Abstract:
The article tests the hypothesis on the relation between the presence of a strong regionalist party in regions of the European Union, which are the parts of Euroregions, and the activity quality of these Euroregional unions. The paper also analyzes the role of other factors of Euroregions' cooperation such as the presence of governance institutions, the level of interpersonal trust, and perception of socio-economic differences between Euroregions' members. The theory is tested on data for 162 Euroregions of the European Union. The results show that the presence of a strong regionalists party at least in one region which is a part of the Euroregion significantly increases the odds of the latter being active. Another significant factor of the Euroregion's activity is the adoption of the status of the European group of territorial cooperation (EGTC). Moreover, the significant factor of the Euroregion’s activity is the number of members, which signed an agreement establishing a Euroregion. It is notable that a higher number of Euroregion's members increases the odds of it being active. At the same time, the level of interpersonal trust and perception of socio-economic differences among Euroregional members don't affect the diversity of Euroregional activity.

Abstract:
The study deals with the problems of Euroregions in the context of their multifunctionality. Multifunctionality is presented by analyzing the institutional structure and objectives pursued. The institutional structure presents the functions of individual Euroregional institutions and the importance of the Association of European Border Regions (AEBR) as the superior representation of Euroregions. Referring to the objectives, they are presented in the light of the theoretical assumptions adopted for this type of structure, emphasizing that in their implementation there is a “hidden” multifunctionality of the Euroregion. In addition, the implementation of the objectives was verified in practice on the example of direct empirical research carried out in selected Polish Euroregions just after their creation and from the perspective of them operating for several years. Positive opinions in this respect, which prevail as integration awareness and the maturation of the Euroregion increases, support the establishment of such structures and verify their importance for the activation of border areas.

Celem niniejszej publikacji jest zaprezentowanie roli ruchu turystycznego jako czynnika determinującego rozwój obszarów transgranicznych. W artykule podano przyczyny, podstawy i uwarunkowania rozwoju turystyki transgranicznej. Opisano genezę, przyczyny powstania i podstawy formalne funkcjonowania euroregionów, a także scharakteryzowano znaczenie turystyki w aktywizacji gospodarczej obszarów nadgranicznych. Artykuł zawiera również dane statystyczne i ich analizę w odniesieniu do zmian, które zaszły w ostatnich latach. Jako przykład dla rozważań wykorzystano Euroregion Niemen. Publikacja stanowi też próbę prognozy przyszłej sytuacji w dziedzinie turystyki transgranicznej i roli tego euroregionu w przyszłości. Literatura dotycząca omawianej tematyki jest dość bogata. Artykuł powstał przy wykorzystaniu materiałów książkowych i prasowych, a także ogólnodostępnych danych statystycznych i informacji netograficznych. Metodą badawczą zastosowaną w artykule stała się krytyka piśmiennicza literatury obejmującej poruszaną tematykę. Podejście badawcze uwzględnia dane ilościowe i jakościowe dotyczące turystyki w obszarach transgranicznych. Narzędzie badawcze stanowiła analiza danych statystycznych. Wyniki badań wyraźnie wskazują na znaczącą rolę turystyki w aktywizacji gospodarczej wszystkich krajów obszaru transgranicznego. Wnioski, które można wysnuć na ich podstawie, wyraźnie wskazują na celowość istnienia i funkcjonowania euroregionów na obszarze Europy, a w szczególności omawianego Euroregionu Niemen. Sam euroregion stanowi czynnik pobudzający i rozwijający aktywność turystyczną.

Abstract:
The main aim of this article is to present the concept of the Euroregion as a platform for cooperation in the area of social security. The issue itself needs to be constantly updated not only because of the constant challenges facing the European Union and other countries. The outlook character of the article presents a view on the importance of cooperation between self-government administration bodies and other subjects of economic life for the development of cooperation within the Euroregions. The article mainly focuses on the fight against often negative stereotypes and undertakings whose task is to increase the standard of economic life by increasing activities aimed at improving the quality of Euroregional cooperation. The Euroregion "Beskidy" was selected for the study, which is diverse in ethnic, sociological, historical, but also economic and social terms. Its unique features have allowed the authors to more clearly emphasize the message of the article. Tourism and its international, Euro-regional character is also an important element of cooperation. In order to carry out the research that resulted in this article, the methods of researching the sources sucked in in terms of critical analysis of literature were used, as well as juxtaposing them with the previously conducted research on Euroregions and safety by the authors. On the basis of the analysis, the article presents a significant contribution of social integration and cross-border cooperation to the development of the Euroregion as well as to the development of social security as a non-military part of the research topic. The creation of new types of innovative pro-social undertakings opens up the Euroregions, and thus the Member States to further internal integration and intensification of activities to strengthen socio-economic cooperation with neighbouring countries.

