Abstract:
Environmental issues have gained importance due to global environmental threat, such as depletion of energy resources and the impacts of climate change. The building sector is responsible for almost half of the impacts on the environment. Hence, this study focuses on the importance of environmental impacts of building materials. In this regard, firstly, sustainability indicators for building materials were determined and the environmental impacts of selected building materials were studied. Then, the evaluation system BREEAM and the evaluation software BEES were selected and used to evaluate one block of bachelor flats and one of housing units in ODTUKENT, which is located in the Middle East Technical University campus in Ankara, Turkey. Building materials used for the construction of walls, floors and roofs were evaluated according to the indicators accepted by BREEAM and BEES. The results for both units were compared and it was seen that the block of bachelor flats takes lower ratings than the triplex unit for BREEAM and also lower values for BEES. Therefore, the block of bachelor flats has less environmental impact than the triplex unit. While evaluating the materials an exact match for all the materials used in the case buildings could not be found in these tools. Hence, it was not possible to exact results for these materials. In this regard, countries should determine their own evaluation indicators and develop their evaluation systems.

Diarrheal diseases are a global public health burden, killing 1.8 million people annually. Diarrhea disproportionately affects children and those in poverty. Most diarrheal cases can be prevented through safe drinking water, basic hygiene and/or sanitation measures, with drinking water interventions having the most impact on reducing diarrheal disease. A meta-evaluation was completed of studies evaluating a specific household water treatment method, the biosand water filter. Results from the meta-evaluation illustrate that biosand water filters improve drinking water quality and reduce diarrheal disease. However, there is no generally agreed upon field method for determining biosand water filter effectiveness that is useable in low-resource communities. A pilot study was conducted of potential field use indicators, including the Colilert coliform Presence/ Absence test, hydrogen sulfide, alkalinity, hardness, pH, and fluorescently-labeled latex microspheres. The study included both laboratory and field testing. The Colilert Presence/ Absence test had the highest correlation to the United States Environmental Protection Agency standard method (IDEXX Quantitrays), but more data is needed before making a recommendation. This study adds to understanding about evaluation of biosand water filters and provides preliminary data to address the need for a field use indicator for biosand water filters.

Abstract:
Context. Quality assurance plays a vital role in the software engineering development process. It can be considered as one of the activities, to observe the execution of software project to validate if it behaves as expected or not. Quality assurance activities contribute to the success of software project by reducing the risks of software’s quality. Accurate planning, launching and controlling quality assurance activities on time can help to improve the performance of software projects. However, quality assurance activities also consume time and cost. One of the reasons is that they may not focus on the potential defect-prone area. In some of the latest and more accurate findings, researchers suggested that quality assurance activities should focus on the scope that may have the potential of defect; and defect predictors should be used to support them in order to save time and cost. Many available models recommend that the project’s history information be used as defect indicator to predict the number of defects in the software project. Objectives. In this thesis, new models are defined to predict the number of defects in the classes of single software systems. In addition, the new models are built based on the combination of product metrics as defect predictors. Methods. In the systematic review a number of article sources are used, including IEEE Xplore, ACM Digital Library, and Springer Link, in order to find the existing models related to the topic. In this context, open source projects are used as training sets to extract information about occurred defects and the system evolution. The training data is then used for the definition of the prediction models. Afterwards, the defined models are applied on other systems that provide test data, so information that was not used for the training of the models; to validate the accuracy and correctness of the models Results. Two models are built. One model is built to predict the number of defects of one class. One model is built to predict whether one class contains bug or no bug.. Conclusions. The proposed models are the combination of product metrics as defect predictors that can be used either to predict the number of defects of one class or to predict if one class contains bugs or no bugs. This combination of product metrics as defect predictors can improve the accuracy of defect prediction and quality assurance activities; by giving hints on potential defect prone classes before defect search activities will be performed. Therefore, it can improve the software development and quality assurance in terms of time and cost

Abstract:
Quality is a multi-dimensional concept and can be viewed from different perspectives (Fiore &Kimle, 1997:5). From the professional women’s (consumer) perspective career wear quality can be measured on both tangible (functional or sensory) and non-tangible (emotional, cognitive and importance of the self and others) levels. From the retailer’s perspective quality is measured mostly based on intrinsic product features (durability), thus relating to one component of career wear quality of professional women. The discrepancy between the two may result in consumer dissatisfaction and impacts negatively on return sales to the retailer. Quality evaluation occurs at two stages during the consumer decision making process. Firstly, quality is evaluated in-store, during the decision-making stage, and secondly during product use. The quality indicators that professional women use during these stages may not be the same. In this study an exploration was thus done on the tangible and non-tangible quality indicators that professional women use to evaluate career wear quality both during the purchase decision-making stage and during product use. Each of these was measured according to its importance to the respondents during the decision-making stage and during product use and subsequently compared, since the importance of quality indicators may differ between the two stages. The systems theory approach was used to compile the conceptual framework for this study. The systems perspective acknowledges the sequence, relationship and interdependency of the individual indicators that are used to evaluate clothing products. These indicators are considered as so-called inputs and are transformed in terms of outputs, which are interpreted in terms of customer satisfaction or dissatisfaction. The respondents were full-time employed professional women in the legal, financial, engineering and medical industries, as these women require the suitable qualification and registration with the appropriate professional body. This group has spending power and their third largest household expenditure is clothing products. A snowball technique was used to recruit participants/respondents for both the qualitative phase, during which a focus group was held, and for the quantitative data collection (questionnaire) phase. The qualitative technique (focus group) was used to gain insight into the exact quality indicators and specific terminology the target population uses when evaluating career wear quality during the purchase decision making stage and during product use. The questionnaire was compiled against the theoretical background and the information gained from the focus group. Through the use of t-tests and the Pearson’s correlation coefficient it was found that respondents used similar quality indicators to evaluate career wear quality both during the decision-making stage and during product use. Tangible quality indicators were seen as significantly more important than non-tangible quality indicators to respondents during both stages of quality evaluation. Appropriate and adequate information regarding tangible quality indicators must thus be made available by retailers to professional women at the point of purchase. This may ensure consumer satisfaction during product use and facilitate return sales for the retailer.

