Abstract:
Cross-border cooperation is an important instrument of European integration. The thesis deals with cross-border cooperation within euroregions, more precisely in the oldest Czech Euroregion Nisa. The objective of this thesis is to find asymmetries in the cooperation of the Czech part with the German and Polis hone, and how these asymmetries are reflected in realized projects. The thesis comes to a conclusion that the three parts of Euroregion Nisa are different when it comes to economic potential, and that the projects almost do not deal with the most pressing problems. Another conclusion is the existence of an asymmetry in cooperation, i.e. absence of common trilateral projects.

The euroregion was founded on the basiss of trilateral agreement of The Czech Republic, Austria and The Free State of Bavaria in 1993. The main aim of my work is to elaborate on the development of cross-border cooperation focusing on Euroregion Šumava, and also provide evaluation of the cooperation between the Euroregion and the Administration of the Šumava National Park and Reserve.

Il presente studio, svolto nell’ambito del Dottorato di Ricerca in Progettazione Architettonica e Urbana, è finalizzato ad indagare gli spazi della sperimentazione nella città e nel territorio contemporanei attraverso un approccio multidisciplinare, a diversi livelli e scale di approfondimento, al fine di suggerire risposte e sollecitazioni in termini progettuali. Sperimentare significa provare, tentare, sottoporre qualcosa a esperimento allo scopo di conoscerne e verificarne le caratteristiche, la funzionalità, le qualità. Nella scelta degli spazi da sottoporre a sperimentazione si è deciso di privilegiare esempi esistenti riconducibili ad una categoria generale, in modo da poter confrontare tra loro le soluzioni e le proposte progettuali adottate. Tali esempi sono stati distinti in due gruppi: - spazi che continuano ad assolvere alle funzioni per cui sono stati realizzati, in cui però entra in gioco una variabile, che ne comporta una trasformazione in termini relazionali, funzionali ed architettonici; - spazi che sono stati privati della funzione originaria, per cui sono stati costruiti, ed in cui la variazione di alcuni fattori del contesto rivela, nella forma architettonica e nella speciale localizzazione, nuove potenzialità e risorse. Oggetto della ricerca è il sistema ferroviario; ambito di studio è l’area di Trieste, considerata punto di arrivo e di partenza, ma anche come territorio attraversato da linee ferroviarie. Dopo aver approfondito e confrontato alcune esperienze nazionali ed europee di «sperimentazione» sul sistema ferroviario, è stato preso in considerazione il caso di Trieste, che rappresenta un campo di studio particolarmente interessante per la compresenza di varie situazioni. Sono infatti attuali e accese le discussioni in merito alla definizione, sul territorio della Regione Friuli Venezia Giulia, del tracciato dell’alta velocità/alta capacità, il cosiddetto corridoio paneuropeo V, che collegherà Lisbona e Kiev. Nella Stazione Centrale di Trieste, sono in corso gli interventi di rifunzionalizzazione, programmati anche per altre centotre stazioni nel territorio nazionale, dal gruppo Centostazioni S.p.A.. Sta per essere ultimato il recupero del sedime ferroviario dismesso nella Val Rosandra per la sua riconversione a itinerario ciclabile di interesse regionale; alcune tratte dismesse sono saltuariamente percorse da treni turistici, per iniziativa di associazioni di volontari; e ciclicamente si legge, sul quotidiano locale, l’ipotesi, promossa da enti ogni volta diversi, di recuperare alcuni sedimi dismessi per realizzare una linea di metropolitana leggera. L’obiettivo della ricerca è quello di contribuire ad un governo del territorio che sia in grado di prescindere dai confini delle competenze amministrative per progettare strategicamente, in modo agile, dinamico, attento alle mutevoli sollecitazioni esterne, ed in grado di valorizzare a pieno e durevolmente le potenzialità del sistema ferroviario nel suo complesso, senza fare del commercio l’unico motore e regolatore dei processi di sviluppo. I binari, come le mura antiche della città, rappresentano un limite, un confine. Le recenti soluzioni progettuali, che prevedono in alcuni casi l’interramento dei binari ed in altri la dismissione del servizio di trasporto, restituiscono alla città nuovi spazi. Come le superfici rimaste libere in seguito alla demolizione delle mura, nell’Ottocento, così, oggi, gli spazi un tempo occupati dall’infrastruttura, rappresentano una risorsa preziosa per la collettività, che merita di essere progettata seriamente, e non saturata o frammentata indiscriminatamente. Nella prima parte della tesi il sistema ferroviario esistente viene scomposto negli elementi che lo costituiscono e ne vengono studiate, attraverso alcuni approfondimenti, le soluzioni progettuali. Ci si interroga, infine, se il sistema ferroviario possa essere considerato patrimonio culturale. Solamente se esso è inteso come «patrimonio dell’eredità culturale dei luoghi» può essere riconosciuto e condiviso il suo valore aggiunto e il suo ruolo nei processi di pianificazione e governo del territorio. Per la seconda parte dello studio sono stati necessari sopralluoghi e ricerche di archivio al fine di ricostruire la storia e la configurazione del patrimonio ferroviario di Trieste. Attraverso la forma dell’osservatorio territoriale del sistema ferroviario sono stati presentati gli interventi in corso a livello europeo, nazionale e regionale che interessano l’area di studio. Sono state quindi prese come riferimento tre linee, considerate rappresentative, ed è stata indagata la loro potenzialità nella trasformazione della città e del territorio. A conclusione del percorso di ricerca, viene presentata un’applicazione informatica, semplificata a livello dimostrativo, come possibile strumento di sperimentazione delle caratteristiche e delle potenzialità del patrimonio ferroviario triestino. Essa tiene conto dei vari livelli di intervento, dalla scala europea a quella locale e presenta le tre linee oggetto di studio. L’applicazione propone una struttura che è possibile in futuro ampliare ed arricchire con maggiori dettagli oltre a quelli presenti, oggi limitati alla denominazione, localizzazione, uso e proprietà delle linee e delle stazioni. Lo scopo è promuovere l’uso creativo delle risorse. L’infrastruttura ferroviaria viene considerata come patrimonio da immettere nel campo delle opportunità. A tal fine vengono individuati principalmente due tipi di interventi: la riconversione dei manufatti ferroviari e il recupero del rapporto tra il manufatto ferroviario e il contesto. Lo studio intende sensibilizzare gli enti sulle vaste potenzialità dell’infrastruttura ferroviaria e promuoverne la conservazione, come bene pubblico da valorizzare. L’aspetto della comunicazione e della trasparenza delle informazioni, è ritenuto fondamentale per il coinvolgimento di possibili attori nel processo di conoscenza, partecipazione e gestione del patrimonio.

