This thesis explores the perspectives and development needs of Afro Colombian communities in Buenaventura, Colombia. These perspectives and needs are used to analyze a megaproject proposed for the city, known as the Economic Activities Complex of Buenaventura (CAEB). I argue that in order for the CAEB project to improve social and economic conditions within the municipality, its structure and implementation will have to look beyond macro economic growth and private sector profits to integrate community based knowledge and create real benefits for the local population. Based on this argument, I offer recommendations for strategic policy, programmatic and project based responses to the challenges for realizing the project's mission.

Dahlström, Lukas. "Building Archetype Development for Urban-Scale Energy Simulation of Existing City Districts : A study of the city of Uppsala." Thesis, Uppsala universitet, Byggteknik och byggd miljö, 2020. http://urn.kb.se/resolve?urn=urn:nbn:se:uu:diva-423184.

Abstract:
In this master thesis, a methodology is proposed for building stock classification and archetype building development based on deterministic information available in Energy Performance Certificates (EPCs) of existing buildings in the city of Uppsala. This study aims to answer if the EPC database can be used as a reliable data source for archetype development and further UBEM models. The EPC data is cleaned and organised using Matlab. The building stock is then categorised into archetypes by energy performance and building characteristics and a model of each archetype building is created in the software EnergyPlus. The South-West part of Uppsala is used as a case study and to represent the building stock of that area 20 archetypes is developed. Simulations in EnergyPlus shows that the defined archetypes is a reliable estimation of buildings in Sweden with the same characteristics and construction period.By using GIS data the results can be aggregated to city level with the resulting total energy demand for heating calculated to 1455,7 GWh, compared to the actual value of 1397,0 GWh.The lack of validation data on a smaller scale is a large issue for this study, as well as some issues with data reliability in the EPCs. Despite this, the results of this study points to that the gathered values are a decent enough estimate to make a reliable assumption of the total energy demand for heating. The EPCs thus provide a useful source of data for energy demand purposes and building characteristics.

Nash, Ronald James. "Sleeping with the Enemy: Integrating Big-Box Retail with Existing Communities." Thesis, Montana State University, 2007. http://etd.lib.montana.edu/etd/2007/nash/NashR0507.pdf.

Full text
Abstract:
The intent of my thesis is to find a way to integrate a large big-box retailer into a community in such a way that it benefits the community as a whole. This must be accomplished within the parameters that mark the store as a viable option for the parent company as well. This ideal must be approached from the philosophy that box stores are a large part of the current American way of life and to let them grow unchecked will signal the inevitable death of downtown retail districts as more and more business gets sucked to the super-stores and the areas immediately surrounding them. To do this we will need to find what benefits a box-store can add to a community and further research and rethink the typically negative aspects of these retail giants to find a way to incorporate them into our downtown shopping districts, without destroying their original feel. With this thesis, it is my intent to create a viable model that allows box stores to act as anchors and catalysts for a downtown area (either existing or built) rather than its death knell. To do this I will be rethinking a number of design strategies with the seamless integration of community and big-box retail in mind. To this end, I will not be acting to simply find a way to add a box-store and its typical trappings to the end of historic downtown street, but rather to find away to integrate a set of large box stores into a downtown community in such a way that benefits the citizens of that community on every designable level. I will be challenging not only the typical design strategies of a box store, but those of a typical downtown community as well. Seven major design strategies will be looked at during this project, they are: 1. Design for a diversity of use and users 2. Design a safe and secure streetscape that will encourage use. 3. Design a streetscape that accommodates pedestrians as equals with vehicle traffic. 4. Design a destination, not just a path. 5. Design it well. 6. Balance supply with demand. 7. Use aesthetics as an integration tool. With these design strategies, a box store can become an integral part of a downtown community ... or at least a much better alternative to the rampant sprawl that occurs with their current implementation strategy.

Dmochowski, A. A. "Examining the impacts of a new regional inner-city retail development on liverpool's existing inner-city shopping centres and other retail areas." Thesis, Liverpool John Moores University, 2016. http://researchonline.ljmu.ac.uk/4250/.

Full text
Abstract:
The retail sector is a major contributor to the Gross Domestic Product (GDP) of the UK and is one of the world’s most competitive industries. Its development in the UK has seen it expand dramatically and these changes are of particular significance in regard to retailers in traditional town and city centres. The publication of the National Planning Policy Framework (NPPF) in 2012 set out the government’s objectives for town centres. The key strategies from the paper were to promote their vitality and viability by planning for their growth and development as well as promoting and enhancing existing centres. The main focus of the policy however was to promote a ‘town centre first’ approach in regards to new retail development. Liverpool is one of many UK cities who have recently experienced a new inner-city retail development built alongside existing inner-city retail areas, in particular, through the building of Liverpool One. Opened in 2008, Liverpool One was built to not only offer a new retail experience in the city, alongside the established inner-city retail areas, but to also enhance the existing city centre retail areas through retail-led regeneration. The overall aim of this research is to examine the impacts that have arisen in regard to the opening of Liverpool One in particular, the impacts that this new retail development has had on the already established inner-city retail areas. A mixed methods approach was adopted; a questionnaire was developed to investigate existing retailers’ sales levels and vacancy rates and changes of occupation were measured using Goad maps. Semi-structured interviews were also carried out with existing inner-city shopping centre managers. The findings of the research suggest that the opening of Liverpool One impacted on existing retailers and shopping centres through a loss in annual sales, alterations in footfall patterns, fluctuations in vacancy rates, and changes in occupation of retail space. However, the scale of impact varied between retail areas within the city centre and the economic recession at the time of the study may have also been a contributing factor to these findings. This research informed the development of a set of recommendations to be used as a possible industry tool when incorporating a new regional inner-city shopping centre into an existing town or city centre.

