Abstract:
This thesis explores the nature of cyber-security at the beginning of the 21st century. In the current security paradigm, security strategies based on anticipatory governance have become essential in the management of the constantly changing cyber-security environment. Thus, this thesis aims to understand security strategies and governance introduced in the European region. The increased dependency on cyber-space is visible in all public-private sectors and governmental operations, as well as communications between groups and individuals. As a result, cyber-attacks on public and private entities are increasing. This requires a security framework that is flexible and establishes different types of security cooperation to manage the widespread cyber-risks. This is essential to the development of security strategies, governance forms, practices, and guidelines for enhancing resilience and preparedness towards cyber-risks. Therefore, I am examining cyber-security through the lenses of nodal governance and governmentality, which enables me to understand European cyber-security strategies and governance forms developed by the Council of Europe, the European Union, and the North-Atlantic Treaty Organization. To analyse existing strategies and governance forms, I have used two critical security schools, the Copenhagen School and the Paris School, which cover different aspects of the security agenda. The thesis develops a substantive analytical framework through two case studies, namely cyber-security and cyber-terrorism. The findings in this thesis identifies problem areas, such as the complexity of the nodal system, the legislative lacuna, reliance on different governance forms, transparency and accountability, and types of anticipatory governance and regulatory practices.

Abstract:
The goal of this master thesis is to analyse the potential of LNG for the Central European region with the emphasis on the strategic role of LNG imports in strengthening the energy security of the region and its possible role in replacing the traditional fuels in the transport sector of the Visegrad Group countries. The increasing availability of LNG, together with the predictions of its rapidly growing global supply in the following years, offers a window of opportunity for the Central European states. Particularly when it comes to their energy security, as the growing access to LNG supplies translates into a growing competition for the existing pipeline supplies from Russia. Furthermore, the thesis also focuses on the potential of LNG as an alternative fuel in the inland waterway and heavy duty road transportation of the Visegrad Group countries and the steps that these countries take to integrate LNG fuel in their transport sector.

Abstract:
The introduction of the European Union (EU) macro-regional strategies (MRS) in the latter half of the 2000s was a significant step in the process of transformation of EU governance system. EU MRSs act as a new form of comprehensive governance framework for multi-objective and cross-sectoral cooperation in geographically defined macro-regions. This thesis examines the case of the Baltic Sea Region in order to evaluate a potential of this new governance instrument to transform cooperation arrangements in the region. In order to shed light on the strategy’s patterns and dynamics, the present study utilizes a qualitative methodological approach that uses document analysis based on a comprehensive analytical framework. The analytical framework incorporates the theoretical perspectives of multi-level and experimentalist governance, as well as the theory of differentiated integration. The main findings of this study suggest that the inception of the EU Strategy for the Baltic Sea Region (EUSBSR) in 2009 has offered an innovative and dynamic framework for cooperation that enabled a wider representation and more active participation of local and regional actors. This allowed for a more coherent and coordinated policymaking, facilitated a more responsive and transparent cooperation system in the region, as well as fostered transnational cooperation in the Baltic Sea Region by ensuring a wider engagement of non-EU countries.

Madeira, which is an Autonomous Region of Portugal and an Outermost Region of the EU, is currently facing problems regarding the sustainability of the Regional Government’s finances. The Government of the Republic was asked to provide assistance in exchange for the implementation of an austerity plan. Madeira’s International Business Center, encompassed by the International Business Center and the Industrial Free Trade Zone created in the 80s, is considered by the Regional Government as a powerful mechanism to increase economic growth, attract FDI and generate fiscal revenue in a period where the “contraction of the [Portuguese] economic activity is unprecedented”. As the power of regional authorities are limited by para-constitutional law, full fiscal autonomy from the mainland is non-existent, therefore cannot be used as a jurisdictional tool to promote development. What is its impact on the RAM’s budget, as the fiscal regime can be improved to decrease budget dependence from the Portuguese central government while maintaining the current supply of public goods and services by the Regional Government? Being an explanatory and argumentative thesis, it aims to come up with a policy proposal regarding what can be done to improve the archipelago’s economy through the Center; methodologically consisting of literature review, economic data and reports produced by regional, national and European authorities along with interviews to those directly involved with the Center.

This thesis aims at evaluating the impacts of European Union Citizenship on the development process of European political identity. With the introduction of European Union citizenship upon the ratification of the Treaty of Maastricht, a breath of fresh air has been brought to the ongoing debates and a new form of citizenship has taken its place in the literature. The &ldquo
workers&rsquo
right to free movement &rdquo
which was the core of the push for European citizenship, has played a pioneering role for the rights engendered thereunder. In due course, new rights have been entitled to the citizens and the scope of these rights has been broadened. From the 1950s to the present, EU citizenship has continued its evolution and, rather than being referred to as a common market citizenship, it became a highly political concept during this period. In the context of these developments, this thesis view the historical background and the legal framework of the concept and, in light of these insights, analyze the impacts of European Union citizenship upon the formation of European political identity. In this study, European citizenship has been defined as a form of political identity, whose emergence , in turn , was a consequence of citizens&rsquo
relationships with the political entity-European Union- . On account of the inadequacy of the elements that constitutes the identity under normal conditions , the existence of the political identity has been emphasized as a the key concept in order to attach the citizens to the political entity and the role of the citizenship has been stated as comprising a common basis within the EU in order to constitute a political identity.

