Abstract:
The contemporary history of the Czech Republic’s and the Slovak Republic’s formation asindependent European states has a meaningful specificity, compared to other Central European countries and post-Soviet states. First, in the early 1990s, against the backdrop of the former socialist federations’ «balkanization», the Czech and Slovak peoples and their political elites demonstrated the possibility of a civilized, peaceful and evolutionary self-dissolution of the Czech-Slovak federative union and the declaration of independence by the Czech Republic and the Slovak Republic. Second, the cessation of the Czech-Slovak federative union and the declaration of independence by Czechia and Slovakia took place on the basis and within the framework of the existing constitutional norms and laws. And thirdly, when still in the federation, the Czech and Slovak parties were in advance preparing conditions for the full functioning of national statehood from the first days of independence of the Czech Republic and the Slovak Republic and the legal and contractual basis for their further close inter-state cooperation. Abstract:
Hannah Arendt'sThe Origins of Totalitarianismis a distinctively international history. It traces Nazism to a “collapse of the nation-state” across Europe, brought on by European anti-Semitism and European imperialism, rather than to specifically German developments. This essay recovers the political meaning of that methodological choice on Arendt's part, by documenting the surprising intersection between Arendt's involvement in political debates over postwar European reconstruction, where she made an intellectual alliance with Resistance groups across Europe and strongly argued for European federation, and her involvement in historiographical debates over the sources of Nazism. I show the explicit connection that Arendt drew between an internationalist historiography of Nazism and the need for an internationalist European politics, in a series of essays she wrote in the mid-1940s. I then argue that this connection continues to play a prominent role inOriginsitself, sharply differentiating Arendt from other prominent theorists of Nazism.

Abstract:
This article is dealing with international relations between EU and Russian Federation after falling of Berlin's wall and decline of communist regimes in countries of Eastern block. Author is trying to emphasize three periods. First period is from 1991. until 2000. During presidency of Boris Jeljcin in Russia. This period is reflected by declining of Russian power and stronger integration of Europe because of Treaties of Maastricht and Amsterdam. Second period is period of coming on power president Vladimir Putin and uprising of Russia. This period lasts until 2014. year, when relations were more-less stable, except conflict in Georgia. Third period is related to conflict in Ukraine in 2014. And energetic crisis in 2021. Conflict in Ukraine has shown that EU doesn't have force to stand from foreign policy of USA, which is reflected in actions of NATO. Author concludes article with hope that memory from two world wars will be enough strong for politicians from both sides to not let another world war, and they will find new ways to enhance international cooperation.

Abstract:
Abstract What gave rise to this Roundtable is the invasion by the Russian Federation of the sovereign state of Ukraine. This unprovoked act on the pretext of protecting Russian national security from a nato threat (as a result of Ukraine seeking membership) has shaken the existing post-Cold War world order. The question which arose shortly after the 24 February 2022 and which is still valid is: how do we read Russian literature against the background of the daily pictures of arbitrary carnage and destruction in the Donbas region and elsewhere in Ukraine? Is this a performance of a regressive Russian history in what Hegel termed the “world-historical” process? The question is answered by looking at Dostoevsky’s assimilation of Hegel’s concept of “national spirit” and the contradictory views about Europe this yielded in Dostoevsky’s aesthetics and polemical articles. It is this split vision which characterizes the civilizational paradox of the Russian Federation’s attitude to its European neighbors.

The criminalization of violations in the field of public procurement in the Russian Federation has caused discussions about the effectiveness of the mechanisms of criminal law protection proposed by the legislator. The study of foreign experience in criminal liability for encroachment on the field of public procurement, especially the experience of those countries where this area has a long history of legal regulation, is of interest from the standpoint of determining the effectiveness of Art. 200.4-200.6 of the Criminal Code of the Russian Federation.

Abstract:
This study presents the history of European unity in the contemporary period and how the European federation project was being presented for the constitution of the United States of Europe. Then the way to a European Union with one voice, in the history of European integration, in a sovereignty shared by the States, not always uniting all the members, in the same integration, posing the question of a Europe at different speeds. At European crossroads, it is not always possible to reach an understanding among all nations, on how to achieve this European Union. It is here that the question arises of a Europe at various speeds, in which some states agree to further deepen, and others, or due to the lack of possibility of convergence, for economic reasons, as in the case of the Euro, are left out of certain integration policies. However, what we want to reflect on is that the process of European construction maintains its unity around its fundamental values, although policies can adjust to concrete situations, which do not invalidate their essential nature, ends and objectives, or that is, despite these different “speeds”, depending on the situation and the will of the states, the project itself always maintains the European Union as a whole.