Abstract:
Norra Djurgårdsstaden is the largest ongoing construction project in Sweden and is planned to be completed in 2030. The city district is situated in north-eastern Stockholm, in a former industrial area where approximately 12 000 new homes and 35 000 workplaces are planned. The city district focuses strongly on reducing energy consumption and the negative impacts on the environment. One idea for realizing this goal is to implement coordinated freight logistics. This can be accomplished by building a consolidation centre where goods from different logistics companies and freight carriers can be loaded together on the same delivery vehicles and then be delivered in the same area in Norra Djurgårdsstaden.   The purpose of this master thesis is to evaluate five earlier evaluation reports on consolidation centres. Based on these evaluation reports and other relevant literature, it is recommended how a coordinated freight logistic project should be organized in Norra Djurgårdsstaden and how the impact on the environment and energy consumption should be calculated. The evaluation reports are from the logistic centre in the Old Town of Stockholm, the pilot project Samlic in Linköping, the urban consolidation centre in Norwich, the micro-consolidation centre in London and several urban logistic practices in Utrecht. A thorough comparative analysis of the five different evaluation reports has looked at the initiators and the stakeholders, the delivery situation before and after the implementation of the consolidation centre as well as done a deeper evaluation analysis of all the evaluation reports. The comparative analysis showed that the consolidation centres have had a positive effect on decreasing the number of delivery vehicles in the city district and thereby reducing the emissions and the energy consumption from the delivery vehicles.   Based on the comparative analysis and other literature it is suggested that the initiative to build a consolidation centre in Norra Djurgårdsstaden has to come from the City of Stockholm. The stakeholders should be the City of Stockholm, logistics companies, freight companies, the different businesses in the area and the Ports of Stockholm. To encourage even more businesses to have deliveries from the consolidation centre and get more environmentally friendly delivery vehicles in the city district it might be necessary to use several management control instruments. Examples of control instruments are environmental zones, time windows and implement different restrictions on the delivery vehicles. It is essential to gather information about the delivery vehicles in the city district to estimate emissions and the energy consumption. The collection of data from the delivery vehicles can be gathered from consignment notes, driver notes, invoice data or statistics of the number of vehicles that have delivered goods in the city centre from freight and logistics companies. Then the delivery vehicles impact on energy consumption and the environment can be estimated with the computer tool Network of transports and environment (NTM-method).

Abstract:
Due to considerations for sustainable development and urban sprawl we have to address the growing concern of abandoned buildings and cities. Underutilised buildings and urban spaces are the development sites of the future. This dissertation investigates the problems of underutilised buildings and cities, and by doing so aims to contribute to a good urban environment, “the good city” according to Stern (2003: 21). As a further challenge, many of these underutilised buildings were designed with abrupt thresholds and inward orientation, instantly divorcing them from the public domain. Therefore not only is the re-use of an existing building explored, but is the extension of the public realm into the building also investigated. The project addresses this extension of the public realm through layering as a tool and a design generator. The layered tectonic is applied through spatial, componential, material and transitional layering. The building chosen for the dissertation is the old Pretoria Central Fire Station. The new proposed programme is a Centre for Architecture. Site information: Programme: Centre for Architecture: includes exhibition space, auditorium, conference facilities, offices, library, archives, bookshop and restaurant. Full text
Abstract:
Adaptiveve [re]use is a process that makes use of the principles of [re]duce, [re]use and [re]cycle, often giving products an extended lifespan not initially associated with the original function. Environmentally adaptive [re]use makes sense as the embodied energy of the host building is [re]tained opposed to the amount of energy [re]quired to construct an entirely new building. The purpose of the urban group framework was to increase density within the city and provide a wider range of commercial, social and cultural activities that take place in a 24 hour cycle. Another aim was to [re]store existing buildings within the city, [re]juvenating the area and its surrounds. The design strategy of this thesis was to investigate how new interventions could be in contrast to the existing building. This was achieved by allowing new structures to be read differently from the host building. The contrasting use of materials and construction technologies [re]sulted in an architectural language of “lightness”, allowing new components to be sensitively inserted into the existing building. Additionally the design strategy included the exploration of layering and place making. Layering involved the preservation of the original building’s form and identity, while new structures are layered over the existing in order to create new spaces. Place making was achieved by adding new hanging structures to the northern and southern façade in turn articulating new functional spaces. All new adaptations and interventions are constructed in such a manner so as not to hamper the flexibility and future adaptability of the building.

Full text
Abstract:
Stockholm City is currently well composed in the aspect of commercial and public service. A consequence to this is a desolated City during the late night. A requirement to accomplish a more living inner city is a satisfying combination of functions whereas people are in motion between the home, work and other social activities. The main function missing today in City is habitats. A problem with supplying more accommodations in City is however the limited asset of ground area due to exploitation. In this thesis research is made whether it is possible to transform City into a mixed-function and thereby urban living area. With reference to the limited asset of ground area aswell as the opportunity to preserve the existing qualities that occupy these areas, a research is conducted for the purpose of more residential buildings with the method of expansion of existing buildings. The result of this thesis is a proposition for residential buildings on roof tops in City and the requirements for such project are being analyzed. The additional building is added to a specific building and by its shaping reflects a good residential environment and a design appropriate to the surrounding built-up area. The proposal consists of a rooftop landscape with eight pairs of houses. To insert accommodations throughout expansion of existing buildings generally is applicable in City and therefore an adequate solution to the problem considering the problems in the area.

Abstract:
Background: Breastfeeding is a tremendously important public health topic. Breastfeeding is associated with a myriad of health benefits on nearly all levels within the social ecological model (infants, mothers, families, workplaces, communities and societies). Scientific evidence supports that breastfeeding is associated with decreased obesity and other very costly health conditions that occur across the lifespan. The World Health Organization published 10 guidelines that comprise the Baby Friendly Hospital Initiative [BFHI] standards—which identify birthing facility-level elements that are associated with enhanced breastfeeding adoption rates. Methods: The purpose of this study was to determine the extent to which birthing facilities in Atlanta incorporate BFHI elements. Lactation policies among hospitals in the City of Atlanta with maternity wards were solicited, reviewed, and rated by two independent reviewers. Additional observations about environmental supports for breastfeeding were also noted. Results: Four out of 5 eligible hospitals provided their lactation policies for review (80%). Eight of out 10 BFHI elements were present in the 4 hospital policies. One element not present was distribution of reinforcing/educational materials to new mothers—although it was evident in an appendix. Another element that was not clearly stated in one policy was which states that breastfeeding initiation should occur within the first half hour after birth. Observations by reviewers included that ¾ (75%) of study sample were in the midst of drafting new policies. Another note was that ¾ (75%) of study sample was supported by a Centers for Disease Control and Prevention (CDC)/National Initiative for Children’s Healthcare Quality (NICHQ) effort—Best Fed Beginnings. Conclusions: This study is important as it addresses an unexplored question. Establishing such a baseline reveals that while nearly all the BFHI elements are present within the participating City of Atlanta hospitals, the administrative barriers that pursuit of BFHI accreditation poses should be considered. Given the fact that no hospital in Georgia has BFHI accreditation underscores an important new direction for public health researchers’ attention.