Innovation has vital importance for providing firms survival and competitive power together with enabling countries sustained economic progress and competitiveness. Because of its importance, measuring innovation becomes necessary for evaluating countries&rsquo
performance and policymaking. First attempts to develop measurement framework for innovation was achieved by OECD via the Oslo Manual. Then, Latin American and Caribbean countries developed the Bogota Manual. As demonstrated by the Bogota example, industrial structures of developing countries including Turkey differ from the developed ones, which leads to failure of the methods used in developed countries for measuring innovation. In this thesis, the general innovation measurement concept and innovation systems in developing countries are discussed first in order for reflecting national capabilities of Turkey. Abstract:
Survey research was used to conduct a formative evaluation of Quality Indicators for Assistive Technology Services (QIAT) by 120 leaders in the field of assistive technology. Survey respondents represented five different types of assistive technology interest and responsibilities: consumers of assistive technology services and family members, district and regional assistive technology leaders, state and national assistive technology leaders, assistive technology leaders in higher education, and assistive technology policy leaders. Respondents reviewed QIAT and completed either print or online electronic versions of a survey in which they provided their perspectives on the need for quality indicators, the importance of each quality indicator contained in QIAT, the clarity of each accompanying intent statement, and the usefulness of QIAT to people with assistive technology interests and responsibilities similar to their own. Results of this investigation suggested that quality indicators are needed to guide the development and delivery of assistive technology services, that the 39 quality indicators contained in QIAT are important, and that QIAT would be useful to people with varied interests and responsibilities in assistive technology. The perceptions of the majority of the participants about QIAT were positive. Analysis of the rankings indicated that every quality indicator contained in QIAT was considered important by greater than 92% of the participants and every intent statement was considered clear by greater than 82% of the participants. Results also indicated that participants believed that some revisions in the wording and reordering of the items contained in QIAT would increase clarity and that the identification and development of training and products aligned to QIAT could aid in the development and delivery of effective assistive technology services. Proposed revisions were made in QIAT as a result of respondent recommendations. Implications for practice, future development, and additional research also were proposed.

Abstract:
Seven study sites within the South Wessex Downs Environmentally Sensitive Area (SWD ESA) were used to evaluate re-created downland turf, a habitat created under one of the scheme management options. The novel habitat was compared to adjacent areas of established downland and to the edges of arable fields, by collecting vegetation data, and using invertebrates as indicators of habitat quality. The recreated downland sites were re-seeded 1 to 3 years before the study. The new habitat was influenced by adjacent established downland and calcicolous species were found colonising the: edges of the re-created downland. The edges of established downland were degraded in terms of plant species richness, probably by previous arable use in adjacent fields. It was found that the re-created downland was being used by several butterfly species for breeding as well as for nectaring and that these activities were concentrated around the edges of the habitat. A second indicator group, the Homoptera, were also found on the re-created downland and, although no evidence of breeding was gathered, some of the species found on the habitat were characteristic of established downland. A third aspect of the study focused on the effect on associated herbivores of the nonnative varieties of downland species which are sown into the re-created downland. It was found that these were not as easily digested as a native variety and that although the larvae gained more weight they pupated later, thus increasing their chances of predation. This has not previously been demonstrated and it is hoped that they will help improve the management of the SWD ESA in future years.

Does the size of institution or system affect the amount of recognition it receives, the impact it has on others and the degree to which it collaborates? Is it possible to optimise size to maximise recognition, impact and co-operation? This paper demonstrates that some conventional indicators used in research evaluation may fail to account for the non-linearity between size and performance. This can result in an over- and under-estimation of the research performance of both large and small institutions and nations. This paper shows that a power law relationships exists between recognition or impact and (a) the publishing size of scientific communities within an OECD science system and (b) the publishing size of a research community across OECD science systems or institutions in a science system. Also, a power law relationship exists between the amount of various types of collaboration and the ublishing size of institutions. It also shows that there are power law relationships between publishing size and HERD or number of researchers. The exponent of the power law is sometimes greater than 1.0 indicating the existence of a "Matthew effect". Other times it is less than 1.0 indicating an "inverse Matthew effect". A power law is the common signature of a scale-independent process that can be typified by a geometric fractal and other self-similar properties. A new class of scale-independent indicators is developed to overcome the inequity produced by some non-linear characteristics commonly measured when evaluating research performance.

The task of urban design is to make the environment creative, and the contents include all kinds of architectures, public facilities, and urban landscapes. It must be fitted in the needs for society, economy, urban function and also art at present. However, it is common to see that cities in Taiwan lack of creative design, and there is less related research on creative city in our country. What we can find is only the research on culture and art design. In fact, we should not only aim at the two domains of design because the originality of city is also a significant factor in the trend of economic globalization. Therefore, the evaluation indicators system for the creative city is a worthy issue for us to investigate and then we can provide reference materials for policymakers of urban development. The researches on the creative city are based on the theory of urban design, including fussy assessment method. Then, take examples of cities in Taiwan to assess the creative degree and developmental possibilities. After assessing in different angels, the result in this research shows that Taipei city gains higher score in all factors than other cities in Taiwan, especially in the domain of cultural factor. Kaohsiung city stands out for economic industry while Taichung city has average development. In conclusion, Taipei city stands for cultural city, Kaohsiung city stands for industrial city and Taichung city stands for service city.