Abstract:
Until recently, broadcasting in Europe has been seen by historians and broadcasters alike as intricately related to national territory. Starting immediately after the Second World War, when West German national territory was still uncertain, this article explores how the broadcasting space of the Federal Republic (FRG) shaped and was shaped by material, institutional, and discursive developments in European broadcasting spaces from the end of World War II until the early 1960s. In particular, it examines the border regimes defined by overlapping zones of circulation via broadcasting, including radio hardware, signals and cultural products such as music. It examines these spaces in part from the view of the European Broadcasting Union (EBU), the federation of (then) Western public service broadcasters in Europe. By reconstructing the history of broadcasting in the Federal Republic within the frame of attempts to regulate European broadcasting spaces, it aims to show how territorial spaces were transgressed, transformed, or reinforced by the emerging global conflict.

Abstract:
The concept and essence of the principles of proceedings on cases of administrative offenses are considered: respect for the dignity of the individual, freedom and personal inviolability. Based on the analysis of law enforcement practice, including decisions of the European Court of Human Rights, the Constitutional Court of the Russian Federation and the Supreme Court of the Russian Federation, the content of the principles is revealed, the material and procedural norms in which their requirements are directly implemented are indicated. According to the results of the study, it is proposed to synthesize the principles of respect for the dignity of the individual, freedom and personal inviolability into a single principle of proceedings on cases of administrative offenses — personal inviolability, the content of which is the requirements of physical and mental (moral) inviolability.

Abstract:
Pierre Mendès France, one of the great figures of the French political left from the 1940s to the 1970s, is mostly perceived as an anti-European or at least as a great sceptical in matters of European Unity à la Jean Monnet. Nonetheless, it would be unfair to taint him with this unsubtle image. All his action was turned to restore an then develop France's economy and society after World War II. Misunderstood as advocate of the monetary austerity and the fight against inflation in 1945, he meant to implement a common planning by the Europeans, with the participation of Great Britain. He didn't seek to build a European federation, but a community to promote a new society and an economy in progress, delivered from the restored plundering of carpetbagger capitalism and nationalism. His European vison was larger than that of the Six, but he didn't achieve the aim. Accused to have derailed the EDC in August 1954, he invented a way to make Germany, of which he always remained suspicious, participate in the Western rearmament. The Treaties of Rome contrived him in a political deadlock: despite their very liberal orientation, he could not do other than admit them because they proved to be quite useful for economic development. In response to Charles de Gaulle, Pierre Mendès France knew how to develop in the 1970s a project uniting the European left, capable, he thought, to correct the abuses of the merchant's Europe by means of a common modern planning in innovative sectors, in full employment, in European research and universities, in social policy an in justice for all citizens. What should be retained of all this? I would choose his ambition to regulate European development by seeking the benefit of the people.

Abstract:
‘Hot clubs’ proliferated all over Europe and the United States during the 1930s. For a brief period (1935–6), they joined forces in an International Federation of Hot Clubs (IFHC), the main purpose of which was to link together devotees in search of American hot jazz recordings at a time when they were difficult to find and buy in Europe, since that sub-genre was less popular and commercially successful than what was then called ‘straight’ jazz. The expression ‘hot jazz’ was coined by jazz musicians at the end of the 1920s and referred to a style based on performance and improvisation rather than on the composition and performance of written parts. A founder of the Hot Club de France (HCF) in 1932, the French jazz critic Hugues Panassié was the first to establish a hierarchy between these two styles:

One of the negative phenomena of the modern world are attempts to falsify history and the results of the Second World War, 1939-1945., is an important component of the ideological confrontation in the information space of neoliberal forces of Russian society with patriotic and non-violent, is a tool for achieving geopolitical goals of a number of states. United States, European Union and Ukraine tend to distort the results of the Second World War to remove the history of the Great Patriotic War, the feat of the Soviet people, who saved the world from fascism, and the Soviet Union (Russian Federation), together with Nazi Germany put in the dock of history, accusing all the troubles of the XX century. At the same time attempts to rehabilitate fascism and substitution postwar realities lead to the destruction of the entire system of contemporary international relations and, as a consequence, to the intensification of the struggle for the redivision of the world, including military measures. China is actively implementing the historiography of the statement that World War II began June 7, 1937 and is linked to an open aggression of Japan against China. Given these circumstances, the Military Doctrine of the Russian Federation noted that the trend of displacement of military dangers and military threats in the information space and the inner sphere of the Russian Federation. The main internal risks attributable activity information impact on the population, especially young citizens of the country, which has the aim of undermining the historical, spiritual and patriotic traditions in the field of defense of the Fatherland.