Abstract:
On a national scale, statistics relating to moving patterns shows that youths and young adults are the ones who tend to move the most. The case in Västerbotten is similar as in the rest of Sweden and many municipalities are experiencing a population decline. This thesis aims to look into the motives behind moving from the perspective of youths and young adults and through that propose a strategy to strengthen the place attachment youths and young adults feel to their home municipality. The research is centered around Lycksele in Västerbotten. The research questions that the thesis aims to seek answers for are; What could an architectural strategy that aims to support youths in their leisure time and also strengthen their connection to the area look like? and What programmatic aspects are important to consider in such a strategy? The thesis investigates spatial needs from the perspective of youths and young adults which have been investigated through literature studies and action based research focused on interviews and a workshop. Four themes were common in both interviews and the workshop, these were; closeness to nature, possibility of work, valuable leisure time and a sense of home. To understand how an urban strategy can respond to the themes, strategies applied in other municipalities have been analysed. A finding was that in order for strategies to attract more inhabitants, they need to have a holistic approach and offer a complete lifestyle. Creativity is a theme which came up during interviews and literature studies as a possible platform around which an area can become considered as more attractive. The proposal is an urban strategy which aims to respond to the common themes from interviews and the workshop by enhancing and encouraging activities taking place and activating social space. This proposal suggests a strategy which aims to strengthen the notion of sense of place to enhance place attachment and through that possibly invite more young adults to move back in the future.

Abstract:
The nodal role played by the existing city, in relation to the rate of growth of the urbanized population and the historical-architectural and functional value, confronts us with the need to develop new practices of energy requalification of the already built urban fabric. As demonstrated by the UN-Habitat agency, the rate of increase of CO2 and the urban heat island effect are two of the main problems determining the climate change of our planet. The urban fabric, as an anthropogenic product and a complex system that absorbs energy and transforms it, is the most influential element on both dynamics. In particular, the huge energy consumption and the disproportionate use of non-renewable energy sources within the city are considered the main factors in the manifestation of climate consequences. In particular, the building heritage of the consolidated city represents a component of the urban organism particularly influential in the overall budget, and therefore requires careful and timely actions of energy rehabilitation.Although many scientific studies have found the need to adopt systemic approaches, the current global policies for the management of energy consumption of the existing city are mainly focused on lines of action concerning energy efficiency at the micro-scale, that of the individual building. To date, it is necessary a paradigm shift in the management of energy-environmental interventions, using an interdisciplinary logic. However, little is known about the relationship between urban morphology, microclimate, and energy balance at the scale of the neighborhood. The following work, on a theoretical level, analyzing the studies carried out by the Urban Morphology Institute of Paris, the Senseable city lab of MIT in Boston and the City energy lab of Seoul, aims to highlight the relationship between morphological, climatic and energy parameters at the local scale, in order to identify valid criteria for intervention on the existing city.On this basis, the work establishes a methodology of intervention made operational by the definition of a project of energy redevelopment of a piece of city strongly characterized from the historical, architectural, and morphological point of view: that of the Garden City. The latter, even after the recent vicissitudes related to the CoVid-19 pandemic, is the subject of an emerging revaluation, even before for its social quality, for functional and spatial characters. The design focus will be conducted specifically on two cases of garden cities located in the metropolitan areas of Paris and Rome: the cité jardin du Pré-Saint-Gervais (1927-31, 1932-34 and 1947-52) and the garden city Aniene (1919-24).The methodology, defined through the study, analysis and systematization of the literature considered, is tested on two application cases with the aim of providing a design strategy oriented to the resilience of urban fabric through the reduction of energy consumption and mitigation of microclimatic problems related to it

Nowadays, we witness a crisis in the suburbs of Czech cities. Block of flats have expanded uncontrollably on the outskirts of cities and greedily bite off pieces of land. Hence this project represents a call for more proficient urban planning, rather than an architectural appeal. My main goal was to build as little as possible on the land in Kohoutovice. I believe that using free area around and above the existing supermarket can provide enough comfortable working space for everyone.

Abstract: The research presents as an object of study the concept of the right to the city and its manifestations in contemporary urban social movements taking as a cut the occupation of the former Hotel Santos Dumont located at Rua Mauá number 340, in the neighborhood of Luz in the city of São Paulo. The right to the city can be understood from two different perspectives, but one definition does not exclude the validity of the other in the context of disputes over cities on both the physical plane and the sphere of the symbolic. The first of these optics is linked to a cut of access to urban commons, in this sense, it is possible to insert in the history of the search for this right popular movements for housing, education, urban mobility, health, culture, etc. Another possible understanding places the right to the city in the sphere of the symbolic, and is more connected to the origin of the concept. Although the struggles for the right to the city are earlier, the term comes to our vocabulary in the homonymous manifesto written by the French philosopher Henry Lefebvre in the late 1960s. In general, Lefebvre's right to the city can be understood as the right of transforming urban space, bringing it closer to the desires of our hearts.

Abstract:
The Apollo Project investigates the recent establishment of numerous private educational institutions in the inner city of Pretoria. It identifies the need for adequate urban educational facilities and explores the use of existing buildings as schools. An existing educational cluster is identified at the eastern edge of the inner city, defined by Church, Du Toit and Pretorius Streets, and Nelson Mandela Drive. This city block and the ones surrounding it contain numerous primary, secondary and tertiary educational institutions in a predominant industrial/automotive precinct. An urban design framework is proposed for the precinct. It is envisioned that the precinct may be developed as a mixed-use urban educational campus. Within the existing city block and the urban framework proposal, the Apollo Centre, located on the corner of Church-and Du Toit Street, is selected for an adaptive re-use intervention. The proposed use is an urban primary school. The Apollo project investigates current pedagogical trends, which informed a concept that is largely defined by the idea of contextual learning within a vertical structure. Transparency and integration of education with the urban environment is at the core of the proposal. The traditional notion of horizontal education is explored in a vertical manner. The existing structure is analyzed and a position taken regarding the adaptive re-use process that informs the design. Precedent Studies include existing schools within the inner city of Pretoria as well as local and international schools. The process of converting the Apollo Centre into a primary educational facility, that shares its resources on a cross-programming basis, is explored in a series of proposals. The numerous explorations are considered in their various aspects, as well as their relationship to the whole, which then leads to a final design proposal. Key areas of the proposed Apollo Primary School will finally be resolved technically. A conclusion summarizes the author’s thoughts on the result of the project.

