Abstract:
European integration and the identification of obstacles to full membership in the European Union. Design/methodology/approach: The methodological and theoretical basis of the article is the fundamental provisions of economic theory, the works of scientists and economists in the field of international economic relations and integration. Findings: The article explores the problems of Ukraine’s integration into the EU. The study analyzed the attitude of Ukrainians towards European integration, identified the main arguments for and against accession to the EU countries, as well as the main internal and external threats of the integration process. It has been determined that in recent years the proportion of the population that has supported Ukraine’s accession to the EU has significantly increased. From the integration into the EU, Ukrainians primarily expect to expand the space of their own capabilities and the country's internal development in accordance with modern world trends. It is concluded that the population considers a high level of corruption in the country, problems in the Donbass and the inefficiency of public administration as the main obstacles to this process. Most residents of Ukraine consider it necessary to implement European reforms, but the consequence of their implementation has identified significant problems in terms of their real social effect. It is determined that Ukraine in some macroeconomic indicators lags significantly behind the EU countries, continues to lose its position in the global ranking of countries in terms of economic competitiveness, and remains one of the poorest countries in Europe. A significant problem for the development of Ukraine is the labor migration of the population and, in particular, the increase in the number of illegal migrants - Ukrainians in Europe. The main achievements in the implementation of the Association Agreement between Ukraine and the EU are analyzed and the main threats to the further European integration are identified. It is concluded that Ukraine needs to develop its own “action plan” for the possibility of realizing national interests, taking into account the interests of the parties involved in the integration process. Originality/value: The mood of Ukrainian society, the current position of the state, the main obstacles and priorities that Ukraine faces on the way to the EU have been analysed in detail.

Abstract:
This article explores the problems of Ukraine's integration into the European security system. Special attention is given to the questions of cooperation with the European Union, NATO and the OSCE that play an important role in promotion of security in the European continent. Emphasis is made on the analysis of the Ukrainian normative legal framework responsible for inclusion of Ukraine into the core structures of European security. Since 1991 to the present, all presidents of post-Soviet Ukraine from L. Kravchuk to V. Zelensky contributed considerably to the country’s integration into the European security system. With the development of relations with NATO, EU and OSCE, Ukraine sought to cooperate with the Eastern European countries within the framework of the key institutions of European security. Ukraine’s relations with certain Balkan states have experienced intense contradictions, for example dispute over the plan to liquidate Bolhradsky district in Odessa Region that was predominantly populated by ethnic Bulgarians. Since 2004, the territorial dispute between Ukraine and Romania pertaining to delimitation of continental shelf around the Snake Island has not been fully settled. The conflict between the two countries also aggravated due to the policy of reducing the Romanian-language educational establishments in Ukraine. Ukraine’s inclusion into the key structures of the European security is also impeded by Donbass armed conflict, the fact that the government of Ukraine does not recognize the Republic of Crimea's claim to sovereignty, as well as regularization of relations with the Russian Federation. The acquired results allow determining the motives underlying the foreign policy course of Ukraine that is aimed at its accession to the European Union and NATO, as well as the attempts to take its place within the European security system.

Abstract:
This study aims to see the impact of the Russo-Ukrainian war on the European Union economy. It uses a qualitative descriptive method. This method answers research questions requiring an explanation and understanding of social activities due to the war. In this descriptive research, we evaluate aimed to evaluate the impact of the Russo-Ukrainian War on the European Union Economy. The results of this study indicate that the European Union's economy was greatly affected by this war, starting from the disruption of trade relations between Russia and the European Union in all fields, especially in the energy sector, to the creation of high inflation rates in developing countries. With this, of course, the economy and stability in the European Union will be interrupted and causing an economic crisis in many European countries.

Abstract:
The article is dedicated to the analysis of the European Union’s Eastern Partnership program in the post-COVID period. It considers the main features of that program in modern conditions and further prospects for its de- velopment, taking into account the consequences of the COVID-19 pandemic for the European Union and the countries participating in this program. The author analyzes the EU leadership attitude to the individual participants of the program and identifies priorities in relation to the various countries represen- ted in it. To overcome the social and economic consequences of the COVID-19 pandemic, the European Commission decided to provide financial assistance to the participating countries, but the amount of the assistance for individual countries depended on the state of relations between the European Union and the leadership of those countries. It is proved in the article that the European Union currently has the most favorable relations with three countries parti- cipating in the program: Georgia, Moldova and Ukraine, which have openly declared a policy of rapprochement with the European Union in the political and economic fields. The author outlines positions of all the countries and their expectations of participating in the program in the nearest future as well as in the longer term.

Abstract:
The scientific interest of the development of the theory and practice of cooperation of Central European countries of the Visegrád Group in the context of modern European integration processes is important for developing and implementing the strategy of foreign and domestic policy in European countries and Ukraine at the modern stage. At the beginning of the XXI century, under the changes in the geopolitical situation on the European continent, the countries of Central Europe (full members of the European Union) build a new operating system of international relations and accordingly continue to delegate some of their powers to suprastate institutions of the EU. The purpose of this scientific study is to determine paradigmatic aspects of European integration processes, modern threats arising in the EU, prospects for the interaction of EU countries, and to form a new format of cooperation of Ukraine and countries of the Visegrád Group. The aim of the creation of the alliance of the Visegrád Group (1991) was the desire to contribute to the construction of European security architecture and economic cooperation through the effective cooperation within European institutions. The whole activity of the Visegrád Group is aimed at strengthening stability in the Central European region. Risks in the economic sphere and strengthening of Euroscepticism are considered traditional for the EU functioning. In view of signing the Rome Declaration in 2017, the EU threats and challenges for the short-term (2018–2020) include: hybrid consequences of the aggression of the Russian Federation in Ukraine, European migrant crisis, a series of terrorist acts in European cities, unpredictable policy of the newly elected US president D. Trump in relation to the European security system, strengthening the position of far-left and far-right political forces in European states, Brexit and its consequences, in particular, risk of domino effect in other member countries of the Union. Therefore, we consider it appropriate to carry out system analysis of key relevant challenges and threats to the EU for 2018–2020 and to consider interconditionality and interdependence of problems that may affect the EU future. Given the defined trends, development and economic stability of each state are strategically important, however, special attention in this context should be paid to the analysis of the development of large countries of the European Union, such as Poland, Czech Republic, Slovakia, and Hungary. V4 countries are characterized by sustainable economic growth. If to analyse the Visegrád Four as a single national state, then the Visegrád Group is the fifth largest economy in Europe and the 12th in the world. The authors consider it too simplistic to define the essence of the Visegrád alliance only as a consolidation of the efforts of Central European countries for the sake of “returning to Europe” through Euro-Atlantic integration. In the modern dimension of events, the interaction format V4 + Ukraine is much more complex and more promising than it appears. Since joining NATO and the European Union in 1999 and 2004 by the Visegrád Group (i.e. Central European countries) geopolitically changes the status of the Central European Region, transforms bilateral and multilateral relations of Central European countries – full members of the EU with Ukraine. Moreover, this changes the system of relations within the Visegrád Four, as well as with other member states of the European Union.