This thesis aims to discuss some issues related to the actual situation of suburban sprawl in Europe and focuses on the nature and landscapes. Urbanization is a main topic in EU, since cities are still growing, economy is stabilized, although it faced some challenges during the last decade and the larger part of Europe experiences a long period of time with no war or health epidemic. People have the resources to invest in new housing and in many cases they want to fulfill their dream of a house with garden. But this vision requires a lot of space usage so cities are sometimes spontaneously expanding beyond their borders and sometimes it does not even correspond to state urban policies. Urban sprawl is also a serious issue for European nature that does not have as many space alternatives as for example the USA. There are issues with coastal habitats, landscape fragmentation and loss of natural habitats. Thus, this thesis aims to find the main drivers behind urban sprawl and issues related to them. It analyzes its political, economic or social background and deducts solutions for urban sprawl repair with the help of successful projects or experience of states/cities, that suffered from urban sprawl but managed to find a way how to keep the urban development in balance. In this thesis it is a case of Norway. In practical part of this thesis, two case studies were chosen to represent characteristic problems of urban sprawl. They are from Portugal (regional level) and Czech Republic (community level). Those two cases are analyzed independently on each other and variations of solutions are found for them

Abstract:
The El Niño-Southern Oscillation (ENSO) is a natural mode of climate variability in the tropical Pacific, which not only perturbs the local atmosphere, but whose impacts can also reach remote, extra-tropical regions through atmospheric teleconnections. While the atmospheric response to ENSO and the dynamics of its teleconnections are well assessed in certain locations, such as the North Pacific-American sector, it is not the case for the North Atlantic-European (NAE) sector. In this thesis, the dynamics of the ENSO-NAE teleconnection are assessed in late winter (January-March), the season in which a significant and robust ENSO-related signal has been reported in the literature. Part of this well-known late-winter ENSO signal is a sea-level pressure (SLP) dipole in the North Atlantic. In this thesis, it is assessed that this “canonical” dipole is mostly driven by tropospheric dynamics and is related to the large-scale Rossby wave train triggered from the tropical Pacific by the anomalous upper-level divergence associated with ENSO. The “canonical” SLP dipole is known to be reminiscent of the surface signature of the North Atlantic Oscillation (NAO), which is the dominant mode of variability in the North Atlantic. The relationship between the ENSO-forced response in the NAE region and the NAO is examined: it is found that no further similarities are evident apart from the surface SLP signature, and it is suggested that ENSO and the NAO are largely unrelated. Another issue tackled in this thesis is the (a)symmetry of the atmospheric signal associated with the two phases of ENSO, El Niño and La Niña, which show roughly opposite patterns of sea surface temperature (SST) anomalies in the tropical Pacific but not necessarily a symmetric atmospheric response. It is noticed that, in a set of sensitivity experiments with three state-of-the-art models, the extra-tropical response in the troposphere is slightly asymmetric in amplitude and longitudinal location. However, it is highlighted that the mechanisms at play, in particular concerning the response in the NAE region, are the same for El Niño and La Niña. The ENSO impact on the Northern Hemisphere polar stratosphere is also studied, since a stratospheric pathway of the ENSO-NAE teleconnection has been suggested in the literature, and an ENSO signal in the polar stratosphere has been previously reported. In the same set of experiments, it is assessed that the stratospheric response to La Niña is symmetric in structure to that of El Niño, but with smaller amplitude. This response is found in both the lower and middle-upper stratosphere and is suggested to be related to the upward propagation of the ENSO-forced tropospheric Rossby wave train, and specifically to its center of action located over North America/Canada. In the middle-upper stratosphere, the anomalies project onto a wavenumber-1 pattern and show a westward tilt with height that indicates upward wave propagation rather than wave-breaking, as previously suggested. Finally, it is noticed that the well-established “canonical” dipole is mostly located over the North Atlantic, while less is known about the ENSO signal over the European continent. A novel ray-tracing approach that considers zonal asymmetries in the background flow is developed to examine potential tropospheric pathways of the ENSO teleconnection to Europe. In some cases, a SLP pattern featuring a single anomaly over Europe is present, which appears to be linked to the ENSO wave train emanated from the tropical Pacific via a split over northern North America or via reflection due to zonal inhomogeneities in the background flow. Alternatively, a wave-like pattern with two opposite-signed SLP anomalies over Europe is observed, which is suggested to be related to a secondary wave train emerging from the tropical Atlantic.
El Niño-Oscilación del Sur (por sus siglas en inglés, ENSO) es un modo de variabilidad climática natural del Pacífico Tropical, el cual, a través de teleconexiones atmosféricas, puede tener impactos a nivel global. El objetivo de esta tesis es explorar la dinámica de la teleconexión entre ENSO y la zona del Atlántico Norte y Europa a finales del invierno (de enero a marzo). Los resultados indican que la señal principal de ENSO en el Atlántico Norte, una anomalía dipolar de presión atmosférica a nivel del mar (SLP, en inglés), está principalmente asociada al tren de ondas de Rossby troposférico generado por ENSO. También se analiza la relación entre la respuesta forzada por ENSO y la Oscilación del Atlántico Norte (por sus siglas en inglés, NAO), principal modo de variabilidad interna regional; los resultados muestran que ENSO y la NAO parecen no estar relacionados dinámicamente. Otro aspecto tratado en esta tesis es la asimetría de la respuesta atmosférica relacionada con las dos fases de ENSO, El Niño y La Niña. En una serie de experimentos con modelos climáticos, se observa que la señal en la troposfera es ligeramente asimétrica en términos de amplitud y localización en longitud. No obstante, se ha encontrado que los mecanismos de la respuesta atmosférica son los mismos para El Niño y La Niña. También se estudia la asimetría de las anomalías en la estratosfera polar, y se observa que la respuesta a La Niña tiene una estructura simétrica a la de El Niño, pero con menor amplitud. Además, esta estructura parece estar relacionada con la propagación vertical del tren de ondas de Rossby troposférico. Finalmente, utilizando un algoritmo innovador de trazado de rayos, se investigan las potenciales rutas de la teleconexión troposférica entre ENSO y el continente europeo. Se encuentran dos patrones típicos de SLP. El primero parece estar relacionado con el tren de ondas del Pacifico Tropical bien a través de una bifurcación a la altura del norte de Norte América, o bien a través de una reflexión debida a inhomogeneidades en el flujo medio. El otro patrón, en cambio, parece estar asociado a un tren de ondas secundario procedente del Atlántico Tropical.