This diploma thesis gives a proposal for a new Moravian wine center in the city center of Brno. Wine center is situated on the street Hlinka, where grapevines were planted in the Middle Ages. Demarcated land is narrow and elongated sloping towards to the south and connects the Yellow hills and the Brno Exhibition Centre. The main idea of this thesis is connect these two significant locations and offer the visitor a free passage along the entire length of the complex. Also main building Moravian Wine Centre reflects this fact and it expands the space of the street stalls and forms it into overgrown "arcade". The house is opened into this space - with glazed facade of the first two floors or with transmission into the rear wing. The main building consist of the cellar, where it is located wellness, winehouse, rentable wine boxes and tasting room connected with wine production. The rest of floors are designed for wine gallery, information center, reception, shop, restaurant, conference center and hotel. There is a café with roof terrace in the last floor. It offers a magnificent view into cityscape of Brno, Brno Exhibition Centre and the Yellow slope of the hill. There is designed a pond for relaxation in the courtyard. Nearby is situated Wine Institute building with facilities for making wine. In the second half of the land are located three blocks of luxury apartments in the middle of a vineyard. A leading construction is the most striking feature of the facade that reminds bougainvillea vines with vaulted arches wine cellars and attracts at first sight.

The concept of public housing management does not receive much attention in the national housing policy in Taiwan; only the management of the public housing built by the public sector is roughly categorized under the scope of public administration. The management of housing built by the private sector has been regulated by the “regulations of housing management” announced in June 1995 and has had better management than that of the public housing. Currently old public housing has been on the downgrade. The study attempts to explore how the government can help better the management and maintenance of public housing inhabited by the low income class, so that it will not be downgraded to slums and become another type of “Military Dependents’ Villages” of this century. This paper is on one hand to review the problem of public housing management, and on the other hand to understand the status of the management and maintenance of the public housing environment. The paper uses 27 public housing community Tainan city as an example: it explores the current management system of the public housing and investigate the satisfaction of the inhabitants at the community management and government’s role in assisting the management and environmental maintenance of the public housing community. In addition the researcher also compares the policy execution and inhabitants; satisfaction at the results of the policy execution. The results of the comparison shows: 1.The government’s role in public housing management has been limited to administration; it has never been involved in real management and maintenance work. 2.In the public housing management and maintenance regulations made by the Central Government, only the article stipulating that 2.5% of the sales price of the buildings should be allocated as the management and maintenance fund has had some effects; the rest merely engages in idle theorizing. 3.The discrepancy between the management and maintenance fund of new and old public housing as well as the declining interest rate has made the maintenance of the old communities even more difficult. 4.The Tainan City Government has never prepared budget for public housing management and maintenance but appropriated the management and maintenance fund for employee salaries, which has made the situation of these communities even worse. 5.The Tainan City Government staff has failed to cooperate in the management and maintenance of the public facilities in these communities. The above points have revealed the problem of the improper use of the public housing management and maintenance fund. The government should make efforts to study and improve the situation and find out the solution to enhance the quality of public housing and to prevent the continual deterioration of public housing communities.

At present, the determination of bus routes and bus terminals are often based on the subjective judgment of decision-makers and requests of legislators or users. The overall planning of the routes network, which lacks scientific method and theoretical basis, not only fails to improve city traffic, but also reduces the system operating efficiency and service level. In view of this, based on consideration of fairness and efficiency, developing planning rules and procedures to adjust existing routes, and establish new routes, is urgently needed for bus operators and government. The operator, user and regulator are considered in the construction of an evaluation model for the existing bus-route network. Based on the principles of selecting quantifiable indicators and avoiding dependency between indicators, such as density of network, routes covered, circuity, directness, occupancy, accessibility of network and coverage of network are selected to evaluate current network. The application of TransCAD and Excel also serves to evaluate performance before and after adjusting existing routes or planning new routes. In terms of adjusting existing bus routes, affecting factors, planning objectives and principles for adjusting existing routes are analyzed, and indicators of “circuity” and “repetitiousness” are selected as adjustment criteria of existing routes. This study is to propose spatial interventions to activate port areas in the harbor city, Busan. Many ports including Busan North Port redevelopment are expected to redevelop soon. Most of them will be changed existing industrial ports to waterfront facility. However, these developments do not consider existing urban context. To resolve this problem, I suggest infrastructures and public spaces between existing urban structure and expected developments. This plan will increase accessibility to waterfront area and provide active public spaces. Especially, this study focuses on Busan North Port area. I propose an athletic park for local people and four pedestrian bridges to connect between city downtown and Busan North Port.

As following the development of economical industries and the transition form Taiwan’s social structure, we can clearly see that the phenomenon of urbanization is increasingly becoming serious. However, owing to the intensive developments and diversified activities in the city, it caused the frequent exploitation of fire and resulted in the increasingly incompatible land use. Therefore, fire accident has been grown into the familiar urban disasters in the metropolises of Taiwan. According to the statistical data form National Fire Agency, Ministry of Interior, R.O.C, from 1997 to 2003 the average of fire accidents were 14,157 per year. Then, it also caused 240 people to die, lead to 717 people to get hurt and brought about more than 4,300 million NT dollars in the loss of property. Hence, utilized the interview of fire fighting exports and the retrace of related literature in this study, I will try to sort the major element that affect the fire safety of building and use the Analytic Hierarchy Process method to find the factor’s weight of fire probability. Besides, adopting the fire survey reports (1999~2004) from the Fire Department of Taichung City, I utilize GIS technology and the orientation methods of house number to establish the map that can exhibit the spot of fire accidents in Taichung. Moreover, I also use the “Artificial Neural Network analytical method” to establish the analytic model that can display fire accident’s damage. Lastly, I utilize GIS technology to display the fire safety of existing buildings in the spatial map, and it will bring the consultation to the future land use or the precaution plan. According to the above methods and process, I found the most of buildings which have the higher probability of fire accidents gathering together at the old districts of downtown, industrial districts and the area that locate along the local high way. Then, the buildings which probably cause higher loss when it had fire accidents center on the old districts of downtown nearby, Taichung industrial district and the Xi-Tun industrial district that locate nearby the south side of Sgui-Nan airport. In short, we can conspicuously discover that the most dangerous area in Taichung gather at the downtown and industrial district.

