Abstract:
Little is known about the types of surfaces used during training of Thoroughbred racehorses or methods of exercise used in addition to ridden track-work. Our aims were to (1) describe the types of surfaces used in the training of Thoroughbred racehorses and to (2) identify alternative approaches used to exercise horses in addition to, or in place of, ridden overground track-work. Information regarding surface and alternative exercise methods was collected as part of an in-person survey of training practices of 66 registered Thoroughbred trainers in Victoria, Australia. Sand and synthetic surfaces were used by 97% and 36% of trainers respectively for slow-workouts, with galloping on turf training tracks used in training regimens by 82% and synthetic by 58% of trainers. Of those trainers utilising turf tracks, only 34% of gallop training was completed on turf despite turf being the predominant racing surface. Almost 90% of trainers used alternatives to ridden exercise. There is substantial variation in training surface used and alternative types of exercise undertaken by Victorian trainers. Future research should focus on how such practices relate to injury risk, particularly as it relates to the importance of musculoskeletal adaptation to specific race-day surfaces.

Abstract:
The polarisation between consistency, controls and the unscrutinised discretionary powers held by criminal justice agencies is a complex issue that transcends jurisdictions. In the Australian State of Victoria, this conflict is particularly evident in the prosecutor’s decision-making powers in the plea bargaining process, because these powers are not subject to scrutiny and the decisions made under them are not transparent. Furthermore, plea bargaining itself is a non-formalised and unscrutinised method of case resolution. While the use of discretion is an important component of prosecutorial work, it is the potentially individualised and idiosyncratic nature of unscrutinised discretionary decisions that results in plea bargaining and prosecutorial decision-making in Victoria giving rise to perceptions of inappropriateness and misconduct. Drawing upon the voices of Victorian and United Kingdom legal professionals, this article critically analyses the controls placed on United Kingdom prosecutors by the Attorney General’s Guidelines on the Acceptance of Pleas and the Prosecutor’s Role in the Sentencing Exercise 2009 (UK), and considers whether similar guidelines could be implemented in Victoria to redress problems surrounding the idiosyncratic nature of prosecutorial decision-making in plea bargaining. By offering a unique insight into the perspectives of those involved in plea bargaining, this article explores the benefits of implementing a transparent and scrutinised control on prosecutorial discretion in plea bargaining, and considers whether this would in turn offer greater safeguards, consistency and transparency of prosecutorial decision-making in Victoria.

Objective In 2015, the Victorian Department of Health and Human Services commissioned the Victorian Allied Health Workforce Research Program to provide data on allied health professions in the Victorian public, private and not-for-profit sectors. Herein we present a snapshot of the demographic profiles and distribution of these professions in Victoria and discuss the workforce implications. Methods The program commenced with an environmental scan of 27 allied health professions in Victoria. This substantial scoping exercise identified existing data, resources and contexts for each profession to guide future data collection and research. Each environmental scan reviewed existing data relating to the 27 professions, augmented by an online questionnaire sent to the professional bodies representing each discipline. Results Workforce data were patchy but, based on the evidence available, the allied health professions in Victoria vary greatly in size (ranging from just 17 child life therapists to 6288 psychologists), are predominantly female (83% of professions are more than 50% female) and half the professions report that 30% of their workforce is aged under 30 years. New training programs have increased workforce inflows to many professions, but there is little understanding of attrition rates. Professions reported a lack of senior positions in the public sector and a concomitant lack of senior specialised staff available to support more junior staff. Increasing numbers of allied health graduates are being employed directly in private practice because of a lack of growth in new positions in the public sector and changing funding models. Smaller professions reported that their members are more likely to be professionally isolated within an allied health team or larger organisations. Uneven rural–urban workforce distribution was evident across most professions. Conclusions Workforce planning for allied health is extremely complex because of the lack of data, fragmented funding and regulatory frameworks and diverse employment contexts. What is known about this topic? There is a lack of good-quality workforce data on the allied health professions generally. The allied health workforce is highly feminised and unevenly distributed geographically, but there is little analysis of these issues across professions. What does this paper add? The juxtaposition of the health workforce demographics and distribution of 27 allied health professions in Victoria illustrates some clear trends and identifies several common themes across professions. What are the implications for practitioners? There are opportunities for the allied health professions to collectively address several of the common issues to achieve economies of scale, given the large number of professions and small size of many.