Abstract:
Sustainability is an increasing subject of interest amongst customers, society and corporate leaders. As firms are adapting towards a more sustainable business, opportunities towards a leading position where both long-term corporate social responsibility and financial performance is of interest. The purpose of this thesis is to investigate firm’s Environmental, Social and Governance (ESG) rating and its effect on their financial performance. The study is conducted on firms located in the European region. A related purpose is to investigate individual sectors to understand whether this relationship is different depending on the sector characteristics in which the firms operate in. This thesis uses secondary data for several firms over a time-period ranging from 2008-2017. In order to investigate several entities over this time-period, the data was constructed as panel data. To investigate the objective, panel regressions was performed. The compounded dataset, including firms from all sectors, shows that the Environmental rating has statistical significance on financial performance. The individual sectors that shows significance with any of the ESG-rating, indicates an often-negative relationship between ESG and financial performance. This thesis contributes as an ongoing analysis in the field of ESG and financial performance. The understanding from this and future studies assist customers, investors and corporate leaders when choosing to adapt towards more socially responsible activities. Further research in the European region is of interest, continuing investigating positive or negative aspects of ESG and a firm’s financial performance.
Hållbarhet är ett ämne av växande intresse hos både kunder, samhället och företagsledare. När företag anpassar sig till en mer hållbar affärsverksamhet, öppnar sig möjligheter till en ledande position där både långsiktigt socialt ansvarstagande och finansiell prestanda är av intresse. Syftet med detta examensarbete är att undersöka företags miljömässiga, sociala och bolags styrande betyg och deras inverkan på deras finansiella prestanda. Studien utförs på företag som är verksamma inom den Europeiska regionen. Ett relaterat syfte är att undersöka enskilda sektorer för att skapa en förståelse om detta samband är annorlunda beroende på karakteristiken av sektorn som företagen verkar inom. Detta examensarbete använder sig av sekundärdata från flera företag under en tidsperiod som sträcker sig från 2008–2017. För att kunna undersöka flera entiteter över denna tidsperiod, konstruerades datan som paneldata. För att undersöka syftet utfördes panelregressioner. I den sammansatta datan, som innehåller företag från alla sektorer, visas det att det miljömässiga betyget har statistisk signifikans för den finansiella prestandan. De enskilda sektorerna som visar signifikans för någon av ESG-betygen, indikerar ett ofta negativt samband mellan ESG och finansiell prestanda. Detta examensarbete bidrar till en pågående analys inom ESG och finansiell prestanda. Förståelsen ifrån denna och framtida studier hjälper kunder, investerare och företagsledare när dem väljer att anpassa sig till mer socialt ansvarstagande aktiviteter. Ytterligare forskning inom den Europeiska regionen av är intresse, fortsättningsvis att undersöka positiva eller negativa aspekter av ESG och företagens finansiella prestanda.

