The Ukraine crisis underway since November 2013 is a significant occurrence in a greater debate over what norms will prevail in the European—and global—security environment. The roots of the crisis lie in two-and-a-half decades of competition for influence in Ukraine by the European Union and the Russian Federation. The competition between Russia and the EU over Ukraine has evolved significantly since Ukraine became independent in 1991. This thesis shows that the European Union’s level of awareness of and competition with Russia for influence in Ukraine has significantly grown. Ukraine’s position in EU diplomacy has grown from secondary status to being regarded as a critical interest across EU institutions and member state governments. While Russian efforts to establish dominant influence in Ukraine have also intensified, Moscow’s interest in Ukraine has been consistently high. The findings of this thesis indicate that the European Union has not given up on Ukraine nor accepted the legitimacy of a Russian sphere of influence in post-Soviet states. Competition between Russia and the European Union over Ukraine is likely to intensify and remain at a high level for the foreseeable future.

L'emploi informel est devenu un sérieux défi pour l'économie ukrainienne et des pays en transition au cours de l'adaptation aux conditions du marché. La tendance du nombre de travailleurs qui participent au secteur informel est en hausse depuis les dernières années. Dans mes recherches, je vais présenter l'état actuel de l'emploi informel en Ukraine et les pays en transition. Une attention particulière est accordée à la répartition du travail entre les différentes catégories de population, en divisant les individus en cinq catégories (employés formels, employés informels, travailleurs indépendants formels, travailleurs indépendants informels et chômeurs) selon la définition de l'emploi informel de l'OIT. Nous examinons le marché du travail en utilisant les données de Ukrainian Longitudinal Monitoring Survey pour l'Ukraine et Survey on Living and Income Conditions pour les pays en transition et nous élaborons la fonction des gains du capital humain pour le marché du travail en appliquant la fonction de répartition des gains de Mincer, afin d'étudier les facteurs qui déterminent les revenus et le choix de l'emploi de l'individu en Ukraine et les pays en transition
Informal employment became a serious challenge for the Ukrainian economy and economy of transition countries during the adjustment to market conditions. Trends of the number of workers participating in the informal sector have been rising for the last years. In my research I will present the current state of informal employment of Ukraine and transition countries. Detailed attention is paid to labour distribution across different population categories by dividing the individuals into five categories (formal employee, informal employee, formal self-employed, informal self-employed and unemployed) following the definition of informal employment from the ILO. We examine labour market using the data of the Ukrainian Longitudinal Monitoring Survey for Ukraine and the Survey on Living and Income Conditions for transition countries and we design human capital earnings function for labour market by applying Mincer earnings distribution function in order to investigate the factors that determine the individual’s earnings and choice of the employment status both for Ukraine and transition countries

EU-Ukraine trade relations are important for both parties: for the EU it is a new market with huge land and labor potential, for Ukraine it is a short-term perspective to modernize it's economy. For now the trade and investment relations are not developed as they can be, in this work we analyze the current trade and investment flows between EU and Ukraine, determine the key partners and industries. In order to bring the relations to the new level, we analyze the possible impact of Free Trade Agreement on the both sides in general and more specifically regarding key industries. The result is the recommendation to continue EU-Ukraine integration, especially in terms of economical cooperation.

Abstract:
Corruption has flourished in Ukraine for years, making Ukraine one of the most corrupt countries in Europe. However, since the Maidan in 2014, Ukraine has turned its political course towards the west, taken several steps in order to tackle corruption and tightened its cooperation with the European Union. The purpose of this research is to assess what measures has the EU undertaken between 2014-2018 to help Ukraine in its aspiration to combat corruption and to achieve rule of law. This research has found out that the EU has supported Ukraine to tackle corruption by suggesting changes and reforms with the aim to foster overall development, while simultaneously keeping in mind the anti-corruption priority. One significant outcome of the fight against corruption has been the creation of NABU, the National Anticorruption Bureau of Ukraine, which is today the central element in the anti-corruption campaign. Secondly, the EU has backed Ukraine economically, and thirdly, the EU has granted visa liberation for Ukrainian citizens, which is contributing to the broader cooperation between Ukraine and the EU. In the theoretical scale, this study found out that there is an ongoing identity building, whereas Ukraine seeks to exclude corruption as a societal norm and obtain the values of the EU instead.