The paper presents a brief history of the EuroPsy initiative which began in 1998 and is now in the process of implementation across European countries in the European Federation of Psychologists’ Associations (EFPA). EuroPsy defines a standard of professional education that aims to promote a high quality of education and professional practice for psychologists. The initiative was substantially supported by developments within the European Union (EU) and more widely in Europe, in particular the so-called Bologna process. This process, however, had a major political focus with an explicit commitment to facilitate mobility. Concerns for quality and a high level of professional education and an implied focus on consumer or client protection may not always sit easily with a commitment to facilitating professional mobility. This paper presents some of the challenges and potential tensions inherent in the EuroPsy.

Abstract:
Horse breeding in the Republic of Croatia, before its entrance into European Union, is in the transitional period. In the breeding sense, Croatian horse breeding is set according to the model of European countries and is trying to counteract with ?modern horse breeding countries?. Croatian Center for Horse Breeding - Djakovo and Lipik State Stud Farms (CCHB), with the Central register of equidae is, as the head national institution, responsible for running and maintaining national central equidae database (49 registers of horses and 27 registers of breeding types). Croatia has registered total of 21.796 equidae, from which 19.306 animals are horses. Registered horses according to groups make the total proportion of 37% warmblood horses, 59% coldblood horses and 4% ponies. Horse breeders are organized in breeders associations, which form federations of associations referring to separate horse breeds. Currently in Croatia there are four federations of breeders associations (with 43 associations and 11 private stud farms). Those verified breeding organizations are conducting independently breeding programs and fully maintain breeding and selection obligations for horse breeds for which they have approval of the Croatian Ministry. Native breeds in Croatia are Croatian Coldblood, Croatian Posavac and Medjimurje horse (Murinsulaner), while Lipizzan horse is considered as protected breed. Development of horse breeding is considerably supported with national subsidies. Internationally verified breeds which are bred in Croatia are Lipizzan horse, Pure Arabian horses, Thoroughbred, Haflinger and Gidran horses. The horse breeding in Croatia is developing in four different directions. Ecological breeding implies native horse breeds and is spread on the areas of protected nature resorts in Croatia. Croatians are through their history connected to horse breeding, which is even today irreplaceable in traditional cultural manifestations (Djakovacki vezovi, Vinkovacke jeseni, Sinjska alka, etc.), various horse shows and fairs and also in more ?modern? ways through recreation and entertainment. The third direction of development of horse breeding in Croatia is therapeutic riding, which includes 26 associations, over one hundred horses and over one thousand users organized under the Therapeutic Riding Association of Croatia. Sports horse breeding represents fourth direction in Croatian horse breeding. It is formed by four federations: Croatian Trotting Federation (trotting), Croatian Gallop Federation (gallop sport) and Croatian Equestrian Federation (endurance, dressage, military, show jumping, driving). Croatian Equestrian Federation includes 49 equestrian clubs. In the last four years between 455 and 582 competitors and between 495 and 581 horses (for show jumping 45%, dressage 31%, endurance 19%, driving 5% and military) were licensed annually. Croatia achieved noticeable results on the international scene in driving sports and in Paralympics. In all mentioned directions of Croatian horse breeding, the tendency should be directed to achieving higher breeding standards (nutrition, stabling, transport, training) and more rational using of horses. Such breeding and using of horses will lead to top bred horses and successful sport horses. This implies synchronized work through long period of time, respecting institutional and breeding rules.

Abstract:
The article is devoted to the study of the current state of the «green» parties in the world as a whole, as well as in Europe and the Russian Federation in particular. The history of the formation of the «green» parties is also revealed and their common features are analyzed. In addition, the difference between the European «green» parties and the Russian ones is considered there. An important part of the study is the analysis of the percentage of representatives of «green» parties in the legislative authorities in the countries. As a result of the research, the author comes to several conclusions: currently, «green» parties exist in almost half of the countries where the existence of parties is possible as such. In a quarter of these countries, representatives of these parties are in the government, and about 4% of them are in the ruling coalitions. Nevertheless, for half a century, this is quite a great achievement for parties that were once considered oppositional. Most of these parties are represented in the European parliaments, but they have a number of differences from the «green» parties of the Russian Federation, which is also noted in this article.