Work will focus on the comparison of the relations within the Czech-Polish and Czech-Austrian borders. Research of the views on individual operational programs is based on a questionnaire survey among representatives of the Euroregion, members of the Euroregions and existing applicants in the operational programs of cross-border cooperation. The work includes a summary of projects submitted in the new programming period 2007 - 2013. In addition to comparing the views of individual actors in cooperative work, it focuses on the general comparison of the Czech-Austrian and Czech-Polish border cooperation. The theme is the history of cooperation between border regions in Western Europe and its enlargement, promotion of the cross-border structures by the European Union, the beginnings of cooperation in the Czech Republic and a brief history of borderlands. Given that the work deals with the comparison in terms of Euroregions, part is also paid to individual euroregions in the Czech Republic.

Euroregionen wird in Europa ein gewichtiger Beitrag zum länderübergreifenden Zusammenwachsen europäischer Grenzregionen beigemessen. Im internationalen Wettbewerb um fortschreitende wirtschaftliche Entwicklung, liefert Regionalmarketing einen Ansatz, um sich von anderen Regionen abzuheben und eigenständige regionale Wertschöpfungskreisläufe zu etablieren. Die vorliegende Arbeit setzt sich mit den Erfolgsfaktoren und Problemfeldern von Regionalmarketing und regionalen Marketinginitiativen in Euroregionen in Deutschland und Polen auseinander. Im Zuge der Forschung wird als Fallbeispiel die Euroregion Spree-Neiße-Bober mit ihren deutschen und polnischen (Teil-) Märkten betrachtet. Im Einzelnen gliedern sich die Kapitel wie folgt: Das erste Kapitel widmet sich den Euroregionen. Sodann wird die Untersuchungsregion, die Euroregion Spree-Neiße-Bober, mit ihren deutschen und polnischen Teilregionen vorgestellt und der Forschungsstand im Forschungsgebiet des Regionalmarketings präsentiert. Im folgenden Kapitel wird die Transaktionskostentheorie als ökonomischer Ansatz der neuen Institutionenökonomik dargestellt. Darauf basierend wird das analytische Modell der Arbeit abgeleitet und die Untersuchungsmethodik vorgestellt. Sodann werden in Kapitel 7 und 8 die Forschungsergebnisse auf der Basis der Produzenten, Dienstleister-, Einzelhandels- und Händlerbefragung erläutert. In Kapitel 9 werden die Forschungsergebnisse für die gesamte Euroregion Spree-Neiße-Bober synthetisiert, neue wissenschaftliche Erkenntnisse präsentiert und Empfehlungen für vertiefende Forschungsarbeiten gegeben. Die Arbeit schließt mit Handlungsempfehlungen und der Skizzierung der Entwicklungsperspektiven für grenzüberschreitende Marketinginitiativen ab.
A weighty contribution to the cross-border integration of European border regions is measured in so called „Euroregions“ in Europe. In the international competition for progressive economic development, regional marketing provides an approach to differentiate themselves from other regions and to establish independent regional value creation cycles. The present work deals with the success factors and challenges of regional marketing and regional marketing initiatives in Euroregions in Germany and Poland. In the context of research a case study is undertaken in the Spree-Neiße-Bober Euroregion paying tribute to its different German and Polish (partial) markets. In particular, the chapters are divided as follows: the first chapter is devoted to European cross-border and Euroregions. Then, the study region, the Spree-Neiße-Bober Euroregion is introduced and the present state of research in the field of regional marketing displayed. The following chapter describes the transaction costs theory before the analytic model is derived and the investigation methodology introduced. In chapter 7 and 8 the research results show the effects of regional marketing on producers, service providers, food manufacturers and traders in Germany and Poland. In the final chapter 9 the results of the research are synthesised, new scientific knowledge is presented and recommendations is given for deepening research projects. The work concludes with action recommendations and the sketching of the developing perspectives for international marketing initiatives.

The aim of diploma thesis is describe the importance of cross border cooperation and how the borders regions try to eliminate negatives like unemployment, bad infrastructure, distance from the capitol of the country, and emigration to other regions. Euroregion is the contract which helped czech and polish sites cooperate more easily. Czechs and Poles cooperate especially in project selection and realisation. The Euroregion has a lot of positives, but I found one area where the euroregion could improve. There isn't enough cooperation between czech and polish schools.

Další z otázek, kterou se práce zabývá, je funkce euroregionů a jakým způsobem přispívají k eliminaci disparit vzniklých periferní polohou a jak posilují vzájemné vazby v příhraničních regionech.

Tato diplomová práce podává ucelený přehled o česko-polské přeshraniční spolupráci na příkladu Euroregionu Glacensis. Součástí práce je nezbytné teoretické vymezení euroregionů a dalších přeshraničních struktur, vymezení jejich cílů a principů fungování, legislativní úprava a institucionální zabezpečení. Cílem práce je potvrdit význam a přínos přeshraniční spolupráce v procesu evropské integrace a zhodnotit do jaké míry tyto aktivity naplňují cíle vymezené ve strategii rozvoje ERG. Použitím metody komparace jsou zhodnoceny a srovnány programy, jejichž podpora je pro realizaci těchto rozvojových aktivit nezbytná. Pozornost je věnována předvstupním fondům Phare CREDO a Phare CBC, Iniciativě Společenství INTERREG IIIA a Novému operačnímu programu. Prostřednictvím dotazníkového šetření je zhodnocena informovanost studentů o existenci a aktivitách ERG. Výsledky šetření ukazují rovněž na vztah respondentů k obcím, ve kterých žijí a na jejich vztah k Polské republice.