This thesis attempts to analyze the European Neighbourhood Policy from a Neo-Gramscian perspective, mapping transnational power relations in Europe and identifying the historical-specific articulations between economic, political and (civil) societal processes in the specific case of Ukraine. Thus the thesis attempts to show how the EU&rsquo
s hegemonic project is formed and applied, it also explores whether there are redefinitions of the EU hegemonic project and ask whether it is sustainable or not. It is contended that the European Commission&rsquo
s neo-liberal strategy is designed to transform the region into a space in which the free flow of capital, goods and services is secured, but the free movement of people is heavily restricted, and no commitment is made towards full membership for its partners. In fact, this study explores whether or not the ENP as a hegemonic project is likely to establish an historic bloc
whether the ENP is sustainable or not with the consent of its partners. This study focuses on social power relations and their organisation and articulation within the structures of the state/civil-societal complex at the national and transnational levels in order to analyse the degree and manner of both coercion and consent given to the EU&rsquo
s hegemonic project, which in turn will allow for an assessment of the project&rsquo
s likelihood of success. The EU&rsquo
s general strategy towards its neighbours is shown to be a hegemonic project spearheaded by an intellectual and moral leadership directed by conflicting political and cultural agents and organisations.

Сегодня в Украине происходит активное формирование и реформирование полиции, что имеет большое значение, учитывая роль и функции полиции в обществе. Во многих странах институт полиции уже сформирован и является одним из старейших государственных учреждений, для которого характерен особый генезис становления и развития, в том числе большой опыт работы с персоналом. Однако административные модели формирования и функционирования полиции постоянно меняются, специфика ее деятельности определяется рядом национальных особенностей под влиянием текущей политико-правовой и социально-экономической ситуации в государстве. Today, Ukraine experiences an active formation and reformation of the police, which is of great importance, given the role and functions of the police in society. In many countries, the police institute has already been formed, and is among the oldest state institutions characterized by a special genesis of formation and development, including a great experience in personnel procedures. However, the administrative models for the formation and functioning of the police undergo constant changes, the specifics of its activities are determined by a number of national features under the influence of the current political and legal and socio-economic situation in the state. The process of formation and implementation of the national security state policy currently is one of the most acute issue in Ukraine. Modern realities of Ukraine’s existence as an independent state require, within the framework of the national security policy implementation, to take into account the country's request to realize national interests in all spheres of society's life. Nowadays, the country faces intensification of the unregulated (illegal) migration processes and the lack of an effective state regulation system of migration processes, which constitute a direct threat to the country national security, promote the criminalization growth and the organized criminal groups’ formation, and contribute to the social tension exacerbation in society. The bodies of the State Migration Service of Ukraine face with an urgent need for a more profound migration perception as a socio- economic phenomenon and an active search for qualitatively new approaches to migration policy formation and control over population territorial movements.

Abstract:
This thesis deals with the exporting performance of Ukraine. Focusing on the reorientation of merchandise exports, both in terms of geography – from East to West – and in terms of commodity composition, it explores the multi-level determinants of the observed picture. While until 2003-2004 reorientation from East to West appeared to be a steady trend, in 2005 this trend reversed and CIS re-emerged as a leading destination market for Ukraine’s exports. The commodity composition in trade with the EU has also hardly improved, and was more positive in trade with the CIS. Marginal improvements were observed on a more disaggregated level. These findings were confirmed in the macro-level analysis – Ukraine tends to under-trade with the external trade blocs – EU-15 and the then CEFTA, and over trade with the internal trade bloc of CIS. On a micro-level, the analysis has not revealed that trade with the EU has been associated with firm-level industrial upgrading, although FDI does increase the likelihood to export to the EU. Trade with the CIS has been associated with higher commodity diversification, which in turn is known to be associated with higher growth potential. On the level of policy lobbying, on the other hand, business elites have shown an increasing interest in the Western vector of integration.