Accessible restaurants will soon become the main trend in restaurant business the world over. It not only serves the need for tourists or visitors who are disabled from overseas but local disabled people as well. Due to the trend of globalization, accessible restaurants have become the main concern for wheelchair users during their travels and making dining choices. The specially-designed restaurants also become endowed with huge potential for business opportunities in the industry. Thus, how to improve the accessibility in local restaurants has become a major concern in the government and the industry. Therefore, firstly through literature review this study proposes the indicator framework for accessible restaurants and collects data via questionnaires survey to understand the demand from wheelchair users. Secondly, the quality concept and Kano’s two dimensional quality model are employed in this study to delve into human psychology to understand the user demand and to construct evaluation indicators for accessible restaurants. Furthermore, this study proposes a strategy for improvement for evaluating accessible restaurants at different stages of business. The result indicates that: 13 major accessibility services and 8 minor ones that restaurants can use them as a reference.

Tele-Healthcare (THC) has become an important issue for healthcare industry. However, little attention has been paid to measure the actual effectiveness of telehealthcare information system (TIS). Furthermore, in view of the lack of a method of indicator development. This study referenced Modified Delphi Method and customer needs of Quality Function Deployment to develope a "three-stage" procedure to elicit the proper items and built a TIS evaluation indicators. The research process has following important steps. First, we adopted DeLone & McLean information systems success model for scale development, through a literature review related to TIS, according to its definition, collate and analyze the structure and properties, the modified by the Resource Dependence Theory and the Transaction Cost Theory. Second, add customer needs to the field of TIS were interviewed. Final, after taking the suggestions and corrections from those experts and scholars and data analysis, this study proposed 4 dimensions as “Information Quality”, “System Quality”, “Service Quality” , “Cost”, total 43 evaluation indicators of TIS. The results may provide the hospital in setting up TIS to evaluate the effectiveness. For the hospital that have not yet set up the system, the results could serve as the reference while purchasing or setting up.

According to Association of Chain and Franchise Promotion Taiwan, Taiwan has the highest density of franchise headquarters in the world. It has reached 2050 franchise brands in year 2012, and retail food industry occupied 50% among all. Franchise corporations are trees; headquarters are roots, operational guidance as the branch, stores are the leaves and flowers. In order to have prosperous leaves and exuberant flowers, strong branches and veins to deliver nutrients are necessary during the process. To improve management ability of the headquarters, this research established an evaluation sheet on how to evaluate its franchisees. It helped avoids having dispute between franchisees and headquarters and achieve brand consistency. There are few steps on building the franchise evaluation sheet in this research. To start with, determine different indicators that can be used on food franchise evaluation system in Taiwan by integrating academic documents. Next, collect opinions from experts and establish the composition of elements. Finally, finish this evaluation sheet with Analytic Hierarchy Process (AHP) and verify weights on each field. The result of this evaluation sheet could be used for the headquarters as the standard basis of rewards and punishments to their franchisees. Research has shown that there were three dimensions on the first level: Service Quality, Food Safety, and Standard Operation. Food safety (0.616) weighed the heaviest among the three, standard operation (0.203) and service quality (0.182) followed at the back. Top three indicators of all 12 were based on food safety: ingredients (0.488) on the top, people (0.232) took the second, environment (0.185) on the third.

In order to revitalize the declining areas in the inner city, the local government commences to improve physical environment, economic competition and quality of life by urban redevelopment strategies. Yet the strategies in Taiwan only emphasize the physical improvement and lack the policy mechanism to evaluate the achievement of the redevelopment program. Therefore, in the paper the indicator system is established to help evaluate the implementation of policy so as to achieve the goals of urban redevelopment and to decide the priority of public investment. There are several urban redevelopment theories from different aspects reviewed in the paper, including the compact city theory related to urban physical environment form, the capital accumulation and regime theory related to political-economic perspective, and the interaction of the government sector, economic system and communities in the process of urban redevelopment. Based on the theory research, urban redevelopment would be found as a comprehensive context with social, economic, physical and political aspects. According to the multi-aspect of the urban redevelopment, the outcome of the study is demonstrated as 12 goals of urban redevelopment and 36 evaluation indicators. The paper incorporates the opinions of specialists into structural evaluation and indicators based upon Delphi method and Fuzzy Analytic Hierarchy Process method with further calculation to display relative weights among each indicator. The highest weight of aspect is economic aspect, the second is environmental aspect, the third is social aspect, and the last is political aspect. Therefore, the conclusion of the weight calculation in the paper shows that the urban redevelopment policy is primarily economic-oriented, and then improvement of industry investment and living environment will be considered. Social network and culture capital will be the third aspect combining in the process. Finally, the benefit of the different groups and the redistribution of the resources will be the last to be considered. These indicators could be applied to evaluate the performance of the urban redevelopment policy as reference of the decision-makers.