From the Herb typhoon in 1996 and to Nari typhoon in 2001 in Taiwan area, the rainfall are brought by typhoons and its frequency of rainfall exceeds that of the design for irrigation works and preventing flood happened once in a century. It is great challenge for flood-prevention project and water drainage works in the highly developed city to face. Based upon the results of literature review about the main causes of torrential flood in Taipei、 rainfall re-utilization system、total amount raft foundation of buildings and linear programming etc, the evaluation model of flood prevention by linear programming algorithm is established in this study. The efficiency of flood-prevention by raft foundation of existing buildings is studied by considering the different peak cut percents and rates of use of raft foundation etc for different size of block area of buildings。 The efficiency of flood-prevention by raft foundation of existing buildings in Taipei is also studied。 The results by the evaluation model of floor prevention shows that: (1) usage of raft foundation of buildings as pool flood-prevention or flood retaining is helpful for water drainage system in city。 (2) the evaluation model of floor prevention by linear programming algorithm is applicable to all other areas in Taiwan。 (3) the rates of use of raft foundation and Peak cut percent in water collection area are the lowest for a block building by roof water collection , the highest ones for the whole area water collection。 (4) the calculation results based on flood pke-uenting grade can be planned by the prevent demanding in the preventing zone。

Abstract:
This dissertation document began as a journey of discovery of a new city, filled with many hidden historical treasures, some sadly forgotten about, left abandoned and neglected falling to ruins, misused and unappreciated. Relocating from Durban to Johannesburg, my eyes where opened to a completely new city scape, sparking an interest in the layered history of it development and growth over the years. Through my journeys of the many streets of Jo’burg I began to notice the abundance of charmingly crafted architecture, quietly resting between the busy streets, many neglected and unused, creating a sense of sadness amongst the vibrant and multicultural movement surrounding them. I began to question the possibility of reviving such buildings to included them back into the city where they can once again be filled with life and no longer simply passed by without a care. The aim of the document was to research the many opinions and approaches surrounding preservation of historic architecture, resulting in a formal strategy of rehabilitating the old structures and breathing new life into them. The strategy adopted was to imagine the life of a building as a book of many chapter, with the view that building need not reach their final lines, through the continued writing on new pages, adding in whole to the layered tapestry of uses, events and years through which it was witness to. The new chapter proposed for the building became that of a safe house for victims of trafficking where the process of rehabilitating their identity and image of self became possible within a building which too had undergone a process of rehabilitation. Through research of statistical information and theoretical theories, strategies are formed to create a building in which layers of time are woven together and architecture is created allowing for users to feel safe whilst remaining connected to the city, regaining a sense of identity through contact with the building witnessing it transformation from once being in a state of disrepair to that of becoming a striking example of persevered architecture and history.

The aging index of Taiwan as of November 2016 was 98.32%, which has increased by 49.32% in nearly 10 years. The 2016 aging index of Taiwan is relatively higher compared with U.S., Australia, New Zealand, and other countries in Asia. Moreover, the Ministry of the Interior statistical report reveals that the majority of elderly aged 65 years or older believe that the government should increase financial aids, indicating the wide insecurity in elderly against future economy. Nonetheless the government fiscal budget becomes increasingly rigorous and requires the search of other care system to offset the gap. Home ownership in Taiwan is very high while many elderly own houses. According to the survey conducted by National Statistics, Republic of China, the 2015 home ownership was 84.23% with an annual increase of 0.26. Hence Taiwan is quite suitable for the promotion of “Reverse Mortgage” to solve the elderly fostering issues of “rich people hold real estate and poor people hold cash.” The study objects consist of elderly aged between 50-64 years old and over 65 years living in Taiwan City. The study adopts online questionnaire and printed questionnaire for questionnaire survey. Additionally, the study conducted semi-structural in-depth interview with several financial institutions undertaking “reverse mortgage loan services” to analyze the causes of difficulty in current promotion of “reverse mortgage” through the supply/demand survey as well as to propose suggestions for possible improvement. The following conclusions are drawn from the empirical results: 1. 50-56 years old: This age group is still working according to the results of quantitative questionnaire. The respondents did not want to apply for “reverse mortgage” because they have work and do not need money. The application for “reverse mortgage” in the future depends on the terms and requirement for loan. 2. 57-64 years old: The elderly in this group mostly are preparing for retirement while most respondents have some saving and extra housings for their children. This group is wealthier with higher social knowledge, who can accept “reverse mortgage” but the elderly must evaluate the benefits for themselves and their children before including it into their asset plant. 3. 65 years and older: This group of respondents endured more hardship when they were young and they tend to have more children with limited houses. The majority of these elderly have spent money on their children and hence a higher percentage of these people are taken care by their children. Hence they do not need to apply for “reverse mortgage” for the remaining time of life and they will possibly leave houses to their children while living frugally.

Influenced by the thinking of the Garden City movement, gated and so-called lifestyle security estates have become overwhelmingly popular in many cities across the world. With demand fuelled by a combination of security concerns and a belief that such schemes provides enhanced efficiency and comfortability, these estates have come under severe scrutiny with regards to its apparent spatial and socio-economic impacts on the city structure as a whole. However, despite the severe criticism and awareness, these types of developments have showed very little signs of decline - thus perhaps illustrating a real economic rationale in the desire of people to reside in environments with higher perceptions of safety and control. Cities respond to this by clearly delineating urban development boundaries and even in some cases publish design principles that promote integration and inclusion. These more than often become contested by means of political- and private sector influences resulting in the perpetual realities of estate development and no real prohibiting actions and remedial recourse. Given these realities, what then does the future hold for our city landscape? Could we possibly reposition ourselves now to better the outcome later? Using Steyn City and Dainfern in the Fourways area, as two mega development case studies, this academic inquiry seeks to reflect on the status quo of estate developments and creatively find internal possible clues within the very structuring elements of such schemes that could potentially unlock and ‘un-gate’ developments and in the process improve access to opportunities in the city. This could surely not only provide new insights as to what the potential future can be, but it also provides the opportunity to redefine the ‘right to the city’ and opportunity in already deprived and isolated localities.