Export of medical equipment and finished goods in general has a very good profit potential, it is perspective way of development of Ukraine, because we only export raw materials in past. Labor is quite cheep and China as a competitor suffered losses. BUT the way how this idea became true in Ukraine at last few weeks is totally insane. Producers just stopped sales on domestic market and by hook or by crook started export. Such approach to economic activity may lead to richness of one person but not an industry. So to solve this problem the great impact from government is needed. Medical outsource is also a perspective way of development. We have a lot of medical employees in Ukraine.
Експорт медичного обладнання та готової продукції в цілому має дуже хороший потенціал для отримання прибутку, це перспективний шлях розвитку України, оскільки ми експортуємо сировину лише в минулому. Трудова діяльність досить дешева, і Китай як конкурент зазнав збитків. Аkt те, як ця ідея втілилася в життя в Україні за останні кілька тижнів, абсолютно божевільна. Виробники просто зупинили продажі на внутрішньому ринку і гачком або шахрайством розпочали експорт. Такий підхід до економічної діяльності може призвести до багатства однієї людини, але не галузі. Тож для вирішення цієї проблеми необхідний великий вплив уряду. Медичний аутсорсинг - це також перспективний шлях розвитку. У нас багато медичних працівників в Україні.

Abstract:
Twenty years after the collapse of the Soviet Union, the Russian Federation has struggled to construct a new foreign policy paradigm in a world that is no longer bipolar. Instead of the Cold War era arms stockpiles, Moscow has signed multiple Strategic Arms Reduction Treaties (START), and instead of physically taking over neighboring territories, increasing diplomacy and economic incentives have become Moscow’s primary tool to garner and maintain influence in its near abroad. Soft power initiatives, that can all roughly fit into a foreign aid model, from the Russian Federation to the near abroad come in different forms: oil subsidies, aid in kind, and direct financial investment. The Russian Federation has used all three of these strategies in Ukraine after the fall of the Soviet Union in an attempt to keep the country in its sphere of influence. The use of foreign aid, be it oil subsides, aid in kind, or direct financial aid, all work towards the same goal of promoting Russian policies and interests in the near abroad. Ukraine, with its unique political, cultural and geographical importance, demonstrates the new struggle between Russia and the West. The struggle’s main actors are the Russian Federation against the eastern half of NATO and the EU, and the conclusion is unclear. Foreign aid and soft power are now playing a critical role in the outcome.

I challenge the common assumption in the literature that executives' powers vis-à-vis each other can change solely as the result of the norms and practices consequential of institutional change. I argue instead that a fixed institutional design can also generate changes in power distribution, through informal rules, norms, and practices of an institution, without necessitating formal or constitutional transformation. I contribute to both the literature on institutional change and the literature on democratic regimes by providing a systematic assessment of the factors that explain why there are shifts in the power distribution between political executives in semi-presidential regimes. I propose to test the key factors of power variation proposed in the literature on the power relationship between presidents and prime ministers, through two major studies, France's Fifth Republic and post-1993 Ukraine, and three suggestive studies of Finland, post-1993 Russia, and post-1990 Poland.This study tests those three set of theoretical explanations through historical analysis and develop a model explaining the causes of changes in the power relationship between presidents and prime ministers in semi-presidential regimes. More precisely, I try to assess the importance of the institutional design in semi-presidential regimes versus the impact of non-institutional factors, highlighting the role of the specific national context (partisan politics, non-institutional factors) in shaping political practice between political executives.The examination of institutional practice through the lens of the power relationship between political executives in the semi-presidential regimes demonstrates that this claim needs to be revisited. Theoretically, the results of the historical analysis support historical, sociological, and normative institutionalist theories, which have stressed the need to go beyond orthodox institutionalist theories. Globally, results show the theoretical need to capture the political, social, international, and economic context in order to define and predict the power distribution between political actors in semi-presidential regimes. This study highlights the need to dismiss the claim that institutional unpredictability is solely observed in unstable country and showcases the complex dynamic that (a) institutions adapt to their political environment, while (b) the political environment adapts to the institutions.

