects strictly linked to the Structural Adjustment Programs (SAP), have been multiplicated all over the continent They are created in order to stabilize the public management by the rationalization, increasing performance and achieving better results. Some missions taken by the government have been delegated to local organisations so that the government cin focus on the fundamental functions of the State. In Cote d'lvoire too, the experiences of public administration reforms began in 1990, causing massive layoffs of public workers. In 1999, the temporary agents' loyofft has needed a policy of reconversion through the outsourcing of publics services. Considering the critics about the opportunity of this new mode of management in the Administration, my questions are about the consequences in terms of costs for the government, as well as satisfaction for the beneficiaries and the functioning of the educational institution. In the perspective of organisational sociology and school administration, I will combine several methods of investigation: documentary research, a survey questionnaire passed with several educational actors and some detailed interviews with school's heads. In order to measure the positives effects and the negatives aspects of the outsourcing public'educational services, some indicators will be built. To profit by competitive prices, as their european competing firms, french ventures implement in clothing industry a diversification strategy for countries, for produce, and also for shapes of employment. The extent growth of domestic components assembled or process abroad for 1980-92 period has instigated, in a period of world-wide economic recession, labour demands and criticisms from governments. In export processing zones in developing countries, the sporadic character of implants, the structure of employment and the labour conditions didn't allow these countries to build up a significant industrial infrastructure, and limited employment generating opportunities. Full textThis dissertation explores one dimension of the current transformations in work and labor-market relations and analyzes one of the ways in which today's labor-maket thinks about and exploits femininity. Based on the case of hostess service providers, and integrating gender into the analysis, my goal is to study the outsourcing process through the reconfiguration of the division of labor it induces, as weIl as to examine its consequences on day-to-day work relations, on the nature of the job performed and on the employment conditions of the hostess staff. L show that outsourcing exacerbates the gendered characteristics of the hostess job, acting in this respect as a sounding board. Moreover, in the context of a triangulation of work and labor-market relations, a hybridation of hierarchical and market relation is at work: asymmetrical and hierarchical relations are recreated within market relations between providers and customers, while the hierarchical relation between providers and their hostess staff is threatened by the attraction of the customer. Hostesses need to take the customer into account in their career strategies and to accomodate both their employer and the customer, which requires specific conducts and dispositions. Reciprocally, middle management at firms providing hostess services, which manages their hostess staff remotely, needs to mobilize unique resources in order to cope with the structural constraints of this production configuration

Full textThe research of this thesis deals with the issue of knowledge transfer during the transition process of an IT project outsourced in EPST. In particular, How to transfer knowledge, experience and routines related to outsourced activities from outgoing team to a new incoming team? We focus on the transition due to its significance for outsourcing success, its complexity and theoretical richness, and its limited current understanding. We chose to approach this problem through knowledge management. In the first part of this thesis, based on the Goal-Question-Metric paradigm, we propose an approach for the definition of quality metrics covering the given operational requirements. The metrics we define take tacit knowledge into account, using information from the structural analysis of an informal network. In a second phase of this research, we developed a method, relying on capitalization on knowledge and theoretical mechanisms of knowledge transfer, and a tool to implement this process of knowledge transfer

Full textUnder pressure from the environment, firms were gradually brought to change their modes of organization by entrusting more and more activities to external service providers. The outsourcing of logistics is one of the strong trends of this movement. However, despite their supposed benefits, many logistics outsourcing projects fail to fulfil their promises. The cause goes back to weak risk anticipation. Although the literature is rich in theoretical models and empirical studies dealing with the decision of outsourcing, its determinants, its factors of success and failure, works which focus on the study and anticipating risks remain relatively rare. This research focuses on the potential role of risk management to support the conduct of a process of outsourcing of logistics. It is based on a research-intervention implemented in an aeronautical equipment manufacturer. It leads to the proposal of a model of integrated risk management outsourcing. This model highlights the need to rethink how to approach outsourcing logistics. It offers an inclusive approach to model the different phases of a process of logistics outsourcing by adopting new modes of design and reconfiguration which include the control of risks. This model offers a global vision to managers who face outsourcing projects becoming increasingly complex

