Abstract:

The article examines the immigration and integration policies of France, Sweden, Germany and Denmark. It argues that there is a need for a more unified understanding of the concept of integration throughout the member states. Although European law does not regulate the issue of immigrant integration as it is a competence of the member states, there is a need for a unified understanding of integration. Denmark’s integration policy is described as an example of an effective policy that ought to be emulated, in contrast to those of other countries. The article concludes that the problems France, Sweden and Germany face in integrating newcomers are partly due to a lack of consensus about what integration ought to be.

Abstract:

The article examines the politics of French presidents towards European integration, with the focus on President Macron's proposals concerning European sovereignism. The authors apply the Liberal Intergovernmentalism, which models the EU reforms as a three-stage process in which states first define preferences, then engage in interstate bargaining, and finally design common institutions. The main thesis of this article is that France has relatively stable preferences - augmenting its power through European integration, which is also translated into Macron's politics, despite seemingly paradoxical proposals on further delegation of competences to the EU. France is refusing the status quo in the Union divided on key issues, and strongly advocate a Europe of concentric circles. The high intensity of French preferences for the EU reforms is demonstrated through the alternative coalition?s projects, such as the European Intervention Initiative or redefinition of its relations with Russia. Contrary to common interpretations of France as the weaker partner in the Franco-German axis after the Bing Bang enlargement and Eurozone crisis, the authors' thesis is that France is regaining a stronger role at the integration crossroad. In the context of the uncertain future of the transatlantic partnership, China's rise and the threat of further EU marginalization in contemporary international relations, France is determined to have the ?balancing power? status on the global stage. Based on its military and diplomatic power, as well as large geographic influence, France is offering a strong alliance to Germany, which has no serious alternative. The authors conclude that this alliance would provide an opportunity for both countries to further project their power, and create a new context for inevitable re-opening of the ?German question?.

Abstract:

Abstract A founding member of the European Union, France is nowadays still considered, alongside Germany, as one of the two „engines” of European integration. And this applies not only for the economic or social sphere, as France has also played a preeminent role in the historical process of European defence integration. Acknowledging the French contributions to the European defence project, in this paper we subject to analysis the military importance of France for the Union. Using the analysis of social documents and the case study method, we argue that this country’s high level of military integration in the European Union is not at all fortuitous, as is not due to impermanent favourable evolutions

Abstract:

The Saar region did not immediately become part of the Federal Republic of Germany in 1949, but was gradually given the status of a semi-protectorate of France from 1947 onwards. The region's high-quality coal and the iron and steel industries were supposed both to help the reconstruction of France and to weaken German industry by being withdrawn of its control. The region was economically and politically closely tied to France; freedom of opinion and of the press for those who advocated annexation to the FRG were restricted. This happened at the same time when Franco- German reconciliation and the beginning of European integration were seen as a sign of a settlement between Germany and France. The Saar issue thus became a regional problem for European integration. In the absence of political opposition, the trade unions of the Saarland became the voice of the critical population and became victims of state persecution. The article highlights the role of the Saarland, German and international trade unions, which therefore proved to be important mediators in the conflict over the future of the Saar region.

SummarySeven factors that may have contributed to the national integration of the working classes in Britain, France, Germany, Italy, and Russia 1871–1914 are explored: the national process of capital accumulation, the international prestige of the nation, the coming of interregional connections, compulsory education, suffrage, the role of the army, and the introduction of social insurance systems. The (provisional) results of this exploration show a clustering of integration-promoting factors in Britain, Germany and France, which is to a certain extent lacking in Italy and Russia.

Abstract:

After the failed referenda in France and the Netherlands the European Union is in trouble. The integration process is confronted with a double crisis. Firstly the legitimacy of the EU in the population, particularly in lower income groups, has been weakened because of the negative social effects of neoliberal integration projects such as the Lisbon strategy. Secondly the EU is faced with a crisis of leadership. The Franco-German project of making the EU a global player in security policies that also rivals the US failed because of resistance of other European Governments.