Aquesta tesi doctoral presenta una proposta teòrica i metodològica així com coherent i innovadora per al desenvolupament de noves iniciatives Euroregionals de Cooperació Transfronterera (CTF) dins dels territoris de la Unió Europea (UE). A més del necessari marc teòric, la tesi presenta un cas d’estudi concret basat en la regió transfronterera marítima de les illes europees de Sicília i Malta. La recerca s’alimenta d’un ampli coneixement desenvolupat en els camps de la cooperació territorial tant en el món acadèmic (integrant aportacions de diferents disciplines, abans de res de la geografia i de la ciència política) com en el sector de las polítiques institucionals que es desenvolupen endins de la UE (instrument INTERREG), específicament a través de l’actual objectiu de la política de Cooperació Territorial Europea. La tesi proposa per tant l’aportació d’un model teòric per a analitzar les característiques de les Euroregions com a estructures polítiques de cooperació permanent i que l’ús d’elles està generalment estès en moltes fronteres internes de la UE. En aquest sentit, el treball d’anàlisi i classificació ha estat imprescindible de l’anterior elaboració de bases de dades de casos Euroregionals excel•lents dins del projecte de I+D COOP-RECOT II. Una important finalitat derivada del model ha estat la seva explotació com a eina inicial per al disseny preliminar de nou projectes Euroregionals en territoris que encara no presenten institucionalització política transfronterera més enllà dels programes tècnics INTERREG garantits per la UE (aquest territoris són denominats en la tesi com “proto-euroregionals”). En tot cas, el model sosté la idea que les escales territorial tenen una notable correspondència amb el tipus de CTF practicada i en menor mesura amb les estructures de governança Euroregionals existents en un determinat territori. A més, les hipòtesis generades pel model es reforcen quan s’introdueixen les característiques territorial de les àrees fronterers, com en el cas d’estudi principal a través de les àrees marítimes. D’això es desprèn una tercera aportació derivada de l’observació de la CTF en contextos marítims, i que revela que les fronteres marítimes entre dos territoris de la UE necessiten una governança particular, ja que la distància i la barrera marítima produeixen problemàtiques diferents a l’hora d’executar projectes de cooperació. Això es reflecteix principalment en l’adaptació de necessàries estructures multinivell per a involucrar diferents actors amb diferents competències de cara a projectes conjunts. Per a aconseguir una estructura Euroregional d’alta utilitat i realment ajustada segons els processos existents de CTF, la tesi proposa com a quarta aportació la construcció d’un marc metodològic basat en la interpretació de la teoria dels SAF (Strategic Action Fields) i en l’adaptació d’enfocaments geo-històrics de la Longue Durée (Braudel). Això permet obtenir una anàlisi multisectorial (punts de contacte i diferències entre els territoris d’una regió transfronterera) que evidencien també les relacions de poder i els fluxos transfronterers en acte entre els components. Finalment, tot l’anterior es veu explotat en l’anàlisi multisectorial de la regió transfronterera marítima Sicília-Malta per a la producció d’un llistat de suggeriments derivats dels objectius anteriors i incloent consideracions per a l’elaboració d’una estratègia Euroregional entre les dues illes. En última instància, cal recordar que aquesta recerca contribueix a demostrar la possibilitat d’elaboració d’una proposta metodològica per a la planificació de noves Euroregions basada sobre teories interdisciplinàries i estudis empírics preexistents. La molt activa presència d’aquestes a les fronteres internes de la UE, al costat del desig de cooperació pacífica i desenvolupament conjunt en el marc de la Integració Europea, ens conviden a la producció de noves eines teòriques per a donar suport al desenvolupament de projectes Euroregionals.
Esta tesis doctoral presenta una propuesta teórica y metodológica, coherente e innovadora para el desarrollo de nuevas iniciativas Euroregionales de Cooperación Transfronteriza (CTF) dentro de los territorios de la Unión Europea (UE). Además del necesario marco teórico, la tesis presenta un caso de estudio concreto basado en la región transfronteriza marítima de las islas europeas de Sicilia y Malta. La investigación se alimenta de un amplio conocimiento desarrollado en los campos de la cooperación territorial tanto en el mundo académico (integrando aportaciones de diferentes disciplinas, ante todo de la geografía y de la ciencia política) como en el sector de las políticas institucionales que se desarrollan adentro de la UE (instrumento INTERREG), específicamente a través del actual objetivo de la política de Cooperación Territorial Europea. La tesis propone por lo tanto la aportación de un modelo teórico para analizar las características de las Euroregiones en cuanto estructuras políticas de cooperación permanente y cuyo uso está generalmente extendido en muchas fronteras internas de la Unión. En este sentido, el trabajo de análisis y clasificación ha sido imprescindible de la anterior elaboración de bases de datos de casos euroregionales excelentes dentro del proyecto de I+D COOP-RECOT II. Una importante finalidad derivada del modelo ha sido su explotación como herramienta inicial para el diseño preliminar de nuevo proyectos Euroregionales en territorios que aún no presentan institucionalización política transfronteriza más allá de los programas técnicos INTERREG garantizados por la UE (dichos territorios son denominados en la tesis como ‘proto-euroregionales’). En todo caso, el modelo sostiene la idea que las escalas territoriales tienen una notable correspondencia con el tipo de CTF practicada y en menor mesura con las estructuras de gobernanza euroregionales existentes en un determinado territorio. Además, las hipótesis generadas por el modelo se refuerzan cuando se introducen las características territoriales de las áreas fronterizas, como en el caso de estudio principal a través de las áreas marítimas. De ello se desprende una tercera aportación derivada de la observación de la CTF en contextos marítimos, y que revela que las fronteras marítimas entre dos territorios de la UE necesitan una gobernanza particular, ya que la distancia y la barrera marítima producen problemáticas distintas a la hora de ejecutar proyectos de cooperación. Ello se refleja principalmente en la adaptación de necesarias estructuras multinivel para involucrar distintos actores con diferentes competencias de cara a proyectos conjuntos. Para conseguir una estructura Euroregional de alta utilidad y realmente ajustada según los procesos existentes de CTF, la tesis propone como cuarta aportación la construcción de un marco metodológico basado en la interpretación de la teoría de los SAF (Strategic Action Fields) y en la adaptación de enfoques geo-históricos de la Longue Durée (Braudel). Ello permite obtener un análisis multisectorial (puntos de contacto y diferencias entre los territorios de una región transfronteriza) que evidencian también las relaciones de poder y los flujos transfronterizos en acto entre los componentes. Finalmente, todo lo anterior se ve explotado en el análisis multisectorial de la región transfronteriza marítima Sicilia-Malta para la producción de un listado de sugerencias derivados de los objetivos anteriores e incluyentes consideraciones para la elaboración de una estrategia Euroregional entre las dos islas. En última instancia, cabe recordar que esta investigación contribuye a demonstrar la posibilidad de elaboración de una propuesta metodológica para la planificación de nuevas Euroregiones basada sobre teorías interdisciplinares y estudios empíricos preexistentes. La muy activa presencia de éstas en las fronteras internas de la UE, junto al deseo de cooperación pacífica y desarrollo conjunto en el marco de la Integración Europea, nos invitan a la producción de nuevas herramientas teóricas para apoyar el desarrollo de proyectos Euroregionales.
This doctoral thesis presents a coherent and innovative theory-based methodology for the development of new Cross-border Cooperation’s (CBC) Euroregional organizations within the territories of the European Union (EU). In addition to the necessary theoretical framework, the dissertation exploits as case-study the maritime cross-border region between the European islands of Sicily and Malta. The research feeds on a broad knowledge developed in the fields of territorial cooperation both in the academic world (integrating contributions from different disciplines, above all geography and political science) and in the sector of EU institutional policies (INTERREG instrument), specifically through the current objective of the European Territorial Cooperation policy. The dissertation therefore proposes a theoretical model for analyzing the features of Euroregions as permanent and political cooperation structures generally employed in multiple internal borders of the EU. In this regard, the work of analysis and classification was based upon previous databases including excellent Euroregional cases (R&D project COOP-RECOT II). An important purpose derived from the model has been its exploitation as a tool for the preliminary design of new Euroregional organizations. Particular attention was given to territories that do not (yet) present cross-border institutionalization beyond the INTERREG programmes sponsored by the EU (such cross-border regions are defined in the dissertation as "proto-euroregional" territories). In any case, the model holds to the principle that territorial scale has an important correspondence to the type of CBC enacted through the border. At the same time, it exerts an influence over the governance structures existing in a determined region. In addition, this hypothesis is reinforced by introducing the territorial features derived from the geographical border typology. An evident example of this has been shown in the case-study area affected by a maritime context. In relation to this argument, the third contribution of the dissertation derives from the observation of CBC in maritime contexts. This has revealed that maritime border areas between two (or more) EU territories require specific types of governance due to different issues affecting the CBC projects’ execution. Accordingly, these obstacles can be reduced by employing multilevel governance structures and involving actors with territorial competences capable to enact at cross-sea level. To accomplish the creation of a useful Euroregional organization which is genuinely adjusted to the needs of the territory, the dissertation proposes as fourth contribution two further methods based on the interpretation of SAF theory (Strategic Action Fields) and on the adaptation of geo-historical approaches from the Longue Durée (Braudel). This was instrumental in obtaining a multisectoral analysis (commonalities and differences in the CBR) stressing the accent on the power relations and the cross-border flows and issues between the two parts. At the same time, the construction of the methodology has been instrumental in its application to the case-study area. Indeed, it has been exploited in the Sicilian-Maltese case as to provide a list of suggestions derived from theoretical results. These constitute broad indications which may lead to the creation of a Euroregional strategy between the two islands. Lastly, this research demonstrates that it is possible to employ existing academic theories and empirical studies for the consolidation of a theory-based instrument in the design of new Euroregional organizations. Their active presence along the internal borders of the EU, coupled with the desire for peaceful cooperation and joint development within the framework of European Integration, invite us to produce new theoretical tools to support the development of Euroregional initiatives.

