The EU has engaged in the promotion of an unprecedented process of policy export which involves not only candidates to enlargement, but also a wide range of countries beyond the Union’s present and future expected (at least at the moment) borders. In this framework, Russia and Ukraine have been an important test-case for the European Union which asked them to 'endeavour to ensure' that their legislation will be 'gradually made compatible with that of the Community' already in the mid-90s. This dissertation is intended to explore the mechanisms which have allowed the EU to promote legislative approximation in these 2 countries across 3 policy areas which are at the core of the internal market and where I, thus, expected the pressure for Europeanisation to be higher: competition policy, company law and consumers’ protection. In particular, I tried to understand if and how far the EU has been able to induce Russia and Ukraine towards the desired outcome as a result of the engagement of the parties in strategic inter-action. Then, on the other hand, I tried to assess if and how far rule adoption has been motivated by internalized, socially constructed identities, values and norms. The analysis has shown that there are interesting cases of Europeanisation not only in Ukraine, but also in Russia, allowing me to highlight the limits deriving from the use of conditionality in the new neighborhood and the need to reconsider the mix between different Europeanisation strategies.

Full textIn order to evaluate the trade potential of the Cohesion Countries (CC) with the remaining EU11 countries in the threshold of the eastern enlargement of the European Union, as well as with the CC relations with the Central and Eastern European Countries (CEEC), we use a gravity model. The manufacturing trade potential related to the twenty-five countries involved in the eastern enlargement of the EU15 is hence calculated from 1999 to 2002. Special attention is paid to this enlargement's effect on the CC within this approach. Relatively to previous studies with this same methodological approach, this dissertation is, to the best of our knowledge, the first combining a trade potential based on the gravity model with the inclusion of a variable related to the Commodity Composition of Trade (CCT) in terms of manufactures. Several CCT variables were tested for the available data, taking into consideration high levels of disaggregation. Finally, having in consideration the latest academic debate in course, we analysed and tested all the methodological contributions recently proposed in the literature as regards to the improvement of the econometric specification of the gravity model, namely making use of the Poisson Pseudo-Maximum Likelihood Estimator. The refinement of the explanatory variables considered in the analysis, specifically those related to the distance measurement, as well as the introduction of new variables, were also taken into consideration.
Com o intuito de avaliar o potencial de comércio existente entre os Países da Coesão e os restantes países membros da UE15 no limiar do alargamento desta última a leste e, de igual forma, entre os PC e os denominados como Países da Europa Central e Oriental (PECO), fazemos uso de um modelo gravitacional. Assim, o potencial de comércio em termos de manufacturas relacionado com os vinte e cinco países envolvidos no processo do alargamento a Leste da UE15 foi calculado, nesta dissertação, no que diz respeito ao período que medeia entre 1999 e 2002. Neste contexto, especial atenção foi colocada nos efeitos específicos deste alargamento nos Países da Coesão. Relativamente aos estudos prévios que fazem uso desta mesma abordagem metodológica, esta dissertação é, segundo a nossa percepção, a primeira a combinar o cálculo do potencial de comércio, tendo por base um modelo gravitacional, com a inclusão, neste último, de uma variável relativa à Composição do Comércio em Manufacturas (CCM). Vários indicadores da CCM foram, a este respeito, testados a partir dos dados disponíveis e fazendo uso de níveis detalhados de decomposição. Finalmente, aprofundar-se-á o debate em curso, quer em termos empíricos, quer em termos académicos, através da análise e teste das mais recentes contribuições propostas no que diz respeito à melhoria da especificação econométrica do modelo gravitacional, nomeadamente com recurso ao Pseudo-estimador de Máxima Verosimilhança do Tipo Poisson. O refinamento das variáveis explicativas consideradas na análise, especificamente aquelas relacionadas com a mensuração da variável distância, e a introdução de novas variáveis foram igualmente abordadas.