Abstract:
The article analyzes the peculiarities of Ukraine’s foreign trade with other countries, including the EU countries. The development of foreign trade is important for the analysis of the economic situation of the country, reflects the attitude of the world’s countries to domestic production. The trajectory of foreign trade development is determined. It forms reserves for increasing the level of international trade relations and increases the competitiveness of Ukrainian production. The dynamics of changes in the geographical and commodity structure of international trade in goods and services during 2018-2020 is given, the share of the European Union in foreign trade, which is a key trading partner of Ukraine, is determined. The main groups of goods and services exported and imported by Ukraine are studied. The main reasons for the decrease in foreign trade turnover are substantiated. In addition, it was established that the main partner countries of Ukraine in international trade are China, Poland, the United States, Germany and the EU countries. The important component of Ukraine’s foreign trade is international trade in agricultural products. The article presents statistical data on the commodity structure of agricultural exports with the EU countries. Ukraine’s relations in the field of trade in agricultural products became important after the signing of the Association between Ukraine and the EU, which ensures the irreversibility of Ukraine’s European integration and it is priority for socially important reforms. It is studied that in order to improve Ukraine's foreign economic trade with the European Union, it is necessary to implement measures to modernize key export-oriented sectors of the economy, improve cooperation with other countries, pursue effective foreign economic policy, and strengthen the position of domestic manufacturers in foreign markets of goods and services. It is noted that cooperation with the European Union is one of the main priorities of Ukraine’s foreign economic policy. The article presents ways to improve Ukraine’s foreign trade and directions of improvement of foreign trade activity.

Complex comparative analysis of building energy performance rates in EU countries and Ukraine has been carried out.The relation between building insulation rates and European countries climate condition has been investigated. It is illustratedthat there is a significant gap between building energy efficiency characteristics in Ukraine and in most of the EU countries.Economically justified rates of building envelope heat exchange resistance which can lead Ukraine to common Europeanlevel based on optimized calculations are suggested. The necessity for further increase in building envelope heat exchange resistancerates in order to raise building energy efficiency and put Ukrainian building regulations in harmony with EU countriescorresponding norms is proved.

Abstract:
The article specifies the features of positioning the geopolitical status of Ukraine in the media discourse of the countries of the Caucasian region on the example of Azerbaijan. It is proved that the topic of Ukrainian-Russian relations is formally dominant in the discourse of Azerbaijani media, however, the story lines (Ukraine's membership in NATO, Ukraine's membership in the European Union as its geopolitical perspective, prospects for Soviet reintegration of Ukraine, Ukraine's activities in the UN) with which the content is filled with the meanings of this topic do not always reflect its essence, because in no title of this thematic block the Russian annexation of Crimea or aggression on Donbass. It is substantiated that an important aspect that characterizes the geopolitical status of Ukraine in the Azerbaijani media is the appeal to the comparison of the conflict in Nagorno-Karabakh and Russian aggression in Ukraine. However, this aspect in the opposition edition is represented by the pro-Russian position. The study of the media discourse of Azerbaijan indicates that Russian aggression in Ukraine as a security threat has found its reflection in the national media in an insufficient level. The events and processes that unfold in Ukraine are positioned as phenomena developing in parallel with Azerbaijani realities, and the challenges to Ukraine's national security are positioned without projection to the level of national security of Azerbaijan. The conclusions note that the media discourse of Azerbaijan unambiguously links the prospects for the solution of the question of the annexation of Crimea and the cessation of armed aggression of Russia in Eastern Ukraine to (1) the European integration of Ukraine; (2) geopolitical support of the European Union; (3) US military and financial support. And domestic political factors have never been evaluated in the context of Ukraine's geopolitical prospects. The geopolitical prospects of Ukraine and the problem of its relations with Russia as an aggressor country were on the periphery of the Azerbaijan media discourse. The war in Ukraine represents a turning point in international relations that significantly affects the common foreign and security policy of the European Union. By taking place on European soil and mainly between Russia and Ukraine, it really indirectly affects several countries united in two important entities, the European Union and NATO. In this paper, we will deal with the analysis of the impact of the war in Ukraine on the countries of the Western Balkans, which are in a significant geopolitical position and have developed relations with Russia in the fields of foreign policy, security, and energy. The work aims to contribute to the understanding of the implications that are happening and that may arise in the domain of internal and foreign policy of the Western Balkan countries, and especially regional relations, as a consequence of the war in Ukraine. In the first part of the paper, attention is paid to a theoretical explanation of war and realism in international relations which could be implied to this war. Furthermore, a brief overview of the political events that led to the Russian invasion of Ukraine will be presented in order to understand the next chapter, which is dedicated to considering the response of each Western Balkan state to the beginning of the war and the events that came as a result of it.

Abstract:
In modern conditions, the involvement degree of any country in the international economic relations is determined to a significant extent by the state of its foreign trade activities. For Ukraine, the European Union is a key trading partner. The signing of the Association Agreement with the EU provided Ukrainian producers with the opportunity to increase their presence in European markets, but at the same time it was accompanied by a number of problems and risks. The main ones are tariff quotas and high technical barriers to entry into the EU market. This study aims to analyze the state and development trends of foreign trade relations between Ukraine and the EU under the conditions of the Association Agreement and the resulting benefits and risks for domestic producers and, on this basis, substantiate the priorities of deepening these relations, taking into account national interests as a prerequisite for increasing the competitive economy of Ukraine. It was found that Ukraine has the potential to enhance export opportunities in general and with the European Union in particular. Amendments to the Association Agreement, the signing of the ACAA Agreement is a necessary institutional framework, a driver that will allow Ukraine to intensify, deepen and diversify its trade activities with the EU countries. It was revealed that raw materials prevail in the structure of Ukraine's merchandise exports to the EU, however, compared to 2013, its share has significantly decreased - by 14.3%. The structure of Ukraine's merchandise imports from the EU is more diversified, it is based on engineering and pharmaceutical products, as well as mineral products, polymer materials and plastics. The share of these products in the total volume of Ukraine's merchandise imports during 2013-2020 remains high and ranges from 54-56 %. Such trends testify to the import dependence of the Ukrainian economy and require an urgent solution. Based on the results of the analysis, it was determined that machinery-producing industries are promising from the point of view of further increasing the export opportunities of Ukraine to the EU. To support and develop them, it is proposed to carry out systematic and systematic measures, taking into account the obligations that Ukraine assumed by signing the Association Agreement with the EU. Special economic zones, science parks, technology parks and clusters are considered as tools to support the export potential of domestic engineering and the economic potential of the national economy. The effectiveness of these structures has been confirmed by numerous studies and successful international experience.

Abstract:
The European Union is currently facing multiple crises and challenges, the future shape and character of the Union are being increasingly questioned. The processes occurring in the EU have direct impact on its external relations with other countries. The aim of the article is to analyse the contemporary peculiarities and problems of European Union's development and its impact on further relations between Ukraine and the EU. It argues that the crises management has become a new daily reality for Europe since 2009. Further, the article briefly examines the most significant crisis trends in the EU: economic problems, migration crisis, Euroscepticism, security challenges, Brexit. The latter is considered from two perspectives: as the first step to EU's disintegration and as the chance to rethink the European project. Economic problems as Euro crisis, debt crisis, unemployment are discussed and the main measures for their solving are outlined. The origins, scale and consequences of migration crisis for the EU are determined in the article. The next analyzed problem is the rise of Euroscepticism in the EU, the most influential eurosceptic parties in different EU-countries are named. Key security challenges for the EU with the emphasis on the Russian aggression in eastern Ukraine are examined at the end of the article. As the result of analysis it is concluded that the contemporary problems of the EU have mainly negative impact on the development of the Ukraine-EU relations and its future strongly depends on that, how and when the European Union will overcome all effects of recent crises. Abstract:
The article analyzes the policy in the field of international development assistance implemented by the EU in the post-Soviet space. It is shown that in the second half of the 2010s – early 2020s the largest European donor countries perceived this region as peripheral. The main part of the funds was allocated by the supranational authorities of the EU. Geographically, most official development assistance (ODA) was provided to Eastern European countries and the South Caucasus, while development assistance to Central Asia was financed on a residual basis. After the crisis in Ukraine escalated in 2022, the EU’s collective ODA increased sharply, and the country itself became the main recipient of European assistance. However, the bulk of aid is expenditure on refugees in donor countries, which is statistically recorded as ODA. Financing of projects on the territory of Ukraine itself is not so significant. In the context of the degradation of relations between Russia and the West, the EU countries are interested not so much in the reconstruction of the Ukrainian economy, but in using the anti-Russian potential of Ukraine. In this regard, not economic, but military assistance is of paramount importance.