Abstract The literature regarding the factors that influence the housing price in Taiwan in the past has mostly focused on the housing market. Besides, little has investigated the influence that the land value increment tax has on the housing price in the process of buying and selling. Based on the deal price of houses in Kaohsiung in 1995, the study employs the hedonic price method proposed by Rosen (1974) to analyze the factors that influence the housing price in the market and secondary market in Kaohsiung City. Through exploring the influences that the various characteristics of houses and value increment tax have on the housing price, it is hoped that the study helps to reveal the similarities and differences among the factors that influence the housing price in the housing market and secondary market in Kaohsiung City. The results of the study indicate that the floor areas, base areas, location and garage are all the significant factors that influence the price of the whole housing, town houses (including villas), and apartments in the market of Kaohsiung City. Besides, changes of the land value increment tax have a significant influence on the housing price in the market of Kaohsiung City. As for the market of the town houses, the land value increment tax does not have a significant influence on the price of the town houses with bigger base areas. However, it does have a significant influence on the price of the apartments with smaller base areas. key words:housing price, land value increment tax, hedonic price method

Buildings have reached saturation state for the last decade in Taiwan.Major energy consumption generally does not concern energy saving issues particularly for old buildings which are accounted for 97% of all. This study is to detect and analyze problems of energy consumption in Taipei City administrative office buildings. As a doctor has to know the symptoms in order to diagnose and give treatments to diseases, problems for energy consumptions have to be detected and solutions evaluated before they are solved. The research uses district office space in Taipei City as samples for detecting and diagnosis energy consumption problems. Case studies and documents are reviewed to understand strategies and methods employed in office energy conservation in Taiwan. EUI data are collected to evaluate energy efficiency in office spaces. Temperature, humidity and wind speed are measured and recorded on site in the cold term for PMV-PPD calculation to generate comfort evaluation indexes. In the mean time, on site interviews are also conducted to understand real users’ immediate experience. The following results are concluded based on statistical data analysis: 1.Small office buildings have highest EUI values followed by medium-size and large size office buildings, indicating that small office buildings are in fact most energy consuming while large office are more energy efficient. 2.PMV-PPD values suggest that small office buildings have best human thermal comfort level, followed by medium-size office buildings and large office buildings. 3.Based on the above findings, medium size office buildings are considered most energy efficient without air conditioning in the cold terms due to fenestration distance between the two laterals of a building which allows natural ventilation for less energy consumption as well as better human thermal comfort level.

Illegal building that add floors raise many safety concerns. These additions make them vulnerable to earthquakes and fires that may cause injury and heavy casualties. Although the government requested that these buildings be taken down, these efforts were delayed due to a variety of reasons. Because these buildings stayed up, every time a fire broke out, it quickly spread and was difficult to fight, often causing property damage and serious casualties. Even though people may still be living in these buildings, they still must be managed for disaster control. This study reviewed and analyzed the status of illegal building construction, referenced fire statistics and existing cases of illegal building fires, and analyzed the current status of illegal building construction in New Taipei City. By analyzing expert interviews, fire-fighting equipment, building fire protection plans, escape equipment, and escape routes, we devised a set of management methods and procedures to deal with the demolition of existing illegal buildings in order to achieve effective disaster reduction, life safety, and property protection. These methods can also greatly increase the chances of survival for trapped people, and allow search and rescuers to easily enter the scene to rescue and extinguish the disaster, thereby creating a win-win situation for the people and government agencies.

AbstractSince Ministry of Interior worked out “Green Building assessment manual” in 2000,Green Building has entered into the stage of scientific quantification computation and becomes the objective technique of realistic operation. However, such assessment mode is still in the initial stage. The related studies about every kinds of land use zone are unavailable. Therefore, this research selects the greening and raining storage in building site as our major research subject and analyzes the problems possibly resulted from the application of the Green Building assessment mode on the government organization reservations. The purpose of this research is to improve the quality of urban environment. “Green” has functions of air cleaning、noise reducing、climate improving、raining storage increasing、soil ecology activating etc.. And also reduces the rising temperature of the earth. “Raining storage in Building Site” increase the permeability of water, lower the burden of urban drainage system and reduce opportunity of flood happening. In the same time, water is stored into the bed. This function not only supplies water resource but also prevent the bed to sink. By now, the rainfall in Taiwan is the third around the world. However, because the rivers are short and rushing, floods in the rainy season and the appearance of lacking water in the rainy season and the appearance of lacking water in the dry season both take place so often, especially in the city. Therefore, “Green” and “Raining Storage in Building Site” directly relate to the quality of urban life. They art both important factors. In the authentic research part, the study takes the government organization reservations in Taichung City to be the investigation objects. It makes the general investigation by means of field study and proceeds the analysis by narrative statistics and regressive analysis to example the problems following:1.Exploring if it is different between the central authorities and lower level government administration, the “Green” and “Raining Storage in Building Site” assessment indices change.2.Exploring the relation between government organization reservations of different particular periods with the “Green” and “Raining Storage in Building Site” assessment indices.3.Exploring if the development area of government organization units affects the “Green” and “Raining Storage in Building Site” or not.4.Exploring if the development area of government organization units affects the “Green” and “Raining Storage in Building Site” when the government organization reservations locate in different sites.By exploration above we can understand the condition problems of execute indices on government organization reservation recently and in progress advance the improving suggestions.

