Abstract:
The European Union structural funds financing is apportioned unevenly among the regions, including counties and cities. When allocating the received structural funds financing, the level of social and economic development of an area is not taken into account. Besides the problems of poor municipalities co–funding in the uptake of the European Union structural funds are not considered. The existing problems do not allow to the regions of Latvia to develop and to compete equally, all in all impeding development and growth of the country. According to the author’s opinion, in order to solve the social and economic problems Latvia makes inefficient use of the allocated European Union structural funds financing.

Abstract:
The aim of this paper is to present the territorial characteristics of explanation of European Union funding for tourism-related developments in the Northern Great Plain region (Hungary) in the 2014-2020 programming period of the European Union. We relied fundamentally on the website “palyazat.gov.hu” as our source, which provides information on the number of grant applications submitted and those that were successful. There are very significant differences between counties and settlements in terms of the application activity and the focus of the applications. Firstly, the specificities of the counties that make up the Northern Great Plain region had a significant impact on the region’s performance in case of national-level projects. Secondly, hand the influencing factors include the commitment of the leaders of the individual counties and settlements to tourism, the impact of the conditions set out in the calls for applications, as well as the role of political lobbying.

A symbiotic relationship exists between the state and the energy sector that often leads to conflicting relationships between the two. The best example of this complicated relationship is between the state and free markets is the case of the United States, European Union, and Global Energy Sector. The decline in the gas import—due to sanctions placed on the Russian Federation—to Europe from Russia, along with other counties that import gas from Russia, has negatively affected the economies of European counties. The Russian government has restructured the exporting of gas to other counties in order to continue to sustain companies’ growth. This literature review will analyze how sanctions against Russian Federation have affected the energy market and how it will affect entire energy markets.

Subject. Foreign economic and trade ties among countries are getting tighter and less predictable in the early 21st century. This directly stems from a growing disparity of partners, especially if it goes about their future cooperation as part of integration groups or international organizations. Communities of experts suggest using various approaches to locally adjusting integration phases, especially implementing the two-speed integration in the European Union. Objectives. The study is an attempt to examine an improvement of foreign economic cooperation and suggest its implementation steps for the European Union. This all is due to considerable inner controversies and problems within the EU, which grow more serious year by year. Methods. The methodological framework comprises the historical logic, dialectical principles, scientific abstraction method. The process and system approach was especially important for justifying the implementation of the above steps. It was used to examine foreign economic relations of partners in the European Union. Results. The article sets forth the theoretical and methodological framework for the geostrategic economic bloc, including a conceptual structure model. I present steps to implement a foreign economic cooperation of partners in the EU in terms of its form. Conclusions and Relevance. Should the form of the foreign economic relations among the EU countries be implemented, counties at the periphery of the EU will be able to become active parties to the integration group.

The paper explores the issue of the use of European Union funds for cultural heritage in Małopolskie Voivodship during the period 2007–2015, taking into consideration spatial categories which include: rural areas comprising rural communes and small towns, towns with health resorts, land counties, urban counties (town with county rights), and Cracow as the capital of the Voivodship. It examines the structure of the total value and of the amount of EU funding for culture-related European projects by the purposes of their implementation which included: revaluation of the objects of culture, creation and development of a new tourism product, renovation of sports and recreation facilities, promotion and other issues. Abstract:
The debt crisis is continuing in the eurozone, putting on agenda a question about the future of the euro and European integration. In 2012 none of the Southern European states could achieve the EU average GDP per capita. If the Greece’s GDP reduces in 2013 by 4,5% as expected, the Government will hardly fulfill its objective to achieve the growth in 2014. Moreover, Europe has become divided into two macroregions: poor South and prosperous North. The differences between them seem to be predefined because of specific EU policy during the creation of the economic union and when the euro was being introduced; these differences are one of the main causes of the crisis. Inspite of the fact that the Southern countries are still in economic decline, the Northern counties are insisting on austerity measures without any plans to reindustrialize Greece, Spain and Portugal in perspective. The «troika» of lenders saved the eurozone on account of multi-billion aid but it is still nothing done to cope with existing political and economic contradictions such as: trade deficit between «North» and «South», dependence on exports, specific international specialization of Greece, Spain and other countries. Three scenarios can be worked out to foresee the situation in the EU: optimistic, pessimistic and neutral. The pessimistic scenario was widely spread in the expert community. However, it is not that popular at the moment. A strong political will is needed to realize the optimistic scenario in the EU, mainly that of Germany and the Netherlands. At the moment the occasions meet the neutral scenario. It means that the euro area still exists but the coming years can become a «lost decade».