European integration for Ukraine is a strategic choice for the future, and it makes a great influence on the place and role of the state in the new system of international relations, including economic, monetary and financial ones. Formulation of the problem. Ukraine's reform agenda is comprehensive and requires significant financial resources that cannot be raised solely from domestic sources. This determines the importance of attracting foreign funds, including those from the EU as a strategic partner of Ukraine, as well as the creation of a favourable investment climate and therefore the intensification of foreign investment. Analysis of recent research and publications. In the background of Ukraine's European integration intentions, a significant number of scientists study the problems and prospects of investment and financial cooperation between Ukraine and the EU. This cooperation is the subject of constant monitoring by European government agencies and central executive bodies of Ukraine as well. Selection of unexplored parts of the general problem. In the conditions of unstable global political and economic environment, new challenges in the region and the extreme dynamism of investment and financial processes, it is necessary to conduct the research reflecting the current state of investment and financial cooperation between Ukraine and the EU. Setting the task, the purpose of the study. Highlighting the state of investment and financial cooperation between Ukraine and the EU at the current stage of Ukraine's European integration. Method or methodology for conducting research. System and structural approach, method of logical analysis, statistical method, method of graphic analysis, method of comparison, method of structuring. Presentation of the main material (results of work). The paper describes the political background for investment and financial cooperation between Ukraine and the EU. The analysis of foreign direct investments in Ukraine by countries of origin and by areas of attraction is carried out; the dynamics of direct investments from EU countries in Ukraine's economy for 2010-2019 is described. The current state of application of the valid instruments of investment and financial support given to Ukraine by the EU is analyzed. The areas of priority attention in the process of implementing reforms in terms of attracting the investment from the EU are identified. The field of application of results. Research of Ukraine’s European integration problems, educational process (in the preparation of the relevant sections of textbooks and tutorials for courses “International Economics”, “Global Economics”, “Finance”). Conclusions according to the article. The EU sustainable financial support covers many sectors of the economy and public life in Ukraine, including agriculture, infrastructure, transport and energy, small and medium-sized enterprises, as well as democratic reforms, overcoming the effects of the COVID-19 pandemic, research and innovation, the environment, support for military conflict victims, etc. The EU supports Ukraine through various instruments, including macro-financial assistance, the European Financial Institutions (EBRD and the EIB), bilateral support from EU member states, the EU External Investment Plan, the European Neighbourhood Instrument, and the Instrument contributing to Stability and Peace. The volumes of EU foreign direct investment in Ukraine still remain low, and their structure by country of origin is not optimal. It is important for Ukraine to attract investments from the most developed EU countries, which is possible only if an attractive investment climate is formed, and the rule of law and the fight against the corruption are ensured.

The attention is paid to the international market of the European Union, first of all to Polish-Ukrainian cooperation due to the modern development of international business. The importance of the development of trade and business between Ukraine and Poland is determined, taking into account close relations in the field of economy, politics, culture and historical connections. The legal framework between Ukraine and Poland is substantiated, which ensures the proper development of bilateral cooperation at the level of strategic partnership and emphasizes the presence of an active dialogue between countries. The main agreements between Ukraine and the European Union, which influence the economic cooperation between Ukraine and Poland, are considered, taking into account Polish membership in the EU. The implementation of special projects by the European Union to support the development of Polish-Ukrainian cooperation is determined. The increase of the intensity of economic exchange between Ukraine and Poland, the active development of trade and investment in various spheres of business and the growth of economic indicators are determined. The peculiarities of the development of the small business sector and its influence on the stabilization of socio-economic processes between European countries are substantiated, emphasizing Poland's experience in development of the small business as a driving force on the way to economic integration. The main aspects and characteristics of international business between Poland and Ukraine are determined and the main differences in doing business in these countries are revealed, emphasizing the perspectives of development.

Abstract:
The problems of forming a common foreign policy of the European Union are caused by the difficulties of reconciling national interests and the dynamics of adapting the common policy to the chaos of international relations. In the early 1990s, the common foreign policy of the European Union suffered a fiasco in the Balkans during the disintegration of the former Yugoslavia. Russia expected that the example of the EU’s excessively sluggish reaction to the annexation of Crimea and the start of a «hybrid war» against Ukraine would provide an opportunity to annex the entire territory of Ukraine. The purpose of the article is to study the cause-and-effect relationships that influenced the actual formation of the European Union’s common policy aimed at protecting democracy in Ukraine against Russian aggression. The European Union was critical of the annexation of Crimea and the start of Russia’s «hybrid war» against Ukraine. But at that time, the conviction of the European elites prevailed that it was possible to appease the Russian Federation, even at the cost of concessions to Ukraine and at the expense of Ukrainian sovereignty and territorial integrity. The so-called “Minsk Agreements” worked for this. Even Russian interference in the 2016 US presidential election and the information campaign for the British referendum on leaving the EU in 2016 could not convince European elites of the opposite. The Russian Federation consistently crossed «red lines» until it made the mistake of deciding that the EU was «ripe» for a Russian attempt to change the government in Ukraine and deprive it of its sovereignty. The Kremlin was counting on its «fifth column» in the countries of the European Union. Only Hungary fulfilled these expectations. But in the matter of assistance for the defence of Ukraine, the European Union refused the principle of veto. This does not prevent Hungary from blocking the allocation of EU macro-financial assistance to Ukraine at the time of writing this article. The most radical supporters of Ukraine in the EU remain the Baltic countries, the countries of the «Visegrad bloc» with the exception of Hungary. Russian aggression helped Sweden and Finland to reconsider their traditional neutral policy and to get as close as possible to joining NATO. In October 2022, again without the participation of Hungary, the European Union launched a military training mission for the Armed Forces of Ukraine. Russian aggression against Ukraine, instead of splitting the European Union, contributed to the consolidation of the common foreign and security policies of the European Union. But this does not mean that the Russian Federation will stop putting pressure on the «weak links» in the European Union system.

The purpose of the work is to study the issue of domestic exports of agricultural products to the European Union (EU). Methodology. General scientific economic and mathematical methods as analysis, synthesis, abstraction, concretization and special methods as comparison, tabular were used. Results. It is noted that an important step in terms of deepening trade relations between Ukraine and the EU was the conclusion of the Association Agreement and the establishment of a free trade area in the framework of this Agreement. For Ukraine, this is both one of the greatest achievements (in terms of shaping the worldview and social development) and a challenge (in terms of ensuring economic growth of the country, search for internal sources and incentives). It is noted that European guidelines provide the agricultural sector with an effective direction of development and reveal modern opportunities for its recovery, create additional preferences in the agri-food market. It is investigated that since the beginning of 2014 there have been dramatic changes in the geographical structure of domestic exports. Before that, about a quarter of goods were sent to the EU countries, about a third – to the markets of the CIS countries, the rest – to other countries. During 2014-2020, this distribution changed towards a significant decrease in the share of the CIS countries and a gradual increase in the share of the EU and other countries of the world. The article provides an analytical assessment of the geographical structure of Ukraine's merchandise exports by three main blocks of countries – the EU, the CIS and the rest of the world. The role and importance of the free trade area between Ukraine and the EU, which is a powerful milestone in bilateral trade relations and opens new economic opportunities for both the EU and Ukraine, is determined. The main trading partners of Ukraine in the export of goods are characterized. The geographical structure of exports with the EU countries is investigated and it is noted that Ukraine supplies goods to almost all EU countries. The total value of exports in 2020 decreased by 1552103 thousand US dollars compared to 2018. The largest share of exports falls on Poland, Germany, Italy, the Netherlands and Spain. The commodity structure of agricultural exports with the EU countries during 2018-2020 was studied, a significant share of agricultural products was noted, which ranges from 34%. Practical implications. The factors that influenced the formation of exports in 2020 are identified. The problems that affect the development of exports and the prospects for its increase are identified.