Abstract:

The EU provides a new context for minority nationalist parties, not only to conceive their long-term political project, but also to organise their mobilisation. New institutional and representational opportunities have emerged from multi-level European politics, through the European Parliament, the Committee of the Regions, the EU Regional Policy, etc. This thesis looks at the impact of European integration on minority nationalist mobilisation in France. The French position on internal diversity-still largely influenced by Jacobinism - is emblematic of the tensions existing between minority nationalism and the concept of nation-state. This makes it a valuable "hard" case to assess the significance of the EU for minority nationalist contestation in member states. Evidence gathered from three parties in Brittany (UDB), Corsica (UPC) and the Northern Basque Country (AB) shows that minority nationalists have found it hard to participate in European politics and to access the European political space. As a result of a lack of institutional recognition and parliamentary representation, minority nationalists in France are constrained to operate exclusively at the local level. Consequently, and unlike many minority nationalists in Europe, none of these parties have conceived the EU as an alternative to their relations with the French state and/or fully reformulated their demands in accordance with the European level. European integration has nevertheless entered the strategic considerations of minority nationalists in France, albeit to different degrees. Unlike what could be expected from their trans-border identity. Northern Basque nationalists have perceived the least opportunity in Europe for their mobilisation. It is argued that this is because AB does not mobilise in an institutionalised region. The regional status of Brittany and Corsica has involved both regions in the European policy-making process and this is why European resources have proved valuable to the UDB and the UPC. In the end, though, the comparison of the Breton and Corsican cases shows that the value of Europe as a strategy is contingent on the level of exclusivity that minority nationalists can claim on the European issue within their local political spheres.

Abstract:

The negative vote of the French population to the European Constitution shocked the European politics. It shifted the power constellations within the Union. By giving historical examples, the author explains that the refusal of the French population is not a new phenomenon. As a result, the article suggests to slow down the European integration process in order to prevent further setbacks.

Abstract:

The safety and reliability of all systems has to be maintained throughout the lifetime of a nuclear power plant. Continuous R&D work is needed in targeted areas to meet the challenges of long term operation of existing designs and for the GEN-III designs. A special focus is placed on reactor coolant pressure boundary (RCPB) components, because its integrity and functionality from the time of first operation until end of life is required to ensure plant safety. The overall objective of STYLE is to assess, optimize and develop the use of advanced tools for the structural integrity assessment of RCPB components relevant to ageing and life time management and to support the integration of the knowledge created in the project into mainstream nuclear industry assessment codes. The project concept is based on carefully selected research topics, which thematically cover the complex multidisciplinary character of structural assessment of RCPB components. The prioritization of the work reflects the needs of industrial end-users and assessment of currently available techniques and data at European and international level. This paper describes the current status of the project STYLE and summarizes its main results achieved up to date (Feb 2013). Abstract:

An essential aspect of deepening the level of economic integration between European economies is the reduction of mutual economic disparities, which is especially emphasized by the formation of the supranational monetary authority of the Euro-zone member states. However, fixing the currency for the euro and losing monetary sovereignty in the circumstances of a structurally heterogeneous system meant that the same monetary policy provoked different repercussions for member states. This research aims to point out the differences in the exchange rate transmission mechanism between the representatives of two groups of Euro-zone member states: the core of the EZ (Germany, Finland, Belgium, and France) and the periphery of the EZ (Greece, Spain, Portugal, Ireland), in the 1999M1-2021M1 time horizon. Empirical findings are based on estimates of the VAR model, i.e. derived impulse response functions in the circumstances of shock transmission (nominal effective exchange rate) to inflation (consumer price index). The results of the research indicate the asymmetry of the exchange rate transmission mechanism in terms of a more pronounced and longer degree of exposure of peripheral economies to shocks of the nominal exchange rate compared to the representatives of the core of the Euro-zone. Empirical findings confirm the asymmetry of the exchange rate transmission mechanism as one of the indicators of the weakness of the Euro-zone, given the inflationary diversity and the consequent anomalies of the monetary union with heterogeneous membership.