The application of s 137 of the uniform evidence legislation, which essentially restates the Christie discretion, has been thrown into confusion with the Supreme Courts of New South Wales and Victoria taking a restrictive and expansive interpretation respectively of the meaning of ‘probative value’ for the purpose of the weighting exercise between probative value and unfair prejudice. Definitive clarification of such an important and well known evidential principle, which could reasonably have been previously regarded as settled law, will most likely be postponed until a suitable case is heard by the High Court. This article seeks to anticipate such a judicial resolution of the application of s 137, by applying well-understood principles of statutory interpretation, to argue in favour of the Victorian expansive approach to the meaning of ‘probative value’ in the uniform evidence legislation.

The 6th International Conference on Self-Determination Theory (SDT: Deci & Ryan, 1985, 2000) was held from 2–5 June, 2016, in Victoria, British Colombia, Canada. The conference was organised by the Universities of Victoria, Alberta and Saskatchewan, and attracted more than 400 attendees, from varying academic disciplines. This review highlights major themes of the conference, including: 1) challenges to the triad of basic psychological needs; 2) a focus on further examination of need thwarting, frustration and satisfaction; and 3) practical applications and interventions using SDT. All of these themes are tied to sport, exercise science and behaviour management. Future directions for research, both applying and advancing SDT, are discussed.

This paper examines whether involvement in an observational study may prompt participants to change their exercise behaviors. Data were collected from 394 older community dwellers in Victoria, Australia using a baseline survey, and 245 of these participated in a follow-up survey one year later. Survey domains were drawn from constructs of relevant health behavior models. Results showed that the proportion of respondents who were currently participating in exercises to prevent falls at follow-up was 12% higher than at baseline (Wilcoxon p value < .001). Twenty-nine percent reported they had changed their perceptions about falls and their risk of falls, with comments focused on threat appraisal. Forty-four percent reported having taken strategies to reduce their risk of falling, with comments based on implementation of different preventive strategies. Respondents who held favorable views toward exercises for the prevention of falls appear to change their behaviors that might address falls when participating in observational studies.

Objetivo: Determinar os efeitos do exercício excêntrico (EE) em pessoas com tendinopatia rotuliana (TR) através da Victorian Institute of Sport Assessment, Patellar (VISA-P). Metodologia: Pesquisa computadorizada nas bases de dados Pubmed/Medline, Science Direct, PEDro, Lilacs, Scielo e Cochrane Library foi efetuada utilizando a combinação: (Victorian Institute of Sport Assessment) AND (patellar tendinopathy OR jumper’s knee) AND (eccentric training OR eccentric exercise) de acordo com guias de PRISMA. A qualidade metodológica dos estudos foi analisada usando a Physiotherapy Evidence Database scoring scale (PEDro). Resultados: Nove estudos cumpriram os critérios de inclusão e obtiveram uma média aritmética de 6,56/10 na escala de PEDro, com um total de 257 participantes. Os estudos selecionados incluíram diferentes formas de executar o EE e foram encontrados resultados estatisticamente significativos na escala de avaliação VISA-P. Conclusão: Os resultados mostraram que a técnica de EE pode contribuir para a reabilitação da TR.

The methodological quality of the studies was analyzed using the Physiotherapy Evidence Database scoring scale (PEDro). Results: Nine papers met the inclusion criteria with an arithmetic mean of 6,56/10 on PEDro scale, with a total of 257 participants. The selected studies included different ways of performing the EE and statistically significant results were found on the Victorian Institute of Sport Assessment: Patellar (VISA-P) rating scale. Conclusion: The results showed that EE can contribute to rehabilitation of jumper’s knee.