The article discloses the importance of cross-border cooperation of Ukrainian rural areas in the context of convergence-integration processes in Ukraine in the context of the European vector of development of foreign economic relations. The regulatory framework and peculiarities of such cooperation are analyzed on the example of Zakarpatska Oblast. The means of increasing the efficiency of cooperation in order to deepen and develop the cross-border economic ties are proposed. Modern European countries are in a state of constant integration changes due to globalization and great interdependence, especially in the economic sense. Thus, cross-border cooperation is an important component of convergence processes, which largely shapes the agenda of European integration of our country. Ukraine has significant potential in the agricultural sector, cooperation with European neighbors in rural areas and agricultural districts deserves attention and a detailed study. In addition, a qualitatively new cross-border zone with the Member States of the European Union is being formed. Therefore, it is considered expedient to research the processes of interpenetration and integration of Ukrainian rural areas next to the State border. Recently, Ukraine has been distributing and implementing initiatives and projects aimed at strengthening Ukraine’s relations with neighboring countries, in particular with the European Union. To promote such cooperation in the border areas, the formation of appropriate infrastructure has begun, which is an important element for the successful implementation of the planned projects. The Association Agreement between Ukraine and the European Union provides for a wide range of opportunities for the modernization of regional policy, the implementation of cross-border cooperation and the development of rural areas. At the same time, the integration and convergence of border rural areas is the key to strengthening trade, economic and other relations between the countries.

The paper deals with the main parameters of the Ukrainian securities market at the current stage, identifies its functioning problems, gives a set of measures for the effective implementation of Ukraine's desire to integrate the national stock market into the European Union. Compared with the stock markets of the EU countries, the domestic securities market is underdeveloped, poorly regulated and illiquid, therefore there is the need to develop it and implement the European legislative initiatives. The paper covers the basic laws in the field of legal regulation of the Ukrainian and EU securities market. The investigation includes the results of the research of the current experience in leading European countries in terms of capitalization of the largest stock exchanges in Europe. The classification of 5 largest European stock exchanges is given and the influence of COVID-19 virus on their activity is analyzed. The main trends in the field of securities investment market of the largest stock exchanges in Europe and Ukraine are led. While examining statistical data concerning the capitalization of European stock exchanges in comparison with the PFTS of Ukraine in 2019, the LSE (London Stock Exchange) ranks 1st with €3.86 bn., 2nd place is taken by Euronext – €3.4 bn., 3rd place by Deutsche Börse having capitalization volume at the level of €1.9 bn., and PFTS Ukraine – €0.17 bn., which indicates that Ukrainian securities market is insufficiently elaborated. Nowadays, the Ukrainian securities market repeats European historical development trends, and at this stage it largely depends on the directions of development that international stock markets can take. Changes in European securities markets are extremely rapid and require competent response from regulatory structures. The rapid development of the European stock market, accompanied by the emergence of advanced technologies in the field of securities and new financial instruments, make it necessary to monitor all the changes and innovations that happen in the Ukrainian securities market in order to develop more effective recommendations for improving its functioning and regulation. In addition, integration with the European Union requires deeper and more radical reforms of the domestic state administration, macroeconomic regulation, property relations, and anti-corruption policy. Only a large-scale and complete reform will enable progressive renewal and effective, socially responsible integration into the EU countries, taking into account national interests.

Ukraine and Russian gas transit to the European Union. Current situation and perspectives for the future Ukraine is the most important transit state of Russian gas to the European Union. The annexation of Crimea in 2014 caused the military conflict what affects mutual business relations between those two countries until today. It was one of the reasons that made Gazprom start thinking of new gas transition installation omitting Ukraine. The purpose of the study is to show current role of the Ukraine in Russian gas transit to the European Union. The first part of the article describes current situation of the gas sector in Ukraine and historical review of relations with Russia concerning gas trade. The second part shows current ways of Russian gas distribution to the EU and the perspectives connected with new gas pipelines projects – Nord Stream 2 and Turkish Stream. The third part focuses on giving an answer to the question: weather the Ukraine still is to be the Russian gas transit state in the second decade of the 21st century? The European Neighbourhood Policy envisages the establishment, in due course, of a new type of bilateral agreement between the Union and the ENP countries, designed to replace the existing agreements between the Union, and its East European and Mediterranean neighbours. In January 2007, the Council adopted the negotiating directives for an ‘enhanced agreement between the European Union and Ukraine’. This decision follows an earlier Commission recommendation that the new agreement be comprehensive, binding and durable. The new treaty with Ukraine will be significant. Not only does it concern a key ENP player, it will also be the first of the new generation of agreements foreseen by the Neighbourhood Policy. The present paper thus seeks to examine this envisaged EU–Ukraine arrangement with a view to shedding light on the possible contours and contents of the new contractual framework that should govern the EU relationship with its neighbours.

Three countries: Georgia, Moldova, and Ukraine have concluded European Union Association Agreements, under similar terms and conditions of European Partnership. Analytical review allowed determining that in their political integrative development, they have similar problems and ways to overcome them. They are distinguished by a relatively high level of democratic freedoms and political pluralism; however, none of them can be considered as a consolidated democracy, these countries have hybrid political regimes. Among the main obstacles occurring on the way of their integration processes, one can distinguish problems associated with ethical, regional, and cultural conflicts; specific features of the formation of constitutional systems; features of the formation of PR technologies of government and society; deep-rooted corruption and influence of oligarchs in party systems and, as a consequence, propensity to use non-constitutional means of political struggle and economic development. Despite these structural problems, favouring European values and norms demonstrated by societies of the three countries holds the promise of consolidating democratic institutions and overcoming problems. The purpose of the article is to determine problems and prospects of deepening relations of the EU with three countries: Ukraine, Moldova, and Georgia, and to substantiate theses stating that consistent and reinforced integration of the European Union in this region is crucial for further success and development of all actors of this process. Georgia, Moldova, and Ukraine do not compose a single region (both in a geographical and economic context); however, since 2014 they are developing according to the same scenarios. Their aspiration to integration has provoked problems in relations with Russia and intensified opposition to the policy of Europeanisation within the countries. In Ukraine, the most difficult and severe events took place: it passed through government overthrow, loss of territory, and military actions in Donbas caused by Russia, which continue to this day. For Moldova and Georgia, the choice of democratic imperatives also had grave consequences. In Georgia, they were identified as two long-term wars for the separation in Abkhazia and South Ossetia; ended with the defeat of central authorities and creation of two unrecognized states. Moldova has faced a similar problem in Transnistria in 1992. In all countries, Russian armed forces were important actors who played an important role in determining the results of these conflicts. According to the Democracy Index, Moldova is evaluated as “imperfect democracy”; Georgia – as “hybrid regime”; Ukraine has moved below, from the category of “imperfect democracy” to the lowest “hybrid regime”. Over the political pressure of Russia, the EU and Ukraine postpone the provisional application of the DCFTA (Deep and Comprehensive Free Trade Area) to January 1, 2019. There are marked positive consequences of Ukrainian export to the EU, which volume has increased by 30% in 2017. The structure of exports to the EU has shifted towards machines and equipment, fats and oils of vegetable or animal origin, ready-made meals, and products of animal origin. The EU share in Ukrainian exports and imports has also increased due to a significant reduction in trade with Russia. The application of the EU tariff quotas for agricultural production has increased over the 2014–2017 years because Ukrainian producers have gradually overcome the problems with food safety and weak demand for their production. European choice is an extremely important factor for continuous democratization of all these three countries. In spite of competition among European and Eurasian identities, each of them considers itself a European country. The choice to continue the path of association with Europe, made by these countries, despite obvious political risks (especially severe for Ukraine), is the best evidence of their real adherence to European development path.