Full textEuropean Union (EU) Enlargement is more than a collaboration of nations; it has become a large-scale development project where countries facing significant economic challenges undergo enormous transitions in order to meet the standards for acceptance into the EU. This level of accelerated development calls for a strong integrated sustainable development oversight.
Sustainable development is a global development management philosophy that aims to conserve the integrity of the earth’s ecosystems while supporting economic growth and social welfare. It was developed by the Brundtland Commission during the World Commission on Environment and Development in 1987, its primary purpose was to reduce the resistance to the conservation of the environment while raising awareness for the importance of the earth’s natural resources, both for those who need it today and those who will need it tomorrow.
The aim of this study was to investigate the degree to which sustainable development has been implemented into the process of EU Enlargement. A snowball method was used to identify both qualitative and quantitative data through official documents and statements, reports, research, and web pages. First, I investigated both the EU and the UN definitions of sustainable development to see how they compared and how the EU Sustainable Development Strategy (EU SDS) addressed EU Enlargement. Next, I examined the EU accession assistance programs available to candidate countries to determine if they were guided by sustainable development and if they had had any influence on the sustainable development within the candidate countries.
The definitions of sustainable development for both the EU and the UN were notably different. The UN:s definition provided a balanced approach to the Three Pillars of Sustainable Development, while the EU:s definition strongly supported the economic pillar decreasing the value of the environmental pillar. The EU SDS showed no marked reference to EU Enlargement and the accession assistance programs were not guided by sustainable development. Furthermore, the quantitative data collected from the EU sustainable development indicators in EuroStat indicated that the process of accession increased candidate countries GDP growth which also increased their capacity to meet the MDG’s and therefore, to implement sustainable development. However, while economic and social standards of the candidate countries were shown to increase while environmental conservation was shown to decrease. The significant lack of data designed to monitor the environmental pillar of sustainable development within the EU:s strategy indicated that the environmental pillar of sustainable development has been neglected. In conclusion, while the capacity to implement sustainable development has increased, implementation of sustainable development has not. Discussed in response to this is the need for a comprehensive EU SDS that reaches through the boundaries of member states and into candidate and candidate hopeful countries. Acting through an umbrella program the EU Enlargement SDS could bring both enlargement and sustainable development together cohesively increasing the chances that new EU members will make a more rapid advance in the process of sustainable development.

Full texts economic relations, the European Union countries are expected to be influenced by only the introduction of the Euro. Stock market indices provided by DataStream is utilized. The statistical techniques used include the correlation and cointegration analysis. Results indicate that when examined on pair wise basis Turkish stock market has more liaisons with the European stock markets, in general, after the Customs Union
but less liaisons after the conversion to Euro. However, when examined as a group, the cointegration result finds the Euro as influential as the Customs Union. Alternatively, the European stock markets have decreasing integrations as a result of correlation analysis after the Euro, but it is an influential breakpoint according to cointegrating structures.

Full textInformal employment became a serious challenge for the Ukrainian economy and economy of transition countries during the adjustment to market conditions. Trends of the number of workers participating in the informal sector have been rising for the last years. In my research I will present the current state of informal employment of Ukraine and transition countries. Detailed attention is paid to labour distribution across different population categories by dividing the individuals into five categories (formal employee, informal employee, formal self-employed, informal self-employed and unemployed) following the definition of informal employment from the ILO. We examine labour market using the data of the Ukrainian Longitudinal Monitoring Survey for Ukraine and the Survey on Living and Income Conditions for transition countries and we design human capital earnings function for labour market by applying Mincer earnings distribution function in order to investigate the factors that determine the individual’s earnings and choice of the employment status both for Ukraine and transition countries

This thesis aims to present a critical legal perspective on the current direction of European Union (EU) food safety regulation. Through an analysis of three regulatory mechanismsmutual recognition, scientific risk analysis and standardisation-combined with a study of the evolution of food legislation in the EU, I seek to show how the current framework fails to face new challenges, such as the globalization of world trade and the last two enlargements. In particular, the thesis focuses upon the case of a newly acceded EU member state, namely Poland. The main argument presented in the thesis is that an enlarged and more diversified Europe must not disregard the numerous socio-economic implications of market regulation. If not properly acknowledged and reflected in the regulatory scheme, the mismatch between market regulation and socio-economic factors can lead to a kind of gradual "disembedding" of the regulatory framework, in the Polanyian sense of the term. This is of critical importance as the EU project is not one-dimensionally geared towards securing greater European unity, but equally concerned with preserving unique European diversity-in the field of food as well as in other aspects. I am thus suggesting that the existing regulatory approach can be opened up to include a wider set of relevant socio-economic implications, allowing for protection of diversity while aiming for greater homogeneity. The legal system for the regulation of food can be rebalanced to become more flexible and responsive by shifting the use of existing regulatory mechanisms, in order to diversify regulatory intervention. First, this would require improvement of application of the risk analysis model, in order to guarantee inclusion of valid socio-economic concerns in the decision-making process. Second, it would also entail reliance on managed mutual recognition in those areas where protection of diversity does not collide with protection of consumers (for example, where either longstanding trust has been available or national codes have provided sufficient safety guarantees), and where consequently imposition of strict standardization is not necessary. Due to legitimate concerns with crisis, the regulatory framework for food in Europe has generated a bias against diversity leading to unforeseen and unintended consequences. This thesis argues that this need not be so.