Fundamental rights, of which property rights belong to one kind, derive from human rights. The interpretations given by Justices of Judicial Yuan about “existing roads” are No.255, No.400, No.440, and No.705. The interpretation No.400 indicates that「In the case where roads already exist on which public easement has been established due to some specific criteria, the owners of those roads have been deprived of their freedom to use and make profits from the lands. Their interests on the property have been specifically sacrificed for the general interest. To act fairly, the state should expropriate those lands according to law and provide compensation. If central or local governments, due to financial difficulties, can not completely expropriate those lands and make compensation, relevant organizations should set a deadline for compensation on annual installment or by other means. It is obviously contrary to the principle of equality that the state is not required to expropriate those lands and make compensation on which public easement has already been established and maintained by ordinances given that other privately owned lands within the same road plan have been expropriated and compensated for.」. Existing roads have been the long-standing issues in Taiwan. The causes are complicated because of the constantly changes in objective circumstance over a lengthy period. The government remains the problems unresolved due to financial difficulties in compensation payments that increase daily. But except for making compensation, there may be other possibilities of solutions. Accordingly, this paper will discuss the strategies for Taipei City government to manage the loss-of-function “existing roads.” The object and scope of this study is based on the interpretation No.255「To the extent that an urban plan is implemented, the road planning should be carried out by the competent authorities pursuant to the provisions of the Urban Planning Act. In respect of an area where an urban plan is formulated and a detailed plan is completed according to statutory procedure, the construction and establishment of the roads for such area should then be carried out based on such plans. In mapping out the road systems pursuant to the statutory procedure, any road not subject to such plan is simply meant to be removed and, upon completion of the planned roads, which ought to be available for public traffic, the competent authorities may ex officio or upon application have such non-planned road removed whose existence is no longer necessary for purpose of public traffic. The Directives Ref. No. (66)-TNYT-730275 and Ref. No. (67)-TNYT-759517 as issued by the Ministry of the Interior in respect of the removal of a lane or alley that is not covered by an urban plan, as well as the Notices Regarding the Application for Removal or Route Change of Lanes or Alleys Not Subject to Urban Planning by Taipei City, are in line with the intention described above and thus are not in conflict with the constitutional purpose of protecting the rights of the people.」. Also this thesis, started by considering “the special sacrifice” explained by interpretation No.400, will try to analyze the content of the said constitutional interpretations, research related laws and regulations, and thus review the priority issues of the balance between the protection of private ownership and the maintenance of public access interests. In the meantime, this study will search for the most suitable principles when both rights and interests are in conflict. Furthermore, Taipei City’s rapid economic growth and tense population result in the speed of urban land development much faster than the other cities. New architectures gradually replace outdated ones. However, the old roads (i.e. existing roads) among buildings still remain, and consequently cause the problems worse. Besides, with city plans road proceeding, some existing roads become unnecessary passing ways which lead to trouble integrating and exploiting building lots, even impacting on the management and development of the whole urban land. It is hoped that the results of this paper, through a study of Taipei City government’s strategies to cope with loss-of-function existing roads based on the relative Judicial Yuan interpretations, will present reasonable opinions to deal with the long term problems of unreasonable use of private lands as existing roads. This thesis can also be useful reference for government in policy decision-making as well as legislation.

Technology improvement makes our population average age goes to older in recent few years. Most elderly were cared by high class “Respiratory Care” services in hospitals until the end of their life. It makes the average age of death much higher. Most hospitals has “RCW” could provide patients who needed, but it is very expensive. A part of patients who can not be effort will seek similar services in smaller hospital. But they have not enough principal and building space to build fire facility to make safer. Therefore, this project is discussing RCW security in old small hospitals in New Taipei City. Simulating by scene simulation software ‘FDS’. Simulating the doors deployed in stairways. Variables are fire doors, fire and smoke dampers, then add fire department force ( New Taipei City ) involved timing. Final we could discuss each suggests which would be close to reality and economy to make a improve program that we can choose. Result below: 1. The factors in fire disaster that threat personnel inside. Risk degree below: Temperature > CO2 > O2 > CO 2. The compare about fire door efficacy. (1) The safety performance of straight stairs in building needs to be ensured. Basically, a fire door that meets the smoke-control standards of CNS 11227 or ISO 5925 needs to be placed at each unit’s entrance point as well as in the stairway. (2) Among different improvement methods, the ISO 5925 Standard has the best effective, the CNS 11227 standard and ordinary fire door is second. But only establishment fire smoke door could meet the patient’s life time standard. (3) The fireproof facilities improvement in old small hospital stairways. In achieves under the security principle condition and considers economy, the security regionalization establishment fire smoke door by the stairways is most to conform to the economical principle.

It’s considerably common in Taiwan to use ceramic tile as external wall material, which is one of the factors displaying facade feature in house. The attachment between ceramic tile and structure relies on different materials and techniques. Even the nature of ceramic tile is stable, external wall could cause different inferior changes, such as chaps and peeling off. Due to the limited land in Taiwan, global materials cost unceasingly rising and increased construction cost, the number of people who are capable to build houses by their own decreases year by year. According to the issuing numbers of construction licenses by Department of Budget,Accounting and Statistics of Kaohsiung City Government, the number of newly houses dramatically drops, which increases the amounts of people buying old houses. To extend the life of building and indirectly raise repairing cases, external wall improvement will be highly valued in the foreseeable future. The development of ceramic tile upgrades with time,by understanding it’s history and time, this research divides ceramic tile into two categories: 1. Mosaic tile during 1971-1980 2. Square brick and Erding hanging bricks during 1981-1990 Even the diversity of house choices, the construction model of townhouse occupies the majority due to the weather and culture in Taiwan. At the first stage, cooperated with house enterprises, the research is mainly on investigating the deterioration of external wall with the provided data of selling house. After analyzing and comparing these cases, further understand the townhouses popular tiles of the regarding times, to learn about the Kaohsiung City houses residential tiled each era over all deterioration of conditions prevalent products are as follows: 1. Mosaic tiles deterioration behavior to cracking, spalling fouling rust spots, as a primary. 2. Square brick deterioration behavior to deface rust spots, mainly,Roberts. 3. Erding hanging bricks deterioration behavior to deface rust spots, mainly,Roberts. By means of the result of first stage, the second stage is to interview experts with surveysheets. To clarify the improving techniques which commonly used in Taiwan, the main purpose is to contrast the deterioration situation and improving technique. Here’re five improving techniques: 1. The same tile restart methods of work 2. Another kind of tile restart methods of work 3. Double wall methods of work 4. Coatings Brushing methods of work 5. External Wall Wash methods of work Finally investigation through case deterioration, the analysis results will be tiled in various popular and the resulting deterioration behavior, edition of the mechanic method instead, recommend suitable proposals, the provision of housing people in the reference to sale. 1. This research is to study the “Fire Management System” (FMS), based on data of fire incident rate in buildings owned by government agencies for public usage, dominated in the 1st Corps of Kaohsiung City Fire Bureau (KCFB); so as to review the effectiveness and result in a reference in FMS promotion for KCFB. In order to completely realize the FMS, each administrator and fire prevent manager of every FMS entity in dominated buildings, which is high above certain size and for public usage, has to make the fire-protection plan and practice according to whatever in that; in the meanwhile, 1st Corps of KCFB has to strictly audit and supervise above, based on “Notices in Practice of Fire Management Business for Fire Departments”, issued by National Fire Agency. The purpose of FMS practice is to reduce the incidence of fires, as well as to secure functions of fire-safety equipments, facilities when fire occurs, and to confirm self-examination in general; in additions, to combine the fire-fighters with civil forces, especially in the rapid treatment of initial fire, so as to minimize both the property-loss and casualty, to achieve goal "protection of life, security of property," as well as the idea “whoever cares whatever they own,” promoted by fire authority. Furthermore, in-depth analysis has found that, beside issues about fire-safety for buildings, fires formation, growth, deadly hazards, and other fire-related general idea research, there have been only few in topics focus on FMS ant that related to the government agency, such as discussion about FMS general idea, current practice status, inter-comparison with that in Japan, the United States as well as deep intra-research in implementation in Kaohsiung City, and value review from case studies toward fire safety and FMS, and integration for those significant persons, including building administrators, fire prevent managers, and government agents. This study is to develop a concrete management strategies via the observed deficiencies, including how to authenticate qualified institutes, which train and issue Fire Prevent Manager Certificates, how to recognize status-doubted fire prevent managers, and how to develop (Joint) Fire Protection Plan, how to practice initial audit by business assessment forms, how to eliminate the dead corner resulted from inflammable material decoration, and how to strengthen the supervisory of fire authority by installing more surveillance systems; furthermore, to provide a role reference toward government and private entities, so as to enhance the FMS ability of government entities in decreasing fire incidents, as well as securing property inside and people who work in or for business.