This thesis examines the external activities of the European Union conducted in the wider Europe against the backdrop of eastern enlargement. It focuses on the technical aspects of EU diplomacy, using qualitative research methodology to study the programmes and initiatives launched since the year 2000 in the countries lying along the Union’s new border to the east. Drawing on evidence from Ukraine, it hypothesises that the EU is an agent of transformation in the eastern neighbourhood and that this transformation has important implications for the regional order in the post-Soviet space. The thesis constitutes an investigation into the transformational activities engaged by the EU in Ukraine conducted with an eye to their strategic implications. It documents and analyses three instances of EU intervention in Ukraine’s internal processes that relate to management of cross-border traffic in the Ukrainian-Russian borderland, restructuring of the country’s energy sector, and conduct of its contentious presidential election in 2004. It is argued that while these interventions have explicitly sought to advance the Union’s security with respect to certain twenty-first century transnational threats, they have at the same time served to confer important strategic advantages on the EU that include giving the bloc greater knowledge and control over developments in Ukraine and that contribute to the dismantling of infrastructural, institutional and other ties between Kiev and the other Soviet successor states, notably Russia. The effect of the European Union’s actions in the region, whether intended or not, has thus been to undermine any competing regional initiatives that cut across its own functions, and thereby to assert itself as the primary integration project in Europe. By showing how technical interventions in the politics, economics and administration of Ukraine can yield important geopolitical dividends, this thesis demonstrates that, in the context of EU external relations, high and low politics are interlinked.

Actualment (2018), el periodisme a Ucraïna s’imparteix en cinquanta-vuit institucions d’educació superior (IsHE) i hi ha dues maneres de rebre l’educació periodística a Ucraïna fins ara: una formal i una no formal. Per una formació formal de periodisme, es pot entendre programes de batxillerat i / o màster en periodisme a les universitats, que són força absolutament regulades per l’estat d’Ucraïna o tenen certa autonomia. Amb una formació de periodisme no formal, ha entès diversos programes educatius periodístics generalment realitzats en un entorn no institucionalitzat i recolzats principalment per ONG estrangeres o mitjans de comunicació nacionals. L’educació formal del periodisme a Ucraïna és criticada per haver estat afectada pel vell model d’ensenyament basat en la teoria soviètica, en lloc de seguir les bones pràctiques acceptades internacionalment. El sistema d’ensenyament als estudiants als departaments de periodisme no ha canviat significativament des de la independència ucraïnesa el 1991 i molts periodistes ucraïnesos han entrat a la professió amb una formació en gran mesura insuficient. Com que l’educació del periodisme ucraïnès encara no està buscant maneres de trobar una visió nacional sobre com ensenyar a professionals dels mitjans de comunicació d’èxit (Sirinyok-Dolgaryova, 2016) i els empresaris dels mitjans de comunicació d’Ucraïna no estan satisfets amb el nivell i la qualitat de les habilitats rebudes pels graduats ucraïnesos dels departaments de periodisme. (Demchenko, 2018), es va haver de fer més investigacions per contribuir a la seva ‘millora. Per això, aquest estudi va voler respondre a les següents preguntes de recerca: RQ1: Quins són els principals trets d’una formació formal del periodisme a Ucraïna segons els periodistes ucraïnesos? RQ 2: Quines són les principals característiques d’una educació periodística no formal a Ucraïna segons els periodistes ucraïnesos? PQ 3: Quin tipus d’educació periodística a Ucraïna (formal o no formal) és més ben considerat pels periodistes ucraïnesos, i per què? En aquesta investigació, els periodistes eren el nostre grup objectiu per rebre informació i amb l’ajuda de les seves respostes per avaluar l’educació del periodisme ucraïnès. Segons els nostres motius, els periodistes són aquells jugadors del procés educatiu que poden descriure sincerament els resultats i les competències que reben després de graduar-se en departaments de periodisme o després de cursos educatius no formals i parlen dels seus avantatges i desavantatges. Les competències i coneixements que tenen els periodistes quan entren en un camp professional i el que els falta representaran els principals trets de l’educació periodística ucraïnesa. Les troballes es van basar en una anàlisi de 10 grups focals realitzats amb un total de 92 periodistes ucraïnesos (amb o sense titulacions de periodisme). Els resultats es van descriure d’acord amb l’anàlisi qualitativa. Aquesta tesi està dividida en set capítols.