This paper considers two major issues in the evolution of the European Union, the Single Market and the Single Currency. The first chapter deals with the projected effects of the 1992 Programme, and the second chapter deals with the collapse of the Exchange Rate Mechanism of the European Monetary System and examines the prospects for European Monetary Union given this collapse. The third chapter revolves around the concept of Central Banking under Monetary Union and focuses on the European Monetary Institute and the European System of Central Banks. Chapter four presents data regarding the progress of the European Union towards the target of the Single Currency, as well as other macroeconomic indicators.

A Public Sphere and a demos are intrinsic key elements of any democratic society. The literature has pointed out that social media platforms can play an important role in developing direct interactions between users and creating a sense of community. Can Twitter contribute to the emergence of a transnational networked European Public Sphere and European demos? This thesis examines the contribution of the European Political Twittersphere to this question. I divide the question into three articles. In each I use a different theoretical framework and methodological approach to two datasets of two issue publics (the Schengen agreement and the transatlantic trade partnership, TTIP) collected through the public Twitter Streaming API from August 2016 to April 2017. In the first article I explore the actor level of the networks created from the Twitter data. I investigate whether these Twitter networks constitute networked publics where non-elite actors receive attention and play an important role by the number of mentions and retweets. In the second article I explore the question of the constitution of European transnational networks. To do so, I geolocate the accounts involved in the two networks to identify the type of interactions the users establish, whether national or transnational. In the third article I analyse the content of these networks by extracting what sentiments the users express for the topics, and whether they see themselves and the topics as national or European. The three articles capture three features of the European Political Twittersphere. First, the results indicate the presence of transnational European networks. Second, built from the bottom-up where non-elite actors receive most of the attention. And third, composed of a multilingual demoi where the users see themselves and the topics as European. However, although these mapped Twitter networks contribute to some extent to transnational interaction and a sense of community, the deliberative quality of these networks is low.

In the last few decades the European Union (EU) and its members have emphasized the importance of human rights and the need to improve human rights conditions in Third World countries. In this research project, I attempted to find out whether the European Union and its members practice what they preach by giving precedence to countries that respect human rights through their Official Development Assistance (ODA) program. Furthermore, I tried to analyze whether European integration occurs at the foreign policy level through aid allocation. Based on the literatures on political conditionality and on the relationship between human rights and foreign aid allocation, I expected that all EU members promote principles of good governance by rewarding countries that protect the human rights of their citizens. I conducted a cross-sectional time-series selection model over all recipients of ODA for each of the twelve members for which I have data, the European Commission, and the aggregate EU disbursements from 1979 to 1998.

The objective of the study is to analyze the effects of two breakpoints on the relationships of Istanbul Stock Exchange with the European stock markets and on the relationships among these European stock markets to increase the economic integration. The breakpoints are the execution of the Customs Union Agreement of Turkey with the European Union in 1/1/1996 and the introduction of the Euro in 1/1/1999. While both breakpoints have effects on Turkey&rsquo
s economic relations, the European Union countries are expected to be influenced by only the introduction of the Euro. Stock market indices provided by DataStream is utilized. The statistical techniques used include the correlation and cointegration analysis. Results indicate that when examined on pair wise basis Turkish stock market has more liaisons with the European stock markets, in general, after the Customs Union
but less liaisons after the conversion to Euro. However, when examined as a group, the cointegration result finds the Euro as influential as the Customs Union. Alternatively, the European stock markets have decreasing integrations as a result of correlation analysis after the Euro, but it is an influential breakpoint according to cointegrating structures.