Svarbus aspektas – euroregioną sudarančių narių lygybė bei teisinis pamatas, reglamentuojantis veiklą. Euroregionų skirtingumui įtakos turi įkūrimo tikslų bei uždavinių įvairumas, veiklos prioritetų nevienodumas. Magistro darbe siekiama supažindinti su euroregionų veikla bei vystymuisi nuo 2000 iki 2008 metų. Pagrindinis tyrimo aspektas – makroekonominių rodiklių kaitos dinamika ir išsivystymo skirtumai skirtingose teritorijose esančiuose euroregionuose. Analizuojam bendrosios pridėtinės vertės (BPV), bendrojo vidaus produkto (BVP), materialinių investicijų, tiesioginių užsienio investicijų, ir eksporto rodikliai euroregionuose. Tyrimu siekiama statistiškai pagrįsti objekto (šiuo atveju euroregiono) esminius požymius, jo funkcionavimo veiksnius. Euroregionas pateikiamas kaip vientisa sudėtinga sistema turinti begalę trūkumų, kurių pagrindinis – daugiamatiškumas. Darbe siekiama kuo labiau atsiriboti nuo istorinio ir socialinio konteksto ir rezultatus pateikti tik ekonominiame kontekste. Magistro darbas parašytas naudojantis aprašomaisiais, statistinių ir kitų šaltinių analizės bei grafiniu metodais.

