Abstract:
- This article analyses the evolution of the European Community information policy from the birth of the European Coal and Steel Community established in 1951 to the Seventies. Since the beginning, the EC information policy has aimed at "making the Europeans", namely to foster the development of a European identity among the EEC citizens. This aim was consistent with the europeanist attitude of the EEC officers in charge of the information policy. The article analyses successes and failures of the EC information policy in its early stage. Abstract:
This thesis maintains that the study and practice of European integration is hindered by an unquestioned and all-embracing conceptual foundation, derived from 17th/18th century political thought. By virtue of identity-related assumptions including 'nation-state', 'nationalism', and 'sovereignty', which rest on an exclusive binary distinction between "self" and "other", this foundation is inadequate and anachronistic as a theoretical lens through which to understand the dynamics of contemporary Europe.
Chapter 1 reveals the inadequacy of existing theories of European integration, and Chapter 2 traces this inadequacy to the issue of identity, tying it in with a modern identity crisis. It is argued that the theory and practice of European integration in the 1990's depends on a fundamental reconceptualisation of identity, to eliminate the conceptual rigidity of exclusive self/other binary distinction, and so to provide the basis for a new kind of European identity. In Chapter 3, the framework of a new "non-fixed", "non-essential" and pragmatic identity (and therefore European identity), beyond the self/other boundaries of contemporary thought, is elaborated through the work of Ludwig Wittgenstein, Michel Foucault, and Jacques Derrida, and its effect on the study and practice of European integration is assessed.

Abstract:
Following the newly adopted European Directive on Intelligent Transport Systems (ITS) 2010/40/EU, officially published on November 30th 2023 under the new code (EU) 2023/2661, opportunities arise for the entire industry. The main aim of the Directive is to promote coordinated deployment of intelligent transport systems in accordance with technological development and user needs. It provides a framework for developing and implementing technologies to improve transportation systems' efficiency, safety, and sustainability within the European Union (EU) and member states. The new European legislation should ensure that ITS applications in the field of road transport enable seamless integration with other modes of transport thus facilitating a shift to those modes whenever possible. This will in time improve the safety, efficiency and accessibility of the European transportation system. In this paper, we are analyzing the main objectives of the EU initiative and changes compared to the initial Directive of 2010 with special regard to changes in Priority III, safety and Priority IV, ITS services for connecting, cooperation and automatization of mobility. Although all key changes are analysed the special focus was on critical services such as road safety-related traffic information services, to be made available across Europe.

Abstract:
Reuse and repurposing are two of the most basic software concepts. They are powerful practices that can deliver significant improvements in software productivity and quality, as well as substantially lower software development and maintenance costs. Unfortunately, few serious gaming research entities have been able to capitalize on the tremendous benefits that reuse and repurposing offer. The rapid growth of the serious game research community in the EU has set the stage for a large diversity in serious gaming scientific research in terms of the application domains (military, health, business, engineering), scientific disciplines (psychology, computer science, social science), and development solutions. It is often argued that the large growth has created a problematically fragmented serious gaming community. The fragmentation makes it difficult to maximize contributions and successes, avoid overlap, enable resource reuse, as well as harmonized development efforts through interoperability. Questions remain regarding the demographics and outcomes of this polymorphous research community. By answering these questions, fragmentation can be reduced and synergy can emerge. Moreover, by knowing the status quo, the serious gaming research community's development can be analysed over time. The EU has tried to reduce the fragmentation in the serious gaming community by funding the Game and Learning Alliance (GALA) Network of Excellence. The GALA tasks included the establishment of a Technical Committee on Interoperability and Semantics, and ofthe European Academy of Serious Games (SG Academy), a web-based social networking website that enables EU serious gaming researchers, students, teachers and professionals to collaboratively build and share knowledge of serious gaming. In this paper, the authors build upon the expertise of this community to answer the following questions: What is the reusability and interoperability potential of existing serious games (SG)? Are information, software components, and SGs easily accessible? How many SGs have been developed through European funding? How many of these SGs are available online? How many are open source? How many require a user account? For what languages are these games available? What are the most common topics games are developed for? This research aims to enable the adoption of accessibility, reusability and interoperability principles within the SG community, as well as to support the development of the next generation of serious game researchers and developers.

The article deals with the analysis of the transformation of the discourse of European identity during the second half of the XXth–beginning of the XXst centuries. The search for general patterns of this process can help to build appropriate models applicable to the political conditions of countries seeking to integrate into the European community. The situation in the European community was chosen as the empirical material, mainly within the framework of the European Union, currently uniting 28 countries. Since identity, including the European identity is not only a construct formed with varying degrees of success, but also an objective reality, acting as a set of characteristics that distinguish Europeans from others in this particular case, this topic is not only a subject of study of academic discourse, but also an important topic forming a real political agenda.