Full textThe oil and gas industry is facing increased market uncertainty, more demanding clients and a harsher competition. Clients are seeking increasingly precise exploration data while digging deeper for reservoirs. In this context, oil and gas industry service providers need to develop more complex and innovative exploration tools. Consequently, equipment producers (design and manufacturing) can no longer rely on internal capabilities and need to integrate outsourcing into their product development process. The 80’s and 90’s witnessed a large-scale trend of outsourcing in support services and manufacturing from equipment producers. Nowadays these firms are looking to involve suppliers earlier by introducing outsourcing as early as product design. They are seeking design outsourcing to gain access to new technological knowledge outside the firm boundaries, maneuverability in new product development and to manage cyclical work load. At the same time they want to prevent exposure to risks of knowledge leakage and dependency on suppliers while maintaining a competitive advantage. In our research project, we propose a global model for design outsourcing that would allow a firm to address both strategic and operational issues related to outsourcing. This model enables the firm to create value from design outsourcing while easily integrating it to its operational processes. First, we audited a major equipment producer in the oil and gas industry in order to understand outsourcing practices. We also performed an extensive literature review about outsourcing. Accordingly, we developed a general process that addresses design outsourcing at several levels of a firm. We identified a strategic level where long term issues are tackled and an operational level where project specific issues are tackled. These levels are integrated through an information system layer that facilitates communication across different levels of the firm and between the firm and the supplier. Since the make or buy decision is integral to outsourcing, we gave it special attention; we identified a generic list of attributes that constitute a first checklist for decision makers when addressing the make or buy decision. Using a multi-criteria decision aid methodology we also developed a MACBETH-based decision aid model to support the decision making process. Close collaboration with field engineers and managers at the industrial firm gave us first hand validation of our proposals

Full textHashing and hash-based data structures are ubiquitous. Apart from their role inthe design of efficient algorithms, they particularly form the core to manycritical software applications. Whether it be in authentication on theInternet, integrity/identification of files, payment using Bitcoins, webproxies, or anti-viruses, the use of hashing algorithms might only be internalbut yet very pervasive.This dissertation studies the pitfalls of employing hashing and hash-based datastructures in software applications, with a focus on their security and privacyimplications. The mainstay of this dissertation is the security and privacyanalysis of software solutions built atop Bloom filters --- a popularhash-based data structure, and Safe Browsing --- a malicious websitedetection tool developed by Google that uses hash functions. The softwaresolutions studied in this dissertation have billions of clients, which includesoftware developers and end users.For Bloom filters and their privacy, we study a novel use case, where they forman essential tool to privately query leaked databases of personal data. Whilefor security, we study Bloom filters in adversarial settings. The studyencompasses both theory and practice. From a theoretical standpoint, we defineadversary models that capture the different access privileges of an adversary onBloom filters. We put the theory into practice by identifying several securityrelated software solutions (employing Bloom filters) that are vulnerable to ourattacks. This includes: a web crawler, a web proxy, a malware filter, forensictools and an intrusion detection system. Our attacks are similar to traditionaldenial-of-service attacks capable of bringing the concerned infrastructures toknees.As for Safe Browsing, we study vulnerabilities in the architecture that anadversary can exploit. We show several attacks that can simultaneouslyincrease traffic towards both the Safe Browsing server and the client. Ourattacks are highly feasible as they essentially require inverting hash digestsof 32 bits. We also study the privacy achieved by the service by analyzing thepossibility of re-identifying websites visited by a client. Our analysis andexperimental results show that Safe Browsing can potentially be used as a toolto track specific classes of individuals.This dissertation highlights the misunderstandings related to the use of hashingand hash-based data structures in a security and privacy context. Thesemisunderstandings are the geneses of several malpractices that include the useof insecure hash functions, digest truncation among others. Motivated by ourfindings, we further explore several countermeasures to mitigate the ensuingsecurity and privacy risks

Full textContinued to advent to differences pedagogy is introduced in secondary school, in majority as an answer about heterogeneous classes.In parallel, support pedagogy developed out classes and created an external accompaniment. This way sends homework out classes in some structures. And pupils in difficulty are followed and helped to theirs homework’s, learnings, methodology, reviewing, and assistance about principal subjects. The external accompaniment takes place in a failed context and legitimated by equality and social justice. In the schools, different external ways take charge school difficulty which are organized in structures. Out of school, academic support is bought by private office as the same associations, social centre, PRE. The direction of the research is social institution and pedagogy. The theory is based about description of accompaniment practices in activities out of class.The methodology used qualitative and quantitative. And we used to meet with different school actors and observations about school organizations. Another static research with 1 638 students about help homework was organized. The logical of treatment is spad 7. The analyses are organized about the topic. The results show clearly: an external phenomenal, an ambiguous external with advantages and inconveniences; various points of view in sole college; orientation about democratic knowledge; the value of personal homework in college; activities in class and out of class.Outsourcing, the institution shows that assistance, accompaniment can’t take place in class for many reasons. This practice creates devices out classrooms for feeble students who cannot move in class. And externalisation is not a miracle solution at the democratic knowledge. But has externalisation created the deletion of differences pedagogy? Definitely externalisation of accompaniment practiced in schools confronted with real difficulties which limit success activities. Which conditions helps are useful to students out classroom?