Gambling and mankind are linked together for thousands of years. Despite its negative influence, gambling games take an essential part in life of every generation. The main aim of this thesis is to analyse environment for casino start-up in six selected countries from central Europe and recommend the country with the most suitable conditions. The casino parameters will be defined in the particular chapter of the thesis. Countries, that will be compared, are Slovak republic, Czech republic, Hungary, Austria, Poland and Ukraine. The comparison will respect law systems of every country, which regulate the casino business. Information, we get from conducting the research, will be taken in mind in decision making process. To make the choice of the appropriate country (variant), two methods for comparing variants are used, in order to achieve objective result. In the end of the thesis, there will be a recommendation based on the results of the comparison. It should be noted that the recommendation will be based also on subjective evaluation.

One of the more significant regional groupings to have emerged since the collapse of the Soviet Union is the wider Black Sea. Located at the jagged confluence of the Western, Orthodox and Muslim worlds, the region was quite frequently a violent meeting place, and thus instead of a bridge between civilizations, it has been a barrier. Even more compelling is how the presence of oil and gas has thrust the Black Sea into the world's view and contributed to the rush of external interest, and how this has helped develop a unique regional entity. Today, in an interconnected global economy, the region's position as a producer and conduit for fossil fuels makes it impossible to consider in isolation. More importantly, to succinctly define this dissertation's research question, it can be asked how does energy act as a transformational agent in the emergence of a Black Sea region?

The competing interests and differing perspectives of member states, EU institutions and commercial energy players have hampered the development of downstream European internal energy markets, obstructed the construction of mid-stream transportation routes that would diversify European energy supplies and hindered the EU’s ability to ‘speak with one voice’ towards major suppliers. However, despite widespread scholarly coverage of EU energy issues, the tri-lateral upstream interaction between European institutions, member states and energy companies in the countries where oil and gas are produced has received less academic attention. This thesis seeks to address this lacuna in the literature through an examination of upstream intra-EU cooperation in the Caspian region. This study finds that the EU’s upstream oil and gas policy in the Caspian is, relatively speaking, more coherent than many other areas of European energy policy. In the Caspian, European convergence forms, in particular, around the EU’s collective political risk mitigation and market facilitation role. Employing an interdisciplinary International Political Economy approach, the thesis examines how the EU’s model of European energy supply entails dependence on the commercial sector which compels political actors to support companies in strategic regions through milieu-shaping energy governance and commercial (energy) diplomacy. The thesis demonstrates how European actors share similar upstream risk perceptions, promote overlapping security and market-based policy perspectives and how both member states and companies increasingly encourage an EU foreign policy role in meeting these upstream challenges. In doing so, this research examines the EU’s risk-mitigating external energy governance, the EU’s diplomatic practice in upstream energy and the dynamics of European politico-commercial interaction in the Caspian - core aspects of an under-researched, but ultimately increasingly cooperative, part of EU external energy policy.

The return of energy security, as an issue of growing importance in international relations. has been a hallmark of the post-Cold War period. The systemic rift of 9/11 served as a 'wake-up call' in creating awareness of energy dependence and the associated political instability nexus, leading to energy diversification and conservation measures being initiated in major energy-consuming regions. Owing to its differing trade and supply structures, the role of natural gas as a fuel of choice to fill the gap between the era of oil and the era of nuclear/renewable energy bas become part of the energy security agenda while exposing it to a number of factors which have made it a key regional issue. Originally a bearer of an identity of an 'energy community', the European Union (EU) has been a leading proponent of this process. This thesis will provide a systematic re-examination of the foreign energy policy of the EU towards the Black Sea/Caspian region providing an explanation for EU policy failures during the critical years from 2004 to 2009. Despite a mature gas trade relationship with and its proximity to the energy rich nations of the Former Soviet Union (FSU), EU-Russia energy relations experienced a severe refreezing following the change of political leadership in Russia after 2000, which took place against a backdrop of rising global market prices for oil and, linked. to this, similar rises in the price of gas. During the same period the two transformative enlargements into Central and Eastern Europe (CEE) promised new energy policy opportunities. yet they have also created looming challenges in the process of creating a broader energy security community. The emerging conflation of the Caspian Sea region with the Black Sea region in energy terms, with Turkey as the conduit linking the energy-producing regions of the Caucasus and Central Asia with consuming states in Europe, have mutually become exposed to geopolitical realities that are clustered in the broader region. Drawing on extensive fieldwork data collected both in Brussels and Ankara the thesis provides vital information and analysis on the criticality of energy supply and the transit side of the policy and sheds new light on this process in the case study. The thesis identifies the causes of the deadlock affecting the policy-making process at the EU level and at the regional level in the Black/Caspian Sea region by examining both the internal and external dynamics which have frustrated the policymaking process. A focus in the EU on liberalisation and energy diversification have been hallmarks of the internal dynamics of the EU's policymaking processes. This has direct1y further added to the increased 'bureaucratisation' of the EU's energy policymaking process. Drawing on Allison's Foreign Policy Analysis Bureaucratic Politics (BPO) paradigm, primary and secondary data, including primary interviews with policy-makers, the thesis illuminates this little studied area and fills a gap in the literatures. The thesis also highlights at the regional level Ankara's new foreign and diplomacy-based energy policy dynamism juxtaposed with Moscow's omnipresence in regional energy security affairs. This regional juxtaposition of Ankara's energy needs and Moscow's omnipresence in the region poses difficult challenges for the implementation of EU energy policy as is discussed in the thesis.