L'emploi informel est devenu un sérieux défi pour l'économie ukrainienne et des pays en transition au cours de l'adaptation aux conditions du marché. La tendance du nombre de travailleurs qui participent au secteur informel est en hausse depuis les dernières années. Dans mes recherches, je vais présenter l'état actuel de l'emploi informel en Ukraine et les pays en transition. Une attention particulière est accordée à la répartition du travail entre les différentes catégories de population, en divisant les individus en cinq catégories (employés formels, employés informels, travailleurs indépendants formels, travailleurs indépendants informels et chômeurs) selon la définition de l'emploi informel de l'OIT. Nous examinons le marché du travail en utilisant les données de Ukrainian Longitudinal Monitoring Survey pour l'Ukraine et Survey on Living and Income Conditions pour les pays en transition et nous élaborons la fonction des gains du capital humain pour le marché du travail en appliquant la fonction de répartition des gains de Mincer, afin d'étudier les facteurs qui déterminent les revenus et le choix de l'emploi de l'individu en Ukraine et les pays en transition
Informal employment became a serious challenge for the Ukrainian economy and economy of transition countries during the adjustment to market conditions. Trends of the number of workers participating in the informal sector have been rising for the last years. In my research I will present the current state of informal employment of Ukraine and transition countries. Detailed attention is paid to labour distribution across different population categories by dividing the individuals into five categories (formal employee, informal employee, formal self-employed, informal self-employed and unemployed) following the definition of informal employment from the ILO. We examine labour market using the data of the Ukrainian Longitudinal Monitoring Survey for Ukraine and the Survey on Living and Income Conditions for transition countries and we design human capital earnings function for labour market by applying Mincer earnings distribution function in order to investigate the factors that determine the individual’s earnings and choice of the employment status both for Ukraine and transition countries

Abstract The Euro and sovereign debt crises since 2008, as well as the following Great Recession, have challenged the strength of European solidarity between EU citizens and member states. This chapter analyses the strength of European solidarity within East Central Europe and other European countries in two dimensions: citizens’ willingness to support indebted European countries financially (European fiscal solidarity) and their willingness to reduce welfare differences among EU member states (European territorial solidarity). The analyses are based on a comparative survey conducted in 13 European countries in 2016. Results show that citizens displayed a notably high level of European solidarity in both dimensions. While ECE countries showed slightly lower approval rates for European fiscal solidarity, their demand for European territorial solidarity is average. However, Slovakia, Hungary and Poland do not form a unique cluster standing out on these topics, making further policies of European integration possible.

The differences at the life standards, environment, public health, prevention and combating organized crime between European Union and neighbor countries caused to create new policies. European Neighborhood Policy was launched in 2004, and consists of 16 countries, namely: Israel, Jordan, Moldova, Morocco, The Palestinian Authority, Tunisia, Ukraine, Armenia, Azerbaijan, Egypt, Georgia, Lebanon, Algeria, Syria, Libya and Belarus. European Union and the partner country sign the Partnership and Cooperation Agreements or Association Agreements, and then the Agreement Action Plans are mutually adapted. Action Plans include privileged relationship, mutual commitment to common values, democracy and human rights, legal and market economy principles, good governance, sustainable development, energy and transportation policies. Within the framework of European Neighborhood Policy, the main aim is to arrange the relationship between the neighbors of European Union. In this study, economic effects of the European Neighborhood Policy will be examined for the relevant countries.