It will benefit the people through the improvement of the national economy This article aims to analyze how the two sides can use the "Belt and Road" platform to develop economic relations and strengthen cooperation to achieve mutual benefit results. Originality: Since the Soviet Union, Ukraine has started friendly exchanges with China. After the founding of New China in 1949, Ukraine, as a part of the Soviet Union, made a greater contribution to China establishment of its national steel, machinery, agriculture and other basic industries. After Ukraine's independence, China-Ukraine relations have entered a new stage. China was the first country to recognize Ukraine's independence and established diplomatic relations with it on January 4, 1992. In the past 30 years of Ukraine's independence, the two countries have not had any conflicts of interest and no serious political and economic contradictions. The "Belt and Road" initiative proposed by Xi Jinping in 2013 provided a new platform for bilateral relations and created unprecedented opportunities for the development of bilateral relations. In the "Belt and Road" construction, Ukraine should play a greater role. Practical value: Participating in the "Belt and Road" construction is also a very important opportunity for Ukraine, helping the Chinese people to have a more comprehensive and clearer understanding of Ukraine, and more importantly, it is conducive to the trade between the two countries to bring more Ukrainian enterprises Trade exchanges to drive the economic development of Ukraine. Politically, Ukraine and China have good bilateral relations;On June 20, 2011, the two sides signed the "China-Ukraine Joint Partnership on the Establishment and Development of Strategic Partnerships. The article deals with the peculiarities of the extraordinary elections in the Republic of Austria in 2017, as well as the main reasons for the success of the renewed Austrian People's Party (ANP) and its leader, Sebastian Kurz, the former youngest foreign minister and chairman of the OSCE. The main results of the elections to the lower house of parliament, the National Council are in details analyzed, whrere the political parties have overcome the 4 percent barrier. The main conclusions of well-known domestic and foreign political scientists and experts are in details characterized, who evaluated the reasons for supporting of right and far- right political parties in the European countries, in particular in Austria, which have received considerable support in the elections, which was caused by public dissatisfaction with the ineffective policy of the European Union, which after the international financial crisis, terrorist threats, problems with migrants, refugees, and in recent years a rather aggressive foreign policy of Russia, is forced to face new challenges, giving an adequate response, which plays an important role for Ukraine, because our country sees its future in close multi-vector cooperation with the EU. It is important for Ukraine support of the European Union and European countries, in particular with Austria, because our country is interested in further fruitful development of bilateral relations between Ukraine and Austria and cooperation in various sectors of the economy, as well as support for European and Euro-Atlantic course. Ukraine is able to give an adequate response only in close cooperation with European countries. Ukraine is affected by domestic political changes both within the European Union and domestic political changes within European countries, namely which political parties win and which political coalitions are formed, as well as the influence of pro-Russian political forces in the party landscape.

Abstract This paper analyses the Western Balkan countries’ relationship towards the instrument of the Common Foreign and Security Policy of the European Union in the context of the measures undertaken by Brussels against the Russian Federation due to its involvement in the Ukrainian crisis. In this regard, the author first points out to what extent the countries of the Western Balkans over the past few years, that is, after the signing of the Stabilization and Association Agreement, harmonized their foreign policies with the Common Foreign and Security Policy of the European Union. Certainly, the most important foreign policy challenges for the Western Balkan countries in 2014 are imposing sanctions against the Russian Federation. Some Western Balkan countries (above all, Serbia, Bosnia and Herzegovina and Macedonia), according to the author’s assessment, are stretched between their intentions to join the EU and thus harmonize their foreign policy with the Common Foreign and Security Policy of the European Union on one hand, and on the other, to avoid disruption of existing relations with the Russian Federation

Abstract:
The article examines the stages of the formation of diplomatic relations between Ukraine and the Vatican in the 1990s. The chronology of official meetings and visits of officials was followed, the causes of difficulties with delaying the opening of the Ukrainian Embassy in the Vatican were identified. The Vatican was interested in a close relationship with Ukraine, where the Catholic Church was granted equal rights alongside other denominations, which served as a basis and example for further in-depth dialogue with the Russian Orthodox Church (ROC). The papal mission in Ukraine aimed to protect the status of the Catholic Church and to ensure religious freedom. The Vatican's policy towards an independent Ukraine, its support in the state's aspirations for European integration are analyzed. The importance of the visit of Pope John Paul II and his dialogue in Ukrainian society for the development of inter-church cooperation, inter-confessional dialogue, Ukrainian-Polish reconciliation in matters of historical memory was established. The disconnection of inter-denominational disputes smoothed out the activities of the All-Ukrainian Council of Churches and Religious Organizations, whose work was judged to be attended by the Pope. In his speech to the audience of the All-Ukrainian Council of Churches and Religious Organizations, the Pope emphasized the multicultural space of Ukraine. The framework of cooperation between Ukraine and the Vatican in humanitarian policy, social and educational programs is traced. Cooperation between the two countries has contributed to the growth of the moral authority of Ukraine, as a European state with Western European values. Countries seeking to join the European Union (among them Ukraine) paid great attention to the spiritual factors of European integration, attending various forums and meetings held by the Vatican. Abstract:
The article investigates the mechanism of legal regulation of property relations of partners in de facto unions. The national legislation of European states is analyzed, as well as the recommendations of the Commission on European Family Law, suggestions for improving national legislation are made.It is determined that there are no uniform approaches in the legal regulation of partners in de facto unions in European countries, in particular in six countries such relations are unregulated, in fourteen countries such relations are regulated by different branches of law, and in nine jurisdictions there is a special legal mechanism (Sweden, Hungary, Slovenia, Croatia, Catalonia, Portugal, Scotland, Ireland and Finland).The provisions of the Lithuanian Civil Code on the regulation of de facto marital relations, as well as the legislation of Croatia, Sweden, Norway and other countries are analyzed. It was found that in Scotland, civil partnerships were allowed for same-sex couples back in 2005, and for people of the opposite sex only from June 30, 2021.It is substantiated that in the context of Europeanization of private law, the position on the need to amend the Family Code of Ukraine and introduce the term «de facto union» recommended by the Commission on European Family Law in the Principles of European Family Law on property rights, maintenance and succession of couples in de facto unions.It is proved that in the process of Europeanization of private law the institution of de facto union should be regulated by the norms of the Family Code of Ukraine, which, taking into account the recommendations of the Commission on European Family Law should be improved as follows: contract on selling a dwelling in which partners live, as well as household items, is made with the consent of both partners; to guarantee partners the right to file a claim to the court for consent to dispose of the property without the consent of the other partner; to guarantee the principle of freedom of contract between partners in de facto unions; establish the right to compensation for a significant contribution to the property (or business) or profession of another partner; guarantee the right of the partner to inherit equally with the spouses, etc.