This paper concentrates on the central link between productivity and knowledge capital, and shifts attention from firms and industries to regions. The objective is to measure knowledge elasticity effects within a regional Cobb- Douglas production function framework, with an emphasis on knowledge spillovers. The analysis uses a panel of 203 European regions to estimate the effects over the period 1997-2002. The dependent variable is total factor productivity (TFP). We use a region-level relative TFP index as an approximation to the true TFP measure. This index describes how efficiently each region transforms physical capital and labour into outputs. The explanatory variables are internal and out-of-region stocks of knowledge, the latter capturing the contribution of interregional knowledge spillovers. We use patents to measure knowledge capital. Patent stocks are constructed such that patents applied at the European Patent Office in one year add to the stock in the following and then depreciate throughout the patents effective life according to a rate of knowledge obsolescence. A random effects panel data spatial error model is advocated and implemented for analyzing the productivity effects. The findings provide a fairly remarkable confirmation of the role of knowledge capital contributing to productivity differences among regions, and adding an important dimension to the discussion, showing that knowledge spillover effects increase with geographic proximity. This work is the study of the dual movement of a people. Firstly, the Serbs physically migrated, starting in the 1880s and concluding in the 1910s, from the Balkans to the Chicago region. Secondly, by the late 1930s, these immigrants had moved racially from being an indeterminate racial group to being part of the white race. When Serbs came to the Chicago region, Protestant native-born Americans did not consider them to be white. From the Serbs' arrival around the turn of the century to the early 1930s, Chicago area Progressives and residents constructed a racialized view of these Serbs. The Serbs, according to these mostly Anglo Americans, were uncivilized. Middle-class immigrant Serbs, declaring a need for racial improvement, constructed themselves as civilized and white. These Serbs pointed back to centuries of Serbian civilization and culture as proof of their fitness to participate in Anglo-American society. Serbian history showed they were a truly democratic and civilized people, not the tribal savages that Anglo-Americans saw. Immigrant Serbs, through benefit and fraternal organizations, also promoted the Yugoslav ideal as the path toward civilization. Creating a Yugoslav kingdom of Serbs, Croats, and Slovenes would show Americans that all Serbs everywhere were democratic and civilized. With the rise of xenophobia and racism during the 1920s, the United States experienced a crisis in race and citizenship. Serbs stood at the crossroads of this crisis. While middle-class Serbs continued promoting themselves as white and civilized, Anglo Americans realized that they too could benefit from these Serbian middle class' efforts. The Serbs, Anglo-Americans argued, should become citizens and pledge their allegiance to the United States. Through this process of citizenship, the Serbs would learn to be good Americans, a key to becoming white. As part of the white race, the Serbs would no longer present a challenge to Anglo-American racial hegemony.

The rise in prominence of transregional security threats has heightened an awareness for an interdependent outlook on security threats, often requiring regional solutions to insure stability. The Asia Pacific security environment is not exempt from these security threats. Strategic challenges such as terrorism, environmental security or nuclear proliferation pervade the region and transcend its countries’ borders. Amongst a myriad of regional security institutions and dialogues with a focus on the region, the sub-regional security dialogue between the European Union (EU) and New Zealand administers an effective contribution to stability in South East Asia and the Pacific. This thesis explores the volume of the EU and New Zealand security dialogue in the Asia Pacific region. The amount of interaction that takes place and the quality of dialogue produced is analysed through constructivist and regionalist tenants; the security-focused identities of each agency is investigated and compared, in order to elucidate the ‘reality’ of the securitybased consultation. It is argued that continual social and political interaction between the EU and New Zealand will formulate a specific security identity and encourage further stability and peace in the Asia Pacific region. Thus, the research question can be formulated as what volume and form of cooperation exist between the European Union and New Zealand on security issues pertaining to the Asia Pacific region, and what efforts have been made to maintain, deepen and improve the relationship since 1999?

The European Union has come forward with many suggestions and approaches to decrease regional asymmetries and develop rural areas around member states. The main purpose of this dissertation is to study one of these measures, the Young Farmers Program, in a rural and peripheric region of Portugal, Trás-os-Montes. Since the ageing and depopulation phenomenon is one of this region?s biggest threats, initiatives like the Young Farmers Program might represent a gradual reversion and it might contribute to the attractiveness of the rural lifestyle for the younger generations, which is perhaps the region?s most crucial necessity. But do these farmers truly bring innovation and modernization to Trás-os-Montes? Do they have a significant environmental and sustainability awareness? Is the digital usage already a reality? Are the associative leaders encouraging the sustainable development of the region? Is this new generation aware of the meaning and potentialities of the circular economy? Does it intend to adopt its innovative and modern practices? A tentative answer to these questions is searched by means of a detailed survey by questionnaire to a representative sample of young farmers in the region and by directly interviewing their main associative leaders.