The topic of this article is relevant because in Lithuania the assessment of the area occupied by plantations and green spaces has shown that the area standards do not meet the requirements and recommendations of the World Health Organisation. Green spaces are regulated differently in different countries of the European Union. Lithuania has also developed a legal framework for the protection, management and establishment of new plantations and green spaces. However, this legal framework is im-proving and new laws are being added to it. Comparative, analytical, as well as statistical, and logical analysis methods were used for the investigation. The data of the Land Fund of the Republic of Lithuania for 2002–2022 were used for comparative investigation. The aim of this article is to perform an analysis of the change in the trees and shrubs greenery area of Lithuania in 2002–2022. In Lithuania, for example, trees and shrubs occupied 84,687.48 ha in 2002. In 2022, the plantation area amounted to 208,609.48 ha. From 2002 to 2022 the area of tree and shrub plantations in Lithuania increased by 123,922.00 ha or 146.33%. The analysis shows that in the period between the years 2002 and 2022 the biggest increase in the area of shrubs and plantations took place in Utena County (32,715.83 ha or 395.27%), but the smallest increase in Tauragė County (2,642.93 ha or 37.69%) and Marijampolė County (4,581.39 ha or 72.25%).The development of plantation areas has been positively influenced by the creation of an appropriate legislative framework and the implementation of plantation programmes in counties and municipalities.

According to the general theory, it is recognized that exports increase employment. Recently, in the world economy, increasing unemployment, foreign trade of the impact on employment has led to new research. Many of the aforementioned studies validating the theory, some of them have different results. In recent studies in Turkey was a different result. In this study, Turkey and the European Union countries in terms of trade effect on employment will be examined. For this purpose, employment and foreign trade data for the years 2000-2012 using a panel data analysis will be done. Exports, imports, wages, and production depending on the change in employment and the interaction will be investigated. Depending on available data at the sectoral level, there will be a distinction. Especially in the last ten years, the recession and rise in unemployment in Europe will be discussed with the relevant dynamics. In Turkey, the current account deficit, growth, unemployment issues are noteworthy. European Union accession process, Turkey and the European Union countries in the comparison will be significant in the economic indicators.

Even in countries with low innovation performance, demand for innovative products and services are high. According to the Lisbon Strategy, it is important to know the innovation performances of the member countries of the European Union, which see the innovation as the basic element of economic growth, and to measure their activities. For these reasons, the purpose of this research is to analyze the innovation performances of the EU member countries. So, Data Envelopment Analysis (DEA) to measure the performance of each member country against the other member countries in the group consisting of European Union countries was considered. Therefore, the variables that are used in determining the level of innovation of the member states of the European Commission were respectively considered as Input Variables (Human Research, Research Systems, Finance, and Support) and Output Variables (Innovators, Economic effects). Tone (2001)'s Slack-Based Model and Lotfi & Poursakhi (2012)'s dynamic DEA Model was considered together to measure the efficiency of the countries in few periods instead of a single period.

This working paper examines the puzzle of the gaps between the images that the EU projects, voluntarily and involuntarily, and the perceptions of the EU in Latin America. After reviewing some of the debates related to the role of perceptions in public policy and EU Public Diplomacy (EUPD), the paper analyzes some critical developments in global perceptions of the EU based on the study Update of the 2015 Analysis of the Perception of the EU and EU Policies Abroad (2021 Update Study), which assessed the attitudes of the EU in 13 countries. The third section examines some studies on the attitudes of the EU in Latin America, including some contributions from Latinobarometer. The fourth section offers comparative cases of EU perception in Brazil, Mexico, and Colombia based on the findings of the 2021 Update Study. The analysis of each country relies on the interpretation of surveys with some references to the press analysis and interview methods provided in the 2021 Update Study. Each case discusses specific trends in the following areas: visibility, primary descriptors, global economics, and international leadership. Also, it identifies some patterns in perceptions of the EU in social development, climate change, research/technology, development assistance, culture, the case of the critical juncture in the survey (pandemic), and the EU as a normative setter. The final section offers some general trends in the perceptions of the EU in Latin America.