Por una educación formal en periodismo se entiende una licenciatura y / o programas de maestría en periodismo en las universidades, que están absolutamente regulados por el estado ucraniano o tienen cierta autonomía. Por educación periodística no formal, se entiende que se entienden varios programas educativos de periodismo que generalmente se llevan a cabo en un entorno no institucionalizado y apoyados principalmente por ONG extranjeras o medios de comunicación nacionales. La educación formal en periodismo en Ucrania es criticada por verse afectada por el antiguo modelo de enseñanza basado en la teoría soviética, en lugar de adherirse a las mejores prácticas aceptadas internacionalmente. El sistema de enseñanza de los estudiantes en los departamentos de periodismo no ha cambiado significativamente desde la independencia de Ucrania en 1991 y muchos periodistas ucranianos han ingresado a la profesión con una formación en gran medida inadecuada. Como la educación en periodismo ucraniana aún no está buscando formas de encontrar una visión nacional sobre cómo enseñar a los profesionales de los medios de comunicación exitosos (Sirinyok-Dolgaryova, 2016) y los empleadores de los medios de comunicación ucranianos no están satisfechos con el nivel y la calidad de las habilidades recibidas por los graduados ucranianos de los departamentos de periodismo. (Demchenko, 2018), era necesario realizar más investigaciones para contribuir a su ‘mejora’. Es por eso que este estudio buscó responder las siguientes preguntas de investigación: PI1: ¿Cuáles son las características principales de una educación formal en periodismo en Ucrania según los periodistas ucranianos? PI 2: ¿Cuáles son las principales características de una educación periodística no formal en Ucrania según los periodistas ucranianos? PI 3: ¿Qué tipo de educación periodística en Ucrania, formal o no formal, es mejor considerada por los periodistas ucranianos y por qué? En esta investigación, los periodistas fueron nuestro grupo objetivo para recibir información y, con la ayuda de sus respuestas, evaluar la educación periodística de Ucrania. En nuestra opinión, los periodistas son aquellos actores del proceso educativo que pueden describir con franqueza los resultados y las competencias que reciben después de graduarse de los departamentos de periodismo y / y después de los cursos educativos no formales y hablar sobre sus ventajas y desventajas. Las habilidades y los conocimientos que tienen los periodistas al ingresar a un campo profesional y lo que les falta representarán las principales características de la educación periodística de Ucrania. Los hallazgos se basaron en un análisis de 10 grupos focales realizados con un total de 92 periodistas ucranianos (con y sin título de periodismo). Los resultados se describieron de acuerdo con un análisis cualitativo. Esta tesis se divide en siete capítulos.
Currently (2018), journalism in Ukraine is taught in fifty-eight institutions of higher education (IsHE) and there are two ways to receive journalism education in Ukraine so far: a formal and a non-formal. By a formal journalism education bachelor and/or master programs in journalism in the universities, which are rather absolutely regulated by Ukrainian state or have some autonomy are understood. By a non-formal journalism education, it’ s understood various journalism educational programs usually conducted in a non-institutionalized environment and supported mostly by foreign NGOs or national mass media are meant. Formal journalism education in Ukraine is criticized for being affected by the old Soviet theory-based teaching model, rather than adhering to internationally accepted best practices. The system of teaching students at journalism departments has not changed significantly since Ukrainian independence in 1991 and many Ukrainian journalists have entered the profession with largely inadequate training. As Ukrainian journalism education yet to be looking for ways to find a national vision on how to teach successful media professionals (Sirinyok-Dolgaryova, 2016) and Ukrainian media employers are not satisfied with the level and quality of skills received by Ukrainian graduates of journalism departments (Demchenko, 2018), there was a need for further research to contribute to its’ improvement. That is why this study seeked to answer the following research questions: RQ1: What are the main features of a formal journalism education in Ukraine according to Ukrainian journalists? RQ 2: What are the main features of a non- formal journalism education in Ukraine according to Ukrainian journalists? RQ 3: What type of journalism education in Ukraine – a formal or a non-formal – is better regarded by Ukrainian journalists, and why? In this research journalists were our target group in order to receive information and with the help of their answers to evaluate Ukrainian journalism education. To our mind, journalists are those players of educational process who can frankly describe outcomes and competencies which they receive after graduation from journalism departments or/and after non-formal educational courses and speak about their advantages and disadvantages. What skills and knowledge journalists have when entering a professional field and what they lack will represent the main features of Ukrainian journalism education. The findings were based on an analysis of 10 focus groups conducted with a total of 92 Ukrainian journalists (both with and without journalism degrees). The results were described in accordance with qualitative analysis. This thesis consists of seven chapters.

This thesis argues that the transmission of the European Union’s norms and values to Poland, and then to Lithuania and Ukraine, has helped those countries to better manage their relations. As a result of their integration into the EU and other western structures, relations between Poland and Lithuania have become more “normal”. The introduction of EU-mandated border controls has complicated relations between Poland and both Ukraine and Belarus. Poland has deep historic ties with Ukraine and is determined to ensure that Ukraine is offered a pathway that will lead to its eventual integration with Europe. However, relations between Poland and Belarus have worsened. Included in this thesis are the results and analysis of interviews and surveys carried out in Poland, Lithuania and Ukraine in 2008.