The focus of this paper is on cross-region R&D collaboration funded by the 5th EU Framework Programme (FP5). The objective is to measure distance, institutional, language and technological barrier effects that may hamper collaborative activities between European regions. Particular emphasis is laid on measuring discrepancies between two types of collaborative R&D activities, those generating output in terms of scientific publications and those that do not. The study area is composed of 255 NUTS-2 regions that cover the pre-2007 member states of the European Union (excluding Malta and Cyprus) as well as Norway and Switzerland. We employ a negative binomial spatial interaction model specification to address the research question, along with an eigenvector spatial filtering technique suggested by Fischer and Griffith (2008) to account for the presence of network autocorrelation in the origin-destination cooperation data. The study provides evidence that the role of geographic distance as collaborative deterrent is significantly lower if collaborations generate scientific output. Institutional barriers do not play a significant role for collaborations with scientific output. Language and technological barriers are smaller but the estimates indicate no significant discrepancies between the two types of collaborative R&D activities that are in focus of this study. Labour force in the art sector is characterised by high qualification, but low income for those people who perform the core contribution in art, i.e. the artists. As artists are typically self-dependent in managing their business, they should have managerial skills besides those skills necessary to perform their artistic core activities. If the lack of managerial skills is a reason why artists fail to make a living from their talent, then this chain of cause and effect could be ruptured by adequate educational opportunities. This paper analyses the curricula of a wide range of institutions offering art education programmes and identifies their managerial learning content. In doing so, we focused on German-speaking countries, the so-called DACH region (i.e. Germany, Austria and Switzerland, whereas D, A and CH are country codes). We identified and analysed 159 course syllabi of 81 art universities, schools and academies. The results of our study indicate a lack of managerial learning contents: a vast majority of institutions follow a rather traditional approach to art education, focusing solely on artistic competences. We suggest the implementation of managerial learning contents to better prepare art students for successful careers in the arts.

A Região Autónoma da Madeira, enquanto Região Ultraperiférica (RUP), tem beneficiado do apoio do Fundo Europeu de Desenvolvimento Regional (FEDER), ao abrigo da política de coesão da União Europeia (UE). Este trabalho propôs-se identificar a forma de apoio da UE à Madeira, e a esta enquanto RUP, no âmbito da proposta de Regulamento do FEDER para o período de programação financeira 2014-2020, comparativamente ao Regulamento do FEDER, no período de programação 2007-2013. Concluiu-se que as alterações substanciais relacionam-se com o alinhamento da política de coesão com a Estratégia Europa 2020 e com a classificação da Madeira como região mais desenvolvida. Constatou-se uma mudança no paradigma de desenvolvimento da RAM, por um lado, em decorrência das orientações europeias e, por outro lado, em consequência das condicionantes do Programa de Ajustamento Económico de Portugal e do Programa de Ajustamento Económico e Financeiro da Madeira. A estratégia de desenvolvimento da Madeira para o horizonte 2020 compreende a intervenção do FEDER nas áreas da competitividade da economia, do desenvolvimento sustentável, da investigação, do desenvolvimento tecnológico e da inovação. Na perspetiva da europeização das políticas públicas regionais, conclui-se que na Madeira se verifica um fenómeno de europeização como processo de adaptação.
The Autonomous Region of Madeira, as an Outermost Region (OR), has been benefiting from the support of the European Regional Development Fund (ERDF) under the Cohesion Policy of the European Union (EU). This study set out to identify the form of EU support to Madeira, as well as an OR, in the context of the proposed ERDF Regulation for the financial programming period 2014-2020, compared to the ERDF Regulation, for the programming period 2007 -2013. It was accomplished that the significant changes relates to the alignment of cohesion policy with the Europe 2020 strategy and the classification of Madeira as a more developed region. It was found a change in the development paradigm of Madeira due to the European guidelines and to the constraints of the Economic Adjustment Programme for Portugal and the Economic and Financial Adjustment Programme to Madeira. The development strategy of Madeira to 2020 comprises the intervention of the ERDF in the areas of economic competitiveness, sustainable development, research, technological development and innovation. In the perspective of Europeanization of regional policies, it is concluded that occurs in Madeira the phenomenon of Europeanization as a process of adaptation.

This thesis assesses the underlying political and financial reasons of the recent budgetary crisis of the European Union. It aims to discuss the possible reform alternatives for the European Union budget in order to improve it to better serve for the objectives of the enlarged Union and to enable the Member States to share the budget burden more fairly. To this purpose, the thesis first analyzes the budget of the European Union in terms of its aims, evolution and structure of revenue and expenditure items and than presents a general overview of the shortcomings of the present own resources system. In general, the thesis discusses possible reform areas, in which the reform process could take place. The thesis also shows how the Union overcame the policy challenges, and particularly the budgetary implications brought out with the inclusion of Central and Eastern European countries and how its financial perspectives covering the 2000-06 and 2007-2013 periods were finalized.