The Ukraine war has added to the pressure to address the links between the environment, natural resource management and conflict. This SIPRI Research Policy Paper assesses the priorities of selected European Union (EU) member states regarding climate-related security risks, explores their strategies for pursuing these at EU level and identifies steps for further action. It finds that the appetite to tackle climate-related security risks at EU level is mixed. While maintaining the operational efficiency of the military is a red line, concentrating efforts on research, development and peacekeeping is acceptable even to countries that do not prioritize climate insecurity in their policies. Country strategies for pursuing such efforts involve spotlighting climate security during their respective rotating Council presidencies, working closely with the European External Action Service and the European Commission, and collaborating with like-minded member states. The paper recommends additional steps for action but in order to make effective adjustments to EU processes, climate security will need greater prominence on the EU agenda.

On 1 July 2000 regulations to liberalize trade flows between Mexico and the European Union came into force, after more than six years of diplomatic work and complex negotiations. These regulations are part of the ¿Tratado de Libre Comercio (TLCUEM), which is also one of the components of the Agreement on Economic Association, Political Concertation and Cooperation (¿Global Agreement¿). The Global Agreement through its three components ¿ political dialogue, trade liberalization and cooperation- was at the time the most ambitious agreement ever constituted by the EU. The economic association component included in the Global Agreement ¿ the TLCUEM- was the first overseas free trade treaty and served as an important precedent for later EU negotiations with other Latin American countries. The purpose of this essay is to analyze the reasons that led Mexico and the EU to the constitution of this treaty; to describe the main challenges of the Global Agreement negotiations of different components; and to briefly review the results of the first three years since the TLCUEM enforcement.

The 25th session of the Conference of the Parties to the UNFCCC in Madrid called for the full operationalisation of the Paris Agreement. Europe is committing to green its policies both within and beyond the European Union (EU). Boosting green finance will be critical. European top financial institutions such as the European Central Bank (ECB), the European Investment Bank (EIB) and the European Bank for Reconstruction and Development (EBRD), which are in a position to advance the European agenda, are joining the battle to curb climate change. This decision follows calls for a Climate Bank at the European level and the recommendation by the High-Level Group of Wise Persons that the EU should adopt a common approach to its external financial architecture and establish a single entity, the so-called European Climate and Sustainable Development Bank. Although global climate financing has increased by 60% over the period 2013-2018, this is not enough. Besides, more resources should be dedicated to climate adaptation, which has been neglected, in particular by European finance institutions. Multilateral Development Banks (MDBs), including EIB and EBRD, allocated only 30% of their 2018 climate financing to adaptation. EBRD and EIB allocated as low as 11.8% and 7.6% respectively to adaptation in developing countries. The consequences of climate change, including droughts, floods, plummeting biodiversity and the loss of human lives, are undermining low-income and fragile countries’ development prospects. EU efforts to boost its climate action and finance should encompass not only the vital mitigation endeavour, but also greater attention to climate adaptation, as a means to foster climate justice and to achieve the SDGs also in low-income countries, and in Africa in particular. The new European Green Deal will have to live up to this challenge.

Abstract:
In this paper we estimate the early effect of the European Monetary Union (EMU) on trade. We use a panel data set that includes the most recent information on bilateral trade for 22 developed countries from 1992 through 2002. During this period 12 European countries formally entered into a currency union. This is a unique event that allows us to study the effect of currency union among a relatively homogeneous group of industrial countries. Controlling for a host of other factors, we find that the effect of EMU on bilateral trade between member countries ranges between 5 and 10 percent, when compared to trade between all other pairs of countries, and between 9 and 20 percent, when compared to trade among non-EMU countries. In addition, we find no evidence of trade diversion. If anything, our results suggest that monetary union increases trade not just with EMU countries, but also with the rest of the world.