Food is the basic element of culture, and people participate in more and more meaningful in-depth tour. The tourism industry offers ―Culinary DIY Activities‖, which let customers realize Taiwanese Culture. The purpose of this study is to establish the evaluation indicators for experience cuisine certification. It would be put in experience culinary practice for tourism industry. Delphi method and analytic hierarchy process (AHP) were used to create such an assessment criteria on experience cuisine for tourism industry First, the literature review and opinions of specialists from three different backgrounds were included. It consolidated through twice Delphi method questionnaires by 29 experts of cuisine management, experiential learning and cultural tourism. 16 indicators were obtained. Then, Analytic Hierarchy Process questionnaires were used to evaluate every indicator’s weight. There are 111 available samples in the reclaimed questionnaires. The first level constructed three evaluation dimensions comprising of supplier characteristics of experience cuisine; they are “Food Culture”, “Food Preparation”, and ”Experience activities”. The second level composed of 6 different secondary dimensions, and the third level were 16 different evaluation criteria based upon the different evaluation dimensions from second level. The results of the three evaluation dimensions were “Food Culture” 0.495, “Food Preparation” 0.267, ”Experience activities”0.238, respectively. Above noted assessment formula was applied to an actual evaluation of experience cuisine. It was concluded that the formula value was affirmed.

ABSTRACT Global social enterprises have been in the ascendant in recent years, and Taiwan government also makes efforts to create the environment which is advantageous for the development of the social enterprises. The influence of this kind of enterprise being a trend not only blurs the boundaries between the business and nonprofit organizations but changes the government’s public policy thinking. Broadly speaking, “social enterprise” refers to an organization which solves the social or environmental problems with a business model, and it can exist to be profit or non-profit. However, unlike general enterprises, whose profits share within the organizations and shareholders, its surplus mainly contributes to the oriental inspiration when it established, which includes solving existed problems of the society. The motivation of the research starts with the entrepreneurship goal of social enterprises, and then to discuss how investors assess the operating performance of the enterprises they have invested. Moreover, whether there is an objective, specific and open to public discussion assessment index for enterprises’ performance or its influence on the society. In the process of balancing double values, social objective and economic goal, how social entrepreneurships assess the organizations’ operation, capability and its impact on the society. Research methods include case studies, qualitative research, study subjects, research process, data compilation, and strategies analysis. Business Intelligence will play the key role in future, and it has become the mainstream in the industries. Therefore, how to manage the operation of Business Intelligence outsourcing efficiently and measure its performance should be a currently significant subject. However, the evaluation indicators of Business Intelligence outsourcing are rare. This research is based on information outsourcing process and Business Intelligence theory to build up the multiple measurement indicators, and modified indicators by using Resource Dependence Theory, Transaction Cost Theory and Stakeholder Theory to find out many of the key indicators to evaluate the performance of Business Intelligence outsourcing. At last, evaluation indicators were examined by experts using Modified Delphi Method. This study proposed evaluation indicators of Business intelligence outsourcing has four stages of processes and 34 items of indicators. Implications for theory and practice were discussed.

Due to the availability of internet applications and rapid growth in the mobile telecommunication technology, the accessibility to personal information devices of users substantially increases, as well as the risks faced by the corporate information security. Hence, Endpoint Protection (EP) has become one of the popular issues for the information security market in recent years. However, information security is a highly technical professional field with considerably high building costs. To effectively implement existing resources and to lower costs for corporate organizations, outsourcing has become a popular phenomena and trend. Therefore, how do corporate organizations assess the effectiveness of endpoint outsourcing process? Currently there is a lack of evaluation indications for endpoint protection outsourcing process. The study is based on outsourcing process related literature with derivation to the 4 phases of the process: Needs analysis and risk assessment phase, contractor selection phase, contract negotiation and review phase, and relationship management phase. The study further adds transaction cost theory and agency theory related indicators in addition to the endpoint protection structure, in order to propose initial prototype of evaluation indicators for endpoint protection outsourcing process. Finally the study adopts modified Delphi method and information security related interview with experts and scholars, to modify the evaluation indicators for endpoint protection outsourcing process and to conduct indicator modification. The study then proposes the four process phases and 37 evaluation indicators for endpoint protection outsourcing after conducting analysis, as means of academic and practice references.

Given past studies, although many scholars and experts to explore B & B service quality issues, but never scholar exclusively for B & B development of service quality scale, there by generating a motivation. This research through develop B & B service quality scale hopes to contribute to the following three points: First, consumers more systematic and direction of choice appropriate B & B. Second, the operators can take to improve the existing operations by this scale. Third, through this study is expected to offer a new reference index for the government hospitable B & B evaluation criteria. This research literature review to explore B & B, relationship marketing, service quality and customer satisfaction, such as experts and scholars idea in the past. Then interviewed 27 B & B experience with collecting summarized its cognitive elements for B & service quality, reference PZB model proposed five dimensions of service quality to develop the preliminary design of the questions of scale and form specific to the seven dimensions of B & Bs service quality scale, followed by consideration of people travel bloggers and opinion, in line with the questions of mass screening, the formation of the final questionnaire. Finally, through the Internet platform in the Internet community and Internet forums questionnaires, collected a total of 505 valid questionnaires for statistical analysis and PLS model validation. The results showed that the seven dimensions of service quality scale in this study: B & Bspirit, B & B look unique, the B & B degree of integration with the environment, B & B information and facility service s, B & B housing quality, B & B catering service quality and operators’ service quality. It will positively impact B & B service quality. And B & B service quality will positively affect customer satisfaction.