Abstract:
This paper presents cooperation across boundaries as co-operative measures, being goal-oriented to the economic, social, scientific, technical, environmental, cultural, and other relations, initiating and deepening among territorial communities, local authorities both in Ukraine and in Poland. The methodological basis of the study consists of the following approaches to the study of Euroregions: geographical, political, administrative, functional. Definitions of the Euroregion as the main form of cross-border cooperation have been determined, and institutions promoting cross-border cooperation between Ukraine and Poland have been studied. The institutional support for cross-border cooperation within the framework of the “Carpathian” and “Bug” Euroregions has been examined. Features of the Ukrainian-Polish Euroregions – “Carpathian” and “Bug” have been characterized. Problematic issues concerning the Euroregion cross-border cooperation support have been identified. Moreover, recommendations on improving the institutional component of the Ukrainian-Polish CBC within the “Carpathian” and the “Bug” Euroregions are given herein.

Abstract:
Despite decades of European financial stimulation for cross-border projects, the attention for cross-border cooperation (CBC) is still volatile. The focus on CBC has been fluctuating for decades, depending on political and economic trends among other aspects. Irrespective of that, it remains difficult to encourage citizens in the Dutch-German borderland to engage in cross-border working and living. Without commitment among citizens at grassroots level, CBC will primarily remain an enjoyable pastime for the euroregional elite. Based on scientific debates on border studies, this paper highlights CBC by reflecting on border-related policy. By way of illustration, this research will zoom in on the northern Meuse-Rhine Euroregion, one of the Dutch-German Euroregions. Based on some contemplations on Dutch-German cooperation in recent decades, this article concludes with some action-oriented principles for CBC which could contribute to strengthening its impact.

Karpaty, ze swoją dziką przyrodą, oryginalną kulturą i ograniczoną infrastrukturą na pograniczu polsko-słowackim, należą do obszarów ciągle jeszcze egzotycznych. Z tego względu, Stowarzyszenie Euroregion Karpacki Polska opracowało projekt nowego produktu turystycznego EtnoCarpathia, który opiera się na potencjale kultury ludowej regionu. W ramach projektu ma być opracowana strategia siedmiu submarek etnograficznych wraz z koncepcją brandingową marki i produktu turystycznego. EtnoCarpathia odwołuje się do założeń istniejącej już marki Carpathia, wzorowanej na marce alpejskiej. Interesariuszami projektu są stowarzyszone w Euroregionie Karpackim jednostki samorządu terytorialnego, twórcy ludowi, rzemieślnicy, rękodzielnicy i ich stowarzyszenia, lokalne grupy działania, liderzy i opiniotwórczy mieszkańcy, rolnicy (producenci żywności regionalnej i lokalnej), przedsiębiorcy prowadzący działalność hotelarską, gastronomiczną oraz zarządzający atrakcjami turystycznymi. Artykuł prezentuje metodykę budowania marki EtnoCarpathia, zakres i przebieg prac oraz osiągnięte rezultaty. Autorzy zwracają uwagę na kontekst współpracy transgranicznej, wskazując na jej siły i słabości. W budowaniu strategii wykorzystano analizę desk research i metody marketingowe, takie jak benchmarking, analiza profili w mediach społecznościowych, analiza reakcji na zapytania, wywiady telefoniczne dotyczące współpracy, tajemniczy klient, wywiady IDI, wizja lokalna. Wnioski z procesu komunikowania się z interesariuszami pozwoliły przygotować rekomendacje dla euroregionu w zakresie zarządzania marką i włączania w ten proces mieszkańców obszaru.

Abstract:
Introduction. Euroregions with the participation of constituent entities of the Russian Federation have been actively created since 1998 and still remain a popular form of developing cross-border cooperation with neighboring countries. Cooperation in the format of Euroregions has been aimed at solving the socio-economic problems of the border regions. However, each individual project of a Euroregion has its specific features. The purpose of this paper is to analyze the current state of cooperation in the format of Euroregions of the European and post-Soviet types, as well as the possibilities of extrapolating the experience of Euroregions with Russian participation. Materials and Methods. The available studies on Euroregions, as well as materials from the official website of the Ministry of Foreign Affairs of the Russian Federation and those of the Euroregions, were used as materials for this research. The comparative analysis as well as SWOT analysis made it possible to highlight the strengths and weaknesses of the European-type and post-Soviet-type models of Euroregions and formed the methodological basis of the study. Results. The author has analyzed all the main results of the activities of the Euroregions of the European and post-Soviet types. Conclusions regarding the strengths and weaknesses of each type of the Euroregions have been made. In order to consider the possibility of extrapolating the European experience in establishing Euroregions in the Eurasian space, the cases of two projects of Euroregions, ‘Our Common Home – Altai’ and ‘Transnistria’, have been studied. The conclusions were drawn regarding the interests of both the local authorities and the political elite of the federal center in the development of cross-border cooperation programs, which is an important factor in the successful functioning of the Euroregions with the participation of constituent entities of the Russian Federation. Discussion and Conclusion. Analysis of the current state of the Euroregions with Russian participation made it possible to conclude that the format of the Euroregion itself is an effective form of cross-border cooperation. Based on the analysis of the strengths and weaknesses of the Euroregions, recommendations have been produced on organizing cross-border cooperation in the format of Euroregions in the Eurasian space, the most advantageous area for Russia; this can be of practical importance for strengthening bilateral international relations.