Seit 2004 versucht die EU mit der Europäischen Nachbarschaftspolitik demokratische Werte in ihre Nachbarländer zu exportieren. Adressaten sind Länder der Mittelmeerunion und Länder des postsozialistischen Europa, die in der Östlichen Partnerschaft zusammengefasst sind. Als außenpolitisches Instrument bietet die Nachbarschaftspolitik eine Alternative zur Erweiterungspolitik. In erster Linie sollen negative Entwicklungen wie illegale Migration, organisierte Kriminalität, grenzübergreifende Umweltzerstörungen und ethnische Konflikte abgewehrt werden. Die Studie analysiert Externalisierung, Sozialisierung und Imitation als Mechanismen des Europäisierungsprozesses und untersucht im Rahmen einer empirischen Prozessanalyse am Beispiel der Ukraine, welche der von der Europäischen Union angewandten Mechanismen den größten Erfolg für eine Normenadaption bedeuten.

Background: Hybridogenesis (hemiclonal inheritance) is a kind of clonal reproduction in which hybrids between parental species are reproduced by crossing with one of the parental species. European water frogs (Pelophylax esculentus complex) represent an appropriate model for studying interspecies hybridization, processes of hemiclonal inheritance and polyploidization. P. esculentus complex consists of two parental species, P. ridibundus (the lake frog) and P. lessonae (the pool frog), and their hybridogenetic hybrid - P. esculentus (the edible frog). Parental and hybrid frogs can reproduce syntopically and form hemiclonal population systems. For studying mechanisms underlying the maintenance of water frog population systems it is required to characterize the karyotypes transmitted in gametes of parental and different hybrid animals of both sexes. Results: In order to obtain an instrument for characterization of oocyte karyotypes in hybrid female frogs, we constructed cytological maps of lampbrush chromosomes from oocytes of both parental species originating in Eastern Ukraine. We further identified certain molecular components of chromosomal marker structures and mapped coilin-rich spheres and granules, chromosome associated nucleoli and special loops accumulating splicing factors. We recorded the dissimilarities between P. ridibundus and P. lessonae lampbrush chromosomes in the length of orthologous chromosomes, number and location of marker structures and interstitial (TTAGGG)(n)-repeat sites as well as activity of nucleolus organizer. Satellite repeat RrS1 was mapped in centromere regions of lampbrush chromosomes of the both species. Additionally, we discovered transcripts of RrS1 repeat in oocytes of P. ridibundus and P. lessonae. Moreover, G-rich transcripts of telomere repeat were revealed in association with terminal regions of P. ridibundus and P. lessonae lampbrush chromosomes. Conclusions: The constructed cytological maps of lampbrush chromosomes of P. ridibundus and P. lessonae provide basis to define the type of genome transmitted within individual oocytes of P. esculentus females with different ploidy and from various population systems.

This thesis explores the process of the Bologna reform in the Ukrainian higher education system. Bologna is one of the most well-known and influential European projects for cooperation in the field of higher education. It aims to create an internationally competitive European Higher Education Area (EHEA) through a range of such objectives as the adoption of a system of credits, cycles of study process, diploma supplement, quality assurance, qualifications frameworks, student-centred education, lifelong learning and the promotion of student and faculty mobility. Through an in-depth examination of higher education actors and policy instruments in the case of the implementation of Bologna in Ukraine, this thesis aims to a) analyse the process of the Bologna reform in Ukraine; and b) examine Bologna as a case of Europeanisation in the post-Soviet context. The study is qualitative and applies two main methods: interviews with key policy actors and text analysis of selected policy documents. These data are analysed through the perspective of policy learning, with a particular reference to the concept of layering. The findings suggest that the Bologna reform in Ukraine has been primarily developing as an interrelationship between policy continuity and change. On the one hand, the study found that most of the key powerful actors and networks in the country, established before the introduction of Bologna, have retained their prior influence. As a result, Bologna has – to a large extent – simply reproduced established relationships and pre-existing higher education policies. The Ministry of Education and Science has been the primary actor pushing for this kind of policy continuity. On the other hand, Bologna has also been partially changing some aspects of the old higher education instruments and the established relations among the actors. These changes have been taking place due to the involvement of civil sector organisations which increasingly became crucial as policy brokers in the process of this reform. The study suggests that the old practices and innovations in Bologna have been interacting in layering – a gradual messy and creative build-up of minor innovations by different higher education actors in Ukraine. The accumulation of these innovations led to more fundamental changes – the beginning of the emergence of a more shared higher education policy-making in the previously centrally governed Ukraine. These findings shed some light on the broader process of Europeanisation in the post-Soviet context. The Ukrainian case thus suggests that at least in the post-Soviet context, Europeanisation is the process in which change and the continuity are not mutually exclusive, but rather closely interconnected.

