Abstract:
The epidemiology of drug use in the general population includes two distinct streams of research. The more common stream measures consumption patterns by asking individuals whether (and how frequently) they have ever used specific classes of drugs. The second stream measures the extent of problematic drug use by asking individuals about behaviors and symptoms that would meet the criteria for a substance use disorder. This chapter presents data on the epidemiology and phenomenology of substance use disorders from comparative and developmental perspectives, focusing on DSM-5 definitions, prevalence for types of drugs and by age, gender, and race/ethnicity, comorbidity with psychiatric disorders, and developmental stages.

Abstract:
The use of illicit psychoactive substances is commonplace in many parts of the world, with significant variations in the extent of drug use and problem use. This reflects differences in drug markets, drug availability, and legislation, as well as political, economic, and social conditions. Cultural and historical conditions can also play an important role. Overwhelming evidence from epidemiological research conducted over the past 50 years shows that adolescence is the period of greatest risk for the initiation of drug use. Most of those who have tried illicit drugs do not go on to develop drug dependence or drug-related problems. Problem drug users are more often males and are likely to have a family history of substance dependence, delinquent behaviour, and mental health problems. Strategies to prevent drug use or drug related harms need to address the complexity of drug-related problems.

Abstract:
Research over the last decade has identified Internet addiction as a new and often unrecognized clinical disorder that impacts a user’s ability to control online use to the extent that it can cause relational, occupational, and social problems. Symptoms of problem Internet use are compared to criteria used to diagnose other addictions. In particular, pathological gambling is compared to problematic Internet use because of overlapping criteria. This chapter describes the diagnostic and treatment implications of the disorder. As technology is used with great frequency, detection and diagnosis of Internet addiction is often difficult. Symptoms may be masked by legitimate use of the Internet, and clinicians may overlook asking questions about technology use because problem Internet use is still a new and often unrecognized condition. This chapter outlines diagnostic conceptualizations of problem Internet use along with assessment and treatment considerations and the newest inclusion in the DSM-5 for Internet Gaming Disorder.

Erika, De Wet. Military Assistance on Request and the Use of Force. Oxford University Press, 2020. http://dx.doi.org/10.1093/law/9780198784401.001.0001.

Full text
Abstract:
The book examines if and to what extent the proliferation of direct military assistance on the request of a recognized government is changing the rules regulating the use of force. Since the end of the Cold War, several (sub)regional organizations in Africa have codified military assistance on request in their respective treaty frameworks. In addition, in countries such as Afghanistan, Iraq, Libya, Mali, Somalia, South Sudan, Syria, and Yemen, internationally recognized governments embroiled in protracted armed conflicts have requested direct military assistance from individual states or groups of states. These requests are often accepted by the other states and at times the United Nations Security Council, even when the requesting governments have very limited effective control over their territories, lack democratic legitimacy and are engaged in wide-spread and systematic violations of international human rights and humanitarian law. This book departs from a definition of requested military assistance that refers to the exercise of forcible measures by third-state armed forces or those controlled by an international organization in the territory of the requesting state. It then examines the authority to issue a request for (or consent to) direct military assistance, as well as the type of situations in which such assistance may be requested—notably whether it can be requested during an armed conflict. De Wet finishes by examining the important and controversial question of whether and to what extent the proliferation of forcible assistance on request is changing the legal framework applying to the use of force in international law.

Farrall, Jeremy. The Use of UN Sanctions to Address Mass Atrocities. Edited by Alex J. Bellamy and Tim Dunne. Oxford University Press, 2016. http://dx.doi.org/10.1093/oxfordhb/9780198753841.013.35.

Full text
Abstract:
The chapter demonstrates that the UN Security Council (UNSC) is increasingly applying sanctions with the aim of pursuing the individuals who have committed serious violations of international human rights law and international humanitarian law. The chapter argues that, while the use of UN sanctions to respond to a mass atrocity crisis does send an important signal of global condemnation, sanctions are likely to be most influential as one element in a long-term conflict resolution strategy. Because sanctions require time to take effect, their potential impact is strongest as part of an upstream, preventive attempt to avert a budding crisis, or as part of a post-crisis effort to hold perpetrators accountable. The ability of UN sanctions to make a meaningful contribution to the promotion of the responsibility to protect will depend upon the extent to which broader sanctions reform efforts achieve their goal of making sanctions more effective and more legitimate.

