The second one is the collegiality in the catholic church during the John Paul II’s pontificate. The Third one is the debate on the significance of “new evangelization” for the Catholic Church. The fourth one is the role of the Catholic Church in the unification process of Europe after the collapse of the soviet system after 1989.

Despite the European Commission President’s importance as an agent of supranational integration, the presidency has attracted relatively little academic attention. This thesis examines the phenomenon of leader effectiveness in the context of the presidency by asking "how can the President's effectiveness be explained?” Two branches of theory - institutionalism and charisma theory - drive this research. By examining leadership from these contrasting perspectives a broad understanding is attained. Two independent variables - political / institutional context and leader charisma - are proposed as the core determinants of leader effectiveness. Human resource management theory is used to develop a job description for the President and a set of metrics is proposed to measure presidential effectiveness. Seven case studies are undertaken. Each examines the leadership of a Commission President. Firstly, the nature of their political / institutional context is established and the effect it had upon their leadership is estimated. Secondly the President’s character, behaviour and impact upon others are examined. Finally their effectiveness is assessed. Each case is based upon data derived from eighty one interviews with political actors and a questionnaire completed by thirty academics and journalists. The cross-case analysis strongly supports the research hypotheses - presidential effectiveness consistently relates to the nature of the political / institutional context and the leader’s charisma. Furthermore both independent variables relate positively to effectiveness- i.e. when charisma is high and the political / institutional context is empowering, leadership is typically effective, and vice versa. Although both independent variables are important, charisma is found to exert greater influence over effectiveness.

After the Second World War, the political and economic integration in western Europe has been promoted over years .Particularly,Commision president plays a key role in the evolution of European integration. This research offers a hypothesis which is derived from MERSI’s leadership model. The research chooses six ex-presidents as samples to test the hypothesis, and the result shows this hypothesis is,to some extent, acceptable. Therefore, the leadership of the incumbent president, Jose Barroso ,can be evaluated according to this hypothesis, and some solutions to improve the effectiveness of the commission are also suggested. The thesis is constructed with content analysis, comparative studies and MERSI leadership model.The conclusion indicates that any Commission president who meets the following criteria is likely a good Commission president: 1. foresighted, 2. with clear vision on European integration, 3.with good conceptual skills, 4. backed by powers, 5. with excellent political skills, 6. with strategic thinking and implementation capabilities. Also this thesis suggests that the Commission should try to make European Union more close to the people, and solve their problems.

Spain wielded the dominant sea power in the sixteenth and seventeenth centuries, they were one of the most powerful countries in the world. But as the times changing, they didn’t really dominate the world. After World War II, General Franco''s dictatorship made Spain isolated by the international community. Spain didn’t get into the democratization process until the death of Franco. After the democratization, Spain was able to participate in European Community(EC) in 1986. After participating EC (today’s EU), Spain assumed Presidency of the European Union in 1989, 1995, 2002 and 2010. During the four times of presidency, there were two ruling parties in Spain, the two parties were Partido socialista obrero Español (PSOE) and Partido Popular (PP) . The two parties have different aspects in Spain’s foreign policy. Spain’s foreign policy focuses its attention on three aspects: Europe, Mediterranean and Latin America. Between the two parties’ different leadership, Spain how to use its Presidency of the EU permission to play the role of "bridge" in these three areas, this is one of the keypoints of this article. Another keypoint of this article is discussing PSOE and PP have ever ruled Spain when assuming Presidency of the EU, and they have their own aspect and policy. I will compare two major political parties in the Presidency of the EU''s foreign policy to do the same and differences, and discuss the presidents of this two parties: González’s, Aznar’s and Zapatero’s foreign policy of Spain.

The core of German foreign policy is Multilateralism.As one of the most important actors in the word, Germany would like to handle international affairs with unmilitary force. In order to accomplish the purpose of German foreign policy, Chancellor of Germany must work hard for a good cooperation with his international partners. Due to the above-mentioned reasons, international institutions play a important role in German foreign policy. For the function of the European Union(hereinafter referred to as "EU"), the European Council and the Council of EU show intergovernmentalism totally and provide Germany a very wide space in which this country can increase its influence under the principle of Multilateralism very well. Besides, the Presidency of the Council of EU is the key of both institutions, and this office is also a guide in the policy-making process of EU.Because of it, Germany regards the presidency of the Council of EU as a very significant work, when it wants to show its international influence. The aim of this thesis is to research the role of Germany EU Presidency.There are three parts in my conclusion. The first is to compare the different attitudes and achievements of four Chancellors of Germany(Schmidt, Kohl, Schröder,and Merkel) and analyze the reason of their diverse behaviors. The second part is to discuss what contributions were made during Germany EU Presidency. The last part is to prospect the future of German foreign policy summarily.