Abstract:
This article discusses the issue of the sustainable development of the Polish-Czech cross-border market for cultural services in a city divided by an international border. The article uses the example of Cieszyn and Český Těšín, a city divided following the decision of the Council of Ambassadors in 1920. The research carried out so far indicates the main constraints in the harmonious functioning of the cross-border market for cultural services in this city, such as: The different cultural policies implemented on both sides of the city, the language barriers, as well as some legal and administrative differences. Therefore, the authors undertook research aimed at recognising the role of Euroregional structures in stimulating the sustainable development of this region. On the basis of an analysis of the Cieszyn Silesia Euroregion’s documentation, and the results of qualitative and quantitative research, this article describes the role of the Euroregion in building a cross-border market for cultural services. The presented results shows that the level of familiarity with cultural events organised in Cieszyn and Český Těšín within the framework of Interreg cross-border projects, is much higher than the familiarity with cultural events that are organised without financial support received through the Euroregion. Recommendations were also prepared that could constitute the principles of a common cultural policy, not only for Cieszyn and Český Těšín, but also for other European cities in the Schengen Area, which, like Cieszyn and Český Těšín, have been divided by an international border.

The article examines the legal forms of participation of Ukrainian citizens in cross-border cooperation. It is established that the European Framework Convention on Transfrontier Co-operation between Territorial Com-munities or Authorities does not explicitly establish forms of involvement of citizens in cross-border co-oper-ation, but does not restrict them. It was found that citizens are members of local communities and they can not directly and indirectly benefit from cross-border cooperation, so their participation in such processes should not be limited.The provisions of Protocol № 3 to the European Framework Convention on Transfrontier Co-operation between Territorial Communities or Authorities concerning Euroregional Co-operation Associations of 16 November 2009 are analyzed. It is established that this protocol clearly regulates the consideration of the interests of individuals in the activities of associations of Euroregional cooperation.The activity of Euroregions formed with the participation of separate territories of Ukraine («Lower Danube», «Upper Prut», «Dniester» and «Carpathian Euroregion») is studied, clearly confirms the involvement of citizens in cross-border cooperation projects. The legal bases of involvement of citizens in the decision of important problems of territorial communities, including the account of their opinion in the course of cross-border cooperation are ana-lyzed. Among the analyzed forms, public consultations, citizens’ appeals and electronic petitions, general meetings of citizens and public budgets were highlighted.It is proposed to classify the legal forms of citizens’ participation in cross-border cooperation as follows: direct forms of participation (first of all, participation of citizens in cross-border cooperation projects, including such events as round tables, conferences, seminars, trainings, etc.); indirect forms of participation (forms of citizen participation aimed at ensuring that their views are taken into account in the process of cross-border cooperation, in particular through: public consultations, citizens’ appeals, general meetings, public budgets, public hearings, local initiatives, etc.).

Abstract:
The cross-border regions, which are the peripheral regions, are struggling with m troubles. They often include high unemployment, insufficiently developed infrastructure, or inadequate language skills of residents, which are barriers to exploiting the potential of such regions. One kind of remedy is the assumption of the European Union’s regional policy, under which Euroregions are created. These units, constituting a form of cooperation between the regions of the European Union member states, candidate countries, and the regions of their neighbors, with the support of local and regional authorities, constitute support for the competitiveness and development of border areas. The purpose of this study is to verify how people perceive the activity and effectiveness of Euroregions, as well as to try to determine whether they think Euroregions contribute to local and regional development. In this research, an online and self-administered survey was used, with two parts: one related to Euroregions in general, and the other to a specific, selected Euroregion. Despite the fact that the Polish experience has not been as long as in other parts of Europe, the results show that the Euroregions are positively evaluated by people, and they rate them as important for development of the regions.