Abstract:

The ASTEC integral code is being developed by IRSN (France) and GRS (Germany) for simulation of severe accidents (SA) in Light Water reactors (LWR): safety studies including the evaluation of source term, Probabilistic Safety Analysis level 2 (PSA2) and assessment of SA management actions. It plays a key-role in the SARNET Network of Excellence on R&D on severe accidents (2004–2008) of the 6th Framework Programme of the European Commission. A substantial effort is being made to disseminate ASTEC and to perform jointly-executed research activities with the ultimate objective of providing physical models for integration into ASTEC and making it the European reference integral code. Thirty partners are assessing the ASTEC V1 successive versions through validation against experiments and benchmarks on plant applications with integral and mechanistic codes. This paper presents an overview of the work done in 2006 with the version ASTEC V1.2rev1 released by IRSN and GRS in Dec.05. In particular, this version included improvements of the documentation, mainly users manuals and guidelines, and CEA model improvements for the corium behaviour in the vessel lower head. For ASTEC adaptation to BWR and CANDU, the needs concern mainly the in-vessel core degradation and the corresponding specifications are being written. As to ASTEC validation, applications were performed on the following physical phenomena and experiments: circuit thermalhydraulics (PACTEL T2.1 and ISP33, PMK2, LOFT-LP-FP2); core degradation (CORA-13 and W2, QUENCH-11, LOFT-LP-FP2, Phe´bus FPT4); fission products release and transport (COLIMA, STORM, Phe´bus FPT0-1-2); Molten-Corium-Concrete-Interaction or MCCI (ACE L4, BETA, OECD-CCI2); containment thermalhydraulics and aerosol behaviour (LACE LA4, ThAI, PACOS Px1.2); and iodine in a multi-compartment containment (ThAI). The results are in general good, often close to results of mechanistic codes. Some models reach the limits of present international knowledge, for instance MCCI and hydrogen production during the reflooding of a degraded core. As to ASTEC benchmarking, applications for diverse accident scenarios (LOCA, Loss of Steam Generator Feedwater and SBO) were performed for several reactor types: PWR 900, Konvoi 1300, Westinghouse 1000, VVER-1000 and VVER-440. The main trends of results are similar to results obtained with MELCOR or MAAP4 codes. Some quantitative differences are due to modelling differences, i.e. on core degradation. The preliminary comparison on fission products results will be extended in 2007–08. Good results were obtained in the comparison with mechanistic codes such as ATHLET-CD, RELAP5-3D or COCOSYS. Exploratory calculations on VVER-440 showed the ASTEC capabilities to evaluate the possibilities of In-Vessel Melt Retention. For CANDU reactors, physically reliable results were obtained on fission products transport and behaviour. The ASTEC V1 code evolution will now be limited to feedback from the IRSN current Probabilistic Safety Analysis level 2 on 1300 MWe reactors and from SARNET applications. From now on, IRSN and GRS are preparing the new series V2 of ASTEC versions, taking into account the code evolution needs as expressed by the SARNET users. The first V2.0 release is planned at the end of 2008: the version will be applicable to EPR and will include the advanced core degradation models of the ICARE2 mechanistic IRSN code. In 2008, the partners will switch to the assessment of the V1.3rev2 version that was delivered in Dec.2007 and present their results at the 3rd ASTEC Users’ Club organised by IRSN in April 2008.

Abstract:

While the urban fabric has both three and two dimensional aspects, we rarely if ever experience urban form as a fully three-dimensional object nor as a two-dimensional ground plan. Rather, the urban fabric is experienced more in terms of places with a fractal dimension lying between two and three. Hence we can (re)interpret urban form elements from colonnades to streets as ‘fractal’ types. This in turn suggests the possibility for a ‘fractal’ typo-morphology, addressing elements that occupy a typological space ‘in between’ 3D architectural modelling and 2D urban plan analysis. While Moudon could note that aspects of type were ‘vague and flawed with ambiguity’ (1994), it seems that there is still room for clarity; Dovey’s recent review of type (2016) invites further development and integration of the concept of type what may still be a disparate and ambiguous territory. Meanwhile, fractal approaches to morphology have been traditionally more concerned with larger scale urban patterns (e.g. Frankhauser, 2004) or measurement of architectural elements (e.g. Ostwald et al, 2015) with a fractal dimension less than two. This paper explores the possibilities for establishing a ‘fractal typo-morphology’ that recognises the ‘2.x’ dimensional aspect of the urban fabric and its component types. The paper generates a solution-space of types, illustrated with empirical examples, and organizes these into a typology for onward use, so that ideas of type, form and fractal dimension can contribute more fully as ‘conceptual tools’ both for understanding the urban fabric and for use as building blocks for urban design. Abstract:

The Integrated Sustainable Urban Development strategy (English acronym ISUD, Spanish acronym EDUSI) is an urban planning tool that the municipalities with more than 20.000 inhabitants in Spain need to be funded by the European Regional Development Fund (ERDF) in the 2014-2020 period. The city of Villena is located south- east Spain, inland the province of Alicante. The Villena municipality developed this tool in order to have a holistic and integrated vision of the situation of the city from the urban, social, economic and environmental points of view. As a part of the analysis performed to develop this strategy, a spatial analysis of the urban fabric of Villena was carried out. This study employed concepts from the typomorphological schools of Italy, England and France (Moudon, 1994) as well as from the research on relation between density and urban form (Churchman, 1999, Berghauser & Pont, 2009, Steadman, 2014). The data and cartography of the Spanish Cadaster, processed with SIG software, allowed the study. The spatial analysis included different variables of the built environment, including building height and age; plots size; open space ratios, Not-built plots; type of built-plots according to height and built surface; and compactness of the fabrics. The results of this analysis showed a relationship between the morphological variables and the problems identified in the citizen participation meetings carried out for the elaboration of the ISUD. The identified aspects of urban morphology obsolescence allowed proposing strategies of action to update the built environment to current demands. The expanding role of English as an international lingua franca has had considerable effects on higher education (HE) provision around the world. English has become the medium of choice for African HE, and its position as a medium of instruction in the Europe and Asia is strengthening (Coleman, 2006; HU, 2009). English-medium tertiary education is also commonplace in the Middle East including the United Arab Emirates (UAE), the context of the present study, where the vast majority of courses at university-level are conducted in English (Gallagher, 2011). The increasing use of English-medium programs presents particular challenges for content-area faculty who are in effect called upon to provide disciplinary instruction to students who may not be adequately language proficient. Furthermore, discipline-specific faculty may find themselves sharing responsibility to further develop their students’ English language proficiency. Information technology related schools face unique challenges. A significant majority of IT faculty come from computer science/engineering backgrounds and speak English as a second or third language. Most courses emphasize the development of technical skills and afford relatively few opportuni-ties for writing assignments. While exploratory in nature, the study proposes to identify and evaluate practices that can help IT colleges better develop their students’ proficiency in English.

Abstract:

Deployment of high-speed passenger rail services has occurred around the world in densely-populated corridors, often with the effect of either creating or enhancing a unified economic “megaregion” agglomeration. This paper will review the technical characteristics of a variety of megaregion corridors, including Japan (Tokyo-Osaka), France (Paris-Lyon), and Germany (Frankfurt-Cologne), and their economic impacts. There are many lessons to be drawn from the deployment and ongoing operation of high-speed passenger rail service in these corridors for other countries now considering similar projects, such as the US and parts of the European Union. First, we will review three international cases, describing the physical development of each corridor as well as its measured impacts on economic development. In each case, the travel time reductions of the high-speed service transformed the economic boundaries of the urban agglomerations, integrating labor and consumer markets, while often simultaneously raising concerns about the balance of growth within the region. Moreover, high-speed travel within the regions has had important implications for the modes and patterns of travel beyond the region, particularly with respect to long-distance air travel. An example is the code-shared rail-air service between DeutscheBahn and Lufthansa in the Frankfurt-Cologne corridor. Next, we will examine the implications of these international experiences for high-speed rail deployment elsewhere in the world, particularly the US and Portugal, one of the EU countries investing in high-speed rail. Issues considered include the suitability of high-speed passenger rail service in existing megaregions as well as the potential for formation of megaregions in other corridors. By understanding the impact of high-speed passenger service on economic growth, labor markets, urban form, and the regional distribution of economic activity, planners can better anticipate and prepare countermeasures for any negative effects of high-speed rail. Examples of countermeasures include complementary investments in urban and regional transit connections and cooperation with airlines and other transportation service operators. High-speed passenger rail represents a substantial investment whose implementation and ultimate success depends on a wide range of factors. Among them is the ability of planners and decision-makers to make a strong case for the sharing of benefits across a broad geography, both within and beyond the megaregion (and potential megaregion) corridors where service is most likely to be provided. This paper provides some useful lessons based on international experiences.