The paper focuses on Etwinning, the community for schools in Europe. Launched in 2005 as a fundamental component of the eLearning program of the European Commission, eTwinning has become an integral part of the Erasmus +, the EU Programme for Education, Training, Youth and Sport, in 2014. The Central Support Service eTwinning is run by European Schoolnet, an international partnership formed of 31 European ministries of education, which designs learning tools for schools, teachers and students in Europe. ETwinning promotes school collaboration in Europe through information and communication technologies by providing support, tools and services to schools. The portal is available to teachers through online tools by which they may seek partners, can start the project, they can exchange ideas and best practices and can start to work immediately thanks to the broad range of customized tools on the eTwinning platform. From October 2007, eTwinning started to be carried out in Romania. In the long term, it aims to improve the abilities to use new technologies, to improve communication in foreign languages, knowledge and intercultural dialogue.The paper also deals with the development of key competences through eTwinning, rules of communication and behavior inside etwinning community and implications for teaching activities. The next part of the paper presents Etwinning advantages from eLearning perspective: accessibility, the freedom of decision, professional community, information resources, training opportunities for teachers, specialist support, motivation and recognition systems. ETwinning platform is ideal for secondary education because it offers extensive opportunities for managing virtual spaces - which facilitates, in a much higher degree than other web platforms, learning activities. Benefits of eTwinning platform for students and teachers involved in online learning projects by collaboration at European level are very high due to factors such as: the opportunity to interact with students and teachers in other European countries, didactic and technological support offered by the portal to the highest European standards, innovative working tools, teamwork, stimulate interest and critical thinking. Advantages for school are also important because the image of the school is promoted by eTwinning projects and foundations of a future collaboration at the institution level in future partnerships are set up.

The aim of the WP3 “Network Integration and Improvements” is to coordinate and enhance key aspects of integration of European observing technology (and related data flows) for its use in the context of international ocean monitoring activities. One of the dimensions of the integrations is the constitution of thematic networks, that is, networks whose aim is to address specific observational challenges and thus to favor innovation, innovation that will ultimately support the Blue economy. In this context, the specific aim of Task 3.8 is to accelerate the adoption of molecular methods such as genomic, transcriptomic (and related “omics”) approaches, currently used as monitoring tools in human health, to the assessment of the state and change of marine ecosystems. It was designed to favor the increase the capacity to evaluate biological diversity and the organismal metabolic states in different environmental conditions by the development of “augmented observatories”, utilizing state-of-art methodologies in genomic-enabled research at multidisciplinary observatories at well-established marine LTERs, with main focus on a mature oceanographic observatory in Naples, NEREA. In addition, an effort is dedicated to connecting existing observatories that intend to augment their observations with molecular tools. Molecular approaches come with many different options for the protocols (size fractioning, sample collection and storage, sequencing etc). One main challenge in systematically implementing those approaches is thus their standardization across observatories. Based on a survey of existing methods and on a 3-year experience in collecting, sequencing and analyzing molecular data, this deliverable is thus dedicated to present the SOPs implemented and tested at NEREA. The SOPs consider a size fractioning of the biological material to avoid biases toward more abundant, smaller organisms such as bacteria. They cover both the highly stable DNA and the less stable RNA and they are essentially an evolution of the ones developed for the highly successful Tara Oceans Expedition and recently updated for the Expedition Mission Microbiomes, an All-Atlantic expedition organised and executed by the EU AtlantECO project. Importantly, they have only slight variations with respect the ones adopted by the network of genomic observatories EMOBON. Discussions are ongoing with EMOBON to perfectly align the protocols. Abstract:
This paper discusses the European Union trade policy making process and implications for the Andean community. The European Union (EU) divides its agreements with other countries into three types: neighbourhood, trade and development, and is currently classifying the negotiations with the Andean Community as development. The Andean Community must examine how the EU has approached its agreements in the past and what the Andean countries need from an agreement, and decide whether it wants to negotiate on the trade or development models. In the light of this choice, it must then identify the negotiating approaches, the non-governmental allies, and the economic and social information which will be most effective in convincing the EC and the EU member countries to sign a favourable agreement. This document was presented by the Trade and Integration Network of the Regional Policy Dialogue for the Andean Subregional Meeting held on April 23rd and 24th, 2007 in Lima, Peru.