Euroregions, their influence on the development of the Polish and Czech border The Polish-Czech borderland is a system of characteristic social realities and a place where two different cultures meet. The emergence of Euroregions creates opportunities for faster development of border areas and their integration. Cross-border cooperation is located in various frames of the borderland life that affect the everyday life of residents, i.e., in the spheres of the economy (cooperation between entrepreneurs), communication (expansion of the infrastructure and infostructural network), culture, sport and tourism, ecology, education and science (research, joint implementation of EU programmes), combating all crime, and warning and assistance in states of disasters and crises (e.g., in case of a flood, fire, epidemic threats). The research presented in the publication shows that there is still a need for a lasting good functioning of the Euroregions existing on the border of Poland and the Czech Republic. Abstract:
The purpose of the article is to investigate the essence and significance of the cluster initiative and the cluster policy as tools for strategic development and increasing of the economy competitiveness of the Euroregion “The Lower Danube” based on the analysis of factors providing state support for cluster initiatives in the context of the promotion of the European Union Strategy for the Danube Region. The theoretical and methodological background is the works of Ukrainian and foreign academic economists studying general systems theory, systemic analysis, and also strategic planning methodology at enterprise, regional and national levels. The research is based on the fundamental provisions of economic theory, the theory of strategic planning, institutionalism, regional and global economics, cluster theory, the location theory, the growth pole theory, M. Porter’s competitive theory, networked economy theory, spatial economic agglomeration, as well as modern theoretical developments on the problems of formation and implementation of the Euroregional policy of the EU. The research hypothesis is the assumption that the cluster approach is the most effective mechanism for the development of international economic cooperation in modern conditions and, eventually, the meso-level of competitive cross-border integration systems and a necessary requirement for qualitative growth of Ukraine’s integration into the European Economic Area. The goal statement can be described as a meso-economic synthesis of concepts of the development of innovation clusters and international integration associations. Based on the analysis of problems of formation and development of clusters, the methods and tools of state support of cluster initiatives are explained, and the most important strategic directions of activity of executive bodies aimed at stimulating the processes of formation and development of clusters in the Euroregion “The Lower Danube” are formulated. Cluster policy aimed at stimulating cluster initiatives with a further formation of cross-border innovation clusters can be considered as one of the effective tools for intensifying innovation activity in the Euroregion “The Lower Danube”. The authors conclude that the creation of cross-border clusters in the Euroregion “The Lower Danube” with the participation of Odesa region of Ukraine is associated with the necessity to form a united cross-border area. At the same time, the state is given a leading role in ensuring a favorable cluster environment (including the reduction of barriers to trade) and stimulating international cooperation. It is proposed to develop meso-level integration processes within the Common Economic Space of Euroregions, with the active participation of Ukraine on the basis of a cluster approach, forming cross-border cluster systems based on competition, cross-border cooperation, virtualization of interinstitutional networks and formation of “clouds” of highly efficient intercluster interactions.

The paper presents the issue of cross-border cooperation on the example of the functioning of euroregions in Poland. This issue was taken up in connection with the vital importance of international cooperation and euroregional cooperation for local and regional development. Euroregions, which cover almost the entire Polish border area, offer extensive opportunities connected with regional and local development, and foster the development of cooperation in matters of great importance for local and regional communities. Cooperation under the initiative of regional and local communities will decide in future not only about the shape of cross-border cooperation, but also about relations between states, in the united Europe of the 21st century.

Modern international relations are characterized by integration processes, among which Euroregional cooperation plays an important role. Euroregional cooperation as an element of state policy today occupies a rather important place both in the system of priorities of socio-economic development and in the direction of European integration of Ukraine. Such a policy, on the one hand, is aimed at ensuring the comprehensive development of the regions, and on the other hand, at preserving the territorial integrity of the state. It is implemented on the basis of jointly developed programs of trade, economic, scientific, technical and cultural cooperation. Active regional development is considered as one of the elements of the pan-European system of priorities, which corresponds to the fundamental integration of states through the integration of Regions. Such activities involve accelerating the socio-economic development of euroregions, personnel and infrastructure training of Regions and the country as a whole to deepen cooperation with the EU, and accelerating European integration processes. Euroregions allow their participants to quickly solve common problems, create flexible, joint economic structures, establish cross-border trade, tourism, and expand cooperation in cultural, social, environmental and other fields. Their functioning is based on the principles of local self-government and cross-border cooperation. The activation of Euroregional ties in the context of integration and the creation of various forms of cooperation have positive results for the regions and for Ukraine as a whole. This makes it possible to modernize economic processes, attract foreign investment and new technologies, and create new jobs, which will lead to competition between products and the region. The integration processes that have recently been observed in Euroregions, in addition to traditional cross-border cooperation, can be distinguished as innovative, which include Euro-regional and cross-border clusters, business incubators, technology parks. All this leads to increased competitiveness of the regions, which leads to increased effective use of the region’s potential.

Abstract Subject and purpose of work: The aim of this article is to present the most important aspects related to the functioning of small and medium-sized enterprises (SMEs) in the Euroregion Sprewa-Nysa-Bóbr, as well as to indicate the objectives and priorities regarding its support. Materials and methods: The paper utilized official statistics, existing legal regulations and information presented in the plan of action and development for the Euroregion Sprewa-Nysa-Bóbr for the years 2014-2020. Results: The important role of SMEs in the Euroregion’s socio-economic development is determined by the fact that they constitute more than 99.9% of all enterprises. In the years 2006-2013, the number of SMEs in the region increased by 3.3%, while the number of large companies decreased by 15.4%. The Euroregion pursues an active policy of supporting the development of the SME sector. Of particular importance in the shaping of this policy is the plan for the development and operation of the Euroregion developed ever since 1993. Conclusions: Within the current plan for the operation and development of the Euroregion, under the first objective (Increasing the competitiveness of the region), measures that will support the development of the SME sector were included. The result of the first objective will be the cross-border expansion of economic relations. Additionally, the timeframe for the past and the present plan deliberately coincide with periods of EU funds which goes on to demonstrate that European support programs are an important source of funding for cross-border cooperation in the Euroregion, including the development of SMEs.