This Master’s thesis demonstrates the analysis of the situation of domestic violence in the European North (Finland and Arkhangelsk region, European North of Russia). The objective is to find out features, socio-cultural characteristics of the Russian and Finnish social protection system and the system of prevention in situations of domestic violence. The practical part of the study consists of an analysis of the normative legal documents of the Russian and Finnish law systems, reports and publications. With the objective to collect statistical data about crimes committed inside the family on the Russian side, use was made of the reports of the Ministry of Internal Affairs of Russia, the Arkhangelsk Regional Bureau of Forensic-Medical Expertise, the Department for Oversight of Execution of Laws concerning Juvenile and Youth of the Prosecutor of Arkhangelsk region, the Regional Direction of the Investigative Committee of Russian Federation, the Committee of Public Health Services and Social Issues of The Regional Assembly of Deputies. For statistics on the Finnish situation, the following were used: the EU’s Fundamental Rights Agency, the Fundamental Rights Agency of Finland, the National Institute for Health and Welfare of Finland, the Ministry of Social Affairs and Health of Finland, the Advisory Board on Conciliation in Criminal Matters, Statistics Finland for the last five years. We formulated the next research questions: (1) are there any differences in understanding the term of ‘domestic violence’ in the Russian and Finnish societies? (2) what kind of attention is paid to the problem of domestic violence by both countries? (3) how is domestic violence addressed in the legislation of both countries? (4) are there any differences in the Russian and Finnish systems of assistance and systems of prevention in situations of domestic violence? Comparative analysis was used as the main method. The comparative criteria considered in this study were the following: (1) the understanding of term ‘domestic violence’; (2) reflections of the situation of domestic violence (data, statistics of sex offences in the private area); (3) the system of legal protection (the legislation mechanisms of protection in situations of domestic violence); (4) the organization of assistance in situations of violence (system of social services, social assistance, social mechanisms of protection in situations of domestic violence); (5) the organization of preventive work against domestic violence (the role of different kinds of specialist who render the services (medical, pedagogical, social, and legal) to the person). Besides, the main regulations on the theoretical concepts of application of modern social work methods with the victims of violence were considered. The received results confirm the importance and acute need to improve the system of inter-institutional cooperation (medical, pedagogical, social, and legal services) for early detection of domestic violence at least in the Arkhangelsk region, Russia.

This doctoral research is a multi-disciplinary study which draws from discourse theory, linguistics and European Union studies. It aims to explore the meaning, and linguistic representations of the European Union (EU) in the context of its relations with the Pacific Region, while taking into account contributing ideological and political factors. This study contributes to several academic fields, and specifically to the practice of Critical Discourse Analysis (CDA) and to the continuum of study on the linguistics-politics interface. CDA research observes the structure and function of signifiers. Discourse analysis provides means to critically observe elements of social and political power, identities and issues through both contextual and linguistic features of discourse. It offers a unique approach to analysing international relations with the application of tools that can decipher meaning and ideologies in discursive structures. This approach stems for the post-structural outlook that linguistic features reflect ideologies and power relations that condition interpretation of political and social issues. Through a critical observation, the role and influence of the EU in the Pacific region is examined and evaluated. A wider grouping of African, Caribbean and Pacific (ACP) countries is relevant to the discussion of the EU’s development action and French territories are also taken into account as they are located in the Pacific region and have aspirations to become more integrated to the Pacific community. This study reveals how the EU is defined and how the EU influences the developing world. It also reveals how the Pacific countries are responding to the EU’s interests and values such as regional integration and trade liberalisation. The discourse formation of EU-Pacific relations articulates and reinforces ideologies of identity and power behind the entirety of EU-Pacific relations. The nature of EU identity and role in relation to an ‘Other’ is thus explored in this thesis.

In this thesis we analyzed methods contributing to corporate government improvement in order to enhance companies' efficiency, thereby preventing their bankruptcy during times of crisis. In the theoretical part we defined corporate governance, described its elements, influential factors and models. Particular attention was paid to the concept of effective governance and recommendations aimed at its achievement. Overall it was discovered that to be successful company should have such corporate governance system which will ensure maximization of shareholder value, respect for stakeholder rights, balance of strategically important long-term goals, effective supervision over managers' actions, regular audits and reliability of their results and transparent and frequent Board reports. In the historical part we gave an overview of main corporate governance developments which took place from the moment the first corporations emerged till the global financial crisis outbroke (its early outcomes are included as well). In the course of time the following findings were reached: owners should be involved in management of an organization, managers should act in best stakeholders' interests, remuneration schemes should be well thought-out, auditor and the Board itself should be independent, financial information should be adequately disclosed, etc. In the second chapter we examined corporate governance regulation in Europe as thesis topic implies focus on this region. In addition to the above mentioned corporate governance improvements regulatory measures are aimed at strengthening the role of non-executive directors, unambiguous description of auditor's and Board's duties, higher quality of information provided to investors, achieving gender balance on Boards. In the third chapter the analysis of case study was carried out. Northern Rock, which was a very successful bank for a long time, suddenly asked the Bank of England for financial support in September 2007 what immediately caused depositor run and 32 percent drop in its share price. Despite the fact that it was looking for a buyer for several months it failed to find the one who would be able to adequately compensate taxpayers, therefore in February 2008 it was nationalized. Several factors contributed to its downfall, however the main role is assigned to poor corporate governance whose improvement requires the undertaking of following measures: stricter criteria for auditor's independence, remuneration based on performance and aimed at long-term commitment, promotion of stakeholder activism, limitations on risks and creation of "honesty motivational" corporate culture. The principal conclusion was that good corporate governance should contribute to company's forward movement but at the same time it should respect accountability framework.