The paper aims to maximize distance from the historical and social context, and results only in an economic context. Los problemas ambientales y de sostenibilidad son cada vez más globalizados en términos de intensidad, interconectividad, variedad y alcance de sus impactos, así como las fuerzas socioeconómicas que los generan. El cambio climático, la escasez de agua, la contaminación, la pérdida de biodiversidad o el cambio en el uso de la tierra son problemas ambientales que no necesariamente encajan con la soberanía nacional, las jurisdicciones administrativas o las fronteras territoriales. Para afrontar estos desafíos, han surgido nuevos ámbitos políticos y circunscripciones que ya no corresponden a las divisiones que una vez fueron útiles para los objetivos particulares de los antiguos Estados-nación, sino que ahora se crean con otros nuevos objetivos de cooperación (incluyendo el medio ambiente y la sostenibilidad) que trascienden las fronteras internacionales. Las regiones transfronterizas o transfronterizas, comúnmente conocidas en el contexto europeo como Euroregiones o Euregios, han sido creadas a través de las fronteras estatales para disminuir el efecto limitador de las fronteras nacionales que a menudo actúan como barreras para la cooperación en un intento de redefinir la territorialidad estatal inducida por la frontera. Estos diseños institucionales pueden proporcionar en este contexto el marco o las plataformas políticas e institucionales adecuadas para promover los vínculos necesarios entre las diferentes redes de actores y dominios políticos en un territorio fronterizo concreto. Esto se da es especialmente en aquellas Euroregiones que coinciden con los límites geográficos de los recursos naturales existentes. Esta tesis tiene la intención de explorar dos cuestiones generales entrelazadas. Por una parte, analizar en qué medida las iniciativas de la política de cooperación transfronteriza de la UE han sido y son capaces de establecer asociaciones de colaboración eficaces entre organismos públicos locales adyacentes sujetos a diferentes sistemas jurídicos nacionales en los ámbitos del clima, la biodiversidad y el desarrollo regional de una manera que contribuya a la sostenibilidad. Por otro lado, queremos explorar hasta qué punto las consideraciones de desarrollo sostenible han sido incorporadas en estos tres ámbitos de una manera coherente de tal forma que contribuyan a fortalecer las capacidades institucionales para hacer frente a los cambios ambientales y sociales a nivel regional transfronterizo. Para responder a estas preguntas hemos utilizado diferentes metodologías a partir del análisis teórico de los elementos institucionales de las Eurorregiones, pero también una investigación cuantitativa sobre 46 Programas Operativos financiados con fondos europeos; así como un análisis más detallado y cualitativo de 2 estudios de caso en la frontera españolo-portuguesa - eurorregiones EURO AAA y EURO ACE- mediante entrevistas en profundidad y técnicas de taller combinadas con la formulación e integración de diferentes escenarios climáticos y socioeconómicos y sus vías institucionales asociadas. Los resultados revelan que las Euroregiones pueden considerarse como espacios transnacionales políticos situados más allá de la lógica territorial de los Estados nacionales o de las organizaciones supranacionales, con una gran capacidad a priori para integrar consideraciones de sostenibilidad debido a su carácter organizativo flexible e innovador. Sin embargo, los resultados también revelan una serie de limitaciones de las eurorregiones analizadas relativas a su bajo nivel de autonomía institucional, la falta de cooperación entre entidades nacionales, regionales y locales; la excesiva dependencia de los fondos europeos; la asimetría en las relaciones de poder entre los respectivos entornos institucionales español y portugués; y por último, pero no menos importante, una notable ausencia de un enfoque estratégico de desarrollo sostenible para las regiones que claramente incorpora el principio de precaución y el enfoque ecosistémico como elementos clave, lo que se refleja en la incapacidad de incluir escenarios climáticos en esas estrategias. Como resultado, esta situación pone de manifiesto que estas eurorregiones todavía tienen mucho camino por recorrer en términos de movilización política, construcción de la gobernanza y unificación estratégica en el sentido de integrar las consideraciones de sostenibilidad de manera global, sistemática y transformadora.
Environmental and sustainability related problems are increasingly becoming globalized in terms of their intensity, interconnectivity, variety and scope of their impacts as well as the ultimate socioeconomic forces that generate them. Climate change, water scarcity, pollution, loss of biodiversity, or land use change all of these are environmental problems that do not necessarily fit with national sovereignty, administrative jurisdictions or territorial boundaries. To address such challenges, new political arenas and constituencies have appeared that no longer correspond to the divisions that once were useful to the particular goals of the old nation-states, but are now created upon other new cooperation goals (including environment and sustainability) that transcend international borders. Cross-border or transborder regions, commonly known in the European context as Euroregions or Euregios, have been created across state borders in order to decrease the limiting effect of nation-state borders which often act as as barriers for cooperation in an attempt to redefine fixed, border-induced state territoriality. These institutional arrangements may provide in this context the adequate political and institutional framework or platforms to promote the necessary linkages among different networks of actors and policy domains in a particular cross border territory. This is specially the case of those Euroregions that fall and match within the geographical limits of the existing natural resources. This thesis intends to explore two intertwined overarching questions. On the one hand, we intend to look to what extent EU cross-border cooperation policy initiatives have been and are able to establish effective collaborative partnerships between adjacent local public bodies subject to different national legal systems in the domains of climate, biodiversity and regional development in ways that contribute to sustainability And on the other, we want to explore to what extent sustainable development concerns have been mainstreamed in these three domains in a coherent manner in a way that do actually contribute to strengthening the agent and institutional capacities to deal with societal and environmental changes at cross-border regional level. In order to respond to these questions, we have used different methodologies starting with the theoretical analysis of the institutional elements of Euroregions, but also a quantitative research on 46 European funded Operational Programmes; and a more in depth and qualitative analysis of 2 case studies in the Spanish Portuguese border - Euroregions EURO AAA and EURO ACE- using in depth interviews and workshop techniques combined with the formulation and integration of different climatic and socioeconomic scenarios and their associated institutional pathways. The results reveal the potential that Euroregions have to support sustainable development both from an operational and normative perspective. In particular these new institutional arrangements can be viewed as political transnational spaces situated beyond the territorial logic of either the nation states or the supranational organizations, with a great capacity a priori to integrate sustainability considerations due to their flexible and innovative organisational nature. However, Euroregions are now too dependent on external resources, so their leadership capacity and exchange of cognitive resources with other stakeholders to manage sustainability related common public concerns are still rather constrained. These limitations are related to their low level of institutional autonomy, the lack of cooperation among national, regional and local entities; the excessive dependence on European funds; the asymmetry in power relations within the respective Spanish and Portuguese institutional settings; and last but not least, because a notable absence of a strategic sustainable development approach for the regions that clearly incorporates the precautionary principle and the ecosystem approach as key elements, which is reflected by the failure to include climate change scenarios into those strategies. As a result, this situation evidences that such Euroregions have yet a far way to go in terms of political mobilization, governance building and strategic unification in the sense of integrating sustainability considerations in a comprehensive, systematic and transformative manner.

The subject of my dissertation is the information process in reference to euroregionalism and the origin of euroregions in the area of EU and especially Czech republic. I will focus on the fundamental causes of the european cross-border cooperation and the historical roots of first euroregion's origin -- the theoretical and practical resources of the euroregion's inception and operation. I will examine the legislative and institutional assurance of euroregions -- documents (for instance the implication of the Madrid agreement) and principles that result from the european and national legislation, on which the foundation of the euroregions functions. The euroregion legislation specifications in the countries of central and eastern Europe and especially Czech republic will also be mentioned. In the next section of my dissertation I will focus on the euroregion's definition, which occur in Czech republic -- the origin's causes and the historical roots, the financial framework (the inner sources of cross-border cooperation's financing, European funds and enterprises etc.). The objective of the practical part of the dissertation will be the evaluation of the executed cross-border cooperation benefits for the development of the peripheral area.