Abstract:
Neste cenário, a análise do contexto é, pois, holística e as respostas cirúrgicas.
This dissertation consists in a practical and theoretical reflection on the urban dimension of the reabilitation, establishing concepts and formalizing answers in architecture in scope of a strategy develop in the exercise of the curricular discipline Atelier de Projecto IID 2016/2017: : “O centro em Coimbra: estratégia e táticas de integração urbana.” The adopted positions will be critical to the local urban strategies, they will be duly mentioned in the course of the dissertation. The central area of the city, the case study, the center of Coimbra, do not reflect a cohesive structure. It show a disconnected urban reality as a result of unfinished and absence of a integrating perspectives in the urban options This thesis offers connective solutions between the parts of the city, both in the physical dimension and also in the social dimension of the intervened territories. It is, therefore, a critical process carried out on a strategic plane, justified and fundemented on a theoretical basis of intervention on the existing city. In this reflection on the city, there will be approached among others, subjects such as; appropriate programs for the social realities of the context; adequate levels of intervention on physical and social pre-existence; development of social incentives for urban development; creation in pedestrian mobility systems; parking systems. The architectural design is not only developed taking into account the physical impact on the existing city, the social impact is also taken into account. In this scenario, the analysis will therefore have to be holistic and the response surgical. It is considered of great importance in this dissertation the deep approach to understand of the theoretical ideas. The dissection of these concepts aims to make a simple response to the physical dimension in the city and also fulfill the real urban needs.

Between 1998 and 1999, five science fiction films from North America - Dark City, The Truman Show, eXistenZ, The Matrix and The Thirteenth Floor - denoted an aesthetic-thematic unity that calls for a conceptualization and analysis in the retrospective light of today’s eyes. Through the “millennial hyper-real(ism)” formulation created to produce this artistic constellation, oscillating between theory and analysis, this dissertation explores the numerous points of contact that convert those five works into a quintet. “Hyper-real”, because, as in the art movement of the same name in which high-resolution paintings and sculptures (often through computers and underlying digitality) seem to have a real referent (as in analog photography), these movies play with simulations of reality within the narrative. “Millennial”, since the passage from 1999 to 2000 places those feature films in a time of paranoia, apocalyptic prophecies (from informatics to religion and ecology) associated with the millennium shift. In millennial hyper-real(ism), herald of a “cyborg cinema”, the nostalgia of the celluloid roll and the emergence of the digital coexist in a composite image, both in production and explicitly or implicitly in the narrative. Therefore, the five motion pictures under consideration are based on never less than double dimensions, returning to nervous cinematographic pasts such as the German expressionism of Weimar’s ’20s and the American film noir of the ’40s/’50s communism persecution. They do it in a futurephobic limbo, swinging between an escapism that condemns everything to a self-fulfilling prophecy and a resistance that penetrates the fear by which it refuses to be determined. This historical (un)consciousness, as well as the notions of hyper-reality by Jean Baudrillard and Umberto Eco, and the arrival of the word processor, are also of utter importance. Under various angles and themes, a set of false disjunctions (... or synonymous antonymies?) serves as a tool to orbit around the five films.

During my learning and creation of ink works, I’ve found that most people has some fixed impression toward ink works, which is traditional, simply hand-made while which subjects are landscape, figures and flower-and-bird and so on. Besides, following the advance of technology, I also have found that image is everywhere in the lives of modern society, and image becomes a vehicle of communication. The experience of city life and the sense to effects produces my expression of ideas; I continuously think of the method to apply and weave the two sources into my works which can be sensitive. Image is like the mirror of the world, the reflection of society, and works “represent” artist’s value to the world. I’m curious and continuously think of the application of new materials and forms. This thesis is basically constructed by material inductive method, then describes my self-exploration with context analysis and generalizes the thread of thoughts. By this way, I hope to find out the new possibility of ink material, and the content includes the process of creating and the expression of technique. For the vein of my creating, it discusses the series works from the Senior to graduate study, they are Views, Mirror, Kaleidoscope, Complex, and the further expectation. The major subject is Kaleidoscope. With the threads of my creating history, it discusses the relationship of mirror images, kaleidoscope, and further extends to the connection among the forms, materials of representation and image and so on. The mirror image of the scope, the image from reflection, the interaction among mirrors, and the making of Montage collage construct the concept of my works. The reflection of mirrors forms the multi-level space, a kind of rebuilding of virtual reality, repetitively duplicates another space. This series works delivers a different aesthetic experience by kaleidoscope view, and shows my feeling to a metropolitan city. By the study and creation, I hope to study more of ink creating; hope to give viewers a different image and initiate some discussions and responses.