Research has demonstrated a positive relationship between the level of adherence to PRA recovery from a variety of musculoskeletal conditions, and has shown non-compliance to home-based exercise programs reduces the probability of successful outcome for therapeutic intervention. No previous research has focused on compliance to prescription and methods of prescription used in the osteopathic medicine setting. As exercise has shown to augment treatment efficacy and speed of recovery, it is important that osteopaths are informed of the current likely adherence rate to PRA and all factors that may cause non-compliance to their exercise prescription. The overall compliance rate to PRA at VUOMC is comparable with previous studies, with the use of diagrams being the least utilised but most effective method of prescription in the VUOMC setting. This study provides a basis for understanding exercise prescription implications that are important both to osteopaths and osteopathic patients in enhancing treatment results in terms of speed and efficacy, as well as potentially reducing treatment costs to both patients and third party payers. This minor thesis was written by a post-graduate student as part of the requirements of the Master of Health Science (Osteopathy) program.

The prescription of patient rehabilitation advice (PRA) encompassing exercises or stretches prescribed for completion external to a manual therapy consultation time is often condition specific and varies in accordance to a patient's diagnosis in order to produce a more successful outcome over a shorter duration. Previous research has investigated this problem in physiotherapy fields, but as yet has not been undertaken in an osteopathic setting. This study attempted to compare verbal and diagrammatic PRA prescription in the Victoria University Osteopathic Medicine Clinic (VUOMC) to new patients at this clinic. This study demonstrated that diagrammatic PRA prescription was more successful than verbal presricption when used at the VUOMC. The use of the diagrammatic PRA modality should assist the osteopathic practitioner to gain greater compliance and potentially better outcomes for the patient. This minor thesis was written by a post-graduate student as part of the requirements of the Master of Health Science (Osteopathy) program.

The marketing of farms for tourism and recreation purposes has been taking place for many years. Farmers have frequently sought to supplement their farm income through providing accommodation and recreation facilities to paying guests. This study concentrates on one state of Australia, Victoria, and has two main aims. The first aim is to develop a systems model of farm tourism that reveals the roles played by various stakeholders. The second aim is to examine farm tourism from a systems perspective, and to explore the attitudes of both farmers and guests to their experiences. In addition, the comments of local government authorities are also investigated. The purpose of the study, in broad terms, is to develop a systems model of farm tourism in Victoria, Australia. In order to do this, the study reviews the literature and then examines the evolution and development of farm tourism in general, through a detailed analysis of the relationships between host farm operators and their visitors. is hoped that the present study will shed some light on an industry which has been largely ignored by most writers and researchers in the different disciplines represented in this topic. The research objectives are, firstly, to develop a systems model of farm tourism; secondly, to examine and describe the scope of farm tourism in Victoria, from the point of view of the farmer; thirdly, to describe the evaluation of the farm tourism experience by the guests who have visited farms in Victoria; and, finally, to investigate the attitudes and involvement of local government bodies in Victoria to farm tourism. Tourism in general is examined, as well as the relationship between agriculture and tourism, leading to a discussion of the definition of rural tourism. General trends in rural tourism are identified, and their relevance to farm tourism is explained. The definition of farm tourism is then covered, with commentary on the application of the characteristics of tourism to the farm tourism industry. Trends in farming are mentioned, which point to the importance of farm tourism as an alternative source of income for the farmer, and a useful form of diversification from farm operations, reducing dependence on one source of income. The concepts of leisure and recreation are also considered, and their relevance to farm tourism is identified.

Research conducted within the Victoria Police has previously highlighted problems in the area of employee health and fitness. Officers of law enforcement agencies require a level of health and fitness which will enable them to effectively carry out their daily duties. While much of a police officer's shift is sedentary in nature, intermittent bursts of physical activity require enhanced levels of physical fitness. Despite these physical requirements, after a brief probationary period, police officers are not normally required to undergo any form of medical or fitness assessment for the rest of their careers. A project was conducted within the Victorian Police Force entitled "Operation Physicop" over a twelve month period in a geographical area called 'Y' District (now 'F' and 'G'). The project aimed to measure the effectiveness of workplace health promotion within the Victoria Police Force by measuring changes in several health and fitness parameters as a result of interventions aimed at influencing health behaviour and the workplace environment in a positive way.