The paper deals with cross-border cooperation, which, since the 1990's, has become an indelible element of regional development of Czech borderland areas. The most important role is played by the Interreg initiative and the CBC PHARE programme. The level and the quality of practical cross-border cooperation are, among other factors, mainly affected by general conditions and geographical position. Particular cases of cross-border cooperation are carried through in various fields (e.g. the arts) on all macro, mezzo and micro levels in a wide range of forms (e.g. partnerships between settlements). Euroregions play the cardinal part in initiating and co-ordinating European integration. The Elbe/Labe Euroregion is one of the 5 Euroregions, which are located on the Czech - German border. Cross-border cooperation is there mainly carried through particular projects, the specification of which is outlined in this paper. The greatest attention is paid to conception issues and to the development of regions.

After WWII the transformation of the Czech-Austrian borderlands is connected with destruction of single ethno-cultural and economic space, lengthy period of the border impenetrability, social and economic backwardness of the borderlands. That period of Czech-Austrian relations has had lasting impact, strengthening the mental borders between the Austrian and the Czech that slows the recovery of the ties. The Czech-Austrian interaction within the framework of euroregions play a significant role in the revival of relationships. Among the existing in the Czech Republic euroregions with the participation of Austria (Shumava, Pomoraví, Silva Nortica), only Silva Nortica completely based on bilateral Czech-Austrian cooperation for the sustainable development of border areas. The article examines causes and consequences of the Czech-Austrian ties destruction, as well as the process of their recovery using the case of the Euroregion Silva Nortica. In the paper, we showed the importance of non-economic factors in the development of cross-border cooperation. Despite significant progress in the economic relations between Austria and the Czech Republic, especially in trade and tourism, the interaction in the borderlands remains low. To enhance this interaction, the countries attempts to create new “points of attraction” by consolidation of public services, for example, fire department within the euroregions

The development of cross-border cooperation (CBC) becomes extremely important due to modern geopolitical processes. Ukraine's entering the European integration space and its recognition by European partners requires coordination of efforts to develop cooperation with the EU member states and Ukraine's neighbors, above all. In order to use the potential of Euroregions within the CBC, it is necessary to reveal the essence of cooperation between the border regions of Ukraine and EU member states while creating and developing common Euroregions. It has become necessary to identify various hindrances to the CBC activation. In general, cross-border cooperation has a rich tradition in the old EU member states and is rapidly gaining importance for the new border regions, as well. This process brings new challenges and specific preconditions in each case, thus causing the development of specific solutions to the arising problems. Cross-border cooperation is an important instrument to develop border areas, and to form growth centers there due to the benefits of territorial division and cooperation; it is also an important component of the European integration process. This fact is emphasized in the Association Agreement between Ukraine, of the one part, and the EU, the European Atomic Energy Community and their Member States, of the other part. At the same time, due to a number of institutional, economic, organizational and financial reasons, the role and efficiency of Euroregional cooperation in the Ukrainian border regions is much less significant than those in the EU member states. The intensification of cross-border and Euroregional cooperation is a way of identifying and overcoming various development constraining factors, and thus will help to expand opportunities for the development of Ukraine’s border regions.

Polish-Slovak Trans-Frontier Cooperation in the Tatra Mountain Region after 1918The aim of this article is to analyse the most significant forms of trans-frontier cooperation in the Polish-Slovak borderland since 1918. The analysis is presented chronologically, divided into stages. Polish-Czechoslovak trans-frontier cooperation is discussed in the first part of the article, including such issues as the original protected common areas, for example the Pieniny Mountains, and the convention on tourism signed in 1925. Between 1945 and 1993, most of the national parks in the Tatra and Sub-Tatra regions were established, and in 1956 a second Polish-Czechoslovak convention on tourism was signed. The last part of the article discusses the Trans-Frontier Union of the Tatra Euroregion as an institutionalised form of Polish-Slovak cooperation today. The latest EU form of institutionalised trans-frontier cooperation, the European Grouping of Territorial Cooperation, is also presented. The Euroregion’s final goal is to be converted into such a grouping in the near future.

The Tatra Euroregion has been connecting two nationalities for decades via joint activities that develop the region by strengthening tourism. However, little attention is given to developing the Euroregion by way of tourism. Therefore, the aim of this paper is to identify whether the development of tourism in this Euroregion will be sustainable in the future, which can be fulfilled by answering two research questions, RQ1: What is the current state of tourism development in the Tatra Euroregion? and RQ2: Is the further development of tourism in the Tatra Euroregion subject to the principle of sustainability? We will answer the questions by analysing statistical data and documents that describe the cooperation activities within the Euroregion. The paper contributes to the analysis of cross-border cooperation within the Euroregion, as well as to research in the field of regional development with sustainable tourism, which is determined by the life cycle of the destination.