Due to the importance of residential space to one’s life, examining design indicators for residential interior design and issues which maybe encountered in reality has become an essential and significant topic in interior design field. Therefore, the main goals of this study include the following: 1. Define related theories and its context of residential interior design assessment via related literature reviews. 2. Develop evaluation indicators and items for residential interior design. 3. Explore evaluation difference and degree of importance among indicators and items. 4. Examine divergence from different individual attributes to evaluation indicators and items; as well as provide interior design practitioners and the general public with findings and outcomes as references to residential design and modification. Content analysis, expert panels, Analytic Hierarchy Process, and questionnaire are all used in this study to achieve these research goals. As for research process, first, an expert initial residential interior design evaluation indicators and items are generated based on analyses from domestic and international residential interior design evaluation discourse. After discussion and revision from three expert meetings the evaluation concept and items are established. Later, the Expert questionnaire is finalized according to the consensus by 54 selected interior design practitioners and professors. In addition, the study uses Fuzzy Delphi Method to analyze the Expert questionnaire responses and select seven major residential interior design evaluation concepts, including 64 items. With the 64 items, questionnaire to residential space users are conducted later, and 311 valid questionnaires are collected with purposive sampling. Regarding test method and data analysis, no pilot-test is used, the exploratory factor analysis is used on its collected data. Subsequently, two elimination procces and three factor analyses are conducted; as a result, eight residential interior design evaluation indicator factors with 42 items assessment system is established. These eight indicators are “spatial aesthetics,” “sustainable design,” “safeguard prevention,” “human-oriented design,” “spatial flow,” “intelligent housing,” “furniture display,” and “physical environment.” The study also explains attribute distribution of the tested sample, descriptive statistics, and reliability and validity of the difference test and evaluation as well. Finally, suggestions and practical implementations to residential interior design assessment are provided from the research results.

After Health Care Financing Agency announced the death rate of hospital in 1986, the medical circles attach importance to the index of quality in hospital care and the related organizations urge to develop the system of key process index. Taiwan Joint Commission on Hospital Accreditation imports Taiwan Quality Indicator Project, TQIP in 1999. Department Of Health entrusts Taiwan College of Healthcare Executives to study and develop local system of quality in health care in 2000. Therefore institute reorganizes the academic circles and the practice circles in Taiwan to work together on development and practice of Taiwan Quality Indicator System (TQIS). We are indebted to specialists and scholars in medical circles who offer valuable suggestions. After 4 years we get initial results. We expect to build a convention which suit for Taiwan Healthcare Indicator Series (THIS) that can watch the long-term tread of quality in hospital care and can assist to improve the quality of hospital. The medical personnel and hospitals have rules to fallow. From the begging till now, one of the important missions is to make sure the trust in the data of THIS. The target of study is the executive member from 83 researching hospitals who had reported the OPD indicators’ data and from the data of participating and developing Taiwan Healthcare Indicator Series (THIS) in 91 year. Samples are from the researching hospitals assign 3 executive members: department leader of collecting the standard of sample, the member of sending back data and the member of collecting OPD indicators. 205 people qualify for researching conditions. The design of research tool is used the address books of researching hospitals and collected the data by mailing questionnaire. Result of study: 1.The side of researching hospitals: Most of the participative hospitals are belong to area hospitals. The rate of collected reached 80.49%, so it should be qualification of a representative. The OPD indicators’ items of researching hospitals are collecting department, participative member, the participative time of hospital, etc. Those items have more effect in cognition of OPD indicators. 2.the side of researching hospital personnel: the subjective evaluation of the researching hospital personnel are the supporting level of leader, activity of controlling quality, duty, personal participative time, and etc. Those items have more effect in cognition of OPD indicators. 3.Most of the researching hospitals participates the structural side of OPD indicators. OPD indicators’ has 17 items. The rate of first visit in hospitals of the structural side is in the top one. There we know the difference between the participated or not in real and condition of collecting index and cognition of THIS. According to the research, we make specific suggestions for carrying out the activity of THIS and members: 1.To enhance more training activities. 2.To building complete information system or a transform interface. 3.To guidance team replace the function of specialist meeting. 4.To study and discus the meaning of each index outcome. 5.The medical organization: The data collection should let special department responded and use the international way to receive and dispatch. Since the International Organization for Standardization announced ISO 14031in November of 1999, the development of indicators in environmental performance evaluation (EPE), and the implementation EPE of environmental performance evaluation becomes an useful tools for enterprises to diagnose their environmental issues and to evaluate the environmental performance, which shows organization’s responsibility and care to the society. Due to the fact that wafer manufacturers are the heading industry among high technology industries, it produces US $224 million in 2000. This study developed EPE indicators of wafer manufacturers and was focused on being connected study. In this research, a set of Environmental Performance Evaluation (EPE) for indicators overall suitable for a wafer manufacturer was established to provide the industry, the government, and the related people a criterion of evaluating organization’s environmental performance. Firstly, economical, environmental, and social aspects of impact were considered, the indicators were also classified into three groups: Operation Performance Indicators (OPI), Management Per formance Indicators (MPI), and Environmental Condition Indicators (ECI) based on the nature of the indicators and the framework of ISO 14031. Moreover, the indicators were classified into seven groups following overall production process: material sources, production process, pollution control, environmental management, industry safety, enterprise’s image of environmental protection, and product packing / design for environment based on the production process of this industry. ‘‘Questionnaire for EPE indicators for wafer manufacturer’’ was initially made, revised, investigated by 20 experts from industry, government and academia using Delphi Technique. The applicability, significance, questionnaire format and environmental performance-scoring manner of original environmental performance evaluation indicators were suggested and evaluated. The consensus was achieved after three rounds of Delphi Technique; the revised indicators was edited into the “the comprehensive evaluation questionnaire for environmental performance evaluation indicators of wafer manufacturer” and conducted industrial investigation and on-site interview. The study subjects were 15 wafer manufacturer companies and the recovering rate of questionnaire was 93.3% with directors of environmental protection unit of 10 companies being interviewed In this Delphi Technique it is shown that 35 OPIs, 41 MPIs, 8 ECIs, and totally 84 indicators were established. Among the seven groups of indicators classified based on production process, “pollution control” indicators is the most important, followed by “product process” indicators with “material sources” being the less important. Based on the mean value of significance of all indictors, “industry safety” is the most important, followed by “production process”, “pollution control” with “enterprise’s image of environmental protection” being the less important. In the execution status of the wafer manufacturer, “industry safety” is the best one, follow in order by “environmental management”, “production process”, then “pollution control”, “material sources”, “enterprise’s image of environmental protection”. While, “product packing / design for environment” is the least one. The overall average score of EPE is 54.1 with a maximum being 89.4, a high standard score being 65.4 and a low standard score being 37.1.The most environmental performance score range of industry in 40~65, and production process and pollution control have most influence environmental performance score. In summary, the industry should strive in environmental performance which can be started from “production process” and “pollution control”, keep on the better performed “industry safety”, and augment to improve the worst performed “product packing / design for environment” aspect.