Abstract:
Purpose. The purpose of the article is to analyse the state of the system of financing health care in the European Union countries and Ukraine, to identify and compare their efficiency. To achieve this purpose, the following tasks were set: to analyse the current state of the system of financing health care in the European Union using up-to-date statistics on health care expenditures; to analyse the state of the system of financing health care in Ukraine for the last five years based on statistical data on expenditures of the Consolidated Budget of Ukraine; to consider what needs the health care sector directs expenditures to; to identify the problems that were prompted medical reform in Ukraine; to identify and compare the efficiency of financing the health care system of the European Union countries and Ukraine. Methodology. During the preparation of the article, the author used the method of analysis and synthesis to review statistical data that provided an opportunity to analyse the current state of the system of financing health care in the European Union countries and Ukraine; the method of comparison was used to determine the efficiency of the models of the system of financing health care in the countries of the European Union, in order to further form useful advice for use in Ukraine during the period of medical reform; generalization method was used to summarize the results of the study. Results. Analysing the state of the system of financing health care among the European Union countries in 2019, it was found that the largest amount of health care expenditures was in Germany (the system of financing was based on the Bismarck model), and the smallest was in Latvia (the system of financing was based on the Beveridge model). Analysis of the dynamics of health care expenditures in Ukraine showed that over the past five years, the volume of expenditures has increased 2.33 times. In terms of the funds of the Consolidated Budget of Ukraine, the largest percentage (85-91%) falls on the expenditures of the general fund. In relation to the total expenditures of the Consolidated Budget of Ukraine, the share of health care expenditures in 2020 has amounted to 11.02%, which is 1.99% higher than in 2016. Despite the growing trend, the amount of budget expenditures is not enough for all the needs of the health sector. To identify the efficiency of the models of the systems of financing health care operating in the European Union countries and Ukraine, a comparison of the average life expectancy among the people of these countries was made. In the countries of Northern and Western Europe, there was the highest rate in the range of 81.1-83.1 years for both men and women; the lowest rate was observed in Ukraine (73 years). Ukraine is currently undergoing health care reform, which should change the Soviet model to one that will be closer to the English, which shows its efficiency on the example of European countries in the post-Soviet space. Practical implications. The results of the study can be used to form practical suggestions in preparation for the next stage of health care reform in Ukraine.

Britain’s withdrawal from the European Union is an extraordinary event in the history of the EU and the European continent as a whole. For the first time since the Union’s existence, one of the member states is leaving it. Of course, this situation has caused a significant resonance in the world community, because the question of the consequences that may arise as a result of such an event has become acute. It is clear that Brexit will not only provoke changes in the economic, political and cultural spheres of the relations between the United Kingdom and the European Union, but may also affect relations with third countries, including Ukraine. This article examines the possible effects of Brexit on the further development of the United Kingdom, on the future of the EU in the context of growing Euroscepticism among member states, and on Britain’s and the European Union’s relations with Ukraine as a country that has clearly declared its pro-European position, and strives to become part of the EU by all means.

Abstract:
The article is concerned with an analysis of Ukraine’s European integration challenges, which are considered from the position of the effectiveness of foreign trade, as well as in light of the institutional challenges of the European integration course. According to the results of research, both the dynamics and the structure of Ukraine’s foreign trade relations with the EU Member States, the CIS and Asia countries are analyzed. It is defined that the focus on the European Union market prevented domestic exporters from reaching the pre-crisis levels of 2013. The resource nature of the national exports to the EU is underlined. The high level of interdependence in the sphere of foreign trade relations with former partners of Ukraine in the CIS – the Russian Federation and Belarus, especially in the field of imports of fuel and energy resources, and export of nuclear reactors, boilers, machines, railway locomotives, products of inorganic chemistry, is emphasized. It is determined that Ukraine’s implementation of the Ukraine-EU Association Agreement is at a low level of 43%. The authors characterize the main tendencies in Europe as to the quality of life of the population on the basis of two indicators - the proportion of households that barely make ends meet (Bulgaria, Greece, Croatia, Cyprus, Portugal, Romania), and have unsatisfactory living conditions (Cyprus, Latvia, Hungary, Portugal, Slovenia) - the values of which are much higher compared to the average level in the EU. The general conclusion on the ambiguity of the issue of the effectiveness of the national economy’s orientedness toward the market of the European Union has been drawn. The need to take into account the multi-vector nature of the modern globalized world in the process of researching the impact of European integration on the economic development of Ukraine is reasoned.

The article is devoted to adaptation of the national corporate law to the law of European Union`s corporations. Special attention has been given to define the legal nature of the corporation. It is concluded that there is no established understanding of the above concepts in national legal science. The main approaches to the corporate legal nature in particular European systems of justice - in FRG, France, England - are considered in depth. Significant differences between the legislation of Ukraine and legislation of the European Union countries based on the history of their development and peculiarities of specific national systems of justice are detected. The regulation of corporate relations in the European Union at supranational level is considered. It is concluded that the European Union supranational law is its corporate law. The priority areas for unification of European corporate law at the supranational level are analyzed. The main instruments to adjust the activities of corporations in EU law are identified to be the Directives aimed at harmonizing and unifying national legislation of EU Member States.

The article is devoted to the study of the peculiarities of combating fraud in the field of finance, in particular, combating crimes in the field of lending. The experience of Ukrainian law enforcement agencies in combating credit fraud has been studied. The experience of some European Union countries in combating financial fraud is analyzed. To achieve the goal of the paper a set of general scientific and special methods was used, such as method of system-structural analysis, dogmatic (formal-logical), historical, general sociological, comparative-legal method and others. It is concluded in the article that the rules of criminal law of Ukraine establish more severe penalties for some crimes compared to EU countries. For example, this applies to crimes in the field of money laundering. On the other hand, some offenses that do not qualify as crimes in Ukraine are recognized as criminal offenses in the EU. For example, this applies to abuses in the field of insurance. According to the results of the study, the solution of some important issues is proposed such as improvement of the current legislation in the field of credit and financial relations, adaptation of the legislation of Ukraine to international norms and standards in the system of credit and financial relations.

Abstract:
The policy of Ukraine for the establishment and development of relations with the European Union began in 1993, was carried out all the years of Ukraine’s existence, and received intensive deepening with the beginning of the formation of an international treaty – the Association Agreement, which includes a list of legal, social, economic, and technical regulations, and Deep and Comprehensive Free Trade Area (DCFTA), in 2014 and its final signing in 2017. Political and economic objectives of the Agreement are of fundamental importance to the future of both Ukraine and the whole European region. The political goal is to implement European standards on the territory of Ukraine. This implies the introduction of fundamental European values, namely democracy, rule of law, respect for human rights and the standards of the European security system. The Agreement does not foresee membership in the European Union, however, does not exclude such an opportunity in the future. The economic goal is to help to modernize the Ukrainian economy by expanding trade volumes with the EU and other countries, as well as reforming economic regulation mechanisms in line with the best European practices. Subject to the improvement of the business climate, Ukraine will become attractive for foreign and domestic investment for further production for export to the EU and other markets of the world. Harmonization of standards and European regulations has become a much more important process than the fulfilment of strictly technical requirements and underlies the introduction of effective governance without corruption. In the process of harmonization of interaction, an adaptive institutional mechanism was formed (the highest level – annual Summits; the key coordinator is the Association Council, consisting of members of the Council of the European Union and members of the European Commission, and members of the Cabinet of Ministers of Ukraine; the level of operational coordination – the Association Parliamentary Committee, which includes members of the European Parliament, representatives of the Verkhovna Rada of Ukraine, and the Civil Society Platform; in order to coordinate processes on the territory of Ukraine, the Ukrainian government has introduced a few supervisory committees and commissions). The harmonization of the economic aspect of the mechanism has been determined in solving issues of openness of markets for duty-free import from Ukraine in April 2014, obtaining a visa-free regime with the EU, abolishing export-import tariffs, implementing European technical standards for food safety, phytosanitary norms, competition policy, service provision, and public procurement policy. The issues of further deepening of relations include a review of the terms for the introduction of regulations and legislative provisions before their actual implementation, stabilization of financial and economic processes in the country, and further development of democratic values and social institutions.