Abstract:
Health Canada has published national physical activity guidelines, which are included in their 27-page Physical Activity Guide to Healthy Active Living. To date, the use of these guides as motivational instruments for physical activity promotion has not been evaluated. The purpose of this study was to determine whether or not reading the guide 1) increased motivational antecedents to engage in regular physical activity, and 2) increased regular physical activity intention and behaviour over a one month period. Participants included 130 randomly sampled Canadian adults (18 years or older) from Victoria. British Columbia, who were randomly mailed packages consisting of either 1) a questionnaire and a copy of Health Canada's guide, or 2) just a questionnaire. Questionnaire items pertained to participants' socio-demographics, physical activity behaviours (Godin Leisure-Time Exercise Questionnaire), and physical activity motivation (Theory of Planned Behaviour). One month following the completion and return of the first questionnaire, participants were sent a one-month follow-up questionnaire pertaining to their physical activity behaviours throughout the previous month. A manipulation check of randomization between conditions suggested no differences in demographics, prior physical activity, or knowledge of the guide (p > .10). Results revealed significant interactions between the guide condition and physical activity status on instrumental behavioural beliefs (F 2.1 L2 = 6.65, p < .01, n2 = 0.05), and subjective norm (F 2,115 = 5.72 p < .05, 92 = 0.05), but no other factors were significantly different (p > .10). It was concluded that among physically inactive people, receiving Health Canada's guide may increase some informational/motivational constructs, but key motivational antecedents (affective attitude, perceived behavioural control) and outcomes (intention, behaviour) seem unaffected.

Abstract:
The onset of COVID-19 has altered the functioning of museums and biennials across the world. Consistent with the ‘deep dive approach’ employed in this book, the chapter takes a close look at three museums and a biennial. The museums chosen for detailed examination are ‘The Guggenheim’ (USA), the Victoria Memorial Hall (India), and the Montreal Museum of Fine Arts (Canada). The biennial chosen for detailed exploration is the ‘Kochi-Muziries Biennale’ (India). The objectives of the exercise are to understand the nature of operations carried out by these organizations and identifying the economic and managerial challenges faced by them prior to and during the difficult days of COVID-19. The chapter explores how the four organizations have coped with the pandemic. While Guggenheim opened up their premises on a minimal note and employed intense virtual media exposes, the Kochi-Muziries Biennale was constrained to postpone its biennial event. The Montreal Museum and the Victoria Memorial Hall also underwent protracted bouts of inactivity. The dive deep studies throw up a menu of management-related situations that holds vital lessons for budding museum managers. Similarly, the functioning of the four organizations also afford valuable lessons to the policy establishment regarding the effectiveness of cultural and arts policies.

This chapter discusses the order-building strategies of the leading postwar states and variations in the character of postwar order. Across the great historical junctures, leading states have adopted different strategies for coping with the uncertainties and disparities of postwar power and, as a result, have built different types of postwar orders. Variations in the extent to which leading states attempted to build order around binding institutions are manifest in the divergent order-building efforts of Britain in 1815 and the United States in 1919 and 1945. The chapter then distinguishes three types of order: balance of power, hegemonic, and constitutional. Each represents a different way in which power is distributed and exercised among states—differences, that is, in the basic organizing relations of power and authority. They also differ in terms of the restraints that are manifest on the exercise of state power and in the sources of cohesion and cooperation among states.

This chapter explores the rationale behind John McCloy’s final clemency decisions in January 1951 and the public backlash that quickly followed. In granting mass reprieves to the Landsberg prisoners, McCloy implicitly and explicitly called into question the validity of the Nuremberg trials, providing rhetorical victories for the unrepentant Nazis who decried the tribunals as illegitimate exercises in “victor’s justice” and denounced the postwar American commitment to international law as a sham. McCloy’s decisions were met with a firestorm of critical commentary in media outlets around the world. American, French, and British critics decried what they interpreted as McCloy’s bending to the will of the loudest and most reactionary voices in West German politics. Jewish groups and the state of Israel were horrified at the apparent trivialization of the broader Nazi project of genocide, and the continued marginalization of surviving victims. All expressed both regret for the consequences that the clemency decisions would have on the reluctantly forged consensus on the prevention of war crimes and genocide in international law, as well as dismay at the apparent propaganda victory McCloy had handed to Stalin by setting so many war criminals free.