Thesis in its theoretical part deals with cross-border cooperation and analyzes a new legal instrument at EU level - European Grouping of Territorial Cooperation (EGTC). The work describes the instrument, including the establishment of a legal basis. It also deals with the potential use of the EGTC, which focuses on the permanent structure for cross-border cooperation, ie. Euroregions and make a summary of the EGTC already developed within the European Union. The practical part focuses on a description of the Euroregion Neisse, who ordered the creation of a legal entity as one of the main objectives and is currently in the process of preparing the establishment of an EGTC. This section is in addition to the characteristics of the Euroregion analysis of individual steps in the creation, use specific options on the EGTC and the comparison with existing legal entities within the EU. The aim of the thesis is to analyze the EGTC and determine whether it has the potential for the development of the Euroregion Neisse.

This thesis focuses on cross-border cooperation. To set the reader into context, its history and position within European Union is mentioned here. However, the main focus is set onto the cross-border cooperation in the Czech Republic, Czech-Slovak borderland is further analyzed in detail. Using socio-economic analysis of regions of Zlín and Trenčín, particular euroregion, White Carpathian Mountains, is studied, whether socio-economical level is raised on both sides of the border as a result of this cross-border cooperation. SWOT analysis, which can point out possible directions of development of this region, is also part of this thesis. Questionnaire method is used in the conclusion of the thesis. This method has to reveal, whether this region was created on historical background, or whether it was formed more or less artificially in order to get funds.

Gegenstand der Arbeit stellten die deutsch-polnischen und deutsch-tschechischen Euroregionen dar. Sie wurden als ein offenes System betrachtet, das sich aus den in Wechselwirkung stehenden Elementen zusammensetzt: Raum, Grenze, Netzwerk und Umfeld. Diese ganzheitliche, intertemporale Betrachtung der Euroregionen ermöglichte es, dieses komplexe Phänomen besser zur verstehen, Erkenntnisse zur Bedeutung, zum Typus und zu Perspektiven der deutsch-polnischen und deutsch-tschechischen Euroregionen zu gewinnen sowie die gestellten Hypothesen zu überprüfen und zu verifizieren. Die Untersuchungen zur Rolle der deutsch-polnischen und deutsch-tschechischen Euroregionen bezogen sich insbesondere auf die Ermittlung der Bedeutung euroregionaler Netzwerke für die Grenzräume, bei gleichzeitiger Berücksichtigung der Wechselwirkungen mit anderen Elementen des euroregionalen Systems. Hierzu wurde eine Bilanzierung und Evaluierung der bisherigen Arbeit euroregionaler Netzwerke durchgeführt und die Wechselwirkungen analysiert. Im Rahmen der typologischen Untersuchungen wurde nachgewiesen, dass die deutsch-polnischen und deutsch-tschechischen Euroregionen, trotz bestimmter Abweichungen, einen einheitlichen Typus verkörpern. Des Weiteren hat sich herausgestellt, dass die deutsch-polnischen und deutsch-tschechischen Euroregionen sich hinsichtlich der institutionellen, netzwerkrelevanten Aspekte in einer der Entwicklungsphasen westeuropäischer Euregios befinden. Nicht zutreffend ist jedoch diese Aussage in Bezug auf die räumlichen Aspekte. In Anlehnung an die Untersuchungsergebnisse zum evolutionären Charakter der euroregionalen Netzwerke und die bevorstehenden Veränderungen wurden auch die Perspektiven der deutsch-polnischen und deutsch-tschechischen Euroregionen aufgezeigt und anschließend Vorschläge zur Weiterentwicklung und Effizienzsteigerung der euroregionalen Netzwerke erarbeitet
Theme of the work represented the German-Polish and German-Czech euroregions. They were regarded as an open system, that consists of the in an interaction standing elements: space, border, network and surroudings. All these elements are interdependent. This holistic and inter temporal consideration of the euroregion allowed a better understanding of this complex phenomenon. Besides this, knoweledge concerning importance, type and perspectives of the German-Polish and German-Czech euroregions was acquired and the thesis could be checked and verified. The research of the role of the German-Polish and German-Czech euroregions refered to the verification of importance of the euroregional networks for borderline. The interaction was regarded at the same time with other elements of euroregional system. There was conducted balancing and evaluation of actual euroregional network’s work and analysed the interaction. Following the results of basic analyses was done a typological consideration of those euroregions. It was showed due to exsiting differences and the specific charasteristics the German-Polisch and German-Czech euroregions are of a seperate type.The hypothesis claiming that the German-Polish and German-Czech euroregions represent a development’s phase of the Western European Euregios is only acceptable in the view of the institutional aspects. In the scope of this analysis it was shown that German-Polish and German-Czech. The research’s results of evolutional character of the euroregional networks and forthcoming changes were unlocked the perspectives of the German-Polish and German-Czech euroregions. The proposals for further progress and effective elevation of euroregional network were processed

In Europe various policy areas have experienced transfers of authority to the supranational level of the European Union (EU) while subnational regions within countries have become more powerful under the principle of subsidiarity. The three traditional layers of European government are being transformed into a new form of network governance. The EU's multiple Euroregions that are funded by the INTERREG IMA program develop cross-border cooperation projects that are supposed to lead to policy network structures. The questions raised in my thesis explore how widespread these Euroregional networks are in practice, which organizations are included in the network and which actors are better linked than others. I conduct a comparative case study involving networks of two different Euroregions: The Euroregion Maas-Rhine (MRE), which embodies districts of Germany, Belgium and the Netherlands, and the Euroregion Pro Europa Viadrina, including Frankfurt/Oder and the region around the Polish city of Slubice. The empirical analysis consists of cataloguing all organizations that have established cross-border cooperation funded by INTERREG III A in the period 2000-2006. These organizations are grouped according to priority fields formulated by the respective Euroregion. It becomes clear that both Euroregions have established projects in multiple policy areas and that the amount of projects is very high. These projects are executed not only by local authorities or municipalities but several private organizations and societal actors cooperate. Therefore Euroregions can be seen as practical examples of network governance. Moreover, my findings reveal that the role of local authorities as system integrators is crucial. As the only actors which have partners in a large number of projects from different priority fields, they act as hubs connecting rather isolated subnetworks.