Abstract The Former Yugoslav Republic of Macedonia is a country with huge interest in accession to the great family of the European Union, which now counts about 500 million people. The paper aims to explain this interest and to give detailed arguments to all the expectations, by focusing on the process of accession of the country to the European Union and giving examples of other countries‘ similar efforts from wider region. This process represents the culmination of more than two decades of economic, social and political transformation of the country. The membership in the European Union, according to the theoretical knowledge and comparative experience, should bring convenience for Macedonia and its citizens, including prosperity, more intensive relations with its European neighbours and contribution to shaping the political, social and economic development of Europe. The accession process is long and difficult, partly because of the necessity to adopt many laws and regulations of the European Union for new member states, contained in the Acquis communautaire.

Abstract:
In the history of international relations, discussions continue on the definition of criteria and chronological boundaries of different systems of international relations. The purpose of the article is to consider the theoretical and practical problems of positioning the European Union in the postmodern system of international relations. The Modern period was characterized by a block approach to security. The postmodern system of international security is based on a combination of hierarchical and network characteristics of the international system. The sovereign states of the European Union are often critical of each other, although this fact may for some time be masked by the need for solidarity in relations with the outside world and its risks. As soon as the factor of identity or proximity of interests is leveled off, the motives for concerted joint action disappear. Real politics is also influenced by the idea of European integration of many speeds. Following the enlargement of the EU to 28 member states (before the withdrawal of the United Kingdom), the core of European integration (the six founding members of the European Communities) and the concentric circles touching the core stood out. The accession of new EU member states to the highest achievements of European integration is possible at different speeds. Neutral EU countries such as Finland and Sweden have responded to Russia’s war against Ukraine by applying to join NATO. The United States still has a special consolidating role in the alliance. The postmodern multipolar system of international relations will consist of several hierarchical structures. First, it will be transformed military-political blocs, and secondly, networks of interaction between states that are regional leaders in their regions. Russia’s aggression against Ukraine has consolidated the European Union and the United States. The Euro-Atlantic space is in fact a consolidated pole of power in the postmodern system of international relations. The United Kingdom is ensuring the expansion of the Euro-Atlantic space through the AUCUS into the Pacific. The postmodern system of international relations is multipolar. It is not limited to bipolar US-China confrontation. In the postmodern system of international relations, the European Union is not only a pole of power, but also its typological symbol.

A large-scale reform of relations in the electricity sector, which has been taking place in recent years in Ukraine, is explained by the desire of integration into European Union, and these prescripts, in particular, by the Law of Ukraine “On ratification of the Association Agreement between Ukraine and the European Union”. One of the important steps towards Ukraine's integration into the EU is the accession of the United Power System (UPS) to the Association of Transmission System Operators of Continental Europe (ENTSO-E) for which, in particular, in July 2019, a new electricity market model was introduced in Ukraine, built on principles compatible with the EU, currently functioning in accordance with the provisions of the Law of Ukraine "On the Electricity Market of Ukraine" and by-laws, in particular, "Market Rules", "Market rules" for the day ahead and intraday market ". The conditions of parallel operation of the UPS of Ukraine with the energy systems of neighboring countries that are part of ENTSO-E are considered, in particular, the structure of generating capacities, characteristic graphs of electrical loads, the presence and capacity of interstate power transmission lines and the value of the maximum allowable import and export capacity. The data presented can be used as input information for modeling the operating modes of the generating capacities of individual power systems, ensuring the readiness to integrate the power system of Ukraine with the power system of Continental Europe ENTSO-E and serve as the basis for modeling the synchronous functioning of the UPS of Ukraine in parallel operation with the power systems of neighboring countries. The article is devoted to the analysis of the legal nature of principles and values of the European Union, their ethimology and genesis, as well as their place and role in the legal order of the EU. One can argue that in the contemporary legal order of the European Union principles and norms that are enshrined in the founding documents of the European Union, stipulate the founding basics of the legal system of the EU. Besides, they execute the regulatory function in the relations between an individual and society. It is pointed out in the work, that principles and values appeared in the European Union law not at the same time. If principles were fixed in the first founding treaties when they were concluded, then the provisions on values were included in the founding treaties only recently, that is in the latest Lisbon edition of 2007. It is underlined that the infringement by a EU Member State of values may result into imposing of sanctions against the infringer. However, EU principles and values acquire the particular importance in the course of the conclusion of international agreements with the third countries. With this regard the provisions of the Association agreement between Ukraine and the European Union and its Member States. Special attention is paid in the article to the investigation of the legal mechanism of the implementation of the EU-Ukraine Association agreement in the legal order of Ukraine as well ae the effect of principles and values on the process of legal reforms in Ukraine.

Abstract:
The prospects for international security are closely linked to solving the age-old problems of war and peace, especially on the European continent. The long period of residence of European peoples in this part of the world, their communication with each other revealed numerous models of coexistence from armed confrontation to the formation of political integration with focus first on the economic component and then on socio-political unity. The creation of the European Union has changed relations between European countries. European states have committed themselves to resolving all disputes peacefully and to cooperating closely within the framework of pan-European institutions. However, the military conflict in Eastern Ukraine has reminded us that the war has not disappeared from the European continent and that Europe is facing new threats and challenges. Rising international tensions and the threat of large-scale military conflict in Europe are becoming a central theme of contemporary political discourse. The article analyzes the reasons for the increase in international conflict and new challenges to Ukraine’s national security. The author emphasizes that in order to understand the reasons, it is important to find out what interests each of the parties to the conflict pursues and what role our country plays in the East-West geopolitical confrontation. It is noted that the difference in views of Russia and the West on international relations leaves little room for compromise on Ukraine. The Kremlin’s demands for security combined with the “rattling” of weapons on Ukraine’s borders have provoked mixed reactions in the European Union and the United States. It is clear that Russia’s blackmail is bearing fruit and the start of the negotiation process marks a revision of European security policy. Given these circumstances, the author emphasizes the importance for Ukraine to be an active subject of the negotiation process in order to protect its own national interests.

Abstract:
The paper deals with the Russian influence on the Austrian position in the context of the Ukraine – European Union Association Agreement. The author proves that at start of the Ukrainian – EU relations the Republic of Austria approved Ukraine’s European aspirations and actively supported them. This publication analyzes the reasons why the attitude of Austrian politicians and public society in the context of the Ukraine – EU integration sharply deteriorated after 2004. The article notes that Russian propaganda is the most influenced the change in attitudes of Austrian citizens about Ukraine. Growing euroscepticism is also closely associated with the activities of Russian information resources. Large funds were involved by the Russian Federation to discredit the Association Agreement, both in Ukraine and in other European countries. This process unfolded with new vigor during the aggression of Russia against Ukraine in the 2014-17. Some Austrian businessmen continued to collaborate with the aggressor and concluded new agreements. A significant delaying ratification of the Ukraine – European Union Association Agreement is also closely related to the impact of Russian business on Austrian politics. However, it should be noted that the Austrian side has ratified the Ukraine – European Union Association Agreement. Republic of Austria acceded to the European sanctions regime against the Russian Federation and does not weaken it, despite considerable pressure from the pro-Russian part of Austrian politicians and businessmen. Austria has stood the test, and now Ukrainians have to make reciprocal steps. Ukraine should pursue a deliberate policy aimed at creating a range of partners with which to implement joint integration projects. Future cooperation between the Republic of Austria and Ukraine has an important aspect – the vision of the continuing development of integration processes in Europe.