Abstract:
This introductory chapter provides an overview of the life and work of George Boole. Boole is known for developing the system of algebraic logic, which eventually found an unexpected engineering application in the design of switching circuits. He was also an early advocate of the mass distribution of knowledge, using the methods at his disposal in early Victorian times. In the classroom and lecture hall, he interpreted the results of recent discoveries and debates originating among specialists in numerous fields—history, psychology, ethnography, and much else—and communicated them to a broad audience. Less known and therefore less appreciated is Boole's role in the history of the making and organization of knowledge. A better understanding of this feature, may eventually provoke a more thoroughgoing reappraisal of the whole figure.

Abstract Where do offensive cyber operations (OCOs) fit in modern military strategy? No capability, warfighting domain, or approach works in a vacuum. Cyber can and does fit in a joint operations doctrine, but it requires acknowledging its unique circumstances, advantages and disadvantages. This chapter analyses the applicability of military concepts to OCOs. Where do they fit, and to what end? While event-based operations skew more heavily towards tactical, battlefield outcomes, presence-based operations facilitate deceptive surprise and may even result in strategic outcomes at the campaign level. One of the biggest failings of modern militaries is their incorrect application of cyber capabilities alongside kinetic or even other intangible means. Knowing how, when and where to exercise the unique force made available through OCOs can make the difference between an investment wasted and a key enabler of success. Cyber operations will never single-handedly win a war, but they can make a difference if used correctly. This chapter reviews military concepts and their application to cyber-warfare, including economy of force, centers of gravity, deception and the notion of asymmetry.

Social Catholic groups took firm control of the juvenile courts after General Franco occupied Madrid. They swiftly exercised their moral judgements on families which suffered executions, imprisonment, employment purges, dire living conditions, and the high cost of living. Court staff particularly loathed secular ‘Red’ worker groups and endeavoured to capture the children of these foes of the faith. Mothers forced into prostitution or petty crime, living in overcrowded and poor housing whose lives were marked by hunger and disease, proved especially vulnerable to child removal. They could also fall victim to their husbands serving jail terms for political offences who, from prison, could battle to deprive them of custody. In other cases, families managed to keep bonds alive by visiting children and youngsters petitioned the authorities to be allowed home to help look after their parents.

This chapter assesses the order building in the settlement of 1919. The United States emerged as the leading world power after World War I, and it brought an ambitious institutional agenda aimed at binding democratic states together in a universal rule-based association. They envisioned a worldwide organization of democracies—a League of Nations—operating according to more demanding rules and obligations. The great powers would still form the core of this democratic community, but power balancing would be replaced by more legal- and rule-based mechanisms of power management and dispute resolution. However, Woodrow Wilson's stubborn convictions about the sources of law and institutions, the poor exercise of American power, and missed opportunities were enough to doom the settlement, particularly in the face of conflicting interests among the allies.

Abstract:
The growth of competitiveness of university graduates in the labor market is growing due to the development of soft skills. The purpose of this article was to identify the most rational form of practical training for the development of soft skills among students. The paper used an analysis of the effectiveness of the application of the author’s methodology for conducting a business game. The empirical basis was the results of a sociological survey of students based on the results of practical exercises in the form of the business game “Search for Truth”. The opinion poll was attended by 487 students from 39 study groups. As a result, it was found that this form allows students to increase the development efficiency of creativity, the ability to go out to innovative knowledge, communication skills, the ability to work in a team, fairly evaluate their colleagues, leadership qualities, and stress resistance. The growth of excitement in achieving victory, a sense of responsibility for collective actions as part of multilingual and multicultural groups is revealed. Ways of neutralizing negative phenomena during and after classes are proposed. The study showed that the business game contributes to the development of soft skills among students.

Coordination abilities are a set of human properties manifested in the training process and in competitive activity, which determines the success in the management of motor actions of different coordination levels (Lyach, 2002). According to Anochin (1979), an anticipation is a particular form of “overtaking reflection”, in which the image of the result of the action of its actual appearance (occurrence) is formed in the mind of man. Based on this statement, we will try to improve the performance of athletes. Improving the results by choosing the right action according to the feedback received after the first attempt and focusing attention and actions on rational and pragmatic implementation, which we expect to improve results and reduce repetitions in the study of new actions. In our view, a way to achieve this goal would be through work to improve the anticipation capabilities of athletes. The problem of anticipation in sports games is of utmost importance for achieving victory in the completion between offender and defender. Coordination of movements is related to coordination with objects, people, animals, and machines, the behavior and movement of which are often unpredictable (Videv, 2015). In turn, anticipation produces skill-actions (respectively, counteractions) that are confidently carried out within a fraction of a second, called “improvisation”, which is significantly increased by targeted multi-year preparation from childhood (7-8 years). Based on everything so far mentioned, we decided to test the coordination abilities of athletes and, at the same time, see how they would act in subsequent situations similar to the previous one to improve their performance by applying their anticipation skills. Our results point to our assertion that creating an image of your work and bringing anticipation actions into the implementation of performance, in this case, the implementation of various coordination exercises, would improve the performance of athletes.