Full text
Abstract:
The origins and expression of addiction are best understood within the context of developmental processes and dynamic systems organization and change. For some individuals, these dynamic processes lead to risk cumulative or cascade effects that embody adverse childhood experiences that exacerbate risk; predict early onset of drinking, smoking, or other substance use; and often lead to a substance use disorder (SUD) during the transitions to adolescence and emergent adulthood. In other cases, protective factors within or outside of the individual’s immediate family enable embodiment of normative stress regulatory systems and neural networks that support resilience and prevention of SUDs. A case study is provided to illustrate these processes and principles of the organization of addictive behavior. Finally, a model of risk to resilience captures the flow of development and the extent to which individual-experience relationships contribute to risk and resilience.

Weir, Richard D., Trevor A. Kinley, Richard W. Klafki, and Clayton D. Apps. Ecotypic variation affects the conservation of North American badgers endangered along their northern range extent. Oxford University Press, 2018. http://dx.doi.org/10.1093/oso/9780198759805.003.0019.

Full text
Abstract:
This chapter is based on ecological information on 82 radio-tagged badgers (39 F, 43 M) among three study populations in British Columbia, Canada between 1996 and 2010, data that were collected to learn more about the ecology of badgers and consider how variation in their ecology might inform regional conservation strategies. The widely spaced, lower density prey and distribution of soil deposits suitable for digging in British Columbia likely required badgers to use substantially larger areas, relative to the core range, in which to acquire sufficient energy to survive and reproduce. Strikes from automobiles were the primary cause of death among all radio-tagged badgers and this source of mortality is pervasive throughout the limited distribution of badgers in British Columbia. Despite their potential for high fecundity, populations of badgers in British Columbia likely remain at considerable risk compared to those in the core of the species’ range.

Zamboanga, Byron L., Cara C. Tomaso, and P. Priscilla Lui. Acculturation and Alcohol Use Among Hispanic and Asian American College Students. Edited by Seth J. Schwartz and Jennifer Unger. Oxford University Press, 2016. http://dx.doi.org/10.1093/oxfordhb/9780190215217.013.19.

Full text
Abstract:
Many college students, are susceptible to alcohol use and related problems, including Hispanic and Asian Americans. A potential factor contributing to this risk is acculturation, which can be defined as the process of psychological, behavioral, social, and cultural change and adaptation that occurs when individuals or groups from different cultural backgrounds come in contact. This chapter provides a narrative review of the literature examining acculturation and alcohol use among these populations. One key theme to emerge from this review is that the exact direction of the association between these variables is unclear and therefore should be considered with caution. While the existing evidence is relatively limited, gender and, to some extent, ethnic group membership appear to moderate the association between acculturation and alcohol use. Several methodological issues pertaining to the study of acculturation, future research directions, and implications for intervention and prevention are discussed.

Weller, Marc, ed. The Oxford Handbook of the Use of Force in International Law. Oxford University Press, 2016. http://dx.doi.org/10.1093/law/9780199673049.001.0001.

Full text
Abstract:
This Oxford Handbook is a comprehensive and authoritative study of the modern law on the use of force. Over 50 experts in the field offer a detailed analysis, and to an extent a restatement, of the law in this area. The Handbook reviews the status of the law on the use of force and assesses what changes, if any, have occurred as a result of recent developments. It offers cutting-edge and up-to-date scholarship on all major aspects of the prohibition of the use of force. Part I reviews the history of the subject and its recent challenges, and addresses the major conceptual approaches. Part II covers collective security, in particular the law and practice of the UN organs, and of regional organizations and arrangements. Part III considers the substance of the prohibition of the use of force and the right to self-defence and associated doctrines. Part IV is devoted to armed action undertaken on behalf of peoples and populations, including self-determination conflicts, resistance to armed occupation, and forcible humanitarian and pro-democratic action. The possibility of the revival of classical, expansive justifications for the use of force is addressed in Part V, followed by Part VI which considers new security challenges and the emerging law in relation to them. Part VII ties the key arguments developed in the book into a substantive conclusion. The Handbook is essential reading for scholars and students of international law and the use of force, and legal advisers to both governments and NGOs.