Abstract:
AbstractThis article analyses the interactions between the Women's International Democratic Federation (WIDF) and its Mexican and Cuban national chapters and affiliated organizations. Focusing on the National Bloc of Revolutionary Women, the Democratic Union of Mexican Women, and the Democratic Federation of Cuban Women, this article studies the ideological foundations these organizations defended and the action programmes they used to materialize them. One of its main contributions is to argue that Mexican and Cuban socialist and communist women contributed to the struggle for women's emancipation within the Eastern Bloc through grass-roots contributions that did not simply emulate European communist organizations, but drew on, and were informed by, national contexts, material conditions, and historical backgrounds. The increasing number of requests, demands, and proposals emerging from Latin America, and more specifically from Mexico and Cuba, ultimately fostered a steady process of decentralization that broadened visions of women's progress within the global leftist feminist movement during the early Cold War.

AbstractThis paper focuses on how the International Federation of University Women, founded in 1919, sought to reconcile its mission of fostering internationalism with the interests of its over thirty national member organisations. Nowhere was the challenge to its internationalist ethos greater than in post–First World War Germany. Being one of the last European member associations to join the IFUW in 1926, the Germans immediately requested their language to be used alongside English and French. The article reconstructs the struggles preceding the admission of Germany to the IFUW and the subsequent disputes over the ‘language question’ to explain why and on what terms the Germans first contested and eventually agreed in 1932 to accept the new Anglo-American and French dominance as world languages.

Abstract:
Marriage can be interpreted as an institution of law, a legal fact, a special form of contract, a specific legal structure. In recent years, there has been an active debate about the neutralization of this definition regarding the gender difference between spouses. Many countries have legalized same-sex unions. The Constitutional Court of Russia and the European Court of Human Rights consider cases of discrimination based on sexual orientation. It is impossible to deny the importance of the institution of marriage for the legal field of any state. Marriage as a legal fact significantly affects the property and personal rights of spouses and other family members. In 2020 a number of amendments were made to the Constitution of the Russian Federation, among which was an amendment stating that marriage is a union of a man and a woman. There was a lot of controversy around this amendment. The rationale for introducing this definition into the text of the Constitution of the Russian Federation was the establishment of a final understanding of the institution of marriage. However everything is not clear. Is the consolidation of marriage as a constitutional and legal category a guarantee of preserving the traditional understanding of the marriage union? The article analyzes the category of «marriage» in the framework of the constitutional legislation of Russia. The article analyzes the significance of the amendment on marriage in the text of the Basic Law and the impact of this fact on the development of legislation on marriage and family relations.

Abstract:
The article analyses migration from border countries (the so-called overlapping area) of two migration subsystems — Eurasian (centred in the Russian Federation) and European (the European Union) from 1991 to 2021 (before the recent events in Ukraine). A step-by-step analysis of the migration situation in the countries of the former USSR — Belarus, Latvia, Lithuania, Moldova, Ukraine and Estonia was conducted. The article examines bilateral and multilateral migration processes, analyses the main factors influencing their development and explores migration policy measures and their impact on the regulation of migration processes in the countries of the overlapping area. These countries, located between the two centres of major migration subsystems in Eurasia (Eurasian and European, or, in other words, between the Russian Federation and the core of the EU), are subject to their strong influence and ‘competitive gravitation’. The strength of this gravitation depends not only on pull and push factors but also on the attractiveness and non-attractiveness of the migration policies prevailing in these migration subsystems at a given point in time.

Abstract:
The essay investigates Raymond Aron’s attitude towards European integration, through a critical analysis of primary sources, in order to problematise the interpretations recently offered by scholars working on Europeanism. The evidence offered supports the argument that, compared to Jean Monnet’s federalism and to Charles de Gaulle’s nationalism, Aron’s perspective presents original traits. Notwithstanding his belief that European states ought to create a framework for enhancing cooperation in crucial sectors (trade, security) which could lead to a certain degree of political integration, Aron was not convinced that this process would eventually produce a federation. Furthermore, he thought that further integration ought to be pursued with the active involvement of European peoples, together with the reconciliation with Germany and its inclusion within an anti-Soviet Atlantic alliance. The conclusion is that, as far as Europe is concerned, Aron’s position cannot be simplistically labelled as Europeanist or anti-Europeanist. Rather, it might be described as a realistic scepticism.