Unemployment has begun to be considered as a European problem since the early nineties, when a coordination of activities in the social field at the EU-level has also gradually started. Since that time, spending on the social policy from the EU budget has been constantly rising, but, as shown in this thesis, the situation on the European labour market has not been significantly improved. This is illustrated also by the fact that any from the EU employment targets from the Lisbon strategy has not been until now met. The most important instrument of the EU-Employment policy is the European Social Fund (ESF). Because its expenditures on the Czech Employment policy are constantly increasing, it is necessary to ask whether it improves a condition of a labour market. Moreover, if nowadays contributions from the ESF represent the majority of expenditure on the Czech active labour market policy (ALMP) carried out by particular labour offices. Analytic part of this thesis focuses on the evaluation of the ALMP, which is financed from the Czech state budget as well as from the ESF and which is implemented by the particular labour office - in the region of Nachod. According to a similar analyses, programmes of a subsidised employment shows the highest effectiveness also in the district of Nachod, while direct job creation schemes and retraining courses contribute to reducing unemployment only to a limited extent.

Abstract:
When implementing major European transport corridors, such as the Core network corridors (CNC) which is a part of the European Trans-European Network for Transports (TEN-T), the number of stakeholders affected is huge. A governance framework for the CNC’s implementation was introduced in EU Regulation No. 1315/2013, and is now being enacted. Sustainable development and stakeholder involvement are crucial areas in the implementation. This interview study investigated the need for complementary governance, here meaning governance in addition to the governance framework set in the regulation. The interviews involved 23 individuals from the Baltic Sea Region, who are affiliated to the four categories public authority, infrastructure organisation/company, private company and other organisation. The results confirm the importance of an inclusive approach. Further, the results showed a need to ensure that all three social, economic and ecological dimensions of sustainability are considered. Summarising the interview results, four areas for attention in the further CNC implementation process were identified: more and directed information, extended involvement of private sector transport stakeholders, extended involvement of regional and local stakeholders, and involvement of stakeholders located geographically outside the immediate corridor. Complementary governance can be a tool to address these areas, as governance structures and processes can involve stakeholders and steer towards desired outcomes. The interviewees own ideas for complementary governance are presented in this paper. The CNC implementation is currently an on-going process and these results will be further utilised in the process, as a basis for stakeholder discussions of changes in practice.

En suivant la logique du principe de subsidiarité, ils ont réclamé plus d’autonomie face à leur État central. Au même moment, les États centraux voyaient leur souveraineté s’éroder par le haut et par le bas. À l’aide du cas de la Catalogne, nous expliquons comment l’Union Européenne offre sans cesse de nouvelles opportunités aux régions qui veulent plus d’autonomie tout en permettant d’éviter les conflits entre ces régions et leur État central en créant une dynamique triangulaire qui permet de voir d’une manière nouvelle la relation État-région. // Abstract : European integration has profoundly changed political dynamics in Europe. Simultaneously, there’s been an increase in the number of regional movement, be they political or economic. Following the subsidiarity principle logic, they asked more autonomy from their central state. At the same time, central states were seeing their sovereignty eroding from the top and the bottom. With the Catalan case study, we explain how European Union offers more and more new opportunities to the regions that want more autonomy while permitting to avoid conflict between these regions and their central states in creating a triangular dynamics that helps to see the state - region relation in a new way.

Abstract:
In the years following the financial crisis, Greece experienced a severe loss in real per capita income and accumulated a public debt much higher than GDP and that of any other EU country. The article briefly analyses the causes of this development, including the policy failures of Greece and the EU. It develops a game-changing strategy, which could return the country to a growth path. This starts with the vision that Greece can make use of its unique location between Europe, Asia and Africa to build a bridge connecting these regions with fascinating and productive complementarities. Given this new strategy, including regional leadership in decarbonisation, youth reform boards, and the Greek diaspora as a manager of reforming and financing new activities, Europe should cut a substantial part of the debt. This would be in the interest of Greece, the EU and Europe's neighbours.