The Carpathian Euroregion comprises of five countries: Poland, Slovakia, Hungary, Romania and Ukraine, as the Euroregion's fifth state, aspires to join the EU. As a result, we chose to compare Slovak Republic as an EU member state and Serbia and Ukraine as candidate countries. To support waste reduction and a circular economy, European law establishes waste management principles incorporated into national legislation across all EU member states. The key document of Slovakia is the Envirostrategy 2030, which sets a target of 60% recycling and 10% landfilling by 2030. In 2017, Ukraine's Cabinet approved a National Waste Management Strategy for the period up to 2030, and Serbia approved a Waste Management Program in the Republic of Serbia for the period 2022 - 2031; as a crucial aspect of the EU's new growth strategy to move the EU economy toward a sustainable economic model, the research article focuses on the European Green Deal and its effects on the countries under examination. This research paper's goal is to assess the state of Serbia, Slovakia, and Ukraine focusing on the waste situation in particular. While Ukraine and Serbia have enacted legislation requiring waste separation, this is only being implemented gradually in practice, and insufficient infrastructure is another issue. Slovakia has a slightly better situation due to its more advanced infrastructure.

Since 1999, the Euroregion has managed European funds for the development of the Polish-Slovak borderland, enabling the implementation of the aims and goals for which it was established; they mainly include cooperation in social and cultural fields. This kind of cooperation is crucial for the borderland’s evolution. It provides an effective environment for economic growth and pro-ecological activities, which are still not sufficiently developed there. An important step in the modernization of the Tatra Euroregion is its strategy for 2008–2015. Plans for the near future include organizational transformation of the Euroregion into the European Grouping of Territorial Cooperation.

The research is based on the features of the influence of interethnic relations on the development of cross-border cooperation. It is noted that, provided effective ethno-national policies are implemented, multi-ethnic border regions have the advantage that national communities facilitate cross-border cooperation, and they often act as intermediaries in inter-regional relations. It has been proven that interethnic relations have a significant impact on the development of cross-border cooperation, in particular the importance of local authorities and national governments, which have a significant role to play in the issues of inter-ethnic relations in the region. It is argued that in the development of cross-border cooperation, greater emphasis should be placed on programs and projects aimed at improving the coexistence and development of national minorities in the border regions where they are most often living compactly, in particular representatives of national minorities; as a factor of European integration. For the successful development of cross-border cooperation, it is important to understand the needs and interests of the ethnic communities of a particular region, and to take into account historical, cultural factors. It is noted that the integration model is effective in the development of cross-border cooperation, since it enables different ethnic groups and national minorities to maintain their national identity, as well as to participate in regional and inter-state cooperation. Each interethnic community in Europe has its own peculiarities, and therefore the general list of recommendations included in the European Charter does not list the granting of large permits to municipal regions. However, these documents formed the basis for cross-border cooperation in European regions, and the provisions contained therein strengthened activities in this field. An important fact is that most inter-ethnic cooperation activities are within the structures of the European Union. The most common term is "territorial cooperation" or "cross-border cooperation", which are understood as different types of cooperation programs. These programs support the promotion and implementation of joint projects of an international nature throughout the European Union and its neighbors. A specific form of cross-border cooperation is Euroregional. Its characteristic feature is the institutionalization of cross-border cooperation structures. These structures may be: interethnic associations, councils, secretariats, committees, working groups, etc. Euroregional cooperation is carried out within the Euroregion. The Euroregion can be seen as a formal structure of cooperation, adopted on the basis of agreements between interethnic local and regional authorities in order to deepen economic and social cooperation. It is emphasized that the European experience of using the opportunities of cooperation with national minorities in multiethnic regions is of great importance for Ukraine, in particular, the work of the Council of Europe, the EU Strategy for the Danube Region (EUSDR), the Association of European Border Regions, which receive considerable attention, is useful. national minorities in the development of cross-border cooperation. European experience demonstrates that, with proper organization of state policy and historical experience, the involvement of ethnic groups in cross-border cooperation can have a positive impact. Interethnic cooperation promotes political stability and reduces tensions in border areas, and has a positive impact on economic cooperation, development of education, science and culture. It is proved that cross-border cooperation must take into account the nature of ethno-political relations in the border regions, promote the provision of conditions for the development of ethno-cultural characteristics of national minorities and develop mechanisms of interethnic interaction, cooperation of local authorities and public organizations of national minorities.

Abstract In the discussion of communication in management studies, more and more attention is being given to research on an image of a product as well as a brand of an institution. In times when the value of great corporations is mainly based on well promoted and maintained brands, any activity without care of reputation is unimaginable. This rule also applies to cities, communes or regions. Image is currently of strategic significance for these subjects. It can be stated that there is a type of relationship. When an image of a certain region is positive, achievement of complex goals is easier. Therefore, when the region fulfils its goals, it is easier to gain respect of current and potential citizens, tourists, and investors. Thus, a positive image is one of the greatest advantages that a region can have, as it is directly transferred into social and economic development. In the article, on the basis of the literature of the subject, the process of creating an image of a region is presented.According to the survey conducted among Polish and Czech respondents related to Euroregion Beskydy and Euroregion Cieszyn Silesia, by place of residence, workplace or place of education image of the regions appeared to be one of the most distinguishing of their features.