Reservoirs are the main drinking water sources in Taiwan. However, about half of 23 reservoirs suffer the eutrophication problems based on the calculated Carlson’s TSI indexes for them. Thus, the reservoir water is seriously polluted. Chen-Ching Lake Reservoir, Fengshan Reservoir, and A-Kong-Tien Reservoir are three major reservoirs that supply water for the domestic, industrial, and agricultural uses in the Kaohsiung area. Due to the long-term sediment deposition at A-Kong-Tien Reservoir, a sediment dredge system is under construction at this reservoir. Thus, only Chen-Ching Lake Reservoir and Fengshan Reservoir play the most important roles in water supply at this moment. However, both Chen-Ching Lake Reservoir and Fengshan Reservoir are in the list of the most eutrophized reservoirs. There are several ways to evaluate the status of eutrophication of reservoirs. The single-index method and multi-variable modeling method are two of the most commonly methods for water quality analysis and eutrophication evaluation for the reservoirs in Taiwan. Based on the analytical results from previous studies, eutrophication results in the fast growing of seaweeds and they spread and cover the whole water bodies, which is called algal bloom. The type of seaweed causing eutrophication in Taiwan reservoirs are mainly Cyanobacteria, especially the commonly found Microcystis. They can not only cause some foul smells but release toxins into the water bodies. That endangers the safety of drinking water and affects the normal water usage. To prevent eutrophication, the nutrients loadings outside and inside of the reservoir areas must be reduced and controlled, which can effectively prohibit the growth of seaweeds. An air-pumping system can also be built for the same purpose. Regular water quality inspection should be carried out to monitor the fluctuation of water quality.

The research instrument was a self-designed questionnaire-"Questionnaire on The Indicators of University Evaluation ". The subjects were 110 university faculties in education administration. A total of 79 valid questionnaires were retrieved. All data was analyzed by descriptive analysis, T-test, one-way ANOVA. The major findings were as follows. 1. Integer problem of indicators: Most of education administration faculty agreed with the classification of college department. But education administration faculty had different opinions opinion of the classification of evaluation indicators. 2. Unity problem of indicators: Education administration faculty from different background variables had different considerations as unity problem of indicators, such as sex, school quality, school region, rank and working experience. Consequently, recommendations according to the literature review and research findings were presented to improve evaluation indicators of universities.

Mutual fund, an investment tool, has been frequently employed by investors recently. As a result, conducting the performance evaluation of the fund becomes an important assignment. With the market diversification, investors usually make use of portfolio management to lower the risk. Obviously, the risk management is quiet essential and making a profit is not an only consideration for investors. In the past, the return rate was often the prime choice of the performance evaluation and frequently performed well in a bull market. However, lack of the risk consideration has resulted in a great loss to investors since the global financial tsunami hit in 2008. This study considers some frequently employed measurement indices to evaluate the fund performance and also includes the risk adjustment of return on cost (RAROC). We compare the robustness of these indices when they are used in a larger market fluctuation,and only the RAROC method is appropriate.

In order to ensure the quality of education evaluation, we need the concept of meta-evaluation. “Special education meta-evaluation” named by the study means the evaluation of full process of special education evaluation. For the work of special education meta-evaluation, we need a set of “special education meta-evaluation indicators”, which was the purpose of the study. According to the definition of International Organization for Standardization (ISO), environmental performance evaluation (EPE) consists of the processes of (1) selecting indices, (2) collecting and analyzing the data, and (3) assessing and interpreting the results. As a result, the environmental performance of an organization can be evaluated effectively via the criteria developed. Besides, the evaluation process must be monitored and improved periodically. The results must also be disclosed to the public. With incorporation of continual improvement of corporate environmental management system and developing concrete quantifiable indices of environmental performance, this study develops a methodology evaluating corporate environmental performance. A case study is also implemented to evaluate the performance of an organization environmental management and to propose the related management strategies. Three approaches are applied to quantify the environmental performance indices. They are mainly based on questionnaire survey, environmental risk assessment, and analytical hierarchy process. The results reveal that total performance decreased is more than 57.6 % beyond the extension speed of total output quantum and price. To enhance market competition in the future, complete reexamination of the operating strategies and cost management and enhancement of improvement of environmental performance are necessary.

This paper predicts a proposed of evaluation indicators for industrial heritage evaluation by using the field surveys from 30 experts of industries, government employeies and academia researchers, as jointing in the industrial heritage reuse project at Taiwan. The study developed the 4 dimensions of evaluation indicators and the 19 criterias, the 4 dimensions of indicators show as:"cultural preservation" dimension was including as 5 criterias; "Social participation" dimension was including as 4 criterias; “environmental sustainability” dimension was including as 4 criterias; "economic development" dimension was including as 6 criterias. By using AHP method developing evaluation indicators for industrial heritage reused case and weight factors. The result of this paper predicts that "cultural preservation" dimension presents major higher weight. The priority weight of criterias within dimensions was following in historical value, the natural value, social value, rarity value, employee self-identity, integrated value, participation in multilateral cooperation, long-term development strategy, and the value of innovation links. The major 9 criterias within dimensions were more than 70% of actual value. Meanwhile, the weighted criterias within dimensions were including 5 criterias by cultural preservation dimension, 2 criterias by social participation dimension and 2 criterias by environmental sustainability dimension. The paper could predict 2 major results as following in (1) a proposed evaluation indicator system for industrial heritage assessment. (2) an application of priority promoting dimensions.