Mon sujet porte notamment sur l'émergence de ce que l'on peut appeler « L'euro-régionalisme » qui se développe sur le territoire de l'Union européenne et les territoires des Etats du Conseil de l'Europe. La coopération régionale européenne est confrontée au développement des structures juridiques. Le Groupement Européen de Coopération Territoriale appelée « GECT » constitue une manifestation juridique de l'évolution euro-régionale des acteurs infra-étatiques dans le cadre de l'intégration européenne, et contribue à renforcer l'identité de la citoyenneté européenne. La question de la gouvernance européenne se pose avec la montée des Groupements européens de coopération territoriale. L'instrument juridique a une nature juridique originale et spécifique qui pose également des problèmes de mise en œuvre suite à l'adoption du règlement « GECT » en 2006 et 2013. Associée à une pratique transfrontalière et un cadre juridique plus ou moins spécifique sur le sujet, les développements récents ont vu la naissance du GECT qui permettent le développement de projets communs favorisant la proximité des citoyens européens. L'institution d'un nouvel instrument juridique de la coopération intra-européenne est une nouvelle ambition de doter l'Union européenne d'un cadre de l'opération euro-régionale. Dans le cadre de mes recherches doctorales, je procède à la constitution doctorale du cadre juridique du GECT. Parallèlement, il semble que l'Union européenne n'a pas vocation à être fédéraliste. Il convient de redéfinir le projet SCHUMAN en précisant que la montée de l'euro-régionalisme ne porte pas atteinte à la souveraineté des Etats mais qu'elle préserve l'identité de chaque Etat
My topic is the 'emergence of euro-regionalism' in the territory of the European Union and the territories of the states of the Council of Europe. The European regional cooperation is facing the development of legal structures. For example, we may classify the European Grouping of Territorial Cooperation called 'EGTC'. European integration through the areas at the local level and helping to strengthen the identity of European citizenship. The question of European governance arises with the rise of European Groupings of Territorial Cooperation. The legal instrument has an original and specific legal nature which also poses problems of implementation following the adoption of the Regulation

Diploma thesis deals with city to city partnership. The aim of the thesis is to evaluate the impact of the projects based on city to city partnership. The theoretical part defines cross-border cooperation and town-twinning activities. The analytic part contains a case study of Krnov. In first part it focuses on evaluation of cross-border cooperation between the Czech Republic and Poland. In second part, there is a description and evaluation of town-twinning activities and projects. A questionnaire survey is used to evaluate the relationship between partner cities. The analysis of this survey outlines the main motives, benefits and barriers of town-twinning. Another factor influencing intensity of partnership has resulted beyond literary research.

The subject of the diploma thesis is the possibilities of the cross-border cooperation situated in micro-regions of the Czech-Polish border. Generally, the border areas are locally disadvantaged and determined by both geographical and administrative structure. In a relation of joining the Czech Republic the European Union, the euro-regions has gained the importance of their unique position with the cross.border cooperation on the regional level. The first part of the thesis is focused on the theoretical introduction in this isuue. It covers the description of the historical development of the cooperation and the reason for the establishment of the region cooperation across the state borders in Europe. The second part is practical and it deals with an analysis of the real implemented project of the cross-border cooperation in Euro-region Glacensis. Subsequently, it concerns the review and the evalution of their contribution to the development of the euro-region. The practical part is particulary based on the analysis of the scientific literature, documants as well as on the semi-structured interiews with the main participants of the presented projects.

The object of research of the final qualification work is the processes of crossborder cooperation. The subject of the final qualification work is the methodological and applied principles of cross-border cooperation in tourism. The purpose of the final qualifying work is to clarify the role of cross-border cooperation as an effective factor in the development of the market of tourist services, to give recommendations for the effective development of tourism and Ukraine's entry into foreign markets. The objectives of the final qualification work are: consideration of the theory of cross-border cooperation in tourism, analysis and evaluation of cross-border tourism, methodological approaches to the analysis of cross-border cooperation in tourism, analysis and evaluation of cross-border cooperation programs in Ukraine, systematization of European experience in cross-border cooperation. tourism, ways to intensify cross-border cooperation in tourism, motivation to intensify cross-border cooperation in the tourism industry, areas of cross-border security of tourism development, realization of the potential of Euroregions with Ukraine's participation in improving the efficiency of cross-border tourism. According to the results of the study, proposals were formulated to revive tourism in Chernihiv.

This thesis deals with the topic covering social and economic development of the municipality Mikulov located in South Moravian Region of the Czech Republic. The introductory theoretical part defines the basic terms which are public administration, local government, and characteristics of the municipality and its respective authorities. Furthermore, it describes the regional development and also explains in detail the regional policy in the EU, and the Czech Republic. The final chapter of the theoretical part presents specific concepts of the regional development. The beginning of the practical part characterizes the nature of Mikulov including the history of the area. The crucial part of the thesis is the analysis of the current socio-economic situation of Mikulov with the focus on demographic characteristics, economic environment, labour market, civic amenities, culture, sport and leisure, tourism, transport and technical infrastructure, and environment. The conclusions derived from all these areas are summarized in the SWOT analysis. At the end, the thesis indentifies key recommendations on various areas for Mikulovs development.

The primary aim of this paper is to compare the issues of financial security of individual projects implemented under cross-border cooperation between the Czech Republic and the Free State of Saxony. The theoretical part is devoted to the characteristics of individual species of European cross-border cooperation, its history and individual Euroregions. The paper is focused on cross-border cooperation of the Czech Republic, historical development, characteristics of Euroregion and specifications of cross-border cooperation programs. The part of the theoretical part is devoted to issue of financial security projects in terms of the contracting authoritys legal personality. The application part of the thesis is responsible for several tested hypotheses. Basic research method represents a survey. The group of respondents is represented by participants selected cross-border cooperation. The survey includes subjective opinion of each participant to achieve a comprehensive insight into the studied problematic. Work brings valuable insight from the perspective of direct participants. It works with personal experience and thus offers a unique analysis of the factors that may affect the efficiency of cross-border cooperation significantly. The analysis shows that civic associations are increasingly faced with the complications of financial security and they are exposed to a higher financial costs in comparison with regions and villages. The policy of cross boarder cooperation is positively evaluated by participants. The survey also shows that despite negative personal experience with exchange differences the participants do not save themselves by any insurance.