Abstract:
Modernity alongside with new technologies development, fundamental changes in the printing industry and informatization of society presented the mankind with such an invention as propaganda. It became an integral part of authoritarian and totalitarian political regimes of the XXth century. However, as a tool of consciousness manipulation, it was actively used by the empires during the "long" XIXth century. In the conditions of the First World War propaganda played a significant role in the mobilization processes and in the formation of the enemy's image. The article attempts to assess the effectiveness of the propaganda during the First World War. The article examines the researches that analyze the events of the war from the point of view of Soviet, modern Ukrainian and foreign historiography and contain descriptions of the propaganda campaign on the front line and in the rear. The state of modern historical research is highlighted and the prospects of further research are indicated. The study of the experience of the First World War and the information component of the fighting can be useful, given the fact that the Russian Federation today uses ideological stamps of that period. The analysis of existing studies on the issues of the First World War in general and its propaganda component in particular proves an increasing interest in the investigation of information warfare topic. Since 2014, the number of studies devoted to the First World War has increased in domestic and foreign research. The Ukrainian regions were a part of Austria-Hungary and Russia, so the usage of the Ukrainian national question in the propaganda of those states was significant. However, the issue of the propaganda war between the two empires is not covered comprehensively. The first study on this subject was of general practical character. The first foreign scholars who examined propaganda were mass communication specialists. For Soviet historical science, the priority task was to study the revolutionary events of 1917 and the period of the civil war. The events of 1914-1918 were interpreted only as an imperialist war, their study was conducted tendentiously. Modern historiography on the First World War reflects the main directions of the European historical school at the beginning of the XXIst century with a focus on social and socio-cultural history. Foreign historiography is represented by Russian, European and American authors. In their research considerable attention is paid to the topic of military psychology and cultural-anthropological aspects of war. The analysis of the extent of the given problem research in the studies of foreign historians suggests a sufficient level of its investigation. Modern historians pay much attention to the ideological aspect, the analysis of visual propaganda. The interest in considering the mechanisms for the formation of images of the enemy, its state and allies increased. A promising object of historical research is the study of the verbal and nonverbal aspects of the propaganda production of both empires.

Abstract:
The last two decades of the twentieth century have seen a burgeoning interest in Australian history. Much of this interest has been engendered by major national events such as the bicentenary of European settlement in 1988 and more recently, the centenary of Federation, yet there has also been a growing public acceptance of the existence of another, less tangible, history of Australia that predates the arrival of Europeans. While reflecting a heightened sense of national confidence and maturity, this awareness also relates to a growing community concern about major environmental problems now looming on a national scale. The fact that many of these issues had emerged by the end of the nineteenth century provided clear evidence that landuse practices transplanted from elsewhere were not always sustainable in Australian environments. It is not surprising therefore, that environmental history is seen by many today, as particularly relevant to any comprehensive analysis of land management and land management policies. Only by understanding clearly what has happened in the past through an objective examination of all available sources of information is it possible to identify critical factors and processes underpinning contemporary environmental issues.

Abstract:
This paper employs the history and politics of football looking at discussions about Cyprus’ national identity, the relationship between the Greek-Cypriot state and its self-declared Turkish-Cypriot counterpart, and the possibility of reunification. It explores these issues from both sides of the divide, something rarely undertaken in Cyprus, and within a wider European perspective, by comparing it briefly with the modern football histories of Ireland, Spain and Bosnia & Herzegovina. Football and its inherent developments reflect not only the political rivalries in the world of Greek-Cypriot football, but also the encounters between Greek-Cypriots and Turkish-Cypriots. The history of Cypriot football has no similar precedent in the selected European space. In Ireland, the peace process has not ended historic civil society divisions, while football agents with opposing political ideologies across the Greek and Turkish divide in Cyprus have been able to overcome their differences, political elites on one side of the border have prevented unification. In Spain’s Catalonia, while the football-fed movement for independence, yet to materialize, remains subject to approval by Spain’s institutions, the independence of the de facto Turkish-Cypriot state would require the approval of the governments of the Republic of Cyprus, Greece, Turkey, and Britain. Finally, while FIFA and UEFA have successfully dictated the terms for the final admission of Bosnia & Herzegovina’s football Federation into their membership, they have failed to repeat this achievement in the Cypriot case.

The scholarly journal HOPOS is published by University of Chicago Press. The International Federation of Philosophical Societies (FISP) is the highest nongovernmental world organization for philosophy, whose members-societies represent every country where there is significant academic philosophy. It was established in Amsterdam in 1948. FISP’s first seat was located at the the Sorbonne in Paris. FISP includes approximately one hundred members. It does not include individual members, but only «societies» in a broad sense, that is, philosophical institutions of different kinds, such as associations, societies, institutes, centres and academies at national, regional and international levels. The International council for philosophy and human sciences (ICPHS) is a non-governmental organisation within UNESCO, which federates hundreds of different learned societies in the field of philosophy, human sciences and related subjects. It was conceived as the intermediary between UNESCO on one hand, and learned societies and national academies on the other. Its aim was to extend UNESCO's action in the domain of humanistic studies.