Information technology is greatly used among enterprise. For many enterprises, information are vital equities, as a result, protecting classified informations has become one of the most important issues for companies. With the fact that information outflows became more and more serious recently, how to protect important informations from being stolen has become the main point of information security. But how exactly was an enterprise supposed to evaluate Information Security Outsourcing ? Looking back into records, what we need now is an Evaluation Indicator that could actually reflect the situation of Information Security Outsourcing. Due to that, the main purpose of this research is to construct an Evaluation Indicator of Information Security Outsourcing. Four steps were constructed by sorting the past concerned researches: requirement analysis and risk assessment phase, provider selection phase, contracts negotiation phase and relationship management phase. Also, by adding ISO/IEC 27001:2005 , CIA principle and CMMI-ACQ standard, even views of Resource Based Theory and Agency Theory to modify it, then we could bring the outline of Evaluation Indicators of Information Security Outsourcing process in for experts to examine, to correct, and eventually use the Analytic Hierarchy Process of Multi-Criteria Evaluation to finally found the Evaluation Indicators Indicators of Information Security Outsourcing, providing enterprises with a helping tool when setting strategies for outsourcing activities.

Recently, due to the progress of information technology and the popularity of wireless internet, mobile learning has become a digital learning method for the new generation; in this case, the quality of e-book instructional materials plays a crucial role in teaching effects of mobile learning. At present, evaluation indicators offered by qualified institutions for digital instructional material are not completely suitable to e-book instructional materials. Since different courses require different contents of instructional materials and different evaluation indicators, the design and evaluation indicators for e-book are accordingly different. Therefore, this study took Introduction of Computer Science of University of Science and Technology for an example to find a set of evaluation indicators suitable for Introduction of Computer Science of University of Science and Technology. Based on the digital learning quality criteria, the characteristics of e-book were integrated and then coordinated mobile learning theory with technical acceptance mode to revise the indicators. Final, this study applied Modified Delphi Method. The questionnaire survey were examined by some scholars and experts related to the field of e-book instructional materials. After taking the suggestions from the experts and the analysis, I summarize “Interface Standard and Learning Instruction”, “Quality Standard for Material Content”, “Instructional Design Standard”, total 17 quality evaluation indicators of e-book instructional materials for references.

Green supply chain management (GSCM) has become an important issue for enterprises. However, little attention has been paid to measure the actual effectiveness of green supply chain management system (GSCMS). Furthermore, in view of the lack of a method of indicator development. This study referenced Modified Delphi Method to develope a "three-stage" procedure to elicit the proper items and built a GSCMS evaluation indicators. The research process has following important steps. First, we adopted DeLone & McLean information systems success model, characteristics of supply chain management system, green supply chain management system and green information technology for scale development. Second, some experts and scholars related to the field of green supply chain management system were interviewed. Final, after taking the suggestions and corrections from those experts and scholars and data analysis, this study proposed 4 dimensions as “Information Quality”, “System Quality”, “Service Quality” and "Environmental Quality", total 43 evaluation indicators of GSCMS. The results may provide the enterprises in setting up GSCMS to evaluate the effectiveness. For the enterprises that have not yet set up the system, the results could serve as the reference while purchasing or setting up.

Community identity is the driving force of community development, which determines the residents’ attitude to the community, and also constitutes the people-to- people and people-to-environment symbiotic mechanisms. Various governance and community development projects have the common purpose of constructing an ideal living environment and enhancing the community identity. To understand the relative strengths of community identities of different communities, a comprehensive assessment mechanism is needed. The Ecology, Energy, Waste, Health: Eco-Community (EEWH-EC), developed by the ROC Ministry of the Interior, is recognized as the most systematic and credible community environment audit mechanism in Taiwan. It assesses the community identities through four perspectives: preserved historical memory of the old architecture and space, natural landscape resources, community industries, and community involvement. It was found, however, that many emerging communities that lack common historical memories and those urban communities with few natural resources did not receive official commendation based on EEWH-EC, despite of their witnessed efforts and achievements. This study attempted to supplement the current EEWH-EC criteria with additional assessment indicators on the same four dimensions. These new indicators were developed through a formative evaluation process with trial tests on 16 recognized quality communities in Taiwan to ensure the adequacy and practicality.

The literature review was based on transfer pricing, multiple criterion decision making (MCDM) and analytic hierarchy process (AHP). The purpose of this study was to discuss the evaluation indicators of transfer pricing in Tainan enterprises. The AHP questionnaire was used in this study. In addition, Expert Choice 2000 software was also used in this study. The results of this study were showed that: (1) In non-traditional industries, the top measure dimension was technology market (weight was 0.308). In addition, the top evaluation indicator was technology provider number (weight was 0.204). (2) In traditional industries, the top measure dimension was bargain ability (weight was 0.284). Moreover, the top evaluation indicator was supplier bargain ability (weight was 0.183).