Abstract:
This article is dealing with international relations between EU and Russian Federation after falling of Berlin's wall and decline of communist regimes in countries of Eastern block. Author is trying to emphasize three periods. First period is from 1991. until 2000. During presidency of Boris Jeljcin in Russia. This period is reflected by declining of Russian power and stronger integration of Europe because of Treaties of Maastricht and Amsterdam. Second period is period of coming on power president Vladimir Putin and uprising of Russia. This period lasts until 2014. year, when relations were more-less stable, except conflict in Georgia. Third period is related to conflict in Ukraine in 2014. And energetic crisis in 2021. Conflict in Ukraine has shown that EU doesn't have force to stand from foreign policy of USA, which is reflected in actions of NATO. Author concludes article with hope that memory from two world wars will be enough strong for politicians from both sides to not let another world war, and they will find new ways to enhance international cooperation.

Abstract:
Cross-border cooperation among the Eastern neighbours of the European Union can be understood as a new approach to public policy and border governance in the region. There was no border cooperation strategy between communist and European countries during Soviet times. The question of the management of the Eastern border of the EU, especially with Belarus, Ukraine, and Moldova, came on the agenda in 1997, when accession to the union was finally opened to Eastern and Southern European candidates. With the Partnership and Cooperation Agreement that came into force in 1998, Ukraine signalled its foreign policy orientation as European, asserting that Western integration would help modernize its economy, increase living standards, and strengthen democracy and rule of law. The European Commission required “good neighbourly relations” as a further condition for accession and in conjunction, the concept of “Wider Europe” was proposed to set up border-transcending tasks. The Carpathian Euroregion was established to contribute to strengthening the friendship and prosperity of the countries of this region. However, the model was not fully understood and had only limited support of the national governments. This article uses the Carpathian Euroregion as a case study to show that overall Ukraine and the EU’s Eastern neighbourhood presents more opportunities for effective cooperation with the EU rather than barriers or risks.

Abstract:
The article outlines the perspective benefits of deepening integration processes between Ukraine and the European Union. Groups of Ukrainian goods have been identified, which exports to the EU are increasing dynamically. EU countries have been identified in which exports from Ukraine have been growing rapidly in recent years. The relations and nature of Ukraine's trade with the EU countries have been analyzed. The conclusions on the development of trade potential after signing the Association Agreement with the EU have been formulated. The assessment of the Complementarity Index of Trade for Ukraine and the EU by 97 commodity groups according to the Ukrainian Classification of Goods for Foreign Economic Activity and the Harmonized Commodity Description and Coding System for 2011-2018 has been carried out. The dynamics of change of complementarity indices are analyzed and the predicted indices of the countries for 2019 and 2020 are calculated. It has been proven that mutual trade in a free trade area is mutually beneficial for Ukraine and the EU, as Ukraine and the EU benefit from increased trade, and establishing international partnerships between their businesses and organizations can be particularly beneficial in the long term perspective. It is proposed to deepen international industry cooperation in order to develop competitive advantages and strengthen its position both on the Ukrainian market and the European market.

Abstract The research is aimed at identifying the prospects related to select areas of integration of Ukraine with the countries of the European Union, in the context of their choice of civilisational identity in the 21st century. The identity is understood as a civilisational category, hence it equally refers to spiritual culture (history and related fields) and material culture (first of all: technology and economy). The proper understanding of a dilemma faced by Eastern Europeans requires references to the sources of cultural legacy which shape social emotions significant for that region, in order to outline the prospects for the ongoing processes, with the use of the adequate political analysis. Considering relations between academic activities and practice, the research is of applied character, and its aim is to increase scientific knowledge of European legacy of Ukraine with regard to the processes of European integration. The systemisation of the current knowledge of the process of integration taking place in Eastern Europe is to provide a diagnosis oriented towards identification of a place and an attitude towards the contemporary European integration processes represented by Ukraine. The subject of the research is the process of social and political European integration and the place of Eastern Europe in a system perceived as such. The authors present their attempts at providing an answer to the following question: Do – and to what extent - Ukraine tend to follow the pro-Western orientation in the selected areas of their operations and do this country develop their institutional cooperation with the European Union?

Abstract During last two decades the European Union as “normative power Europe” has been associated with the export of certain universal norms, rules and practices to the other countries. Rule of law, democracy, strong commitment to human rights and fundamental freedoms, and social justice — these principles form the core of the identity of the European Union. Relying on shared political, economic and cultural ties among member states, the EU has sought to promote these norms also in the neighbouring countries, including Russia. However, the outbreak of the violent conflict between Russia and Ukraine at the end of 2013 clearly demonstrates that the EU has failed in its efforts in Russia despite extensive mutual relations and comprehensive financial support provided by the EU. The aim of the current article is to analyse how consistent the EU has been in defending and promoting European values and norms in the international arena and with Russia during the Ukrainian-Russian conflict.

Abstract:
Despite the long history of relations Ukraine had a sidetrack in the German Eastern European politics. Ukrainian-German relations were in the shadow of German-Russian. This led to inconsistencies in the development of the German strategy for Ukraine and its European and Euro-Atlantic aspirations. Another cause is a dualism of German foreign policy – as a nation-state on the one hand and on the other – as the informal leader of the EU, the most influential country in the union, whose foreign policy to some extent affects Europe overall. As the informal leader of the EU, Germany wants to strengthen the organization, including by means of the expansion and attraction of the new member-states. At the same time, Germany cannot let the entry of economically weak and politically unstable states that will dilute the strength of the organization. This opinion is shared by the German foreign policy, since the increased number of weak economies in the EU will increase the burden on the economy of Germany. On the one hand this will prorogue considerably Ukraine’s entry to the EU and NATO, but at the same time the situation may change for the better in the event that positive changes take place in Ukraine. The breakdown of the twentieth and twenty-first centuries is characterized by significant changes in the format of relations between countries, including the Eastern region, in particular the relations between Ukraine and Germany changed significantly. There is an abandonment of the fixed spheres of influence concept and political supremacy of some states over others. Germany and many of countries in the region are united in the European Union and NATO. There are new mighty centers of power, especially Poland, which is trying to play an independent role. This dictates the need for Germany to take into account the position of the Polish foreign policy strategies under development in the region.

Abstract:
Land ownership issues are especially important due to the historical experience of land nationalization of Ukrainian peasants. The sphere of land relations in Ukraine has undergone a process of constant reform since the country’s independence. At the present stage, the abolition of the moratorium on the transfer of ownership of agricultural land is historic for Ukrainian citizens. In consequence, the clarity and transparency of legal procedures for the transfer of land ownership to citizens of Ukraine become particularly relevant. In connection with the European vector of Ukraine’s development and gradual economic integration with the European Union countries that have experience in the agricultural land market, it is important to find an appropriate legal model for regulating the circulation of agricultural land in Ukraine, using the experience of the European Union. Land lease relations, as a main means of using agricultural lands for a long time in Ukraine, are considered in the article. The adopted Law of Ukraine “On amendments to some legislative acts of Ukraine concerning the circulation of agricultural lands” is analyzed. According to its provisions, the moratorium on the sale of agricultural land was finally canceled, which allowed landowners to freely dispose of their property. In the article, it is also proved that the main prospects for the development and functioning of the land market in Ukraine are: 1) foreign investment in Ukraine, 2) the possibility of free disposal of agricultural land plots, 3) attracting additional resources for local communities, 4) stimulating the agricultural sector, 5) increasing the efficiency of production on land.