One of those borders is the Drina River that in different periods had changeable role of connecting or separating. In this way we want to stress the necessity of making a stronger, functional connection and developing of overall process of integration in the Podrinje region, on a land between the two republics-Serbia and the Republic of Srpska, because we think that this area has the most reasons for that, but so far it has been done very little. The first attempts to form Euroregions in Lower Podrinje region have already started, but it lacks many activities for this area to receive a cross-border role that it deserves.

National borders constitute barriers to social, economic and political processes and, thus, tend to contribute to the peripheralisation of border regions. The paper compares the evolution of two euroregions in peripheral central European border regions, whose objective is to overcome such negative border effects by promoting cross-border cooperation at the regional level. On a theoretical level, the paper argues for an understanding of euroregions as soft spaces. Rather than viewing them primarily as instances of state rescaling, the paper emphasizes their role as adaptive service providers for local constituencies. It is suggested that their long-term stability depends on their relation to, and the internal dynamics of, politico-administrative hard spaces at the regional, national, and supranational level. While hard spaces are associated with the notion of the Weberian bureaucratic state, soft spaces combine many of the ideas of the New Public Management literature. Building on an organizational ecology perspective, the paper forwards the argument that stable, resourceful, and accessible hard spaces constitute a predictable and engaging environment within which softer arrangements may compete for the delivery of services. However, the interplay between soft and hard spaces tends to have an impact on the euroregions’ agendas. While EU cohesion policy provides incentives to strengthen horizontal cross-border coordination, the organizational integration of the two euroregions remained rather loose, testifying to the continued importance of domestic prerogatives.

Abstract:
The article examines that cross-border cooperation can be carried out through various organizational forms, including through the euroregional cooperation grouping, this provision is supported by the legislator. Separately focusing on the provisions of national legislation on the general principles and requirements for the establishment of a euroregional cooperation grouping in our country, it is determined that the Law of Ukraine “On Cross-Border Cooperation” establishes the legal status of a particular type non-entrepreneurial companie, as an euroregional cooperation grouping. It is established that during the state registration of an euroregional cooperation grouping in accordance with the procedure defined in the Law of Ukraine “On State Registration of Legal Entities, Individuals – Entrepreneurs and Public Associations”, problems may arise, as this normative legal act does not provide registration of such legal entities as the euroregional cooperation grouping. In accordance with the Classification of Organizational and Legal Forms of Business Entities, in accordance with it, state registration should be carried out as type non-entrepreneurial companie, but this classifier does not provide for the registration of a euroregional cooperation grouping. It is important that when conducting cross-border cooperation through the organizational form of euroregional cooperation grouping, certain difficulties may arise, because based on the analysis of the legislation of neighboring Member States of the European Union, there is no possibility of creating euroregional cooperation grouping of subjects and participants of cross-border cooperation of Ukraine with relevant subjects and participants of cross-border cooperation of neighboring Member States of the European Union, as Protocol № 3 to the European Outline Convention on Transfrontier Co-operation between Territorial Communities or Authorities, which regulates the issue, has not been signed or ratified by neighboring Member States of the European Union.

The Euroregion ?The Danube-Drava-Sava? was brought into being for the purpose of stimulating the integration of the countries that it comprises into a unique entity in which mutual interests will be advanced. The aim of the Euroregion formation is not only the economic, but also the international, trans-border, political and social cooperation. Since 2002. four Serb municipalities have been granted the status of observers. Those are the municipalities of Subotica, Sombor, Apatin and Bac. Owing to this status, the mentioned municipalities have been offered the opportunity to develop different aspects of trans-border cooperation starting with agricultural and economic, leading to cultural and social. This paper is aimed to demonstrate what progress has been made and how much the municipalities have made use of their status in the mentioned Euroregion as well as what their perspectives and intentions for further development are.

Abstract:
The paper focuses on the identification of the relationship between tourism and economic growth of the Carpathian Euroregion located across seven borders of Central and Eastern European countries (Slovakia, Ukraine, Poland, Hungary, and Romania). By analysing the relationship between tourism and economic growth within the region, the paper quantifies the positive impact of tourism on GDP growth per capita. To test for the existence and strength of such a relationship, we use a panel econometric model based on conditional β-convergence. The results confirm the tourism-led growth hypothesis, and determine the extent of regional disparities in tourism activities between different parts of the Carpathian Euroregion, observed during the increase in tourist attractiveness between 2005 and 2015. For Ukraine, where political instability has led to a decrease in the total number of visiting tourists, we show that the dynamics for its part of the Carpathian Euroregion are markedly different, as it has benefited from the changing structure of tourist flows.