The main purpose of this study was to construct the evaluation indicators for English teaching in the elementary school. Suggestions were provided for evaluating English teaching in the elementary school and as reference for related educational administration agencies and further researches. In order to construct the evaluation indicators, first, the study was progressed by literature review, including communicative language teaching, teaching evaluation content, and language teaching evaluation content. Second, “Evaluation Indicators Content for English Teaching in Elementary School” questionnaire, developed by the author, was administered three times by adapting Delphi technique to 18 experts purposively selected from teacher colleges/universities, school administrators, and elementary English teachers. The study, after Delphi technique investigation, constructs twenty-eight evaluation indicators. Besides, the indicators constructed by the author were used to help educational administration agencies as well as school authorities understand the quality of English teaching in elementary schools and were used as reference for career ladder. Besides, the indicators were also used to help teachers evaluate self-teaching in order to improve teaching effectiveness.

The trend of use Internet applications on the teaching of every subject has become mature in Taiwan due to continuous improvement of hardware equipments. With the full economic support from the government and full motivation from the educational authority, future Internet application on teaching will become broader , and more flexible and multiple in functions. Undoubtedly, it can be applied to instruction websites. Many researches have indicated positive effects of geography applied in the practice of instruction websites. As geographical instruction websites develop their applications, we must seriously discuss what kind of instruction websites are effective to learners, and whether the contents meet the teaching objectives. There seems to be evaluation indexes and this is what my thesis attempts to explore. The thesis will assist geographic teachers and information industrialists. It will provide references of a highly effective, highly interactive and attractive instruction website with the purpose of displaying the effects of instruction website, and further provides learners with important reference of more multiple and superior learning environment. This research I adopt questionnaire survey. By studying the collection of primary materials and related documents, and according to the purpose of the research, the need of questionnaire, and its important items, I edited and designed the questionnaire about "the need of the geographical instruction website and its evaluation indicators". Based on the proportion of senior high schools in Taiwan, divided into four parts─East, South, West and North district, I adopted the proportional stratified sampling by taking out ten out of one hundred as the samples. In this study, I contracted thirty senior high schools. I send out and receive the questionnaires by mail. Then, I gathered the returning questionnaires and analyze them by using the statistics software ---SPSS. In the end, I l reexamined the results of the analysis and edit up important items of the evaluation index drawing a conclusion to my thesis.

In recent years, the economic development and an increasing number of dual-income families have resulted in working parents unable to prepare lunches for their children. Therefore, arranging for school lunches not only provides students with safe and hygienic lunch meals, allows students to concentrate on their academic study, enables parents to focus on their work without worrying about the children’s meals, teaches students about the knowledge on foods’ nutrition facts, cultivates students’ good dining etiquette and hygienic habits, and rears good nationals with a sound mind in a sound body. This study adopted document analysis and the modified Delphi method as the main research methods. Document analysis was first conducted to establish preliminary evaluation indicators. Then, the modified Delphi method was adopted to consult opinions of experts who have rich practical and supervisory experiences in school lunches, and explored the difficulties involved in implementing the preliminary evaluation indicators as well as the relative importance of the evaluation indicators. Lastly, the analytic hierarchy process (AHP) was used to construct a system of the relative weights of the evaluation indicators for primary schools’ lunches to students. Based on the document analysis and two rounds of modified Delphi method questionnaires, this study developed the appropriate evaluation system for primary school lunches, which includes four dimensions, 13 criteria, and 52 indicators. The AHP was employed to perform statistical calculations on data collected from valid questionnaire samples. The resulting relative weights of the four evaluation dimensions are “hygiene management at the food preparation premises”, (52.1%), “control and management of food preparation and delivery procedures” (28.8%), “administrative tasks in relation to school lunches” (11.3%), and “nutrition and hygiene education” (7.8%) in descending order. In terms of the 13 evaluation criteria, the top five evaluation criteria are “hygiene at food preparation premises”, “management of food preparation equipment”, “recipe and menu design”, “supervision of the hygiene of kitchen workers”, and “selecting and purchasing food ingredients” in the descending order of relative weights. In terms of the 52 evaluation indicators, the top five evaluation indicators are “lunch drinks meeting the school food safety regulations” “unblocked drains”, “hand washing facilities at food premises”, “good ventilation and lighting”, and “cleaning out fridges and freezers regularly”. A scale for the evaluation indicators is put forward following the summarized results of analysis to provide a reference for designing future evaluation indicators for primary school lunches.

Abstract The main purpose of this study was to establish the performance evaluation indicators of Higher education, and to provide the reference of performance evaluating for universities and the government educational authorities to planning and practicing further. By reviewing related literature and Delphi Method, 3 dimensions, 18 items and 85 indicators were postulated. And thirteen experts were recommended to help developing the performance evaluation indicators. The main task of these experts was to judge the availability of performance evaluation indicators. After two turns of response, come out to the proper degree of performance evaluation indicators. Finally, we will establish the performance evaluation indicators of Higher education. The conclusion manifests as follows: 1. Internal evaluation dimensions These includes six evaluation items and the availability as follows: 「student selectivity」is 4.93, 「faculty resources」is 5.08, 「financial resources」 is 5.02, 「teaching resources」is 5.13,「student structure」is 4.96,「goal and characteristic of developing」is 5.53. Then, the proper degree of performance evaluation items was B-3→B-2→B-4→B-5→B-1→B-6. Furthermore, performance evaluation indicators in each item also establish the proper degree. 2. Operational evaluation dimensions These includes six evaluation items and the availability as follows: 「teaching quality assessment」is 5.14,「Research」is 5.24,「administration」is 5.27, 「program」is 5.21,「guidance」is 5.19,「retention」is 4.91. Then, the proper degree of performance evaluation items was B-3→B-2→B-4→B-5→B-1→B-6. Furthermore, performance evaluation indicators in each item also establish the proper degree. 3.