Since the Treaty of the European Union in 1993, the EU has embraced institutional reforms with the stated purpose of achieving greater unity in foreign affairs. Despite the EU's leading role in the political and economic reforms of former Soviet satellites in Central and Eastern Europe, the EU has been less consistent and cohesive in former Soviet space further east--in regions fraught with undemocratic qualities and places where the EU enjoys fewer credible incentives and less leverage. While scholars point to divergent national interests as obstacles for unity abroad, few have unraveled how the institutions of the EU itself pose challenges as well. This research asks whether the institutions of the EU--particularly the Commission, the Council, and the Parliament--promote or hinder the EU's ability to act as a global unitary actor. It analyzes EU institutional democratic discourse in three cases of color revolutions in former Soviet space from 2003 to 2011: Georgia, Ukraine, and the Kyrgyz Republic. The research is based on a qualitative database of official institutional documents from the European Commission, the Council of the European Union, and the European Parliament to identify patterns of discourse in the construction of democracy. The study finds that, across the institutions, democratic discourse is only consistent in the minimal requisites of democracy--particularly elections and rule of law--but the institutions diverge substantially on whether these elements are necessary and sufficient, versus necessary but insufficient. Even if member-states find common ground at the national level, the institutional dynamics of the EU continue to undermine its ability to assert itself as a unitary actor in foreign affairs. The findings of this study have implications for theories on international relations, democracy, and states. It demonstrates that there are limits to mainstream liberal institutionalist approaches best captured by constructivism, and that the EU as a whole, the institutions of the EU, and the constituent member-states can all become actors with competing interests in a given issue area. The study concludes with potential avenues of future research.

Abstract:
Informed by empirical findings from document analysis, semi-structured qualitative interviewing and participant observation, this Dissertation investigates EU rule of law promotion in a single case: Ukraine. Formally, the EU is committed to promoting the rule of law in Ukraine and Ukraine is committed to the rule of law and European integration. In practice, the state of rule of law application in Ukraine is very poor and hinders further integration of Ukraine with the EU. The main objective of this research is to analyse how the formulation of the EU rule of law promotion policy towards Ukraine is mediated by institutional contexts in the EU and Ukraine. The main argument of this study is that EU rule of law promotion in Ukraine is a product of vertical, horizontal, inter- and intra-institutional coordination of priorities inside the EU and external coordination of EU priorities and activities with those of Ukraine and other rule of law promoters active in the field. This complex interaction mediates both the prioritisation of the rule of law component of EU-Ukraine relations in political dialogue and the substantiation of the rule of law with concrete institutional attributes for the purposes of cooperation between the two. Importantly, the partner state plays a significant role not only at the stage of policy implementation, but also and already at the stage of policy formulation. Partner state stakeholders are involved in the EU policy formulation process for a set of political and practical reasons, dictated by the political context in which the relationship unfoldsnon- accession, and by the peculiarity of t~e task to be accomplished - external assistance to internal legal change. The very approach ofthe EU to rule of law promotion is designed in recognition ofthe effects of interaction between the parties and their institutional contexts: it operates with an abstract ideal of the rule of law at the political level and requires a context-sensitive substantiation of the concept for a particular country and policy area at the practical level. The finding on the inherence of variation in EU rule of law conceptions outside of accession has important implications for the study of coherence in EU external policies. Overall, this Dissertation makes a contribution to the understanding of rule of law promotion as an EU external policy tool in non-accession contexts, the EU as a rule of law promoter and a development actor generally, and Ukraine as a state transforming 'towards' the rule of law and European integration.
