Full textThis work adresses two important strategies concerning many to-day firms about outsourcing. Obviously it is not only firms to be interested but also States, people, and the xhole society. This problematic deserves to analyze the main components: history, politics, economic, laws, operational, marketing, accounting and finance, strategic, benchmarketing, information systems, and so on. This is what we try to enlight. Then, we shall be interested to value firms that are interested to change to outsourcing. Next, we shall study the problem of firm valuation in the context of outsourcing of activities, from the standard recent models till new models of LECOINTRE and the EVaLUCE model which will be adaptated to take into account new externalyzed situations. Finally we have set up an inquiry to know how CEO, or managers consider the problem of decentralisation. Our results show a relative bad knowledge of the decentralization processes and a strong need to receive help from State or other Institution

Full textData outsourcing to the Cloud has led to new security threats. The main concerns of this thesis are to protect the user data and privacy. In particular, it follows two principles : to decrease the necessary amount of trust towards the Cloud, and to design an architecture based on a trusted module between the Cloud and the clients. Both principles are derived from a new design approach : "Trust The Module, Not The Cloud ".Gathering all the cryptographic operations in a dedicated module allows several advantages : a liberation from internal and external attacks on client side ; the limitation of software to the essential needs offers a better control of the system ; using co-processors for cryptographic operations leads to higher performance.The thesis work is structured into three main sections. In the first section , we confront challenges of a personal Cloud, designed to protect the users’ data and based on a common and cheap single-board computer. The architecture relies on two main foundations : a transparent encryption scheme based on Full Disk Encryption (FDE), initially used for local encryption (e.g., hard disks), and a transparent distribution method that works through iSCSI network protocol in order to outsource containers in Cloud.In the second section we deal with the performance issue related to FDE. By analysing the XTS-AES mode of encryption, the Linux kernel module dm-crypt and the cryptographic co-processors, we introduce a new approach called extReq which extends the cryptographic requests sent to the co-processors. This optimisation has doubled the encryption and decryption throughput.In the final third section we establish a Cloud for enterprises based on a more powerful and certified Hardware Security Module (HSM) which is dedicated to data encryption and keys protection. The Ministry of defense, as well as the Ministries forJustice and of Interior, already outsources several functions,previously dedicated to Civil servants or militaries. Nevertheless,national defense is a constitutional public service, which shouldnot be delegated to any private person. However, theConstitutional Supreme Court admitted to delegate, by contract,“detachable” functions. Thus, the “outsourcable” perimeter, the“kingly core business” should be determined, as no legaldocument defines it. Except some already judged specific cases,the minister is liable to decide alone, thanks to his objectives:budget sparing, better efficiency. The outsourcing process showsout a new vision of State’s action, which keeps decision capacitybut may delegate action to private operators, in a liberal point ofview of the State’s public activities.After having studied the outsourcing policy’s foundation (part I),we’ll first examine the requirement and the context (title I), thenthe outsourcable perimeter’s determination (title II) and itsextension possibilities (title III), we’ll then take care ofoutsourcing’s preparation and conduct (part II), which firstconcerns physical preparation (title I), then outsourcing project’sconduct (title II), approaching the process’ social part (title III)

Full textThe purpose of this research is to identify the factors influencing information technology outsourcing decision in french hospitals. Considering the difference between public and private sectors, this research aims also to compare the decision factors of these two kinds of hospitals. The results of the preliminary analysis show that there is no significant difference between the decision factors of information technology outsourcing in french public and private hospitals. But, after a series of statistical analyses, we indeed find that some nuances exist between these two kinds of hospitals. This empirical study provides a conceptual framework which can help us to understand the decision of information technology outsourcing in public and private hospitals. Besides, it also proposes some strategies for information technology suppliers and hospitals respectively

Full textThis research is devoted to the outsourcing of Sourcing-Supply-Logistics management of articles called "C Class" at ALSTOM´s. ALSTOM´s C-Class is a purchasing family that groups items with low unit value and heterogeneous (markets, technologies, prices, volumes and weights). By utilizing the Transaction Costs Theory and the Agency Theory, as well as some case-studies on the purchasing function and the outsourcing, this thesis analyzes the determinants and risks associated with outsourcing of activities, including purchasing, in order to improve the outsourced management of purchasing and supply of C class. Its author, as a practitioner-researcher, favors Action Research. He based his investigation on semi-structured interviews with professionals involved in the management of the C-Class, produced results that not only the problems of redefining the scope of outsourced resources, reliability of expression of needs, control and performance measurement, but also suggest solutions to the aforementioned problems, such as the definition of class C and its perimeter
Esta tesis está dedicada a la externalización de la adquisición, suministro y gestión de logística de los artículos llamados "Clase C" en un ALSTOM sitio. La Clase C en ALSTOM es una familia de compras que agrupamiento artículos con bajo valor unitario y heterogéneos mercados, tecnologías, precios, volúmenes, pesos. Movilizando la Teoría de Costes de Transacción, la Teoría de la Agencia, así como algunos trabajos sobre la función de compras y la contratación externa, esta investigación analiza los factores determinantes y los riesgos de la externalización de actividades, incluyendo las compras, para mejorar la adquisición del externalizado y suministro de Clase C. El autor, practicante-investigador, recurrió a la investigación-acción y basó su investigación en entrevistas semi-estructuradas con los profesionales que intervienen en la gestión de la Clase C y produjo resultados que no sólo relieven los problemas relacionados con el alcance de los recursos externalizados, la fiabilidad de la expresión de las necesidades y el control y la medición del desempeño, pero ofrecen también soluciones a los problemas mencionados, tales como la definición de la Clase C y su perímetro