This paper will describe an “Introduction to Engineering Systems” course taught to ALL freshmen students at the Air Force Academy. Not your normal freshman mechanical engineering course, Engineering 100 (ENGR100) is a web-based, hands-on systems design course where student teams design, analyze, build and fly a rocket-powered, controllable boost-glide “concept demonstrator.” Along the way they learn (in just-in-time fashion) the fundamentals of mechanical, electrical, aeronautical, astronautical, civil and environmental engineering. The course begins with a one-lesson design exercise, followed by a discussion of the “Engineering Method” and how it compares to (and differs from) the scientific method. Next, each team is given a Statement of Work (SOW), requiring them “to design, build, and test a concept demonstrator system...to represent the configuration, launch facilities, and mission profile of a Hypersonic Orbital Global Strike System (HOGSS).” The Statement of Work is somewhat daunting to most students, so we help them proceed as engineers do: break the big problem into smaller, more manageable projects. Students learn a bit about ballistics, drag, and the power of an interactive spreadsheet, before building and launching their model rockets on our parade field to verify their predictions. On-line tutorials help them understand the importance of paying attention to balsa wood grain alignment prior to glider launch day from the field house balcony. They see the importance of servo arm and control rod placement for best mechanical advantage using in-class models and videos. They verify the stability and control of their boost glider design, both on the spreadsheet and in our “homemade” wind tunnel. On launch day they experience the thrill of victory as well as the opportunity for redesign! Each lesson is peppered with both instructional and motivational videos keyed to the daily reading assignment. Class time is used for additional demonstrations, team meetings, reinforcement of the more challenging concepts, and plenty of lab design-build-test-redesign opportunities. Student teams document their progress in a structured “Team Binder,” and present their results in several formal briefings. This course has been taught to over 3000 students the past six semesters with impressive results, validated by various imbedded assessment methods.

We consider it criminal and strongly condemn the violation of the territorial integrity and borders of Ukraine by the Russian Federation. We also consider inadmissible the statements of the leadership of the Russian Federation regarding our state, interference in the internal affairs of Ukraine by denying its civilizational subjectivity and demanding the abandonment of its own path of development. With great gratitude and confidence in the victory, we turn to the defenders of Ukraine: we are together, we are convinced of the strength and steadfastness of those who defend Democracy, Freedom, and Human Values! Resistance is not just military resistance. The opposition of every citizen is not to succumb to provocations and panic, to prevent escalation of tensions, to refute fakes, to maintain clarity of thinking. A patriot is someone who invests in the development of the country and preserves its defense capabilities in a way accessible to him. For representatives of pedagogical and psychological sciences — is to maintain the national identity and unity of the nation at the level of consciousness of every citizen, territorial community, society. This is the strengthening of the subjectivity of every citizen through his awareness of Ukrainian history from the times of Kyivan Rus, Ukrainian mentality of freedom from the Cossack era, the spirit of Ukrainian democracy from the Constitution of Philip Orlyk, invincibility of the Ukrainian army from the victories of Peter Konashevych-Sahaidachnyi and Bohdan Khmelnytskyi, exercise of self-awareness by Hryhorii Skovoroda and Taras Shevchenko. Scientists of the National Academy of Educational Sciences of Ukraine, as always, are ready for a dialogue with anyone who finds himself in difficult life circumstances, in situations of confusion or uncertainty, who needs advice or psychological help. We all have hard work ahead of us every day. But our goal is common and high — to preserve the sovereignty and territorial integrity of Ukraine. To this end, we have worked for Ukraine′s independence, we have also worked for the development of our state for the last 30 years, for this, we are mobilizing for further struggle! We will win!