У роботі розглядаються теоретичні аспекти зовнішньоекономічної діяльності транскордонних регіонів, визначаються чинники, що впливають на таку діяльність, узагальнено методи оцінки та аналізу зовнішньоекономічної діяльності транскордонних регіонів. Проаналізовано зовнішньоекономічну діяльність єврорегіону «Нижній Дунай», у тому числі у розрізі реалізації сумісних проектів, іноземних інвестицій та зовнішньої торгівлі між регіонами країн-учасниць, здійснено аналіз впливу чинників, що сприяють та заважають розвитку різних напрямків зовнішньоекономічної діяльності єврорегіону. Запропоновано напрями вдосконалення зовнішньоекономічної діяльності єврорегіону «Нижній Дунай», зокрема за рахунок організаційних заходів та створення винного кластеру.
The theoretical aspects of foreign economic activity of cross - border regions are considered in the work, the factors influencing such activity are determined, the methods of estimation and analysis of foreign economic activity of cross - border regions are generalized. The foreign economic activity of the Euroregion «Lower Danube» is analyzed, including in terms of joint projects, foreign investment and foreign trade between the regions of the participating countries, the analysis of the factors contributing to and hindering the development of various areas of foreign economic activity of the Euroregion. The directions of improvement of foreign economic activity of the Euroregion "Lower Danube" are offered, in particular at the expense of organizational measures and creation of a wine cluster.

Abstract:
Die Broschüre gibt einen Überblick über die Ergebnisse des EU-Projektes TransGeoTherm. Im Projekt wurde ein grenzüberschreitendes 3D-Modell entwickelt, das den geologischen Untergrund der Neiße-Region darstellt. Mit dem 3D-Modell wurden geothermische Potenzialkarten berechnet. Damit steht erstmals für diese Region ein Hilfsmittel für die qualifizierte Planung geothermischer Anlagen zur Verfügung. Der Abschlussbericht richtet sich an Bürger, Unternehmen, Behörden und Institutionen, die sich mit der Erdwärmenutzung befassen.

Abstract:
In der Debatte um europäische Entwicklungsprozesse gewinnen grenzüberschreitende Vernetzung und Kooperationen immer mehr an Bedeutung. So wird dem deutsch-tschechischen Grenzraum als „Raum der Begegnung“ (AGEG 2006: 9) eine wesentliche Schlüsselrolle zugesprochen. Die vorliegende Arbeit nimmt Bezug auf die Theorie der Netzwerkgesellschaft von Castells (vgl. 2001, 2003a, 2003b), in der zwangsläufig Inklusionen und Exklusionen von Personen, Gruppen und Räumen die Folge sind. Die soziale (Aus)Schließung (vgl. Weber 1972 [1921]) lässt ungleichheitssoziologisch und professionstheoretisch Schlüsse auf die Funktionsbestimmung Sozialer Arbeit im deutsch-tschechischen Grenzraum zu. Sprachliche Vielfalt, kulturelle Unterschiede, ungleiche Rechts- und Bildungssysteme oder ökonomische Disparitäten wirken sich unmittelbar auf grenzüberschreitende Interaktionen, Aneignungsprozesse des sozialen Raums und Inklusionen bzw. Exklusionen aus. Dieser heuristische Rahmen tangiert die deutsch-tschechischen Grenzraumnetzwerke als Gegenstand der vorliegenden empirischen Arbeit. Geleitet von der Grounded Theory-Methodologie (Strauss/Corbin 1996) wurde das Modell: ‚Deutsch-tschechische Grenzraumnetzwerke als subjektiv konstruierte Möglichkeits- und Wirklichkeitsräume‘ systematisch anhand der Daten aus 19 deutschen und tschechischen Experteninterviews entfaltet. Die Akteure Sozialer Arbeit konstruieren ihr Netzwerkverständnis vor dem Hintergrund subjektiver Relevanzsetzungen. Vergleicht man ihre subjektiven Konstruktionen hinsichtlich der Handlungsorientierungen und Bestimmungsgründe des sozialen Handelns, so lassen sich Muster erkennen, welche sich in den Profilen relativ straffe Organisation, stabile Partnerschaft, Gesamtkunstwerk und Freundschaft niederschlagen. Diese vier In-Vivo-Kodes verweisen prägnant auf die unterschiedlichen Konstruktionen der Netzwerkakteure. Auf einer Vielfalt an morphologischen, qualitativen, normativen und funktionalen Merkmalen deutsch-tschechischer Grenzraumnetzwerke fußend lassen die Daten differenzierte subjektive Sinnproduktionen erkennen. Dabei ist eine weitgehende Kongruenz zwischen den subjektiven Relevanzsetzungen und den konstruierten Wirklichkeiten der Netzwerke feststellbar
In the debate on European development processes, cross-border networking and cooperation are gaining ever greater significance. The German-Czech border region, for example, is at-tributed a particular key role as a “place of encounter” (AGEG 2008: 15). The present disser-tation makes reference to Castells’ theory of the network society (cf. 2001, 2003a, 2003b), in which the inclusion and exclusion of individuals, groups and areas are inevitable conse-quences. Social closure/exclusion (cf. Weber 1972 [1921]) permits conclusions to be drawn in the contexts of the sociology of inequality and professional theory regarding the functional characterisation of social work in the German-Czech border region. Language diversity, cul-tural differences, distinct legal and education systems as well as economic disparities affects directly cross-border interaction, processes of appropriation of the social space, and inclusion or exclusion. This heuristic framework is pertinent to the German-Czech border region networks as subject of the present empirical study. Guided by the grounded theory methodology (cf. Strauss/Corbin 1996), the model of ‘German-Czech border region networks as subjectively constructed spaces of opportunity and reality’ was developed systematically on the basis of data from 19 interviews with German and Czech experts. The actors in social work construct their understandings of networks against the background of subjective definitions of relevance. By comparing their subjective constructs in terms of action orientation and the determining reasons behind the social actions, the following pattern emerge and find expression in the profiles relatively strict organisation [relativ straffe Or-ganisation] [relativně pevná organizace], stable partnership [stabile Partnerschaft] [stabilní partnerství], overall work of art [Gesamtkunstwerk] [společné umělecké dílo] and friendship [Freundschaft] [přátelství]. These four in vivo codes provide a succinct indication of the dif-ferent constructs of the network actors. Founded on a diversity of morphological, qualitative, normative and functional attributes of German-Czech border region networks, the data permit recognition of differentiated processes of subjective sensemaking. In this respect, a high degree of congruence between the subjective definitions of relevance and the constructed realities of the networks can be ascertained