Euroregion Baltic faces strong depopulation pressure, with Poland and Lithuania both experiencing marked population declines, especially in rural areas, in the last 20 years – thanks to immigration abroad. Internal immigration to these countries’ cities is also taking place. While Germany, Sweden, Russia and Denmark have achieved temporary improvements in population indicators, this was thanks to their willingness to take in war refugees – a factor therefore incidental in nature, and not impacting upon an overall trend seeing people move out of rural areas in large numbers. With a view to this challenge being addressed in a more permanent way, research described here assessed whether the introduction of youth-policy measures might allow for better revamping of regional policies so as to persuade young people to remain in their regions. An assumption underpinning this work was that departure from a region reflects deficits in spatial justice, first and foremost an unequal distribution of infrastructure vis-à-vis education, housing, recreation, jobs, and so on. To determine which spheres critically underpin a decision to leave, young people’s preferences for their futures were studied under the CASYPOT project, involving 6 localities in four of the Euroregion’s states. In the event, the research was able to confirm a capacity on the part of youth surveys to deliver information on factors critical to decision-making that can be regarded as of value as regional policies are reorientated to try and ensure a higher level of spatial justice. The survey showed that factors most likely to prompt out-migration among young people relate to insufficient educational services and the inadequacy of the labour market.

W artykule zostały omówione najważniejsze elementy potencjału transportowego Euroregionu Bug. Autor stwierdza, że ze względu na geograficzne położenie w strefie oddziaływania korytarza transportowego nr II, największy potencjał rozwojowy Euroregionu Bug tkwi w jego lokaliza-cji. Choć jest to region transgraniczny, to jego zdolności przewozowe nie są w pełni wyko-rzystane z powodu braku nowoczesnej infrastruktury, w tym centrów logistycznych do obsługi przewozów multimodalnych.

Abstract:
In this article, a number of demographic factors influencing the processes of sustainable economic development in particular context of tourism in the Carpathian Euroregion have been analyzed. It is generally articulated that tourism is one of the priority economic activities recommended for this region. The socio-demographic changes can be a driving force for creating and solving existing and future socio-economic problems. A comparative analysis of socio-demographic indicators such as birth rate, mortality, median age of population, average life expectancy, migration processes, etc. has been carried out for five countries constituting the Carpathian Euroregion. It is observed that demographic trends have become persistently negative with long-term consequences, they are manifested in low life expectancy, high mortality, rapidly ageing population. The public policy in Carpathian Euroregion should be aimed at enha ncing social development, reviving the family and serving the interests of people. It is impossible to solve these problems without overcoming poverty, income growth, impro ving the welfare of the entire population and reforming the labour market.

Abstract:
This study aimed to assess the opinion of the inhabitants of protected areas in the Polish-German borderland on the development of tourism using the concept of sustainable tourism. It was examined whether the type of protected area and the country of residence were determinants of sustainable tourism development. In 2019-2020, a questionnaire survey was conducted among residents near 14 protected areas in the Pomerania Euroregion. Multinomial and ordinal logit models were used in the data analysis. The main limitations of the survey were the inability to refer to similar surveys from previous years and for other protected areas in Poland and Germany. This prevented a complete spatial-temporal analysis. The study carried out on the acceptance by inhabitants of the neighbourhood of protected areas in the Pomerania Euroregion is unique. The Polish protected regions of the Pomerania Euroregion were shown to have more significant potential for sustainable tourism development than the German ones. The results also show some differences in the perception of tourism by the Poles and the Germans.

Abstract:
The article analyzes the phenomenon of paradiplomacy as a factor of fragmentation in a globalized world, which reflects the complex processes of reducing the role of the state as an actor and a foreign policy instrument in the post-Westphalian era. Different and real processes of regionalization and transregional interaction are investigated, using paradigm diplomacy in the Chernivtsi region. The author explores the factor of increasing the role of regional elites in order to increase their own legitimacy in the context of transregional interaction in the Upper Region Euroregion. Complexities and contradictions of transregional cooperation are considered. It’s concluded that the narrowing of this Euroregion should be avoided for ineffective communication between the managers and representatives of the bureaucracy of the three countries. The article noted that the granting of dual citizenship to representatives of the Romanian and Moldovan communities of Chernivtsi region is a certain critical milestone holding back highquality economic and social cooperation within the Upper Prut Euroregion. The author’s proposal is to launch a joint international educational and cultural project of Ukraine and Romania «History of Bukovina of the Twentieth сentury: without stereotypes and layers». The implementation of such project will help to overcome the old stereotypes in contemporary Ukrainian-Romanian relations, being a reliable tool for a more effective cultural paradigm over the next decade. We are facing the construction of European tradition in Ukraine, as well as in Romania and Moldova, which should be worthy of puzzle. Only then will the citizens of our three countries residing in the Upper Prut Euroregion become truly status citizens of United Europe, feeling the positive effects of the development of regional paradiplomacy.