Full textThis thesis focuses on the communication patterns, in terms of content and form, on the environmental theme, when addressed by the center-right European People's Party (EPP). With this purpose, the discourses by leaders of the European Union (EU), specifically by the Presidents of the European Commission (EC), members of the EPP, in a period of 10 years, between 2010 and 2019, are analyzed: José Manuel Durão Barroso, Jean-Claude Juncker, and Ursula von der Leyen. The qualitative method was used, including the documentary research, the thematic analysis, and the rhetorical analysis. The results show that, over the 10 years under analysis, the theme of the environment has had a permanent presence in the speeches of EC presidents and members of the EPP. Rhetorically and in general, the discourses are supported by rhetorical devices, such as Aristotle's ethos, pathos, and logos. At the level of ethos, all the speakers reveal: a) “knowledge”; b) “spirit of union”; c) “credibility”; d) “identity”; e) “common sense”; and f) "sincerity". In terms of the pathos rhetorical dimension, the three political actors tend to provoke: a) “feeling of guilt”; and b) “stimulus to reflection and action”. From the rhetorical dimension of logos, the speakers use: a) “slogans”; b) “identification of the theme of the environment as an economic and national security theme”; c) “appeal to guilt”; d) "numbers"; e) “technical terms”; f) “figures of style”, such as alliterations, anaphors, comparisons, enumerations, hyperboles, and metaphors; g) “affective and personalized content”; h) “bilateral arguments”; and i) “exemplifications”.

Full textUp until the 1990's, the European States have solely thought of their security forces inside military alliances as they kept control of their national defense. The putting in place of a European defense policy has always met obstacles, which reflect the problems linked to the preservation of sovereignty. The political integration in Europe remains uncertain, mostly when it comes to common defense. With an empirical and descriptive manner, this thesis depicts the European defense theme in a realistic approach, by placing the States in the middle of the European construction and by giving them the main role. Since 1992, the States tried to lay down a European policy of defense, but they encountered various difficulties. Indeed, the European policy of defense suffers from a double deficit. The first is institutional since the European Defense Policy is far from being part of a common policy and is strictly a cooperation mechanism. The second is a material deficit since the European Union doesn't have a military force to implement a common decision. In order to evaluate the possible evolution of a European defense policy, we had to study the various challenges that the States and institutions must face in order to address those two deficits. The institutional challenge concerns the multiple actors, States and institutions, which intervene in the definition of E.P.S.D. This part will try to identify which institution would be best capable of ensuring the international representation of the European Union and to give the political impetus necessary to the putting into place of the E.P.S.D. The military challenge concern the means that the different actors would engage in order to concretize the policy. Ali these discussions show the justification of a European system of defense, but the question remains as to whether the States, central figures of the European construction, are ready to take up these challenges.

Full textOn the second half of 2007, Portugal took on, for the third time after 1992 and 2000, the EU Presidency as it‟s due to rotate every six months among its members. During this mandate, there were many events and meetings with the representatives of the EU member countries namely the Lisbon Informal Summit on 18th and 19th October 2007 in Lisbon, and the Informal European Council, where an agreement on Lisbon Treaty was reached. Given the importance of this summit, there were many journalists present, many of which from portuguese press. There was a specific media team within the organisation committee, Mediateam, looking to assist on all the requirements from the media representatives. Based on some research and articles written in the national press during 2007, the possibility of achieving an agreement related to the Lisbon Treaty spreaded an optimism not only from the journalists but also from the political representatives of the EU members. Considering that the European Treaties are a fundamental pillar for the EU as we know it, the process of ratification of the Lisbon Treaty by EU members was of parliamentary approval with the exception of Ireland which conducted a referendum.
